‘Why not just build new pool?’ Coun. Robson floats idea over fixing current one By Phil M elnyc h u k pmelnychuk@mapleridgenews.com
Instead of spending $5 million dollars fixing up the Maple Ridge Leisure Centre, Coun. Gordy Robson says council should think bigger. Tear down the old pool, where a metal pipe recently crashed from the ceiling on to the pool deck, and build a better one, says the former mayor. Robson made the comment during a parks and recreation services review that showed the city is now competing with private businesses in running a fitness gym, one part of the Leisure Centre. “I’d rather build a new pool and get rid of that whole monstrous building. Get us out of the gymnasium business, Robson said. “Why are we competing, as taxpayers, against these people? It makes no sense to me. See Pool, 3

Board decries request for cuts Morale low, busing may be eliminated By Neil Corbett ncorbett@mapleridgenews.com
Budget cuts in the Maple Ridge-Pitt Meadows school district have staff morale at a low ebb, the district may be forced to cut school bus service entirely, and trustees want to meet with the education minister to lobby for more funding.
A new letter from school board chair Mike Murray to Education Minister Peter Fassbender said the latest provincial budget has made a request for a meeting, made last June, even more urgent. That budget calls for the district to find $1.3 million in administrative savings over the next two years. Murray tells the minister that the board has already reduced administrative costs by eight per cent in the past two years. The board will also have to find bud-

get cuts to cover unfunded increases in MSP premiums, Hydro rate increases and other inflationary costs. Over the past two budget years, the board has made $8 million in service cuts, and early estimates peg the coming budget as requiring an- Murray other $2.5 million to be axed. “One gets the impression government believes we haven’t been
doing any cutting before now, and we must be forced to, said Murray, discussing the letter. On Thursday, Fassbender said the public education system is well funded, with an increase of $576 million over the next three years, and that total education funding will top $5 billion next year. But he said school districts are spending more money on admin-
istration than ever before, rising to almost seven per cent of the budgets if no cuts are made. “All we’re asking the school districts to do is to find administrative savings to reflect the percent they were spending 10 years ago – about six per cent, said Fassbender. The local board assessed the impacts of the cuts it has already made, receiving submissions from all employee groups and the district parent advisory council. B.C. tightens up party bus licensing Special plate will facilitate police checks By Tom Fletcher Black Press
Relatives of a teenage Maple Ridge girl who died after taking drugs on a “party bus” applauded changes made Thursday to tighten licensing regulations for limousine operators. Transportation Minister Todd Stone announced an overhaul of limousine licensing that will require each limousine or bus with perimeter seating, to go through its own inspection and hold a licence. This replaces a “general authorization” limousine licence that allowed party bus operators to work anywhere in B.C. and add vehicles to their fleet at any time. Stone said strict licensing and display of a special plate will allow police to know where party buses are operating so they can be checked. The changes are to take effect by May, before high school graduation events that are a mainstay of the party bus business. Danielle Raymond and her mother Julie attended the announcement, calling it part of the reforms they have sought since Danielle’s sister Shannon died in July 2008 after drinking and then boarding a party bus, after which she took the street drug ecstasy. Shannon’s death was the first in a series of tragedies with party buses, which have expanded to 4,000 vehicles in B.C. Danielle said her own research showed companies advertising open bars on board. “We’re happy with it,” said Danielle of the new rules. “We’re still going to be watching it carefully to see what happens. If I see something that’s concerning me, I’ll be right back in
Tom Fletcher/Black Press
Danielle Raymond and her mother Julie attend announcement by Transportation Minister Todd Stone to increase regulation of party buses before this spring’s high school graduation. touch with the minister.” One of the requirements is for party bus operators to acknowledge that serving alcohol will not be part of their business. That could make it easier for bus operators to be fined. “It remains to be seen if that’s going to
change or not. “Basically their whole business operates around facilitating the minors who use them to get hammered, for lack of a better term,” Danielle said. Still, she was happy with the announcement.
“This is very meaningful for us. This is what we’ve been fighting for.” The measures are part of what they’ve been seeking for seven years. However, the steps don’t go as far as California, which requires another adult to supervise the partying section of the vehicle if there are minors on board. She likes the idea of putting party buses in the same category as limousines or taxis, which will put them under more scrutiny. Maple Ridge-Pitt Meadows MLA Doug Bing said the same thing earlier. Requiring special permits and licence plates will make it easier for police to enforce the rules. Bing noted that drinking in vehicles is completely illegal in B.C. anyways, whether it’s adults or kids. “That’s the kind of thing we’re trying to stop.” “Certainly, we’re quite pleased with these steps and moving forward,” said Julie. In February 2013, 16-year-old Ernest Azoadam died on a party bus in Surrey. In November of that year, a 17-year-old girl from Abbotsford was dumped at a truck stop an assaulted after a trip on a party bus. NDP transportation critic George Heyman echoed the Raymonds’ suggestion to consider requiring chaperones on party buses to make sure under-age drinking or drug use don’t occur. That’s part of pending legislation in Washington State, where party buses are allowed to serve alcohol to those old enough to drink. Heyman said the government should also require safe drop-off locations for the buses, which now drop off passengers at bars and then pick them up later to go to another bar. “One of the roles of the chaperones would be to ensure that no drinking takes place on party buses, period,” he said.

