For war veteran, philanthropic work a duty to colleagues Travis Paterson News staff
Rudi Hoenson fell in love with a good cup of coffee as an 18 year old living in Java, Indonesia. The year was 1941, and he was fascinated by the daily ritual of roasting and grinding the beans before pouring hot water from two feet above the mug. “It makes the grinds swirl around,” says Hoenson, now 91. “I still make mine the same way to this day.” Hoenson’s life story goes far beyond a good cup of coffee, but getting him to tell the tales takes some doing. He prefers to focus on his philanthropic work at the Lodge at Broadmead senior care home, where he’s donated over $600,000 including a $100,000 (and counting) matching donation to help Broadmead install overhead lifts. The $1.3 million project will benefit 115 Second World War and Korea War veterans and another 110 seniors who live at the lodge. “What am I going to use the money for,” says Hoenson, a WWII vet and former prisoner of war at a Japanese encampment. “I can identify with the people (at Broadmead). A lot are veterans and they also went through the terrible times.” The facility is the primary provider of residential care and day programs for veterans on Vancouver Island. A native of Holland, Hoen-
son moved to Indonesia (then a Dutch colony) with his dad, who was stationed there. When the Japanese bombed Pearl Harbour on Dec. 7, 1941, Hoenson immediately enlisted with the Dutch forces. He fought the Japanese in the Indonesian jungle before he and about 500 Dutch soldiers were caught and imprisoned. He remained a prisoner of war for three and a half years, until U.S. soldiers showed up a month after the war’s end in 1945. “I went in at 130 pounds and when I came out, I was 80 pounds. I could have survived maybe a few more years, but some guys, they either refused to eat, which was suicide because they’d beat you to death, or they got sick and died,” he said. The prisoners’ diet was mostly rice, sometimes with a bit of squash, and if they were really lucky, some vegetables. “Twice, maybe, there was a bit of excess whale blubber with the rice, which we gobbled up because we needed it so badly.” Hoenson can still recall his first proper meal upon release from prison, when he was aboard the aircraft carrier USS Chenango. “It was so rich (for us), most of us threw up,” said Hoenson, who still includes rice in his daily diet. “We couldn’t eat that way anymore.” PLEASE SEE: Veterans’ care facility, Page A5

Thieves target insurance, licence plates Unlocked cars irk police as thefts spike in North Quadra Nine thefts from vehicles were reported over the past week in a three-to-four block radius around Lochside Drive between Cedar Hill Cross Road and Nicholson Street, on the north side of McKenzie Avenue. In most of the incidents, the vehicles were left unlocked, which once again prompted Saanich Police to remind residents to lock parked cars. Stolen items included sunglasses, iPods, car chargers and other valuable and mobile acces-
sories. One emerging trend that alarms police is the theft of insurance and registration papers, said Sgt Steve Eassie. “Registration papers can contain personal (banking) information,” Eassie said. “Most insurance (agencies) will remind you to remove those papers from the car, and we want to remind people to do that as well.” An additional four incidents of missing validation tags from license plates were reported over

the past seven days. While unrelated, they are cause for concern, Eassie said. Those thefts took place in Gordon Head and Swan Lake neighbourhoods. “In one of the circumstances, the plate was actually swapped, which isn’t something we often see. Usually a license plate is taken from a vehicle with nothing left in its place, so just a warning, to ensure the validation tag is on your license plate.” reporter@saanichnews.com

