Support in the West Boundary is evenly split for and against the proposed room occupancy tax on the local accommodation industry. However, according to Cindy Alblas who has been working on the project since last September, there is now a 68-per-cent buy-in from accommodators across the Boundary and the project is ready to move to the next phase. She said that to date her focus has been on the hotels and motels, but she will be meeting with other businesses such as Deadwood Junction and the Motherlode. “I will give you a complete report on Greenwood,” she promised, “but the report I am giving to you today is the Boundary wide report.” She estimates between $30,000 and $40,000 in new revenue might come in from the tax. Seventy per cent of the tax would be directed to marketing the region with the purpose of increasing bed stays; the remaining 30 per cent will be used for administration. Paul Lautard, former resident of Rhone now residing in Midway, hosted a display of his life-long woodcarving hobby last week in the basement of Parkview Manor. Word spread around the community and Lautard spent the day greeting people as they came to see his work. He said he began carving in his 20s. In fact, he did one carving while stationed in Scotland during the Second World War that he left behind there when he came home. He continued his hobby until he had to quit when his eyesight began to fail. The bas-relief carvings were done in teak planks which came from Burma (Myanmar) and Thailand. They are heavy, and as Lautard points out, they were once twice as heavy before he began to bring them to life, a task that took as much as six months per piece. Many of his carvings depict local landscapes—lakes and mountains; one shows a prospector’s cabin that no longer exists. Another shows a winter scene with a cougar treed by dogs. Each carving has a custom-made wooden box to protect it that Lautard (a retired carpenter by trade) made before he started the piece. Also on display were the tools he’d used, including a hammer for his chisel work that he’d made from a broken baseball bat. He said his woodcarvings have been displayed in schools, both locally and on the coast, and in the Vancouver and Coquitlam art galleries. The lines he uses to frame the scene are perfect and his letters look like they were done with stencils. A modern CNC routing machine would be hard pressed to equal Lautard’s hand-carved work.

“Why doesn’t she just leave?” Oliver Glaser came to Monday’s Greenwood council meeting to answer questions about the Boundary Bash Rugby tournament he is organizing for August in Greenwood.

Ball field plans finalized

Council has finalized plans for the use of grant funds to upgrade the ballpark. At a special public meeting held on Friday, March 20, council voted to approve progress on the multi-use ball field. The grant dollars must be committed by the end of this month or they will have to be returned to the government. Mayor Ed Smith said an application has been made for extension, but to date has not been received. Faced with that deadline, council voted to allocate the remaining funds as follows: • dugouts: not to spend over $13,000 • two bocce pits: approval to spend $12,500 on each • plaque: $1,000 • concession fixtures and installation: $17,000 • lights: $10,000 • fire pit area: $5,000 • picnic tables: $8,000 • with the balance remaining going to bike racks, garbage cans and benches. Council also decided at the March 20 special meeting to demolish the old concession building, leaving the cement, to prepare the area for the community fire pit.

Berkeley Springs note CAO Robin Dalziel reported at the March 23 regular meeting that although Greenwood Gold water didn’t finish in the medals at the 2015 Berkeley Springs Water Tasting competition, it did make it into the final round.

Boundary Bash Rugby returning Permission was given to Oliver Glaser to use city property for the Boundary Bash Rugby Tournament to be held on Aug. 8 to 10. He requested use of the rugby pitch, the old concession facilities, camping in Barbara Diane Colin Memorial Park, the park across the street and in Lions Park from Aug. 7 to 10. He also asked for a noise bylaw exemption. Councillor Darla Ashton voiced her concern about possible damage to the turf by allowing camping on the ball diamond. “We just need someone around there,” Glaser said, adding it was a “loophole” that he needs in

order to have camping there. “It’s not a big deal. Just what we did last year, we just basically had a few tents.” He added the area could also be used for overflow from the main campground and for families who don’t want to camp in the main campground for Saturday. When Glaser was told that council had decided to demolish the concession and it may not be standing in August, he urged the city to keep the building. He said the rugby tournament would use it for equipment storage and MC setup. “It is too old,’ Mayor Ed Smith told Glaser. “It gets wet every year in the spring of the year. It is below ground by eight inches. It does not comply with our code that we have as a city for the space that we need from the edge of the road to that building.” Council granted Glaser’s request but with no guarantee the old concession would still be standing in August. Public works report The Superintendent of Public Works reported that numerous trees deemed a risk to the new fence at the cemetery were removed; as was a large tree straddling Boundary Creek at Province Street and numerous trees that were assessed as posing a risk to homes in the Mill Street area. “We will try to assess the rest of the city in the near future and deal with any trees deemed immediately hazardous,” Superintendent Randy Smith wrote in his report. Smith also reported that Emcon Services has been contacted and will be sweeping the city streets when the sweeper arrives in this area. This should occur in the next couple of weeks. Watermain flushing will commence on April 7. Residents are advised to check the City of Greenwood website for more information. Upcoming meetings There will be a budget planning meeting on Monday, March 30 in council chambers. The next regular meeting of council will be on Monday, April 13.

