Whether it’s the beautiful weather or an upsurge in the economy, one thing is certain: realty in the Boundary is selling. “We are having more sales this year than we have in previous January through March time periods (first quarters),” said Cindy Anthony, realtor and managing broker at Grand Forks Realty. “I don’t know whether it’s the weather or if it’s just time for more sales to happen.” Anthony said that real estate sales tend to run on a seven-year cycle. “It’s been at least seven years since the downturn,” she said. “We’re kind of anticipating an upswing now. But I think that better weather has definitely helped that. People are out travelling. I think it’s probably a combination of several factors.” Anthony said that real estate prices are staying pretty low due to a two or three-year supply on the market. • See REALTY SALES page A16

At Monday’s regular city council meeting, council made the decision to seek grant funding to help determine longterm planning for transitional housing in the city. Council agrees that the partnership with MAAP is an essential one in the community and the services provided are necessary, the city stated in a release. “After much deliberation and time spent reviewing the project, council wanted to get it right and are determined that it is important to look at the current and long-term impacts of transitional housing in Grand Forks,” the release stated. “The city will be seeking grant funding to support the development of a professional planning report, which will provide guidance on the immediate and long-term transitional housing needs of the community. The city will reach out to different agencies in the community for their input.”

Road construction is to start this summer. 1960 On sale this week at The Crown Market: side bacon for 49¢/ lb., two tins of Spork for 69¢, veal patties for 45¢/lb., pork steak for 39¢/lb. 1965 A controversial Kettle Valley school district referendum failed to receive the necessary 60-per-cent majority in voting which took place Monday. School District No. 13 was seeking approval to consolidate high school classes from four small schools into one new secondary school. The percentage of votes in favor was 59.9 per cent. 1970 Many of the residents of Christina Lake were fascinated with the swans and Canada geese which spent a few days on the lake. 1975 Turning the sod at a ceremony marking the start of excavation for a new $110,000 Pentecostal Church in Grand Forks was Mrs. Austin Pennoyer, charter member of the local Pentecostal Assembly. 1980 A milestone for Pacific Enercon came Friday morning when the initial production line was put into operation; first quantities of Grand Forks slag were melted and fiberized, and the first bags of Energlas brand blowing wool insulation came sprouting forth from the compression baler that packages the material. 1985 Jeremy Martens, 5, was the first to find buttercups this year. Dusty had been with several families in his short life. He was born with Entropian which is very painful, this is a disease that affects the eyes where the eyelids are turned inward and the eyelashes and skin rub against the eye, causing irritation and discomfort. He was almost blind by the time a rescue agency (SCARS) stepped in. His small body had almost no muscle development as a result of the neglect. SCARS made arrangements to get the necessary operation for Dusty. Today, he lives life to the fullest. He loves to run as his eyesight is perfect now. His siblings are his entertainment as he likes to be chased by them and will bug them until they commit. He loves to cuddle and go for long walks.

City CannaFest 2015 gets liquor licence gets CRAIG LINDSAY

After originally stating that there would be no liquor at the CannaFest 2015 music event on Aug. 7/8, organizer Chuck Varabioff has asked council for approval of a special occasion liquor. In addition to the request for a liquor licence, Varabioff also asked council for an extension of time from the original end time of 10 p.m. to 12:30 a.m. on both nights at Monday’s regular council meeting. Despite objections from Councillor Julia Butler, council passed the motion 6-1 in favour of issuing the licence allowing the sale of liquor from 5 - 10 p.m. at CannaFest. Council made a separate second motion to have staff look into the request for the later end time for the event. The second motion was carried unanimously. “It’s kind of interesting, in their submission to council on Feb. 24, (Varabioff said) ‘we are capping the ticket sales at 3,000 and we will not tolerate liquor,’” said Butler during discussion of the motions. “I think this might be an interesting soapbox from the medicinal marijuana point of view that we don’t tolerate medicinal marijuana but we’ll tolerate liquor (even though) everyone knows that liquor is more harmful

than medicinal marijuana. I can see Facebook lighting up now.” Butler also noted that the time extension would not be welcomed being that the concert is being held in a “highly residential neighbourhood” at James Donaldson Park. “I’m sure the residents of this neighbourhood would not approve of their houses shaking until 12:30 p.m.,” said Butler. Coun. Colleen Ross countered by stating that the concert will bring an element of fun to Grand Forks. “I was a bit surprised when they said they weren’t going to have liquor at a rock concert,” said Ross. “I think it’s just a matter of course. Lots of us have been to rock concerts where stuff is done. It’s a summertime rock concert in Grand Forks, I think we should just—without saying let’s not be ‘old farts’—let’s use our town, let’s use our facility, let’s have something fun for a change. Let’s take some chances; the cops are going to be around. There will be security. Yeah, people are going to drink too much but let’s be like other towns that have concerts in the summer.” Mayor Frank Konrad added that he hopes that the event organizer doesn’t come to council down the road with any further requests for changes or additions.

