T
he rain was sluicing down the morning of March 7, 2007, as the nine-year-old Dodge Ram 350 van and its 17 occupants – all farmworkers save the driver – bore down Highway 1 en route to a farm in Chilliwack. It was just after 6 a.m. and the highway would have gleamed with the red reflections of commuters’ taillights. None of the passengers packed shoulder-to-shoulder inside the van would have had any warning of what was about to occur as the van crossed Sumas Way on the overpass. The tires strayed right, towards the guardrail. The driver turned the wheel, the van veered left, and steel, concrete and glass exploded. Years later, that crash is on the mind of Jagjeet Sidhu, as he sits in his Abbotsford house beneath photos of his two daughters and son, now aged 15, 11 and nine. Sidhu’s 31-year-old wife, Sarbjit Kaur Sidhu, was one of three women who died that rainy morning. Also killed were Amarjit Bal, 52, and Sukhvinder Kaur Punia, 46. Fourteen others were injured. The crash caused the provincial government to clamp down on the transportation of farmworkers by labour contractors. Continued on A3

‘It should not happen again’

TTT The issue continues to animate Jagjeet Sidhu’s life. Last weekend, on the eighth anniversary of the crash, he and the relatives of the other victims gathered alongside union leaders and community activists for a vigil in the International Friendship Garden, where a 22-foot-tall “golden tree” will one day stand. The memorial is meant to honour those farmworkers killed or injured on the job, including Sidhu’s wife. At the 2009 coroner’s inquest, Sidhu and the families of the other crash victims heard that the over-capacity van that carried their loved ones had just two seatbelts. One seat consisted of a simple wooden bench and the van’s tires were in poor condition and not properly inflated. While no criminal charges were laid, the van’s driver, Harwinder Gill, would later plead guilty to driving without reasonable consideration and without a proper licence. Gill, who operated the contracting company that owned the vehicle with her husband Ranjit, was ordered to pay $2,000 and
given a one-year driving prohibition. Worksafe BC later fined the company $69,801, but the BC Federation of Labour says the money was never paid. Since the inquest, Sidhu has stayed involved in the push for better safety for farmworkers. It hasn’t been easy, he says, especially when he could be spending the time with his children. There had been other crashes prior to that which killed his wife, but none created enough of a stir to resolve the problems in the industry. Now, he talks about a something akin to an obligation to use his own family’s experience to prevent further tragedies. “I have suffered the loss,” he says, through an interpreter. “It should not happen again to somebody else’s family. “If somebody had done this before this incident, maybe this incident would never have happened … Maybe if I do it now, somebody’s life would be saved.”

Secondary schools take precaution over vague threat
Kevin MILLS Mission Record
Mission’s secondary schools were locked down for a short period on Monday afternoon after RCMP were informed of a potential threat. That was quickly revealed to be false. Mission School District assistant superintendent Randy Huth said the RCMP informed the district of a “really
vague message” about a threat to one of the Mission area secondary schools. It was quickly decided to place all the secondary schools in Mission, the Fraserview Learning Centre and the school board office under lockdown. “It’s not a fun thing to go through – kids worry. We take any kind of threat very seriously,” said Huth. The lockdown only lasted about 15
minutes. Mission RCMP Sgt. Shaun Wright said the threat notice originated from an online conversation. “The party involved is apparently not local and nowhere near the province so it was just a precautionary measure and there was no actual threat towards any school or anything within Mission or the province of B.C. at all.