Knife pulled on UVic cyclist An unknown suspect approached a 22-year old University of Victoria student cycling through the 4000block of Dawnview Cres. early Monday evening, wielding a four-inch folding knife while uttering profane language and threats. When the cyclist retreated, the suspect blurted something similar to: “Yeah that’s what I thought,” and casually walked away, said Saanich Police Sgt. Steve Eassie. “We’re bringing this forward as it’s very concerning that someone would draw a knife on someone else,” Eassie said. Saanich PD couldn’t deploy canines due to the high foot traffic in the area. The suspect is thought to be about 20 years old, between five-foot-10 and six feet tall, and was wearing a dark hoodie with red piping or accents on sleeves, light-coloured jeans and lightcoloured running shoes. Anyone with information is asked to call Saanich PD at 250-475-4321.
Break-and-enter in Broadmead
Someone took advantage of a faulty lock to enter a home in the 800-block home of Mallwood Terr. last weekend. The break-in took place between 6:30 p.m. Saturday and noon on Sunday, when the entry was discovered. The garage side door was locked but it proved faulty. The owners were likely home sleeping during the incident, said Sgt. Steve Eassie. Power tools were reported stolen. Police believe the thief likely ventured no further into the home than an office room near the garage, where a Nikon film camera and three lenses were also stolen. reporter@saanichnews.com

The former site of Mayfair Lanes bowling alley at 760 Tolmie Avenue, in the heart of Saanich’s commercial and retail district, is owned by Loblaw Companies Ltd. The Real Canadian Superstore parent company has owned the lot since 2005 but has yet to build on the site. On Monday, Loblaw’s announced it will invest more than $1.2 billion into its Canadian business in 2015 including construction projects for dozens of new and existing stores.

Mum’s the word on a vacant Saanich lot that was previously slated for a Real Canadian Superstore, after Loblaw Companies Ltd. announced Monday it plans to spend $1.2 billion on expanding and bolstering its Canadian business in the coming year. The 13,670 square-metre lot at 760 Tolmie Ave. is the former home of Mayfair Lanes bowling alley, which was torn down after Loblaw purchased the
property in 2005. The lot has sat empty ever since, but its prime location could be one of the 50 units Loblaw plans to “build from the ground up.” Neighbouring Mayfair Shopping Centre, the property is valued by B.C. Assessment at $11,725,000 for 2015. Saanich Planning has had a development application for the site on hold since 2010 pending variances for parking and siting. “We’re not currently breaking out the details of the announcement,” said a Loblaw
spokesperson in a statement. “At this point, there will be more than 50 stores built from the ground up and more than 100 undergoing renovations or improvements. To point to one region or store banner would understate the nationwide and business-wide impact we expect this investment will make.” The Brampton-based grocery chain, which owns the Real Canadian Superstore and Joe Fresh clothing brand, says its stores will staff between 20 and 300 employees, and its

There will be more fishing spots and trout to catch in B.C. lakes and streams this year – including 11,000 rainbow trout in Prospect, Elk and Beaver lakes this summer – thanks to a $3 million increase in provincial funds for the Freshwater Fisheries Society of B.C. Forests Minister Steve Thomson announced Monday the province is making good on a decade-old vow to direct all its fishing licence revenue to the society. That brings the annual revenue from $7 million to $10 million. Since the society took over freshwater fisheries management from the environment ministry in 2003, it has focused mainly on stocking smaller lakes with trout. The extra money will allow for expansion to larger lakes and rivers, to improve access to fishing as well as assess stocks and