The motion came up when council was discussing the Multi-Agency Accomodation Project (MAAP) and the five-year extension on MAAP’s current five-year lease with the city. Grant funding
Council agreed unanimously to carry a motion supporting staff in proceeding with preparing applications for the Strategic Priorities Fund (SPF) grants based on the projects selected. The SPF allows for 100 per cent funding from the grant program and is due April 15. The projects selected based on the city’s asset management plan and water and wastewater strategies are: 1. West side fire protection – Well #2 ($970,254), 2. Multi-utility projects – 22nd St. and 3rd St. ($2,125,000), and 3. Long term strategic financial framework ($50,000). RDKB
Councillor Neil Krog, Grand Forks’ council appointee on the Regional District of Kootenay Boundary (RDKB) board, gave a report on the activities of the board. Krog reported that he attended the finance committee meeting on March 10 and the environmental services meeting on March 11. Krog said that the city is a shareholder with the RDKB on several different shared services such as the curling rink, the aquatic centre, regional transit, mosquito control, animal control, arena, recreational program services, and regionalized waste management services.

on the same date as you are out of work. “Every day counts” is right! I have been living in the Boundary since the mid-’70s. I came to Rock Creek with some friends. We were actually on our way to Saskatchewan to buy a farm, but the natural beauty of the Boundary made us stop and we never got back on the road. So after 40 years as a local, and nearly 25 in the same house in Midway, I am moving on. Family stuff in Oregon calls me back to where I was born. As you can imagine, it is not an easy decision to head down there—but sometimes in life, options are few. Most times, if you accept what you can’t change, you have a better day. Special K and I once put a sign up on the kitchen wall: “Happy is what you make it;
always has been, always will be.” So I have been working at getting my head wrapped around all of this. One line of thinking I’ve come up with is that some 45 years ago I deserted the U.S. Army during a war that I didn’t believe in; basically I left the U.S. because there was a guy leading the government whom I couldn’t support. Ironic, isn’t it? Now, 45 years later, I am heading back across the line at a time I can’t find much common ground with the guy we have leading Canada. I must have problems with authority. But I’ll be on the job as reporter at the Boundary Creek Times until the end of next month; and I can promise that I am planning on making it back to the Boundary one day—home sweet home. To all my friends and neighbours I can think of few

The paper stated that Mr. Perepelkin had donated $1,000 to the trails society to develop the trail up Observation Mountain. In fact, Peter had arranged to donate $1,000 a year for 10 years for a total of $10,000 to fund improvements on the Observation Mountain Trail.
The $10,000 donation is to honour the memory of his son Keith Perepelkin. The society is grateful to learn that Peter’s family is going to continue this commitment. The Perepelkin Bench will be the first of several amenities on this trail that will guide and rest hikers on their way up the mountain. Allow MAAP to proceed with plans
Following are open letters to Mayor Konrad and council, in support of the Multi-Agency Accommodation Project on Riverside Drive
For the past four years I have been a volunteer director/chairperson for Boundary Emergency and Transition Housing Society. In my professional capacity as the Boundary Region RCMP Detachment commander, I saw a need in the community. We were experiencing break-ins into park washrooms, people sleeping under bridges and in bank foyers, lighting fires and leaving garbage behind. The social and criminal issues surrounding homelessness were not being addressed. The extreme weather shelter has contributed to addressing some of these problems. Since Nov. 1, 2014 until March 15, 2015, the shelter has provided 681 bed nights for homeless people in our community. The development of transitional housing will address more of these issues. Bringing Habitat for Humanity, Whispers of Hope and BETHS together at one location was not an accident. A great deal of research and planning went into this decision. The City of Grand Forks, both staff and elected officials participated in this planning in order to bring services in a central location for those in need. This partnership is unique in B.C. Many communities have looked at our model and what can be accomplished in a positive light, when nonprofit groups come together to provide services that local government cannot afford to do and provincial government will not do.
Contrary to some opinions, Habitat for Humanity ReStores are thriving, attractive commercial enterprises that provide jobs, reduce waste in our landfills by recycling, and support the building of affordable housing in communities across the world. The project proposed is an approximately $500,000 improvement to what has been a vacant, run-down building and property. There is no reason to believe that, given the current economic climate, any other commercial enterprise or developer will come forward in the near future to purchase and develop this property. MAAP, with the city’s past encouragement, has spent thousands of dollars to date on engineering, soil testing and architectural planning in order to see this project get under way. Again, contrary to some opinions, the MAAP project allows for the continued development of a linear riverside park and trail system as envisioned in city planning for many years. The property is owned by the city and can be developed for this purpose in concert with the proposed project. Private ownership and development may not see that possibility. Are you prepared? The climate of the Boundary region is changing. Is there any connection between the winter we have just experienced and a gradual warming of Earth’s biosphere? If the weather in Boundary Country goes through more extreme changes in the future, are we prepared to make the necessary adjustments? These are good questions, but not of the kind that people really want to ask or answer because there Rousing are no easy answers. the Rabble During the past winter residents of eastern and northern Canada exROY RONAGHAN perienced unusual snowfalls and cold temperatures. Fires raged in Australia. Snow and ice storms hit the eastern United States and a devastating drought continued in California. Higher than usual winds raged in England and Wales, and in London, the Tames reached unprecedented high levels. In response to a host of so-called “extreme” weather events, Bill McKibben, co-founder of 360.org, said, “This is the kind of crazy weather that scientists said will mark the advent of climate change in its early stages, and it should be the warning that we need to actually do something, but so far our leaders haven’t taken that challenge.” Unusual weather events are being reported almost every day some place in the world and records that have stood for centuries have been broken. An example is Typhoon Hagupit, which hit the Phillipines in 2014 and caused extreme damage. If we haven’t been paying close attention to the weather, it’s time we did. Climate scientists have been issuing warnings for a couple decades about the impacts of what may be thought to be an insignificant increase in Earth’s temperature. Extreme weather events have been occurring with more frequency and on a much larger scale that the scientists had predicted. The most recent report from the Intergovernmental Panel on Climate Change (IPCC) supports what has occurred and it verifies that it has happened with a rise in temperature of a little under 1 C or 1.8 F. That doesn’t sound like much but in terms of its consequences it is huge. The IPCC predicts that the temperature could rise by as much as seven or eight degrees Celsius by the end of the 21st century and it that occurs human populations everywhere will be dealing with emergencies that occur regularly. The 2014 report from IPCC tells us that much of Canada will see more precipitation while the southern United States, Europe and Australia will live with more droughts and lower river flows. The conditions being described are beyond what anyone might imagine and their intensity won’t be known until they occur. The IPCC report lists eight key risks with warming: sea level increases and storm surges in coastal areas; food insecurity for poorer populations; inland flooding of cities; loss of potable water and water for irrigation; breakdowns of infrastructures because of extreme weather events; loss of fisheries because of a redistribution of catches; loss of terrestrial ecosystems such as dying forests; and extreme heat especially in cities. There is no doubt that the human population will be dealing with uncertainty and as Fred Pearce, a journalist in the UK states in a post on Resilience.org, “The message is clear. We may not be able to make hard and fast predictions, but prudency (sic) requires that we prepare for the worst.” The challenge is knowing how to prepare when not much is known about what to prepare for. The snow pack is well below what are considered normal levels and unless there is adequate rain during the ensuing months, overuse of water for irrigation could become an issue. What will the weather be like this summer in Boundary Country is anyone’s best guess, even the forecasters. Are we prepared for what we now call “unusual” events when they become the new normal?

