Jobs Minister Shirley Bond. By Tom Fletcher B.C.’s minimum wage is going up by 20 cents in September, and will see annual increases to match the B.C. consumer price index each September after that. It’s the first increase since 2012, when the current wage of $10.25 was set. Jobs Minister Shirley Bond said this year’s increase reflects what would have taken place if indexing to inflation had been in place at that time. The lower minimum wage for restaurant and pub servers is being retained, going from $9 to $9.20 in September. The discount from the general minimum wage will remain at $1.25 per hour to account for

tips earned by servers, Bond said. Piece rates for seasonal piece workers are to receive proportional increases, as are day rates paid to live-in camp counsellors and residential caretakers at apartment buildings. B.C. is the last province in Canada to move to an automatic formula for setting the minimum wage. The annual increase will be announced each March based on the previous year’s consumer price index, and will take effect each September to give small businesses time to prepare. In the case of negative inflation, which the province experienced briefly in recent years, the minimum wage would not be de-

creased. Bond said she expects continued debate on the wage rate, led by the B.C. Federation of Labour, which is calling for an immediate increase to $15 an hour. Naomi Yamamoto, B.C.’s minister of state for small business, said consultation with business was clear that employers want predictable increases, not large jumps. The September increase amounts to about two per cent, keeping B.C.’s minimum wage higher than Alberta and Saskatchewan’s $10.20 an hour. Using a similar formula, Ontario’s minimum wage rose to $11 an hour last year.

Rural Advisory Council members named Members of the Province’s new Rural Advisory Council were announced today by Forests, Lands and Natural Resource Operations Minister Steve Thomson and Parliamentary Secretary Donna Barnett. “There are promising economic opportunities on the horizon for British Columbia and we want to ensure that small and rural communities share fully in the benefits,” said Minister of Forests, Lands and Natural Resource Operations Steve Thomson. The 14 individuals come from different areas of the province. The mandate of the council is to provide input to government policy decisions to best support thriving rural communities, while keeping in mind government’s need to control spending and ensure an overall balanced budget for the Province. Susan Clovechok, executive director of the Columbia Valley Chamber of Com-

merce. Fairmont Hot Springs, is the area’s local member of the Rural Advisory Council. The initial focus for the council will be to provide advice on rural economic development, including rural access to capital and business development support for rural entrepreneurs and businesses. The council will also advise on rural community capacity building, including the Rural Dividend. Members are expected to meet on a quarterly basis, with the first meeting being held March 26-27, 2015, in Victoria. The council will be chaired by Parliamentary Secretary Donna Barnett, with a co-chair to be selected at the first meeting. In September 2014, government released its report entitled Supporting Rural Development: Creating a Voice for Rural British Columbia. In the report, the Province committed to forming a Rural Advisory Council.

City issues pothole damage claim notice Potholes have begun their annual spring appearance on the streets of Cranbrook and are sure to become a hot topic of discussion for residents. Potholes are weather related and can occur at any time of the year. They are normally formed following extreme weather, with the freezing and thawing of sub-surface water from rain or snow runoff that has infiltrated into the ground through surface cracks. The weakening of the pavement structure combined with heavy traffic loads eventually leads to the formation of potholes. The City deals with a large network of streets and Public Works has a fixed number of work crews, equipment and other resources with which it can respond to and repair road defects. “When a pothole is reported to us, the repair work is scheduled and carried out accordingly,” says Public Works Director Joe McGowan. “In normal circumstances our crews can respond to pothole repairs in a

timely manner. During extreme and unfavourable weather conditions when pothole problems are numerous and proper repair work cannot be carried out, only temporary repairs will be made until conditions improve.” To report potholes, please contact the City of Cranbrook Public Works Department at 250-489-0218. The law in British Columbia does not make a municipality legally responsible to ensure that its roads are always free of defects or hazards such as potholes and The Local Government Act, Section 288, provides that a municipality does not have the legal liability for damages that arise from a breakdown in a road. The municipality must be found to have been negligent in the particular circumstances. Motorists are advised that written notice of intent to claim must be provided to a municipality within two (2) months of the events that give rise to the claim – per The Local Government Act, Section 286.

