McKay spends $30K to win mayor’s seat

STATEMENTS SHOW what all candidates spent.

BY TAMARA CUNNINGHAM THE NEWS BULLETIN

Nanaimo’s mayor clinched the top seat in the 2014 civic election after logging close to $31,000 in expenses – less than half the spending of rival Roger McKinnon, financial documents show. Elections B.C. has released financial disclosure documents filed by civic election candidates, showing campaign contributions, expenses, and levels of financial support that incumbents and

hopeful politicos received from developers and trade unions. The only statements not to make deadline are from Gail Adrienne, a council candidate, who must pay a $500 latefiling fee before March 16. Coun. Gord Fuller and mayoral candidate Kendal Csak received extensions because of ‘extenuating circumstances.’ Financial disclosure documents show big spending in the 10-way mayoral race. New mayor Bill McKay took the win with $30,687 in expenses, the majority of which went to wages, salaries and professional services. His top backers were Vancouver-based Jamal Enterprises, which supplied $5,000 to the

campaign, and Newcastle Wheaton, with $4,000. McKinnon, a local businessman, spent more than double that of McKay to become the biggest spender in the civic election. His expenses hit $61,876 with more than $20,000 spent on brochures, flyers and pamphlets alone. The tally was higher than any other mayoral candidate in the previous three races. McKinnon provided close to $24,000 of the expenses under his name and that of his companies, and another $2,400 came from the Top 20 Under 40 Corp, of which he is chairman. The largest financial backings were netted from West Coast Developments – $6,391 – and

Mount Benson Enterprises, which gave $5,000. Incumbent mayor John Ruttan self-funded the majority of his $35,839 expenses, only to fall to fourth place in the polls. Unions backed more candidates during this municipal election, but doled out fewer financial contributions than they did three years ago. Unions contributed $35,000 to eight candidates in 2014, compared to the $39,600 they spent on five in 2011. Bill Yoachim, a first-time city politician, pulled in the greatest support with $6,750 from trade unions while Wendy Pratt saw $500. See ‘UNIONS’ /6 Related /6

Despite a letter of commendation from Minister of Education Peter Fassbender and an above-average aboriginal education graduation rate, the Nanaimo school district says it won’t rest on its laurels. The aboriginal grad rate was at 43.1 per cent in 2009, but the district saw a six-year completion rate of 64 per cent in 2013-14 – higher than the provincial average of 62 per cent. While Laura Tait, director of instruction for the school district’s aboriginal education team, said she is “over the moon” after hearing the announcement, there is a lot of room to improve. OneA large piece hundred per cent out of reach, of that I think, isn’t she said. Strides have been is actually made bringing having the aboriginal issues the forefront knowledge and to and while the past understanding saw related inquiries being directed of the history toward the aborigial education of this country. ndepartment, which worked for a couple of decades, now people are more knowledgable and strategic, Tait said. “I think what’s going to bump us the next bit to get these kids up to the 70-80 range is that everybody become aware of what the issues are, the ups, the downs, the goods, bads and that we all own it. It’s not the property of the aboriginal education department or your ab ed staff at a school or me,” Tait said. “Everybody is looking at it from a stance of, what part do I play in this?”

ANNuAL FACiLitiES grant put toward school projects. By Karl yu The News BulleTiN

With the Nanaimo school board delaying Cedar school conversion work to review the 10-year facilities plan, annual facilities grant money earmarked for that project has been doled out elsewhere. At this month’s business committee meeting, the board, which voted to release facilities grant money in January, heard from Pete Sabo, director of planning and operations, who said projects worth about $191,000 have been approved out of the Cedar money and remaining contingency accounts. According to the school district, $7,500 will spent to review traffic issues at Chase River Elementary School. A

civil engineer will be retained to examine options on a bus loop. École North Oyster’s computer lab is being reconfigured to accommodate more students and in addition, a flexible plywood sports wall, or bounce wall, and new flooring in the office area are being installed. These cost $20,000, $7,500 and $30,000 respectively. Reorganization was needed due to changes with the VAST learning alternatives program. The district will spend $8,500 to consolidate support staff offices from various locations to Nanaimo District Secondary School. Repair work is needed to address brick facing issues at Randerson Ridge Elementary, to the tune of $20,000. Gym door replacement at Rock City Elementary has a price tag of $5,000, and $25,000 will also be spent on an exterior staircase from the rear of the school down to the field.

As part of the Cedar secondary consolidation, work will be done at the John Barsby Secondary computer lab, with $25,000 spent on reconfiguration. Sabo characterized it as high priority for the school. The school board has approved $7,500 for a bounce wall at Departure Bay Elementary School and $25,000 for a set of exterior stairs from the gym at École Hammond Bay to the field. Finally, Woodlands Secondary’s pottery shop will see $5,000 in washroom wall repairs. The Ministry of Education usually requires annual facilities grant money to be spent within the year, but due to the teachers’ strike, which started in June and ended in September, an extension was granted. “The ministry indicated that districts didn’t have to spend [money] in that one year,â€? Sabo said. “They could carry it forward to the second year.â€?

