McCormick to tackle Resort Municipality funding C AROLYN GR ANT Bulletin Editor

At the recent elected officials workshop, Kimberley Mayor Don McCormick had an opportunity to speak to the mayors of East and West Kootenay municipalities who are part of the Resort Municipality Initiative. The subject was Resort Municipality funding, and what McCormick feels is an inequitable formula that determines how much each community receives. “It’s not based on taxes collected any-

more, it’s a grant,” McCormick said. But the grant varies widely from community to community. Whistler received $7 million in 2014 and Rossland, $28,000. Kimberley received $85,000. The money is allocated for tourism infrastructure projects. “Even accounting for the fact that Whistler is Whistler, that’s inequitable,” he said. The amount is arrived at through a complicated formula based on “accommodation units”. McCormick says the confusion starts there because Kimberley is listed to have 500

accommodation units when there are actually 1200 rooms. The formula uses accommodation units as a base number and funding is derived from a multiplier, which rises as you reach a certain threshold of units. It’s complicated and needs another look, McCormick says. “I was just looking to see if there was an appetite among other resort communities to open the discussion with the province. The answer was yes, but all 14 communities, including Whistler, have to be on board.” So the first step is convincing Whistler to

agree. McCormick was elected to approach the Mayor of Whistler. “I drew the short straw and will be contacting the Mayor of Whistler,” McCormick said. “We can all win with this, including Whistler. “There are half of us getting $150,000 or less. If the formula is revamped, we will be able to get twice as much done. At the 50,000 foot view, I think even Whistler would agree the system in broken. We’re not asking the province for new money, just a little better distribution.”

Be on the lookout for canine lipomas

Being a responsible pet owner means taking various steps to ensure the health and well-being of a companion animal. Providing food and shelter are just some of the basics. Additionally, pet parents should regularly observe their pets and interact with them to ensure their pets are healthy. Petting and handling a pet is not only good bonding time between owner and pet, but also presents opportunities to examine the animals’s body. These informal examinations may alert to certain conditions, such as the presence of fleas or unusual growths, early on so that further action can be taken. Oftentimes pet owners discover their dogs have unusual lumps under the skin. While these may be problematic tumors, the lumps may be lipomas, which are largely harmless. According to Lipoma.net, an informative Web site for pet owners, lipomas are benign, relatively slow-growing, fatfilled tumors that are quite common in dogs, especially as they get older. Lipomas are not cancerous, and they should be soft and easily manipulated beneath the dog’s skin. Lipomas can develop anywhere, but they’re usually found on the belly and chest of the dog. The exact cause of these fatty tumors is unknown, but it seems to be a part of aging in some canines. Discovering a lipoma can be disconcerting to dog owners. Feeling a large lump on a pet may prompt a visit to the veterinarian’s office. A veterinarian can often distinguish a lipoma from another more serious condition by simply feeling the lump. Otherwise, the vet may recommend some diagnostic tests, such as needle aspiration, where a specimen of cells is collected. These cells will be looked at under a microscope or a biopsy of the lipoma tissue may be taken. There is nothing a pet owner can do to prevent their dog from getting lipomas, but they can watch to make sure the lipoma does not grow too large or become uncomfortable for the dog. A lipoma that grows large enough to impede mobility or is bothersome to the dog, who may bite and lick at it, may need to be removed. Together with their vet, pet owners can make the determination as to what is best for the animal. Dogs that have one lipoma may be likely to develop more. Just because the lump looks and feels like others, it is best to have it checked by a vet as a precaution. Although rare, sometimes a lipoma can be malignant, and this is called a liposarcoma. These tumors don’t spread quickly to other areas of the body, but since lipomas in general seem to infiltrate muscle and other tissue in the body, they can be difficult to remove and recurrence is common. Pet ownership requires keeping abreast of pet health issues. Lumps on an animal may not be serious, but they are worthy of a check by a veterinarian.

Mayor Don McCormick says the City of Kimberley is “at the mercy of the process” when it comes to finally getting the Sun Mine online and hooked up to the BC Hydro grid. “There’s only one piece of infrastructure, a transformer to the substation,” he said. “Everything else is complete. “Once the transformer is here, BC Hydro can test it and flip the switch. But it probably won’t be until late April.” There is not a lot of cost associated with the delay, the Mayor says because most work is still under the project

management contract with ConEnergy. SunMine will have over 4,000 solar-cell modules, mounted on 96 solar trackers which follow the sun’s movement, maximizing solar exposure. It will be western Canada’s largest scale solar project, and the first solar project in B.C. to sell power to the BC Hydro grid. The project is being supported by Teck, whose involvement, first announced in 2011, includes providing land and site infrastructure as well as a $2 million contribution towards the project.

