It was all smiles Friday when Lake Country Food Assistance Society’s Phyllis McPherson was presented with a Canadian flag by Kelowna-Lake Country MP Ron Cannan. Hers was one of 50 flags handed out by Prime Minister Stephen Harper to deserving Canadians to mark the 50th anniversary of Canada’s official flag, the Maple Leaf. MacPherson, who has overseen operations at the food bank for more than 30 years, said she plans to fly the flag proudly at the food bank’s new larger location which the entire Lake Country community has been raising money to build, once it is up and running.

The alternative approval process had asked for electoral consent for the district to raise taxes and borrow $2.6 million to purchase the Lake Country portion of the old CN Rail corridor. If 10 per cent of the Lake Country population signed electoral response forms in the five-week process, the district wouldn’t be able to go through the loan process and would have to

come up with a different plan if it wanted to purchase the corridor. The implications of a potential no vote were not known as Lake Country and its partners have until the end of March to close the financial conditions on the tentative deal with CN Rail. The parties have a deal in principle to purchase the

Spir it Day

At the end of each month, the school has a “spirit day” on a theme chosen by the student council. Our last “spirit day” was a “hat and gum” spirit day where the students could break the school rules regarding hats inside and gum chewing. Shown here are students and a teacher watching the bubble gum blowing contest held in the gym at lunch time!

Each year the school hosts an annual CanSpell Spelling Bee for students in grades 4-6. This year, the competition was intense with all spellers making it through the first few rounds, until finally, two finalists were left. They were Maddy Dungate, second from the right and Hunter Libke, far right. Round after round went by with both girls spelling challenging words. Finally, Maddy was declared the winner and Hunter, the runner-up. Both girls will be recognized on the school’s award plaque.

Learning in other spaces

Lots of bubble gum was for sale in advance of the bubble gum blowing contest during our recent “spirit day”!

Learning at OTS happens primarily in classrooms but often also spills out into the hallways where these grade K/1 students have room to practise early literacy and numeracy skills.

Rockets Visit

Four members of the Kelowna Rockets hockey club visited the school earlier in the year. They read with groups of Primary students in the morning as part of the club’s “Reading with the Rockets” program. Then at lunch they played a rousing game of pick-up floor hockey with various groups of Intermediate students. Meter madness: Opposing sides to smart meters make their pitch KEVIN PARNELL As FortisBC continues to move forward with a plan to replace its aging analog meters with advanced meters to measure its customer’s energy consumption, a growing number of people are raising concern about the use of the meters. In Lake Country, FortisBC has 1,350 electricity customers, spread out between Carrs Landing, Okanagan Centre and some around Jim Bailey Road. Those customers will also have their meters exchanged in the process, which is expected to be complete by mid May. To date FortisBC has exchanged about 22,000 of a planned 60,000 meters in Kelowna, replacing the old analog units with the new meters that have the capability of transmitting billing information to FortisBC using wireless technology. While the company says it will make for more accurate readings and allow customers to better monitor their energy consumption, the radiofrequency radiation the units emit is at least part of the issue for people who say they don’t want a smart meter on their house. Known as RF, radiofrequency radiation emitted by smart meters is the same signal that a cell phone puts out when in use. According to Health Canada, the difference is the amount of RF radiation

There are other issues as well with smart meters. A similar program in Saskatchewan was cancelled by the government in that province after eight fires were found to be started in smart meters. And while the maker of the FortisBC

advanced meter (Itron) is different from the manufacturer of the Saskatchewan meter, it’s not stopping people from standing up to voice their concern. FortisBC and other utilities that have moved to smart meters say the technology is safe and the advanced meters are needed to fully meet with standards laid out by the federal government body Measure-

ment Canada. As the program moves through the FortisBC customer base in the Okanagan, a Kelowna group is joining forces to try and educate people while at least one Kelowna family is considering going off the electricity grid completely. ••• When Kelowna arborist and glass blower Sebastien Latour drops his two kids off

