Lee and Marc Dalton (Maple RidgeMission) are the first to be subject to the recall campaigns. Heighton, a Coquitlam resident, is an elementary teacher in the Burnaby school district. She said she was spurred on to get involved during the teachers’ dispute last year. “The teachers’ strike proved to me how far the government was
willing to go to not listen to their citizens. You’ve got 500,000 kids out of school and all those families are concerned about their kids’ education and they’re still willing to let the strike continue just to make a point.” As for Lee, she said he doesn’t listen to the concerns of constituents, citing examples of protest rallies outside his office when he wasn’t available to talk with protesters despite being informed of the event ahead of time. Who spray painted orange markings outside a North Burnaby housing co-op recently remains a mystery after Kinder Morgan reiterated it wasn’t them. As reported in the NewsLeader, Lil Cameron, president of the Halston Hills co-op, expressed concern after seeing a crew from an unmarked vehicle on March 5 spraying orange blotches on the ivy covering the complex’s retaining wall on Government Street. She was worried the markings meant the proposed Trans Mountain pipeline expansion might have a direct impact on their housing complex. The existing pipeline runs across the street from the co-op on Government. A City of Burnaby crew working nearby told her the spray painting crews worked for Kinder Morgan. Choir gives voice to new Canadians Newcomers group at Edmonds centre vying for votes online so it can keep on singing Mario Bartel

A brown paper bag for donations is helping keep the Burnaby-based Newcomers Choir alive. But the vocal group for new Canadians is hoping a unique program that connects community projects with resources offered by alumni and faculty of the University of British Columbia will help them keep singing. The Newcomers Choir is vying for enough votes in UBC’s “your evolution” campaign to win a social entrepreneur kit that includes a professionally produced video, mentoring by UBC president Arvind Gupta and consultation with a member of the school’s faculty. The idea is to give the winning project access to contacts as well as the skill sets needed to successfully seek out funding and apply for grants. Kevin Lee, a graduate of the opera performance program at UBC, started the Newcomers Choir two years ago at the Nikkei Centre with financial help from PeerNet BC and Burnaby Neighbourhood House. As the group has grown to about 25 members, so has its need for funding, to pay for music rights and space in the Edmonds Community Centre where it holds weekly rehearsals. “We’re now pretty bare bones,” said Lee. “We’re running on donations.” The choir’s members are from around the world: Asia, Greece, the United Kingdom, Malaysia, Hong Kong. Most, like K.C. Ho,
join as a way to improve their English. “We practice our language through the music,” said Ho after Saturday’s rehearsal. Others, like Valerie Davies who’s from the United Kingdom, said the choir expands her cultural horizons and has given her valuable insight into some of the challenges faced by new Canadians trying to learn English and fit into a new way of life. “I’m impressed how difficult it must be to learn a new language and yet we succeed,” said Davies. Before rehearsal begins, Lee asks the choir a question about their personal lives; Saturday he enquired about everyone’s favourite summertime activity. It’s a language and social exercise as well as a way to warm up everyone’s vocal chords for the coming hour of melodies and harmonies. Working with choir members from so many different backgrounds, Lee said he tries to keep rehearsals simple. “I have to catch myself and bring it down to fundamentals,” he said. “I use symbolism and metaphors to help explain the music.” During rehearsal members are quick to help others struggling through a difficult passage. Smiles and laughter abound between the notes. “It really helps to improve our confidence,” said Davies. “The joy of music is what we all share,” said Ho. And their search through Hansard found Lee has never expressed in the legislature the concerns being raised by his constituents, Heighton said. “He glosses over the issues that residents have brought up with him.” Heighton said the fact Lee is a backbencher without the power typically wielded by cabinet ministers is irrelevant. “As an MLA, whether you’re a backbencher or not, you’re supposed to listen to your people, you’re supposed to represent them in office, that’s what you’re there for.” The group believes the fact Lee LEE won by a relatively small margin shows he does not enjoy the full support of his constituents, she said. “This is not refighting the last election. What this is is giving people a voice because they’re not being heard.” Under provincial recall legislation, organizers have 60 days from the start of a recall campaign to collect 16,491 signatures—40 per cent of all registered voters in the riding from the last election. (A total of 22,518 valid votes were cast in Burnaby North in 2013.) If they achieve that, it would trigger a by-election. Because of that tight timeframe, organizers are currently in a pre-campaign period in which they’re recruiting volunteer canvassers and raising awareness of their efforts. Organizers hope to begin the official campaign this spring but haven’t decided on a precise start date yet. Lee, meanwhile, has heard about the campaign for over a month now and hasn’t decided yet whether he’ll actively fight against it. He said he regularly makes himself available to constituents, even to protesters, unless he’s away from the office on other business. The need for a new Burnaby Hospital is high on his priority list, Lee said, adding he’s taken the health minister on a tour and keeps in contact with its doctors, but so far the capital funding hasn’t been available. He admits not everyone may agree with his response to concerns. “We have an election less than two years ago and the government got the mandate to carry out those programs, balanced budget, keep the AAA credit rating, that kind of thing … I think we just carry out what the voters were saying.” Despite that, the recall legislation is a democratic process, he said. “I totally respect the process.” For more information on the recall campaign, visit bccitizensrecall.com or email recallburnabynorth@gmail.com.

