Family safe after terrorist attack Didn’t join cruise line tour in Tunisia By Phil M elnyc h u k pmelnychuk@mapleridgenews.com

Sometimes, it’s a good thing just to hang around and do nothing all day. Such a decision this week kept Maple Ridge realtor Ron Antalek and his family safe after fellow travellers on the cruise ship MSC Splendida were attacked during an excursion tour to a museum in Tunis, Tunisia. A total of 23 people were killed when tourist buses at the museum were attacked by terrorists, March 18. Twelve of those people were from the Splendida, the cruise line said on its website. Another 13 were injured. Another five from the Costa Fascinosa, another cruise ship that was in port, were also killed. Fortunately, Antalek, his wife Cathy and two kids, decided to stay at the dock and not jump on to one of the nine buses taking travellers on an onshore excursion. “They decided before they got there they’re not going into town. So they just stayed around the dock and then went back on board,” explained Brian Porter, Ron’s father-in-law who lives in Pitt Meadows. Porter has been tracking the progress of the brief cruise around the Mediterrean. The ship made five stops in seven days and Tunis was the last one. “It’s only a seven-day cruise, five ports. They did the others. They just figured no,” they wouldn’t go into town. Porter told his family that there wasn’t much to see, so they stayed around the ship. See Attack, 9

Joanne Pinkney is fed up with the problems around her business on Cliff Avenue.

Couple tired of cleanup Say their spa business suffering because of the neighbouring Caring Place B y T i m Fi t z g e r a l d newsroom@mapleridgenews .com

On a warm March afternoon, Ben and Joanne Pinkney answer the phone and talk to customers like any good business owner would. As the owners of Maple Ridge Pool and Spa Centre, the warm winter and budding flowers has everybody thinking of summer just a little sooner. Business should be good.

But for the Pinkneys, it’s anything but. Outside their store on Wednesday shortly after lunch, about a dozen people have set up shop on the street. Some simply make their way down the dead-end road and cut through an empty lot on their way to the Salvation Army Caring Place. A group of three sits a few metres from their front door, huddling close together, sharing something pulled from a fanny pack. Farther down the road, an older gentleman sifts through a grocery cart full of empties and other keepsakes he’s managed to rum-

The exasperation in his voice says more than what comes out. “I’m just sick and tired of it,” he said. “It’s absolutely killing my business here. I don’t know what more we can do.” In 1993, the couple purchased the land where their business now sits. In 1996 they built their business. “This was going to be our retirement, it’s what we worked for so we could enjoy life,” said Joanne. “It’s more nerve racking what goes on outside our doors than the work in here. I can handle the

business. But we’re so busy trying to keep the place cleaned up.” But 18 years after they first opened their doors, the couple said they have seen their property values plummet and they are forced to continue to work. They had sold their store in 2004, but when the new owners went out of business, the Pinkney’s found themselves back in the pool and spa business when they couldn’t find anyone else to rent their storefront. Joanne is now 73, Ben 76, and neither said they expect to be able to retire. See Business, 9

Katzie adamantly oppose Pitt quarry Thirty-day write-in campaign begins By Neil Corbett ncorbett@mapleridgenews.com

The Katzie Indian Band is formally opposed to the proposed quarry on Sheridan Hill, both because it has historical significance to their people, and because it is part of the territory they have claimed in the treaty process. “We are adamantly opposed to the quarry development,” said Chief Susan Miller. She said the Katzie received what she would call an “exploratory letter” from Meadows Quarry, but have not been formally consulted about the project. The company proposes to remove the top 30 metres of the hill, reducing its height from 75 to 45 m, over five years of gravel hauling. At this stage, she said the Katzie would rather deal with the province at a “government to government level.” “We cannot be ignored in our aboriginal rights and title,” added Debbie Miller, the Katzie’s chief negotiator. The Katzie are in Stage 4 of the six-stage treaty process. They are considering a settlement offer of land and cash from the Canadian government, and are moving toward self governance. In the Katzie genesis story, the creator placed one of the first chiefs, Swaneset, on top of Sheridan Hill, which was then the tallest

From there, it called on the help of the creator to make the Fraser and Alouette River and other waterways, and shaped the land. He then left the earth, and returned to Sheridan with a wife who brought animals, and taught people how to use these gifts. “It’s the genesis story for not just our nation, but several other nations,” said Chief Miller. So, a recent flight over Sheridan hill was a sad sight for the chief,

as she viewed the Lafarge quarry operations on the northern side of hill. “It’s emotionally traumatic to see the devastation that has happened on the north side, let alone the south side. The Katzie are among thousands who oppose the project, and have signed a petition organized by neighbours of the proposed quarry.

