Water worries stall Silverdale development Carol Aun MISSION RECORD

A proposal to build a small commercial hub including a fourth gas station in Silverdale has been delayed until council reviews a hydrology report on the site. Most people who spoke against the project at a public hearing Monday night were concerned the area’s water supply will be affected. A woman who lives nearby said her property is less than 150 feet from where the gas station will be placed and her water supply would be “severely compromised” if a gas tank ever leaked. “On our property there is an artesian that’s only three feet deep, but it supplies water at an unbelievable rate.” Several other speakers agreed water supply is an issue in the area. There are already problems during dry summers when there isn’t a lot of rain, said Bob McKamey. “We have some wells go dry on a regular basis.” Dave Neil, hydrologist for the applicant, told council the existing well on the property is about 81 feet deep and capable of producing 50 gallons per minute. However, the well is old and suggested a new one would be drilled to meet current operating codes.

“If surrounding property owners give us permission, we will monitor their wells to identify any impact,” offered Neil. Robert Demers was disappointed other landowners near the Lougheed Highway and St. Anthony’s Way intersection were not consulted to develop a comprehensive plan for the area. John McClure noted the intersection is a gateway to Mission. He and his partners own eight acres on the north side of the highway and have been trying to develop their land for more than 20 years. He said he has brought several proposals to the table, but district staff did not endorse any of them because such a development is contrary to the Official Community Plan. Residents who supported the development said they welcome more business to the area. Ivy McLeod said four service stations may seem like a lot for the area, which already has three within 600 metres, but it is the other proposed businesses she likes. “I’d like to see a place where we can buy fresh fruits and vegetables without leaving town,” she said. Cummings cancels

Burton Cummings’ fans were shocked when the legendary Canadian singer cancelled his performance in Mission Wednesday night at the last minute due to laryngitis. After the opening act, Vancouver Island singer WiL, had finished his set, roadies set up the stage for Cummings. However, when the lights dimmed the stage manager announced the cancellation. Cummings’ backup band, the Carpetfrogs (above) performed instead. The show has been rescheduled for April 27. BOB FRIESEN PHOTO

Public input on budget Need for more RCMP officers questioned Kevin Mills MISSION RECORD

Policing and the associated cost of adding three new RCMP officers was one of the main points of discussion at Tuesday night’s budget consultation meeting held in Mission council chambers. A small crowd of about 25 people came out to hear the proposed 2015 budget – which currently includes a tax increase anywhere from 0.65 to 2.5 per cent – and ask questions of councillors and staff. “I think it is possible for council to live within their means without having to raise current taxes,” said William Vroom. He indicated he was in favour of increasing the number of RCMP officers, but felt adding one would be sufficient. Others felt no increase was needed. “They’ll need as much money as you’re willing to feed them,” said former Mission councillor Jeff Jewell, adding that the previous council challenged the RCMP to work with the staff it had.

Mission resident William Vroom speaks to council about the proposed 2015 budget. KEVIN MILLS PHOTO “There is no amount of money you can throw at crime prevention to make it go away,” added Jewell. He also noted that these are still “very distressed” economic times and it is not the time for “visionary expenditures.” Mission Mayor Randy Hawes said the district hasn’t hired one policeman in over 10 years

and stood by the decision to add more officers. The new Mounties will cost the city approximately $405,000. Other issues raised by the public included the need for a proposed discretionary fund (about $500,000) for unforeseen budget issues, the hiring of a part-time employee during tax season, the need to invest $200,000 for a new skate park and the hiring of a second assistant fire chief. Council will now review the public comments and those made on the online survey (at mission.ca/budget) before attempting to finalize the budget. “There is almost certainly going to be some more things that are going to be put in the budget so I’m suspecting the final tax rate is going to be somewhere between 2.5 and 0.65 per cent. But where it lands is frankly up to you,” Hawes told the crowd. If council does allow a 2.5 per cent tax hike, it will cost the average homeowner about $45 more each year.

