In approving its 2015-2019 financial plan, city council has budgeted for several new community projects. Topping the $15.7 million capital plan is a new artificial turf for Robron Park. The $2.6 million project is budgeted for this year and will be paid for out of parks reserve funding and the federal gas tax. “This will be done from reserves and other sources of revenue, rather than taxation,” said Mayor Andy Adams of the big ticket item. Council also approved foreshore and Robert Ostler Park upgrades for $1 million, to be funded by the federal gas tax monies and the Community Works Fund. Ross Milnthorp, the city’s general manager of parks, recreation and culture told council last week during budget planning that the funding will go towards rectifying drainage and irrigation issues that have been identified at Ostler Park. “Drainage work would essentially involve tearing up the park to improve the drainage there,” Milnthorp said. “We would resurface Ostler Park.” Other items capital items approved by council (which will be paid for through reserves and grants rather than taxation) include: a new city water drinking system for $4.2 million (with funding support from BC Hydro), Norm Wood Environmental Centre upgrades for $2.5 mil-

lion, a new fire ladder truck for $1.1 million, an airport fueling facility for $740,000 and a new emergency generator for $200,000. Council also approved spending $35,000 from reserves for Elk Falls Cemetery expansion design work in 2015. Construction worth $175,000 is in the budget for 2016. Council finalized its $62 million operating budget for 2015 last Wednesday with a 1.69 per cent residential property tax increase which equates to a $24 increase for the average Campbell River home, valued at $264,200. In comparison, the Canadian Consumer Price Index rates inflation at 2.1 per cent. Properties in the Managed Forest Lands tax class will continue to see an increase phased in over three years (started in 2014) that will generate $46,000 this year. The Utilities tax class rate will also increase (phased in over four years, started in 2014), that will generate $138,000 in 2015. An additional $340,000 in property tax revenue will come from new building and development in the community. Last year, the average home paid $186 in taxes for city services including drinking water, sewer service, emergency response, garbage and recycling pick up, roads, parks, transit and airport. The city has until May 15 to present its final 2015 budget to the province. Property taxes will be due by July 2.

Back by popular demand for a fifth season, Campbell River’s wood stove exchange program will help residents replace older wood stoves with wood, pellet or gas heating appliances certified to national standards. Beginning March 1, the city will offer more than 30 $250 rebates on a firstcome, first-served basis until Apr. 30. “We are pleased to be able to offer wood stove exchange rebates again this year. With the burning season winding down, this is a good time to consider switching out uncertified wood stoves with a high-efficiency

cleaner-burning wood, pellet or gas heating appliance,” says Mayor Andy Adams. “Along with the City rebate, savings offered by participating retailers and suppliers make upgrading a wood stove a cost-effective and an environmentallysound decision.” Since this program began in 2009, 150 wood stoves have been exchanged. “Fine particulate air pollution, including what’s generated by older wood stoves, is the primary air quality concern in lesspopulated areas of B.C. ,” adds Coun. Marlene Wright, who holds the environment portfolio for council. “Reducing wood smoke pollution helps us all breathe a little easier.”

Police had to restrain a man assaulting a doctor at Alder Medical Clinic on Thursday. Campbell River RCMP responded to the call to Alder Medical Clinic on Evergreen Road on Feb. 26 at 10:20 a.m. A patient at that clinic was reportedly assaulting a physician. Patients in the clinic stepped in to assist and restrained the male until police arrived and took him into custody without incident, RCMP spokesperson Cpl. Poppy Hallam said. The male was searched and found to be in possession of knives, contrary to his Probation Order and charges of robbery and assault have also been recommended. He was held in custody at the Campbell River RCMP Detachment and was scheduled to make his first appearance in Campbell River Provincial Court on Monday.