Legislation regrettable Foreign Minister Nicholson’s announcement this week that Canada has ratified the Convention on Cluster Munitions (CCM) includes $2.4 million in programming for demining and removal of explosive remnants of war. While the program funding is welcomed, these do nothing to mask the damage that Canada’s implementing legislation does to the international regime established by the Convention on Cluster Munitions. Canada’s implementing legislation is the worst of any state party to the CCM. It includes language that effectively undermines the treaty, by permitting Canadian soldiers to enable use of cluster munitions while in combined operations with allies, such as the United States, that have not signed the treaty. Numerous legal experts, as well as all of Canada’s opposition parties, called for the legislation to be radically revised, to eliminate the “exceptions” (Article 11) that allow Canadian soldiers to participate in actions otherwise proscribed by the treaty. Notably, the government of Norway and the International Committee of the Red Cross called for changes to the bill. In Canada, the World Federalists presented an “open letter” signed by 27 international law experts that indicated in detail why the Canadian legislation is inconsistent with the treaty’s fundamental purpose—a ban on cluster munitions. Canada’s damaging legislation sets a bad precedent. It creates incentives for others to write their own exceptions and loopholes. A couple of million dollars in program funding for mine clearance activities does not undo the significant damage that Canada’s bad example sets for this important piece of international humanitarian law. – Robin Collins, World Federalist Movement

After six years and nine months with the Grand Forks and Midway RCMP detachment, Staff Sgt. Jim Harrison has accepted a position at the district office in Kelowna. “I’ve been transferred to Kelowna to our district management team,” said Harrison to the Gazette on Tuesday. “I’m not the detachment commander anymore.” Harrison and his wife will remain in Grand Forks until they are able to sell their house here. As long as he remains here, he expects to continue to be involved with the Multi-Agency Accommodation Project (MAAP) and with BETHS (Boundary Extreme Weather Shelter), where he sits as vice-chair. Harrison’s new position will be as an advisory NCO.“I’ll report to the district commander (chief superintendent Frank Smart). My job is basically a district liaison with all the detachment commanders in the Kootenay Boundary

region from Salmo to Nakusp to Midway. I’ll be representing the district officer out of Kelowna.” Harrison said the job offer is a lateral transfer as far as rank and was quite unexpected. “It was totally out of the blue,”

said Harrison. “The boss in Kelowna called me up and asked when I was going to retire. I said I didn’t have any immediate plans. He said, ‘Good. I want you on my team.’ It was one of those things that just came out of the blue.” Harrison has been in Grand Forks for almost seven years and has really enjoyed his time here. “Absolutely loved it,” he said. “It’s a wonderful community. I’ve been very involved in the community and will continue to be involved in the community right until the day I move.” He said he is not aware of any replacement for him being named for the Grand Forks and Midway RCMP detachments. In the mean time, Cpl. Richard Lanz will take over as commander for Grand Forks and Midway. “It’s been a pleasure working in this community,” added Harrison. “I want to thank everyone who I had an opportunity to work with. I’ve had the pleasure of being involved in some pretty important things in our community. It’s been home for my wife and I.”

Thieves steal tires in broad daylight On Tuesday, March 17 Midway RCMP were dispatched to Greenwood after receiving a report that truck tires had been stolen. According to detachment commander Cpl. Judson Mayes, witnesses reported that three males entered a driveway in full daylight and removed two tires from a parked truck. Mayes said that a witness called the police, who later spoke to one male who did not deny his involvement. Mayes said the individual was arrested and the matter will be before the courts. *** Also on Tuesday, March 17, RCMP responded to a report of a break and enter to a rural property near Beaverdell. Let’s Understand the Benefits of a Tax-Free Savings Account (TFSA) Did you know that more than 50 % of Canadians now contribute to a Tax-Free Savings Account (TFSA)?1 The primary purpose of the TFSA is to provide a tax-sheltered way to save money. The key thing to keep in mind is you don’t have to use a bank for your TFSA. Almost all financial institutions offer TFSA accounts now. TFSAs can hold many types of investments, including mutual funds, segregated funds contracts, stocks, GICs or high-interest bank accounts. Before investing in a TFSA you should consult your advisor so you will be sure to choose the investment vehicle that makes the most sense for your financial situation and your needs.

