The city released a statement at Monday night’s council meeting on the failed negotiations that would have brought a water bottling plant to the city. The negotiations took place during 2014 and, according to the statement, cost the city $27,700 in legal fees. “Greenwood City Council is open for business to improve the economic development of the city,” said administrator Robin Dalziel as he read the statement. He said that, over the past year, the city has been contacted by seven companies that were exploring mutually beneficial business opportunities. “Protecting the assets and resources of the City of Greenwood for the residents of Greenwood was foremost in council’s deliberations. The amount of water requested would have had a negligible impact on the city’s aquifer and clauses were negotiated to protect the supply and pressure of the water system in emergency situations.” According to the statement, the contract would have brought in $100,000 per year in addition to commercial property taxes. When asked later to clarify what the company would be receiving for their $100,000, Dalziel said it would be paying for the distribution service supplying the water. Dads claim the win over grads The 2015 Grads vs. Dads Hockey Game went to the Dads with a goal scored in the final seconds of what was a great game last Friday night (March 6) at the Midway arena. The annual event is a major fundraiser for the BCSS grad class each year. The proceeds help them cover costs of their commencement and a dinner. There was a mini-game at halftime played between the senior novice team and the grads. The grads got smoked, even worse than the one-goal game with their parents. Also at halftime, the fans participated in an airplane toss and a puck shoot. With door prizes, raffles, a 50/50 and bake sale tables, everyone had

the opportunity to go home richer than they had arrived. The 2015 BCSS grad class is looking for other opportunities to raise funds. There are a few extra speed bumps in the road to their goal this year. For one thing, the class is small, so there are fewer hands on deck to help with the work. Another thing that got in the way of this particular grad class was the fact the school year started two weeks late. So things had to be tweaked and reorganized and many things were pushed back a week or more. If you know of any fund raising opportunities, the class could use please contact Pamela Storie at 250449-2224.

City supports request Spring is Near!

West Boundary Road Rescue Council voted to back a letter from Larry Bowen, coordinator of West Boundary Road Rescue (WBRR), asking for support for their request for changes to provincial policy, which states, “Flagging is only authorized for ensuring the safety of the emergency services personnel involved in the removal of the subject(s). Once the subject(s) are safely extricated, flagging is no longer covered.” Road rescue would like that changed so they are funded while flagging until a highways flagging crew is on scene. They also ask that coverage by WCB, accidental death and dismemberment, and liability insurance be expanded to cover road rescue groups until suitable traffic control, flagging from the Ministry of Transportation and Infrastructure is in place. In the past WBRR has remained on scene providing flagging for the safety of RCMP and ambulance personnel.

In other council news: The city passed a resolution to support the Kettle River Management Plan. Council approved $1,800 to be budgeted for 2015 to cover costs of getting power back at the rink. Council voted to establish a steering committee to oversee the changes brought by the fire training standards.

Legal suit against the city and council During question period, Nathorst asked if the legal bills for the court case files by former councillor Barry Noll were covered by insurance or if the taxpayer would have to pay the cost. Noll alleges that he was libelled in a press release issued by council on March 10, 2014. Mayor and council did not make any comment on the case. Dalziel told the meeting that Municipal Bylaw 807 states the city will pay the legal costs for councillors under certain circumstances. He

When Mayor Ed Smith called for a motion to proceed with the project, resident Jim Nathorst interjected that the high project cost requires council to have more than one quote. Administrator Robin Dalziel explained that council has the option of rescinding the policy for individual projects. In the end, council decided to seek more quotes.

City reserves land for seniors’ housing Council voted to reserve land for the proposed seniors’ housing facility in Greenwood. The former demo derby grounds as well as the lot lying to the north beyond the cul de sac have been identified. Any lands not used for the seniors’ facility shall remain property of the city.

