Tax hike 2.5% maximum

Kevin Mills

MISSION RECORD

Mission taxpayers can expect a municipal tax increase between 0.65 per cent and an “absolute maximum” of 2.5 per cent, according to Mayor Randy Hawes. “We are extremely hopeful that it will come in considerably less than that,” said Hawes. Currently, council has discussed a tax

lars which would be used for “discretionary spending.” “We have set an upper limit, but we want to hear what the public has to say. There are lots of different options,” said Hawes. A public 2015 budget consultation meeting is scheduled for March 17 at 7 p.m. at municipal hall. Hawes wants to hear what the public expects from council.

increase of about 0.65 per cent but not all of the costs have been factored in. Hawes said there are still some “things that are unknown” so the final increase may rise, but it is unclear by how much. “We are, I think, looking at a small tax increase and we are certainly aiming to keep it in line with at least the cost of living.” If the increase was to rise to 2.5 per cent, that would include over half a million dol-

While he understands some people would prefer no tax increase at all, Hawes doesn’t think that is the right choice. “Zero tax increases are a nice thing to talk about but not a nice thing to live through.” He explained a zero per cent increase may sound good at first, but to achieve it, jobs or programs may have to be cut. Many buildings on North Railway Avenue between James and Welton Streets were hit with graffiti this week. The tags appeared overnight and were discovered early Wednesday morning by local merchants heading into work. Most tags were wiped off the windows before the stores opened, but the ones on the walls were difficult to remove. Bob Strachan, a senior technician at Xtreme Environmental Solutions, spent about three and a half hours cleaning the graffiti from the West Coast Express station Wednesday afternoon. Numerous areas of the station were vandalized, including signs and the bike box, and damage was estimated at close to $1,000. Shop owners who spoke to The Record were disappointed with the

vandalism, and did not want to be identified because they feared their properties would be targeted more. “More security is needed here,” said one owner, adding it is hard to maintain and clean the property every morning. “I don’t want to pick up needles every day. It’s a good way to drive away business.” The graffiti was reported to RCMP around 8 a.m. Police photographed the tags and added the pictures to their database. Based on the signatures, police already have a suspect in mind. “(Tagging) has been an ongoing problem for more than a year,” said RCMP Sgt. Shaun Wright, noting officers are constantly updating their database of names and suspects.

TAX TIPS

Reasons to File a Tax Return Child Tax Benefit The Child Tax Benefit is usually paid to the children’s mother. However, if she is married or in a common-law relationship, her spouse or common-law partner must also file a return in order for the benefits to continue. This rule applies even if the spouse or common-law partner has no income to report. The information contained in the returns is used to recalculate the claimant’s benefits for the next benefit period (July 2015 to June 2016 for 2014 tax returns). Both spouses or common-law partners must also file a return in order to continue receiving the following provincial supplements: •BC Family Bonus and BC Early Childhood Tax Benefit (beginning in April 2015); The rule that both spouses or common-law partners must file a return does not apply if the claimant’s spouse or common-law partner is a non-resident. In this case, he or she must file Form CTB9 Canada Child Tax Benefit Statement of Income.

Tuition Carry Forwards Students who can claim tuition/education amounts may not get a tax refund by filing a tax return if they did not have any tax deducted and source. However, they still have to file a return with the relevant information entered on their Schedule 11 if they want to transfer the unused amount to a spouse or parent or they want to carry it forward to a future year. With the cost of tuition rising, students can build up a substantial carry forward amount during the years they are in school. They will benefit from this when they begin working will be glad they bothered to file tax returns during the years in question.

Eligibility for New Programs For example, in November 2005, the Alberta government announced that only taxpayers who had filed a 2004 tax return would receive the $400 Alberta Resource Rebate cheque. Similarly, in February 2008, the BC government announced that only taxpayers who filed a 2006 or 2007 tax return would receive the $100 Climate Action Dividend Payment. By advising all clients to file during tax season, we ensure that they are on the tax rolls when these programs are announced and therefore qualify without having to take corrective action.

Mortgage or Loan Applications Banks or other lenders will usually require proof of income before processing your loan or mortgage. A letter from your Human Resources Manager is usually not sufficient for this purpose since it can easily be forged. That is why they will also want to see a copy of your tax return and/or a Notice or Assessment. If you are in a hurry to get your loan or mortgage application processed, you will be grateful that you took the time to file a tax return even though you were not technically required to do so.

Student Loans The Canada Student Loans Program provides financial assistance in the form of loans and grants

to post-secondary students who demonstrate financial need. In order to prove that they meet the eligibility requirements, the provincial government agency administering the program usually requires the applicant to provide them with information from the previous year’s tax return or authorize the Canada Revenue Agency to release the information. Unless the applicant is an independent student, the provincial government agency will usually want to see information from his or her parents’ tax returns as well.