Four years for manslaughter Robert McMath shot estranged wife in 2008 Vikki HOPES Abbotsford News
An Abbotsford man has been sentenced to four years in prison for the 2008 shooting death of his estranged wife. Robert McMath, 70, was sentenced Friday in B.C. Supreme Court in New Westminster, where he was given credit for 42 days of time served, leaving 323 days of his sentence. The Crown had recommended that McMath receive the mandatory minimum sentence of four years for manslaughter “where a firearm is used in the commission of the offence.” Conviction for such an offence can range from four years to life in prison. He had initially been charged with the second-degree murder of Janice McMath, but he was found guilty in December 2013
of the lesser charge of manslaughter. The judge at the time said Crown did not prove beyond a reasonable doubt that McMath intentionally shot Janice, 64, to kill her and prevent her from going after certain assets in their divorce. The court heard that Janice visited the McMath family farm in the Bradner area on May 28, 2008. She and McMath were separated at the time, but McMath said the two had remained friendly. McMath testified that he had moved a loaded .32 Remington rifle outside near the chicken coop because he was concerned about coyotes. On the night in question, he told Janice he had some work to do in the barn, and she accompanied him as the two drank wine and talked. They later headed back toward the
house, and McMath testified that on their way, he picked up the nearby rifle with the intention of unloading it. He said his back was turned to Janice, but she walked in his path as he stumbled, due to his arthritic knee giving out, and the gun went off. McMath reported that the gun went off again when he fell, and Janice was shot a second time in the chest. She was rushed to hospital, where she died on June 7. The trial judge said she found McMath guilty of manslaughter because he was negligent in the way he stored the gun and had failed to engage the gun’s safety mechanism while there was a cartridge in the chamber. If McMath had been found guilty of second-degree murder, he would have received an automatic life sentence.

Average homeowner will see $8 in savings Alex BUTLER Abbotsford News
The average resident’s tax notice will see an $8 decrease in 2015, up from the $3 savings originally proposed for the municipal tax reduction as discussed in the February budget deliberations. Council gave three readings to the financial plan on Monday, which included greater savings for the typical home – a single-family dwelling with an assessed value of $399,000 in 2014. The proposed tax decrease had been set at 0.15 per cent, but is now 0.41 per cent, due to a reduc-
tion of about $324,000 in the police’s budget request. Police originally requested a 3.48 per cent budget increase, but that was reduced to 2.82 per cent, though it will not impact staffing. The city’s reduction is largely due to savings from the elimination of the Abbotsford Heat contract and changes to the Global Spectrum (operators of the Abbotsford Centre) contract. Municipal taxes account for about two-thirds of an average resident’s tax notice, which also include school, hospital and regional taxes. The financial plan will come to council for final adoption at an upcoming meeting.