at their Kelowna school he usually leaves them with something to think about. A tradesman and a farmer, Latour is trying to instill an inquisitive nature in his children, wanting them to question things they are told. “I tell them to question everything including what I just said,” said Latour. “I don’t want to raise guinea pigs. I want my kids to have critical thinking skills. I want my kids to be able to think and not just accept the information they are given. This is a corporate world and we have to question things.” That critical thinking forms the basis of Latour’s opposition to a move to smart meters. He questions their safety, the reasoning for them and who is really benefiting financially from the change. So, while many residents in Black Mountain have already had FortisBC smart meters installed on their homes, Latour says he won’t be one of them. He has informed FortisBC he does not want the smart meter and he’s taking steps to be prepared to cut off his electricity entirely if the company goes ahead with its plan to install it. “I think outside the box and I always have,” he said. “We’ve told Fortis we are not interested in the meter. We don’t want it connected to our home. We’ve told them if it comes to that we SMART METERS A6

Residential water meter installation to start this year The District of Lake Country will get going on the second year of universal water metre installations next month. After beginning with agriculture customers last year, crews will begin working to continue installing the universal metres on Lake Country’s agricultural operations and will add residential water customers to the program this year. “This is about getting out to control the amount of water people use,” said Lake Country Mayor James Baker. “It’s a user-pay system and we are a long way from fully implementing it. Just now we are getting the installations done.” Installations of the new water metres will begin again in March. Residents will receive a booklet in the mail explaining the process. In that information will be a unique code specific to each property. Residents can use that code to book an appointment. The District of Lake Country will host an open house March 12 from 3:30 to 7:30 p.m. where technicians will be available to speak about the program.

Okanagan Centre rezoning to get a public hearing Lake Country council has sent an application to rezone a large par-

cel of land in Okanagan Centre to a public hearing after giving the rezoning bylaw two readings at its regular meeting last week. The unique piece of land on Tyndall Road is about 18 hectares (46 acres) and is currently divided into two lots. The developer is looking to rezone it to accomodate a subdivision for a 55-plus retirement community. The land features a flat portion on about 60 per cent of the property, while 40 per cent is steep terrain, not-suitable for development. Council heard that the property would be divided between the land that could be used for a subdivision and the portion that is declared a no-build zone. Details for that portion of the property wold be locked down in a covenant between the developer and the district. Currently the land is zoned rural-residential with the two parcels only able to be subdivided into four lots. The developer is seeking a residential-urban designation which would allow for smaller lots, with the potential for between 50 and 150 lots once roads and other subdivision requirements are considered. A public hearing will be scheduled at a later date.

Lake Country voters exercised their option on CN Rail corridor AAP FROM A1 line for $22 million. In total Lake Country will have to raise over $5 million to help the inter-jurisdictional group

consisting of Kelowna, Lake Country and the North Okanagan Regional District purchase the discontinued line. Half of Lake Coun-

try’s total is planned to come through the loan while the other half will come from the City of Kelowna, which would purchase the Lake Country part of the line

for about $2.5 million. Lake Country would then gradually pay back the money to Kelowna, without interest for the first three years, and with no set schedule on

pay back. In the final weeks of the AAP, the ‘no’ side came forward with a door-to-door campaign asking residents to vote against allowing the

loan bylaw to go ahead, while local politicians urged the public to support the purchase of the corridor, 16 kilometres of which goes through Lake Country and much

Why cut taxes for the rich? T he B.C. government’s third straight budget surplus is the main battleground for provincial politicians this spring, with little else on the order paper to argue about. The main conflict is over the tax cut for the rich that results from removing a two-year surtax on personal income greater than $150,000 a year. It’s an outrage, says the NDP, starving our threadbare government services of more than $200 million over the next three years. NDP leader John Horgan set the tone in his reply to Finance Minister Mike de Jong’s budget speech: “I can appreciate that the minister was celebrating with the champagne-and-caviar set, but the rest of British Columbia saw $700 million in increased fees and taxes on their backs.” Old news, de Jong replied. It was a two-year