You can make withdrawals from your TFSA anytime, tax free – unlike an RRSP. If you withdraw from your TFSA, you can redeposit the full amount starting in the following calendar year and still have the maximum contribution each year. You can also carry forward any unused contribution room into future years. WOW………..what a deal! I don’t know why every Canadian doesn’t take advantage of this offering. Low-income seniors should pay particular attention. Investment earnings within a TFSA and any withdrawals you make from it won’t affect the amount you receive from government programs that are income tested such as the Guaranteed Income Supplement (GIS), Old Age Security or government subsidized assisted living facilities. 2015-17 Freshwater Fishing Regulations Synopsis now available

New fishing restrictions on the Kettle River system intended to help protect the dwindling trout populations go into effect on April 1. “In order to protect rainbow trout in this environmentally sensitive watershed, regulatory changes were implemented in 2015,” says a statement issued by the Ministry of Fish and Wildlife earlier last week. “Changes include rainbow trout release and a seasonal closure on some parts during summer months when water temperatures are high.” Starting in April, a year-round catch-

and-release restriction for rainbow trout will go into effect to try to protect dwindling trout stocks in the river. The main Kettle will be closed entirely to fishing July 25 to Aug. 25, while the West Kettle River will be closed to fishing for the whole month of August. Both rivers are also under a live bait ban—the West Kettle year-round and the main Kettle from April 1 to Oct. 31. The Okanagan Chapter of Trout Unlimited was produced a video supporting the closure that can be viewed online at www.tucanada.org/index.asp?p=1977. The problem is the low flow rate dur-

ing the hot summer months. Fish move into deeper pools trying to avoid the warm water. There they become easy targets for anglers, and, being already stressed by the warm water temperatures, are less likely to survive a simple catch and release protocol. Volunteers set to launch into daffodil campaign KIM LINDSETH Submitted

Daffodil Month is a national fundraising campaign of the Canadian Cancer Society. During April, society volunteers raise vital funds for the fight against cancer. Did you know that in 1954, daffodils were used to decorate tables at a fundraising tea hosted by Lady Eaton in Toronto? More than 700 women attended the event, which raised money for the Canadian Cancer Society. The cheerful blooms were so successful they quickly became a symbol of brightness and hope in the fight against cancer. This year cut daffodils will be sold at Christian Valley Service and Sears in Greenwood for $5 a bundle. Money raised during Daffodil Month helps local patients living with cancer and their families. Donations fund lifesaving research, support services and other important work that means fewer Canadians will be touched by the disease. You are joining thousands of other to help fight cancer as canvassers across

Canada come knocking on doors in their neighbourhoods, rallying their workplace colleagues, contacting club members and asking friends and family to donate to help eradicate cancer and enhance the lives of people living with cancer. In 75 years, the overall survival rate has increased from 25 to 62 per cent. The drop in cancer death rate has resulted in close to 100,000 Canadian lives saved over the past 20 years. From April 1 - 30, we encourage Canadians to donate and proudly wear their daffodil pin to remember those lost, to honour those battling cancer today and to show cancer that we will not sit idly by while it takes another life. Cancer affects everyone. This year, we are excited to be introducing a new way for people to fight back against cancer by becoming a monthly donor. Monthly donors make

Schools change report card format “How do we make the report card richer?” asked Brian Foy, principal for the four West Boundary elementary schools at an after-school coffee table meeting with parents at Midway Elementary School earlier this month. Developments in education such as personalized learning and individualized educational plans are taking education beyond where it has traditionally gone and as important as teaching is to what goes on at school, assessment is an equally important part of the experience. The old curriculum more closely resembled a factory where each student was taught by rote and then asked to regurgitate the information on a test in a week or two. The result was an A, B, C, D or F. At the end of the term the teacher would add all of the scores up and send a report card home with one of the aforementioned letter grades. Guiding the new report card format is the draft curriculum that is now being dis-