At Prospect Lake, the society will stock 4,000 catchable trout this spring and another 5,000 in the fall. At Elk and Beaver lakes, another 14,000 rainbow trout will be stocked by year’s end. The society stocks hundreds of B.C. lakes with rainbow, kokanee and eastern brook trout, mostly to provide catchable fish for recreational purposes. Society president Don Peterson said B.C. took a risk when it transferred responsibility for recreational fishing to a non-profit organization, but independent status has allowed it to set up innovative programs such as Learn
to Fish and Fishing in the City. He said 250,000 residents and visitors go fishing in B.C. each year, supporting 1,000 fishing-related businesses and an estimated 7,000 jobs. “Our stocking program supports about 50 per cent of all the fishing activity in the province, and now fishing on stocked lakes in B.C. is the best it has ever been in the history of the province,” Peterson said. Energy and Mines Minister Bill Bennett said the creation of the society was one of the moves made by the B.C. Liberal government in its first “core review” in 2002-03. “There was a religious fervour about the opportunity that we had at that time to improve the way government operates and to spend less of your tax dollars,” Bennett said. E-cigarette crackdown necessary Last week, the province announced legislation to regulate the sale and use of electronic cigarettes and associated products. Anyone who was paying attention saw the changes coming down the pipe, but are they appropriate? There has been a steep and swift uptake in the use of these products over the past few years, in part because of a perceived health benefit when compared to traditional tobacco products. The government is right that we need protection from products and actions that are possibly harmful to our health, including “vaping.” Ontario and Nova Scotia have already introduced similar restrictions, and the Canadian Cancer Society and Canadian Paediatric Society support the B.C. government’s crackdown on e-cigs. It wasn’t that long ago that people openly smoked in the corridors of the mall, and restaurant patrons were asked “Smoking or non?” That would be unthinkable these days, even though the law was changed just a few short decades ago. It’s also notable the harms of e-cigs are supported by Island Health’s chief medical officer, but the longterm studies of e-cigs are lacking due to its relatively new use in North America. The government’s goal with new regulations is to “protect youth from the unknown effects of e-cigarette vapour and becoming addicted to nicotine.” But perhaps the Ministry of Health should start by finding out what “unknown” entails. In the end, it’s better to be safe than sorry when it comes to health. We’re better off to pre-emptively regulate a product that could prove harmful in the long run than we are to “wait and see,” only to find the damage has already been done. Council should focus on problems I’m pleased to hear that Colin Plant is coping with the fire hose treatment of learning Saanich government activities. He seems quite sincere, but comes across as naive in referring to Saanich staff as “dedicated” without recognizing serious problems – the handling of wetlands designation being the latest in a long string of possible incompetence. Saanich needs a CAO who will clean house, but Andy Laidlaw gave an impression of weakness in saying that the improper and unnecessary keylogging Spector 360 software might be re-installed later. As for the amount of detail and time facing Plant, I recommend he essentialize and work in principles for human life. Many people want to lobby for their pet spending out of someone else’s pocket, or pass more ineffective laws. Instead of supporting the protection of policing, they should be asked what government is really for and prioritize on that basis. Keith Sketchley Saanich
Lester Pearson would be proud I would like to congratulate the House of Lords in London for passing historic legislation which requires the British government to allocate 0.7 per cent of their GDP to overseas development assistance. Why this is of such interest to Canadians is that was our Prime Minister, Lester Pearson, who in 1969, challenged the developed countries to achieve this level of funding to those countries less fortunate than us. Sweden, the Netherlands, Norway, Denmark, Luxemburg and now Britain have achieved that target.
Unfortunately, despite promises by several governments, Canada is still below 0.3 per cent in its GDP spending on overseas development assistance. Perhaps it is time for us to pass such a law in Ottawa and honour the memory of a great man. Sam Weller Oak Bay