of a meat shop—a nonretail, butchering facility—in Vancouver. “As our production increases we’ve been having more and more problems with the processing bottleneck in terms of how do we get our meat butchered,” Smith explained. “It’s one thing to go into a butcher and say, ‘could you do a couple of pigs for me.’ But it’s getting to the point now where it’s like, ‘hey, could you do eight pigs for me’ and that’s much harder to accomplish.” Borrowing facilities after hours has even meant they’ve been butchering their meat at 3 a.m., she said. So with the purchase of
the former Marpole Meats, a wholesale operation, and all its equipment, they’ll be better able to produce products such as pates, terrines, sausages and stocks to use the whole animal. “In a business where the margins are so slim, something like being able to really take advantage of every part of the animal can make the difference between breaking even or making a little bit of a profit.” And they’ll be able to better meet demand for their meat products, said Smith, who noted restaurants are very interested but require a consistent supply which they haven’t always been able to provide, until now.

Good hearing, poor comprehension?
A lot of people have poor comprehension, though they actually still hear well. It becomes noticeable in conversation, watching television and asking family to repeat what’s been said. A potential cause can be undetected loss in the high-frequency range. This means the sensory cells in the cochlea that hear high-range sounds are damaged as a result of circulatory disorders, diabetes, sudden hearing loss or workplace noise. Hearing loss in the high-frequency range makes speech sound muffled and unclear. The person with hearing loss mixes up, or can no longer hear, consonants like s, f, t, k, h and g. Speech comprehension is particularly impaired when there is background noise or when television programs have background music. The dilemma is that people with hearing loss in the high-frequency range do not consider

These values are then input into the new Venture hearing chip in the Audéo V, which precisely takes into account and balances the frequency range of the person being tested. The test phase in particular is designed to clarify how speech comprehension can be improved in various situations and what role a new technology called “Autosense OS” plays. The chip recognizes where the person being spoken to is located and amplifies only his or her voice, while ambient noise is lowered and the optimum hearing programs are seamlessly adjusted. Thanks to several synchronous microphones, the hearing system can detect sound in all directions and select the direction that speech is coming from within milliseconds. Oversight critical Over the weekend, there were numerous protests against the federal government’s Bill C-51, which proposes a number of new measures to combat the prospects of terrorism. The Conservative government has proposed giving additional powers to the RCMP and CSIS, the Canadian Security Intelligence Service. Many of those protesting say these new powers will strip privacy from many Canadian residents. They also argue that both the RCMP and CSIS do not have sufficient independent oversight. The Liberals have already said they will support the bill, and make amendments if they are elected as the government in the election this fall. NDP MPs, on the other hand, are stalwart foes of the bill. The very different reactions from the two opposition parties speak volumes about the perceptions of this bill. The Liberals are clearly banking on the broad support among Canadians for more counterterrorism measures, in the wake of the attack on Parliament Hill last fall and numerous homegrown terror plots. The NDP, on the other hand, is taking its traditional principled approach, in standing up for civil rights over enhanced anti-terrorism measures. The principled stance gets them plenty of positive mentions, but often does not translate into votes. Virtually all polls show the NDP will finish third in the election, barring a last-minute shift by voters. The need for enhanced antiterrorism measures is pretty clear. However, there should be more oversight of both CSIS and the RCMP, should they be granted new powers. At the very least, there needs to be a Parliamentary committee with MPs from all sides taking an ongoing close look at just how these new powers are being used. – Langley Times/Black Press