“I’d tear down the whole building, build a new pool, a new building.” After spending $5 million on renovations, Maple Ridge’s Leisure Centre still wouldn’t compare with Mission’s, he added. The idea got support from at least one councillor – but staff were quick to pour cold water on the idea. The Leisure Centre needs work now and it would take four to five years to build a new pool, said chief administrator Jim Rule. Feasibility studies, engineering studies would be needed. “Again, you’re talking four to five years minimum.”
Despite falling drainage pipe, which happened Jan. 30, the pool and the building is safe, Rule added. “If the building was not safe, we would not operate it. We would close it down.” Coun. Bob Masse, though, supported the idea of a new swimming pool, pointing out Maple Ridge is about to spend $440,000 just on an engineering study for the renovations. “I actually think the idea of building a fantastic aquatic centre and getting out of the gym business has some merit,” Masse added. “The pool’s at capacity and we’re going to have to build a second
pool at some point, somebody’s going to have to. I actually think we should consider it.” The Leisure Centre has been approved for the $5.5-million refit and repair, which will include replacing leaky pipes below the pool deck, and installing new filtration and Read mechanical systems. For example, the 35-year-old filters that keep the pool water clean can’t keep up with the number of people using the pool. And when they break down, replacement parts have to be custom made, which is costly. According to a consultant’s re-
port from last fall, the leisure pool is losing 6,800 litres of water a day, while the level in the swirl pool is dropping by more than 7.5 centimetres each day. The surge tank wall that serves both pools is deteriorating and concrete and corroded rebar are visible. In recent years, there have also been evacuations of the pool because of leaks in the chlorine room. The pool uses chlorine gas to sanitize the water. The renovations would install a safer system.
Mayor Nicole Read said the idea of constructing a new pool could be part of the strategic plan discussion, when overall goals are set. But Robson said a preliminary engineering report on the renovations should also study the option of building a new pool to see if it’s feasible. Council heard that a leak from the Leisure Centre roof outside caused the drainage pipe fastener to rust undetected inside, and to fall early in the morning of Jan. 30. Read said she’s asking for a report on the incident, but hasn’t yet received it. However, staff say they can’t find any documentation about that part of the facility.

Will canvass for campaign By Neil Corbett ncorbett@mapleridgenews.com
The Maple Ridge Teachers’ Association will be working to have Maple Ridge-Mission MLA Marc Dalton recalled, but the union says it did not organize the campaign. “We’re involved in that. We’re going to support the initiative, but it’s not teacherdriven, said MRTA president George Serra. The union boss said Maple Ridge-Pitt Meadows MLA Doug Bing could also be a target of a recall campaign. A group of Maple Ridge and Mission residents is pushing for Dalton to be recalled,
and will launch a spring drive for 15,000 voter signatures – 40 per cent of those in the riding – to send to Elections B.C. A successful result would force a by-election. Mission teacher Yvonne Hale is a spokesperson for the group, and Serra allowed that there are other teachers involved. He said that through their job action, teachers “became very aware of the lack of representation that this community has. “There’s a lot of teachers upset with this government’s direction on education funding. The MRTA will provide recall information to teachers, and they will likely be involved in canvassing for signatures, Serra added. “It didn’t start with the teachers, he said.
“It’s a community drive. Bing, Liberal MLA for Pitt Meadows-Maple Ridge, is subject to a recall campaign is a matter of logistics, said Serra. Serra Collecting 15,000 signatures is a massive undertaking, and during a 2011 attempt to recall Dalton, the Maple Ridge Fight HST group only got 2,500. Organizers want their undertaking to have a chance at success. “You don’t go to Kelowna and try to recall Christy Clark. But Serra said Dalton, now sitting as an independent MLA while he seeks the federal Conservative nomination in the local riding, is seen as
vulnerable to recall. He faced criticism for his comments in April 2014 that he didn’t see child poverty as a pressing issue in Canada. His recent decision to enter federal politics may also have disenfranchised even some of his local Liberal supporters. Even if not successful, Serra maintains the effort is a worthwhile exercise in democracy. He noted the HST recall campaign contributed to having the tax repealed. “Successful recall doesn’t have to recall your MLA, he said. “It’s a process that has to be used. What else is there? What else can you do to make them accountable?