Municipal computers hit by virus Monday Travis Paterson News staff
A Saanich employee working in a recreation centre clicked on the wrong link Monday, inviting an invasive encryption virus to spread from one computer onto another through Saanich’s server. The virus was potentially damaging but Saanich’s IT department was diligent in backing up and protecting important information while removing it from the system, said interim CAO Andy Laidlaw. “I’m told by IT people it’s contained,” Laidlaw told the News on Tuesday. “The origin is over-
seas and it’s a similar virus to one that targets organizations. The threat of the attack leads to blackmail, but we didn’t reach that point or have that problem.” No one in Saanich’s IT department was available for comment. Viral attacks are common on local government networks, said Laidlaw, who was the CAO in Campbell River when that city and many more in B.C. experienced a similar attack in 2013. “We don’t know if it was an individual attack this time or even if it was intentionally targeted,” he said. A freedom of information
release given to the News Monday revealed Saanich spent at least $29,000 on employee monitoring software called Spector 360, which was disabled in January pending an investigation by the Office of the Information and Privacy Commissioner of B.C. Saanich’s corporate services department, which oversees the District’s IT section, is requesting an additional $219,500 to maintain current service levels and licences for District computers in the 2015-19 financial plan. Council will meet to discuss the financial plan once again on March 17 at 7:30 p.m. The meeting is open to the public. reporter@saanichnews.com
New CEO for Victoria Harbour Authority The Greater Victoria Harbour Authority has a new Chief Executive Officer, it was announced this week. The GVHA board of directors chose Ian Robertson as the new CEO. Robertson is currently the CEO of the Tourism Industry Association of British Columbia Ian Robertson. (TIABC). He has over 30 years’ experience developing business solutions in companies ranging from Procter and Gamble through the Jim Pattison Group and Rocky Mountaineer.
He previously held elected office for six years as commissioner of the Vancouver Board of Parks and Recreation, where he served as chair. Starting late this April, Robertson will oversee his first cruise season with over 500,000 passengers and 200,000 crew scheduled to visit Victoria. “I look forward to leading the GVHA team, and meeting with the many stakeholders who share an interest in Victoria’s spectacular harbour,” he said. Robertson replaces former CEO Curtis Grad, who left the GVHA last year to head a First Nations economic development group. The GVHA’s annual operating budget is $9 million, and the organization is responsible for Victoria waterfront properties that include Ogden Point, Fisherman’s Wharf, and Ship Point in the Inner Harbour. The Nissan LEAF miraculously cut a journey in half this week. I’ll explain. I took the plug-in sedan on a 43-kilometre trip from Vancouver to Driveway HQ, on 152nd Street, in Surrey. When I set out, the screen display showed that I could drive emission-free for 146 kilometres. Now I could have taken off like an F1 supercar and street raced all the way, because electric power offers instant tire squealing torque if you press the pedal to the metal. But that’s not me. Spurred by my ecofriendly driving the previous day, the clever car had decided earlier in the day that I could do 156 kilometres on a full charge. Not boasting but that’s easily more than 20 kilometres better than the average driver can expect to achieve. Okay, maybe my head

I glided silently down the road, picking up pace ever so gradually in the busy city traffic. Rolling down the hills to Marpole, I could feel the juice from the brakes topping up that battery. On the freeway, I hit the posted speed limit and 40 minutes later pulled into HQ. The display flashed 126. I had covered 43 klicks with the power required to move the car just 20! Such fun. It would have been no great surprise if car designer Alfonso Albaisa had become a designer of stationary objects – buildings! The Infiniti Executive Design Director fell in love with design as a young boy living in Miami, FL. As he recalls his childhood, he mentions that this wasn’t the beach part of Miami that might come to mind when we think of the city. Albaisa’s father was a building architect and so as a youngster the budding designer spent a lot of time at the office. “I remember this as if it was yesterday, that the shadows would move on the streets and I’d sit in the entrance of my dad’s office playing with the little buildings and models.” Then one day, sitting on the steps of his father’s office, fate changed his life’s ambitions changed. It was then that he heard and saw it for the first time. “One day, I was seven or eight, I heard a rumbling and it pulled into the office,” Albaisa explains. “It was an E-Type Jag convertible. And that really changed it for me… It was just so beautiful. Because this was the early 70s. Miami wasn’t Justin Bieber going down the street in a Lamborghini. You never saw these these kinds of cars, so it was shocking for me, that a car could be so beautiful… And then I

started drawing cars.” From then on, he knew that designing vehicles would be in his future. Then again, that wasn’t without exploration into other mediums of design. Albaisa says, “Life takes its course and I really got into art also, so I studies art in the beginning.” He holds a degree from Pratt Institute in New York and he attended the Center for Creative Studies in Detroit. While still in school, Albaisa was hired by Nissan Motor Corp Inc. even before he graduated and hasn’t looked back. He has been
with the company more than 25 years. “Every day is different in this company,” he explains. “My first two or three years in the group, I worked on the J30. And I did a yacht, I was designing TaylorMade golf clubs and I played beach volleyball competitively, so I had this crazy life.” He designed furniture on the side, as well. “As an artist, change causes change and changes your mind,” he states. His roles over the years have evolved, too. Albaisa joined the Nissan Design team in San Diego in 1988. From 1997,

When it comes to describing his role, Albaisa remarks, “I still feel like I just started.”