Mixed messages in transit plebiscite The ‘yes’ campaign for the proposed transportation and transit-improvement tax has been conducting a series of telephone town hall meetings to try and provide answers to potential voters. These meetings are not being conducted on a low budget. Thousands of people are being phoned via robocall just before each meeting starts, and asked to listen in. Moderator Bill Good, a former radio host, is part of each meeting, and it’s unlikely his services come at a modest fee. An elaborate system has been set up, to enable these town halls to be broadcast on YouTube as they are happening. On Monday, a maximum of seven people were watching as the meeting proceeded, according to my computer. Screeners select callers whom they allow to get through to the panel. While they are able to ask questions, they don’t always get answers, and Good frequently interjects before the panelists can respond. I’ve had the chance to listen in to two of them. The first one, last Thursday, involved Port Coquitlam Mayor Greg
Frank Bucholtz Moore, who seems to be the main spokesman for the ‘yes’ campaign outside Vancouver, and Surrey Coun. Tom Gill. Mayor Linda Hepner was out of the country on a business trip. The telephone town halls are supposed to be an easy way to connect with a large number of people, and that is certainly true. I took the call as I was helping to prepare supper for my family. We sat down to eat and kept the phone on speaker. One of our family members, who frequently uses transit, was quite impressed by how much she learned. It was supposed to be Surreyoriented, and indeed it was. While the calls are screened, it doesn’t prevent criticism of TransLink, the proposed sales tax or other transportation-related issues from being aired. One issue which came up frequently was bridge tolls. While tolling is not mentioned on the

ballot, the Mayors’ Council has said it would like to examine the issue of road pricing further, and potentially have some sort of user-pay system in place before 10 years is up. South Fraser residents are getting hammered by bridge tolls – if they use the Port Mann or Golden Ears bridges frequently. Many avoid them as much as possible. The few Surrey residents who have access to the 555 bus across the Port Mann have a free alternative, but the province, TransLink and Surrey council have failed them. There were promises of buses across the Port Mann as an alternative to paying tolls, but only the 555 route from Langley, with one Surrey stop, has been established. The bridge-toll issue is significant in the mayors’ transportation plan on which we will be voting. The plan calls for a tolled Pattullo Bridge to replace the existing 78-year-old bridge. Provincial cabinet ministers, like former transportation minister Kevin Falcon, promised that it would be a free alternative to the Port Mann, in combination with the South

