The new ReStore building could be launched before the end of summer if a couple of conditions are met. At a special council meeting on March 4, Councillor Neil Krog made a proposal for council to proceed with the request from Multi-Agency Accommodation Project (MAAP) to potentially extend the lease from five years to 10 and further that the request is contingent on funding and public notice. The MAAP project, which is at 7212 Riverside Drive, currently houses Whispers of Hope thrift shop and soup kitchen, and the Boundary Emergency Shelter (BETHS). Also partnering in the MAAP project is Habitat for Humanity Southeast B.C., although they are currently out on Sagamore Road as the ReStore building. Councillor Chris Hammett said the request is contingent on Habitat for Humanity Southeast BC receiving funding as well as the request going to public notice. According to a proposal from Jim Harrison, vice-chair for BETHS, Habitat would receive a $100,000 grant from B.C. Housing for the construction of three transitional housing units conditional to receiving the lease extension. Habitat plans to build a ReStore building on the MAAP lot in the near future. Currently, ReStore is open out on Sagamore Road in a rented building. Above the ReStore would be the transitional housing units, operated by BETHS, as well as office space. Council originally heard the original proposal to extend the lease on Feb. 10 at their regular council meeting and at that time deferred the motion 5-2. “We’ll have to see how they proceed • See RESTORE page A12

After six years and nine months with the Grand Forks and Midway RCMP detachment, Staff Sgt. Jim Harrison has accepted a position at the district office in Kelowna. “I’ve been transferred to Kelowna to our district management team,” said Harrison to the Gazette on Tuesday. “I’m not the detachment commander anymore.” Harrison and his wife will remain in Grand Forks until they are able to sell their house here. As long as he remains here, he expects to continue to be involved with the Multi-Agency Accommodation Project (MAAP) and with BETHS (Boundary Extreme Weather Shelter), where he sits as vice-chair.

I’ve been very involved in the community and will continue to be involved in the community right until the day I move.” He said he is not aware of any replacement for him being named for the Grand Forks and Midway RCMP detachments. In the mean time, Cpl. Richard Lanz will take over as commander for Grand Forks and Midway. “It’s been a pleasure working in this community,” added Harrison. “I want to thank everyone who I had an opportunity to work with. I’ve had the pleasure of being involved in some pretty important things in our community. It’s been home for my wife and I.”

1910: Doukhobors secure 1,200 acres 1905 Work has progressed rapidly on the moving of the P. Burns building and it is expected that it will be set up on the new foundation next to Clark Bros. 1910 A deal has been closed whereby the Doukhobors secured 1,200 acres more of land in the valley. The land secured is the Vaughan property which consists of some of the best land in the valley. The sale included all of the horses and machinery on the property as well as the land. 1915 A proposal to hold a joint winter poultry show which may eventually become the great poultry show of the Interior, to be held at Trail, Nelson and Grand Forks alternately, was considered by the Grand Forks Poultry Association. 1920 With the coming of irrigation in the valley, the 211-acre Big Y ranch is to be cut into smaller tracts and placed on the market. At least this is the intention of Lorne A. Campbell, president of Big Y Orchards Ltd. 1925 For the purpose of raising at least $250 to purchase new instruments and to make necessary repairs to the old ones, the Grand Forks Citizens’ Band is putting on a big drive by open collection. 1930 One of the really fine ranch homes of the valley, representing an investment of over $20,000, was this week sold to Harry Matthews of Trail. Owned by Malcolm Henderson and located two miles east of Grand Forks, this property has been one of the show places of the valley. 1935 Dentonia Mine at Jewel Lake has stepped up its mill to 100 tons of ore daily and directors report that operating

costs in February did not exceed $10,000. 1940 A number of trucks have been employed by the public works department this week, graveling the road approaching

Doukhobor hill. 1945 The Red Cross drive for donations in Grand Forks chalked up a grand total of $1,327.35 towards the quota of $2,000 which must be raised by the end of next week. 1950 Peggy Henniger and Betty Siminoff left for the coast to represent Grand Forks in the high school conference to be held at UBC. 1955 An estimated 14 men and women of the Sons of Freedom sect have been on a hunger strike for the past eight to 14 days. The hunger strike was in protest of the government-ordered separation of Sons of Freedom parents and children. The parents had refused to send schoolage children to provincial schools. 1960 Getting ready to ‘crack the books’ again is Dr. E.E. Tomashewsky of Grand Forks, who last week received word he had won a $500 scholarship to study medicine for two weeks at any school in the United States or Canada. 1965 Bridesville - Jacob Harfman paid the highest price ever attained for a bull at the Calgary spring bull sale. The sum was $5,000. The Hereford bull will be used for breeding with his herd on his ranch west of Bridesville. 1970 Winners of a card party held at Brown Creek School up North Fork were Lorrie Pavan, Don Nielsen, Howard Bryant and Andy Surinak.

