A run down stretch of storefronts on Columbia Street could soon get a new look. The owner of a commercial building at 410 Columbia St. has applied to the city for a special development permit to renovate the

facade along Columbia and Fourth Street. The property has been vacant for years. The city issued a special development permit in 2009 to renovate the building’s south side, which had been deemed “dilapidated” and “unsafe.” But when nothing was done by March 2010, New West council adopted a motion ordering the owners to carry out repairs within 180 days.

That work included replacing the rear wall cladding and supporting substructure, as well as replacing deteriorating wood floor joists and stud walls inside. The owners were also required to hire a geotechnical engineer to determine whether the columns that support the building over a steep slope down to Front Street were still safe. Again the work languished and on Jan. 10, 2012, the B.C. Supreme Court ordered the building’s owners

to comply with council’s resolution. Though a building permit for those repairs was issued the day before the court order, actual work didn’t begin until after the city filed for contempt of the court order. The exterior repairs were completed in November 2012, but the interior remains a jumble of building materials and equipment left behind by previous tenants and occupancy is not permitted. A New Westminster residents association has eschewed the opinion of numerous organizations in the city backing the proposed regional transit congestion tax and opted to support the No side. The Massey Victory Heights Residents Association (MVHRA), at a meeting last Wednesday, decided against giving their blessing to the Metro Vancouver mayors’ transit and transportation council’s plan. A mail-in plebiscite is currently being conducted to determine if the region supports a .5 per cent sales tax in the region to pay its share of the $10 billion plan. MVHRA president Jason Lesage said 41 of 127 eligible voters cast a ballot with 31 voting against the plan. “It’s an issue that impacts all our residents, not just in Massey Victory Heights but across New Westminster,” said Lesage. Bryan Clegg’s first novel won’t be the inspiration for many Hallmark greeting cards. What Dark Passages is an account of four characters dealing with issues like abuse, alcoholism and depression. For Clegg, it’s also very personal. The New Westminster author lived many of his characters’ tribulations. In fact, he said, writing them down, having the characters work them out, was a bit of a cathartic experience. Clegg, 33, felt the sting of abuse. That led to a long bout with depression. To work his way through it, he started writing prose, creating characters. “That was my outlet,� said Clegg. “All of my characters relate to people from my past, versions of myself.� But until he lost his job when his

employer abruptly shut its doors, all of Clegg’s characters existed in disparate, private worlds. With time on his hands and a severance cheque to help cover the rent, he decided to bring them together in a novel. He knew it wouldn’t be uplifting. A friend had given him the standard advice to “write what he knows,� and much of his life hadn’t been particularly easy. “I’m not a fan of happy endings,� said Clegg. “That’s not how life is.� He spent a lot time thinking about how his characters would react in certain situations. That caused him to reflect on his own way of dealing with similar circumstances. Writing for five or six hours a day helped exorcise some of Clegg’s demons. It also gave him purpose. “I knew I’d much rather be writing

stories,� said Clegg. The novel took him about 18 months to complete. Then he had to deal with the gruelling editing process, the sting of rejection from publishers who had never heard of him. “I learned to take criticism more gracefully,� said Clegg. “Doing something like this was an interesting process.� In November, he self-published a trade paperback version available on amazon.com and a downloadable electronic version that readers can enjoy on their tablet or computer. Clegg said he’s not counting on the book to make him wealthy. But it’s already given him more than money can buy “Even if it’s a flop in sales, I’m happy I did it,� he said. “It got out a lot of things I wanted to say.�

New West man guilty of child pornography charges A New West man has been found guilty of two child pornography charges. An initial investigation was launched by New Westminster police’s major crime unit in March 2013. Charges

of importing, distributing, selling or possessing for the purposes of distribution or sale of child pornography and possession of child pornography were approved in August of that year.