Tom Fletcher surtax on high-income earners to help get B.C. out of its post-recession red ink, and it expired as it was legislated to do. This political theatre doesn’t help people understand what’s actually going on. First, a lot of that red ink was B.C. Liberal blood from dismantling the harmonized sales tax and repaying Ottawa for that failed experiment. Second, this temporary tax on the rich was a political strategy by de Jong and Premier Christy Clark, limping into an election most ex-

pected them to lose. De Jong’s debut budget in February 2013 also accelerated a small increase in corporate income tax, stealing two populist planks from Adrian Dix’s NDP platform. Ending the surtax not only kept a promise, it kept B.C. competitive with Alberta on personal income taxes. High wage earners and many of their businesses are more mobile every year, which is why this year’s budget also extended tax breaks for high-tech and digital media companies. Another tweak in de Jong’s budget was to increase the low-income cutoff for personal income tax from $18,000 to $19,000. Those with the lowest incomes are relieved not only of income tax but also medical premiums, which continue to march up by another four per cent, and are mostly paid by employers. As with the federal election set for this fall,

we will hear a lot about the burden on the vaguely defined “middle class.” In B.C. they have to dig deeper for car insurance, hydro, ferry rides and post-secondary tuition, while those top-hatted champagne-sippers party on with their tax holiday? Well, not exactly. Here’s an assessment from Philip Cross, research co-ordinator at the Macdonald-Laurier Institute and former chief economic analyst at Statistics Canada. Just after the 2013 B.C. election, Cross noted that Canada, its provinces, Europe and the United States have all been adjusting their tax systems to increase the load on wealthier people and ease it from the poor. This has closed the wage gap considerably in Canada. By 2010, the top 20 per cent of earners were paying 58.3 per cent of all income taxes. That’s up from 50 per

cent in 1976, showing how long Canada’s income taxes have been “progressive.” This is the main reason why “income inequality,” that other great cause of the left, started leveling off in Canada around 1998. Cross points to measures like the low-income exemption from income tax. By 2013, the bottom 40 per cent of Canadian households were paying just 6.8 per cent of income taxes, and more than a third of income tax filers were paying none at all. Supporting local organizations in our community This is the time of year when we learn which of our local non-profit organizations have been successful in their applications for federal funding through the granting programs of departments like Employment and Social Development Canada (ESDC) and Canadian Heritage. Local organizations support a number of initiatives that have a positive impact on the community whether it’s building accessible playgrounds and wheelchair ramps, providing job training to individuals who need help, or staging community events that celebrate our cultural diversity. Through the ESDC’s Enabling Accessibility

Ron Cannan Fund for example, a total of $56,564 in grants is being invested in our community to help local organizations support projects to improve accessibility for individuals with disabilities: the City of Kelowna will receive $50,000 for its playground improve-

ment project at Ben Lee Park; the Pathways Abilities Society will receive $3,536 to construct a wheelchair ramp; and the Starbright Children’s Development Centre will receive $3,028 to install automatic doors at the Centre’s primary entrances. Over on St. Paul St., the John Howard Society’s One Cup at a Time cafe has received funding through the federal government’s Opportunities Fund to provide vocational training and skills development to clients who are looking for gainful employment. Funding through the department of Canadian Heritage’s Building Communities Through Arts and Heritage pro-

gram is supporting the annual Global Citizen Kelowna 2015 (globalcitizenkelowna.org), which includes a series of events that give the community the chance to explore our multicultural roots and traditions. I was able to attend a few of the events and it was a packed house for Taste of Home. Taxpayer support for organizations like these provides only a fraction of the resources our organizations need to carry out their activities; a great deal of additional fundraising has to be done as well, and often through the efforts of dedicated, caring and compassionate volunteers. simpler creatures to more complex ones—through different species, also mirrored in the fetal development of each individual—is assured au5thoritatively that evolution is contrary to the Bible. The astronomer who can trace the universe back to a single point is asked to believe in a God who existed before there was either space or time to exist in. The doctor who knows too well that all her patients will die someday dutifully repeats a creed that one man’s death and resurrection frees those same patients from dying. A few years ago, during an appointment for an operation, a surgeon asked me, “What are you going to write about, when science instead of religion offers eternal life?” Little wonder that the fastest growing religious group in Canada is the “nones”—those who claim on their census forms to have no religion. It’s the only rational response to apparently contradictory demands—to believe the findings of modern science, or the traditional teachings of religion. The comic strip Dilbert pokes fun at modern offices as “cube farms”— little squares fenced off by dividers that pretend to offer privacy. Most Christian churches, it seems to me, create men-