As a long-time resident of this community (49 years on May 1), I have always tried to be proactive. It is indeed saddening to observe the possible undoing of countless volunteer hours of many, unraveled by a decision to not reaffirm the decision of the previous mayor and council allowing Habitat for Humanity to build a ReStore downtown. In a perfect world, we would not need shelters, community kitchens or low-cost housing. BUT unfortunately we are not in a perfect world and those of us that have recognized this are trying to make this world better for those less fortunate. This proposed project is not new, it has been in the works for several years. It is sad to think that all those volunteer hours and public dollars may be wasted. I am most fearful that we may lose Habitat from our community if they are not allowed to proceed with the ReStore. I encourage you all to support this worthwhile project. Allow me to express my appreciation for the time you took to listen to our rationale for the request of a 10-year lease agreement for 7212 Riverside Drive. The MAAP project addresses numerous points identified in the City of Grand Forks’ Communities 1st Agreement, as well as several “guiding principles” defined in the Sustainable Community Plan. The collaboration of the three participating agencies has reduced their long-term dependence on grant-in-aid support from the city, streamlined the administrative process between the three agencies and the city, relocated Whispers of Hope from the highway corridor, and consolidated three social services at one location adjacent to the downtown core. The 7212 Riverside Drive location provides walking accessibility for MAAP clients to/from the downtown core, a vital component of the services offered. MAAP (or the three individual agencies) would not be able to afford any other current facility in the community, and are grateful for the lease provided by the City of Grand Forks. Planning for the second phase of MAAP’s plan (ReStore, transition housing units, and office space) has been done carefully and methodically over the last three years, and specifically designed for the portion of land which was formerly 72nd Avenue adjacent to the existing building. This plan and the funding secured to date cannot be parachuted to another location as has been recently proposed by some individuals. The negative consequences of separating the ReStore and Transition Housing Units from the MAAP project will be a tremendous loss for the City of Grand Forks and the entire Boundary area. Over the past three years, the City of Grand Forks and the MAAP partners have spent time, energy and resources to find the most suitable location for Whispers of Hope, BETHS and Habitat for Humanity to come together in one location to best serve the needs of vulnerable individuals and the citizens of the City of Grand Forks. By providing these services to those in need, the entire city benefits. There has been concern voiced regarding a 10- year lease in the present location and questions about if it is the best location for the Habitat ReStore and the proposed transitional housing units. The answer is yes. There has been much research, planning and preparation go into the proposed site. Locating these organizations together significantly reduces operating costs and increases the services over what each can provide standing alone. Currently the Habitat ReStore is temporarily located on Sagamore Avenue in a leased location. The lease is taking from the profits which would otherwise be directed into affordable housing here in Grand Forks. The Riverside location which was renovated by MAAP for Whispers and BETHS sat empty and run down for several years prior to the lease agreement between MAAP and the city. The adjoining lot where the proposed ReStore building and transitional housing units would be built has never been built on. A new ReStore and housing units in that location would only add to the value of the land. And, it would not restrict public access to the river forks. Currently, Habitat and BETHS have commitments of up to $377,000 in grant money from provincial and federal sources which are dependent on securing a 10-year lease. If the lease cannot be secured, that money, and the jobs it represents, both in construction and long term employment is lost to our community. Please do not let our community lose this opportunity. Thousands of dollars have been spent by both the city and Habitat on site preparation and architectural drawings under the belief the city was prepared to proceed with the project. This project has been years in the planning. Habitat began looking for a ReStore site and after several sites were consider, at the city’s recommendation, 7212 Riverside Drive was chosen. Around that time the Multi-Agency Accommodation Project (MAAP) was formed to include Whispers and BETHS. This would lead to all three organizations operating more efficiently and economically. The latter two were important to the city first for Whispers to have a better location for their meal services and thrift store. And for BETHS to provide an emergency winter shelter identified as lacking in previous studies and assessments of the city. This was a win/win result for the city and the three agencies. It will be a major disappointment and insult to the many city and area resident volunteers who have worked hard to bring this project to completion for the less fortunate in our community. The community trail behind the property would be maintained with an attractive screen on the upland side of the property. I urge the city council to allow this project to move forward while provincial grant money is still available to seed the final stage of the project. It is too bad that a good idea can be hampered by aesthetics and fear. People often think it is necessary for a trail to be surrounded by just the right ambience. I have constructed and maintained trails that are beside industry, highway, residential, rural and now commercial. Trails fit in beside and bring the travellers to the front door of every imaginable zoning and property. The park-like setting along the south end of Riverside is a gem and it is just the right location to show off our community’s compassion for the less fortunate, our ingenuity in creating services, and our respect for the environment. The MAAP is a brand new commercial building that has been architecturally designed to be a ReStore on an existing empty site. It will bring in commercial traffic and re-energize that section of town. It will improve the appearance of the current Whispers and BETHS components with a new façade as it integrates all three services into one building. And the trail and park will pass right beside it with a beautiful view of the forks of the rivers. Perhaps the new members of council are fearful that their decision will change the face of the city. It will. And the decision to build the ReStore on Riverside will be in step with vision of previous councils. The park and the trail have been ongoing projects of the city for years. In 2006 the council of the day started to develop the Riverside trail that lead to the forks of the rivers. Brush was cleared and a trail put in. Benches were added. In the following years the