The Campbell River RCMP are seeking the public’s assistance in identifying possible suspects in a daytime residential break and enter to a home at the 2200 block of King Road in Campbell River that occurred sometime between 10:30 a.m. and 2 p.m. on Friday. The suspect(s) forced their way in through the front door and stole a TV, jewellery boxes, an Acer Laptop, printer and a safe containing a passport and wills. Donations marched down to Hospital Foundation The Rotary Clubs of Campbell River recently presented $10,775 to the Campbell River Hospital Foundation. These funds are the pro ceeds f rom the March for Children last December and will help purchase two pieces of equipment – a DCA Vantage for Diabetes Education and Vital Signs Monitor for the Maternity Department. The DCA is a machine that is used in the Pediatric Diabetes Clinic on children with diabetes who have to have a blood test every three months called a HbA1c. This machine does the test with a small finger poke rather than a needle in arm which can often scare children. The DCA can assist families by reducing lengthy and costly trips to BC Children’s Hospital, assisting visiting specialists in planning management strategies and can help children prepare for insulin pump eligibility. Currently, there are approximately 80 children who will benefit from this machine. The cost for this equipment is approximately $6,000.

The Vital Signs Monitor is a piece of equipment capable of checking blood pressure, temperature and heart rate. This monitor is mobile and able to be moved from patient to patient and can be used for neonatal, pediatric and adult patients. The cost for this monitor is approximately $4,000. The March for Children takes place

City council has nixed buying equipment to clear snow from city sidewalks, a decision that Coun. Larry Samson branded ‘disgusting.’ The $75,000 item was removed from council’s 2015 budget last week during financial planning, much to Samson’s dismay. “I have to say how disappointed I am because the people who use this are the people who are our most vulnerable people and don’t have access to a vehicle to get around,” Samson said. “I’m sorry I just find that disagreeable, or disgusting.” Samson said he was particularly upset because he saw the decision of council as a step backward. In November, 2014 the previous council approved a policy that the city be responsible for clearing snow from city sidewalks along main roads. But Mayor Andy Adams said it was never acted upon because

the city didn’t have the equipment to do so. The purchase of that equipment had been put into the 2015 budget by city staff, and Samson wasn’t pleased council last week voted to remove it. “When we plough our streets, we plough them to the side so we heap the snow on top of the sidewalk to make it even harder,” Samson said. “The snow freezes, the snow turns to slush and it makes it hard for people to push strollers, it makes it hard for people with disabilities, with wheelchairs, and people can’t get around without having to go onto the road and dodge traffic.” Coun. Ron Kerr said while he’s sympathetic to the situation, having the city clear some sidewalks but not others could be a slippery slope. “While I understand the plight of people who are house bound during a snow event I think it’s important to do this job for the whole community,” Kerr said. “Recognizing the arterial roads would be important to plough, we’re always

going to have someone who lives three blocks or five blocks away from that and they’re going to ask ‘why aren’t you doing our roads?’ I think it’s a never-ending issue.” The city’s current snow removal bylaw requires commercial, industrial, multi-family residential and institutional premises to clear snow and ice from the sidewalk surrounding their building by 10 a.m. the morning after a snowfall. Single family residential homes, however, are not required by law to clear snow from the sidewalk, but are encouraged to. The city’s public safety sub committee recently

took a second look at that bylaw after a young mother came to council last year to appeal for help after she was stranded in her Hilchey Road home because the sidewalks were impassable. She said that only one or two people on her street felt obligated to clear the snow from the sidewalk in front of their homes. Samson told council it’s also a safety issue for children who walk to school. Coun. Michele Babchuk suggested that council could take another look at the issue next year. “We’ve just b e en through a cycle where snow removal hasn’t been a big issue but if we do go through a cycle where that does happen, I look forward to maybe re-looking at this,” Babchuk said, “mainly because on one of those arterial roads (Dogwood Street) we have three of our largest educational institutions and it does become a passage issue for students getting to and from school.”

