Members of the Okanagan Rail Trail Initiative are taking part in the meetings and plan to revamp their web site with information on a study they commissioned on the economic benefits of a trail. That

study found there would be $6.5 million in economic spinoffs per year beginning after year five of a potential trail. “From our stance we want people to make an informed decision looking at the long term benefits of keeping the corridor for public use,” said group director Brad Clements. “Our focus has been yes we need to protect this corridor. We think it’s the

best use of this. We respect that people are entitled to their opinion but we want to make sure people look at both the positives and the negatives.” The referendum question initiated by council at its meeting on March 3 is the same question voted down in the alternative approval process that saw 960 residents vote against the borrowing bylaw.

The referendum will cost the district an estimated $10,000 to pull off and it appears it will be completed before a set closing period on a $22 million deal between an inter-jurisdictional team and CN Rail for the 47 kilometre corridor. “The end of the due diligence period on the negotiated sales and purchase agreement with

Burning season: Be careful

Dry weather is prompting the Wildfire Management Branch to urge caution with open burning. Grass and small shrubs are unseasonably dry and the Kamloops Fire Centre is already experiencing conditions

normally not seen until April. Dead grasses have dried out due to the lack of snow cover, increased temperatures and wind. Anyone wishing to get a permit to light an open fire must pay attention to changing weather conditions and follow all burn-

Co-operation good for tourism KEVIN PARNELL In the third year of a partnership between the District of Lake Country and Tourism Kelowna, Lake Country’s involvement with regional marketing plans continues to grow and this year the district will have more exposure than ever before in Tourism Kelowna initiatives. Tourism Kelowna made a presentation to Lake Country council last week, laying out plans for marketing for the year and some new ways Lake Country businesses are taking advantage of Tourism Kelowna’s programs. “We have increased Lake Country’s exposure in our marketing,” said Nancy Cameron, Tourism Kelowna president/ CEO. “We now provide

much more detailed information. We include, parks, hiking rails, beaches, dog friendly parks and infrastructure. Every year we are trying to build this (relationship). In our opinion and view it’s been a great success.” Cameron also said more agriculture operators are using Tourism Kelowna’s farm to table marketing this year. After years of prodding by former economic development manager Ryan Roycroft, Tourism Kelowna is now offering a lower level buy-in for farmers to be able to promote their operations in Tourism Kelowna’s farm to table guide. This year several Lake Country agriculture operators will be featured in the guide. “Our farm to table guide drives people throughout the area

to stop at some of our farms,” said Cameron. “90,000 guides are distributed at Visitor Centres throughout B.C., at participating businesses, in hotels and resorts throughout the Okanagan Valley, at Central Okanagan wineries and attractions, and to Central Okanagan residents. In addition to this distribution Tourism Kelowna also places advertising throughout Western Canada to promote these Farm to Table experiences and create the urge to visit with potential travelers.” Last year Gatzke Orchards and Gambell Farms were listed in the Farm to Table guide and have been joined this year by Claremont Ranch, Palomine Orchard and Sunshine Orchards.

Cameron says together with Tourism Kelowna’s wine trails guide, including the Lake Country Scenic Sip, the two guides allow tourists to explore and branch out to other operations in the area. “Both the Wine Trails, which includes the Lake Country Scenic Sip as one of the five area wine trails, and the Farm to Table guide, are easy to use and result in visitors discovering more of the participating businesses than they had anticipated,” noted Cameron. “These two programs have been proven to be successful at attracting more customers to the participating businesses.” In terms of Tourism Kelowna’s destination golf strategy, which is now entering its fourth

Is the Canadian government going to pick and choose who they help out based on a criteria only they know about?” Fuhr, a pilot whose work regularly takes him to the Egyptian capital, is particularly touched by the story of Fahmy, given that he’s met with him twice in recent months and has been able to hear his story first-hand. “I wanted to see first hand, from the source, if what I was reading was

Fahmy, along with two other journalists— Australian Peter Greste and Egyptian Baher Mohamed—were arrested for allegedly giving support to the Muslim Brotherhood, which Egypt labels a terrorist group. Fuhr explained that Australian Prime Minister Tony Abbott had intervened on Greste’s behalf, speaking to the Egyptian President Abdel Fattah el-Sissi three times. “Harper did not speak with the Egyptian president to secure his release,” he said. “If you watch question period, you get the impression Harper sent emails and letters… People have asked, ‘Have you phoned?’ and they

Seniors’ advocate strikes a chord

C.’s new seniors’ advocate has issued her second report, and the media mostly ignored it. When this new office was promised by a campaigning Premier Christy Clark two years ago, I suggested that B.C. already has 85 seniors’ advocates. They’re called MLAs, and inquiries go to their local offices. Much to the chagrin of the opposition, Seniors’ Advocate Isobel Mackenzie’s mandate is not to pursue individual cases, and so she won’t be serving up a fresh assortment of horror stories to embarrass the government. Instead, it is to look for “systemic challenges” and recommend ways to deal with them. The latest report is based on a survey of more than 500 seniors from around the province, and the key finding was not what she expected. “We were surprised to learn of the lack of