Master Plan that was done in 2010 reported seven trillion litres of water per year refreshing the aquifer; and that the amount proposed for extraction by the plant was “not even close to one per cent.” The statement also said, “The selling of capital assets of the city was considered within the proposed agreement. Council is fully aware of the disclosure and procedural requirements of the Community Charter as it relates to the disposition of city-owned assets. This was written into the proposed contract.” According to the statement, the last significant meeting between the two parties was in September 2014. “The new council sought confirmation of the intentions of the business party shortly after they were elected. As the business did not reply, this has released the City of Greenwood from the negotiations.” Dalziel said the city now has a contract (format) that considers the rights of the city and the business as it relates to the provision of water for commercial purposes. “Council welcomes inquiries from businesses that would like to set up in Greenwood whether it is related to Greenwood water or other city resources.” During question period at the end of the regular meeting, Jim Nathorst suggested that a request for proposal process should have been carried out on the water bottling plant proposal. He also questioned the value for money spent on the $27,000 legal bill for the project.

The power of language The Boundary communities came through big on Monday night by filling both the Midway hall and their bellies at the spaghetti dinner put on to help send the BCSS Grade 11/12 French Class off for a week-long field trip to Quebec. The parking lot was full and the hall even more so. The students going on the trip signed the placemats used at the spaghetti dinner. Several wrote that the trip wouldn’t have been possible without the support of the community. It isn’t a one-way street either. Later this year the Boundary will play host to a group coming from Quebec, and the Boundary will be richer for it too. The local kids will gain experience and insight that will be of benefit to both themselves personally and the wider community in which we all live. A story will illustrate the benefit of getting out and about more. Several years ago a local rancher needed a trip to Vancouver to pick up some supplies. The farmer took along his daughter’s teenage boyfriend on the trip. They found themselves driving down Oak Street at about 7:30, maybe a quarter to eight in the morning. It was the young boyfriends’ first trip to the city and his eyeballs were just about popping out of his head and he kept muttering, “I don’t believe it!” Finally the farmer asked him, “What’s so unbelievable?” “All of the hookers here in the city,” said the young fellow. It took a minute to twig onto what he meant, but the farmer soon enough came back with, “Look a little closer there, kid. All those women are standing next to poles with a sign at the top that says Bus Stop.” Exchange trips are invaluable.

I recently moved back to one of the most beautiful and peaceful places to live in Canada as far as I’m concerned. It’s time for administration spending cuts Editor, The Times:

Re: School board facing money crunch “What is happening is that government is requesting boards to cut administration spending.” It is about time for these administration spending cuts because over the years they have grown in size in

all districts. The money belongs in our classrooms. I have watched this board administration costs from 12 years ago climb from over $300,000 when enrollment was high and we went to a four-day week to now over $800,000 with student enrollment at 1,285. In our school district financial statements for 2013-14 personnel expenses above employee wages including trustees and administrators was $217,008.84.

Good hearing, poor comprehension? The number of people who can hear well, but can’t understand what’s being said, is increasing. This is most evident in conversations and watching television. A newlydeveloped hearing chip is designed to restore speech comprehension without being noticeable in the ear.

A lot of people have poor comprehension, though they actually still hear well. It becomes noticeable in conversation, watching television and asking family to repeat what’s been said. A potential cause can be undetected loss in the high-frequency range. This means the sensory cells in the cochlea that hear high-range sounds are damaged as a result of circulatory disorders, diabetes, sudden hearing loss or workplace noise. Hearing loss in the highfrequency range makes speech sound muffled and unclear. The person with hearing loss mixes up, or can no longer hear, consonants like s, f, t, k, h and g. Speech comprehension is particularly impaired when there is background noise or when television programs have background music. The dilemma is that people with hearing loss in the high-frequency range do not

FAR hosts gardening workshop Lake and everywhere in between. In the morning they had a presentation by Lorraine Dick talking about worms and vermaculture. Then people pitched in to reconstruct the greenhouse at the Greenwood Community Garden that sits on St. Jude’s property. The work to restore the greenhouse was overseen by Tim Arnell. After a lunch catered by Greenwood City Foods, workshop participants planted trays of spring In Loving Memory of harvest salad mix to take home.

The West Boundary Food and Resources Society (FAR) held the second of a four-part series of monthly workshops entitled Seed to Table on the last day of February at St. Jude’s Anglican Church in Greenwood. Speaking on behalf of FAR, Vivien Browne said that about 40 people turned out for the workshop on gardening. They came from Osoyoos to Christina

Then Carol Young gave a presentation on companion and antagonist planting, planting in the Boundary growing zone and crop rotation. FAR recently unveiled their new website: www.farsociety.ca. It is an interactive website designed by Westbridge resident Judy Singer with funding from a federal New Horizon’s for Seniors grant. The next Seed to Table workshop will be held on March 28, again at St. Jude’s so that people can see the progress of the greenhouse.