cussed for adoption across the province. The draft can be found online at www.curriculum.gov.bc.ca. It moves the focus from memorization to implanting ideas and concepts in each of the subjects being taught. These ideas and concepts are more easily accessible and understood by classroom teachers, students and parents. “And that’s the magic, is how do we bring the three together on this individualized learning path,” explained Foy. Instead of learning and regurgitating facts, core competencies are created that focus on the particular skills a student needs to have in order to be a good learner, but more importantly, problem solving and critical thinking. “Students will be successful if they have core competencies as strong, healthy communicators; creative and problem-solving and thinking skills, and personal and social skills,” he said. The new report card format that the West Boundary elementary schools have been fine-tuning is intended to change the focus from the curriculum alone to more fully celebrate learning and the success of learning. “To listen and regurgitate is only one aspect of a strong learner,” Foy said, “but it is about the only aspect currently celebrated.” The new system strives to identify each student’s strengths and challenges. For now the new report card format is being adopted solely in the four West Boundary elementary schools. Foy ex-

Ainsworth resort sold to Indian band Submitted

Ainsworth Hot Springs Resort, a popular Kootenay Lake tourist destination, is being purchased by the Lower Kootenay Indian Band, Chief Jason Louie announced on Thursday. The acquisition, which will see ownership change hands in April, is an important economic develop investment for his people, and it has historical significance too, he said. “The Lower Kootenay Band has a history with the site that dates back hundreds of years,” he said. “The Ainsworth Hot Springs are known by the Ktunaxa people as ‘nupika wu’u’, which has a literal translation meaning Spirit Water.” The resort, located 22km south of Kaslo on the west shore of Kootenay Lake, has

been family-owned since 1962. Current owners Norm and Joyce Mackie purchased the property from Joyce’s parents, Sam and Belle Homen, in 1979. The Lower Kootenay Indian Band is one of Four Canadian and two US communities that comprise the Ktunaxa Nation. Lower Kootenay (Yaqan Nukiy) is located in the Creston Valley and has a population of about 250. No immediate changes are planned for the resort, Louie said. He and band representatives met with resort staff on Wednesday to announce that all employees would be kept on. LKB will be investing in capital improvements at the resort in the near future. “The resort will provide meaningful employment and business opportunities for the citizens of Yaqan Nukiy and local

residents, and will continue to be a major tourism destination of the region,” he said. The resort currently provides about 50 jobs in the management and operation of the hot springs, 41-room hotel and restaurant. “We are privileged and pleased to enter into this purchase agreement with Chief Jason Louie and the Lower Kootenay Band,” Norm and Joyce Mackie said in a written statement. “The resort has been a family affair since 1962 and transferring ownership is a daunting experience. “This has been a wonderful 35-year ride for our family. Probably the best part for us has been to watch young people, in their first job, come to work with us, and become self-assured contributors to the work force. “Many of these people come back to

visit and tell us this was probably the best job they ever had. This is truly gratifying.” “One of the goals for the new owners is to work closely with Ainsworth area residents and to continue to build relationships to strengthen the area’s tourist economy,” Louie said. “The Spirit Water has been medicine for healing various ailments that the human body experiences,” he said. “This business venture reconnects our First Nation to a significant cultural site of the Ktunaxa people. “The Lower Kootenay Band will continue to strive for excellence in hospitality and experience. Professional development will be ongoing and customer service will remain a priority.”

Whether it’s the beautiful weather or an upsurge in the economy, one thing is certain: realty in the Boundary is selling. “We are having more sales this year than we have in previous January through March time periods (first quarters),” said Cindy Anthony, realtor and managing broker at Grand Forks Realty. “I don’t know whether it’s the weather or if it’s just time for more sales to happen.” Anthony said that real estate sales tend to run on a seven-year cycle. “It’s been at least seven years since the downturn,” she said. “We’re kind of anticipating an upswing now. But I think that better weather has definitely helped that. People are out travelling. I think it’s probably a combination of several factors.” Anthony said that real estate prices are staying pretty low due to a two or threeyear supply on the market.

“There’s a lot of competition out there so we’re not seeing an increase in actual sales prices but things are selling quicker,” said Anthony. Anthony said the market in Grand Forks is primarily retirees looking to settle into a nicer, warmer climate. “They’re looking for a rancher or bungalow-style with few, if any, stairs and two or three bedrooms,” she said. “A lot of them do like a basement but they all want a garage.” Anthony said they do have young families looking for their first home. As for those who rent, Anthony said it’s much better to save up and get some equity into a home. “If someone can get approved to buy a house I think they’re much better off than renting,” she said. “A lot of our rental market doesn’t have the variety. We have smaller homes, older homes. We don’t have the nicer homes as many and they’re hard to find.”