“60 YEARS BROADCASTING” Gas station would be ‘successful’ FROM 1

Richard McWhinney, whose two adult children owned the two subject properties until recently, said the properties are not appropriate for residential use because of the highway noise. McWhinney, who has lived on both properties, also noted the houses on the sites are old and need to be replaced. M c W h i n n e y explained when his family bought the property about 10 years ago, he had envisioned a commercial and residential development. Silverdale is a popular area to fuel up vehicles, said Gary Langley, noting line-ups at the three existing gas stations are not uncommon. OTG Development Concepts owner Ryan Anderson explained the development is a family project. The property is designated

New sports council formed Kevin Mills

MISSION RECORD

Mission now has a united voice to represent the sports community. The Mission Sports Council was officially formed on Feb. 18, although members have been getting together informally for the past year. The purpose of the council is to promote sports in Mission and give a cohesive voice to all local, non-profit sporting organizations. “Its purpose is to try and get kids to keep in sports all the way through their lives. A sports-for-life philosophy,” said Dan Williams, president of the council and of Mission Minor Baseball. He said the council represents all sports, not just baseball, hockey and soccer. There are 25 different sports organizations in the community and Williams wants to promote all of them. With that in mind, Williams is asking all of the groups to get in contact with the council, which next meets on Tuesday, April 14 at the Mission Leisure Centre at 7 p.m. After that, they will meet the first Tuesday of each month. “We want to keep it down to one rep for each group,” explained Williams, to ensure every

Dan Williams, president of the new Mission Sports Council and of Mission Minor Baseball, along with Mike Palmer, president of Mission Minor Hockey, want all sports groups to attend the first official meeting of the council on April 14. KEVIN MILLS PHOTO sport has one voice and one vote. “So just because hockey is bigger than lawn bowling, it doesn’t mean anything. They each get one vote. “Every group has an equal voice on the board,” said Mike Palmer, president of Mission Minor Hockey and a member of the council. Palmer said while every sport has its own concerns and issues, the council is designed for the overall benefit of all. “We want to attract kids to sport. I have a vested interest, from a hockey perspective, of having kids play baseball, because it gets them active. It gets them playing a sport, no matter what sport. The more kids that are out there, active in the community, the better it is for our community.” By pulling their

resources together, the council can help smaller associations promote events, announce registration dates or call for volunteers and coaches. One of the projects the new council wants to take on is fundraising. Williams explained that businesses in Mission are often approached by various sports groups for sponsorship and financial support. The council could unify those fundraising campaigns into one, allocating the funds to member groups.

They also want to help fundraise and be a support mechanism for Kidsport, a program that helps provide funds to lower-income families to allow kids to get into sports. “The ultimate goal is to get the marginal kids off the street and into an organized sport. We see it all the time. You get a kid who comes in with a chip on his shoulder and he has attitude,” said Williams “You put him into a sport, you give him structure, you give him somebody that cares ,and all of a sudden he has 10 pairs of parents because they are all on the team and everybody bands together, and that’s the foundation of community. Now that kid cares a little bit.” The council already has many groups on board and is asking the rest to come to the next meeting. An executive board has been selected, but they are still looking for a treasurer.

YOU and the LAW

COMPENSATION for “DIMINISHED EARNING CAPACITY” Determining the right compensation for a person injured in an accident is never easy. If the matter goes to court, the trial judge must assess and weigh the testimony of the victim, doctors, “actuarial” experts who give evidence on the victim’s potential future lost income, and other witnesses to arrive at a sum of money that best compensates the injured person for their losses. The task can be even more difficult if the person hasn’t suffered quadriplegia, severe brain damage or other catastrophic injury, but can still work in future despite some residual problems.

$494,000. But the BC Court of Appeal reduced that sum to $150,000. The Court of Appeal said John proved that he had lost his capacity to follow the sort of occupation he was doing at the time of the accident. But that didn’t prove that he couldn’t earn as much as before by pursuing some other sort of job. Still, because some jobs would be closed to him in future, he was entitled to something for his diminished earning capacity, which the Court of Appeal said should be $150,000.