Guaranteed Income Supplement When taxpayers first apply for the Guaranteed Income Supplement, they must do so using Form ISP3025 Application for the Guaranteed Income Supplement or Statement of Income for the Allowance or Allowance for the Survivor. However, thereafter, they can renew their benefits simply by filing an income tax return by April 30 each year. If a senior fails to file a tax return, Human Resources and Skills Development Canada (HRSDC) will send him or her a renewal application for in the mail. If neither an income tax return nor renewal application form filed, HRSDC will cease paying the GIS beginning in July.

Assistance for Health Insurance A number of provinces offer assistance to lowerincome taxpayers in order to help them pay the cost of health insurance premiums and/or the cost of prescription drugs. For example, British Columbia offers the BC Medical Services Plan Premium Assistance Program and the BC Pharmacare program. Both of these programs require applicants to have filed a prior year’s return in order to verify his or her income.

RRSP Contribution Limit Earned income will not be taken into consideration for determining your RRSP contribution room unless it is reported on a tax return. It is important to note that taxpayers under the age of 18 can accumulate RRSP contribution room even though they are too young to own an RRSP at the present time. It is therefore important for them to report their income from summer jobs on a tax return even though there may be no other reason to do so.

Subsidized Housing Provinces or municipalities will only provide subsidized housing if the tenant’s income is below a certain threshold. For example, the BC government will only provide rental assistance under the BC Rental Assistance Program to working families with children if their gross household income is less than $35,000 per year. In order to substantiate your income, most provinces will require you to file a tax return. For example, eligibility for the BC Rental Assistance Program is based on income from Line 150 of the previous year’s tax return.

Subsidized Nursing Home or Assisted-living Facility Government subsidies are available in most provinces for taxpayers whose income is inadequate to meet basic accommodation cost in a nursing home. In the event that you or your spouse needs the care or

facilities provided by a nursing home or special care home, you will therefore be required to substantiate your income. A tax return is the best way of doing this.

Provincial Tax Credits A number of provincial tax credits or rebate programs can only be claimed by filing a tax return. •BC Sales Tax Credit •BC Low Income Climate Action Tax Credit •BC Seniors’ Home Renovation Tax Credit

Spouses of Social Assistance Recipients Social Assistance must be included in the income of the higher-income spouse. However, if the slip is made out in the name of the lower-income spouse and he/she does not file a return, the CRA systems will assume that it is his/her income and reduce the higher-income spouse’s claim for a spouse or common- law partner amount accordingly. This problem can be avoided if both spouses file a return.

Pug killed during dog attack Final findings confirm Owner devastated, neighbour apologetic homeless numbers rising Carol Aun

MISSION RECORD

Carla Harris can’t hold back the tears when she thinks about her pet Diva. The 10-year-old pug accompanied her everywhere and the two were never separated for long. Diva was killed last week when two neighbouring dogs allegedly broke through the wooden fence in the Harris’ backyard on Cade Barr Street and attacked the little pug. Diva was in the yard by herself, when Harris, who was in the living room upstairs, heard some barking. She asked her nine-year-old grandson to check on Diva. “He came upstairs crying and said the big dogs got her,” recalled Harris, who quickly ran outside. She started screaming as soon as she ran through the back door and grabbed her grandson’s little scooter when she saw one of the two boxers that were hovering over Diva come towards her. Diva was lying in the middle of the yard and there was a hole in the fence that separated the two properties. Harris ran back in the house. “I was hysterical, like a wild woman out there,” said Harris, who only came out again when police arrived at her door. By the time police checked on the little dog, Diva was no longer breathing. The two dogs were secured in their yard when police arrived, according to Mounties. Boxer owner Anita Kelln said she has apologized to her neighbours numerous times and understands why they are upset. She has been keeping her dog

inside her home since last week in consideration of her neighbours’ feelings. “It was a horrible tragedy and I’m terribly sorry about what happened,” said Kelln, who believes her five-year-old pet, Leonard, was responsible for what happened to Diva. Kelln was also looking after her daughter’s boxer, which is Leonard’s mother, when the incident occurred. “We haven’t slept in days and we feel absolutely sick about it.”

Kelln described Leonard as a passive and gentle pet and said the attack is out of character for him. “We’ve been dog owners for years and they have every reason to be upset … but it’s nothing we did out of negligence.” Kelln noted the fence was already damaged before the boxers made their way to the neighbouring yard. She has already spoken to police and animal control and is prepared to accept any decision they make.

“It’s hard to catch (taggers) in the act,” explained Const. David Robichaud. Robichaud added the artwork is sometimes changed, but the names are consistent. There are three types of graffiti: a tag, throw up, and masterpiece, said Robichaud. A tag is simply a signature; a throw up is an enhanced painting of a signature; and a masterpiece is more elaborate — like a mural — with a signature. Spraying graffiti is considered mischief and can lead to criminal charges, said Wright. “(The recent rash of graffiti) is a huge concern and it’s extremely frustrating,” said Jamie Hayes, executive director for the Mission Downtown Business Association (DBA). “This is the largest

number of tags we’ve seen in the downtown for a long time.” Merchants work hard and this is a problem they should not have to deal with, she added. “We will continue to work with the district to address our concerns downtown.” “Hopefully there will be a better police downtown with three additional officers on the force,” said Coun. Rhett Nicholson, the district’s liaison to the DBA. Nicholson added it would be difficult for police to keep a watch on an area 24 hours a day, but noted council would like to work with property owners to better secure and improve their buildings. He is also working with the Mission Arts Council to develop a plan to prevent graffiti in the community.