1975 The new government agent at the Grand Forks Courthouse is Seiji Matsuo, who comes from Smithers. 1980 The year 1979 saw assets of Grand Forks District Savings Credit Union grow by about 16 per cent ($4 million) to a total of about $29 million and membership increased by 4.5 per cent to 7,650, the board of directors reported. 1985 Fields, a chain of stores in operation for 36 years, retailing low-priced family clothing, opened in Grand Forks on March 13. 1990 Students, former students, teachers, former teachers and parents gathered at Hutton School in Grand Forks to celebrate 25 years of serving the educational needs of the community. 1995 Greenwood resident Marg Kovacs will be presented with a recognition badge by Premier Mike Harcourt at an Honour, Rescue and Bravery Ceremony in Vancouver, for her volunteer work with the Royal Life Saving Society of Canada. Kovacs promotes water-safety education, and acts as a liaison between the society’s main office and eight pool facilities in the West Kootenays. Kovacs is a lifeguard at the Grand Forks Aquatic Centre. 2000 The historic Longhorn Hotel was razed by fire in the early hours of March 9. About 20 firefighters arrived on the scene to battle the blaze but could do little to save the structure built in 1898. 2005 Police are again dealing with a number of issues relating to crime and disorder that have been occurring on Thursday evenings. The vast majority of these incidents are youth-related. Corporal Keane of the Grand Forks RCMP said, “The four-day school week has made Thursday evening our peak time.”

Daisy

Daisy is my 7-year-old helper lab. She’s a natural: if I drop something, she picks it up before I do. She carries all the meat from the freezer, even an awkward 5-pound roast. She goes to get the mail with my husband and has to have something to carry home. She will get into our dryer and get those pesky socks that stay way in the back. We have 5 other dogs, a cat and 3 horses to complete Daisy’s critter family! She is a crazy ball dog and will insist on at least one game a day. If she can get her humans to cooperate, she is always game for a game! I had hernia surgery in November and couldn’t have managed the laundry without her. Daisy and her full sister Tikka live with my son and his family but spend their days with me while they are busy working. She has a new job keeping the bad dreams away from her little human Emily and takes it very seriously! Sponsored by

Respect outdoors, club asks CRAIG LINDSAY

Grand Forks Gazette

Zorn said the ATV club has reached out to such agencies and groups as the Ministry of Forests, Lands and Natural Resource Operations, Parks and Recreation, Ministry of Environment and the RCMP to discuss options. “We would like to have education programs,” he said. “Some of the options include ticketing people for damaging the environment. But we’d like to go with the education program first because we feel that people in their hearts want to do the right thing and that’s its just a few of them that are ruining it for the rest of us.” Zorn said they are also looking at having biologists up in the staging area to talk to people. New off-road licensing regulations will make enforcement of those going off-road much easier, said Connie Herman, Natural Resource Officer, Kootenay/Boundary Region, Compliance and Enforcement Branch, Ministry of Forests, Lands and Natural Resource Operations, Grand Forks Field Office.

With spring arriving early this year, the Morrissey Creek staging area is seeing lots of use. Unfortunately, not all those using the area are treating it with respect. The Grand Forks ATV Club is hoping to continue to be proactive and provide as much education as possible to encourage all multi-users who use the area to be respectful of property owners, the environment and to stay on the trails. “The Morrissey Creek staging area is a multi-use trails project and it’s been a huge success,” said Doug Zorn, vice-president of the ATV club. “If you’re up there on the weekend you’ve seen 25-50 people with young families who’ve really respected the area.” Zorn said it’s great how families are using the kiosks for information, and the picnic tables and washrooms. “Unfortunately, there are a few folks who have gone up but not stayed on the trails. They’ve gone on Crown land. What happens on Crown land is that being a southern slope, it gets eroded, trails get put in, and when we have a rain event it just washes out and creates a mud problem (and the spreading of noxious weeds).” Zorn added that most of the people who regularly use the trails are great. “Ninety per cent of the people stay on the trails, hike, bike, horseback ride, motorcycle and quad in the right and correct area. Unfortunately, there are a few that An example of environmental damage. don’t respect the area.”