Fraser Perimeter Road, and many people use it for that purpose. A tolled Pattullo means there will be three tolled Fraser River crossings. Premier Christy Clark has promised a new bridge to replace the Massey Tunnel. It, too, will be tolled. When it opens, there will be just one free bridge between the mouth of the Fraser River and the Mission Bridge – the Alex Fraser, which is already extremely busy. Gill said Surrey council opposes piecemeal tolling of bridges and wants all bridges tolled at modest levels. His exact words: “Surrey council disagrees with any tolls on any bridge.” Yet he and the entire council support the mayors’ plan and the tolled Pattullo. That sounds a tad hypocritical to me. Good promised that callers who don’t get through can leave messages, which will be returned. I left a message for Gill about the apparent contradictory message on tolling. Here’s what the plan will deliver if approved Referendum Questions: What is promised under the plan and when?
The big ticket items are three light rail lines in Surrey at a cost of $2.1 billion and the $2-billion subway in Vancouver, extending SkyTrain’s Millennium Line west along the Broadway corridor to Arbutus. The plan says the light rail lines from Surrey Centre on 104 Avenue to Guildford and down King George Boulevard to Newton would come within seven years (city officials think the Guildford line could be built within four years), while the longer LRT line down Fraser Highway to Langley City could take 12 years. Better bus and other transit service would come much faster.
The plan Metro Vancouver mayors crafted last June tried to offer something for every resident and every part of the region to keep local councils on side and appeal for votes. The 0.5 per cent regional sales tax they proposed to pay for it, dubbed the Metro Vancouver Congestion Improvement Tax, effectively raises the PST charged in the region to 7.5 per cent. The Congestion Improvement Tax is estimated to raise $250 million a year, which would fund the region’s share of the projects, with the rest to come from the provincial and federal governments.
The plan calls for 400 more buses, increasing bus service by 25 per cent across the region. Much of the increased service would come South of the Fraser and in other relatively underserved areas, greatly increasing the number of residents who are within walking distance of frequent transit, defined as routes running 15 minutes or better all day long. Eleven new B-Line express bus routes would be added to speed passengers along major corridors with few stops. The ones to be launched in the first five years of the plan are Surrey Centre to Langley, Scott Road
to Newton via Scott and 72nd, Maple Ridge to Coquitlam, Richmond-Brighouse to Metrotown, Dundarave to Phibbs on the North Shore, Downtown Vancouver to SFU Burnaby and Joyce-Collingwood to UBC via 41st. Later B-Lines in the plan are Newton to White Rock (an extension of the existing 96 B-Line in Surrey), Langley to Pitt Meadows, Metrotown to Capilano University via Willingdon, Lynn Valley to Downtown Vancouver and Downtown Vancouver to Southeast Marine Drive. SeaBus service would increase 50 per cent early in the plan, providing sailings every 15 minutes all day and every 10 minutes at peak times.
Night bus service would increase 80 per cent and HandyDart service would get a 30 per cent increase to serve the elderly and disabled. SkyTrain and Canada Line upgrades would get more than $800 million for 220 new cars to increase capacity and 10 more train cars would be added to carry more West Coast Express passengers. Expo Line service would increase 50 per cent. Other capital money would flow to new or expanded transit exchanges. The biggest road project in the plan is the $1-billion replacement of the Pattullo Bridge with a new four-lane bridge, expandable to six lanes. The plan includes $36 million a year in increased money for road upgrades and maintenance on corridors such as Fraser Highway, Kingsway and Knight Street. Isn’t it really a non-binding plebiscite? Referendum Questions is a Black Press series exploring issues related to the Metro Vancouver transit and transportation referendum. Voters must mail in ballots by May 29 on whether they support the addition of a 0.5 per cent sales tax in the region, called the Congestion Improvement Tax, to fund billions of dollars worth of upgrades. Read more in this series on our website. Technically, yes, the vote is a plebiscite under provincial law. But practically there’s little difference, except that it operates under different legislation. “On the surface, to voters there is not really any discernible difference,” Elections BC spokesman Don Main said. The plebiscite is not legally binding but the provincial government has promised to proceed with the proposed 0.5 per cent sales tax increase to fund improvements if a majority of residents across Metro Vancouver vote in favour. Elections BC defines a plebiscite as a cabinetordered vote on a matter of public concern conducted under the Election Act that “may be binding on government” while a referendum is held under the Referendum Act and the results are “usually binding.” The 2011 HST referendum was not technically binding either in the sense that government was not legally forced to repeal the harmonized sales tax after losing the vote. It happened only because Premier Gordon
Campbell promised government would abide by the outcome when he okayed the referendum. His decision followed a successful initiative petition by anti-HST forces. Under B.C.’s law governing initiatives, the province had the option of sending the Fight HST campaign’s proposed repeal legislation to the Legislature for debate or holding a referendum on it. Campbell chose the latter. Had he accepted the legislation for debate instead, the BC Liberal majority could have simply refused to pass it – at its political peril. Legally, Fight HST’s eventual referendum win still only required government to forward the draft repeal bill to the house for debate, not to actually pass it. But blocking it then would have been politically suicidal for a government already deeply wounded by the HST debacle. Representatives of the Yes and No campaigns in the Congestion Improvement Tax both say it would be similarly unthinkable for the province to ignore the outcome of the transit and transportation vote. “Politically, that would just be unbelievable,” Port Coquitlam Mayor Greg Moore said. No campaign head Jordan Bateman said he believes the tax is a go if the vote is Yes, but doesn’t believe the spending commitments are necessarily binding. – Jeff Nagel