The number of people living on the streets in Mission has increased by 39 per cent since 2011, according to the 2014 Homelessness Survey conducted for the Fraser Valley Regional District. “It’s hard to explain why the number has increased in Mission, but we see these variations from time to time,” explained Dr. Ron van Wyk, who presented the final findings to the regional district last month. Preliminary numbers were released last April. “The fact the numbers have not overall dramatically increased is a good sign.” The total number of homeless counted in six communities where the survey was conducted was 346. Increases were also recorded in Abbotsford and Boston Bar, but decreases were noted in Chilliwack and Hope. Agassiz-Harrison numbers remained unchanged. The surveys are done every three years. All communities need more services, and the increases in Abbotsford and Mission indicate more work is needed on efforts to provide supportive long-term housing to people with challenges, said van Wyk. There are currently 20 beds at Haven in the Hollow and 44 beds at Rivendell in Mission for the homeless to access. “One person homeless is too many,” said van Wyk. “We need to start with housing, then wrap ser-

vices around it for folks.” Mission Mayor Randy Hawes said the recently released survey is already out of date, and doesn’t put “a lot of stock” in the report. “Things are in such a state of flux. “About this time of year, new faces show up (in Mission). You will see people on the streets that you know are homeless. They show up in the spring, hang around for the summer, then disappear in the fall.” Hawes believes there is a “serious addiction and mental health problem” in the Lower Mainland that needs to be addressed. “The problem is getting worse, not better,” he said, noting Mission is working on initiatives to help, like Stone Soup, an outreach program to connect services to people who are homeless or suffering from addiction. Fraser Health is also working with Mission and Abbotsford to establish an Assertive Community Treatment (ACT) team for the region to support and help treat vulnerable citizens with mental health and addiction issues. “We need to identify who they are, what brought them to this (being homeless), and how we can help them.” Last year, surveyors spoke with 75 homeless people during a 24-hour period in March. While the number has increased compared to three years ago, when it was 54, it is lower than the 100 recorded in 2008.

$200,000 in funds for school district The Mission School District has received more than $200,000 to help it purchase a new boiler for Mission Secondary through the provincial government’s Carbon Neutral Capital Program (CNCP). â€œUsing clean energy at Mission Secondary will contribute to a carbon neutral B.C.,â€? said Abbotsford-Mission MLA Simon

School districts were asked to submit proposals to the ministry of education in November. These proposals were then evaluated on greenhouse gas emission reductions and operational cost savings, along with the level of contributions available for the project from the district and energy service partners.

Jail time for apologetic robber Tyler Olsen BLACK PRESS

A man who committed three robberies in Mission over a twoweek span has been sentenced. Derek James Fleet, 39, was sentenced to 16 months in jail after pleading guilty to robbing an Esso gas station at the corner of Dewdney Trunk Road and Stave Lake Street on Jan. 24 and again on Feb. 4. Fleet also pleaded guilty to

robbing Magicuts at the Junction Mall on Jan. 31. A person in the business at the time of the incident reported the robber walked into the hair salon, drew a knife and asked for cash from the till. The man apologized before fleeing with an undisclosed amount of money. Fleet – who was arrested soon after his final robbery – was also sentenced to 18 months probation and handed a mandatory 10-year firearms prohi-

bition. Fleet has a criminal record. He was charged with assault in September, but five days after he was granted bail in December, a warrant was issued for his arrest. He pleaded guilty in connection with the file after his arrest in February and was sentenced to 12 months probation. Last year, he was fined $1,500 after being convicted of care or control of a motor vehicle while impaired.

“That’s not what this council is prepared to do.” Council is looking at spending an additional $826,731 in new options and spending packages. That includes $405,000 for three new RCMP officers, $132,000 for an assistant fire chief and emergency planning, $15,000 for fire training, $67,000 for parks staffing and several other costs. However, the net impact of this new spending is only $181,122. Kris Boland, Mission’s manager of finance explained that before council looked at the HAWES new spending packages, they were already at a $645,609 decrease in the budget. “They started off with a negative number.” The bulk of that money became available after council chose to eliminate a half a million dollar

transfer to the debt retirement reserve fund. By eliminating some of the costs, the new spending packages only creates a $181,122 increase (0.65 per cent) from last year’s budget. If the increase stays at that level the average home in Mission with an estimated assessment of $390,500, would see an estimated $11.77 increase in property taxes. If the increase hits the maximum of 2.5 per cent, that hike would be closer to $50 per average household. Council has also suggested a two per cent increase in water and sewer utility user fees as well as a two per cent increase to the landfill tipping fees. The district is accepting input via an online and paper survey, or by email at budget@mission. ca until 8 a.m. on Monday, March 23. The survey can be found at mission.ca/budget, or picked up in-person at the public meeting or any time between March 13 and the 23 at Municipal Hall, the Leisure Centre, and the Mission library. Council will review feedback and finalize the budget on March 30.