Hammond area plan almost ready Preserving heritage is key By Phil M elnyc h u k pmelnychuk@mapleridgenews.com
Maple Ridge council will soon be paging through the first version of the Hammond area plan, now that the folks in the neighbourhood have had their say. After two open houses, online questionnaires, input via Instagram and Facebook, a photo project and video interviews, city staff are writing a plan that will set out how Hammond will grow over the next two decades. Staff will be using seven guiding principles derived from the public’s input as a basis for the draft plan, which will go back to a public open house, before council gives it the final OK. Those principles: • retain the small-town charm and friendly atmostphere; • ensure new buildings fit with the heritage and character of existing buildings; • revitalize the historic commercial area along Maple Crescent; • use sustainable building practices; • enhance the trail system and community gathering places; • flood protection steps; • ensure safe roads; • promote a safe community. “We’re excited with the level of participation we’ve had … it’s been quite remarkable,” said community planning manager Jim Charlebois. Long-term Hammond residents said on video they wanted to preserve the area’s historic nature.
They wanted new housing to preserve the garden areas, and one said there was a feeling that buildings in Hammond are treading “lighter on the land.” According to a staff report, residents realize that population growth has to occur in order to preserve and improve Hammond. However, they want growth to maintain the neighbourliness of Hammond, and to preserve its green space, gardens and heritage. Coun. Craig Speirs said residents are welcoming higher density, as long as it fits within the community and preserves the heritage. He wanted to ensure that building design guidelines will be part of the new plan to ensure new buildings are appropriate. He also asked if a neighbourhood gathering place could be part of the new plan. “I think it’s amazing. It’s so inspiring to watch the videos,” added Mayor Nicole Read, who liked the use of social media in getting the public involved. Coun. Corisa Bell added that she hopes social media will be used to the same extent in areas such as Albion. Coun. Gordy Robson wanted to know how flood protection measures are being incorporated into the plan. That process is just beginning, said planning director Christine Carter. Anticipating future floods could determine what kind of development goes where. Robson said staff should talk to the Fraser Basin Council, which manages flood issues for

Hidden cash School trustees across B.C. must be scratching their heads at their premier’s apparent lack of awareness about what’s going on in their schools and administration offices. Last week, Christy Clark suggested school boards grab a step-ladder and start picking some “low-hanging fruit” to the tune of nearly $54 million over the next two years from district administrative costs. Later, Education Minister Peter Fassbender clarified that school districts must find efficiencies to get administrative costs down to six per cent, where they were 10 years ago, which requires 0.5 per cent savings this year and one per cent the year after. While there is a concern that trimming administrative costs will eat up valuable dollars that must go to the classroom, the province should lead the way by showing where this cost-cutting should be made. B.C. School Trustees’ Association president Teresa Rezansoff has been quoted as saying that Clark’s comments ignore the fact that school districts are already working together to save money and have been doing so for years. Among the ideas being touted is converting school board meetings to a paperless model — which has already been done in some district (if you go and want a copy of the agenda, you’ll have to print your own) — and moving professional development workshops outside school hours, thereby saving in substitute teaching costs. And who can forget that millions cut from school district budgets in recent years? Bulk buying, sharing services — many of these measures have been tried with more or less success, depending on the district and the circumstances. One area that has been discussed is the high cost of legal services. CUPE has argued the district could do more to cut arbitration costs, but clamping down on legal charges has been difficult given the large number of Freedom of Information requests. And the district is also paying higher legal fees to resolve student-related issues. Everyone hates waste, but instead of making off-the-cuff comments, would the premier please show school boards exactly where the hidden cache of cash is located? – Black Press