While its not a retail shop, the additional supply of product will allow them to run their farm market at 4992 Byrne Road six days a week, from May to Christmas. Last year they were limited to a day and a half each week. The new facility’s freezers will also provide storage space to allow them to offer their meats year round and not, for example, lamb just in the spring. Smith said they’ll take over the facility on April 13 and hope to share the cost with other small farmers facing similar challenges. She said she recently met a beef producer who told her she can make more money with cut and packaged meats instead of just selling whole sides of beef, but has been limited by the lack of butchering facilities. Urban Digs is also expanding by sharing its pig farming operations with Rehoboth Farm on 16 acres in Chilliwack. Once the pigs are weaned, they’ll be brought back to the three acre-farm in Burnaby before returning to Chilliwack for finishing. Urban Digs on Byrne Road will then serve as the distribution point for the products. “We can’t raise enough pigs on a few acres in Burnaby to justify buying a meat shop … This is a good example of what small-scale farmers have to do to make a go of this. You have to be really creative and working together is really, really key.” The moves will also mean more local jobs, Smith noted. So far Urban Digs has four paid staff, and will add someone to work the farm market and a butcher in coming months. “I’m really proud to be contributing to our local economy through agriculture,” she said. “We’re happy to be keeping money in the local economy.” Urban Digs plans to re-open its farm market on Byrne Road on the first weekend in May. As they’re running out of meat and don’t want to butcher more before they take over their new facility, this weekend will be their last of the season at the farmer’s market at Nat Bailey Stadium. The pipeline company suggested it was city waterworks crews, which was refuted by a city hall official. A BC Hydro spokesperson checked into it this week and said it wasn’t them either. Meanwhile, a Facebook page by a group opposed to the company’s proposed Trans Mountain pipeline expansion showed photos taken March 5 of McElhanney, a Kinder Morgan contractor, doing surveying work at Government and Horne streets right outside the co-op. Kinder Morgan said by email Tuesday that it did have survey crews in the area but not on the north side of Government Street. “Again we are not responsible for the spray paint in the area from our expansion-related survey work that occurred in the area on March 5, nor is the spray paint a result of any work from our crews prior to that day.” Following the NewsLeader’s inquiries, the company sent a crew to investigate and determined the paint “appeared old and not fresh,” the company said. “Our best guess is the red markings on the trees refer to danger trees above along the hydro rightof-way. Not sure why there were markings on the wall. And the white spray paint on the roadway appeared a bit newer but not fresh.” The company does have ongoing survey work occurring along the entire line, the company said. The survey work consists of a two- to threeperson crew and a tripod. “No spray paint is required to mark or document the data being collected.” While who did it is still up in the air, the company has reached out to the co-op and arranged a meeting. “We are hopeful this meeting can address the residents’ questions about the project.” Cameron confirmed a meeting has been arranged for March 27. But Burnaby-Douglas MP Kennedy Stewart still needs some convincing. While he has no proof of the company’s involvement, the New Democrat MP remains skeptical Kinder Morgan wasn’t involved in the spray painting incident. The proposed pipeline expansion route just skirts the Government Street edge of the co-op, and the routes are “ever changing,” Stewart noted. “This is the company that gave the wrong GPS coordinates to the police and had 125 people arrested falsely [during anti-pipeline protests on Burnaby Mountain]. I don’t think they’ve earned the benefit of the doubt at this point.”