Council wants to hear from you before Ànalizing the District’s 2015 budget, and invite you to the Budget Consultation meeting at 7:00 Tuesday, March 17, 2015, and to participate online at mission.ca/budget. Council is proposing a budget increase of between 0.65% and 2.5% for 2015. This range has been achieved through the preliminary approval of select spending packages aimed at enhancing services and safety for the citizens of Mission, and Mayor and Council have identiÀed an upper limit of 2.5% to allow for Áexibility in spending during their Àrst year in ofÀce. Council is proposing a 2% increase in municipal water and sewer utility user fees, as the gradual increase allows critical infrastructure to be built and maintained without borrowing. Council is also proposing a 2% increase to the landÀll (Minnie’s Pit) tipping fees.

Get Involved Online Visit mission.ca/budget for an overview of the proposed budget, and to complete an online survey. The survey will be open from 8:00 am on March 12th through 8:00 am, March 23rd.

OPINION

6 The Mission Record Friday, March 13, 2015

Published & printed by Black Press Ltd. at 33047 First Avenue, Mission V2V 1G2

Too far, or not enough? Last week, the province announced legislation to regulate the sale and use of electronic cigarettes and associated products. Anyone who was paying attention saw the changes coming down the pipe, but do they go too far? Do they go far enough? There has been a steep and swift uptake in the use of these products over the past few years, and for good reason. The science about the harms of smoking is well known, and many use these newly-regulated products (colloquially called “vapes”) as a smoking cessation tool, which is likely the main cause of their increased use. Whatever the reasons however, the government is right that we need protection from products and actions that are possibly harmful to our health. It wasn’t that long ago, after all, that people openly smoked in the corridors of the mall, and restaurant patrons were asked “smoking or non?” before being seated. That would be unthinkable these days, because we know the harm caused by second-hand smoke. It would be nice to see the science

QUESTION OF THE WEEK

the province has used to back the creation of these regulations, so we could better understand the decisions they’re making. Better yet, government itself could have some research conducted on this matter. After all, one of the best ways to “protect youth from the unknown effects of e-cigarette vapour and becoming addicted to nicotine,” (the goal of the regulations according to the announcement from the Ministry of Health) is to get rid of the word “unknown” in that sentence. But this is a relatively new phenomenon and it’s better to be safe than sorry when it comes to our collective health, at least in terms of things we voluntarily do to ourselves. We’re better to pre-emptively regulate something that could prove harmful in the long run than we are to “wait and see,” only to find the damage has already been done. But then again, and if that’s the case, where’s the regulation on deep-fat fryers? – Black Press

Seniors’ advocate strikes a chord Tom Fletcher

B.C. Views

B

.C.’s new seniors’ advocate has issued her second report, and the media mostly ignored it. When this new office was promised by a campaigning Premier Christy Clark two years ago, I suggested that B.C. already has 85 seniors’ advocates. They’re called MLAs, and inquiries go to their local offices. Much to the chagrin of the opposition, Seniors’ Advocate Isobel Mackenzie’s mandate is not to pursue individual cases, and so she won’t be serving up a fresh assortment of horror stories to embarrass the government. Instead, it is to look for “systemic challenges” and recommend ways to deal with them. The latest report is based on a survey of more than 500 seniors from around the province, and the key finding was not what she expected.

“We were surprised to learn of the lack of awareness among seniors, particularly low-income seniors, of government programs and the subsidies available to assist them,” Mackenzie said. The survey found that 60 per cent of seniors living on $30,000 or less annual income didn’t know they are eligible for discounts on Medical Services Plan premiums. For income less than $22,000, the entire $864 cost of individual MSP premiums is waived. Other frequently overlooked programs are a monthly rent subsidy called Shelter Aid for Elderly Renters (SAFER), grants for disability modifications called Home Adaptations for Independence, drug cost assistance called Fair Pharmacare, property tax deferment and the federal Guaranteed Income Supplement program. Those older than 75 with income of less than $30,000 reported the lowest awareness of assistance designed specifically for them. But you don’t get these benefits unless you apply and show that your income qualifies.

The survey also found that the biggest fear of low-income seniors is that they won’t be able to afford to stay in their homes. See home adaptation, property tax and rent subsidy programs above. Awareness and usage of the SAFER program was lowest in the north and highest in urban areas, perhaps not surprising since the B.C. government exists more in theory than in fact in many remote places. So what should the government do about this? Well, it could advertise these programs. The government does lots of advertising, but not about old news like the SAFER program, which dates back to the 1970s. Clark’s government did a whack of advertising in the election year, 2013. Much of it was about the B.C. Jobs Plan, heavy on the hardhats and blueprint-style graphics and arc welding and stuff like that. Then last year the government’s big ad campaign was around the teachers’ strike, and the payments to parents to help with child care while teachers demanded twice as big a raise as all the other unions. Education Minister Peter Fassbender is

still bragging about the response rate for $40-a-day parental strike pay, which was snapped up by almost 100 per cent of eligible parents. This demonstrates that the government can indeed give away money with great efficiency, just by telling people how to get it. The NDP’s version of seniors’ advocacy is to find the most tragic problems from complaints coming into constituency offices, and use those to ambush the government. A popular choice is an elderly couple who have to be separated because their medical needs are too different to keep them in the same facility. TV news loves that one. People cry on camera and denounce politicians for being heartless, as if the health minister stayed up late plotting how to break their granny’s heart. Maybe this seniors’ advocate wasn’t such a bad idea after all. Tom Fletcher is legislature reporter and columnist for Black Press. tfletcher@blackpress.ca