30-days to oppose At the Pitt Meadows coun-

cil meeting on March 17, Maple Ridge-Pitt Meadows MLA Doug Bing noted that residents have 30 days from that date to write and declare their opposition to the quarry project. He would like to see a determined response from opponents, and said hard copy letters have more impact than emails. “It’s very important in the next 30 days that people do that. I would love to see hundreds, even thousands emails or letters sent. That would show very strong opposition

to this project,” said Bing. They would write to the chief inspector of mines, c/o Mines and Mineral Resources Division Southwest Region, PO Box 9395, Stn. Prov, Victoria, B.C., V8W-9M9 or email southwestminesdivision@ gov.bc.ca. Darcey Heath, a McNeil Road resident who is organizing the opposition to the quarry, said those wishing to write can email their letter to savesheridanhill@gmail. com, and her group will ensure that a hard copy is mailed to the ministry. She also appeared before council, proposing that opponents lobby for a full environmental assessment of the quarry. She noted that process would have been mandatory if the quarry were to remove 250,000 tonnes per year. Bing said he would arrange meetings with mines ministry staff if Pitt Meadows politicians come to Victoria and lobby against the quarry in person. Becker said he will try to organize the trip. “I’m utterly totally and completely opposed to this quarry, and will do whatever I can to help you oppose it,” Bing told council, Councillor Mike Stark presented Bing with a petition that already includes thousands of signatures. Becker said the quarry is neither a partisan issue, nor an environment-versus-development issue “This is a god-awful project in the heart of our community, pursued by a single individual,” he said. On March 25 there will be a meeting of quarry opponents at city hall, at 7 p.m.

Maple Ridge mayor still not impressed with plan By Neil Corbett ncorbett@mapleridgnews.com

Mayor Nicole Read has not changed her opinion of the transit referendum, even after reassurances from the Mayor’s Council that transit improvements will come to Maple Ridge soon after a “yes” vote. Ballots have been mailed to voters to cast their votes on the Metro Vancouver Congestion Improvement Tax, which will add a half a point to the provincial sales tax to pay for transit infrastructure. Read has repeatedly said Maple Ridge residents need details about

what improvements are coming, and on what timeline. A letter from the Mayor’s Council, signed by interim executive director Michael Buda and dated March 5, offered more detail: • A B-Line rapid bus route from Maple Ridge to Coquitlam, intended as link to SkyTrain would come in two to three years after the enactment of a PST increase. • Increased bus service hours with the existing fleet would come as soon at 2016, and the busiest routes, 701 and 791, were specifically mentioned. • West Coast Express service upgrades would include a new lo-

comotive and 10 new train cars at a capital cost of $386 million, for an addition 1,500 seats daily. The Mayor’s Council said the locomotive and first five cars will enter service within three to four years, and the remaining five cars by 2024. • West Coast Express Albion Station – “We commit to working with Maple Ridge municipal staff to study the potential of an Albion Station, and will report the results to the Maple Ridge Council,” said the letter. But Read remained skeptical. She said Buda had advised council it is not possible to even order the BLine buses and have them on the

road in two years. There will also have to be infrastructure improvements on the route. She noted that on the West Coast Express Albion Station, the council remains “very non-committal.” Also, she said council has already been advised that the West Coast Express trains will not be added until TransLink can gauge Rapid Bus ridership, and what effect it will have on WCE. So she is skeptical of Buda’s timeline. She said residents of Maple Ridge already feel they overspend for TransLink. “They don’t feel they get enough service for what they already pay.”

One Maple Ridge resident is featuring in the “Yes” campaign for B.C. unions, saying in a video that the improvements will shorten his commute and add to his quality of life. Bill Reeve commutes to work in Queensborough. “You get home late and you don’t have time to wind down,” Reeve says in the video. If he had that extra hour or more usually spent in traffic, Reeve says he would spend that time with his wife and son. “I don’t have the opportunity to take transit because of where I work,” Reeve explains. “If more people were off the road it would make my life easier.”

Would-be MPs support anti-terrorism Bill C-51 Marc Dalton, Mike Murray seeking Conservative nod for Pitt Meadows-Ridge in October election By Phil M elnyc h u k pmelnychuk@mapleridgenews.com

The bill that’s trying to protect Canadians from terrorism is receiving a united defence from the present and would-be MPs. “I hope people take a close look at the bill,” said Pitt MeadowsMaple Ridge-Mission MP Randy Kamp. Critics have said that it will criminalize dissent but that’s not accurate, said Kamp. The bill says at the beginning that it doesn’t include lawful protest. “There are some people that seem to be missing that. “It’s our view, and I share it, that the legislation provides the necessary checks and balances that protects the rights of Canadians, while providing the tools that are needed in an increasingly dangerous world.” Kamp said the bill maintains the oversight of Canadian Security Intelligence Service by the Security Intelligence Review Committee and didn’t agree that parliamentary oversight would be more effective. “The general approach is that if you want to do something, you need a judicial warrant. That’s not changing.” Some of the aims of the bill are preventing terror suspects from travelling and allowing CSIS agents to disrupt an attack instead of just observing. But according to an open letter signed by the dozens of law pro-

fessors, the legislation is a “dangerous piece of legislation.” The bill lists nine “activities that undermine the security of Canada,” while only “lawful advocacy, protest, dissent and artistic expression,” is excluded. They also say that civil disobedience against “critical infrastructure,” will be targeted by the bill and that the bill criminalizes anyone who encourages “terrorism offences in general.” That could include someone accidentally saying something that “may” contribute to a terrorist Kamp act. The professors also say there is no corresponding oversight and that even “gestures and physical symbols” could be targeted under the bill. Even media commentary could be subject to the new law. The letter says that Canadians’ support of the African National Congress which fought against apartheid in South Africa, could have been considered terrorism under Bill C-51. Kamp is not running in this October’s federal election but both of his would-be successors, Marc Dalton and Mike Murray also support the bill. “The threat of terrorism is affecting the world over and it’s an ongoing concern for western democracies, including Canada. We’ve seen unprecedented attacks,” Dalton said. “There’s always a balancing act between providing our security services the tools they need for protecting our families and community, as well as individual freedoms.”