Tom Fletcher awareness among seniors, particularly low-income seniors, of government programs and the subsidies available to assist them,” Mackenzie said. The survey found that 60 per cent of seniors living on $30,000 or less annual income didn’t know they are eligible for discounts on Medical Services Plan premiums. For income less than $22,000, the entire $864 cost of individual MSP premiums is waived. Other frequently overlooked programs are a monthly rent subsidy called Shelter Aid

for Elderly Renters (SAFER), grants for disability modifications called Home Adaptations for Independence, drug cost assistance called Fair Pharmacare, property tax deferment and the federal Guaranteed Income Supplement program. Those older than 75 with income of less than $30,000 reported the lowest awareness of assistance designed specifically for them. But you don’t get these benefits unless you apply and show that your income qualifies. The survey also found that the biggest fear of low-income seniors is that they won’t be able to afford to stay in their homes. See home adaptation, property tax and rent subsidy programs above. Awareness and usage of the SAFER program was lowest in the north and highest in urban areas, perhaps not surprising since the B.C. government exists more

in theory than in fact in many remote places. So what should the government do about this? Well, it could advertise these programs. The government does lots of advertising, but not about old news like the SAFER program, which dates back to the 1970s. Clark’s government did a whack of advertising in the election year, 2013. Much of it was about the B.C. Jobs Plan, heavy on the hardhats and blueprint-style graphics and arc welding and stuff like that. Then last year the government’s big ad campaign was around the teachers’ strike, and the payments to parents to help with child care while teachers demanded twice as big a raise as all the other unions. Education Minister Peter Fassbender is still bragging about the response rate for $40-a-day parental strike pay, which was snapped up by almost 100 per

cent of eligible parents. This demonstrates that the government can indeed give away money with great efficiency, just by telling people how to get it. The NDP’s version of seniors’ advocacy is to find the most tragic problems from complaints coming into constituency offices, and use those to ambush the government. A popular choice is an elderly couple who have to be separated because their medical needs are too different to keep them in the same facility. TV news loves that one. People cry on camera and denounce politicians for being heartless, as if the health minister stayed up late plotting how to break their granny’s heart. When humans had to watch for snakes in the grass or tigers in the thickets, long-range vision gave a distinct advantage. Today, we’re more likely to focus on a printed page or video screen. Outdoors, we read giant billboards. Short-sightedness is no longer an evolutionary handicap. Evolution is going on all around us, even if some deny it. The universe right now is not what it was 10 seconds ago. Somewhere, a star has blown itself to bits; another star has collapsed into a black hole.

Confronting your own mortality opens a door to looking at your life in a new way. Old grudges, judgements you have held of yourself, focusing on things that are really not that important, all take a back seat when the days that you have to share with those you love have been given a time limit. Suddenly, it is easier to see the bigger picture and let go of things that you have been clenching on to too tightly in

It was a healing time for her and held many Aha moments for myself. The position she was in of coming to the end of her life did not hold the possibility to go back and “do it differently”. However, I could see that it held the fertile ground

of coming to forgiveness of herself and others, by working it through in her storytelling to me and to other loved ones who sat at her bedside and listened. The gift of this sharing time was that it made me think about my own life and where I might want to change some things, so that when I came to the end of my time here on earth, my story would be one that I could be proud

of and content with. A Hospice nurse, Bonnie Ware has written about the journey many of her patients experienced coming to find peace before they pass away in her book, “Top 5 Regrets of the Dying.” She says that, “The wisdom that is the fabric of the lessons we learn from regrets expressed of the dying is that we only live once, and we must make the most of the life we have.” This can help us to age without harboring disappointments and embrace more joy, peace, vulnerability and acceptance into our lives. The five main regrets Ware writes about are: 1. “I wish I’d had the courage to live a life true to myself, not the life others expected of me.” 2. “I wish I hadn’t

Since we introduced it in 2011, B.C has enjoyed the largest reduction in unemployment of any province. Our diverse economy is matched by our diverse export markets. In 2001,

some 70 per cent of BC’s exports went to the United States—and just 2 per cent to China. Just 14 years later, we rely on the US for only half of our exports, with 20 per cent going to China and 40 per cent to the wider Pacific Rim. By focusing on the key competitive sectors of the BC Jobs Plan— agrifoods, forestry, international education, mining and energy, natural

gas, technology and the green economy, tourism, and transportation—we will further diversify our economy, so that if one industry or market struggles, B.C will still be in the best possible position. Unfortunately, balancing the budget puts us in an exclusive club. B.C. is the only province with a balanced budget, and the federal government is projecting a deficit as well. Given that perspective, deciding what to do with a near-billion dollar surplus is a nice problem to have. There are those who say we should spend it all. And I understand, it’s tempting. But what would you rather leave

your own kids—a legacy, or bills to pay? That’s why we’re focusing on paying down our debt. Over the term of the fiscal plan, direct operating debt will decline by more than 50 per cent, from $10.2 billion to $4.8 billion—the lowest level since 1991. The future is bright. The Conference Board of Canada says B.C. will lead the country in growth this year. And that’s all the more reason to stay the course— because our approach is working. Cod Gone Wild Fresh off successful tour of Alberta, Vernon’s Cod Gone Wild is excited to announce its St. Paddy’s Week tour, which will see the band perform four shows in theatres around the Okanagan/Shuswap, including in Lake Country, leading up to St. Patrick’s Day. The shows will kick off on Friday, March 13 at the Shuswap Theatre in Salmon Arm. The Cods will then do a special matinee performance at the Creekside Theatre in Lake Country on March 15. Three of the shows (Lake Country, Lumby and Vernon) will feature the Okanagan Celtic Choir, under the direction of Cod Gone Wild front man, Andrew Mercer.