People of all ages came in droves to taste, compare and vote for Kimberley’s best soup. As one of the voters arrived she commented, “You can smell deliciousness from a block away, how could I not come!” As she and many others found though, selecting the best soup was no easy job as there were so many outstanding submissions. The voting revealed that the tightest race was between Burrito Grill’s Black Bean Sausage submission, Sullivan’s Pub’s entry of Tomato Gin topped with fried Capers, Bears Eatery’s very popular Ham Potato Corn Chowder and the “Lescho Soup” a family recipe passed down to Snowdrift owner Bridgette. By the end of the event Kim-

berley residents had voted Stonefire Pizzeria’s Butternut Squash and Lamb the winner and children voted Burrito Grill’s Black Bean Sausage as their favorite soup. While the top prize can only go to one soup, all tasters were reminded yet again of the high quality food and abundant choices we have when it comes to going out for a bite in Kimberley. Above all the 2 hour community event was fun filled and vibrant with over

250 people enjoying soup and catching up with friends with a cup of hot chocolate around a bonfire on a beautiful sunny day. Vendors, KIS and members of the Chapman Camp Playground Committee would like to thank everyone for supporting as we collectively raised $1,100.00 towards two worthy causes. The heart of this event is about coming together, collaboration, supporting causes (big and small) and above all

enjoying some of the best food Kimberley has to offer. Additional thanks goes to Canadian Linen for the table cloths, Overwaitea Kimberley for use of their floor mats and the awesome parents who helped out! We couldn’t have done it without so much community support.

Cranbrook, BC (February 23, 2015) – With the City of Cranbrook poised to conduct an urban deer population reduction program, Council and staff continue to field questions about relocating the deer instead of euthanizing. At this point, translocation is not an option that the province will even consider. A cull is the only management tool the province makes available to municipalities to try to alleviate some concerns of local residents, specifically around aggressive animals. Wayne Staudt, the chief administrative officer for the city of Cranbrook, gave an update on options for dealing with urban deer during a city council meeting on Feb. 23rd. Staudt told council that there is some work being done on translocation, but it is not being looked at as an alternative to a cull. “It’s not, do this [translocation] and not do the cull,” Staudt said. “This is just a pilot project that is being considered and we’re part of the group in the East Kootenay that is looking int this. The earliest that any translocation can take place — just a pilot project to see the survival rate of the animals and so forth — will be 2016.” The province does not have the scientific evidence saying that translocation of deer works and that urbanized deer relocated out of town would survive the transportation or survive in the location their moved to. But that could change over the next number of months. The City of Cranbrook has been involved along with the District of Elkford, the City of Kimberley, the District of Invermere and the Ministry of Forests, Land and Natural Resource Operations (MFLNRO) in providing seed funding ($1,000 contribution by the City of Cranbrook in 2014) and some staff support toward the development of a proposed East

Kootenay Urban Mule Deer Translocation Trial. The District of Elkford is the overall project lead. Vast Resource Solutions has been contracted to research and develop the proposed trial program and seek external funding resources. Ian Adams, a wildlife biologist with Vast Resource Solutions, is already working on the project, which is aiming for a budget of roughly $100,000 to complete the entire study. The ultimate goal is to see what urban deer survivorship and movements are like post-translocation from an urban setting. “The key point and particularly what the province is after is the post-release monitoring afterwards,” said Adams. “What are the fate of the deer? Are they getting picked off by predators right away? What levels of survivorship do we have?” Adams adds that areas in the U.S., such as in New Mexico and Utah, there are deer translocation trials where survivorship is up to 50-75 per cent. “Those experiences, to a large extent, have driven the province to say, ‘Okay, lets take a look at this,’” said Adams. “Fifty per cent survivor rate doesn’t sound all that good, but it’s a lot better than a cull.” What is most important for people to understand that the trial, if approved by the province, would be a scientific study and not meant to remove large numbers of deer from the community. The proposed program would capture, relocate and radio-collar a handful of deer and release them, monitor their movements and see if the deer survive and where they go. A tentative work plan is expected sometime later in 2015, at which time Council and staff from each participating municipality and the MFLNRO will have an opportunity to review and provide feedback on the work plan. There is potential that the translocation trial could begin early in 2016, however this is dependent on adequate funding and the approval of the work plan.