“A large piece of that I think, is actually having the knowledge and understanding of the history of this country, especially as it pertains to aboriginal peoples. We’ve been working really hard on that,” said Tait. She said bridging the gap to the past is extremely important. Hul’q’umi’num, the traditional language of the Snuneymuxw First Nation, has also been incorporated into the school curriculum. “We have two strong language teachers here and they’re running around like chickens with no heads teaching K-12. “As well, they’re attempting to

mentor anyone else that’s interested, especially aboriginal [education assistants] that are already on the job,” said Tait. Hul’q’umi’num words are also being used during morning announcements. Steve Rae, school board chairman, said the district would still like to increase the graduation rate. “It’s not where we want to be, but we’re trending in the right direction,” said Rae. “I’m very proud of Laura Tait and her team. She is a rock star and everybody in our whole district, for that matter.”

Solution sought for traffic jams on highway

Man chases burglar from bedroom A home break-andenter in Harewood resulted in a foot chase through the streets after a homeowner awoke to find a man in his bedroom. The incident happened Feb. 18 in a home at 602 Regal St. occupied by a father, with his wife and children upstairs and his brother who lives downstairs. “[The father] wakes up and there’s this guy in his bedroom, his kids are in the same bedroom with him, and what he first notices is that he’s got his brother’s lime-green packsack on,” said Const. Gary O’Brien, Nanaimo RCMP spokesman. The man and his brother, who was awakened by the commotion upstairs, chased the suspect out of the house and about two blocks d o w n t h e s t re e t before they lost track of him near Georgia Avenue Elementary School. A police dog was called in to trail the suspect’s flight, but was unable to get a positive track and police have been unable to find the suspect who made off with an Asus tablet computer that was in the backpack. The suspect is described as Caucasian, in his mid 20s, about 5-foot-6 with short brown hair and was wearing a darkcoloured hoodie. Anyone with information is asked to call Nanaimo RCMP at 250-754-2345 or contact Crime Stoppers at 1-800-222-8477 or online at www. nanaimocrimestoppers.com.

ages people to go to the Wellington and North Nanaimo branches for all services, if possible. “Every time I come to work I usually have a lineup of at least a dozen people ... so obviously it’s something that is a desired service, so we’re trying as best we can to help with the transition,” Bartlett said. For crucial government online services, people can go to the Service B.C. office at 460 Selby St., which has two computer terminals for B.C. government services only. “We don’t want people to come all the way up here and be frustrated because, say, they’re looking for their SIN card and we don’t do that,” said Alison Moore, government agent. For public access to federal government online services downtown, the public can access computers at the Service Canada Centre at 60 Front St.

The B.C. government is looking at ways to break up major traffic jams in Nanoose Bay, following a serious crash that halted traffic for up to six hours last year. The Ministry of Transportation has been in consultation with emergency providers since last fall on options to get traffic moving after major crashes. The Highway 19 corridor between Nanoose and Lantzville is the only route to reach the south Island and with no way to re-route traffic through opposing lanes, serious crashes have caused backups that have presented concerns for emergency personnel and Lantzville politicians. Last year, several accidents on the Nanoose highway caused delays, including a crash between two commercial trucks that gridlocked northbound traffic for about six hours, with vehicles lined up from Nanoose toward Nanaimo and along Lantzville Road. A report from the District of Lantzville shows the growing number of highway closures has become a concern to council, which considered lobbying government for improvements until it learned a response plan was already in progress. Tom Whipps, Lantzville fire chief, has been involved in the talks with the province and believes the September crash was the straw that broke the camel’s back. Vehicles tend to back down Superior Road in front of the fire station and along Lantzville Road, impairing access and volunteers’ ability to get to the station. “If you were living in the village and had to get to a call, like a fire page, how would you get there? You can’t. You’d have to drive in coming lanes to respond,” he said. Cpl. Mike Elston, Central Vancouver Island Traffic Services, points out that with high volume, a little slowdown can choke up the highway fast. “You can’t just bring in a forklift and start pulling cement barricades out,” he said, adding the province is looking at a gating system that would open up a middle section of the highway and changing some curbs. “We like their options,” he said. “It’s not going to make a huge difference to the way we respond. It will make a bigger difference to the travelling public. If we note [it] is going to be a long one, then we can put something in motion where we can start at least to get traffic moving.” The Ministry of Transportation was unable to respond before press time.