YOUR VIEWS

What happened to the plan? As a citizen of Mission who spent time giving input at community consultations on the revitalization of our downtown, I’m concerned that our new council has apparently abandoned the plan that resulted from those many hours of discussion, not to speak of staff and consultant time and cost. In my opinion, the plan was thorough and promising, particularly the municipality’s purchase of a downtown

building, the Welton Plaza, pedestrian links and new streetscaping. After years of local government neglect of downtown, it looked like a council had at last recognized how important a vital downtown was to Mission. Although I didn’t agree with many of the actions taken by this last council, it did put its money where its mouth was and moved decisively ahead with the downtown plan.

Now I’m wondering what has happened. Is there anything left of the original plan; if so, what is it? Council needs to clarify where it stands on the downtown plan. Making our downtown a key shopping destination and a welcoming public space is the responsibility of us all. We need to patronize the many excellent shops, services and restaurants. We need to park where

New Patients Welcome!

parking is available and walk to our destination (downtown is only three blocks long). We need to speak to our councillors and mayor about implementing the downtown plan. Instead of waiting for “something to happen,” we need to make it happen by going downtown. Let’s get on with it. Let’s do it. Susan Truman Mission

Readers divided on downtown shopping FREE webt@lk Do you regularly shop in Mission’s downtown core?

Do we not need to support our local businesses if all of the complaining is ever going to stop? The cycle has to start somewhere. Let the businesses thrive with our shopping and don’t be afraid to walk a block or two if you can park right in front... Rhonda Smith Mills Always. Every day. Spend 95 per cent in Mission. Support your friends and families and build it up which will help lower taxes. Jerome Gray No, I don’t shop there often, but I try. Parking is difficult to find. I drive through once or twice and if I can’t find a spot, I move on to somewhere else. Michelle Jensen Yes, I bank downtown, my accountant and lawyer offices are downtown. I love exploring and purchasing from the merchant shops. So much better than the big box/ chain store customer experience. Cori Lynn

I go to Abbotsford. For shoes I go to Shoe Warehouse, I use London Drugs, etc. Most of my shopping is done in Abby. Davena Dyck Yes, I love the funky little shops and meeting the business owners! It makes me feel good knowing the people that own/work at the businesses are also our friends and neighbours and that my money is staying in the community I love! Laura Sigurdson Yes. And if all of those vacant spaces (some of them for years!) can fill up, I’ll do even more shopping there. Karen Gardner Never...there’s nothing there but pawn shops and money exchange. Ugh. Amanda M Musa

I do shop in Mission but now two clothing stores have closed in Save-On-Foods mall and that is not good. I was thinking about Main Street with all the empty building and it was a bit scary. I wonder if you lowered the cost of square footage... Terri Gust I have to be honest and say no that I do not. I use the post office once in a blue moon, Rex Cox once a year, MTF occasionally. I do frequent Hong Kong Boys though. There is nothing for women’s clothing that I like so

Nope, can’t say the shops are of any interest to me. Downtown has gone downhill majorly in the past 10 years. Carolle Lemay Pretty much the last place I would go to buy anything of interest to me. Lauren Harris Yes. So many great spots downtown, Rex Cox, English Tarts, Candy Shop, Swing Optical, Alley Cats, Sues Copy, MTF, Martins, Fuel and Earthtacular. My kids miss getting free cookies at the Bakery. I’m down there quite a bit as my kids are in dance, I’ve never personally witnessed anything

ELECTRIC TOOTHBRUSH!

bad happen. The only thing I’d change is the billows of smoke you sometimes have to walk through. Tom Osterberg

For your first cleaning & FMS X-ray. Offer applies to new adult patients only.

I try to, but money is tight. Rent goes up, cable goes up, food goes up, my income doesn’t. Wanting to make it to the Farmers’ Markets when they open but not sure I will be able to afford more than a token amount to spend (ie. $5) and at that I will be debating about how often during the month I go. Paula Brown

State-of-the-Art Office & Equipment

Not so much. Bank, hairdresser and sometimes I go into MTF. Not much else interests me downtown, or is too pricey. Connie Deme I do. I also work on 1st Avenue Monday-Friday 40-plus hours a week, and I never ever have homeless people ask me for money or anything for that matter. Strange that others do. I have however had them hold doors open for me, carry bags and sweep... Grace Leon Cunningham

Six girls from Mission’s Academy of Cheer Excellence (ACE) climbed into planes, talked to aviation experts, and learned about aerospace this past weekend at The Sky’s No Limit — Girls Fly Too event in Abbotsford. “Our cheer girls lit up the tarmac with excitement and a thirst for knowledge,” said the academy’s Trina Greene. The girls got a bird’s-eye view of the Fraser Valley when they went up in helicopters. “They spoke to pilots, and many people in the aviation world,” added Greene. “They asked many questions and were allowed to be hands-on…” According to Greene, the young students learned about different careers available in the field and were most surprised to hear that men dominated the industry. “More importantly, they met a whole lot of people who would be thrilled to change these statistics.”