More recently, the Court of Appeal upheld an amount of Stanley T. Cope $500,000 for diminished earning When figuring out the future lost capacity for Eileen C., 22 at the earnings, the court tries to compensate for the person’s impairment. Even time of her accident. She was a jogger who a person who’ll likely earn as much as they suffered a head injury when struck by a cab could have made if they hadn’t been injured in Vancouver. is entitled to some compensation for their The trial judge described her permanent head impairment. injury as “subtle, something that would not Why? Because for the rest of their life, some occupations will be closed to them, and it’s impossible to say that their impairment won’t harm their income earning ability in future. Consider the case of John P. He was 31 when he was broadsided by another vehicle. His symptoms suggested he suffered a fracture at the base of his skull (often these fractures can’t be seen by an X-ray) in addition to a lot of soreness and bruising, but he didn’t experience any brain damage.

be noticed by a person who met her casually, and yet it restricts or prevents her functioning at the higher level she was once capable of.” While there was still a real possibility she could pursue a master’s degree at university as originally planned, she probably would no longer be able to advance to a senior management level in her chosen field because of the limitations imposed by her brain injury. The trial judge assessed this loss at $500,000, which was upheld on appeal. Determining the proper compensation for diminished earning capacity isn’t a precise science. But having a good lawyer will go a long way to helping you receive a fair amount.

Before the accident, he worked as a Safeway clerk and would have earned a total wage/ benefit package of $42,000 a year. But while he tried to go back to work after the accident, he couldn’t handle the heavy work. He found a job instead as a stereo installer making $12,000 a year, with the possibility of earning up to $19,000 a year.

QUESTION OF THE WEEK

Adding more police is a wise investment

As Mission council continues to debate the amount of this year’s tax increase, one thing is certain – a spending priority is public safety. The new budget, which currently calls for a tax hike between 0.65 and 2.5 per cent, includes $405,000 earmarked for the hiring of three new RCMP officers. It’s a much needed boost to the local law enforcement agency. Despite some opinions voiced at a public budget consultation held Tuesday night (story page 3), the Mission RCMP have been in need of more officers for some time. It has been more than a decade, according to Mission Mayor Randy Hawes, since the district has added any new members to the force. While doing more with less may be a common philosophy considering the current economic climate, policing is one

Is Mission council’s proposal of a maximum tax increase of 2.5 per cent reasonable?

area that should be an exception. The plan to hire more officers is not an extravagant move. The Mounties have been under-resourced, and the plan to hire new officers will merely bring the detachment to the appropriate numbers needed to serve the district and the surrounding area. The additional officers will assist the RCMP to implement one of its new programs – a team designated to deal with prolific offenders. Smaller crimes including metal theft, vandalism, and in some cases breaking and entering, are often committed by the same people over and over again. The new program will focus on these criminals. Creating an atmosphere of security is a must for any community. You can promote tourism or recreation or even industry, but if people don’t feel the community is safe, they won’t stay.

B.C. Views

M

arch has been a good month for the B.C. NDP, and it’s been a while since I’ve been able to say that. Opposition critics fired a shot amidships at the B.C. Liberal government when they began questioning the lack of progress by the new Auditor General for Local Government. This experimental vessel was launched in Premier Christy Clark’s leadership campaign, and two years after it set sail, it is listing, taking on water and in danger of sinking. The original idea was to expand the B.C. Auditor General’s office so it could check the financial performance of local governments too. Business groups were concerned about municipal taxes going up too quickly, with staff growing even as the province grappled with a hiring freeze. Mayors and councillors began to talk of

mutiny over that plan, protesting that their budgets are already required to balance and are subject to annual audits. But this will be “performance auditing,” Clark insisted, not just making sure the figures add up. It will determine the public is receiving “value for money” on projects like arenas and services like police, by comparing different communities’ results. A new AGLG office opened in Surrey. The “value for money” promise is on the rocks. The government appointed a quasi-independent board (hello, BC Ferries and TransLink) that hired chartered accountant Basia Ruta, a veteran of the federal Auditor General office who had also served as chief financial officer at Environment Canada and had done local government audits in private practice. NDP local government critic Selina Robinson started asking why this office has spent $5.2 million and produced only one audit out of a promised 18. Community Minister Coralee Oakes, a former Quesnel councillor in her first cabinet post, allowed that there had been some rough water, but there is smooth sailing ahead. Then came a big leak, in the form of a “work environment review” of the good

ship AGLG that was given to the NDP by a seasick crew member. It described chaos below decks, with “shifting priorities and unclear direction,” as well as “wasted time and work” and “inefficient use of consultant and staff resources.”