Crosswalk countdown timers installed The installation of pedestrian countdown timers at city intersections and shoulder rumble strips on on Jubilee Parkway are among the road improvements made in Campbell River through nearly $83,000 in funding contributed by ICBC through its provincial road improvement program. The funding was part of $104,000 for North Island improvement projects in Campbell River, Port McNeill and Gold River. Most of the Campbell River projects were undertaken in partnership with the Ministry of Transportation, though a $20,000 contribution to create sidewalks and crosswalks at 14th and 15th avenues, Spruce Street and Hwy. 19A downtown supplemented funding from the City of Campbell River. “Working in partnership with the Ministry of Transportation and Infrastructure and local governments, ICBC has been investing in road improvement projects across the province for two and a half decades,” said MLA Jordan Sturdy, Parliamentary Secretary to the Minister of Transportation and Infrastructure. “These projects have brought immediate benefits for drivers, cyclists and pedestrians in communities all over Vancouver Island.” This year marks the 25th anniversary of ICBC’s road improvement program with

Timberline/NIC to host Olympic-style trades and technology competition Hammers will be swinging, sparks flying and cameras rolling Friday as Timberline Secondary/North Island College hosts the Skills Canada BC Vancouver Island North regionals. The Olympic-style trades and technology competition takes place from 9 a.m. to 1 p.m. The event is one of 13 regional competitions hosted by Skills Canada BC each year. Skills Canada is a non-profit organization that partners with government, educators, private industry and labour to promote and celebrate the skilled trades and technologies as possible first choice careers for young people across each province. Winners of the regional competitions advance to the provincials, which will be held at the Abbotsford Tradex Centre April 15. From the provincials, students have the chance of advancing to the national skills competition in Saskatoon from May 27 to 30. Vessel runs aground off Campbell River shoreline

A Campbell River Coast Guard crew was called to respond after a boat ran aground offshore of the town Monday afternoon. No injuries were reported in the incident, though the 40-foot Persipa remained grounded overnight Monday as the owner and responders worked to secure the vessel in the hope it could be floated at high tide Tuesday morning. “It’s been kind of an on-and-off case,” Coast Guard spokesperson Dan Bate said early Tuesday. One person was reportedly aboard the boat when it grounded. The owner

was contacted, said Bate, along with Marine Assist International, which responded to help secure or extract the vessel. When those responders experienced “some difficulties,” according to Bate, the Joint Rescue Co-ordination Centre in Victoria was called and dispatched a lifeboat crew from Campbell River’s Coast Guard station to support the effort. “We didn’t get a report of pollution,” said Bate, who added that the Coast Guard remained on standby in a support role Tuesday morning as Marine Assist and the boat’s owner continued to work to extract the vessel.

That’s less than two per cent. There was no way to find enough savings to forestall spending 1.69 per cent more tax dollars? Of course, that 1.69 per cent increase includes dipping into the city’s general operating surplus for $200,000. So, in a way, it’s more than 1.69 per cent but if the majority of councillors felt they could not avoid dipping into surplus for $200,000 how much more would they need to forgo the 1.69 per cent increase? In reality, a 1.69 per cent increase is not much and most people can afford it. Letters ● City ignores people’s wishes In 2008 a referendum was held for the taxpayers of Campbell River to vote on whether the city should borrow $20 million for two separate projects One of which was the artificial turf on Robron soccer field. The referendum was soundly voted down by the people. Our city council has decided that they know best and have ignored the people’s wishes and are going ahead with the artificial turf. We will be paying for this turf, estimated at $2.5 million at least, for the next 10 years at which time the turf will probably have to be replaced at a higher cost. How many children will benefit from this costly venture? There are many retired seniors living in our city who no longer have school age children and they are living on a very restricted income. For this very reason, we no longer have to pay the school taxes. Why are we being forced to pay for a soccer field that we will probably never see or get any benefit from, especially after it was voted down in the first place? I wonder if there is not a legal precedent to challenge council on this, since it was legally rejected by the tax payers by referendum. Pay down that student loan, or else

In a recent speech, Premier Christy Clark quipped that while teenagers tend to be lazy, there is a limit. If your kid is still on the couch after age 30, she said, he’s not a teenager any more. “He’s a New Democrat.” Clark’s ‘get off the couch and get a job’ message is now being translated into government policy. The B.C. government is using one of the few tools available to it to track down people who aren’t paying off their student loans, by linking defaulted debt to driver’s licence renewals. There are “hardship” provisions for those who don’t have a job. ICBC will only refuse to renew a driver’s licence or vehicle plates for those who have let their student debt go for a year without making some effort to deal with it. Student debt collection is a long-standing problem for the province, with about $185 million currently on the books as defaulted and unpaid. Students naturally move around after completing their studies, and once the six-month grace period for beginning to repay student loans expires,

In an era where misguided university professors use their positions to organize violent protests against job-creating projects, the messages are similar. Variations of this productivity theme are being heard from governments across North America. The baby boomers are retiring. We are bringing in temporary foreign workers, not because of some right-wing plot, but because too many people growing up in our society refuse to do an increasing range of jobs. We have an education system – and media – that encourages people to complain and make demands to get what they want. And we are seeing the results of all of this. Blackburn unveils new suite of work

Ken Blackburn will open a new exhibit of work at the Rivercity Players Theatre Stage on Saturday.