The annual event honours Women of Aviation Worldwide Week and International Women’s Day, which was on March 8. Out of 24,505 professional pilots in Canada, only 1,356 of them are women.

Out of 19,601 aircraft engineers, only 560 of them are women. Less than three per cent of the technical positions in the Royal Canadian Air Force, such as pilot or maintenance technician, are held by women.

An inmate in Mission Institution’s minimum security unit was found dead on Thursday, due to an apparent suicide. On March 5, inmate Rajan Mann was discovered in the living unit bathroom. He was unresponsive. Staff members immediately began performing CPR and emergency services were called. Mann could not be resuscitated. At the time of his death, Mann,

who was 34 years old, had been serving a sentence of nine years for extortion, forcible confinement, kidnap, robbery and theft. He began serving his time on July 6, 2012. The inmate’s next of kin has been notified. As in all cases involving the death of an inmate, the police and the coroner have been notified, and Correctional Service Canada will review the circumstances of the incident.

For the record In the Feb. 27 edition of The Record, it was reported that the provincial ministry of aboriginal relations had concluded an audit of funding for program directors at all 25 B.C. friendship centres. In fact, while a file audit has been concluded, a financial audit is still ongoing.

Bound for finals Outlaws knock off Aldergrove, will play for league championship

The Mission Outlaws celebrate after eliminating the Aldergrove Kodiaks four games to one in their playoff series. The Mission squad won four consecutive matches to knock off Aldergrove. The locals will now play for the PJHL championship against either the Grandview Steelers or the North Vancouver Wolf Pack. KURT LANGMANN PHOTO

The Mission Outlaws have done it again. After falling behind one game to nothing, the local hockey squad won four straight to eliminate the first place Aldergrove Kodiaks from the second round of the Pacific Junior Hockey League playoffs. In the opening round Mission lost the first two games of the series, before winning four in a row to eliminate the Langley Knights. Wednesday night’s clinching game in Aldergrove was a tough match up as the Kodiaks were fighting for their playoff lives. Aldergrove came out strong as Cameron Davit opened the scoring in the first minute. Mission, as it has all through the post season, battled back to take a 2-1 lead at the end of the first, thanks to goals from Ram Brar and

Bryce Pisiak. In the second, Aldergrove began to push again, eventually taking a 3-2 lead into the third. But it was all Mission after that. Brendan Jay scored to tie the game up and then Pisiak got his second of the night to give the Outlaws the lead. With the Aldergrove net empty, Tristan Dundas scored to put it away, 5-3, and the celebration was on. Bryce Phenix was credited with the win in the Outlaws net, stopping 28 of the 31 shots he faced. Mission will now play for the league championship against the winner of the Grandview Steelers/ North Vancouver Wolf Pack series. The Wolf Pack have a three games to one lead.

Creativity exhibit at gallery Student wrote with ‘heart’ Mission essay qualifies for international event Mission Secondary student Kayla Schuurmans’ essay on “Optimism should be a priority” earned her top spot in a local essay contest. “She put a lot of heart and effort into her essay,” said Kathleen MacKillop, the school liaison for the Mission Optimist Club. The 17-year-old’s entry will be forwarded to the Optimist International Essay Contest later this year. The winner of that competition, which will be selected later this summer, will receive a $2,500 scholarship. “We wish her luck,” said MacKillop. The local Optimist Club is now accepting entries for the Optimist International Oratorical contest. Any student under the age of 19 who has not yet graduated high school is eligible to compete in this public speaking event. The local competition is expected to be held on March 24. Successful speakers will compete again at a regional competition before qualifying for the finals in Portland. Students interested in participating in the oratorical contest can get more information by emailing MacKillop at kxx2@telus.net. All students in Mission are also encouraged to nominate their mom for the Optimist Club’s Mother’s Day contest. Submit an essay explaining why your mother is the best and you could win $1,000 for your school PAC. Email MacKillop for more details.