Cruising with Tom Cruise By Nick Gravlin
Hollywood star Tom Cruise has driven dozens of cars in his 40-plus movies. Here are the top five coolest cars featured in movies: “Vanilla Sky”: In this reality warping, romantic drama, Tom plays David Aames — the head of a New York publishing firm with access to whatever he pleases. In the opening scene, Cruise drives a Ferrari 250 GTO replica through a deserted New York City, ultimately ending in Times Square. Aames’ daily driver throughout the film is a1967 Ford Mustang, and after he falls in love with a different woman, his ex-girlfriend Julie (played by Cameron Diaz) tries to kill them both by driving off a bridge in her 1970 Buick Skylark. “Rain Man”: After his father’s death, Charlie Babbitt (played by Cruise), a grey market sports
car dealer (seen importing Countaches in the film’s opening), flies home to Ohio to settle the estate. After learning he has an older brother, Raymond (Dustin Hoffman), who is inheriting the full estate, the two set out on a cross-country road trip back to California in their father’s 1949 Buick Roadmaster. “Jack Reacher”: Tom plays Jack Reacher, an ex-Army MP who is investigating the murder of five innocent victims of a sniper shooting. The real highlight of the film is a six-minute car chase in which Cruise drives a 1970 Chevelle SS. He tries his best to chase down an Audi A6 while being pursued by police. The driving stunts are of quite a remarkable quality; especially considering Cruise did all of his own driving throughout the movie. “Risky Business”: In this 1983 dark-comedy drama, Tom Cruise plays Joel Goodson, a high school student living with wealthy parents in suburban Chicago. His parents go away on a trip, giving Joel

dents of deer/human conflict and glean information from the first urban neighbourhood cull, Jensen said. “We were, of course, concerned about vandalism and criminal activity which was seen in Kimberley and Cranbrook areas, we were able to show it can be conducted without that,” Jensen said. While the permit allowed Oak Bay to continue the cull up to 25 deer until March 15, Kerr was unavailable. Early spring offered an abundance of food which deterred some deer from entering the baited traps. Raccoons and rats also triggered the traps on a regular basis and caused damage that required repairs. Despite being the only current permitted population reduction methodology available in B.C., residents continue to oppose culling deer. The deer management strategy, including the cull portion, will now be reviewed and a formal report will be presented to the CRD’s planning, transportation and protective services committee in the coming months.

Only 11 deer were captured and killed as part of a 16-day cull in Oak Bay, part of the Capital Regional District’s Deer Management Strategy pilot project, it was announced Tuesday. CRD board chair and Oak Bay Mayor Nils Jensen called the project a success, despite the permit allowing a cull of up to 25 deer. “It was more about learning whether this could be done in an urban environment and in a mild temperate climate and how it could be done under those circumstances,” said Jensen. “It wasn’t about fixing a problem with a one-time cull.” The Ministry of Forest Lands and Natural Resource Operations issued Oak Bay the permit to cull black-tailed deer. The contractor, Kootenay resident Ron Kerr, whose previous experience includes several population reduction programs in Cranbrook and Kimberley, was trained by provincial wildlife staff in a capture and euthanization procedure. Modified clover traps were
active on private properties. CRD numbers show seven bucks and four does were captured and killed. The B.C. SPCA, which started voicing concern in 2013 over the cull and continued to publicly oppose the action, said the results don’t meet the definition of success. “To say it’s a success is really misleading. You’re not addressing solutions that you claim to have with urban deer conflicts,” said Sara Dubois, chief scientific officer for B.C. SPCA. “If (the CRD) were concerned about overpopulation you worry about females. If you are concerned about vehicle areas, you trap around roads. … They have no measures beyond political points here.” B.C. SPCA along with organizations such as DeerSafe Victoria say speed reduction, public education and a proper deer count haven’t yet been completed. “We don’t know what the population is,” Dubois said. “From a scientific perspective, no answers have been achieved from these actions.” The purpose of the Oak Bay pilot project was to reduce inci-