Inspections must not lag
Improving farmworker safety in terms of transportation has been a major success story in B.C. – but one that came as the result of a terrible tragedy. On the rain-soaked morning of March 7, 2007, a van carrying 16 farmworkers on Hwy. 1 lost control and crashed near Sumas Way in Abbotsford. Three women in that vehicle lost their lives, and the other occupants were injured. Subsequent investigation revealed the over-capacity van had just two seatbelts. One seat was nothing more than a wooden bench. The vehicle’s tires were in poor shape and improperly inflated. It was an awful accident waiting to happen – and it did. The incident galvanized representative organizations and labour unions to demand action. Provincial authorities responded with a new program of annual roadway inspections targeting vehicles transporting farmworkers.
The scale of the problem quickly became obvious, with 30 per cent of inspected vehicles failing inspection by the CVSE. One in five vehicles were found by Worksafe BC to have “serious mechanical difficulties.” The crackdown worked. Violations dropped substantially by 2008, with just 8.5 per cent of vehicles transporting farmworkers failing CVSE inspection or found by Worksafe BC to have major mechanical issues. However, there is a disconcerting new trend. A total of 265 vehicles went through checks in 2010. In 2014, that number dropped to 124 vehicles inspected. Officials think it’s because of fewer contractors and workers who are doing more carpooling. Hopefully that’s true, but the decline must be researched to be fully understood. Reduced inspections have a clear, dangerous direction – a decrease in farm worker transportation safety. More deaths as a result would not be a tragedy. They would be a travesty.
Something for everyone, indoors and out Mark
Rushton On the
Other Hand For someone who enjoys spending as much time outside as possible, this past weekend was as close to sterling as it gets. It began with a ‘heads-up’ that one of North America’s premier outdoor equipment suppliers is soon to locate in Abbotsford, followed by attendance at a gun and goodies show in Chilliwack on Saturday and the BC Sportsmen’s and Outdoor Show at Tradex with son and grandson on Sunday. Admittedly, in such fine spring weather, it was a bit disconcerting to spend a number of afternoon hours inside but the lure of the latest in gear to make British Columbia’s four-season playground even more enjoyable trumped fence repairing and horse
corral cleaning. Not wanting to waste time Sunday morning awaiting the connection with my son to attend the Outdoor Show, I decided to clip a few sucker branches off a maple in the front yard. Unbeknownst to me, my antics atop the extension ladder with large pruning shears in hand were not only captured on camera but posted to Facebook, with the caption “Old guy up ladder. OMG.” It wasn’t until after the sports show that I saw on my phone, thanks to emails from Facebook, various comments such as “Scary,” “Yikes” and “Oh oh!” relating to my morning activity. Lord, is there no privacy anymore? If nothing else, I resolved never to climb a tall ladder again unless no one with access to a camera is nearby. But I digress. The lure of the outdoors, coupled with the remarkable weather, is rising faster than tree sap right now. At the outdoor show, I spoke to a resort owner located near a lake I like to frequent.
Despite its 4,000-foot altitude, he told me there is no longer any snow on the ground at the resort, and the ice on the lake is already beginning to melt.
The lure of the outdoors, coupled with the remarkable weather, is rising faster than tree sap right now. Time, I’m thinking, to get the tin boat readied, charge the battery in the fish finder and clean out the tackle box. And while I’m on the lake I’ll be dreaming about ways to pad the bank account so I can buy a few of the remarkably innovative, and certainly handy if not at my age impractical, products that were on display. Torn between towing your boat to a fishing spot or taking along the ATV? Not a problem: at the show was a
piece of equipment that loads not only your boat, but its trailer too, onto the back of your pickup, leaving the hitch available to tow other toys or a travel trailer. Got more bucks? There were fullycamperized “toy” trailers, complete with full kitchens, queen beds and enough room in the back for a couple of quads. And if that wasn’t enough, some are even equipped with tents on the roof, obviously erected after you arrive at your favourite playground. As for toys – like the Facebook post of me up the ladder – OMG! There were spectacular ATVs costing more than a new truck, and a side-by-side unit boasting 121 horsepower. Enough power to get you wherever you wish, and at a speed that could take you where you don’t want to go. As to that big destination outdoor gear retailer mentioned earlier, you will soon be reading all about it. I, despite my thin wallet, eagerly await its arrival. markrushton@abbynews.com

End ‘protest’
The other day I went to take some garbage to the transfer station on Gladys and was greeted by some people who didn’t work there. They told me that it wasn’t a trash dumping site and got pretty angry with me. After some back and forth about the whole camp thing going on, they informed me that housing is a right. I disagreed with them and tried to explain to them why they are wrong. If housing is a right, why do I pay
rent and why do others pay a mortgage? I explained that housing is a privilege, like driving. You have to work for it, earn it, pay for it, and respect it. If you don’t do those things then you lose it. I’m fed up with these people and their attitude! They are costing taxpayers thousands of dollars and not giving anything back. It’s time to put an end to this “protest” of theirs! Daryl Derksen Abbotsford
Relocating problem isn’t dealing with it In his March 6 letter “A blend of compassion, tough love, and law and order,” John Redekop indicates a desire to both benefit society, and save taxpayer dollars. I suggest we may benefit by reaching past the low-hanging fruit. And since I believe in moderation, instead of entirely eliminating anyone’s income, I’d go for knocking off 10 per cent a year until: federal politicians find a way to respectfully treat physically and psychologically-injured veterans; provincial politicians quit with the smoke and mirrors and explain how overall debt can increase when coupled with a “surplus” budget; municipal government recognizes that public meetings aren’t just a forum for citizens to blow off steam, but that participants actually want to be heard; and civil servants complete measurable goals, and taxpayers are seldom burdened by golden handshakes. To borrow further from Mr. Redekop, moving these folk from one level of government to another does not deal with the problem, it simply relocates it. Regina Dalton Abbbotsford

no more frustration
No more people getting frustrated with me when I have to ask them “pardon me?” and to repeat what they said to me (sometimes more than once). No more missing half the conversation because I’m in a noisy environment or not sitting directly across from the person. The ringing in my ears has softened to a tolerable level... That’s what happened when I got my hearing aids.
After 10 years+ of frustration, I booked an appointment. Andy discussed my options and we chose hearing aids that would meet my needs. After 1 week, I was asking for the TV to be turned down. At a restaurant, I could hear my entire conversation with a friend. The ringing was diminished. I was using “pardon me” less and less. My only regret in the whole process was not doing it sooner. Thank you! Kelly D.