“It’s a way to track people for the damages and responsibility,” she said. The Off-Road Vehicle (ORV) Act has been administered in stages and will fully come into effect this June. The ORV act covers snowmobiles, all-terrain vehicles (ATVs or quads), off-road motorcycles, sideby-sides and dual purpose on-highway vehicles such as jeeps, trucks and SUVs. The act for the most part applies only to Crown land—private land will be exempt with a few exceptions. “Modernizing the registration scheme will help enforcement officers better identify irresponsible ORV riders who endanger others, damage the environment or harm animals,” said Herman. “In addition, it will help enforcement officers track stolen vehicles since ICBC’s registration data would be available to officers 24/7.” The minimum fine for violation of the ORV act is set at $575, while the maximum fine is $100,000.

For the second year in a row, Johnny’s Motel in Grand Forks has finished in the top 25 among bargain hotels in Canada in TripAdvisor.com’s rankings. Owners Clive and Nicky Robinson, who have owned Johnny’s for just over 10 years, are very pleased with their ranking and say they have worked very hard for it. “This is our second year of being in the top 25,” said Clive. “That’s TripAdvisor’s top one per cent. As regards to accommodation, they’re the world’s number one source of information.” Clive said that the B.C. Approved Accommodation Guide, which used to feature all the accommodations in the province, no longer inspects all the properties but instead relies on TripAdvisor.com. “It’s damned hard work but really good for business,” he said. “That’s the top 25 of budget motels in the country.” Clive said the rankings are determined by customer reviews. “It comes down to your guest reviews,” he said, “and the feedback you get from your guests. It’s empowering for the guests at the end of the day. It’s good. The guests have much more power.” Listening to the needs of the guests is key, he added. Clive said the popularity of the Internet and social media has really changed how people look into booking accommodations. “Gone are the days when you would just drive around town looking for a motel that didn’t look too scary,” he said. “Nowadays, people have all the information in their pockets. The market has really turned on its head in the last two years.” THE CORPORATION OF THE CITY OF GRAND FORKS

A few bad apples spoil the lot With Grand Forks residents seeing much more sunshine as we transition into spring, it’s natural to see everyone heading outdoors. We have some great resources right at our door step. Two beautiful rivers offer plenty of natural spots for jumping and swimming in. There’s also plenty of great trails to go hiking, biking, running or ATVing. But with everything else, we need to be aware of our surroundings and treat the world around us with care. If you go into the woods today, be sure to take out all the garbage you bring in with you. Nobody wants to see piles of crap piling up all over the place creating hazards for cyclists and ATVers alike. Also, be sure to stick to the pre-set trails. There are plenty of long trails that everyone can use without yahoos going off-road and making a mess of already delicate ecoA LITTLE systems. Snow didn’t stand a chance The snow in that school sports field didn’t stand a chance. By the end of the lunch recess, the kids had the field cleaned off and that icing sugar landscape I’d seen from my window had been replaced by numerous snowmen standing in a grass lot that were going through various stages of meltdown. *** Many years ago I was looking through a real estate flyer and noticed one listing advertising a tennis court on the property. Another offering was described as a “tennis property.” I asked the real estate agent what that meant and was told that the lot was large enough that there was room to put a tennis court in if the new owner was so inclined. At the time I was partnering on an 81-hectare farm (200 acre) on the hill overlooking

Rock Creek and I asked the agent if, seeing as we had so much open ground, we could list that as a tennis property. Apparently not. I guess that’s why you don’t see a lot of farmers out playing tennis after the cows have been milked. That and maybe the ALC. Both Midway and Greenwood have public courts, though, as does Grand Forks. It’s not quite as convenient for the farmers as having their own court, but it’s only a short trip to get to one town or the other. People in the Lower Mainland think nothing of having to travel for 20 or 30 minutes to get to the doctor or the hairdresser or the mall with the sale. So realistically, those of us country folk who have an itchy tennis elbow can get in a game whenever we like. Wintertime might be a bit

of a hindrance, but what you can do for that is to invite all of the kids from the local elementary school to come over and make a few snowmen for you. *** You know how they say a picture is worth a thousand words? I think that phrase originated in the newspaper industry, because if you print the picture big enough on the page it will take up the same amount of space as a thousand words. And filling up blank space on a sheet of newsprint is a lot of what this job is all about. “All the news that’s print to fit” is our mantra, you know. Wrong location for ReStore

Editor, The Gazette: The Habitat ReStore is the right project in the wrong location. I am a major supporter of Habitat; in fact, a family member is a homeowner thanks to this fine organization. I value their extensive work in helping to create a diverse, well- integrated community. However, I also value our commons— including a publicly accessible, attractive riverfront. That particular area where Habitat wants to build the Restore is especially significant because it is next to the “Grand Forks” where the Kettle and Granby rivers join. Preserving and expanding the riverfront walkways, services and parks in that historic area to attract locals and tourists is an important component in an economic development plan.