The value for money promise is on the rocks. Worse, the review noted a human resources monitor had been stationed at the office for most of January to maintain a “respectful workplace for all employees.” “A peacekeeper,” as NDP leader John Horgan described the grim scene. “This is like we’re in Cyprus.” Then it was confirmed that when the AGLG board tried to conduct a performance review, Ruta’s response was to hire a law-

yer. Ruta seems to be decisive when protecting her job, if not when hiring, running the office or meeting her own work targets. Whatever goodwill had been restored with local governments over this experiment is likely gone. Municipal staffers have been dealing with new auditor demands as their councils grind away at their own budgets, and now they see signs that what they have contributed may well have been swept overboard. Oakes remains on deck, eyes fixed on the horizon. An audit of capital procurement in Rossland is finally scheduled to be done by the end of March, she said. Similar reports on Delta and Sechelt are due in April. The latest revision of that schedule is underway, no doubt in another series of long, acrimonious meetings. Clark addressed the situation in her last question period before the legislature’s spring break this week. She didn’t have a lot to say about the AGLG’s voyage of the damned, mostly familiar rhetoric about “lower taxes, less red tape” and so on. Tom Fletcher is legislative reporter and columnist for Black Press. tfletcher@blackpress.ca

Animal owner sentenced Carol Aun MISSION RECORD

A Mission woman who pleaded guilty to two charges of failing to comply with an order restricting the number of animals she may own, has been sentenced to two years probation with a number of conditions. For the next two years, Faye Delores Parkinson is restricted to owning just one cat and one dog, must keep her residence in a reasonable manner so any animals under her care are not in distressed, and allow a probation officer or the officers from the SPCA to inspect her home every three months with two hours notice. Parkinson’s sentencing hearing began on March 10 and was suspended until an assessment of her home was conducted to determine its suitability for housing pets. When the hearing resumed March 17, Crown lawyer Tyler Dotten told the court Parkinson did not cooperate with

SPCA officers the first time they visited her home for the inspection. “Mrs. Parkinson said she didn’t want an inspection without her lawyer present,” said Dotten. When an SPCA officer returned two days later on March 12, they found two dogs and three cats on her property. There were also “quite a few cats in the yard” but Parkinson claimed they did not belong to her. The officer concluded none of the animals were in distress. Parkinson has three months to find homes for the other pets and clean up her home. The matter began in 2008, when the SPCA removed 46 Chihuahuas and Yorkshire terriers from Parkinson’s home, along with 12 cats/kittens. She pleaded guilty in 2011 to causing an animal to continue to be in distress and was given a number of conditions in June 2011, including a prohibition from owning more than four

animals for three years, and a requirement she must spay/neuter her animals, and allow an inspection with two hours’ notice. The SPCA then received a complaint in September 2012 that Parkinson had more animals than ordered. Parkinson is also before the courts on a separate matter from September 2013, when 11 cats and seven dogs were seized from her property. That case is scheduled to begin trial in Abbotsford on June 1, 2015. SPCA’s chief prevention and enforcement officer Marcie Moriarty was satisfied with the latest sentence. “The (previous) number of animals in her care resulted in her unable to provide the environment they needed and as a result, they suffered,” said Moriarty. In 2014, the SPCA forwarded 62 recommended charges to Crown prosecutors – about double from the previous year.

Mission’s waste not to blame Tyler OLSEN BLACK PRESS

Plug in to win!