He tried to organize a debate between the two sides, but although he sent invitations to five people in the last few weeks, no one from the No side made themselves available. Coun. Chuck Puchmayr presented the Yes side before the vote. However, he felt the outcome was a done deal prior to the meeting. “The Massey one was decided before I even got there,� said Puchmayr, who pointed out several proxy votes were included in the tally. Lesage said of the 16 proxy votes, 12 opted for No. That’s basically the same proportion as it was for those voting at the meeting (19 of 25). “There could be a few people who may not be happy with the result of this vote, however, this was a democratic exercise that was available to all residents in Massey Victory Heights,� Lesage said in a press release. “It was open and fair, and members spoke loud and clear that the majority don’t support the Mayors’ Council Transportation and Transit Plan.� Pages A9, 14 In an interview, Lesage said the outcome didn’t surprise him because it seemed to be representative of the concerns being raised across the city and the region. He personally sided with the minority and voted Yes, even though he has the same concerns about TransLink transparency and accountability the plebiscite’s opponents have. Puchmayr said the nay sayers, led by the Canadian Taxpayers Federation, are making hay by claiming TransLink are crooks, and that strategy is by design. He added the campaign is eerily similar to those in the United States on environmental issues backed by big oil company supporters. “It’s a more sophisticated campaign than people even see. They don’t have solutions. Their solutions are clear – buy a car and use fossil fuels,� said Puchmayr. “That’s the only thing you’re going to get out of a No campaign. “They’re going to shoot themselves in the foot just because they’re angry.� The Queensborough Residents Association last month voted to back the Yes side in the plebiscite while other residents associations have ruled their constitutions don’t allow for a vote on the issue. The Glenbrooke North association meeting on Thursday (March 26) has a motion on its agenda to endorse the plan and support a Yes vote in the plebiscite. Coun. In addition to identifying a preferred location and siting for a new facility, it is anticipated that the Task Force will also consider alternative service delivery models for providing animal care services in the City and for co-locating with other City services.

The draft Financial Plan incorporates a proposed 2.42% property tax increase for 2015. This increase is required to fund operational and inflationary increases and strategic initiatives. Utility operating budgets for 2015 include the electrical, water, sewer and solid waste utilities. Utility rate increases are 6% for water, 7.5% for sewer, and -8.45% for solid waste. The Electrical Utility rates will increase 6% effective April 1, 2015 to follow BC Hydro’s rate increases to the City. The proposed general fund capital budget for 2015 is $40 million and the capital budgets for the utilities total $26 million.

Another kick at TransLink tax

With the No side clearly in front in this spring’s transit plebiscite, last week’s announcement by Transportation Minister Todd Stone is perplexing. In the middle of the campaign to persuade Metro Vancouver voters to say either yes or no to the .5 per cent congestion improvement sales tax, Stone makes the grand announcement of its B.C. On the Move, 10-year transportation plan. It promises to widen Highway 1 to six lanes from Langley to Abbotsford, at some point, as well as more overpasses, bicycle lanes and a new, likely a tolled bridge, one of the government’s pet projects, to replace the George Massey Tunnel. Funding however for the 10-year plan, has only been identified for three years. But to transportationtalked-out voters, it’s more confusion to the mix. And confused people often don’t vote, or they get angry and vote no and say to heck with everyone. Why would the government make its announcement at this time? It easily could have waited until the mail-in voting period finished at the end of May. There’s something malicious or mischievous in the way the government plays with Metro Vancouver government and residents, struggling under steadily rising property taxes and house prices. It must play well in the hinterland when the MLAs can say the latte-sipping denizens of the Lower Mainland get no favours from the province. – Maple Ridge News

A proboscis-pinching plebiscite I haven’t felt the need to hold my nose like this since the last time I drove past a mushroom manure plant in Abbotsford — and I haven’t even decided how to vote in the transportation referendum. It’s not just Yes voters whose options in this referendum stink. Everything about the appropriately named “congestion tax” plebiscite is a bit ripe. Most Metro Vancouver voters are finding both voting options odiferous, regardless of their political predilections, and we’re all reaching for our schnozzes on this one. Yes voters have to hold their noses and accept that reducing congestion and enviro imperatives trump: the ills, real and perceived, of TransLink; another flat tax initiative that inordinately affects the poor; and the abdication of transit leadership by the provincial government. No voters are convinced that their votes will chastise

TransLink and save us from further organizational and fiscal malpractice. But even the disparate wings of the unlikely coalition of No voters are plugging their nostrils. The progressive wing of the No vote generally favours expanding public transit but is either angry with TransLink’s performance or the provincial government’s sitting this one out. But they also worry that their No vote could force an inordinately long wait for a Plan B (if there is one). They worry that their desire to punish TransLink and/or the government may be tantamount to transit-icide. The conservative, anti-tax wing of No voters knows that while a .05 per cent sales tax hike may

rankle its long-held austerity sentiments, it also supplies transit revenue without much affecting the rich, usually a litmus test for its support of any public revenue measure. So even No voters genuflecting to Jordan Bateman are holding their noses for fear the next transit funding option might be more progressive. Yes or No, there’s enough stench to go around for voters in this proboscis-pinching plebiscite. And while our voting options have us holding our noses, the referendum process itself is even more odious. TransLink is another in a series of public/private scapegoats. It’s doing its job well, allowing the provincial government to appear neutral on the divisive issue of public transit. A non-binding transit plebiscite was forced on metro Mayors to just that end. If the measure passes, Victoria can take credit for prudent