City council has a responsibility to base land use decisions on what’s best for our community both for the present and future. At this time of a downturn in our local economy, I believe it would be short-sighted to place a building supply business with a temporary lease on prime downtown riverfront. Some possible alternate locations might include the Province Hotel lot [behind CIBC], the bus station, and the industrial parks. I urge city council and the citizens of Grand Forks to take a thoughtful, unhurried approach to this matter so that a creative solution for finding a suitable location for the ReStore is achieved. If we take this approach, a win/win outcome is possible. Christy Luke, Grand Forks

On Monday, March 23 you are personally invited to participate, comment and collaborate regarding how you wish to see our community develop ...or to simply become better informed by asking questions. This is a sincere invitation from your elected officials to collaborate on an innovative and exciting fusion of heritage, sustainability, economic development, infrastructure management, alternative transportation, recreation, social fabric, arts and culture... Your mayor and council are asking for your personal input right from the beginning, and I appeal to the citizens of Grand Forks to attend in a positive, collaborative, respectful and open manner so that you can engage in the many creative possibilities of this vital community dialogue. Mark your calendar: May 23, upstairs in City Hall, 3 - 7 p.m. Peter Matheson, Grand Forks

Be an informed observer

Residents of Grand Forks who have become regular observers of meetings of city council may wish to raise their level of awareness of why things happen the way they do in council meetings and City Hall, and why they need to happen at all. Stalwarts might wish to read the Community Charter and the Local Government Act, the two acts that govern the operation of municipalities across B.C. or they can turn to a Handbook for Municipal Councils prepared in 2008 by Staples McDonald Steward, a law firm in Victoria. Rousing The handbook was written for newly elected maythe Rabble ors and councillors and those who have political aspirations. Both acts and the handbook can be ROY RONAGHAN found on line. A few questions and some brief answers may serve to enlighten council watchers who have been trying to make sense of how local government functions. Is the City of Grand Forks autonomous in its decision-making role? Civic and regional governments are creations of the provincial government. They are empowered by the Community Charter and the Local Government Act. They have no powers outside those described in the acts. Local governments have power to approve bylaws and deal with the day-to-day operational issues facing their communities.

What rules govern the conduct of council meetings? Meetings are conducted according to Robert’s Rules of Order and the more familiar the mayor and councillors are with the rules, the more expeditious they will be in their decision-making role. Does the mayor have special privileges at council meetings? The mayor has the same rights and privileges as council members. He may make motions and enter the debate. Does the mayor have special duties and responsibilities? Once elected, the mayor automatically becomes the chief executive officer (CEO) of the Corporation of the City of Grand Forks. The CEO is not an administrative post and the mayor should not enter that realm. The mayor’s effectiveness depends on a capacity to communicate with councillors and residents on all matters of concern to the operation of the city. The Community Charter assigns specific statutory duties and responsibilities to the mayor. Included are: providing leadership, recommending bylaws to council, communicating information to council, presiding at meetings of council, establishing standing committees, carrying out duties on behalf of council, and above all, expressing the will of council.

What special duties does the Chief Administrative Officer (CAO) have? The CAO is the city’s manager and if he is to be effective in his management role he must have a sincere, open and unbiased relationship with the mayor and councillors. The CAO is the only link between the elected officials and the city staff on official matters related to the city’s operation. How is a matter placed before the council for debate? Any councillor may make a motion to place a matter before council for debate. If the motion is to be discussed it must be seconded by another councillor. The councillor who seconds the motion need not be in support. How can order be maintained during meetings? Responsibility for the conduct of meetings rests with the mayor who can expel anyone within the council chambers—including a councillor—who behaves inappropriately. The guide for the conduct of meetings is Robert’s Rules of Order.

Why are some meetings held “in-camera”? In-camera meetings are purposefully not open to the public and may not be open to staff. Meetings are closed when matters such as personnel, the purchase and disposal of land, and legal issues are discussed. Council has the power to decide what matters will be discussed in camera. If the foregoing questions and brief answers have stirred some interest in knowing more about what happens in council chambers and around the city related to its dayto-day operation, they have served their purpose. If we wish to criticize, we should do so from an informed position.