trail north along the Granby River was cleared and lit. And yes, there were those who opposed this integration of the community with its environment. There will always be those voices. Recently the city took great pride in embellishing Sugimoto Park. But council never dreamt of leaving this area as a park. Parks don’t pay taxes or rent. For the city, the ideal situation is to use parks to beautify an area and to draw people to it. More businesses and more people means more revenue. This is the thinking behind the community sustainability plan recommendation to purchase lands along the rivers whenever available. And it was the basis for the decision to grant Habitat a five-year lease. With the new 10-year lease and the construction of a new ReStore, the wisdom of those decisions will become evident. There is no reason to fear this change. Always there is the hope that some developer will come over the hill with lots of money and create just the right combination of commercial and residential. But no matter how long we wait, there is no hero on a white horse coming to rescue us. We are a community that is resilient, original and sustainable. We have shown initiative and the ability to work together to solve many problems unique to small rural communities. We are the best developers for our own town. And MAAP is the right development. Although I am fairly new to the area, I have been a strong supporter of the MAAP project since relocating to Grand Forks a year ago. I applaud the work that has been done to date through the tireless efforts of a very caring and compassionate group of dedicated individuals whose primary concern is for the most vulnerable people of this city—those living in poverty and many without the basic necessities of life such as food, water or shelter. To think that this project may be in jeopardy of losing the land (through a non-renewal of a five-year lease agreement) is in my humble opinion, highly incomprehensible. This project, with three social service agencies coming together to address homelessness, substance abuse and poverty, is significantly unique to Grand Forks and could be used as a model for other cities to replicate. This project is really one of a kind. The City of Grand Forks could potentially be seen as a leader in making a significant change by embracing the project and becoming socially responsible for ALL of its citizens, including those living in poverty. The collaborative efforts of BETHS, Whispers and Habitat for Humanity will only be successful as a group if they remain together—a one-stop shop.
The Habitat ReStore will become sustainable, as will the three transition housing units planned for the top floor of the building. Funds that have been secured to date can only be used for the sole purpose of this collaboration. To try and relocate the project elsewhere is not even a consideration because it will mean a full disassembly—like a house that is torn down brick by brick. To try and rebuild this elsewhere will in all likelihood not happen, and the efforts that have been put into it thus far will not likely occur again in this community. Think for a moment what the community of Grand Forks might look like afterwards if this collaboration were to dissolve. I believe the City of Grand Forks will lose its vitality if the homeless had nowhere else to go, but out into the streets. On the other hand, if it were to remain an integral part of the downtown area, as is, and already intact with a strong group of community citizens giving it the push that it needs, it would essentially increase potential for greater stability in the economy. The MAAP has created jobs; in two years it has grown from one employee to 11 with further potential to produce more jobs. City of Grand Forks – SOFI Reports, Chief Administrative Officer’s remuneration Grand Forks, BC – Grand Forks City Council hired Doug Allin to fill the position of Chief Administrative Officer at the end of February, 2015. Council has promised to be open and transparent with the public, and feels that it is important to disclose the parameters of the previous and current contracts the City has with CAO, Doug Allin. Mr. Allin’s time with the City, from October 2012 until November 2014, was based on a completely separate contract that was negotiated with the previous Council. Included in the contract were performance measures, severance and annual salary, all of which are in keeping with a typical employment contract. The severance agreement met the terms of the Mr. Allin’s contract, which stated he would be compensated for one year of salary and benefits for a total of $191,321.10. The actual payout to Mr. Allin was $115,577.30. The contract further outlined that Mr. Allin would provide professional services to the organization for a period of six months to the Acting Chief Administrative Officer, Chief Financial Officer and Engineering consultants through Urban Systems, when needed and in regard to specific projects the organization was undertaking. The severance agreement allowed for the retention of a laptop and cell phone as part of the provision of services, which he continues to use. The previous Council determined to waive mitigation rights. Mr. Allin’s current contract also includes performance measures, severance and annual salary, all of which are in keeping with a typical employment contract and includes a term of three years, $133,000 in annual wages, 5 weeks annual vacation, and a contribution from Mr. Allin of 400 hours of overtime, was negotiated to partially offset the severance package. This will be provided to the City over a three year term. Each Year, before June 30th, the City is legislatively required to release a Statement of Financial Information that includes salaries and expenses for employees that earn over $75,000, all Council expenses and remuneration, severance along with other financial information. The popularity of pickle ball is picking up and the local pickle ball community is growing rapidly both from residents and visitors alike. Pickle ball is recognized as a fast-paced game, great for hand-eye co-ordination, mental alertness and socializing. The pickle ball group currently plays at the Barbara Ann Park tennis courts during the spring, summer and early fall months. Temporary lines were painted within the tennis court lines a few years back but have become too confusing. The existing tennis court nets are too high as per pickle ball guidelines. The City would like your feedback regarding the request to eliminate one of the Barbara Ann Park tennis courts and resurface and paint on the pickle ball lines. The Rotary Spray Park in City Park is one step closer to becoming a reality. Rotarians Lynne Burch and Maxine Ruzicka gave an update to the Spray Park project to Grand Forks City Council at the Committee of the Whole Meeting on March 9. The cost of the project is expected to be around $400,000, of which the Rotary Club has already raised over 80 per cent. The City of Grand Forks had come aboard previously as a partner with the spray park project and is providing the land in City Park where the facility will be built. “In July of last year, many of you will remember that members of council and Rotarians were on hand to turn the sod and erect the sign signaling to the public that a future spray park would be constructed on the site,” said Ruzicka to council. “We very much appreciate the city’s public support of this project and, indeed, the individual support of all councillors and city staff.” Other major partners with the Rotary Club on the project include the Phoenix Foundation, Boundary and Family Individual Services Society (BFISS), Community Futures Boundary, Grand Forks Volunteer Firefighters Association, and the Grand Forks Credit Union. “We have broad community support for the installation of the spray park in Grand Forks,” said Ruzicka. “Community organizations, businesses and individuals have indicated their support for this with in-kind donations and/or cash donations.” Burch, the chair of the spray park committee, told council and staff that the idea for the park came from a group of young parents in the community who approached the Rotary Club. “In researching this project, the club found that many communities our size have these kinds of spray parks and many were spearheaded by Rotary clubs,” said Burch. “Your city staff will tell you that the project fits with the city’s sustainable community plan. As it is a facility for children it may encourage families with young children to take a second look at Grand Forks.” Burch also added that the spray park would be barrier-free, open to all children from disabled to low-income as there are no user fees. “It promotes healthy play for children and it is designed with water to be retained and reused.” Generated revenue: City of Grand Forks $200,000; Area C director McGregor $1,500 in kind; Phoenix Foundation $23,231; Community Futures $10,000; GF Volunteer Firefighters Association $4,000; and BFISS $1,800. Total community revenue = $240,531. Ruzicka and Burch asked council to confirm their original financial commitment of $200,000 in the 2015 financial plan and give early budget approval to allow city staff to initiate the pre-construction steps. “If we’re going to get this project completed in 2015 we need to take action now,” said Burch. The motion also asked council to wave the city’s purchasing policy to allow sole sourcing of equipment to Rec Tec Industries (Surrey), and to allow the sole sourcing of construction to local contractor Argosy, due to both of their unique contributions to the project. The Rotary proposal was moved to the regular council meeting on March 9 where it was carried. “We’re very pleased, very, very pleased with the outcome,” said Burch to the Gazette. “This is truly a community program. The children’s spray park will become an asset for the City of Grand Forks. It has economic value as we believe it will attract people to spend more time in the community.” To help make the spray park a reality and get the project going, the rotary club is appealing to residents to pitch in. “We are almost there but we need the community’s help to generate the remaining funding,” said Rotarian and spray park committee member James Wilson. “We are thankful that we live in a very vibrant and generous community. To date we have had over 225 individuals, and many agencies, service clubs and businesses that have contributed either cash or in-kind services to the project. The spray park is valued at $400,000 and we have yet to generate all of the required funds.” Residents can help out by donating cash or items to the club. Needed items and services include: two pump truck rentals; concrete placer for flat pours; concrete flatwork forming; steel construction fencing; and 20-foot lockable container on-site for up to three months. The club is also looking at donations towards the purchase of a particular piece of spray park equipment: Water tower, $15,000; Fun-guy, $6,500; Corronade (water cannons, three required), $5,700; Group volcano, $5,650; Solis, $4,975; Action plate, $1,800; and Kompan waterfall, $12,500. Residents can also purchase a cubic metre of concrete at $250 per (nine have already been sold). Local Grand Forks Sparks and Brownies completed their circus challenge after spending four hours making masks, creating puppet shows, learning new songs, dancing and practicing their theatrical skills. The challenge is an “Arts to Go” event—part of the B.C. Girl Guides’ special crest projects, and requires the girls to work on different art-themed activities.