Dalton said the dialogue and debate about the bill was healthy. He mentioned he was talking from the B.C. legislature, close to where the dud pressure-cooker bombs were found on Canada Day 2013. Two people are now on trial. B.C. Premier Christy Clark Clark told CTV’s Question Period recently that the bill could infringe on Canadians’ individual rights, saying it would be hard to get them back. But Dalton said the premier was making the point that security has to be balanced with rights and freedoms. Dalton, Liberal MLA for Maple Ridge-Pitt Meadows, is sitting as an independent while he tries to become the Conservative candidate for the Pitt Meadows-Maple Ridge riding in this October’s federal election. He’s competing with Mike Murray, currently Kamp’s executive assistant. Like Dalton, Murray supports the bill. “It says clearly in the bill that lawful advocacy is not targeted.” But he understands there’s lots of debate on both sides. “Obviously, people are well-meaning so I wouldn’t want to disparage people of different views. “I think the big picture for me is, there is a need for stronger anti-terrorism measures.” For Daniel Therrien, Privacy Commissioner of Canada, the scale of information sharing being proposed is “unprecedented,” the scope of the new powers conferred by the Act is “excessive, particularly as these powers affect ordinary Canadians. “While the potential to know virtually everything about everyone may well identify some new threats, the loss of privacy is clearly excessive.”

Another kick at TLink tax

W

ith the No side clearly in front in this spring’s transit plebiscite, Tuesday’s announcement by Transportation Minister Todd Stone is perplexing. In the middle of the campaign to persuade Metro Vancouver voters to say either yes or no to the .5-per-cent congestion improvement sales tax, Stone makes the grand announcement of its B.C. On the Move, 10-year transportation plan. It promises to widen Hwy. 1 to six lanes from Langley to Abbotsford, at some point, as well as more overpasses, bicycle lanes and a new, likely a tolled bridge, one of the government’s pet projects, to replace the George Massey Tunnel. Funding however for the 10-year plan, has only been identified for three years. But to transportation-talked-out voters, it’s more confusion to the mix. And confused people often don’t vote, or they get angry and vote no and say to heck with everyone. Why would the government make its announcement at this time? It easily could have waited until the mail-in voting period finished at the end of May. There’s something malicious or mischievious in the way the government plays with Metro Vancouver government and residents, struggling under steadily rising property taxes and house prices. It must play well in the hinterland when the MLAs can say the latte-sipping denizens of the Lower Mainland get no favours from the province. – The News Tell us what you think @ www.mapleridgenews.com

Owners win with more transit I ’m seldom taken in by pranks but this TransLink referendum . . . it must be an April Fool’s Day joke, right? I mean politicians (and appointees) can’t make do within a given budget and the only solution is spending $6 million on a campaign Open mic to shift responsibilMike Shields ity for a new tax away, from themselves? I can’t roll my eyes as far back in my head as my 12-year-old niece when she says it but, “You can’t be serious?” Yes? Well OK then, according to its website “through negotiations with the Province of B.C., TransLink was born in 1999 . . . responsible for both the major road network and the public transit system . . . with the means to raise its own funds through taxation.” Notably, negotiations between a provincial NDP government and the Greater Vancouver Regional District compromised on a mid-point scenario for capital projects – to be funded by transit fares, a gasoline tax of up to six cents litre, parking sales taxes, plus any new taxes the GVRD took responsibility for imposing. So in April 2000, a $75 per vehicle levy was proposed, without which a resulting “lack of maintenance” would doom the system, according to then chairman George Puil. When ICBC balked at collecting that levy, TransLink trimmed its

budget by $7 million and the province authorized two more cents a litre in gasoline taxes. Later, TransLink also received a reallocation of federal gas taxes (2002); three more cents per litre in regional fuel tax (2007); replacement of the parking tax by property taxes (2008) and a default allocation of three per cent of all Metro property taxes (according to the Vancouver Sun as of 2014). Simultaneously, numerous highways, bridges, and subways were completed – though resistance by local politicians to raising property taxes meant most projects owed more to (2010 Winter Olympics-inspired) federal and provincial allocations than to TransLink efforts. Not that such contributions are unusual: From former Premier Glen Clark: “For the big picture stuff . . . the province has historically . . . paid the money, set the priority and turned it over.” Unfortunately, today’s regimes in both Victoria and Ottawa find it politically preferable to balance their budgets by offloading responsibilities rather than (gasp!) spending cuts or (double gasp!!) taxation. As neither a city planner nor regular transit user, I won’t weigh in on whether TransLink’s current expansion plans are well meaning and/or well designed. But I resent the sneaky replacement of progressive tax strategies with regressive ones. Specifically, the Yes campaign exaggerates opposition as a vote for sitting in traffic all day long. But by the same measure, the steady decrease in marginal rates for the top