Opinion: The marvels of a science fair by Brian Coombs Somewhat after the age of dinosaurs and before PCs were common it was a different world and this writer participated in a grade 6 science fair. My father, who worked at a hospital, managed to obtain a dehydrated lung and a pickled human heart in a jar for me to use as a display. I did an experiment on the effects of smoking on a healthy lung, using a simple bottle pump and a cigarette; which was lit, in the gymnasium. (I told you it was a different world). While my experiment was a success, nothing else really worked. The dehydrated lung worked well as a Nerf football substitute and was used as such. I dropped the jar containing the pickled heart on the way to the gym, smashing it. My young mind felt that this required a little more ceremony than just dropping the heart into the garbage, so I picked it up and presented it to the ever-patient, nonflappable secretary at the front office. Her slightly raised eyebrow at the still glistening heart plopped on her desk was probably the apex of emotion she showed in her career. A quick call to the custodian and the science teacher took care of the problem and my heart got a new formaldehyde-filled

container. Wonder of wonders, I didn’t win the competition. I can’t remember what experiment did, but at that point, I didn’t really care. What I still remember and what was important to me at the time was everything else about the event. The preparation leading up to the fair was difficult, but fun. We all had time in class to make our reports and I had friends over to my house to help me make the display. I even got to solicit cigarettes from my ne’er-do-well uncle, which was thrilling in its own way. When my home-made pump actually worked, I felt the achievement was on par with the moon landings. On the day of the competition, our school’s entrants mixed with other school’s participants in the gym. We were all nervous but excited as we set up our displays. Our science teacher came over and gathered us all to remind us how to act when the judges came by. He told us to be polite and to only speak when the judge asked us a direct question. Of course, I asked that judge everything from why the sky is blue to why he dressed the way he did and why he was so sweaty. I’m sure none of that helped my cause. Those moving on to the next level of competition were announced

later that day. While I was not one of those named, as I took down my display and carried it home, I still felt an enormous level of accomplishment. And that’s what local kids and young adults will be feeling at the upcoming East Kootenay Regional Science Fair. Every one of them will have researched a project, conducted experiments and using all the resources available—friends, family, Canadian Tire—come up with a display that they are proud of. They will be nervous, they will be excited and they will know, as they look around the College gymnasium, that they are part of a community of doers. That is the true beauty of science fairs. As a child goes through the education system, they (and often their parents) wonder what the real-world use is of what they are being taught. These fairs show tangible applications for the science and math taught at school and as importantly, show the benefit of seeking knowledge outside of the classroom. Whether or not your child brings home a prize from the competition, every entrant is already a winner and every display (at least in the minds of its creators) is a triumph of science. The East Kootenay Regional Science Fair takes place on April 10 and 11 at the College of the Rockies. Check it out and prepare to be thrilled and amazed.

Within the first two weeks of February, 2015, all the customers of Fortis BC had received their 3.5 per cent compounding interest increase on their hydro bill. Apparently Fortis accumulated a large debt. I think we could safely assume the debt would be for the new smart metres that they are installing at all their

customers’ residences and businesses. The downside is that just like the last increase, we are never informed when the debt is paid off. We just keep paying for it the rest of our lives. The present scenario is the same, except for the added fact that this February increase is compound-

If the NDP fail to perform, then this is no time to be complacent. A trust fund could be set up and we all mail in $0.75 and we could sue Fortis ourselves.