Local rider embarks on Paralympic quest Sarah Cummings aims for 2020 Tokyo Games Tre vor Cr awley

In life it’s important to dream big, and Sarah Cummings is no different. After two years of intensive training, the Cranbrook equestrian rider is aiming for a spot on Team Canada for the 2016 Paralympics in Rio de Janeiro, Brazil. She has been successful at various competitions over the last 24 months, scoring either first or second in every competition she’s placed, which has landed her in the top-10 list of eligible riders for the Canadian Para-equestrian Team. Cummings describes a spot in the Rio Games in 2016 as an ‘impossible’ goal, but adds that the 2020 Games in Tokyo is far enough away for her to pad her competition resume for the Canadian team. Cummings, who has always had an affinity for horses and equestrian riding ever since she was a little girl, competes in Dressage which can be described as the art of dancing on horseback or ballet on horseback. “It’s something to compete in,” Cummings said. “I did a little jumping at one point, but it

just terrified me because I would always forever fall off and I have to be very careful. “The flatwork was the only thing offered that would go to the Olympic level through the para stuff, so that’s why we picked dressage, and then it’s not as terrifying for my coach to watch me train.” Though partially paralyzed on the right side of her body because of Cerebral Palsy, she has been able to overcome the challenges of her physical limitations and thrive in the competition arena with her horse, Spirit. She rides and trains out of the Riverbend Equestrian Centre out in Wycliffe, and is coached by Maya Huppie. In order for her to break into the ranking and guarantee herself a spot on Team Canada, she needs to increase her judging scores by 10 per cent and compete in a minimum of six shows. There are shows in Kalispell, Spokane and Kamloops that she attends during the competitive season—shows that get her ranked nationally and noticed by Equine Canada. “That gets you ranked on the long list. The short list are the ones that go to the Olympics. I’m currently 5th on the long list so I need to increase my scores by 10 per cent,” Cummings said. “The extended trot,

the free walk, your freestyle—they all get scored and each move is scored out of 10. So when you increase that, it puts your [overall] score up.” To reach that next level, she’s aiming at international competitions in California and Calgary which will be enough to break into the shortlist if her scores are good enough.

Doing live shows has been a new experience from when she first started competing, where scores were determined after taking video of a routine and sending it to the judges. She has managed to raise a few thousand dollars already with some positive response from the community and her goal is $20,000. Many believe that his factory created the first hard pretzels. These crunchy, salty snacks lasted longer in an air tight environment than soft pretzels did, allowing them to be sold in stores far away from the bakery and kept on shelves much longer. These days, pretzels (along with chips and popcorn) are the most popular snacks in North America. You can buy them in almost any flavor you might want, from guacamole to cinnamon to various nuts and seeds. For the Hunters

A recent letter called into question my commitment to work as the MLA for Kootenay East on behalf of resident hunters. Over the last 14 years I have worked hard to protect the right of rural people to use the land we live on. I have fought against those would shut us out of the bush, a powerful U.S. Senator who wanted to make a park in the Flathead and have tried to represent the diverse interests of those who live here, work here and recreate here. I’ve worked over the years with every minister in charge of the wildlife allocation file to advocate for resident hunters. In 2004, I had my Private Members Bill passed, the Heritage Right to Hunt and Fish. The BC Wildlife Federation presented me with a Life Membership for that accomplishment and over the years I have steadfastly stood up for resident hunters,

snowmobilers, quadders, hikers, for more access and for proper wildlife management that includes a more sensible, aggressive management of predators. I have fought in a mostly urban world for the grizzly bear hunt. Most recently, I went public with my concerns about the proposed General Open Season for sheep in Region 4 for guides and persuaded government to eliminate that hunt. I have tried to be fair to the guide outfitters because they are an important industry for our small rural communities and they too deserve to be heard. But I have always looked out for the resident hunter. Whether it’s the trail hound hunters, the sheep hunters or just the deer and elk hunters like me, I sit in on dozens of discussions in Victoria where often I am the only voice for hunters. For 12 years, I was the only MLA in BC who bought a hunting license every year. Today there is one more, a BC Liberal from