Canadian tax brackets seems like they’re trying to trick us into transferring more taxes on to the middle class. Indeed, so much of modern Vancouver’s wealth derives from real estate appreciation, resulting from well-funded infrastructure, it’s impossible to not wonder why these “nouveau riche” shouldn’t pay for the same opportunities for future generations. On a nominal dollar basis, property owners will derive greater benefit from any TransLink expansion, than will the lowincome single parent barely scraping by. And economically, if new revenue is absolutely essential, try something different. In Australia, a foreign property purchase surtax raises funds while helping keep residents from being priced out of the housing markets they grew up in! Look, regardless of the vote outcome, TransLink is going to expand: Even after the aforementioned vehicle levy failed, their expenditures doubled from 2001 to 2012 (from $631M to $1.4B, both figures in 2013 dollars). And circa 2000, this was their raison d’etre: “Transportation was the top issue in the Lower Mainland. Skyrocketing rates of car ownership and gridlock on the roads made commuting a nightmare, as well as challenging efficient goods movement and producing environmentally damaging emissions.” Am I missing something or is this not still the case after 15 years of TransLink “successes?” Part 2 to follow. Can you imagine if the Liberal government announced next week that they are bringing back the HST issue? What do you think the public’s response would be? Do you think there is a hope in hell any politician, whether they be municipal or provincial, is going to stand up and say, OK, you didn’t want a .05% PST increase, so we are going to hit you with a vehicle levy, additional gas tax or property tax instead? The referendum is your only chance for at least 10 years plus, however long it takes to order the buses or build an LRT, etc . And please don’t give me the reform TransLink crap. It takes money to build improvements into the system. The province and the feds are hell-bent on balanced budgets so don’t look for grants or handouts. And finally don’t drink Justin Bateman’s Kool-Aid. Do some research, check out CBC, the blogs and compare TransLink to some of the other systems in North America. I think you would be surprised.

Editor, The News: My name is Santino and I am a 24year-old male resident of Pitt Meadows. I have lived in this city for 11 years now and I have seen a lot of shenanigans but last night I was witness to something which both deeply upset and angered me. While we were waiting at the McDonalds, we watched a group of clearly drunk young males stand near the drive thru, behaving like monkeys, trust falling and then catching each other and then beating on their chests as if they were some kind of king of the jungle. Shortly after this, a taxi full of more drunk young adults pulled up to the drive-thru and the group of males which I previously mentioned, approached their car.

As I drove up to the drive-thru to place my order, a fight broke out. Two young males threw another male at, and through the sign, where I was placing my order. Then a young man was on the ground in front of my car was being kicked by two cowards. My girlfriend honked the horn and they scattered back to the taxi like the pathetic creatures they are. I called the police right after and this morning I realized the car which I was driving, which just so happens to be a rental, has a large dent in a door. This is presumably from the impact of one of these young men’s heads. Sadly, this is nothing new when it comes to Pitt Meadows and Maple Ridge.

These towns appear beautiful at first glance, but after spending my youth here, I can honestly say I am ashamed by a lot of what I have seen over the years. There is too much privilege and not enough education. There are too many gyms and not enough bookstores. There are too many tough guys and not enough thought leaders. I want to write something about this to be published in the newspaper as I’m actually concerned about a lot of things that are going on in these cities and I feel that nobody ever talks about these kinds of situations and their underlying root causes. Salvation Army concerned Business from Front

“We can’t sell now,” she said, describing that anyone coming to look at purchasing the business and property leaves as soon as they see the transient activity outside their doors. In 2001, the Salvation Caring Place secured funding from the federal government and set up shop on the corner of of Lougheed Highway and the Haney Bypass. Since that day, the Pinkney’s said their business, and the neighbourhood around them has gone continually down hill. “The police come

through, tell everyone to move, and they do, but they’re back in a couple of hours,” said Ben. Living above their storefront, the Pinkneys were awoken from their sleep three nights ago when the fire department came to put out a blaze at 4 a.m. in the morning. “I’ve been talking to anyone who will listen. I’ve waited for the last 13 years for someone to do something about this, but there’s no end in site,” said Joanne. As frustrated as the couple is, they said they understand the difficulties faced by the Salva-

tion Army. Joanne said she doesn’t wish ill on the transient population that wanders the front of her storefront, even hurls insults at them when they go outside. “I understand they’re sick and need help. But it was supposed to be a transition house where they could go in for help, get them back on their feet and into the workforce,” said Joanne. “It’s not that now.” At the Salvation Army, the goal of helping those who need it most has been a difficult proposition in Maple Ridge. Years of funding cuts and dwindling dona-

tions has the shelter faced with cuts to services. The local branch branch has seen donations drop more than $50,000 year-to-date. has to do something about this. Michael Emery, general manager at the Salvation Army Caring Place, said he understands what goes on outside their doors. “We’ve seen the increase in traffic. It’s a concern for us as well. We want to be good stewards of the neighbourhood and the community and do what we can,” said Emery.

After about a 12-hour delay, the MSC Splendida left the Tunisian port at dawn Thursday and was headed back to Barcelona, Spain. The ship is now a third of way there, said Porter. “They’re safe. They’ve left port.”