tal cube farms. But it’s not necessary to park one’s brains at the door. Around the turn of the millennium, a few theologians like Bruce Sanguin began asserting that religion and science didn’t have to be separate belief systems. In his prize-winning book Darwin, Divinity, and the Dance of the Cosmos, Sanguin argued that the concept of evolution could integrate religion and science. Plants have evolved. Animals have evolved. The universe has evolved.

Even religion evolves—if we’re willing to accept that beliefs and teachings of former times were a step along the journey to a fuller understanding of God, not a terminal destination. And so I’m delighted that Bruce Sanguin is coming here. Winfield United Church has scored a coup in bringing a world leader in evolutionary Christian spirituality to little Lake Country. Sanguin will make a public presentation Fri-

For hot water, he plans an on-demand system also heated by propane and has replaced lights in the house with LED lights that will be run from a bank of eight solar panels he will purchase. “We’re looking at all kinds of alternative energy,” he said. “’I’ve got no other choice. People are not thinking as much as they need to. Take some time to do some research and don’t blindly accept what you are told.” ••• When smart meters first came into the public eye and were being installed in Vancouver a number of years ago, UBC professor John Spinelli was used to fielding calls on the topic. As the head of cancer control at the B.C. Cancer Agency, Spinelli has been involved in several studies on the topic of radiofrequency radiation. Currently there is a large

study underway on cell phones and the risk of brain tumours specifically in adolescents and youth. The number of questions he was getting prompted him, along with a group of other scientists, to prepare a statement on smart meters and the risks of cancer. The statement outlined several studies to date that have been done on the use of cell phones and the possibility they cause cancer and how smart meters fit into the equation. A 2011 study done by the International Agency for Research on Cancer said while there was little direct human data on those with more than 20 years of cell phone use, there was no evidence cell phone use causes brain tumours. The report also concluded that, “although there remains some uncertainty, the trend in the accumulating evidence was increasingly against the hypothesis that (RF radiation from) mo-

bile phone use can cause brain tumours in adults.” In an interview with the Kelowna Capital News on Thursday, Spinelli said the fact smart meters e mit a much lower signal than cell phones means the current evidence suggests there are no health concerns. “It makes sense people are concerned but I would try to reassure people that the evidence suggests that (smart meters) just don’t have any adverse effects,” said Spinelli. “Cell phones are the really worrisome ones. There are a lot of people looking at the (cell phone) question because we think it’s really important. The smart meter output is low and intermittent and there is really no evidence it would have any health affects.” ••• In Kelowna, a large group of people opposed to the smart meters are meeting over the next three Thursday’s in a move to try and educate the public about the issue. With more than1,000 people having signed up for a newsletter or joined the group, known as Kelowna Safe Meters, it’s clear some members of the public are not just standing by without asking questions and trying to find solutions. The group has written to the City of Kelowna, taken ads out in local newspapers and continues to hold educational meetings on the topic. All they are asking is that people get educated. “We’re trying to say wake up, shake your head, this is harmful,” said Rozjael Young, one of the organizers of the group. “There are people concerned for different reasons: Health, safety, costs. I think we need to stand up as individuals and get educated. Open your mind. Driving laws don’t prevent people from getting behind wheel drunk KEVIN PARNELL RCMP in Lake Country say drinking and driving remains a huge issue in and around the Central Okanagan, saying if RCMP wanted to it would not be hard to find an individual who is impaired behind the wheel. Lake Country RCMP Sergeant Jayson Lucash made the comments at the Lake Country council meeting last week as he presented a quarterly report to council. Lucash, who spent 10 years working traffic for the RCMP said he knows RCMP members who currently work traffic patrol in Kelowna and in other parts of the Central Okanagan and those members say there is no shortage of impaired drivers. “They have no trouble