leadership and all subsequent transit improvements while not being blamed for raising taxes. If the measure fails, the BC Liberals can shrug transit inadequacies off onto TransLink, Metro mayors or shortsighted voters. It’s a bulletproof strategy that many suspect has been Plan A, B, C and D from the beginning. So, Metro voters find themselves holding squeezing hard and pondering the unanswerable plebiscite question: “Do you favour approving a flat tax that exacerbates an already unequal tax burden or would you prefer to stifle public transit improvements indefinitely?” I still can’t answer that question, so I’ll be holding my nose no matter how I vote. No evidence to support plan will help city traffic Do the “yes” voters really think TransLink is going to do what they say? Have they yet? Did the yes voters not see all the Compass Card machines on the way to the train? A four-lane Pattullo Bridge to replace a four-lane Pattullo Bridge. Now that’s funny. Why? Wait! I forgot, we are in B.C. Four lanes so they can add another two when they realize they should have built two more to begin with. New West traffic is a gong show. Come out of your offices people. Get the real picture. I wonder how does one get a job with the planning department in New West? I am available and willing to make a change instead of just collect a paycheque. I live on Royal Avenue. I can see city hall practically right across the street. What cracks me up the most is if you go to the back of city hall there is a sign saying not to idle in your car, clean air city, all that type of stuff. There are two spots for electric cars to plug into, but, when you go out to the front of city hall, there it is, a sea of trucks idling and spewing diesel and noise all over the taxpayers and into their homes. This sort of reminds me of the old days when restaurants and airplanes had smoking and non-smoking sections. Because yes that last row on the plane between smoking and non smoking kept the smoke out. What a contradiction your signs are, and this upcoming vote is a joke. All that needs to be done is to cut some salaries at TransLink. Before anyone tells me to move, I tried that several times. Semi-trailer trucks under your window are not an incentive for buyers. If anyone needs to move, it’s the people at city hall. They need to move on some of these issues, as naïve as that is of me to think we the taxpayers actually have a say in anything in New West. I don’t believe in the vote because there is no evidence to support any of that will happen and even if it does it will not clear up the traffic in New West. Sussi Tanner New Westminster

PROVINCE ABDICATED ITS RESPONSIBILITY A column by Frank Bucholtz of March 13, 2015 notes the appointment of Jimmy Pattison to head up a committee that will oversee any tax dollars collected for transportation under the mayors’ plan is one of the few moves the ‘Yes’ campaign has made that really makes sense. I agree, but only partially. If the ‘Yes’ campaign would have requested Jimmy Pattison to head up a committee to oversee all of the expenses made by TransLink, I would likely vote yes. However, I do not now have confidence to vote Yes as only about 25 per cent (representing funds from 0.5 per cent sales tax) of TransLink expenses come under Jimmy Pattison’s oversight. In order to gain my confidence a value for money audit for all of TransLink expenses should be under Jimmy Pattison’s oversight. From a lay person’s point of view the whole Lower Mainland transportation infrastructure is convoluted. There are too many players, too many local municipalities, cities and districts with vested interests. The B.C. government has abdicated its responsibility. There should be a single elected transportation authority. How can a toll on the Port Mann Bridge compare to no toll on the Sea to Sky Highway, to a toll on the Golden Ears Bridge but no toll on the Pattullo Bridge result in anything but dysfunctional and inefficient traffic flow. BILL C-51 WORRISOME Do you disagree with anything at all that the federal government is doing? Everyone, including Stephen Harper himself, most likely would say yes to that question. Whether you are for abortion or against it, if you support ‘Yes’ or ‘No’ to the transit referendum – currently you have a right to free assembly and protest. This fundamental right, arguably a key tenet of our society and what it means to be a Canadian. All of this is in jeopardy if we let the highly ineffective and dangerous Bill