He’d been following the cruise ship online and heard about the attacks on the media. “I knew about it before they did.” Porter said he was worried for awhile. “They’re fine. They’ll be about an and hour and a half late into Barcelona.” But they’ll still make

a connecting flight into London for the flight home. MSC Cruises said that two passengers who had been missing from the Splendida turned up safe. A Spanish man and his pregnant wife spend the night hiding in the Bardo National Museum, the site of the terrorist attack.

Time to vote on Tlink tax

The plan Metro Vancouver mayors crafted last June tried to offer something for every resident and every part of the region to keep local councils on side and appeal for votes. The 0.5-per-cent regional sales tax they proposed to pay for it, dubbed the Metro Vancouver Congestion Improvement Tax, raises the PST charged in the region to 7.5 per cent. The Congestion Improvement Tax is estimated to raise $250 million a year, which would

fund the region’s share of the projects, with the rest to come from Victoria and Ottawa. The big ticket items are three light rail lines in Surrey at a cost of $2.1 billion and the $2-billion subway in Vancouver, extending SkyTrain’s Millennium Line west along Broadway to Arbutus. The plan says the light rail lines from Surrey Centre on 104th Avenue to Guildford and down King George Boulevard to Newton would come within seven years (city officials think the Guildford line could be built within four years), while the longer LRT line down Fraser Highway to Langley City could take 12 years. Better bus and other transit service would come much faster. The plan calls for 400 more buses, increasing bus service by 25 per cent across the region. Much of the increased service would come south of the Fraser and in other relatively un-

CHARTERED ACCOUNTANT

derserved areas, greatly increasing the number of residents who are within walking distance of frequent transit. See Vote,11

Will we get what’s promised Referendum Questions: No campaign says no guarantee By Jef f Nage l Black Press

Referendum No campaign leader Jordan Bateman argues the cost estimates of major projects like the Broadway subway and Surrey light rail network aren’t up to date and are likely to run over budget. On top of that, there’s no guarantee of $1.5 billion in federal contributions that would be required to fully fund the

mayors’ vision. That creates some uncertainty about what improvements will be built if and when voters approve the Congestion Improvement (sales) Tax. Bateman argues residents could say Yes and then watch as the region is forced to shelve or delay improvements. Port Coquitlam Mayor Greg Moore says more

buses and SeaBus service will be deployed in the first five years, while major rapid transit projects would be built in the back half of the 10year plan, leaving plenty of time to secure federal and provincial contributions. It’s normal, he said, that senior governments will wait to make contributions for major projects until there’s a

business case. Bateman contends federal contributions to the plan may come at the cost of other funding to build costly sewer treatment or water upgrades, effectively forcing local property taxes higher. Moore counters there’s a strong case for federal help, separate from other municipal projects. See Vote, 12

And list of promises is long Vote from 10

Eleven new B-Line express bus routes would be added to speed passengers along major corridors with few stops. The ones to be launched in the first five years of the plan are Surrey Centre to Langley, Scott Road to Newton via Scott and 72nd, Maple Ridge to Coquitlam, Richmond-Brighouse to Metrotown, Dundarave to Phibbs on the North Shore, Downtown Vancouver to SFU Burnaby and Joyce-Collingwood to UBC via 41st. Later B-Lines are Newton to White Rock (an extension of the existing 96 B-Line in Surrey), Langley to Pitt Meadows, Metrotown to Capilano University via Willingdon, Lynn Valley to Downtown Vancouver and Downtown Vancouver to Southeast Marine Drive. SeaBus service would increase 50 per cent, providing sailings every 15 minutes all day and every 10 minutes at peak times. Night bus service would increase 80 per cent and HandyDart service would get a 30-per-cent increase. SkyTrain and Canada Line upgrades would get more than $800 million for 220 new cars to increase capacity and 10 more train cars would

be added to carry more West Coast Express passengers. Expo Line service would increase 50 per cent. Other capital money would flow to new or expanded transit exchanges. The biggest road project in the plan is the $1-billion replacement of the Pattullo Bridge with a new four-lane bridge, expandable to six lanes. The plan includes $36

million a year in increased money for road upgrades and maintenance on corridors such as Fraser Highway, Kingsway and Knight. Another $13 million a year would go to add 2,700 kilometres of new bikeways or trafficseparated cycling lanes, including completion of the Central Valley Greenway and B.C. Parkway routes.

– Jeff Nagel Referendum Questions is a Black Press series exploring issues related to the Metro Vancouver transit and transportation referendum. Voters must mail in ballots by May 29 on whether they support the addition of a 0.5 per cent sales tax in the region, called the Congestion Improvement Tax, to fund billions of dollars worth of upgrades.

Province fiddled with words Light rail now rapid transit Vote from 11

“This is the Pacific Gateway and we need goods and people moving around this region. Then there’s the province’s rewording of the referendum question to delete the mayors’ references to the “tunnelled Broadway line and to replace “light rail with “rapid transit in Surrey. Some critics wonder if it may mean cutand-cover Broadway construction and more costly SkyTrain technology in Surrey, significantly altering the project the City of Surrey has spearheaded. Moore said the shift to more generic wording shouldn’t alarm voters. “The province wanted to ensure all options were open, he said.