BOUNDARY BABE RUTH & CAL RIPKEN

Medicine Tree helped senior Editor, The Gazette: I would like to express my thanks to Jim Leslie and The Kootenay’s Medicine Tree for helping my 81-year-old grandmother through the pain and difficulty of a dire medical condition. In the fall, my grandmother reported having a sharp pain in her stomach region. Over the course of a month, she sought medical attention on four different occasions. Though the condition was worsening, the conclusion was that the discomfort was related to stress. Beyond that, things seemed to check out and she was sent home. As it turned out, she had a perforated bowel—a potentially life-threatening condition. It had worsened to the point where she could not even drink water, as every time she tried to put anything into her system, it was followed by such an intensity of pain that she would vomit. She was dehydrated, nauseated, and her sleep was at a minimal due to the severe discomfort. My grandmother is a bit of an anomaly— throughout the course of her life, she has reacted very adversely to conventional medicines. As a result, she is very wary of taking most things. This put my family in a major predicament, where every decision was a life or death one. It felt like a Russian roulette marathon. In desperation, I went to the Kootenay’s Medicine Tree. We did not expect that my grandmother would live, but if there was anything that could provide her with some ease without risking a severe adverse reaction while she was so weak and frail, that was worthy of a try. In this situation, the collaboration of both

medical systems, conventional and alternative, came together to help my grandmother heal. Through the conventional medical system, an antibiotic was given to eliminate the bacteria that was poisoning her system. Through the Kootenay’s Medicine Tree, she was provided medicine that eased her pain, reduced her nausea, and allowed her to rest. Words cannot express the complete relief and gratitude that my family felt after first giving my grandmother the medicine that Jim Leslie had provided; within 30 minutes, we watched her fall asleep. Up until this point, she had been so alert with pain that this hadn’t happened. We had fully been anticipating her death, but now she was at peace, and she was healing. When she woke up, I asked her if she noticed anything when she took the medicine. She said that she was no longer nauseous from the spinning room caused by the immense, sharp pain, and that she was able to rest. With regards to substance use, my grandmother has lived her life as straight and narrow as they come. She has followed the notion of abstaining from substances that could cloud her spirit and connection to the divine. She is, however, a human being with her own set of ailments and her own unique biology that reacts adversely to some things, while responding well to others. Why should she be prevented from using something that helps her and doesn’t hurt her in other ways? Tanya Shelestynski and the family of Nell Parfiniuk, Grand Forks

Sidewalks difficult to access Editor, The Gazette: I bought a senior’s scooter lately. I will tell you not all sidewalks in Grand Forks are perfect. Where a person comes to the edge of a sidewalk, before crossing the street to the other side, take a good look to see what I mean. You will be surprised what they look like.

Unless you ride in a car most of the time, you will never know how the rest of Grand Forks’ sidewalks are like until you have to travel on them with a scooter. I would like to see something done to them in the near future. Annie McKay, Grand Forks

With feelings different

Here sits a boy, who was born to write and play, But instead he sits trapped, labouring all day. Out the window pane his eyes look. For a dream to someday be free without sigh. His body is worn, battered and broken. Yet deep inside, the boy’s hopes remain high. But one foul night, a sickness was started. Deep down, into the lungs of the boys it darted. A poem about child labour, Slowly it grew, as more boys began to fall. by GFSS Grade 9 student The production of factories, slowly began to stall. Now these lost dreams, sit in a still factory, Ryelee Brooks still vigilant. In hopes a new boy will once find them, with feelings different.

With thanks The Boundary Restorative Justice Program met recently to recognize long-time coordinator Richard Tarnoff, who is leaving the community. Richard’s outstanding contribution to the community program will be remembered as he receives an Award of Recognition from Staff Sgt. Jim Harrison.

Spray Park gets approval COUNCIL BRIEFS Rotary’s spray park project will be completed this year thanks to early budget approval from Grand Forks City Council. Following a presentation by Rotary Club of Grand Forks members Lynne Burch and Maxine Ruzicka at the Committee of the Whole (COTW) meeting earlier in the day, council voted unanimously at its regular meeting March 9 to approve $200,000 as allocated in the previous year’s financial plan. Further, council approved the request that construction and installation of the project be sole sourced to Rec Tec Industries and Argosy Construction, due to their unique donations to the project. Perepelkin Bench

The city will provide in-kind assistance to the Grand Forks Community Trails Society for the placement of a commemorative bench on the Observation Mountain Trail. Councillors voted unanimously in favour of the motion, following a presentation by society member Chris Moslin earlier in the day at the COTW meeting. The bench would be known as the “Perepelkin Bench.” “This trail development is part of the city’s trails legacy and planning for trails development. Peter Perepelkin was a trails patron who had donated $1,000 to the trails society specifically to develop this trail and to make it more,” the society’s formal request stated. Pickle ball court