Each “Arts to Go” project has elements from different art categories like crafting, dancing, music and theatre. These young girls learned classic Girl Guides songs like Caimarusa and If You Should Meet an Elephant, played with circus and zoo-themed puppets, created their own puppet show, made kazoos, decorated masks and took part in a skit that had 30 actions for the small group to complete. Ten girls took part including three Brownies (7to 8-year-olds), five Sparks (5- to 6-year-olds) and two “junior” Sparks that are not old enough to register but attended with their parents. While the regular Girl Guide program includes badges and activities that promote healthy eating and an active lifestyle, the girls got a pass this day as circus-themed food does not typically follow Canada’s Food Guide. Chicken strips and fries were on the plate for lunch with plenty of snacks throughout the day to keep energy levels up. Everyone went home with smiles on their faces, and an enthusiastic start to spring break. In April, the girls will work on a “Diversity” challenge along with their regular Thursday meetings, which follow School District 51’s schedule.

“There’s a lot of competition out there so we’re not seeing an increase in actual sales prices but things are selling quicker,” said Anthony. Anthony said the market in Grand Forks is primarily retirees looking to settle into a nicer, warmer climate. “They’re looking for a rancher or bungalow-style with few, if any, stairs and two or three bedrooms,” she said. “A lot of them do like a basement but they all want a garage.” Anthony said they do have young families looking for their first home. As for those who rent, Anthony said it’s much better to save up and get some equity into a home. “If someone can get approved to buy a house I think they’re much better off than renting,” she said. “A lot of our rental market doesn’t have the variety. We have smaller homes, older homes. We don’t have the nicer homes as many and they’re hard to find.” Anthony also warns than many rental market homes are people waiting to sell. “So at some point those homes may go on the market and may sell,” she said. “That forces a tenant to leave. No one wants to be uprooted from their home.” Sharon Marshall, broker/owner of Discover Border Country Realty, agrees that it is a great time to buy a house. “It’s busier this year,” she said. “Last year was some improvement. We’ve had quite a few years of reduced activity. But this year the good news is that the buyers are moving into a higher price bracket.” Marshall said having interest rates come down makes this the optimal time to buy. “We’re at an all-time giveaway on interest rates,” she said. “In many cases it’s far cheaper to purchase a house than to rent. Also, there are still incentives for the first time homebuyer. People would be very smart to look at that and take advantage.” Marshall said the prime location and weather in Grand Forks makes this place an ideal destination. The Kootenays is becoming more popular with the Okanagan prices rising and the lack of land availability there, she added. “We’ve still got land here and it’s very attractive.” Marshall said that most of the people moving in are retirees mainly from the Okanagan, Alberta or the Lower Mainland. Home buyers are looking for houses that are easy to maintain, she added. “A lot of buyers are retirees so they don’t want a lot of stairs. They want a couple of bathrooms, two or three bedrooms, and garage or workshop.” Marshall also agreed that buying is a much more prudent decision than renting. “They’re creating an investment,” she said. “It’s a proven fact that real estate over time is a good investment. It looks like things are starting to move again. Odds are good that their investment would be good even in the reasonably short term.”

With spring here, that means Easter is just around the corner. And with Easter comes Easter egg hunts! In Grand Forks, there will be a community Easter egg hunt on Saturday, April 4 at City Park from 10 a.m. until noon. There will also be games and booths, a colouring contest and door prizes for the kids. There will be a short presentation including a skit and a dance and lots of candy! There will also be an Easter egg hunt in Christina Lake on Sunday, April 5 from 11 a.m. to 1 p.m. at the Welcome Centre. The Easter egg hunt is sponsored by the Christina Lake Fire Fighter Society and Lisa’s Bistro. There will be prizes for different age categories. Anyone wishing to donate candy, chocolate or cash can drop it off at the Welcome Centre, Tempo, Esso or Huckleberry Market. There is no charge for either event and both are open to all kids “from 0 up.”