“They didn’t want to predetermine the technology before the business case was done. Fair enough. Reassurances have come also from Transportation Minister Todd Stone, who has endorsed the mayors’ plan and urged a Yes vote. Bateman also claims the plan cost of $7.5 bil-

lion has jumped by $200 million. That comes from a report released March 12 summarizing the plan’s assumed revenues and costs that shows the capital cost over 15 years is $7.7 billion and $6.9 billion over 10 years, in 2015 dollars. “They’re already $200 million over budget, Bateman said, predicting higher estimates of the big projects will be released after the referendum is over. “This is just the first of many increases. The mayors’ council the numbers are accurate. Moore said the $7.5-billion cost is in inflated rather than 2015 dollars and over 10 years, which covers all of the projects except the final two years of construction of the light rail line from Surrey to Langley – it would be

done in the 12th year. Moore said the report, prepared by a joint working group of TransLink, the mayors and consultants KPMG, verifies earlier assumptions are accurate and the expected revenues will fully cover the operating and capital financing costs. The report does outline several uncertainties that may affect how the plan rolls out. They include partner government contributions, capital project costs and the assumed growth rate of revenue from the 0.5 per cent sales tax. It also cautions that other factors, including demand, population growth, inflation and consumer preferences, “may not hold over time and will have an unknown impact on final project costs and offsetting revenue.

Canada’s high court will weigh the constitutional rights of medical marijuana users for the first time today. At stake in the case before the Supreme Court of Canada is whether approved legal cannabis users can be restricted to just using dried marijuana – the only authorized product under the new system of regulated producers – and denied access to oil extracts and pot brownies and cookies. It flows from the 2009 drug trafficking arrest of Owen Smith, a Victoria man who baked pot into various edibles for a cannabis buyers’ club. Medical pot patients have twice convinced lower courts in B.C. that it’s unconstitutional for them to be denied their medicine in different forms if they cannot or do not wish to smoke it. The B.C. Court of Appeal split 2-1 last August, agreeing federal regulations should simply state “marijuana instead of “dried marijuana.

Driveway’s Alexandra Straub will pilot an all-electric Nissan LEAF in the annual AJAC Eco-Run next week. The all-electric sedan, which is also the prize car provided by the Scrap-It program for our Plug-In to Win contest, will glide silently from the Vancouver International Auto Show in downtown Vancouver next Wednesday. The route, devised by the Automobile Journalists Association of Canada, will then take the participating 19 eco-friendly vehicles to Victoria via the Nanaimo ferry. On Thursday, the vehicles will be put through their paces on a handling course in Langford to see how versatile they are. The EcoRun concludes that evening in Vancouver. In addition to pure electric vehicles, the Eco-Run

includes plug-in and conventional hybrids, as well as vehicles powered by hydrogen fuel cells, diesel-fuelled powertrains and highly efficient gasoline options. There’s no limit to the size of vehicle showcased, as they range from subcompacts to pickup trucks. The participants include the 2015 Hyundai Tucson Fuel Cell, 2015 Jeep Grand Cherokee EcoDiesel, 2015 Kia Soul EV, 2015 Ford Focus 1.0-litre, 2015 Acura RLX Sport Hybrid and the 2015 Chevy Volt. The purpose of the event is to inform consumers of these alternative options. These new vehicles are driven in real-world road conditions in order to fully test for fuel efficiency and the reduction of carbon dioxide emissions.

THE FOURTEENTH ANNUAL HANEY ROTARY

2 15

CHARITY GOLF TOURNAMENT In support of youth locally and internationally

Wednesday, May 20th, 2015 at Swan-e-set Bay Resort and Country Club

The 2015 Honda Fit is a finalist for the AJAC Green Car of the Year award.

proudly presented by

Cash Back – for driving green By Bob McHugh There’s good news for BC auto buyers who want a “green car.” A $7.5-million fund was set aside in the B.C. budget to bring back a government incentive program that offered rebates to buyers of plug-in hybrids, electric vehicles and fuel cell vehicles. Details of the new plan are expected to be announced at the Vancouver Auto Show. In the same vein, here are five new vehicle with “green” aspirations. The

first four are finalists for the AJAC Green Car of the Year Award, which will also be announced at the show next week. • The 2015 Acura RLX Sport Hybrid SH-AWD would be my personal “primo-green” pick, if I were lucky enough to have a spare $50K stashed away. • The 2015 Honda Fit may be small on the outside, but its organic shape and and versatile seating system makes the most of every bit of interior space. A 1.5-litre engine that can produce 130 horsepower and 114

lb-ft of torque, powers all Fit models. Fuel economy is rated at 7.0/5.7/6.4 L/100km (city/highway/ combined) with the new CVT. Members of the Automobile Journalists Association of Canada have already voted it the Best New (2015) Small Car (under $21,000). • The 2015 Kia Soul EV is a clever electric vehicle adaptation of Kia’s tall 5-door compact car with the funky styling. Kia’s polymer (electrolyte) lithium-ion battery pack is compact and easier to hide, as it can be molded

into different shapes. Soul EV has a claimed driving range of 149 km on a single charge. • The redesigned Subaru Legacy won the overall 2015 Canadian Car of the Year Award. A substantial improvement in fuel economy was achieved through a variety of engineering initiatives. • Toyota has rebuilt the 2015 Toyota Camry from the ground up. The Hybrid editions come in three model grades and a starting price of just $28,710.