Upgrades slated for downtown library

iNTErNET ACCESS will be limited during renovations. By Chris Bush The News BulleTiN

A temporary library closure will mean people needing public Internet access will have to rely on federal and provincial service centres for online access to government services. Vancouver Island Regional Librar y’s Harbourfront branch will close temporarily for renovations this spring. The regional library organization hasn’t publicly announced a start date for work or estimated costs, but construction will get underway sometime in the spring and hopefully be completed within six months. “Once we get some contractors lined up we should get a really good idea of firmer dates and costs,” said Nata-

sha Bartlett, library spokeswoman. “It is a complete renovation of the entire facility.” New flooring, paint, furniture, fixtures and library equipment will be renewed throughout the building, plus the library will add Creativity Commons, which will also be home to a book-publishing machine available to the public. While the branch is closed, a holds-pickup area for library items ordered online will be set up beside the branch in the former CTV studio and will be open during regular branch hours. A new computer lab is also included in the renovation plans, but while the branch is closed people who rely on the library’s public Internet access will have to go elsewhere for basic services. Bartlett said the library is compiling a list of alternative public Internet access providers in downtown Nanaimo, which will be available to the public, but she encour-

Donations from Cedar Village Holdings, Proctor Petroleum and Coast Canada Construction to numerous school trustee candidates in November’s election were also amongst notable items listed in the statements. Rae, Scott Kimler and Stephanie Higginson, three of the four top vote-getters, received $250 each from developer Cedar Village Holdings and $500 each from Proctor Petroleum. Rae said he was introduced to Cedar Holdings’ Bill Beadle by Alec McPherson, Regional District of Nanaimo Area A director, and Wayne Proctor,

Company plans to move seniors’ housing facility

I

MALASPINA GARDENS will be torn down at some point. By Tamara Cunningham The News BulleTiN

Malaspina Gardens will be torn down as Chartwell Seniors’ Housing looks to build a new $27-million residential care facility in south Nanaimo. Chartwell has purchased a twohectare property on Twelfth Street where it plans to build a 136-bed facility to replace Malaspina Gardens. The project has been talked about since 2012, when the company handed out pink slips to nearly 180 employees and contracted out work that it said was to make it a candidate for redevelopment. According to Sharon Henderson, vice-president of communications for Chartwell, Malaspina Gardens – once the site of the old Nanaimo hospital – is their oldest site in Canada. spaces, and infrastructure issues such as pipes and boilers. Two of the floors have been decommissioned. With the age of the building, the facility couldn’t be rebuilt and will be torn down at some point, says Henderson, whose company is currently seeking re-zoning from the city to construct the replacement building. There are 133 residents currently living at Malaspina Gardens. Island Health says a move would take a lot of advance planning and consultation with families, who must be given a year’s notice. They can also choose to go to the new facility, or a different residential home. Construction is anticipated to take 20 months if approved by the City of Nanaimo. The new facility is “very good news,” Henderson said. “We are pleased to work with the Island Health authority to improve the conditions for our staff and residents and it’s a great investment into health care in the community.” news@nanaimobulletin.com

Demand better on grad rates Nanaimo school district received a pat on the back last week for its improved aboriginal graduation rates. Our still-too-low statistics shouldn’t be a cause for celebration, but they can be a reaffirmation that what we’re doing is working, in some ways. B.C. Minister of Education Peter Fassbender wrote a letter to Steve Rae, Nanaimo school board chairman, to congratulate the district on its highest-ever aboriginal grad rate last year, 63.9 per cent. It’s the second-straight marked improvement, up from 56.2 per cent in 2012-13 and 49.9 in 2011-12. These numbers show that we’re far from acing any tests here. The district-wide graduation rate was 72.5 per cent, so we should expect higher grad rates from all our teens. At the same time, small victories matter. Sometimes we spend so much time poring over statistics that we lose the sense of what those numbers mean. We shouldn’t. These percentages represent actual kids, each one of them with their own success story of completing coursework and navigating the hazards of high school hallways. We think some of the district’s aboriginal education initiatives are effective. Schools are succeeding in finding unique ways to reach pockets of pupils through inclusivity and flexibility and recognition that education is more than just reading, ’riting, ’rithmetic and rote learning. Last week’s pat on the back shouldn’t satisfy us. We need to keep doing what we’re doing, and more. We need adequate provincial funding to expand aboriginal education programs, not subject them to budget cuts. And we we must never be satisfied while our First Nations students – or any group of students – lag behind. Having two sets of standards and two sets of expectations sends the wrong message to kids at an age when they shouldn’t be putting limitations on their potential.

former chief economic analyst at Statistics Canada. Just after the 2013 B.C. election, Cross noted that Canada, its provinces, Europe and the United States have all been adjusting their tax systems to increase the load on wealthier people and ease it from the poor. This has closed the wage gap considerably in Canada. By 2010, the top 20 per cent of earners were paying 58.3 per cent of all income taxes. That’s up from 50 per cent in 1976, showing how long Canada’s income taxes have been ‘progressive.’ This is the main reason why ‘income inequality,’ that other great cause of the left, started leveling off in Canada around 1998. Cross points to measures like the low-income exemption from income tax. By 2013, the bottom 40 per cent of Canadian households were paying just 6.8 per cent of income taxes, and more than a third of income tax filers were paying none at all. Cross answers the central question: Should the rich pay more? “If it’s a misinformed attempt to compensate for imaginary losses of low-income people, the answer is clearly no.” u Tom Fletcher is columnist and legislature reporter for Black Press.

‘It is a symbolic gesture, but I also think it is a powerful story and one that is important to remember.’