Students at Hutton Elementary School didn’t let a little rain dampen their spirits as they played a fun soccer game and brought in over 185 cans of food for the Boundary Community Food Bank. A group of classmates at the school helped organize the global citizenship project on Thursday, which included a near school-wide soccer game. The main organizers were Leandra Wilson, Hanna Kiselbach, Haven Visser and Aliyah Clark.

“We started the project around the start of March,” said Wilson. Visser said the students came up with the idea of organizing a soccer game with each student contributing an item for the food bank for the opportunity to play. “We all love sports so we came up the idea of having a soccer game and we thought of incorporating it with our project,” added Kiselbach. “We thought it would be a cool idea if we could get people to bring a non-perishable food item to play the game,” said Wilson. The class donated the items to the food bank right after the game.

Grand Forks Secondary School (GFSS) rugby is back in action with both boys and girls practicing several times a week on the school field. Principal Scott Stewart is back as head coach and will be helped out by Keith and Kristy Kuromi. “We’ve got a few younger guys helping out as well, such as Scott Winter and Matt Gray,” said Stewart. “We’ve got a few grads that come out and help depending on their schedules. It’s a team effort.” Stewart said they have enough players for a senior boys 7s team, a junior boys team and a girls team. The team has had several practices with everyone attending and practicing together. Stewart said that as spring break winds down next week, the senior boys will get together to work on their own. “We have a couple that are gone for hockey and a few that have left for spring break,” said Stewart. “We’ll be starting our senior boys up again March 29 prior to the end of spring break to get a few practices in.” Stewart said the combined practices the team has been running has been a

The Just Tri It Kids triathlon training includes training for all three sports. The bike session will be held Friday, April 17, the run session on April 24 and the swim session at the pool on May 8. All sessions will be held from 11:15 to 12:15 p.m. Registration fee is just $10. Participants will have a chance to put it all together and participate in the Just Tri It mini triathlon scheduled on Tuesday, May 12 from 5:30 to 7 p.m. The Just Tri it is set up for ages seven and older with different distances for the adult participants. St. Patrick’s tea a success SUBMITTED

Saturday, March 14 was the day of wearing of the green. And so it was at the Sacred Heart Church hall. There the Catholic Women’s League (CWL) ladies opened the door to welcome the people to their annual tea and bake sale. Ladies
decked out in various colours of greens purchased their tickets for the tea, then it was off to the bake table which was laden with all sorts of goodies. Cakes, cookies, pies, buns and loaves of bread were some of the items for sale. Once their shopping bags were filled, it was off to select a table to sit down and enjoy tea and a variety of sandwiches
and dainties that was served. There were also tickets to be bought on a variety of prizes, also a door prize to be won by some lucky person. Once again the Catholic Women’s League St. Pat’s tea and bake sale was a huge success. Thank you to all who helped make it a day.

William Starchuk
Born April 4, 1923 Wroxton, Saskatchewan Passed Away March 10, 2015 Grand Forks, B.C. William was born in Wroxton, Saskatchewan on April 4, 1923, the eighth of nine children, to Thomas and Mary (nee Romaniuk) Starchuk. The family moved to Vancouver, B.C. in 1924, then to Grand Forks in 1927. He graduated from high school in 1941 and promptly joined the Royal Canadian Air Force and served as a leading aircraftman from 1942 – 1945. He married a local girl, Mary Zak, on February 7, 1948. They were married for 67 years. In his early years he worked as an orchardist and held other odd jobs until he settled in the Department of Highways in 1956. He remained there for 23 years and retired in 1980. William is survived by his wife, Mary, 7 children – Tom (Lorna), Theresa (Rob) Hryciw, Bernadette (John) Soong, Joe (Denise), William (Jean), Greg (Leigh), and Bernard (Lorraine), 20 grandchildren and 7 great-grandchildren. He was predeceased by his parents (Thomas and Mary), 5 brothers – James, John, Mike, Tommy and David and 3 sisters – Doris, Lillian and Anne and grandson Matthew Starchuk. William loved the great outdoors, especially hunting and fishing with his children and grandchildren. He died peacefully on March 10, 2015 surrounded by his family. He will be greatly missed. We love you Dad! A Funeral Mass was held on Wednesday, March 18, 2015 at Sacred Heart Church in Grand Forks, BC, with Celebrant Father Ron Dechant, Con Celebrant Father Marcel Coté and Bishop Cooney, with burial following at the Evergreen Cemetery. Funeral arrangements were entrusted to the Baker Family of Grand Forks Funeral Home, gffh@shaw.ca.