getting people drinking and driving every night of the week, no problem,” said Lucash during a question and answer period with Lake Country council. Lucash said the new roadside prohibition rules have changed things for RCMP, making it less time consuming for police to process the files as more impaired drivers are dealt with under the new roadside prohibitions as opposed to full criminal code impaired driving charges. But the Lake Country Mountie says he’s not sure there is enough evidence to say that stricter rules on drinking and driving are keeping people from getting behind the wheel when they have had too much to drink. “My personal feeling

is the amount of criminal code charges have come down because of the introduction of the roadside prohibition,” said Lucash. “But those (roadside stops) have

Regional District of Central Okanagan are receiving federal funding to improve and develop recreational trails in the region. The Kelowna Snowmobile Club will receive $27,500 for trail improvements through its Okanagan Highlands Snowmobile Project, while the Regional District of Central Okanagan will receive $61,000 for trail development connecting the Lebanon Creek Greenway Regional Park and the Johns Family Nature Conservancy Regional Park on

the South Slopes of Kelowna. The funding was announced last week by Kelowna-Lake Country MP Ron Cannan. “By building on the vast network of recreational trails that run throughout the Okanagan, we are offering residents and visitors alike the opportunity to experience yet another great outdoor experience,” Cannan said in a press release. “This will have a positive impact on the local economy and encourage people to enjoy what the Okanagan has to offer.”

The funds will help build and renew multi-purpose trails for walking, running, cross country skiing, biking, all-terrain vehicle use and snowmobiling. “We’re extremely grateful for this federal funding to help build a new five kilometre trail, along with funding signage, fencing and footbridges over Lebanon Creek,” said Regional District of Central Okanagan chair, Gail Given. “Design work on the $142,000 recreational corridor will be completed this spring with construction planned

ICBC ponies up to make B.C. roads safer ICBC has announced some 30 road improvement projects in the Central Okanagan including new pedestrian countdown timers, sidewalks and bike lanes as part of more than $805,000 of investment made last year in Lake Country, Kelowna and West Kelowna. This year marks the

25th road improvement program anniversary for ICBC which says it has invested more than $130 million in B.C. roads since 1990. “The investment of $67,300 in Lake Country will help support cycling lanes and pedestrian pathways, providing a nice boost to our active, recreation-minded

community,” said Norm Letnick, MLA for Kelowna-Lake Country. “What’s more, a number of safety improvements will be undertaken to benefit local drivers and better protect them on our roads.” In 2014, ICBC invested approximately $2 million in the Southern Interior and $7.7 mil-

lion in projects and safety audits across the province. “We’re proud of the thousands of road improvements and studies we have contributed to communities across B.C. over the last 25 years,” said Lindsay Matthews, ICBC’s director responsible for road safety.

“Safer roads mean fewer crashes which also translates into lower claims costs,” she said. “We’ll continue to invest in road safety initiatives that help us keep rates as low as possible for customers.” ICBC participates in engineering safety studies and works with communities to make sure

road safety issues are considered in the planning of roadways and managing traffic. All proposed road improvement projects are assessed based on their ability to make roads safer. The most recent evaluation of the program found that, over a two year time period, overall for every dol-

The original Okanagan Lake Boat Company was established in Naramata in 1897. The Fintry Queen is the largest commercial passenger ship on Oka-

nagan Lake, able to safely transport thousands of passengers annually in most weather conditions. Originally built as the Lequime, a car ferry, in 1948, she carried passengers and vehicles across the lake year-round from the Westside to Kelowna before the days of the first Okanagan Lake Floating Bridge. Designed to get close to shore, her bow boarding ramp permits loading and unloading without the need for extensive shore facilities. In 1968 she was renamed the “Fintry Queen” to carry passengers to the new community development at Fintry Estates. Over a 10 year period, from 1990 - 2000, the Fintry Queen averaged over 28,000 passengers each summer. But when Kelowna redid its waterfront, it said there was no room for the Fintry Queen anymore.