CHAMBER LUNCHEON – CELEBRATING TOURISM MONTH

Mission Hospice Society: Celebrating 30 years of community care, support and outreach with a little gold, glitz and glamour Kathleen Rake

CLICK MEDIA WORKS

Mission Hospice Society (MHS) has been serving the people of Mission and its surrounding communities with a unique combination of care, support and outreach for 30 years. “It’s our staff and team of welltrained and dedicated volunteers that makes us what we are today. They are the heart of hospice,” says executive director, Angel Elias. “The next intake for volunteers is Apr. 30,” she adds. MHS has grown in its 30 years. While perhaps best known for providing one-on-one “compassionate care and support” to people living with a terminal illness, it also offers

bereavement counselling for friends and families of the dying, group support, group memorial services, a specialized program to help children deal with and channel their grief, and community outreach. “We have a strong and really unique working relationship with the Christine Morrison Hospice facility at Mission Memorial Hospital,” explains Elias. “But, in addition to our volunteer work there, we reach out to others in the community. For example, we make regular visits to The Residence in Mission (TRIM) to serve the people there who endure all sorts of loss.” MHS’s annual general meeting is set for Mar. 26, where a book com-

memorating its 30 years will be unveiled and a “key announcement” will be made. Fundraising is integral to the survival and growth of MHS. “We are so happy we can tell people that every dollar they donate goes to hospice programs and services—in effect to the people we serve,” says Elias. “And we hope everyone in Mission will help celebrate our 30th anniversary by attending our major fundraising event on Apr. 25: An Evening of Gold, Glitz and Glamour.” Gala tickets and info: Visit www.MissionHospice.bc.ca or call 604-826-2235.

Growth in Mission Welton Common is a hub of activity with the combined presence of the Technical Centre of Excellence and the District of Mission economic development office. With further space due to be filled by Community Futures North Fraser in April, it is becoming Mission’s focal point for entrepreneurs, developers and business, offering a central location for investment inquiries, commercialization support, business information and financial assistance. The Sumas Regional Consortium for High Tech (SRCTec), Welton’s first tenant, is a coalition of local and provincial government support, industry partners and higher education institutions interested in drawing tech-based investment into the Region. With a mandate to attract investment, create tech jobs, foster innovation and drive skilled training, two additional tech companies, i-Open

Technologies and WiseBox Solutions Inc., have relocated to Welton Common, bringing over 30 new jobs to the community. Next door is the Economic /Land Development and Property Management office for the District of Mission. The team includes Economic

Development Officer, Stacey Crawford, his newly appointed Executive Assistant, Clare Seeley, and the Manager of Long Range Planning, Gina MacKay. As a team they are now strategically placed in the Downtown core, offering easier access to local business, as well as creating a municipal presence in the heart of our community. Community Futures North Fraser is dedicated to promoting economic growth and offers significant compatibility and capacity that supports business financing, training and advisory services. Working collaboratively with the economic development office and SRCTec, there is opportunity to develop and promote Mission’s competitive edge. It doesn’t end there, with approximately 1,900 sq. ft. remaining, Welton Common is preparing for future expansion that will further support our local economic development objectives. The third spiritual work of mercy is to counsel the doubtful. We are hereby instructed to bolster the faith and confidence of those who doubt. This may involve reassuring others that God cares about them and that He has everything under control, or it may involve an even more basic assurance that God exists. On the other hand, if someone is convinced that God does not exist, counseling the doubtful may simply involve telling them that God cares about them nonetheless, and that His love for them is not conditioned upon their belief in Him. Sometimes a person’s doubts are of a more personal nature; many of us suffer from low self-esteem and a lack of confidence in our own abilities. Counseling these people may simply involve telling them to trust themselves. Self-doubt can be crippling, and a reassuring pat on the back and some words of encouragement from a trusted friend or family member may often be all that is needed to melt away any lingering doubts. As always, we should counsel others with tact and discretion, remembering that our advice, especially if unsolicited, may not always be welcomed. Therefore, we should carefully reflect on how we might counsel the doubtful, in order to best restore their faith and confidence.

The Nissan LEAF miraculously cut a journey in half this week. I’ll explain. I took the plug-in sedan on a 43-kilometre trip from Vancouver to Driveway HQ, on 152nd Street, in Surrey. When I set out, the screen display showed that I could drive emission-free for 146 kilometres. Now I could have taken off like an F1 supercar and street raced all the way, because electric power offers instant tire squealing torque if you press the pedal to the metal. But that’s not me. Spurred by my ecofriendly driving the previous day, the clever car had decided earlier in the day that I could do 156 kilometres on a full charge. Not boasting but that’s easily more than 20 kilometres better than the average driver can expect to achieve. Okay, maybe my head

I threw the stick into ECO mode and with two flicks of the wrist pushed it into the enhanced B-mode, which puts the braking power regeneration into overdrive, so to speak. I glided silently down the road, picking up pace ever so gradually in the busy city traffic. Rolling down the hills to Marpole, I could feel the juice from the brakes topping up that battery. On the freeway, I hit the posted speed limit and 40 minutes later pulled into HQ. The display flashed 126. I had covered 43 klicks with the power required to move the car just 20! Such fun. Toyota has suffered criticism in the past that must sting: some if its designs have been called boring or vanilla. Things are changing at Toyota, just look at the much more dynamic designs placed on the small Corolla or mid-sized Camry, still practical but much better looking. The same criticism was levelled at the Toyota luxury brand, Lexus. Here too, the designers have taken a dramatic shift in the way the cars look and feel. The RC coupe is an all-new category for Lexus and one they call “Sexy”. There was a retractable hardtop Lexus IS convertible that tried to double as a coupe but nothing can replace the real thing. This is a long, low, wide take on a coupe. Much betterlooking car than that old IS. Looks One area that Lexus has