Single parents on social assistance will no longer lose their benefits when they go back to school, and will receive additional money for tuition, transportation and child care to complete their studies, the B.C. government announced last week. Starting in September, the full costs of child care will be paid for a year after the completion of skills training. As well, governmentpaid dental and other health benefits will also continue for a year to

give people a chance to get back in the workforce. Social Development Minister Michelle Stilwell said the program will cover training programs up to a year in length, calling it “one of the most significant social program shifts this government has ever introduced.” Children and Family Development Minister Stephanie Cadieux said her ministry will cover daycare for any of the 16,000 single parents on income or disability assistance who want to be trained to join the workforce. “We know that child care costs can be in excess of $1,200 [a month], depending where they are in the

Surrey single mother Emi Yumura described her struggle to get back to work after leaving a “dysfunctional” relationship and ending up in a transition house with her two-year-old son. This kind of bridge support is what parents in her situation to get off welfare and get established in a job, Yumura said.

Jobs Minister Shirley Bond said her ministry has assembled a list of training programs that fit into the one-year window and have good employment prospects. Bond said the provincial program may be able to match up with the federal Canada Job Grant where participating employers pay for part of the training, to extend assistance beyond one year. “While certainly we’re looking at first-year costs and then continuing some of that support, part of my job is to make sure that we have employers that are prepared to step up, to be engaged with these individuals as well,” Bond said.

REAL ESTATE IN MAPLE RIDGE & PITT MEADOWS All listings in this publication are advertised by licensed Realtors®.

Spring arrives early for home prices By Kevin Gillies

T

his year, spring came early for both Mother Nature and the local real estate market. Friday, technically, is the vernal equinox, which specifically refers to the cycle of nature, the seasons, the flowers, the bees, and so forth. But the flowers and trees have been in bloom for more than a month, regardless of the calendar’s dictation of when things should happen. And while spring’s arrival, both by the calendar and by the sun, is ahead of schedule, so too is the Lower Mainland’s – and the upper Fraser Valley’s – real estate sales season for buyers and sellers alike. With spring’s thaw – not that we need one this year – and families considering moves in the year ahead to come, the children’s school schedule often dictates the dates and terms of the housing market with spring listings and summer possession dates. Now is the time many homeowners prepare their homes for sale, while others plan ahead in preparation to buy a new home. And according to the Real Estate Board of Greater Vancouver, conditions within the Metro Vancouver housing market continued to strengthen in February as home sales and listing totals came in well above the region’s 10-year average for the winter-as-usual month. “It’s an active and competitive marketplace today. Buyers are motivated and homes that are priced competitively are selling at a brisk pace right now,” board president Ray Harris says in a release. New listings for detached, attached and apartment properties in Metro Vancouver totaled 5,425 in February, representing a 15.4per-cent increase compared to the 4,700 new listings reported in February 2014. Areas covered by real estate board include Pitt Meadows and Maple Ridge, as well as: Whistler, Sunshine Coast, Squamish, West Vancouver, North Vancouver, Vancouver, Burnaby, New Westminster, Richmond, Port Moody, Port Coquitlam, Coquitlam, New Westminster and South Delta

Contributed

Housing sales and listings are on their way upwards, while Maple Ridge median home prices are up five per cent from last year.

Last month’s new listing count for the region was 11.8 per cent higher than the region’s 10-year new listing average for the month; and the sales-to-active-listings ratio in February was 25.7 per cent, the highest it’s been in Metro Vancouver since March 2011. Maple Ridge-Pitt Meadows-area detachedhome listings jumped from 179 in February 2014 to 190 in February 2015; and from 148 in January to 190 this month. The numbers show that this is translating into early spring sales locally too for detached homes.

Maple Ridge-Pitt Meadows-area detachedhome sales jumped from 91 in February 2014 to 127 in February 2015; which was 28 more sales than in January. “We’re seeing more multiple offer situations and generally more traffic at open houses today,” Harris says. The listings numbers were as strong for attached homes (townhomes, duplexes, etc.) or apartments locally, despite having lower sales over the same period. Those homes combined for 137 listings in February 2015 versus 119 in February a year

earlier, compared to 73 sales in February 2014 and only 64 sales in February this year. The median price for a Maple Ridge singlefamily, detached home rose 5.1 per cent — to $480,500 — in February over the same month last year. In Pitt Meadows, the same median price rose 6.3 per cent to $527,800 over the median price from February 2014. For more information or statistics on the local real estate market, go online to the Real Estate Board of Greater Vancouver website at rebgv.org.

Smith wins athlete of the year Wrestler honoured by Sport BC

The Ridge Meadows Bruins blasted the Abbotsford RFC 42-29 in men’s rugby action on Saturday. The Bruins improved to 2-3 in the standings for the Lower Mainland Third Division. So far they have been one of the highest scoring teams on the circuit. The Bruins women dropped their record to 0-3 after a 36-10 loss against Nanaimo on Saturday. Both teams will play home games at Thomas Haney this Saturday. The women will look to get their first win as they face the Brit Lions at 11:30 a.m. The men face a tough Capilano squad, which has gone 4-1 so far this season, in a 1 p.m. game.