and Abbotsford as part of its newly unveiled provincial transportation plan. The document, titled B.C. On The Move, focuses largely on rural transportation priorities from highway upgrades for heavy trucks to regional airport improvements. Its pledge to begin design work for a six-lane Highway 1 to Abbotsford offers no timeline or other specifics, such as whether HOV lanes will extend further east. The plan also pledges 20 highway interchange and overpass improvements in the Lower Mainland, including a new Highway 1 interchange at Mountain Highway in North Vancouver to begin construction next year, and an upgrade to Mt. Lehman Road connecting Highway 1 to the Abbotsford Airport. The biggest future project in the Lower Mainland will be the replacement of the George Massey Tunnel with a new bridge, although there’s no price tag yet. The plan promises to continue planning for the project ahead of an expected construction start in 2017. Nowhere in the document are tolls mentioned – either on the Massey bridge or elsewhere – but Transportation
Minister Todd Stone has said the new bridge may well be tolled. If both the Massey and Pattullo Bridge replacements are tolled, Stone says the province will have to alter its policy to reform how tolls are charged in the region, or else every lower Fraser River crossing except one would be tolled. Several initiatives aim to help the trucking industry,

Driveway’s Alexandra Straub will pilot an all-electric Nissan LEAF in the annual AJAC Eco-Run next week. The all-electric sedan, which is also the prize car provided by the Scrap-It program for our Plug-In to Win contest, will glide silently from the Vancouver International Auto Show in downtown Vancouver next Wednesday. The route, devised by the Automobile Journalists Association of Canada, will then take the participating 19 eco-friendly vehicles to Victoria via the Nanaimo ferry. On Thursday, the vehicles will be put through their paces on a handling course in Langford to see how versatile they are. The EcoRun concludes that evening in Vancouver. In addition to pure electric vehicles, the Eco-Run
includes plug-in and conventional hybrids, as well as vehicles powered by hydrogen fuel cells, diesel-fuelled powertrains and highly efficient gasoline options. There’s no limit to the size of vehicle showcased, as they range from subcompacts to pickup trucks. The participants include the 2015 Hyundai Tucson Fuel Cell, 2015 Jeep Grand Cherokee EcoDiesel, 2015 Kia Soul EV, 2015 Ford Focus 1.0-litre, 2015 Acura RLX Sport Hybrid and the 2015 Chevy Volt. The purpose of the event is to inform consumers of these alternative options. These new vehicles are driven in real-world road conditions in order to fully test for fuel efficiency and the reduction of carbon dioxide emissions.

You think I jest? – After seven seconds of acceleration, the display shows 100 km/h. The need to pass fast on the freeway is also easily achievable with a five-second count between 80 and 120 km/h. Drive like that all day and the gas engine will be firing up in no time but
the power is there if you need it. Drive sensibly and to the prevailing weather conditions and you will get close to the advertised range. Sticking to the sluggish EcoPro and EcoPro+ modes will add 20 and 40 km to the range. Nah. But it’s not just about operator proficiency: The carbon-fibre body is light and regenerative braking constantly tops up the cells. Using a regular domestic power point, I was able to recharge the i3 overnight and if you install a fast charger, you can be back on the road in three hours. Interestingly, the BMW Group has partnered with the live transit information service Moovit (IOS and Android apps available). The app is an interactive service that informs the user about local transit options once you have parked up and plugged in the i3. Crowd sourced information also tells you which forms of transport are full and where there are delays.