Martha Kazakoff It is with great sadness that we announce the passing of our Mom & Baba Martha Kazakoff on March 5, 2015. Martha was born on October 28, 1926 to Alec and Martha Derhousoff in Verigin, Saskatchewan. She was the fifth child of eight children. Her brothers and sisters were Helen, Alec, Tina, Fred, Martha & John. Her father passed away when Martha was only four years old. Her mom remarried Samuel Katasonoff and two more brothers Sam & Joe were born to complete the family. Martha completed grade eight in Verigin, Saskatchewan and helped with all duties on the farm. Even milking cows before going to school. She learned to cook, sew, crochet and knit from her mother. One year she knitted Indian sweaters for everyone. Her last passionate hobby was needlepoint & petite point, the artwork adorns most of her families walls including The Borscht Bowl today. Martha was an avid bowler. One year her team won the East/West Kootenay Championship & won a trip to Reno with spouses. Martha was a strict vegetarian all her life and she was passionate about growing her own garden & canning & freezing her own vegetables. She took great pride filling jars with fruits and vegetables. Martha loved her yard and spent many hours grooming the garden and beautiful flower beds. Martha loved to feed everyone. One of her favorite pastimes was to invite friends and family for lunch at The Borscht Bowl. Martha was an enormous help to her daughter Marie when she had her restaurant Partner’s Pizza and continued when Beki started The Borscht Bowl. When Alec retired they purchased a motorhome and had numerous trips in B.C., Alberta & Washington. They had several trips abroad to Cuba & Hawaii and many trips to Mexico where her daughter lived & had a restaurant. Martha is survived by daughter Lillian & son–in-law Paul Fofonoff, daughter Marie Gregory, granddaughter Beki & husband Neil Gillespie, grandson Jessie Gregory & granddaughter Shelly Fofonoff & all her nieces & nephews. Family was very important to Martha she cared so much about all her children, grandchildren and all her nieces and nephews and all her extended family. Martha will be be greatly missed by all her family & friends. We will keep our precious memories close. May God accept her into His heavenly kingdom. A service officiated by Jerry Seminoff for Martha was held on March 9, 2015 at the chapel of the Grand Forks Funeral Home & Cremation Centre Ltd. A delicious luncheon was served later by the ladies at the USCC Centre. Thank you to all who attended, the singers & the cooks. Special thanks to Jerry, Everett & Deborah for their guidance and professional services. Donations in Martha’s memory may be made to the Iskra Publications at USCC Centre or a charity of your choice.
Dorothy Alice Blumenschein (nee Lefebre)
March 20, 2015 in Palliative Care in Grand Forks, BC. Dorothy was born August 17, 1932 in Drumheller, Alberta to Maude (nee Winsor) and Joseph Lefebre. Dorothy matriculated high school in Drumheller before studying comptometer skills at a business school in Calgary. She met the love of her life, Ronald Blumenschein, at Catholic Youth Organization events in Calgary. Dorothy had no doubts that Ron would ‘Pass Muster’ with the sizable family clan of Lefebre’s and Guterson’s and they married on January 30, 1954 in Drumheller and made their home in Calgary. The following years were centered on raising their three sons, creating wonderful memories, while instilling the values of peace, compassion and curiosity. Mom and Dad enjoyed taking us canoeing and camping throughout the parks of Alberta and BC as well as on regular trips to visit family in Drumheller and the Okanagan. When her sons were older Dorothy returned to the working world as a Bookbinder at the Energy Resources Conservation Board in Calgary. She and Ron developed a love for travel and experienced the cultures of Spain, Portugal, France and Morocco. They were smitten with Spain in the 70’s and returned numerous times and their home soon took on the appearance of a Spanish casa. Dorothy and Ron bought their first RV in 1978 and for the next 25 years enjoyed touring much of Western North America. In 1982, she and Ron retired to Almond Gardens Road in Grand Forks where they built a beautiful home and cared for a big yard and garden and they delighted in enjoying the fruits of their labours. They later moved to a cozy home on Panorama Drive enjoying landscaping worthy of an arboretum and lots of wonderful neighbours. Dorothy was a good cook and baker, so hosting bridge evenings with Ron were a highlight since they were avid bridge players and they enjoyed the friendships that resulted from playing. She was a keen reader of histories, biographies and fiction of every kind and she knit or crocheted many slippers, mittens and afghans for gifts or to donate. She enjoyed her time as a volunteer in the Grand Forks & District Public Library. Dorothy and Ron’s sons and grandchildren carry on their love for the outdoors; walking, camping and gardening as well as reading, cooking and traveling. Dorothy is intensely missed by her beloved sons, Tim (Wendy E. Bakgaard) in Calgary, Andrew (Norma) in Belgrade, Montana and David in Trail, B.C. as well as her much loved grandchildren, Alexandra and Bryce in Montana and by her elder brother Don Lefebre. She is also mourned by her brothers-in-law; Jerry (Norah), Bob (Charlene), Ray (Sylvia) as well as numerous nieces and nephews. Dorothy was predeceased by her beloved husband Ron and her sister–in-law Joan Saarikettu. Dorothy’s family extends their sincere gratitude to her wonderfully caring friends and the staff and volunteers at Silver Kettle Village. Thanks also to Dr. Coleshill and all the staff in the Grand Forks Hospital and Palliative Care for their continued care, concern and support. A Memorial Service was celebrated at 11:00 a.m. on March 23, 2015 at Sacred Heart Catholic Church in Grand Forks, BC. In lieu of flowers, donations in Dorothy’s memory to the Crohn’s and Colitis Foundation of Canada (CCFC), Attn: Donations, 600-60 St. Clair Avenue East, Toronto, ON, M4T 1N5 will be greatly appreciated.