Ken Blackburn pulls back the coverings of his most intriguing work so far in an exhibit called The Unveiling. In this collection, Blackburn revealed work that is dynamic yet still, colourful yet quiet, intimate yet encompassing the universe. It is a major work that unveils pattern, movement, and entrancing journey. The wow factor, especially up close, is amazing as Blackburn presents an entirely new look in his artistic presentation.

Moving past his more edg y contemporar y work into a sophisticated inter-cultural presentation, Blackburn’s suite of works is a combination of many influences including his international community service and his extensive formal training. Legislation introduced that will expand Quadra Island parks

Downtown tree pruning scheduled for upcoming Sundays As part of its annual street tree maintenance program, the City will prune the London plane trees along the Shoppers Row and Pier Street sidewalks in March. Pruning will take place over three Sundays – March 8, 15 and 22 – from 8 a.m. to 4 p.m., and local businesses, the Heart of the Downtown Business Improvement Association, the Pier Street Association and the Chamber of Commerce have been notified. Tree trimming equipment will temporarily take up some parking spaces where the work is being done, and sidewalk areas could be briefly and temporarily closed when branches are being cut. The city will avoid working in areas near hotels on Sunday mornings. “We’ll do our best to minimize any disruption for businesses open these days, and we ask people to respect any areas marked for public safety,” says Ross Milnthorp, the City’s general manager

The trees will be pollarded, with all branches cut back to control the size of the tree and limit the reach of the tree canopy while promoting a dense head of foliage and sturdier branches to withstand high winds. “London planes are very vigorous, and can produce long, heavy branches. Pollarding protects nearby buildings and signs and keeps the branches light, to

prevent them from breaking off and falling on the sidewalk,” Milnthorp explains. “By reducing the canopy, we also reduce the risk of the tree falling over in heavy storms.” The London planes are pruned this way approximately every three years, the last time in 2011. “The trees have been consistently healthy, and we can expect to see new branches by mid to late May, and they’ll be leafing out in June with a

full canopy by mid-July,” Milnthorp says. The trees were planted during the downtown re vitalization work nearly 30 years ago. The pruning program began when tree limbs grew too long and heavy. Downtown street trees are part of the urban forest, and the benefits of this significant community investment include carbon emissions capture, shade, cooler temperatures and the attractive streetscape.

Environment Minister Mary Polak introduced legislation Monday that, if passed, will add more than 1,500 hectares to B.C.’s protected areas system, one of the largest in North America. It includes the culmination of an extensive community effort on Quadra Island to expand Small Inlet and Octopus Islands provincial parks, completing a protected corridor that traverses from one side of the island to the other. Bill 8 - the Protected Areas of British Columbia Amendment Act, 2015, adds land to six parks, increases public safety along Highway 3, and makes administrative changes to clarify legal descriptions. “B.C.’s treasured and worldrenowned parks system continues to grow,” said Polak. More than half of the new additions come in the form of private land acquisitions, including the successful multi-partner Quadra Island deal. Announced in March 2014, this acquisition connects Octopus Islands and Small Inlet marine parks together, further protecting unique and sensitive ecosystems. Other private land acquisitions adding to the parks system through this legislation include 1,219 hectares to West Arm Park in the Kootenays and 109 hectares of land to Bodega Ridge Park on Galiano Island. Thirty-eight hectares of marine foreshore are also being added to Bodega Ridge Park. The boundaries of E.C. Manning Park are changing slightly, with the

removal of two hectares of park land near Highway 3.