Prince George. Anyone who suggests that I am not a friend of resident hunters is either unaware of my record or is simply trying score political points. As a member of cabinet, I support the allocation policy government has today. Both resident hunters and guides are unhappy with the policy, which may be a sign that it is balanced. I urge resident hunters to work with other hunters, including guides, and focus on growing our wildlife populations, increasing habitat and to help me convince decision-makers that we need to better manage predators. As hunters, we need to know who are friends are and to cooperate in protecting our right to hunt. Let’s stop fighting amongst ourselves and get some important work for wildlife done together. The Celestial Menace Unlaundered

ranbrook was, is and always will be a cultural melting pot. The Scots, Irish, English and Welsh settled down side-by-side with the French, German, Polish, Russian, Chinese, Japanese and countless others. Settling down side-by-side did not necessarily mean seeing eye-to-eye, however. Although the majority of the Cranbrook townspeople chose to get along as well possible in terms of commerce it did not mean everyone co-existed gladly; invisible subdivisions were prevalent for many years. Some, such as Chinatown and the First Nations reserve were well demarcated. Of course, as families became blended and extended, the old lines became less defined and numerous immigrant conclaves became nothing more than memories best forgotten. Of all the races that made their mark in the early days of Cranbrook, it is undoubtedly the Chinese who were the most visible, the most deliberated, the most misunderstood, at times the most feared and who suffered the greatest ethnic slings and arrows. Still, Chinatown survived in Cranbrook from the earliest days until the 1950s. It is gone now, only a single building remains on 7th Avenue to mark the once thriving community. The history of Cranbrook’s Chinatown may be told here in a partial way but it is unlikely that an accurate, well-balanced account will ever be properly recorded. There may be a treasure trove of letters and writings somewhere in the world concerning the days of Chinatown, written by those who lived there, but there appears little in the history vaults to work with at this point in time. What writings there are consist primarily of newspaper and other accounts penned by white males who often resented, if not detested, the presence of the Chinese community.

The Herald happily printed Chinese ads while blatantly condemning the presence of the Chinese in the community. Herald, June 7, 1900 At best the Chinese were referred to as “Celestials” or “Johns.” At worst, they were termed “yellow devils,” the “scourge of the working man”, or a “barbaric race incapable of being civilized.” This made things rather tricky on a day to day basis considering that Chinatown occupied two city blocks directly across from the CPR station for over fifty years. The first intimation of the Chinese in Cranbrook JANUS: Cranbrook was noted in April, 1898, when The Cranbrook HerThen & Now ald stated that local contractor Mr. Kaake (proJim nounced “Cake;” who also built the former Cross Cameron Keys Hotel) had completed a building to be occupied by, perhaps unsurprisingly, a Chinese restaurant. Owing to a disagreement between the two parties, the deal fell through. On May 3rd it was reported, “One Lung and Two Soxe have contracted for the erection of laundry buildings.” A tongue-in-cheek news item that no doubt received some laughs but also set the trend for many years to come, that is to say, low jokes at the expense of a local minority. By early June, 1898, not only the local

Perhaps the most uniquely named business in the history of Cranbrook, Chinese or otherwise. - Herald, August 3, 1899 newspaper but also both The Silverton Silvertonian and The Nelson Economist commented on the fact that “the first Chinaman has appeared in Cranbrook … and will act, doubtless, as the forerunner of many of his kind. While only one is to deal with, the citizens of that town [Cranbrook] had better pitch him out neck and crop. Once let John get a foothold and it is off with the town.” In early 1899, Sing Lee constructed the Vancouver Laundry west of the Herald office on 9th Avenue. This was, in fact, the beginning of what would soon become Chinatown; roughly the area between 5th and 7th Avenues and Van Horne and 1st Street. One month later William Matheson erected a laundry building on 7th Avenue for Zim Zum. (And let it be clearly stated at this point that there is no assurance that any Chinese names from the early days were reported accurately.)

That’s probably the biggest difference.” By far the lowest-scoring first-round series in the KIJHL playoffs, the Dynamiters held the Thunder Cats to a mere four goals over the course of the fivegame series. “Tyson Brouwer -- he keeps us in most of our games,” said Dynamiters captain Jason Richter. “If it wasn’t for him, we wouldn’t be able to keep the goals down. “But we have guys out there who are willing to block shots, no matter what. We have guys 10 seconds left in the game, we have guys five seconds left in the game laying down to block shots. That’s just the kind of team we are.” It was a defensive series for the ages that featured a three-way goaltending stand-off between Nitros netminder Tyson Brouwer and the Thunder Cats duo of Brock Lefebvre and Mitch Martell. The Nitros managed nine goals over five games, one of which was a buzzer-beating