More information is needed before the city agrees to repurpose a tennis court at Barbara Ann Park into pickle ball courts. That decision followed a delegation earlier in the day at the COTW meeting, which saw pickle ball player George Longden explain the request. There are tennis courts at Grand Forks Secondary School, but the courts at Barbara Ann are infrequently used—and there is, he said, a growing interest in pickle ball. Repurposing one of the tennis courts would create

four pickle ball courts. Longden wasn’t able to give any specifics as to the cost of repurposing (possibly resurfacing), but did say the City of Trail had recently repurposed a court and it cost about $16,000. City staff was directed to prepare an analysis and cost of the project. Request to support youth parliament

The question of whether or not to financially support the B.C. Youth Parliament resulted in much debate amongst councilors. Local youth Jacob Noseworthy, Minister of the Interior of the 86th B.C. Youth Parliament, appealed in writing to council for financial assistance to help with the future of the organization. “With an operating budget of approximately $10,000, British Columbia Youth Parliament depends on the generosity of private donors in order to help fund our projects,” Noseworthy wrote. The city has no grant-in-aid policy, confirmed CAO Doug Allin. Despite that fact, said Coun. Colleen Ross, “I think it’s something we need to support as a habit, to get behind our youth.” Coun. Julia Butler countered, saying the city’s main priority is to keep essential services running. Council made a motion to invite Noseworthy to the next COTW meeting to describe the program. Butler was the only councillor to vote against the motion.

World Day of Prayer It’s true! There were two of the national birds of the Bahamas spotted at the World Day of Prayer Service at the Senior Citizens’ Centre on Friday, March 6. The service was written by the women of the Bahamas and was both informative and meaningful. The event was hosted by St. John’s United Church, with eight other congregations also taking part in the service. There were 78 people in attendance and they enjoyed the inviting Bahamian décor, the lovely service, the refreshments, and the opportunity to visit with one another. Pictured are some of the day’s organizers: Kersti Jakobsson, Jean Daniels, Merle Vanderburgh and Ruth Manson.

Camping reservations open

Coun. Butler proposed a motion to instruct staff to enforce the deer feeding bylaw, which passed unanimously.

Campers, set your alarm clocks—Discover Camping, the province’s camping reservation system, opened for business at 9 a.m. Sunday, March 15. Just a few clicks is all it takes to reserve a campsite in many provincial parks, up to three months in advance through the Discover Camping website www.DiscoverCamping.ca. Bookings can also be made through the call centre at 1-800-689-9025. Up to three reservations can be made in one easy transaction for those avid explorers looking to book more than one camping excursion. New for the 2015 camping season, families can now reserve campsites in Summit Lake, Juniper Lake, Whiskers Point and Kootenay Lake provincial parks. More campsites are also available in Mount Robson and Kentucky Alleyne provincial parks.

Amendments to Bylaw 1957—Schedule 2 (re Noise Control Bylaw No. 1963) and Amendment Schedule 4 (re Unsightly Premises Bylaw No. 1962)—were given first three readings all of which passed.

The name of the Doukhobor historian mentioned on page A3 of the March 11, 2015 Gazette was misspelled. It should have read BILL ROZINKIN. Rozinkin, who worked for over 40 years with the Nelson Daily News, passed away in 2007. The Gazette apologizes for any inconvenience.

That Manly Lady

Grand Forks Gazette

I was first made aware of this unique story about our towns’ early history by none other than Alice Glanville, an iconic Grand Forks lady and historian, while dealing with her on the purchase of her home a few years back. Alice mused that she would liked to have known such a lady from the late 1890s with that much spunk and vigor. I too, share her sentiments, and even by today’s standards she would have been an outstanding woman. It is a story worth repeating and so I took the liberty of retelling it in my own rhyming version. And with apologies to Robert Service—ENJOY. – Terry Hynes

There were strange things done ’neath the Boundary sun by those pioneer folks of old. The Granby trails have their secret tales that would make your blood run cold.

It was gossiped with glee and discussed over tea, her shameless unladylike tryst. Of all the folks local, one voice was more vocal in feeding that rumour-mill grist.

She waited at home ‘till he passed by alone, then set out to follow behind. She was dressed oh so grand, paper sack in her hand, revenge playing scenes in her mind.

There’s a story worth reading, of a lady with breeding, the sweetest you ever would meet. ‘pon hearing the gossip that flowed like a faucet, did horse-whip a man in the street.

Now was he a cad, or was it he had an insiders fine point of view, of what our sweet lady, behaving quite shady, was up to and what she did do?