Three auto thefts related Crime spree involved carjacking in Abbotsford
Monique TAMMINGA Black Press
A suspect is wanted in connection to the theft of three vehicles on March 2 and a carjacking in Abbotsford. At about 3:40 p.m. that day, Langley RCMP received a 911 call from the owner of a F-350 pickup truck who said he had interrupted someone trying to steal his vehicle at 272 Street and 28 Avenue in Aldergrove. The owner told 911 operators he jumped into the box of his truck just as the suspect drove off with it. The suspect driver allegedly attempted to shake the owner off the truck by driving erratically. The driver then stepped on the brakes and the owner went through the rear window from the box of the truck, hitting his head on the dashboard and suffering relatively minor injuries, according to police. The suspect then jumped out of the truck, just six blocks away from where he originally stole it. He managed to immediately pick up another Ford F-350, which ended up being the same truck that police had pursued earlier that morning after it had originally been stolen in Surrey in the area of 126 Street and 88 Avenue.
The driver in that theft had managed to evade police. The Integrated Municipal Provincial Auto Crime Team (IMPACT) was alerted that the stolen truck they had located in Surrey earlier was spotted travelling east on Fraser Highway in Langley towards Abbotsford. As IMPACT investigators made their way, Abbotsford Police received a call from a victim of an alleged carjacking incident in the parking lot of the University of the Fraser Valley. The suspect was able to leave the area in the stolen Hyundai Santa Fe. Minor injuries were sustained by the owner of that vehicle, which was recovered shortly after in the downtown core of Abbotsford. The F-350 stolen from Surrey was recovered in the university parking lot. “Early indications of our investigation are suggesting that the three incidents appear to be related,” said Insp. Peter Jadis, the officer in charge of IMPACT. “We are working very closely with both Langley RCMP and Abbotsford Police Department to find those suspects responsible for these crimes.” IMPACT is appealing to witnesses of any of the three crimes. Anyone with information is asked to call the Langley RCMP at 604-532-3200.

The public is invited to attend this meeting to comment on the proposed OCP amendment. The applicant will be available to answer questions regarding the proposed development. Presentation boards will also be available which will outline the preliminary proposed drawings in greater detail. Man arrested after falling asleep in stolen car Another found with stolen handgun A man who fell asleep in a stolen car and another man caught with a loaded gun were arrested by Abbotsford Police in separate incidents in the last week. A citizen called police just before 6 p.m. on Friday, Feb. 27 to report that a man was passed out behind the wheel of a Honda Civic in the 33500 block of McCallum Place. Police arrived on scene and confirmed the vehicle as stolen. They then woke up the suspect and arrested him. Const. Ian MacDonald said a search of the vehicle resulted in locating several stolen documents and identification connected to recent thefts and break-ins. Christopher James Mitchell, 26, of Burnaby has been charged with possession of stolen property over $5,000, possession of breakin instruments, possession of identity documents, operating a motor vehicle while disqualified, and breach of a court order. On Tuesday, March 3 just before 10 p.m., officers with the Abbotsford Police crime reduction unit checked a Ford F-150 pickup travelling in the area of Mt. Lehman and Downes roads. The licence plate did not match the vehicle,
and officers followed it until the driver pulled into a gas station at 200 Street and 86 Avenue in Langley. Officers checked the vehicle identification number and confirmed the truck was stolen. The driver was arrested and a subsequent search of the vehicle located a loaded 9mm handgun on the floor in the back seat of the truck. Stolen credit cards and identification were also located. Colby Dean Romanchych, a 33-year-old man with connections to Abbotsford, Mission and New Westminster, has now been charged with possession of stolen property over $5,000, possession of a prohibited/restricted firearm, unlawfully occupying a vehicle with a firearm, possession of identity documents and possession of stolen credit cards. Romanchych was previously identified by police as a “prolific offender” and was sentenced to eight months in jail in 2013 after pleading guilty to five of 15 charges in Langley. The charges were related to his shoplifting a water filter from a Home Depot and then assaulting a police officer who tried to arrest him. He was also sentenced for a series of thefts of expensive lottery scratch tickets.