Single parents on social assistance will no longer lose their benefits when they go back to school, and will receive additional money for tuition, transportation and child care to complete their studies under a program announced Wednesday by the B.C. government. Starting in September, the full costs of child care will continue to be paid for a year after the completion of skills training, and government-paid dental and other health benefits will also continue for a year to ease the transition into the workforce. It’s go time as the Camosun Chargers men’s and women’s volleyball teams compete at nationals in Charlottetown, PEI. It started yesterday with the women facing Grand Prairie and the men vs. host Holland College. Here in town, tomorrow (March 14) will be a busy day at the UVic field hockey turf. The Vancouver Island Women’s Field Hockey League opens the day with the Patriots and the Mariners at 9:30 a.m., followed by the Flickers and Lynx 1 at 11 a.m. and the Cardinals and Lynx 2 at 12:30 p.m. The Stellers and Ravens play at 2 p.m., with the Kestrels and Renegades at 3:30 p.m., and the Pirates and Demons ending the day off at 5 p.m. Just two games hit the turf Sunday: the Sailors and Blue Jays play at 9 a.m., with the Kestrels and Ravens at 3:30 p.m. Several men’s games will also take the field Sunday, March 15. The UVic Vikes men are the national university rugby sevens champions for the third year in a row. The Vikes prevailed over the UBC Thunderbirds in a rematch of last year’s final with a closely contested 17-12 win on Saturday at Westhills Stadium in Langford. Since it started in 2011, the Vikes have won the national trophy four times - McMaster University won it in 2012. With the score knotted at 12-12 late in Saturday’s final, the Vikes Doug Fraser scored the game-winning try with the clock winding down to the final seconds. It ended a series of phases by the Vikes to drive the ball down the pitch. Lucas Hammond, a former Canadian U20 player, cut through the middle of the pack and drew defenders before dumping the ball off to Fraser. Fraser’s winning try was his second of the match and

A house without a furnace or air conditioning may sound unbelievable in this region, but with an airtight, energy efficient passive house, it is possible. Father-son developer and contractor duo Rob and Mark Bernhardt built a custom passive house for themselves and their family in Saanich in 2013. Now, they’re building the first one to go on the market. The North Park passive house, located at 860 Queens Ave. in Victoria, is believed to be Canada’s first multi-unit strata project built to the passive house standard. The house contains six separate units. It is expected to cut heating costs by 90 per cent through its added insulation and design. “A passive house essentially uses about 10 per cent of the heat of a normal house to heat it,” said Adam Fawkes, architect with Hughes Condon Marler Architects. Passive houses are made with the same type of insulation as normal houses, only with more than double the amount, as well as insulation under the floors. This added insulation helps to keep the house warmer in the winter and cooler in the summer. “In a typical house, you might spend about $12,000 on the furnace and all the duct work,” said Fawkes. “So you take that $12,000, and you put it towards a little bit of insulation. The mortgage is less than the savings on the heating bills. So in the end, instead of paying into the heating bill, you’re paying into the mortgage.”

age cost of building a conventional house, said Mark.
North Park Passive House will cost around $1 million by the time it is completed in August. Along with more insulation, the passive house is also fitted with triple-glazed windows, which prevent heat loss. While there is no furnace, all six units in the building have heated tile floors in the bathrooms along with a small electric radiant panel in the kitchen. “Together, those two (heaters) will produce about 668 watts of heat on average per unit,” said Mark. “Most people have hair driers bigger than that.” In the house, there is a heat recovery ventilator that mixes the heat around through the unit through air flow. The heat recovery ventilator uses about 30 watts and runs all day and night, although only costs a few dollars a month to run, said Mark. “The heating bill for each unit ends up being about $58 for the entire year.” Besides lower heating bills, another major benefit is the comfort level. “They are so dramatically more comfortable, it’s really even hard to describe how much more comfortable is it than a normal building,” said Mark. “It’s like walking around in a warm hug.” Because the building is air tight and with even airflow, there are no cold spots or drafts. “You can stand by a gigantic window on the coldest day of the year and be comfortable without a sweater on.” For more information, visit bernhardtcontracting.com/northpark andrea.peacock@vicnews.com