MARILYN MACHUM (1933-2015) It is with heavy hearts that we announce the sudden passing of Marilyn Leta Machum (nee: Deacon), who was involved in a recent motor vehicle accident and succumbed to her injuries at the Chinook Regional Hospital in Lethbridge on February 14, 2015 at the age of 81 years. She peacefully left this world surrounded by her loving family and with faith in the Lord. Marilyn was born on July 27, 1933 in Yarmouth, Nova Scotia to Godfrey & Leta Deacon. She blossomed into a beautiful and graceful young lady who caught the attention of an earnest and dashing young man, George Machum. They pledged their love in holy matrimony on October 13, 1956 and celebrated 58 years together. They were further blessed with three daughters, seven grandchildren and eight great grandchildren. Her greatest joy throughout her life was always the love of family; she utilized Facebook and texting to stay in touch with every family member. She spent many quality hours socializing with friends while sharing a meal or cup of coffee. Marilyn was dedicated to many community organizations and both she and George highly regarded the RCMP and its members. She also enjoyed any “cop show” on TV and the occasional shopping spree. Marilyn was a dynamic and caring woman who was generous, humorous and an inspiration to all those who befriended her. We take great comfort in knowing that she is safely in the arms of our Lord with a smile on her angelic face and skip in her graceful step. Left to mourn her passing and celebrate her life include her devoted husband, George Machum of Coleman, AB; her daughters, Judy (Darryl) Johnson, Janice (Brian) Way and Beverley (Douglas) Sprague; her grandchildren, Karyn (Michael) Hogue, Stephanie (Christopher) Eklund, Christopher (Raylene) Johnson, Matthew (Christina) Way, Heather (Justin) Hantos, Danielle (Grant) Becker and Bradley Sprague; her great grandchildren, Taylor, Brooklyn, Rylie, Carter, Morgan, Darryn, Macy and Aubrey; numerous nieces, nephews and extended family; and the many friends she made throughout her lifetime. She was predeceased by her parents, Godfrey & Leta Deacon; sister, Kay; and brother, Mel. The Memorial Service honouring Marilyn’s life will be held on Friday, February 20, 2015 at 1:00 pm in the Holy Trinity Catholic Church (13126-21 Ave in Blairmore) with Rev. Nicky Keyworth, Rev. Janni Belgum and son-inlaw, Rev. Brian Way officiating. Let the Artist in you be inspired to help celebrate Lake Country’s 20th Anniversary The Public Art Advisory Commission invites YOU to participate in painting a large community mural to celebrate Lake Country’s 20th anniversary. A 24’x48’ mural to be mounted on the south wall of Winfield Memorial Hall will be developed from two artists’ work and will include 480 (12”x12”) panels painted by local residents, students and artists. No specific painting talent is needed; everyone is welcome to participate. Supplies will be provided and all participants will be assigned a dominant colour palette for their panel and the rest is up to them. Winfield Arena closes for season March 31 The last day of ice use at the Winfield Arena will be March 31, 2015. After that the area will be CLOSED for resurfacing of the rink area.

Water Main Flushing during February NOTICE to all residents within the District of Lake Country Water System During the next few weeks, flushing will occur between 8:00 am and 3:30 pm. While there should be no interruption in service, customers may experience temporary lower than normal water pressure and possibly discoloured water for short periods of time. If discolouration is noticed, run the cold water tap in your tub. Watch for flushing trucks in your neighbourhood and for best results, wash laundry after flushing is done for the day. Water main flushing is an important part of good water utility management. Water mains accumulate sediment over time and flushing helps decrease these deposits and offer our community the best water quality possible.