of the Gutenberg Bible, the first mass-produced book in Europe. “These replicas bring us as close as possible to the real thing,” said Hans Kouwenberg in an address he made on Feb. 13 at a private showing. Kouwenberg, board member of the Biblical Museum of Canada Foundation, was responsible for transferring the collection to its new setting at CBC. Rev. Dr. Frederick Metzger, a Christian minister and missionary, amassed and curated the collection over several decades. He has been honoured for his efforts to rescue Jews in Nazi-era Germany and later to assist 4,000 Hungarian refugees in immigrating to Canada. CBC inherited Metzger’s collection after his death in 2011. An open house celebration takes place Saturday, March 14 from 10 a.m. to 4 p.m. at CBC, 2940 Clearbrook Rd. Variety grant to Matthew’s House
Two’s company. Three’s a bundle.
A grant from Variety – The Children’s Charity ensures that children who visit Matthew’s House are safe and secure during their stay. The grant of $6,883 has provided a new locking system, which requires a device to be used to both enter and exit the building. Wendy Toohey, who manages Matthew’s House, said the new system gives peace of mind to families. “We have a number of children that stay with us who would not be able to do so otherwise,” Toohey said. “These are children who live in a completely secure environment at home, which means their respite environment also needs to be completely secure.” Matthew’s House, located next to Abbotsford Regional Hospital, provides respite care for children with complex healthcare issues. $16,000 raised by Yale students
Yale students stayed up all night Friday during their annual Live to Give fundraiser. The first global initiative, then called Dare to Care, raised money in support of water sanitation projects in Kenya through Canadian charity Free the Children. The funds raised this year – $16,000 – will once again go to Free The Children, and will foster alternative income projects in Ecuador designed to help a village to generate sustainable income. The all-night event is organized by the school’s leadership students and features a variety of activities to keep the participants entertained. Activities included themed rooms such as casino royale and the snack shack, a movie, playing games and a professional photo booth. Almost 300 students participated in this year’s event, each fundraising $50 for entry to the event.

with many of them coming at critical junctures to swing the momentum back in UFV’s favour. Dulay was but one of the Cascades’ standouts on this night – four other players scored at least 15 points, including Nate Brown (17), Kadeem Willis (16), Kevon Parchment (15) and Dominique Brooks (15). “We showed a lot of character,” Cascades head coach Adam Friesen said. “These (bronze medal) games can be tough to play in, but starting with our fifth-years, the character of our group really shone through today. We wanted to get a bronze medal and end on a win.” A conference bronze medal is still a terrific accomplishment for fifth-year seniors Willis and Jasper Moedt to end their careers with. “You just reflect on it and realize how important it is to come away with that medal.”
UFV has turned 40. As we celebrate our history, we also dream of growing innovation locally and beyond. We can only do this together with you.

Mouat finds silver lining
Hawks fall one win short of championship The W.J. Mouat Hawks put in a solid effort, but the province’s second-seeded AAA girls basketball team were unable to unseat the top-ranked Brookswood Bobcats in the provincial championships final last Saturday at the Langley Events Centre. In the fifth meeting of the season between the two teams – No. 1 Brookswood had won three of the previous four games – the Hawks fell 60-48 to the Bobcats. Mouat had looked like they could upset the favourites and, after trailing by eight early, rallied to lead 30-29 at the half. But the second half saw Brookswood’s defence come through as they limited the Hawks to just 18 points over the final 20 minutes. Mouat’s Cierra Roufosse led her team with 15 points and Alicia Roufosse picked up player-of-the-game honours in what was Paula Thompson’s final game as the team’s head coach.