Pay down student loan or else VICTORIA – In a recent speech, Premier Christy Clark quipped that while teenagers tend to be lazy, there is a limit. If your kid is still on the couch after age 30, she said, he’s not a teenager any more. “He’s a New DemoB.C. Views crat.” Tom Fletcher Clark’s ‘get off the couch and get a job’ message is now being translated into government policy. The B.C. government is using one of the few tools available to it to track down people who aren’t paying off their student loans, by linking defaulted debt to driver’s licence renewals. There are “hardship” provisions for those who don’t have a job. ICBC will only refuse to renew a driver’s licence or vehicle plates for those who have let their student debt go for a year without making some effort to deal with it. Student debt collection is a long-standing problem for the province, with about $185 million currently on the books as defaulted and unpaid. Students naturally move around after completing their studies, and once the six-month grace period for beginning to repay student loans expires, finding those who aren’t paying becomes a costly effort. Historically, governments sent defaulted debt to collection agencies. Last year, $17.3 million was collected. How big is student debt these days?
The subject was discussed briefly in the legislature last week. In question period, NDP leader John Horgan reminded the government that tuition fees have doubled over the past decade, and cited a Bank of Montreal estimate that the average university student emerges from a four-year program owing $35,000 in student loans. With his usual modesty and tact, Advanced Education Minister Andrew Wilkinson dismissed Horgan’s accusation that he is indifferent to the plight of students. Wilkinson noted that the Bank of Montreal surveyed 602 students across Canada, and only 78 of them were in B.C. “To clarify this, and to address the cackling chickens on the other side, we have 430,000 students in our system,” Wilkinson said. “Some of them are parttime; some of them are on short courses. We have 180,000 students who are in the system full-time and eligible for student aid. “Of those 180,000 students, 45,000 turn to the province for financial aid – meaning that 75 per cent of students, more than what was quoted on the CBC yesterday, go through their education without incurring debt through the provincial student aid program.” Whatever the amount owing is for an individual, it’s a debt that will be more difficult to avoid paying. The province has long used the withholding of driving privileges to collect unpaid provincial court fines, and that was recently extended to those who are 90 days in

arrears on $25 or more worth of Lower Mainland bridge tolls. This student debt collection move follows efforts to match up post-secondary funding to areas of employment demand. In an era where misguided university professors use their positions to organize violent protests against job-creating projects, the messages are similar.
“If your kid is still on the couch after age 30, she said, he’s not a teenager any more.” Variations of this productivity theme are being heard from governments across North America. The baby boomers are retiring. We are bringing in temporary foreign workers, not because of some right-wing plot, but because too many people growing up in our society refuse to do an increasing range of jobs. We have an education system – and media – that encourages people to complain and make demands to get what they want. And we are seeing the results of all of this. There was a U.S. president once who said, “Ask not what your country can do for you. Ask what you can do for your country.” Tom Fletcher is legislature reporter and columnist for Black Press.