“The Okanagan Celtic Choir has grown over the past few years and we now have around 45 members,” said Mercer. “Although it is a fun, non-audition choir, there are so many talented vocalists in this group and I am excited for everyone to hear them at the shows.” The choir will be performing a mix of Irish and Newfoundland songs to open three of the tour stops. Audience members can expect a high energy show, with brand new original and traditional music from the Cods as well as special musical guests throughout the evening, including multi-instrumentalist Ben Beveridge on mandolin, guitar and fiddle. Don’t be defeated by pain in your feet this summer

t looks like spring will be coming early in the Okanagan this year, and toes everywhere are happy to be free again. Being released from our bulky sorels, skiing and snowshoeing boots, most of us will be donning the light runners, flats and flipflops in no time. Over the winter many of our feet have become accustomed to the rigid supportive boots we wear for tackling icy and snowy terrain. As the snow melts off the roads and trails you may find yourself running or walking more frequently in a less supportive shoe. Some feet may respond negatively to the lack of support found in most summer shoes. If we transition to spring too quickly in flimsy shoes there is the potential of developing an injury known as plantar fasciitis. This condition can cause pain in the arch, heel or ball of the foot due to inflammation in the plantar fascia from

Keeping You Fit overuse or over stretching. The plantar fascia is connective tissue that covers the arch of your foot and connects your heel bone to the bones of your toes. This painful condition can be caused by standing, walking or running for long periods of time; walking or running on unstable surfaces like sand; or rapidly changing the amount of standing, walking or running involved in your day to day routine. If you have plantar fasciitis you may experience pain on the first steps out of bed in the morning, or after sitting or driving for pro-

longed periods; as the plantar fascia and muscles of your foot have become tight while immobilized, and respond with pain when being stressed upon those first steps. Some people may be at higher risk of developing this condition based on the shape of their foot. People with very low arches and people with high arches who over-pronate, or lose the

arch in their foot when they walk or run, may be at a greater risk. However, there is no evidence proving that if you have this type of foot you are

guaranteed to develop plantar fasciitis. In fact, there has been recent debate on whether or not it is better to wear supportive footwear, to help maintain our arch shape; or wear minimalist shoes with very little support, so that our muscles are required to function properly to support our arches. We do know, however, that most of us will change our footwear from sturdy winter shoes to summer flip-flops, and most of us will increase the amount of time we spend walking or running in the summer compared to the winter. In order to minimize the effects of this transition there are a few things you can do. While the weather is still warming up, you can start a training regime to stretch and strengthen the muscles of your calves and feet. Recent research by Jung DY et el. 2011 and Mulligan EP, Cook PG 2013 shows that exercises for the bottom of the foot lead to an increase

One simple exercise you can start with is: stand on your feet, shoulder width apart, keeping your toes and heels on the ground. Imagine a pin is coming up from the ground and poking your foot in the center of the arch. Try to contract the muscles of your foot so this pin does not poke you. Now with the muscles of your arch contracted, balance on one leg while trying to maintain the position of your arch. Challenge yourself by throwing or kicking a ball while in this position or lifting up onto your toes. After exercises, and a few other times during the day, remember to stretch the calves and bottom of your feet, to ensure they do not become too tight with the new amount of activity. When you are ready to tackle your spring and summer activities, make sure to do it gradually. If you are a runner, don’t start running the distance you were running before the snow covered the trails. Take a few weeks to slowly increase the amount of running you are doing each day. If your goal is to wear a less supportive shoe, like a barefoot sports shoe or flip-flop, the same rule applies. Wear this shoe for short periods of time each day, then switch to a more supportive shoe for the rest of your activity. Slowly increase the amount of time you spend in these shoes, so your feet have time to adapt to the change. If you want happy feet this summer, slowly increase the time spent in new footwear during your spring and summer activities and get a head start on exercises that will help you to avoid plantar fasciitis. This will allow you to enjoy outdoor activities that are the highlight of this season

When it comes to the tax credits that support a strong and diversified economy, Kelowna’s growing tech sector will benefit from our extension of the Interactive Digital Media tax credit to 2018. United Way thanks community The United Way of the Central and South Okanagan Similkameen (CSO) officially closed the 2014 campaign last week after extending the campaign deadline. The final total of $1,313,482 represents one of the highest campaign achievements in the 65-year history of United Way CSO. The United Way would like to extend sincere thanks for the generosity and trust of the community, including employee workplace campaigns, corporate and individual donors, corporate and media sponsors and volunteers who invested time,