focused on is the front grille and aggressive stance of many of its latest vehicles. This grille is what Lexus calls a “spindle” grille, made to replicate a fabric spindle. Why, you ask? Well, the Toyoda (original spelling) family was in the fabric loom business before they started making military trucks and then cars. This is a fun tip-of-thehat to the origins of the business. On some cars it looks a bit forced, on this RC it certainly looks well integrated and sleek. What are hard to see are two pin-lights imbedded in the grille that act as driving lights. The back has cheese-grater looking faux vents behind the rear wheels that serve no function and look a bit busy. The FC is sold as a rear wheel drive (RWD) model or all wheel drive (AWD) plus it is sold with Lexus F Sport trim

packages that enhance the wheels and add extra go-fast looking trim pieces. The car seen here is the 350 AWD without F Sport. Inside Lexus continues the overhaul inside the RC cabin. The dash really looks and feels cockpitlike, with a high centre console and sporty looking trim. There is a new touch pad between the front seats that lets the driver scroll around the centre screen just as one would on a laptop. To enter a setting, the driver pushes the track pad, all very intuitive. The F Sport models get a special centre speedometer cluster that has the single dial move to one side for quick reference information. The non- F Sport models get a small screen to use instead. The seats are nicely sculpted and trimmed in leather, plus the back seats are roomy enough for adults if the front seats are

the use of soft-touch materials and a level of finish and that should be experienced firsthand. Drive Most Canadians will gravitate towards the RWD RC 350 not just because of the added traction but also because of the lower starting price. It’s odd that the RWD car starts at $57,650, where the AWD starts at $54,600. The RWD F Sport car is a more performanceoriented with an 8-speed automatic transmission and adaptive front and rear suspension and allwheel steering system; the AWD gets a 6-speed auto and a passive shock system. Both use the same 3.5L V6 engine with 307hp. The AWD car seems to be set up as a touring car, not getting away from the Lexus roots planted firmly in the luxury camp. It would be a good idea to try the more dynamic F Sport model back-to-back with the AWD to see if the softer model is to your tastes. The power from

the engine can be rather fun but the driver needs to really kick the throttle to wake the car from its luxury slumber. This also is the only time the engine sounds particularly exciting. Verdict Lexus has built a strong following because of the high quality, bulletproof reliability the brand offers, with an everpresent luxury feel. The F Sport models offer a more aggressive design and improved on-road dynamics. With an eye on making the brand more exciting, the designers did a fine job inside and out. The AWD model doesn’t stray too far from the traditional Lexus formula or producing comfortable and luxurious transportation, this time in a much more stylish wrap. zack.spencer@drivewaybc.ca The Lowdown Power: 3.5L V6 with 307hp Fill-up: 12.6L/9.1L/100km (city/highway) Sticker price: $54,600

ARNELL George Charles April 25, 1938 ~ March 8, 2015

In Loving Memory of Donna Mary Harmes April 12, 1965 ~ March 15, 2012 God knew that she was suffering That the hills were hard to climb, So He closed her weary eyelids and whispered,”Peace be thine.” Away in the beautiful hills of God, By the valley of rest so fair, Some day, we know not when, We will meet our loved one there.

Zen Moorhouse March 10, 1961 ~ Dec. 15, 2014

Zen will forever be loved and missed for her smile, amazing charisma and intelligence. A public memorial tea will be held on Sunday, March 15th from 1:00 pm - 4:00 pm at the Abbotsford Art Centre 2329 Crescent Way, Abbotsford, BC. Anyone who knew Zen and would like to show their support may attend.

George leaves behind his wife Marna, daughters Julie and Jennifer (Maury), grandchildren Taylor and Mitchell, niece Kelly, sister-in-law Inga, nieces Jackie (Kyle) and Joanne, mother-in-law Marie and “the dog” Mollie. After attending UBC and SFU (MA, Ed), he taught for 35 years before retiring in 1996, moving to his “estate” in Mission. There he tended chickens and ducks, felled trees, built bridges and walkways and mowed his acreage with a cunning eye-no weed shall escape. George’s first passion was his family, being the best provider he could, a loyal friend and a believer in treating every living thing with respect. Many a meal or activity was halted as he carefully removed moths or wasps outside, or picked worms up from the garage floor. A pianist all his life, music and travel played a big part of his retired life, as did informing his family of what he considered important for them to know. Literary picks and newspaper articles were carefully chosen to be given, discussed and dissected - and then hopefully followed as George prescribed to the “Father Knows Best” era. Our home was filled with laughter and love because of his presence and we will miss George with all our hearts. In lieu of flowers, please consider a gift to a charity or cause of your choice. A memorial service will be held Monday, March 23rd at 1:00 pm, with a reception to follow, at Woodlawn Mission Funeral Home, 7386 Horne Street, Mission.