Viola passed away on Sunday, her favourite day of the week, March 8th at Oliver Hospital. A Celebration of Life will take place at Park Drive Church, 6570 Park Drive, on Saturday, March 14, 2015 at 11 am. There will be a light lunch following. Interment at Bridesville Cemetery at 3 pm with a tea following at approximately 3:45 pm at the Bridesville Community Hall. Viola was predeceased by her devoted husband, Horace in 2007 and is survived by 4 children, Ron, Joyce, Ivor & Anita, 5 grandchildren, 2 step-grandchildren, 5 great grandchildren, many nieces, nephews, brother Merle Hanson, and sister Helen DeWitte. Viola was born in Red Deer, Alberta where her family farmed. Due to her father’s poor health she was required to work on the farm creating a life long aversion to farming. At age 18, she moved with her family to Sidley, BC beginning her life adventures including housekeeping and working in the bakery in Osoyoos. She attended Bible College in Victoria graduating from a 2 year program as Valedictorian. Viola then returned to Bridesville, marrying Horace Marriott. They resided in Bridesville for over 60 years where they raised their 4 children, being heavily involved in church and community activities. She was ready to pray, preach or sing at any time. She was known far and wide for her cooking and award winning baking ‘blessing many with her gift of hospitality. She sewed for both practical purposes as well as a hobby. Painting became her post retirement hobby. When the drive down the hill became too much, Viola and Horace relocated to Oliver where their hospitality continued. Viola always greeted new people and took an interest in their lives. She tried to keep up with activities in the spheres of her family, neighbors, church family, missionaries, community and world events. She read widely, listened to news items and would share scriptural insights. Viola loved people and people returned the love. She will be missed by many. Special thanks to all those who provided care and kindness to our mother. In lieu of flowers, contributions can be made to Oliver Gleaners or Gideon’s Bible Society. Credit Union CEO retires Submitted

The Board of Directors of Heritage Credit Union wishes to announce the retirement of Chief Executive Officer Lorne Myhra. After more than 28 years as CEO of Heritage, Myhra has decided to retire on March 31. Heritage Credit Union has been very successful under Myhra’s watch and has grown to more than $143 million in assets. He founded the very successful HG Insurance Agencies and in partnership with Creston Credit Union created Growth Financial Corp. He also served as a director of Credit Union Central of B.C. “The board, management and staff wish Lorne well and would like to thank him for his years of service

and recognize his achievements at HCU,” said board chair Julie Morrison. “Lorne leaves HCU larger and stronger than it was when he joined us. We are well positioned to continue serving member and community needs in the future.” James Craig has been appointed interim CEO and the board has started the search for a new CEO, Morrison said. Craig recently retired from a successful career in the credit union sector and is a long-time resident of Castlegar. He brings many years senior leadership experience in credit union operations and is recognized for his strong leadership and a commitment to credit union values.

Bistro welcomes CBC

CBC Radio Daybreaak South host Chris Walker (right) interviews RJ and Tom Lesher during his stop at the Bored Room Bistro on Tuesday morning. He was on the first day of a five-day road trip that will see the show doing live broadcasts from Cranbrook, Invermere and Revelstoke. He’d been invited to stop in at the Bistro after he’d asked anyone along his route who had something happening to give the show a call. It was a good way for the Boundary’s closest CBC crew to stop in and see what the Boundary has to offer. A small crowd of about a dozen people turned out to welcome him.

Minor hockey midgets host jamboree

There was a minor hockey midget jamboree Saturday at the Midway arena. Participating teams came from the Boundary, Castlegar, Spokane and Tri-Cities. Man arrested for assault with weapon

On Feb. 28, Midway RCMP were called to a report of an assault with a weapon in Greenwood. According to Cst. James Charles. it turned out a couple who were dating, and started using illegal drugs, which resulted in argument. That argument led to the woman being cut in the back and the arm with a razor blade. The male was arrested for assault, assault with

a weapon, assault causing bodily harm, breaching his court conditions of not consuming illegal drugs, and obstructing a police officer as the male attempted to flee RCMP custody during a bail hearing. The male has been held in police custody since that time, awaiting a court apperance.