School board must work for whole district To the Editor,

Re: Parents pick budget priorities, Feb. 19. The decision to review the 10-year facilities plan was a misguided one, however, if this is what is required to open this school board’s eyes, then so be it. School closures and consolidations are a fact of life. To deny that fact is tantamount to putting one’s head in the sand. In order for this district to be on the Ministry of Education’s radar for capital projects, we must submit a facilities plan that clearly demonstrates we are addressing excess capacity issues as well as the ability to financially contribute to projects. More importantly we need to demonstrate we are a district with focus and a commitment to working

together with vision and in collaboration with all stakeholders. Otherwise we will simply be relegated to the back of the line. The idea that we should spend all our savings now in hopes that things will miraculously change down the road is simply ludicrous. Any plan must also consider the students of the future, otherwise it is a foolhardy one.

Barb Humpherville Nanaimo

To the Editor,

Re: Parents pick budget priorities, Feb. 19. I was at the Dover Bay session of public consultation for the school board. It was overwhelmingly clear that people wanted to keep the existing facilities plan. What I heard at my

Vaccines bring various fear factors To the Editor,

Re: Vaccine fears are misplaced, Editorial, Feb. 10. To suggest that the declining number of children being vaccinated is related to internet propaganda is a stretch. Recent polls suggest that the majority of Canadians still believe in the effectiveness of vaccinations. Your editorial inadequately takes into account that some people may have negative personal or family history with vaccinations and other various factors influencing their decision on whether they wish to vaccinate themselves and their families. Numerous elements account toward such an important personal health decision.

own table was that school closures are a sad fact and needed to maintain a good public education in SD68. It was also clear by the participants’ choices, that a new school is needed, further accepting the previous plan that addressed aging facilities. Many in the crowd were concerned by the flagrant bias evident in the choices they were given to prioritize. Most could only list two priorities that were least likely to be used to keep schools in Cedar open (as most of our board members have expressed as their own priority.) It will be interesting to see how the next meeting at John Barsby goes and what those members of the public have to contribute.

Empire Days belong to citizens, not council To the Editor,

Vaccines are a personal health decision, says letter writer.

Nanaimo News Bulletin 9

To the Editor,

Re: Society recommends cancelling annual Empire Days events, Feb. 24. Congratulations are in order for the Nanaimo Empire Days Celebration Society in refusing to bow down to the unreasonable and offensive censoring demands that the 140-year-old event succumb to pressure to eliminate the proud name of the society to receive taxpayer money – not council members’ monies – to continue a long and enjoyable occasion. Mayor Bill McKay mentions the allegedly vicious word may just offend the native band, which may strive to maintain its own history, but would destroy the history of another culture.

Re: Society recommends cancelling annual Empire Days events, Feb. 24. OK, skip the word ‘empire’ if you must! replace it with ‘Queen Day;’ we could celebrate Queen Victoria Day, our own May Queen, and our present Queen Elizabeth II. I have a humble suggestion for the March agenda of city council: Do away with all Christian, Catholic, saints’ names in Nanaimo, starting with St. Patrick’s Day March 17. I am sure we could find someone who will be offended by this Irish saint who banished the snakes from Ireland. For instance maybe the SPCA and snake owners, etc.

Yvonne Vander Kooi, Nanaimo Art Gallery art education coordinator, folds an origami paper crane. The gallery’s Art Lab will be hosting its 1,000 Cranes for Peace workshop on Saturday (Feb. 28) at 1 p.m. The free workshop will see participants make paper cranes, which will then be given to students at Kwalikum Secondary School in Qualicum Beach. Next month the students will head to Hiroshima, Japan where they will deliver the cranes to the Children’s Peace Monument.

Project for Peace. Yoneda said the workshop is more than just learning to fold pieces of paper. “It takes some time to fold hope, love and peace into cranes,” Yoneda said. “I am teaching you this and that and I will guide you to get to the

final step, but it is very important and meaningful to get together and hope for peace.” Yvonne Vander Kooi, art education coordinator, said the gallery is thrilled to be working with Yoneda and that the workshop is a great way to tell people

Sasaki’s story. “I think it is a way to educate people about this particular incident of our past and for people to share in it creativity,” Vander Kooi said. “It is a symbolic gesture, but I also think it is a powerful story and one that is impor-

tant for all of us to remember.” The origami workshop runs at the Nanaimo Art Gallery’s downtown location from 1 p.m. until 3 p.m. on Feb. 28. The workshop is free and open to anyone of all ages. It is encouraged that children under

the age of eight be accompanied by an adult. Those interested must register by calling the gallery at 250-754-1750 or by visiting www.nanaimoartgallery.com. For more information, visit www.bit. ly/1DUtZNX. arts@nanaimobulletin.com

Musical focuses on fun

I

PIPPI LONGSTOCKING runs on Friday and Saturday at the Harbour City Theatre.