THE NEWS/letters Women advance Taxes, one drop at a time Editor, The News: Re: Read tops campaign spending (The News, Feb. 25) Wow. Nicole Read won the mayoral election because she was the only woman in the race? So says unsuccessful contender Mike Morden, anyway. It couldn’t possibly have been because she has unique and desirable skills, experiences, passions and insights that might have surpassed Morden’s own? If Pitt Meadows wants to continue with the third lowest residential taxes in the GVRD, it needs more commercial and industrial development to pay the bills.. We have already seen other communities, such as Port Coquitlam, seize opportunities for increased taxation revenue and jobs for their citizens. Having the North Lougheed Connector in place and paid for by the developer will show the senior governments that we have done our part to solve the Harris Road/Lougheed Highway gridlock when we go looking for their support. Currently 80-85 per cent of our residents leave Pitt Meadows to get to their jobs. Another 1,200 jobs will certainly make us a more complete and sustainable community.
Editor, The News: I counted at least 20 forms of taxes that we pay to drive our cars to work. At that, I may be missing some. I would be happy to publish them, but I am afraid that if this post is too long, people won’t bother reading it. This excludes the mayors’ newest proposal. Could you imagine the bureaucracy tied in with all these taxes? If they would roll it up as one tax, they could probably get rid of some of them and still make
money, but these bureaucrats are killing us one drop at a time or through a thousand paper cuts. Is it the mayors’ intention to bankrupt us all? I heard on the news that Canadians are falling into record debt. Is it any wonder? I would support expansion of infrastructure, but this fight is not about being in favour of such expansion, it’s about who should pay for it and about the inept management of our money. ‘Hospital should meet with neighbours’ ‘Can’t imagine Street parking still an issue By Phil M elnyc h u k pmelnychuk@mapleridgenews.com
Jim Bird wants to get the message to hospital staff and visitors: you’re welcome to park your vehicles outside his house on 117th Avenue. He won’t key your car, nor slash your tires, and neither will the neighbours who live along the busy road that leads to Ridge Meadows Hospital. “I don’t care, really,” Bird says of people who park outside his house. He was commenting following Mason Schille’s recent experience after parking on the street. Two of the tires on his 2013 Mitsubishi were slashed, while days later, the side of his car was keyed, requiring new paint. Schille is an X-ray technician at the hospital and parks on the
street because of a shortage of staff parking at the hospital. He says vehicle vandalism is common plight for hospital employees. Bird, though, says the vandalism may be more a result of the nature of the neighbourhood and the fact that 117th Avenue is a through street. “The idea of parking in front of the house isn’t the issue. We live in a community, it’s getting busier,” he said. “It’s really busy. We’ve got all walks of life down here, from doctors with stethoscopes, right down to guys on BMXs cruising through.” Bird has also had his fair share of vehicle damage after living there for more than 30 years. “Every vehicle I’ve had has been keyed.” Over the years, every one of his vehicles has been broken into. He’s had windshield wipers and antennas bent, eggs smashed on to the paint, and the
roof on his daughter’s convertible slashed. Last year, the catalytic converter was stolen from his vehicle. His son’s Toyota was stolen from in front of his house. “I know that happens to a lot of people around here,” Bird said. “Still, there could be somebody on the street who’s mad. Someone could be really frustrated with the noise or the parking. I don’t know.” He suggested that Ridge Meadows Hospital host a meeting with residents to discuss the issue. Fraser Health spokesperson Tasleem Juma said the health authority is in the process of adding 113 more staff stalls. While that will take some time, the hospital is currently adding 42 stalls, by providing more public parking around the entrances, then adding more employee parking stalls to the public lots.
Currently, there are 457 parking stalls at Ridge Meadows Hospital, with 35 per cent of those allotted to public pay parking and 65 per cent for employee parking. Determining how much of a shortfall there is for staff is difficult because many employees work at different hospitals or shifts. Parking is an ongoing concern and the hospital wants to work with the city and the neighbours, Juma added.
“Every vehicle I’ve had has been keyed.” Jim Bird
Employees who park in the public spaces can also get a discount, she added. Bird expressed the same concerns two years ago in a letter to the hospital. He doesn’t
favour resident-only parking because that also inconveniences visitors to his home. “In the morning, there is the constant beeping of car alarms being set, he said. “It is not that unusual for someone to return to their car two or three times, as they forget something … with the resulting reset to their alarm.” So just some common sense and courtesy from all motorists, hospital visitors and staff and patients would go a long a way. “Basically, I live in the Ridge Meadows Hospital parking lot.” A limit on the chatter that co-workers have when they arrive and leave from work would help, also. If he had one request – turning off the beeping door locks that sound when people lock their vehicles with remote keys would make a big difference. “You can lock your car without doing that.”
next round’ Budget from front
“Unfortunately, we must advise that the morale in the district is lower than any of us can remember, and that this blow to morale is the direct result of ongoing budget cuts,” Murray said in his letter. “We cannot imagine the effect the next round of adjustments will have, or if any such adjustments are even possible without compromising the safety and educational experience of our students.” Bus service now costs a student $215 per year, with a discount for larger families. The board will now have to consider cutting the service entirely for 2015-2016, in order to save $1 million. “These are not things we want to do, but how can we deal with that kind of significant impact, and keep it away from the classroom,” asks Murray. The letter also outlines how there are 67 secondary classes in the district with more than 30 students, clerical staff hours have been reduced by 23 per cent, and school administrators are forced to “work far more overtime than is reasonable.” He also said that a continued freeze on the wages of principals, vice-principals and other exempt staff has reached the point where they are being treated with disrespect. These employees,”educational leaders,” have not had a pay increase since 2009. “Why is the government not listening,” asks Murray in the letter. “We can only conclude that government decision-makers do not understand the challenges involved in the front line delivery of public education.”