On Friday, Sport BC celebrated its best athletes, and Maple Ridge Ramblers wrestler Payten Smith was among them. Her name was included alongside other B.C. Athletes of the Year, including Olympic speed skater Denny Morrison and Western Hockey League player of the year Sam Reinhart. Smith was chosen as the female high school athlete of the year, for the 20132014 school year. “This young wrestler’s success is a result of her unwavering determination and perseverance. Her tenacity in prevailing in the wrestling world is very well represented by her success in the 2013-2014 school year,” said the announcement from the organization that supports and promotes all sports. Smith won the provincial champion title for senior girls wrestling for the fourth consecutive year. She also earned the title of National Champion of the girls’ juvenile freestyle wrestling and girls Greco-Roman wrestling.

Former Maple Ridge Rambler Payten Smith won national bronze in her first year with the Simon Fraser University Clan. Smith was dominant, considered one of the best athletes in Ramblers history, and among her many many impressive accomplishments were remaining undefeated for four-straight years, allowing no points to bbe scored against her from 2011-2014, and being the only BC girl to win gold at the Canada Summer Games.

With her success, she became the first Maple Ridge Secondary School female wrestler to receive a fullride scholarship to Simon Fraser University for Varsity Wrestling. She also enjoyed a good rookie season with the Clan. She went out with a bang, at the nationals last month, Smith was the sur-

prise of the tournament, picking up a bronze medal in the consolation final of the 191-pound class. She pinned Jackie Williams of King University 1:24 into their match. Smith entered the tournament ranked 9th at 191-pounds and was coming off an ankle injury. Smith’s only loss at nationals came by a touch fall 14 sec-

onds into her quarterfinal match against Williams but Smith avenged that loss in the bronze medal match. Smith had a come-back victory to upset the No. 2 seed in the consolation semifinal to give herself a shot at bronze. Smith won five matches in the tournament and finished 29-6 this season.

Barefoot running researched Minimalist style is a recent trend

T

here had been a growing movement in the running community that was endorsing ‘minimalist’ running, which advocates either barefoot running or using very thin soled shoes as a more efficient, and natural way to run which ultimately would reduce injury. In the five years since the minimalist movement appeared around 2010, there hasn’t been much more than anecdotal evidence and conjecture regarding the safest and most productive way to run. That was until a number of recent studies were done indicating some of the claims of minimalist proponents are unfounded. The foundation of the claim that running either barefoot or with minimalist shoes (very thin soles and often

individual toe compart- economical and natural ments) is preferable to way to run. The author traditional shoes comes of the Nature study from the claim that proposed that runners barefoot runwho have been ning requires heel-strikers you to shorten should change your stride, their running and land more style to be toward the forefoot-strikforefoot which ers, despite is supposed that fact that to decrease roughly about the forces in 75 per cent your foot and of all runners reduce injury. Kinected are rear-foot It was strikers. Kerry Senchyna proposed that One study landing on your heel published in the Jourincreased the forces in nal of Applied Physiolthe whole lower leg by ogy in 2013 looked at as much as three times the forefoot vs rear-foot the force as forefoot controversy. They took landing, leading to a a group of habitual potential cascade of inforefoot runners and jury problems from the had them first run with foot up to the hip and their usual gait and back. And the reason then measured oxyfor the high amount of gen and carbohydrate cushioning in the heel utilization and then of standard running had them change to a shoes was that this was heel-strike gait. Then needed to absorb these they did this with the greater forces. habitual heel-strikers It was also thought that a forefoot gait was a more efficient,

measuring the same variables using both gait patterns. What they found was that both oxygen and carbohydrate consumption was less with the rear-foot strikers at all speeds except sprinting in which case carbohydrate use was equivalent in both gait styles. This means that since the oxygen consumption was lower, rearfoot strikers don’t need to work as hard at a given running speed. And because carbohydrate use was less, rear-foot strikers who longer running events such as marathons, can save their valuable carbohydrate stores in their muscles and therefore better avoid ‘hitting the wall’. This is a very crucial issue for long distance racers since running out of carbohydrate stores will basically end your race.

On the issue of reducing injuries with the minimalist or barefoot style, a study done in 2013 published in Medicine and Science in Sport and Exercise found that runners who changed from traditional shoes to either minimalist or barefoot over a 10 week transition period acquired signs of injury or stress fracture in at least one of the bones in the feet. A number of other recent studies have shown an increase in injury rate with the transition to minimalist footwear that included metatarsal stress fractures, calcaneal stress fractures, and plantar fascia rupture. Â Of course there are many

runners who wear minimalist shoes very successfully with little to no injuries. So the lesson here is that if you are comfortable running with a certain gait pattern and shoe, you should probably stick with it. And if you want to transition to minimalist shoes, you should do it very gradually in order to reduce the chances of injury. Kerry Senchyna is the founder, owner and president of West Coast Kinesiology since 1992 and is a provincially registered kinesiologist (BCAK). He provides active injury rehabilitation, ergonomic assessments as well as elite athletic conditioning programs for clients.