By Nicholas Pescod THe NewS BulleTiN

Students of the Kismet Theatre Academy will be showing off their latest musical production this weekend. On Friday (Feb. 27) and Saturday, the students, between the ages of 7 and 12, will be performing in the full-length musical Pippi Longstocking at the Harbour City Theatre. Bonnie Catterson, choreographer and Kismet Theatre Academy owner, said that because the musical features younger actors, she and director Eliza Gardiner focused on having fun. “They are pretty young and we just really focused on having a good time and showcasing what their own talents are,” Catterson said. “We just

focused on having a good time and having a really fun show that is entertaining to watch.” Pippi Longstocking is the story of a spunky little girl with superhuman powers who moves into a large house with her pet monkey and horse. Pippi Longstocking was originally written by Swedish author Astrid Lindgren as Pippi Långstrump in 1945. The book was followed up by

numerous sequels, which were eventually translated into English and other languages. Pippi Longstocking has since been adapted into various TV movies, feature films and plays. Both shows run at 7 p.m. at the Harbour City Theatre, 25 Victoria Rd. Tickets are $15 or $12 for anyone under 12 and can be purchased at the door or in advance at Catwalk Fashions, Kismet Theatre Academy. This is a great opportunity to spring clean our bodies from the inside out! For new, or seasoned cleansers, there are many products available to suite your needs. Come into our Nutrition departments and speak with our RHN on duty to find the right product for you! Speaking of cleansing and making healthier choices… Did you know that most body care products are laden with numerous chemicals that can cause harm to our sensitive systems? There are many healthier body care choices, without chemicals (or drastically reduced chemicals) to choose from. When you consider that our skin is the largest organ in our body, and in an effort to reduce our toxic load, choosing “clean” products to put on it will assist in obtaining, or continuing with better health. Once we’ve cleansed, then it’s time to build our body. If you are feeling tired, you may need some assistance in building red blood cells, which brings oxygen throughout the body. A non-binding iron product that doesn’t cause gastric distress may be the answer. Pair that with a B complex and extra B12 and your body will thank you! Increasing antioxidants into your system will slow down cell damage, which then may slow down the aging process and that will help to build the best body possible!

Beefs & bouquets BOUQUET To the fire department, which went through a window to get me back into my house after I was locked out and separated from my baby. You guys truly are everyday heroes. BEEF To the beefer in Diver’s Lake area who complains about someone following them to see where they take their garbage. Maybe this person wants to see where you dump your stuff so they can recycle it. BOUQUET To the Island Veterinary Hospital on Bowen Road. Your receptionist was so kind and caring and Dr. Duke provided exceptional care for our two cats. BEEF To pedestrians. Wear something reflective while out at night – a vest, wrist/ ankle strips, blinking light clips, flashlights. It is difficult to see someone in all black. BOUQUET To the best bosses ever. Thank you for hiring me five years ago and teaching me to be such a good worker. Happy retirement Dave and Wilma and thanks for ‘popping’ into my life. BEEF To the person who suggested I walk my wife in the mall. She needs fresh air, just like your puppy. BOUQUET To Mambo’s Pizza for addressing my questions about ingredients. My daughter has food allergies and it’s hard to find places she can eat. We all enjoyed our pizza dinner. BEEF To Mr. Hazmat Meth House. Sure, care about your health and not the kids 40 feet away? Your company would have been fined and on welfare in Vancouver. BOUQUET To the organizers of the Zonta Red Gala and the businesses that donated to this worthy charity. A wonderful event with great food, fun and friendly company. BEEF To the managers at the liquidation who weren’t open-minded to the customer. How can be at peace in the world when you do not make a peace in your store?

BOUQUET To Quality Foods in Beban Plaza for sponsoring the delicious breakfast at the Nanaimo Ladies Curling Bonspiel. BEEF Depreciation reports by engineers must be reliable. Since when does an engineer deem an eight-year-old roof to have 12 more service years, but a strata management company deems it to need replacing now? BOUQUET To all the great customers who came into Cranberry Co-op. Your patience during a recent gas mix-up was beyond appreciated.

BEEF To the elderly woman who ran over my leg with her electric scooter while I was collapsed in the tunnel. I’m now at home with a broken ankle. BOUQUET To the jukebox poker lady, our servers and the guy with the red beard in charge at The Landlubber Pub for putting up with our loud and obnoxious table – especially Ken – for many Saturday nights. BEEF To a major fast food place that doesn’t care about its customer at a corporate level. I do thank the friendly staff for caring when a body hair was in my meal. BOUQUET To Terry and family from Lantzville RV Hauler for all the furniture donated to Noel, Stephen and Judith Munkholm, who lost their home to the mudslide.

BOUQUET To Nathan at London Drugs Nanaimo North Town Centre. So patient with an elderly couple with a camera return a little too complicated for us to handle.

BEEF Tired of apologizing for being Canadian. If you don’t like Empire Days or Merry Christmas, you are free to go home. This is part of our culture.

BEEF To the people who want to change the word ‘empire.’ Would they also try to change the name of British Columbia, the flag of B.C., and even the name of the Empire State Building?

BOUQUET To Cinnamon Joe’s Coffee Window for brightening downtown Nanaimo and serving some truly delicious treats. Awesome cinnamon buns, even better customer service.

BOUQUET To the Caledonia Clinic doctors, ambulance crew and the emergency room crew who rescued me.

BEEF To the beefer who’s “tired of tradition being attacked.” I don’t think the glorification of colonialism counts as a harmless tradition. Celebrate something else.