Quadra Island additions: Octopus Islands Marine Park addition (86 hectares) and Small Inlet Marine Park addition (84 hectares): The additions to Octopus Islands and Small Inlet marine parks are the result of a private land acquisition on Quadra Island linking these parks together. A number of partners contributed to the purchase including Merrill & Ring Forestry L.P.; BC Marine Parks Forever Society and Save the Heart of Quadra Parks; and Vancity Community Foundation, supported by Vancity Credit Union. The additions protect unique and sensitive ecosystems, as well as improve access for recreational opportunities including boating, kayaking, fishing, wilderness camping and hiking. Important archaeological sites and a historic portage route that runs across the new additions from Small Inlet to the west (in Small Inlet Marine Park) to Waiatt Bay to the east (in Octopus Islands Marine Park) are protected. The total area of Octopus Islands Marine Park, located on the northeast side of Quadra Island, will be 862 hectares (404 hectares of upland and 458 hectares of foreshore). The total area of Small Inlet Marine Park, located on the northern tip of Quadra Island, will be 878 hectares (753 hectares of upland and 125 hectares of foreshore).

February sales reflect strong, balanced market conditions

In the Vancouver Island Real Estate Board (VIREB) coverage area, 282 single-family homes sold on the MLS system in February 2015. This represents a 43 per cent increase from last

month but is virtually unchanged from February 2014, which saw 281 sales. BCREA’s chief economist, Cameron Muir, states that although January’s numbers showed a

decline, sales across the province bounced back in February. “The economy is on an upward trajectory, bolstered by the strong, sustained recovery in the United States,” said Muir.

“The economic outlook is positive, despite reduced oil prices and a lower Canadian dollar.” The weaker dollar actually has a net positive impact on our economy because it makes Van-

ruary 2014. In February 2015, 18 patio homes sold compared to 11 in February of last year, a 64 per cent increase. Townhouse units posted a 45 per cent increase, with 29 units selling in February 2015 compared to the 20 sold in the same month last year. Sales of half-duplex units were up 400 per cent, with 15 units selling last month compared to three in February 2014. “Looking at singlefamily sales alone, the market didn’t change much from this time last year. But when you factor in condos, townhouses, and duplexes, sales in our area were up around nine per cent,” said VIREB President Jason Finlayson. “Overall, we’re continuing to see strong, balanced market conditions in our area.” However, since individual markets can vary considerably, it is always best to consult a local Realtor for accurate pricing information. Finlayson also affirmed that a weaker Canadian dollar could have a positive impact on the B.C. economy, as it makes vacationing here more appealing. “Vancouver Island is a popular tourist destination, and vacations here sometimes result in ‘staycations,’ which is always good news for real estate,” said Finlayson. In February 2015, the benchmark price for a single-family home in the VIREB coverage area was $321,600, up 2.49 per cent from 2014. B enchmark pricing tracks the value of a typical home in the reported area. The average price of a single-family home was $333,479 compared to $345,343 in February 2014, a decrease of three per cent. The benchmark price of a single-family home in the Campbell River area was $270,700, up 1.98 per cent from February 2014. In the Comox Valley, the benchmark price was $320,500, up just under one per cent from last year. Duncan reports a benchmark price of $283,900, an increase of 4.12 per cent over the same month in 2014. Nanaimo’s benchmark price was $340,200, up 3.47 per cent over last year. The ParksvilleQualicum area posted a benchmark price of $347,000, up slightly over last year. A benchmark home price in Port Alberni was $175,500, down 9.22 per cent from February 2014.

Bill (William James) Vulcano passed away Tuesday, February 24 at the age of 61 years after a valiant, 19 month battle with cancer. He was born and grew up in Trail, BC where community sports, especially hockey, were his main interests. In 1978 Bill moved to Campbell River where he worked at Super Valu for the first five years. Many will remember Bill as a car salesman at Steve Marshall Ford where he worked for 27 years. Bill was passionate about everything he did and had a smile for everyone. During his time in Campbell River, Bill coached kids hockey as well as played hockey and other local community sports. Bill will long be remembered as a brother and friend who lived life large, didnâ&#x20AC;&#x2122;t quit, and loved sports. He is survived by his sister, Margie Anderson of Trail, BC.