With a smile on her face she hastened her pace, and strode swiftly up on his track. She chewed on her lip and smartly did slip her hand quickly into the sack.

Now the rumours thus go, (I’m not saying they’re so), and somehow they seem out of place, ‘bout the wife so fair, of our city’s first mayor, a lady with charm and sweet grace.

As the Townsite’s new boss was he ruing the loss of yearnings he had in his heart? For clearly he’d known, she never had shown to him but a smile on her part.

With a talon-like grip she pulled out a whip and struck him a blow to his back. Three times, maybe four, she struck him once more before he could dodge her attack.

That whole summer long our mayor was oft’ gone on business affairs of the town. With a big empty house, and neglected by spouse, she wandered alone up and down.

But that didn’t cause to give him much pause in spreadin’ those stories unfair. When her husband returned, his ears fairly burned, with rumours of his wife’s affair.

“Mr. Cummings sir you’re a worthless cur, so I’ll whip you like a hound. But I’ll shoot you dead with an ounce of lead if another false story goes ‘round.”

It happened one day, with His Honor away she stopped by the new city hall. On seeing the clerk her head gave a jerk, she thought him most fetching of all.

She swore it was lies and hotly denies, that anything ever took place. She vowed to her spouse she’d challenge that louse and promised she’d save family face.

She let go the whip and with hands on her hip marched off with a glare to the crowd. Mr. Cummings alas looked a right proper ass, proclaiming his innocence loud.

As the summer wore on, with her husband still gone, she spent many days at his work. She’d make an excuse, (but ‘twas simply a ruse), her aim was to see the young clerk.

She thought up a plan for facing this man that wanted to ruin her name. A revenge so striking, (and not to his liking), he’d never see whence from it came.

Now, I’m not as wise as them newspaper guys but I’m thinking that most of it’s true. Just have a good look in our old history book, you’ll find these and more stories too.

They sometimes would walk, (which fueled more talk), alongside each other so sweet. From Golden Heights ridge to the North Fork’s new bridge, the rumour mills picked up their beat.

His habit each day when making his way to work at his Township employ, was to walk down the road right past her abode, which helped shape a plan she’d enjoy.

There were strange things done ‘neath the Boundary sun by those pioneer folks of old. The Granby trails have their secret tales that would make your blood run cold. ~ Terry Hynes 01/18/15`

CAROLE GRAHAM

z GFREC Report

for the Grand Forks Gazette

The Grand Forks Curling Club is celebrating their 50th anniversary of the Rocker Reynolds Mixed Bonspiel March 27-29. In the days of natural ice, when the spring weather turned warm, the best way to get a rock to the house was to “rock it down” the sheet. Ted Reynolds, “Mr. Curler of Grand Forks”, became a master of “rocking” a rock down the ice. Since he was so involved in the curling club, the members decided to name the bonspiel after him in 1965, and bought a new trophy dedicated to him— hence the name Rocker Reynolds Bonspiel. And, as it turned out, Ted was on the Jack Acres’ rink that year and they won the “A” event. The Rocker Reynolds has been played every year since, with the exception of 1976 when the move was being made from the “old curling rink” to the curling rink currently being used. The Grand Forks Curling Club was honoured to have the noted and recognized CBC sports broadcaster, Ted Reynolds Jr., Ted “Rocker” Reynolds’ son who was born in Grand Forks, in attendance at both the Silver Anniversary Bonspiel in 1990 and the 40th Rocker Reynolds in 2005. Our theme for this year ’s commemorative Rocker Reynolds is “The ‘60s” and we are inviting everyone to join us in making this a memorable event. This is a three-event mixed bonspiel, with a “Team Draw to the Button” competition; also a ‘60’s theme for the Saturday evening banquet, dance and fun. The cost is $220 per team.To register call Jan at 250-442-3916 or email ccgf@telus.net.

Pollywogs hit the water The highly anticipated Pollywog program will start right after spring break on Tuesday, April 7. The program runs Tuesdays and Thursdays, April 7 - 30. Kids ages five to eight will experience individual and team-based activities providing swim strength and endurance development. The only prerequisite is a love for the water. Pollywogs is offered once a year so don’t let your kids miss out. Register today. Play ball! Boundary Babe Ruth Baseball is taking registration now for the 2015 T-ball and Baseball season. Registration forms are available at the recreation office. Registration and payment can be made at our office if paying with cash or cheque. Boundary Babe Ruth is also in need of volunteers from coaching to administration. If you are interested in helping our local children learn team play, cooperation, responsibility, coordination and more through the wonderful sport of baseball, contact the recreation office for details on how you can get involved. *** For what’s happening this spring give GFREC a call at 250-4422202 or visit our website at www.rdkb.com.