Warning about fentanyl OD deaths Langley, Surrey among hot spots By Jef f Nage l Black Press
A spike in fentanyl drug overdose deaths in both Vancouver and the Fraser Health region has prompted a warning from police and public health officials. Police say the synthetic narcotic is increasingly being sold to drug users in B.C., either on its own or often laced with other drugs – even marijuana. There were 29 overdose deaths tied to fentanyl in Vancouver in 2014, followed by 18 in Langley and 15 in Surrey, according to deputy chief coroner Vince Stancato of the B.C. Coroners Service. He said fentanyl deaths also occurred last year in Maple Ridge, Nanaimo, Prince George and Fort St. John. Many victims are described as recreational users who snorted, smoked or took pills they thought were another drug – such as
cocaine, heroin or oxycodone – without realizing it contained fentanyl, which officials say is 50 to 100 times more toxic and can kill in small doses. Fentanyl was present in just five per cent of drug overdose deaths in 2012, but that soared to 25 per cent of the 336 overdose deaths in B.C. last year, according to the coroners’ service. Most victims were not injection drug users. “It’s very concerning, said Dr. Marcus Lem, a medical health officer for Fraser Health. “These are folks that often may not appear to anybody else to have an issue. Lem said many overdoses happen in private homes and the number of deaths in communities like Langley and Maple Ridge show the problem is not just limited to urban areas where drug use is most visible. “Everybody in the public seems to think the only people using drugs are in the Downtown Eastside. That’s just not true.
While fentanyl patches are sometimes stolen from pharmacies or prescribed and then resold on the street, VPD and RCMP officials said they

your staff contact after hours,” said the e-mail from the Maple Ridge integrated youth team. The notice follows the fictional predicament sketched out by Grade 9 student Lynden Meadus as he showed what could happen to a teen in trouble who had no place to go, following the evening closure Jan. 31 of the Iron Horse Youth Safe House. Meadus created a scenario in February in which he had just had a fight at home and went to the youth centre, with no idea of where to spend the night. He was referred to a youth safe house in North Vancouver and given directions by bus. By the time he arrived in Coquitlam near midnight, the buses had almost stopped running and he wouldn’t have reached the shelter if a worker hadn’t driven out to pick him up. Ministry staff, though, couldn’t confirm that there’s been any change in transportation policy, or if it’s always been the practice provide a ride to a shelter. Meadus said he’s also contacted the ministry to get confirmation of any change. In an attempt to reopen the Iron Horse Youth Safe House, Meadus has started a gofundme.com fundraising campaign. But donations are slow to come in. So far, only two donations totalling $150 have been made, one of those $50 by him, money from babysitting. He’s also been asked to remove the logo of the Alouette Home Start Society (which runs the safe house) from the fundraising page because he doesn’t represent the society. Meadus added if the shelter closes completely, he’ll donate whatever is raised to the Maple Ridge-Pitt Meadows Youth Centre Society, which he’s been involved with for two years. Meadus created a video of his fictional scenario and plans to show it to Maple Ridge and Pitt Meadows councils.

Some faraway places
“I
did not remember that Whonnock was so far away,” said my guest as he climbed out of his car. He was delayed only a few minutes, driving comfortably along the four-lane Lougheed Highway and a few kilometers up 272nd Street, the former Whonnock Road, to where I live on 112th Avenue. As I was closing our gate – a modest cattle gate, not one of these wrought-iron affairs that seem to be fashionable today – we started talking about the days before Lougheed Highway, when the ways of transportation in and out of Whonnock and Ruskin were at first only the river, and later the railroad. In the mid-1890s, work started on two trunk roads through the municipality of Maple Ridge: River Road and Dewdney Trunk Road. The work on River Road in Whonnock started in 1894 with the nomination of Benjamin Spilsbury as “path master” to oversee the building and maintenance of the stretch of River
(272nd Street today) to the hinterland of “North Whonnock,” serving an increasing number of new settlers, some of whom were feared to associate with Webster’s Corners, now accessible via the Dewdney Trunk Road, rather than with Whonnock. The lack of maintenance on the part of River Road between Spilsbury’s farm and Albion is evident from a

Road from Whonnock to Albion. Benjamin’s priority and that of his neighbours was the extension and improvement of the road from their farms towards the east: to the Whonnock railway station, the store, the post office, and the church. The westward stretch, from the Spilsbury farm to Albion was not important for the settlers. That is evident from John Williamson’s diary from 1897. The diary tells about people hopping off and on trains, arriving and sailing on those wonderful paddle wheelers that brought people, freight and cattle everywhere. People also rowed or were rowed to distant places, walked for miles, and some came and went on horseback, but there is not a word in the diary about the road to Albion. What was of much greater interest for the settlers was the extension of River Road from Whonnock to the Stave River, crossing Whonnock Creek with a mighty wooden bridge that joined Whonnock and Ruskin. Another high priority was the maintenance of Whonnock Road
of our horse show had been put through this road, their owners would not have recognized them, had they emerged alive and safe.” River Road did not meet the standards for a highway for a long time. By 1929 came Lougheed Highway, which, together with Dewdney Trunk Road, makes it so easy to reach the eastern extremities of our municipality. Still, in the minds of many who live in the urban parts of Maple Ridge, Whonnock and Ruskin remain faraway places.