Contrary to some media reports, officials say Mission isn’t a source for human waste causing discontent in the Nicola Valley. Residents in the Nicola Valley near Merritt are upset about a compost site for human

waste from other communities. A company called BioCentral has been hauling waste to a Nicola Valley property, where it is composted before being used as fertilizer. A group calling itself the Friends of the Nicola Valley created a petition calling for the practice

to be stopped, and the issue has prompted the Thompson-Nicola Regional District to explore how it may regulate “biosolids.” But while Abbotsford and Mission’s Joint Abbotsford Mission Environmental Systems (JAMES) Wastewater Treatment Plant has

been fingered as one of of the sources of the waste, a consultant for BioCentral, says the JAMES biosolids don’t need composting and aren’t taken to Merritt. “Up until now, there have been no biosolids of any sort shipped from Abbotsford to Merritt,” said John Paul, a professional agrologist working on the issue for BioCentral, which has a $495,000-per-year contract to remove solid waste from the JAMES plant. BioCentral also operates the controversial Nicola Valley property, but Paul said the waste that is being generating so much local debate originates in West Kelowna. The JAMES Plant produces around 7,000 tons of biosolids each year. When the waste is finished being treated, it is considered a Class A product under the province’s Organic Matter Recycling Regulations (OMRR). Paul says that waste is typically taken directly to farms in the Lower Mainland and beyond. Although a contract enables BioCentral to dispose of Class B products in Merritt should JAMES fail to treat the solids, the city says no such Class B material has been produced at the plant.

Artificial turf in 2016 Carol Aun MISSION RECORD

A new artificial turf field in 2016 will allow Mission sports teams to play rain or shine. The location for the new field has not yet been identified, but this week, the district released a work plan and time line for the project. “The development of a lighted, artificial turf field will go a long way to meeting the needs of many field sports, specifically fall/winter sports like soccer, field lacrosse, football, field hockey, and rugby,” said Kerry Bysouth, the district’s manager of parks and facilities, in a report to council. Bysouth noted games and practices are disrupted when the existing grass fields are closed during inclement weather conditions. “In addition, Mission lacks lighted practice fields in the fall and winter months.” The project will be done in four phases. The first phase begins this month with the establishment of a team to identify possible locations for the field. The design

phase will take place in August or September, and construction is expected to begin in the spring of 2016. The final phase, which includes a grand opening for the new field is expected to be complete by October of 2016. Mission’s director of parks and recreation, Maureen Sinclair, said discussions about the project will begin with district staff and other community groups, such as school board, will be brought in later. Council has moved funding for the new field into the 2015 budget, but the final cost of the project will not be known until October.

A site needs to be identified first before budget details are determined, said Sinclair. A new artificial turf field is exciting for Mission, but the school district is not in a position to financially contribute to the projects, said Mission school board chair Rick McKamey. The education funds are tight, said McKamey, noting the proposed cuts by the provincial government this year will see about $300,000 disappear from the Mission school district budget. “It could be high $200,000s or low $300,000.”

Tune In

The school district is currently engaged in budget discussions. “We can’t jeopardize programs in classrooms to develop an artificial turf field at this time,” said McKamey. “If we were to contribute in any way in resources, we would have to take away from the classroom level.” However, McKamey told The Record he would like to work with the district towards the future of Mission. “I’m excited they have opened the door for us to be a part of the discussion,” said McKamey.

The Mission Outlaws defeated the North Vancouver Wolf Pack 4-2 before a large crowd at the Mission Leisure Centre on Wednesday night. The win gives the local club a commanding 2-0 lead in the series entering tonight’s game in North Vancouver. Bryce Pisiak scored a pair while Jacob Gushue and Kolby Steen added singles for the Mission squad. Goaltender Bryce Phenix was outstanding in the Outlaws net. Despite the victory, Outlaws coach Brad Veitch didn’t think it was a good game. “I thought this was the worst game we played in the playoffs,” he said. He said his players weren’t ready to go in the first period, but managed to battle back when needed. “We were a little lucky tonight.” Game four takes place Saturday night in the Mission Leisure Centre. Puck drops at 6:45 p.m.