C-51 to be shoved through parliament. This bill will lead to dragnet surveillance and personal information sharing, and you won’t even be told that you were being spied on. The new powers given to CSIS have little oversight or accountability and open the door for Charter of Rights violations. This is arguably worse than even the Patriot Act in the US, and it’s already overwhelmingly disapproved of in Canada. Seventy-one per cent of Canadians don’t want to trade their privacy rights to give spy agencies more power, yet our government is trying to pass it in near record time. Contact your MP, your MLA, your mayor, your neighborhood association, your mother, your church group, your union, even your boss. This is as serious as it seems and the time is now; it could be passed as soon as the end of March. I hope to see you at a protest or your letter in the newspaper soon, while we still can. The issue about Queens Park neighbours opposing students going across the street to Tipperary Park for outdoor activities is foolish. Over time, a new board was formed by individuals who had the vision to see what the Chamber could become. I had called the past year a year of transition. The last few years have laid the foundation and it is now time to develop on what has been put in place. I step down with confidence that we have the right team to take our Chamber to the next level. “It won’t suddenly make the roads empty,” Toderian said of the plan. “But building more options prevents horrible congestion, as we’ve seen in other places where it’s irrational to be in your car but there’s no other option.” He points to cities in China where people could walk faster than the crawling vehicles but nobody does because the poor air quality makes it too dangerous. Punching new lanes of road through existing neighbourhoods to instead try to make more room for cars would be incredibly expensive, wasteful and damaging, Toderian said. “When you build more capacity into transit, you’re moving people with a lot less public money and a lot less space,” he said. More people and cars doesn’t just mean more time lost getting from point A to B in slow traffic, but also more delays looking for parking in increasingly full lots and residential streets. The space required just to park the forecast 600,000 additional vehicles under a do-nothing scenario is estimated to occupy 22 square kilometres, equivalent to one quarter of Burnaby. Other trends are also important, particularly the densification of the region along transit friendly smart-growth corridors that developers now prefer. The plan projects that even without the new

investments, the average Metro resident will drive 10 per cent fewer kilometres per year by 2045 than they do today. That’s because over time more people will be in a position to walk, bike or take transit for more trips, or will have chosen to live closer to where they work. The plan’s proposed upgrades would only cut per capita kilometres driven by another four per cent. What really makes the difference in the mayors’ long-range plan out to 2045 – delivering a further 12 per cent cut – is an assumption that road pricing will be imposed. Apart from economic collapse, Toderian says international experience shows nothing can truly cut congestion other than some form of road user fees. That’s borne out by the free flowing conditions on the Port Mann and Golden Ears toll bridges, compared to other congested free crossings like the Pattullo Bridge. “What we’ve seen is the only things that actually drop congestion are pricing mechanisms – toll roads.” While an actual cut in current road congestion is doubtful, much more bus service should go far to meet demand and reduce overcrowding and delays. The plan predicts the bus system passups that now plague the busiest routes would be virtually eliminated. – Jeff Nagel

It’s normal, he said, that senior governments will wait to make contributions for major projects until there’s a completed business case. Bateman contends federal contributions to the plan may come at the cost of other funding expected by municipalities to build costly sewer treatment or water upgrades, effectively forcing local property taxes higher. Moore counters there’s a strong case for federal help, separate from other municipal projects. “This is the Pacific Gateway and we need goods and people moving around this region.” Then there’s the province’s rewording of the referendum question to delete the mayors’ references to the “tunnelled” BATEMAN Broadway line and to replace “light rail” with “rapid transit” in Surrey. Some critics wonder if it may mean cut-andcover Broadway construction and more costly SkyTrain technology in Surrey, significantly altering the project the City of Surrey has spearheaded. Moore said the shift to more generic wording shouldn’t alarm voters. “The province wanted to ensure all options were open,” he said. “They didn’t want to predetermine the technology before the business case was done. Fair enough.” Reassurances have come also from Transportation Minister Todd Stone, who has repeatedly endorsed the mayors’ plan and its projects, and urged a Yes vote. Bateman also claims the plan cost of $7.5 billion has jumped by $200 million. That comes from a report released March 12 summarizing the plan’s assumed revenues and costs that shows the capital cost over 15 years is $7.7 billion and $6.9 billion over 10 years, in 2015 dollars. “They’re already $200 million over budget,” Bateman said, predicting higher estimates of the big projects will be released after the referendum is over. “This is just the first of many increases.” The mayors’ council says all of the numbers are still accurate. Moore said the $7.5-billion cost is in inflated rather than 2015 dollars and over 10 years, which covers all of the projects except the final two years of construction of the light rail line from Surrey to Langley – it would be complete in the 12th year. Moore said the report, prepared by a joint working group of TransLink, the mayors and consultants KPMG, verifies earlier assumptions are accurate and the expected revenues will fully cover the operating and capital financing costs. The report does outline several uncertainties that may affect how the plan rolls out. They include partner government contributions, capital project costs and the assumed growth rate of revenue from the 0.5 per cent sales tax. It also cautions that other factors, including demand, population growth, inflation and consumer preferences, “may not hold over time and will have an unknown impact on final project costs and offsetting revenue.” – Jeff Nagel