empty-net tally in Game 4. To say offense was at a premium in this series would be a massive understatement. “When your team believes that much and puts that much on the line, to come up with a series win like that -Creston was a very good team in this series,” Brouwer said Thursday. “There was no easy game in this series. Credit to them and credit to the boys for finishing them off in five.” In all, the Dynamiters scored six of their nine goals with the man advantage, while the Thunder Cats were blanked on the power play. “[Assistant coach] Jeff Keiver has a great power-play set up. We practice it quite a bit,” Richter said. “I guess a lot of our power-play guys have a lot of confidence out there. Pucks go our way, bounces go our way on the power play and luckily we score.” Game 5 went almost the same as each of the four games previous to it. Despite immense pressure with Martell on the bench for the extra attacker in the final two minutes of regulation, the Thunder Cats were unable to convert. “It was the longest minute of my life, probably,” Brouwer said. “Just keep it out of the net. I didn’t want any negative thoughts in my head of what might happen. I don’t think anybody on the team did either and that’s why we were so successful.” Brouwer finished the night with 26 saves to his name and wrapped the series with an astounding 0.78 goalsagainst average and 0.966 save percentage, having steered aside 113 of the 117 shots sent his way in five games. With the series triumph, the focus turns to the Fernie Ghostriders, who dispatched the Golden Rockets in Game 5 of their division semifinal Wednesday night. There isn’t much left to be said for one of the KIJHL’s deepest and most heated rivalries outside of the fact a best-of-seven series sets up to be electric. “Blood runs deep,” Brouwer said. “It’s going to be another war out there. Richter was honoured as KIJHL Top Scorer, Eddie Mountain Division Top Scorer and MVP. Jordan Busch was recognized as the Eddie Mountain Division’s Top Defenceman, while Coy Prevost was presented with the Eddie Mountain Division Rookie of the Year. “He’s so smart and he just settles things down so well,” Bancks said of Busch. “He’s not afraid to try anything,” Bancks said of Prevost. “But he’s worked extremely hard and he’s had a great year, right from the start to the finish.”

ANNIE’S MAILBOX by Kathy Mitchell and Marcy Sugar Dear Annie: I’ve been married to “Lily” for 15 years, and we have two teenagers. We’ve built a good life. But Lily is an unhappy person. And while I’ve not been an angel, she never acknowledges that her unhappiness contributes to our problems. She walks around with a chip on her shoulder. Lily is a stay-at-home mom, but she does no cooking and the house is a mess. She’s made it clear that when I want to speak to her, I need to do it when she’s not reading, surfing the Internet or watching TV. Even though I have to get up at 4 a.m., she insists on doing puzzles in bed with the light on. When I return home, she never greets me. I have to go over to the sofa where she is sitting in order to give her a kiss hello, which annoys her because I’m disturbing her TV watching. When Lily is immersed in a project (family genealogy, high school reunion, whatever), she neglects the entire family and sees nothing wrong with it. While she does not want me associating with any friends I had prior to our marriage, she regularly entertains her ex-husband (when I’m out of town), dresses up for him and cooks dinner for him. Yet she is outrageously jealous of any female I associate with, even a colleague. I could barely tolerate this when Lily was on antidepressants, but she stopped a year ago, and things got worse. She’d scream at me and our youngest daughter for no reason. She became paranoid that I was having an affair and, with no evidence, declared herself a victim of infidelity and asked for a divorce. So I met with a divorce lawyer and was surprised to hear from a large number of friends and family who were past targets of Lily’s screaming fits and were willing to say so in court. I’ve asked Lily to go for counseling, but she refuses. She stopped seeing the last counselor when he said she needed to work on herself. Things have settled down because she’s on another project and ignoring us. But I worry about what she’s doing to our youngest daughter. Would it be wrong to research how to have her committed? -Frightened for My Girls Dear Frightened: That seems extreme. Lily sounds severely depressed and possibly bipolar. The right medication and therapy could do wonders for her, but she has to be willing. Your girls are nearly adults. A better option for you might be divorce and custody. A judge could mandate therapy for Lily as a condition of seeing her children. Meanwhile, please contact the National Alliance on Mental Illness (nami.org) for information and referrals. Dear Annie: I am friends with an out-ofstate couple who visit me briefly twice a year. I’ve known them for decades, and we share many good memories. Since my husband’s death, they feel the need to instruct me on how to handle everything in my life, including home maintenance, personal relationships and the brand of computer I use. When they leave, I am exhausted. They mean well, but I am capable and independent.