YOU KNOW THE WAY

2009 COBALT LT2

Remote start, auto, Alloy wheels, power truck, CD player, power group.P7790A

Most of us know the right thing to do, but few of us invariably do it. Perhaps this is because we may somehow convince ourselves that doing the right thing is not really in our own best interest; however, in the long run, it is always in our best interest to try to do what is right. Doing wrong for some short-term gain is shortsighted because of the harm both to our integrity and to our soul. Seemingly, it is all too easy to rationalize sin and wrongdoing, especially if we believe that others are unaware of our transgression; but, we should at least be honest enough with ourselves to admit that what we are doing is wrong and not truly beneficial to our own well-being. True character and integrity are developed when we always try to do what is fair and honest in the eyes of God and our fellow man. So, the next time we have a choice between right and wrong, we should attentively listen to that still small voice within us, and do the right thing. We should trust that we know the way, and we should follow the path that leads to life.

by Keith Morgan

Driveway’s Alexandra Straub will pilot an all-electric Nissan LEAF in the annual AJAC Eco-Run next week. The all-electric sedan, which is also the prize car provided by the Scrap-It program for our Plug-In to Win contest, will glide silently from the Vancouver International Auto Show in downtown Vancouver next Wednesday. The route, devised by the Automobile Journalists Association of Canada, will then take the participating 19 eco-friendly vehicles to Victoria via the Nanaimo ferry. On Thursday, the vehicles will be put through their paces on a handling course in Langford to see how versatile they are. The EcoRun concludes that evening in Vancouver. In addition to pure electric vehicles, the Eco-Run

Scrap your old gas-guzzler; it’s auto showtime This year’s showstopper could well be a 1963 Lincoln Convertible, supplied by Abbotsford’s 360 Fabrication, which is now applying the final touches to the $1 million dollar restoration (pictured above). Heard is excited about a new display called Car Culture, which focuses on the vehicles and the lifestyles that drive them. Feature vehicles are displayed in themed settings, featuring accessories and backdrops. Classic Alley offers a stroll back through time while Hollywood North pays tribute to the cars we see on movie sets around town. Just a sample of what’s up at the show. Casting directors, wardrobe designers and set designers are always recognized for their work in feature films. However, car-casting people are often the real unsung casting heroes. What would “Bullitt” have been without the Highland Green 1968 Mustang 390 fastback? Just as important are the bit-players, the oddball character actors of the movie car world. These are the Jack Elams, Crispin Glovers and the Peter Lorres of movie cars:

The Citroen 2CV is a truly strange car. Perhaps the most intentionally minimalist automobile ever to see production, even third-world motorists today would balk at its hammock-like seats and tin can-like appearance. Future writer and pacifist Curt Henderson (played by Richard Dreyfuss), drove this two-cylinder French peasant’s car throughout the film. Strangely, the producers used a 1967 model in spite of the fact that the film was famously set in 1962. A forgivable oversight given the overall excellence of the film and the fact that one 2CV (produced from 1948-90) looks pretty much like the next.

Family” The Messerschmitt KR175 was the product of a company that less than 10 years previous, had been building fighter planes for the Third Reich, including the first jet-powered interceptor. From jet fighters to amusing microcars! This bubble-topped three-wheeler was the ride of the chattering, sentient hairball named Cousin It in the great 1991 re-boot of the Addams Family.

1987 Yugo GV — “Dragnet” After Tom

Hanks and Dan Aykroyd lose two previous police-issued vehicles, this was the only car the department would let them have. According to Aykroyd (who did a wicked Jack Webb impersonation), it had been donated to the LAPD by the government of Yugoslavia as a test vehicle “and reflected the cutting edge of Serbo-Croatian technology.” As an aside, the U.S. bombing campaign during the Balkan Wars finally put an end to the Yugo when the factory was levelled. Opinions differ as to the magnitude of this loss to the automotive world.

1974 AMC Matador Coupe — “Man with the

Golden Gun” It’s difficult to say what’s stranger, the car or the context. The notion that a James Bond villain with unlimited resources would build a flying car out of an AMC Matador is simply