BEEF To people who complain about Nanaimo being a boring place to live. If you’re bored, it’s because you’re boring.

BEEF ‘Splash over’ of a top-loading washing machine should be considered a design flaw and a manufacturer issue. Approximately $300 in repairs and it is still leaking.

BOUQUET To Tyler Peters of First Shot Contracting and his crew on an outstanding job replacing my roof. Not only does my roof look great but also his expertise in roofing is outstanding and after cleanup did not even know he was ripping off an old shake roof.

BOUQUET To Central Drugs on Bowen Road for Kevin, the pharmacists, and staff for caring, thoughtfulness and patience. BEEF To vehicles that run red lights, specifically the white car at the Departure Bay-Estevan roads intersection. Schoolchildren cross here too.

BOUQUET To the Shaw TV CVI team in Nanaimo for its hard work, positive attitude and community spirit. BEEF To the liquor store that does not have the moxie to accept empties of brands it does not sell. Cuts into the income of street people and leaves more garbage on the street.

Submit your own Beef or Bouquet Beefs & Bouquets is a free forum to give thanks or express views on issues and events. The News Bulletin reserves the right to edit or refuse submissions. Length is limited to 40 words and two submissions per person per week. A winner will be selected at random to receive a floral bouquet from Turley’s Florist and Potting Shed. Mail or deliver to the News Bulletin, 777B Poplar St., Nanaimo, V9S 2H7 or e-mail to bulletinboard@nanaimobulletin.com. Fax to 250-753-0788.

BOUQUET To Ron Foster for his touching gift at my mother’s celebration of life. BEEF None of us are happy about having to go to Brooks Landing now, but this is the hand we’re dealt. So let’s try for a modicum of patience and politesse in the parking lot, please.

________________________________________________________________________________ ________________________________________________________________________________

BOUQUET To U-Lock Mini Storage, Bosa Properties University Village and MidIsland Co-op. Your support means many graduating students will not have to worry about their prom formal wear.

________________________________________________________________________________

BEEF Nanaimo Lakes and Harewood Mines roads are an appalling and macabre dumping ground for our Island bears. Their rotting corpses lay a metre off the road in the bush at pull-over spots. The poachers must be stopped.

KURULAK, John July 20, 1926 – February 21, 2015

John passed peacefully with his family at his side after a short stay at NRGH. He is survived by Ella, his loving wife of 60 years; three children, son John (Fay) in Qualicum, son Rocky, daughter Donna, both in Nanaimo; two beloved grandchildren Alexandr Kurulak and Esme Kurulak, both in Qualicum; two of his twelve siblings, brother Nick (Rose) of Kamloops, and sister Georgina of Winnipeg. Many sisters-in-law, nieces and nephews. John was predeceased by his father George Kurulak in 1935 and his mother Barbara Kurulak (nee Anaka) in 1983. John was born and raised on the family farm near the township of Stenen, Saskatchewan. In his early work life John worked on the farm and on lumber crews, then started a sawmill operation in northern Saskatchewan. Once he met Ella, whose family had a neighbouring farm, they moved to Prince Rupert and started their family, moving to Nanaimo in 1961. John worked as a pipefitter at pulp mills in Prince Rupert and Squamish, before working at Harmac until retirement. Outside of work and during his happy retirement years, John enjoyed gardening, woodworking, sports and family time. John gave generously of his time and skills. He was especially interested in sports, politics, local community and neighbourhood projects. He shared the bounty of his garden and workshop. Many friends and family will treasure those memories and the handcrafted work he created. John lived with dementia for over a decade and continued to have a good quality of life, living at home with Ella, with his children nearby regularly. He will be missed by many and well-remembered for his good humor, a wink and a smile and much more. The family thanks Dr. Luella Miller for her support over the years, and at NRGH sixth floor Palliative Care staff for their kindness and compassion. Service and Orthodox Mass by Fr. Chad Pawlyshyn will be on Saturday, February 28th, 11:00 a.m. at Telford’s Chapel, 595 Townsite Nanaimo followed by burial at the Chinese cemetery. Flowers are gratefully declined. Donations may be made in John’s memory to Alzheimer’s Society of BC. Condolences may be offered at telfordn@shaw.ca. Telford’s of Nanaimo 250-591-6644