I was advised to walk. “The owners of horses did not care to have their animals driven over a part of highway east of the school of East Haney [Albion today]. I walked. THE NEWS/arts&life Taking aim on Dragons’ Den Direct Hit FX revolutionizing special effects industry B y T i m Fi t z g e r a l d arts@mapleridgenews.com
M
artin Testa’s job can be a little messy. As a licensed pyrotechnician and special effects tech in the film and television industry, Testa’s success depends on how realistic his work comes across on screen. So when the Maple Ridge resident was faced with a special, and unexpected request from a director, the ensuing panic and chaos struck Testa with a revolutionary idea. Testa is now the owner and founder of Direct Hit FX, a Vancouver based start-up company that has its sights set on revolutionizing the film and television special effects industry. To do it, he’s hoping he can conquer the Dragons’ Den on the CBC on Wednesday. Testa is set to launch his Rapid Reload II, the technology used to vividly portray realistic bullet hits on the big and small screen. Bullet hits on the screen have been hand-crafted since 1967, when Warren Beatty shocked the world with the bloodiest shootout in Bonnie and Clyde. While effective, Testa said it is a slow and time consuming venture. Testa first envisioned the product when Vancouver director Terry Ingram asked for an unanticipated fourth take while shooting a movie

Martin Testa of Maple Ridge shows off his blood splatter device on the TV show. in Maple Ridge. The special effects team had to scramble to handcraft another new device. With 20 minutes lost time and a crew of 40 standing on a rooftop in the rain, Testa was struck by the insanity. He said on big budget films, there’s always a budget to do more. But on a smaller scale productions, timelines and budgets are tight. According to Linda Watt, CEO of Rapid Re-
load II, the preassembled bullet hit can be rigged and assembled in less than three minutes. “This saves on precious production time, and that translates into enormous cost savings.” Testa hopes the industry follows. “Time is money on a film set,” said Testa. “The faster I can get the shot ready or reset to shoot again, the happier they’ll be. “
Contact 604-467-1122 ext. 217 arts@mapleridgenews.com
Ingram said he’s thankful for Testa’s epiphany, back in 2009. Like many directors, he prefers the real thing over computer generated models. “In most circumstances, CGI simply can’t provide the same sense of realism,” said Ingram. “Using real squibs also keeps the creative process on set, allowing greater creative control and better reactions from the actors getting shot. There’s nothing like having a small explosive on your chest to react to.” Testa set out to develop his first incarnation of what became called Rapid Reload technology, knowing that it would ultimately preserve the sense of realism in film and television and curb the further encroachment of computer generated images. He’s not naive enough to think he can halt the tide of CGI, but he knows if he can develop a quality product, there will be plenty of room for both. “I come from the world where it’s go big or go home,“ he said The budding new technology has had an enormous interest and buy-in from pyrotechnic specialists and producers looking to reduce production costs with a standardized product line that saves time and provides consistent results, said Testa. In an era of shrinking budgets, the technology also promises to protect on-set jobs. Testa, Watt and corporate director Chris Gielnik took the original Rapid Reload to the Dragon’s Den last April, and it’s been a whirlwind ever since. They’ve listened to industry feedback, and Testa and his new team have designed an improved version of the original. “The new version delivers a bigger bang and more blood splatter than the original.” And in Hollywood, what more can you ask for.

It’s never easy adapting a classic Alfred Hitchcock movie for the stage. It’s especially difficult when you have only four actors to fill the roles of 60 characters in a small intimate setting. For Theatre in the Country artistic director Reg Parks, the chance to produce Hitchcock’s classic film noir 39 Steps was too much to pass up. “It’s really an amazing show,” said Parks. “The speed of which the actors change and the sheer audacity of becoming so many characters is amazing to see. It’s a real frolic.” The play runs until Saturday, March 7 and features Morgan Ariss, Paul Beckett, Francis Boyle and Mariah van Herwaarden taking on the daunting task of playing the wide range of charters. “We are really proud of this show,
and I am so impressed with the level of talent that we have found in our local actors to pull this kind of a show off as such a high calibre,” Parks said. Projecting images on stage will give the play the film noir feel. Parks said Theatre in the Country has been wanting to perform 39 Steps since he and a few cast members saw it performed in London. “We fell in love with it right away. Morgan Ariss has been bugging me for the past five years to do this and the time seemed right.” While Saturday marks the end of this show, Parks said the he’s preparing to perform Educating Rita with Jessica Tabak. The play will run from April 9 to 25 and will also serve as Theatre in the Country’s entry for for this year’s Theatre B.C. Mainstage competition. • Tickets for 39 Steps are available at www.theatreinthecountry.com or call the box office 604-259-9737.