Youth soccer almost ready for kick off CRAIG LINDSAY

Grand Forks Gazette

Spring soccer sign-up continues to go very well for the Boundary Youth Soccer Association (BYSA). According to program administrator Jeff Young, numbers are down for Under 16. “So we will be playing smallsided soccer for that bunch, but it will be challenging and fun. As well, we are in talks with some other groups to arrange some tournaments or fun game events.” The U9 group is the largest division, which Young attributes to the success of the K4K program which started up a few years ago. BYSA recently held their coaches clinic and were pleased to say that they now have coaches for all the teams they needed help with. “Thirty-six coaches in all this year for a total of 28 teams,” said Young. “Add to that our great K4K bunch doing their thing in Christina Lake, Grand Forks and the West Boundary this year.” First games of the season for the BYSA (except for the K4K) will be in

Midway on April 12. The league consists of five separate divisions: Under 7, U9, U11, U13 and U16. The K4F group, which is for three and four year-olds, goes twice during the week. “At this time I am just finalizing the rosters and in the next week will be sending the coaches their lists,” said Young. “The coaches will then in turn start calling their players around the end of March to organize that first practice. First practices are important to attend as it is at this time your coach will want to engage you in how the season will look, identify a team manager, and clear up or answer any questions that you may have in regards to practices, BYSA policies, etc.” The league plays every Sunday and finishes up with the spring season wrapup tournament in Grand Forks at GFSS on Saturday, June 27. Teams practice once a week on their own during the season. For more information or to register please check out the BYSA website at www.boundaryyouthsoccer.com.

Lightning go from worst to first The BE Lightning beat the Jets 3-2 in the final game of the best of three series for the Boundary Adult Hockey League’s prestigious cup. The Lightning finished last in the five-team league but was able to go on an unprecedented playoff run winning three series to capture the title. Rick Rougeau had a pair of goals for the Jets while Brady Dunbar, Kevin Horne and Shawn Lockhart each had one for the Lightning. The BAHL runs from September to March and is a competitive league with an emphasis on league parity. All teams are redrafted each year with new players welcome. Registration for the 2015-2016 season will begin in August 2015. More information available throughout the summer at www.gfbahl.com.

Verigin reaffirmed as USCC executive director SUBMITTED

to the Grand Forks Gazette

The Union of Spiritual Communities of Christ (USCC) held its annual convention on Feb. 21 and 22, at the USCC Community Centre in Grand Forks. Attending delegates included members of the executive committee, community representatives for the Boundary/Kootenay region, representatives of outlying areas (open list), as well as representatives of the many groups and committees within the USCC. Convention delegates expressed their appreciation to J.J. Verigin for his service to the membership and organization, and unanimously reaffirmed him in his role as executive director. Verigin thanked the delegates for their confidence and support and pledged to continue efforts to strengthen the organization. He expressed appreciation to all who volunteer their time, energy, skills to sustain their heritage and challenged all members, particularly of his generation to step up, and take an active role in shaping their present and future. Delegates also expressed their thanks to members of the executive committee, the organization’s governing body, including: chairperson Jim Horkoff of Nelson; treasurer Robert Zwick of Glade; secretary Michael Davidoff of Ootischenia; Peter Zaytsoff of Castlegar; Bonnie Strukoff of Delta; and Sam Semenoff of Grand Forks, for their effective guidance and prudent management of organizational affairs. Retiring members Jim Horkoff and Michael Davidoff were thanked by delegates for their four years of service. Delegates also thanked community representatives: Colin Markin, responsible for spiritual and cultural development (SCD); Frances Kanigan, responsible for youth, membership and communications (YMC); and Fred Boje, responsible for finances and asset stewardship (FAS) in the Kootenay south communities; Edna Sapriken (SCD); Paul Strelive (YMC) and Lovette Nichvolodoff (FAS) in the Kootenay North Communities; and Barry Verigin (Interim SCD) and Larry Jmaiff (FAS) in the Grand Forks communities. During the course of the convention ably chaired by Michael Strukoff, delegates accepted reports from members of the executive committee, community representatives and from the many groups and committees within the organization. Resolutions adopted by the convention addressed matters related to the disposition of organizational assets, improved bilingual signage at historical sites administered by the USCC, and organization’s contractual relationships with other agencies in the Kootenay/Boundary region of B.C. Delegates thanked and approved the work of volunteers in the area of spiritual and cultural development as well as youth, membership and communications and were pleased to hear that