DALBY

Barbara Ruth

1928– 2015 Barbara approached life as theatre. An amateur actor for many years, she brought a level of performance to many of her experiences and relationships. Friends and family members were familiar with her penchant for breaking into song or recitation when a particular remark reminded her of a song or a poem. She was sought out at gatherings for her wicked sense of humour, for her thoughtful conversation, and for her deep knowledge of so many things. A special interest lay in the geography and history of various areas of BC, to which she had travelled extensively over many years. Always wondering what lay over the next hill, “Life was a kick”, as Mom would say. Mom was also an intensely private person. Her Pouce Coupe pioneer upbringing taught circumspection, humility, and a sense of responsibility to those less fortunate than she. Quietly and privately, she supported people in need in every community she lived in. More openly she lived her convictions about social justice through her involvement with many organizations devoted to caring for the environment and the disadvantaged. As a teacher for over 25 years Barbara inspired students in Trail, in the Peace River Country, in Powell River, and in Chilliwack. The opportunity for a new start, whether with a new class or a new community, fed her inner spirit for exploration and adventure. Students thrived on her infectious, theatrical delivery in English, Social Studies and French classes. Many times over the years former students would seek her out to let her know that she was the best teacher they ever had, and she was unfailingly proud to be remembered in this way. Barbara was predeceased by sisters Lillian, May and Shirley, and husband Walt. She is survived by children Jan (K.C.), Peter (Julie), Jill (Tom), Jacquie (Darren), 8 grandchildren, 6 great-grandchildren, plus many nieces and nephews, and great friends stretching from the Peace River country, to Nanaimo, to 100 Mile House, and across Canada. All have stories to tell about their times with Mom/Nan/Barbara. Our Mom died in her own home, in her own bed, on her own terms. She was a deeply spiritual person, whose beliefs were honed through years of intellectual curiosity and exploration. She was not afraid. We were awed by her courage and spirit, and we learned to be brave by example. She is deeply missed. Memorial Services celebrating Barbara Dalby’s life and legacy will be held at 1:30 p.m., Saturday, March 7th, 2015 at the 100 Mile House United Church, 43 Dogwood Avenue. In lieu of flowers, donations to the 100 Mile District Hospice Palliative Care Society would honour their tremendous support and compassion to our family. The family would particularly like to thank Dr. Joanne Lapin and home health nurse Kristen Carmont whose empathy and tenderness made the essential difference. 100 Mile Funeral Service Ltd. entrusted with the arrangements. 250-395-3243 Condolences can be sent to the family at www.100milefuneralservice.com

She also leaves behind many grandchildren and great grandchildren. Marguerite was born in Sable River, NS where she grew up fishing, hunting, camping and hiking. She also loved lapidary and made beautiful jewelery. Her playing of the accordion and piano was amazing even though she didn’t read a note of music. At a young age Marguerite married Douglas Harlow and together raised their four boys in Sable River, NS. She moved to Victoria, BC in 1968; then followed her sons to Prince Rupert, BC. Married again in 1969 to Robert (Bobby) Wahl (deceased 1975) and raised a second family. Spending the rest of her years in Nanaimo, BC, she met Theodore(Ted) Jenson (deceased 2006) who was a loving companion for many years. Being close to family was very important to Marguerite. Her kind heart and wonderful sense of humour will be sadly missed by all who knew her. Special gratitude is extended to the loving and caring staff at The Gardens at Qualicum Beach. Cremation has taken place and a Celebration of Life for family and friends will be held in late June. If desired, a donation to Seva Canada (seva.ca) can be made in lieu of flowers. VIU v-ball rising up for provincials I WOMEN’S, MEN’S teams start play today (Feb. 26). BY GREG SAKAKI The News BulleTiN

Playoffs are often compared to a battle. If that’s the case, then the VIU Mariners women’s volleyball team, season-long battlers, should be more ready than most. The Pacific Western Athletic Association championships start today (Feb. 26) in Victoria and the Vancouver Island University Mariners expect to be right in the thick of things. The M’s women (16-8) earned the No. 3 seed, no small feat after an 0-5 start to the campaign. “I knew it was going to be some bumpy rides up till Christmas, and I knew that the second half was going to be our time to peak,” said Shane Hyde, coach of the Mariners women. But it was bumpier than the M’s could have expected – disqualification, suspension, illness and major injuries all tested the team. “It definitely left us with a group of girls who are willing to go above and beyond to be good and to make changes and to get better as players and as a team,” said Ashley Van Acken, VIU veteran. “All of the bad things that happened this year act as a strength for us now because we know how to overcome adversity.” The Mariners were forced into changing the lineup and the game plan, and found some things that worked.

Hockey season over for Jr. B Buccaneers BY GREG SAKAKI The News BulleTiN

The Buccaneers were bounced from the playoffs. Nanaimo’s junior B hockey club fell 5-3 to the Comox Valley Glacier Kings up Island on Tuesday night to lose their first-round series, four games to one. “We gave it our all, we really did,” said Derek Bachynski, coach of the Buccaneers. “We went out with a fight and we battled from start to finish.” After losing Game 4 the night before by an 8-4 score, the Bucs were focused and ready for Game 5, said the coach, but still found themselves trailing early. The score got to 4-3 early in the third, but the Bucs came no closer. “We never gave up,” It’s the little Bachynski things – knowing said. “I was proud of the playoff hockey effort of our boys in the and what it last game.” really takes. Carter Turnbull, Zach Funk and Clayton Peace scored goals and Jakob Severson made 26 saves in defeat. The Bucs allowed 4.8 goals against per game in the series; the team was thin on the blueline, with two forwards skating as defencemen. But Bachysnski said the team won’t make excuses, and he felt the real difference in the series was that the Yetis had more experience in the lineup. “It’s the little things – knowing playoff hockey and what it really takes. At the end of the game, I told the boys, hopefully we learn from this to make us stronger… “Overall it was just a learning experience for a lot of us,” said Bachynski, who was in his first year as a Vancouver Island Junior Hockey League head coach. “So we build off it and learn from it. Learn from your mistakes and just get better every day.”