CARING FOR EACH OTHER, GRIEF SUPPORT IN THE WORK PLACE Established in 1979, the Ridge Meadows Hospice Society ties two communities together with the common bond of compassion and support to children and adults facing end of life issues. Have you worked with someone with a life limiting illness or who has lost a loved one? Eventually, we may all come in contact with someone who is going through a similar life experience. We often wonder, what can I say? How can I help? Society is still hesitant at approaching these conversations. However, in order to maintain a healthy and productive work, school or home environment, we need to find ways of opening that dialog.

Do you ever look at your life and think: “Is this all there is?” As women, we do our best to take care of everyone and everything else but we don’t do a very good job of taking care of ourselves. Unfortunately, I have learned from my own painful mistakes over the years, how wrong-headed that is! By not looking after my own needs, after a while, my emotional and energy bucket was empty and I had nothing to give to anyone else. I went through the motions but I was not able to be there emotionally for my husband and my children. We all suffered because I didn’t look after myself. If you really want to be the best wife, mother, partner, boss, co-worker or human being possible, you need to be unselfish enough to choose yourself first - at least, once in a while. The “Women’s Wellness Weekend” Retreat is a wonderful opportunity to do just that. From Friday, April 10th to Sunday, April 12th, you will enjoy 2 night’s

Rambler trio makes provincial podium All in Grade 11, so wrestling team’s future appears bright By Neil Corbett sports@mapleridgenews.com
Three Maple Ridge wrestlers made it to the podium at the B.C. Championships, held Thursday through Saturday in Abbotsford. But coach Bill McCrae is optimistic there will be more Ramblers on the podium – and in higher positions – next year.
Cameron Hicks finished in third place in the 48 kg class, despite battling a painful shoulder injury. “He’s literally been wrestling with one arm for the past two months,” said McCrae. “It makes it pretty tough to win.” Even with the injury, only a poor draw kept him from wrestling his way to the final, where Hicks would have come up against Jagmeet Klair of Abbotsford Traditional – another of the province’s elite wrestlers. The top six wrestlers in a class make it to the podium, and Olivia McDonnel took
fourth in her class. Dionte Hurtado finished in sixth place in the 90 kg class, and McCrae said that was a good result considering his limited experience. “He excelled. For his first provincials, he wrestled really well,” said the coach. In his first match, Hurtado lost to the eventual provincial champion. Then Hurtado won three fights in a row in the consolation round, before losing his second match in the battle for fifth and sixth places. McCrae noted that all three of those wres-
tlers are in Grade 11, and will be able to take runs at provincial titles in their grad years. Ryan Hicks, Cameron’s little brother, will join the team as a Grade 8 and already has four years of wrestling experience. Including him and other grapplers, the Ramblers should assemble a team with seven potential podium finishers in the 2016 provincials. “The future is bright.” Hicks will compete at the national championships in Fredericton, N.B. bext next month, and will be looking to win, after taking national silver last year.

She leaves to mourn her human Guardians, Kimberly and Gary, her canine sister Miss Scuffy, her human grandparents Gil and Linda O. and her canine cousin Jesse. The family would like to say a special thank you to HRH’s Personal physician, Dr. David Loff DVM and his wonderful staff of Eastridge Animal Hospital. Dr. Loff attended to her many years from her first day with us to her very last. We are very grateful for his excellent care and kindness. Thank you also to the wonderful ladies at San-Als Groomers for all patient pampering all these years. They made HRH look her very best. “Animals don’t wish to be brought into this world, it is we humans who make their existence possible, so its up to us to provide them with a worthwhile life, it is Animals that make us Human.” -Temple Grandin

JASON EXNER I highly recommend Shayne and all the staff at Laminate Warehouse. The price point, quality & their knowledge of the product is second to none. Being a bit of a DIY guy, I've installed a few different types of laminate flooring over the years and their QUICK LOCK system is so easy to install even my 6 year old was helping out! I've referred Laminate Warehouse to family members & clients and have only heard positive feedback. My Mom just had some carpet replaced and she was extremely happy with the service and quality...we would strongly recommend LAMINATE WAREHOUSE to anyone considering new flooring!........... Cheers...Jason Exner, MacDonald Realty