Anthony also warns than many rental market homes are people waiting to sell. “So at some point those homes may go on the market and may sell,” she said. “That forces a tenant to leave. No one wants to be uprooted from their home.” Sharon Marshall, broker/owner of Discover Border Country Realty, agrees that it is a great time to buy a house. “It’s busier this year,” she said. “Last year was some improvement. We’ve had quite a few years of reduced activity. But this year the good news is that the buyers are moving into a higher price bracket.” Marshall said having interest rates come down makes this the optimal time to buy. “We’re at an all-time giveaway on interest rates,” she said. “In many cases it’s far cheaper to purchase a house than to rent. Also, there are still incentives for the first time homebuyer. People would be very smart to look at that and take advantage.” Marshall said the prime location and weather in Grand Forks makes this place

an ideal destination. The Kootenays is becoming more popular with the Okanagan prices rising and the lack of land availability there, she added. “We’ve still got land here and it’s very attractive.” Marshall said that most of the people moving in are retirees mainly from the Okanagan, Alberta or the Lower Mainland. Home buyers are looking for houses that are easy to maintain, she added. “A lot of buyers are retirees so they don’t want a lot of stairs. They want a couple of bathrooms, two or three bedrooms, garage or workshop.” Marshall also agreed that buying is a much more prudent decision than renting. “They’re creating an investment,” she said. “It’s a proven fact that real estate over time is a good investment. It looks like things are starting to move again. Odds are good that their investment would be good even in the reasonably short term.”

Showing up to talk with Larson were Midway mayor Randy Kappes, Rhone resident George Delisle and Greenwood Board of Trade president Jim Nathorst. There is an excellent mill site at the foot of the lake. The work of the mines during the past few months has been of a most encouraging nature. The ore vein is widening materially and increasing in value.” ➤ The Times Expands – “In order to keep pace with the growth and development of the city and district, we have decided to issue The Times twice a week in the future. Outside of the larger cities, where dailies are published, Kamloops is the only other town in British Columbia that has more than a weekly paper. As soon as the Robson to Boundary Creek railway is completed, we expect that Greenwood will be a city of several thousand inhabitants, and that a twice-a-week paper will give place to a daily.”

Food sharing borne of frustration Everyone talks about the weather but no one ever does anything about it. It was the frustration found in that kind of sentiment that was the spark that instigated food sharing in the West Boundary in February 2010. Vivien Browne said that a friend came to her with news of someone in the community who was hungry. “She had helped him for a while—then she had run out of money so she couldn’t help,” Browne said. Six community members quickly became a dozen and the group known as Boundary Food Sharing formed with a five-point mission: • Sharing with those in need, • Neighbours sharing with each other from different growing zones, • Educating how to process/store food, • Encouraging the 100-mile diet, and • Exploring year-round production. In their inaugural year they were supplementing the diets of over 60 people every month. A community garden sprang up in Rock Creek and a lending library of gardening books was established. Browne says they help many single older people. People who live on fixed incomes, whose situation is made worse by power rate increases. Since 2010 the group has metamorphosed in the West Boundary Sustainable Foods and Resources Society (FAR) and food sharing now exists under the FAR umbrella. Browne says it is most often someone who comes to her and says they have a friend or neighbour who needs some help. “Rarely will someone come directly to me to ask for help,” she said. “Most feel very embarrassed and humiliated by the process of the food bank and many single, older people are not used to being in their situation; they are used to being volunteers in their community.” They also look for ways to recover food that would be thrown away; such as food from gardens that are not needed, Grow a Row programs and permission to access fruit trees on private lands. Hunters awarded trophies It is somewhat similar to the sharing in some hunting cultures that sees the bounty divided among members of the tribe after the hunt. The annual Kettle Wildlife Association Banquet features a wild game dinner with meat provided by the club members. The buffet line offered cougar, elk, bear, venison and more. Club director Guy Owens estimates the annual celebration of the hunt has been going for nearly 50 years, saying that the clubhouse itself opened in 1977 - 1978. There was a cash bar, raffle and door prizes plus a silent auction and a 50/50 that was won by Steve and Lori Kirkham, who generously donated their winnings back to the club. The BCSS grads did the clean up and afterdinner music was provided by Randy Kappes until late in the evening.