KARL YU/The News BULLeTiN

VIU Mariners player Ashley Van Acken goes for a kill during a match against the Capilano Blues last month at the Vancouver Island University gym. Provincials start today (Feb. 26) in Victoria.

“We’ve balanced our attack out from every position and just started to believe,” Hyde said. The Mariners lost just two matches in second semester, and won matches against those opponents, too. “This is exactly what we wanted,” said the coach. “We have the matchups we wanted, we’re on the other

side of [the draw from the host Camosun Chargers], everything has lined up like we needed it to and wanted it to and now it’s just a matter of executing.” If the M’s win their first two matches, they secure a berth in nationals, a place in the PacWest final and a chance at a championship. “Any team in this league is beatable,” Van Acken

Zorka Smith, left, and Eilene Mitton are the two Nanaimo competitors at Curl B.C.’s masters championships.

“The calibre will be very high, because everyone’s gone through playdowns to get into provincials,” Obee said. “I think there will be quite exciting games.” Admission is free. Opening ceremonies are Tuesday at 1 p.m., followed by the first draw at 2 p.m.

The B.C. Hockey League announced that Nanaimo Clippers goalie Guillaume Decelles is one of three finalists for league MVP. Decelles leads the league in wins (34) and is second in save percentage (.927) and third in goalsagainst average (2.55). Clippers coach Mike Vandekamp is a finalist for BCHL Coach of the Year. His team is 37-160-3 with two games remaining. The Clippers’ final home game of the regular season is Friday (Feb. 27), when the Victoria Grizzlies visit Frank Crane Arena for a 7 p.m. start. The playoffs start Tuesday at Frank Crane Arena against the Alberni Valley Bulldogs or Powell River Kings.

B.C. CHAMPIONSHIPS to be held at Nanaimo Curling Centre.

The Nanaimo Curling Centre is accustomed to hosting big bonspiels. But provincial championships are something that don’t come along every year. The local club is hosting Curl B.C.’s masters championships beginning Tuesday (March 3). Eight men’s teams and eight women’s teams from across the province will gather to play a four-day round robin, then two days of playoff draws. Marg Obee and Bob Franklin are the event’s co-chairs, and Obee said the organizing committee is getting close to crossing the t’s and dotting the i’s in preparation. “We’re looking forward to showing off our community of Nanaimo to all the masters that are coming here,” she said. There will be one local rink to cheer for, as Nanaimo’s Zorka Smith and Eilene Mitton are teaming with Port Alberni skip Lorraine Jeffries and Trudy Beskau.

ON VIC TO RIA RA LLY ALL OC ATI

We are planning a peaceful rally March 2nd, 2015 on the steps of the Legislature in Victoria. This is your opportunity to make it clear to elected officials you are not supportive of the recently announced changes to Wildlife Allocations. If you want to bring a sign that represents you and your family please do so, but do not bring partisan or politically charged signs. Signs such as, “Resident Hunters First”, “BC Families First”, “BC Wildlife belongs to British Columbians” and “Hunting for Health” are appropriate. Dress as you would if you were going to work. It’s an important message: Hunters come from all walks of life. Why are we taking this action? On December 14, 2014 government gave foreign hunters, who are represented by guide-outfitters, 20-40% of allocated wildlife. This decision is unprecedented in North America and is not good for British Columbians, resident hunters or wildlife. In most jurisdictions in North America, foreign hunters are allocated 5-10% of harvestable wildlife which means fewer opportunities for resident hunters. Justification for this policy appears to be centered around subsidizing the Guide Outfitting industry in British Columbia at the expense of British Columbians. In the last 10 years, the number of resident hunters in BC has grown from 84,000 to 102,000 – an increase of roughly 20%. During the same time, the number of foreign hunters has dropped 30%, from 6,500 to 4,500. There are currently about 230 Guide / Outfitters in British Columbia. At a time where the number of resident hunters is increasing while the number of foreign hunters are decreasing, why would government decide to allocate more wildlife to foreigners?

Resident hunters contribute more than $230 million annually to the British Columbia economy. Resident hunters donate more than 300,000 hours of their time toward conservation projects. Government collects more than $9 million per year in the form of license fees and habitat surcharges for conservation from resident hunters. These numbers are extremely important to wildlife and the economy. Government has decided to subsidize a small group of business people against the will of voters and taxpayers. This policy must be revisited and changed. WE ARE CALLING ALL RESIDENTS TO ATTEND – THIS POLICY CHANGE STANDS TO AFFECT YOU Wildlife is a public resource which is being privatized. We have had great support from non-hunting British Columbians in this battle. Policies such as this could soon affect anglers, hikers, photography enthusiasts, berry pickers, beachcombers and parks users. It’s time for BC residents to stand up and make their voices heard. Please join us March 2 on the steps of the BC Legislature in Victoria.