David Wilks looking to retain his job as Kootenay-Columbia MP

MP David Wilks will be seeking re-election in the upcoming federal election. Current Member of Parliament in the Kootenay-Columbia riding David Wilks will be seeking re-elect in the 2015 federal election. After spending over

20 years in public service, whether that be through the RCMP, municipal politics or federal politics, the former District of Sparwood mayor said he would

like to continue to work with his constituents to better the KootenayColumbia region. “Most of my adult life has been spent servicing the public,” Wilks

said. “I believe that we have an opportunity to work with all constituents to make things better throughout the riding and I look forward to doing that again in 2015.” Wilks noted that although the KootenayColumbia Conservative party does not have a platform yet, improvements to the Trans Canada Highway is the most important project on his radar at this point in time. “It continues to be the main focus,” he stressed. “I’ve been able to get significant money for that highway in the last four years and I will continue to move forward [with that project].” Wilks went on to say, “The other thing that I think is very important is working with all municipal governments to ensure that they’re aware of the opportunities that are available to them through the federal government through the grant process or funding announcements.”

CBT gives to Avalanche Canada Winter backcountry users in the Columbia Basin can expect greater things over the next two years following the Columbia Basin Trust’s $325,000 donation to Avalanche Canada. Avalanche Canada is a national public avalanche safety organization. They made a stop in Fernie earlier this year to deliver updated news on their progress, including a new userfriendly website that allows locals to submit their own snow pack observations to the Mountain Information Network. “We are honoured by this support from Co-

lumbia Basin Trust,” said Gilles Valade, Executive Director of Avalanche Canada in a press release. “Today’s announcement is vital to the maintenance of our service level for the backcountry community, and it will also allow us to continue to innovate avalanche risk management tools.” “The services of Avalanche Canada are essential when it comes to winter safety, both here and elsewhere in the country,” said Neil Muth, Columbia Basin Trust President and CEO. “We know that both residents and visitors to the Basin benefit

greatly from the daily bulletins and avalanche warnings.” The money was granted to Avalanche Canada through a one-time grant of $125,000 and an additional $100,000 per year for the next two years. The funds will be put toward Avalanche Canada’s ongoing activities such as the Public Avalanche Warning Service, training courses, youthspecific initiatives and further development of Avalanche Canada’s website and the Mountain Information Network.

Construction Question Why can’t I get warm? by Menno Dueck Is your house or commercial building hard to heat? Are you constantly adjusting the thermostat? Yes, you may have an old, inefficient heat source, but before you start researching the latest and greatest heat products on the market, have you considered it might be the building itself that needs a boost in R-value (the ability of an insulating material to resist heat flow)? Our 70’s bungalow never felt warm in the winter (or cool in the summer). Exterior walls were cold to the touch on the inside, windows were draughty, and when snow melted on the roof you could see the outlines of the rafters; definite signs of heat loss. Most people think that changing to high efficiency windows is the first step in decreasing heat loss (and heat bills). Keeping in mind that windows cover a small percentage of the square footage of a building’s envelope, we opted to go after the main culprit, our house! Air circulation in the attic was extremely poor. In fact, someone had blown in insulation right over the original plywood soffiting (which was now rotten). The original soffiting along with the insulation over top of it was removed; insulation stops and perforated aluminum soffiting was installed; and the old end-of-life shingles were replaced with metal roofing including full-length ridge vent. Phase 1 complete. Phase 2 (done the following year) addressed increasing the R-value of the walls. Existing siding was removed and walls were strapped. Atlas 1 ½”rigid exterior wall insulation, foil on both sides, was added and to further increase R-value, walls were sheeted with ½” plywood. Typar weather resistant house wrap was attached, allowing the house to breathe, and new siding installed. Addressing the main sources of heat loss in our house (attic and walls) has made an incredible difference to our comfort level. We kept the original furnace, set to only come on for an hour or two before we get up; the rest of the time we use a small infrared heater. Our house is cozy warm, our heat bills shrunk, and we’re cooler in the summer. Phase 3, replacing our windows, is on the “to do list”. Missed an article or two?
