School District 72 will see a projected increase of more than $437,000 for its 2015-16 budget, but the district remains in a structural deficit for the foreseeable future, the Board of Trustees learned during its regular meeting Tuesday night. The district received its preliminary funding grant from the Ministry of Education March 12, of $48,424,337. This represents an increase over the final current-year budget of $47.987 million, but is subject to change when actual enrolment figures are submitted after the school year begins. “This is the preliminary amount based on our forecasted estimate of students,” treasurer Kevin Patrick told the board. “We do a final count in September of the actual number of students, and our funding amount will be revised.” The budget increase next year is due significantly to a $1.3 million increase resulting from the labour settlement following last year’s job action by the BC Teachers’ Federation. That amount was offset by revenue lost to decreased enrolment of 49 students, a reduction in special education funding, the annual Continued on Pg. 3

The city is encouraging everyone to turn the lights off this weekend. On Saturday, from 8:30-9:30 p.m., to be exact. That’s when Earth Hour will be
celebrated in 120 countries and 24 time zones across the world. This will be the seventh year that the City of Campbell River has participated in Earth Hour, an event which Mayor Andy Adams proclaimed at Monday’s council meeting.

removal of Ministry holdback dollars, and $295,000 in provincially mandated administrative savings, resulting in the $437,213 net increase. A portion of that increase results from the planned resumption of summer school this year, after 2014’s summer term was scrapped during the the teachers’ job action. Responding to a question from Trustee Daryl Hagen, Patrick said the district maintains a structural deficit of $1.2 million. “That amount is forecasted to increase by about $300,000 next year, and I would suggest (the increase) is con-
sistent with that moving forward each year.” The $300,000 estimated annual deficit is essentially the amount of the administration savings mandated by the province. “We’ll be moving into the budget process right after spring break,” Patrick told the board. “We will have what the deficit is and hopefully work out a plan on how to balance a budget that the board is prepared to pass.” Finally, Patrick also informed the board that SD72 remains in provincial funding protection to the amount of $72,000. The province uses funding protection to limit school districts’ year-over-year budget
reductions to no more than 1.5 per cent, not including labour settlement amounts. Patrick noted that an increase in actual enrolment in September would not result in an increased grant, but a reduction in the funding
protection balance. “Once we’re over that $72,000, any (cost) increases to student services, aboriginal education or enrolment would lead to an increase in grants that the board could allocate,” Patrick said.

Campbell River’s Immigrant Welcome Centre has always sought to make the city a welcoming place for newcomers to Canada. Now, it’s extending its reach to embrace all residents. The North Island Welcoming Community Coalition brings together willing partners across a spectrum of public and private service organizations, businesses and individuals who are all in the business of serving people in Campbell River and the Comox Valley. “We can play with anybody,” said Jorgina Little, coalition coordinator. “Anybody can be a partner, if they want to make the city a more welcoming community.” The coalition was rolled out in Campbell River with a launch and social mixer that drew 20 members or prospective members Wednesday at Harbour grill. That followed a similar social one week earlier in the Comox Valley. The Welcoming Communities Coalition is organized through the Immigrant Welcome Centre, which drafted a proposal and secured funding from Citizenship and Immigration Canada. Little said the North Island chapter has started up with 26 partners in Campbell River and another 20 in the Comox Valley, after estimating 15 partners in its proposal

to CIC. “I’m honestly surprised how willingly people are receiving it,” she said. While the Immigrant Welcome Centre is focussed on assisting Canada’s newcomers with direct, one-on-one services covering everything from navigating the bureaucracy to finding a babysitter, the Welcoming Communities Coalition will allow it to expand into indirect services
through referrals and community partnerships. “This is open to businesses, not-for-profits, anyone with a vested interest in people,” said Little. Among the sectors anticipated for inclusion in the coalition are transit and transport; health, recreation and fitness; First Nations; employers and employment; education; criminal justice; service providers; immigra-
tion and ESL language; social justice; ethnic and religious groups; women’s groups; business sector and tourism; and arts and culture. Participation is voluntary, and can take a variety of forms, from inclusion in a working group or action team to, eventually, a strategic planning council for longrange planning. At the moment, Little said, the coalition is still collect-
ing partners and laying the groundwork for future collaboration. “Our of our membership, we’ll get a steering committee to direct me, so it isn’t a dictatorship,” she said with a laugh. “Then we’ll move forward with the things we identify as manageable.” There are no regular, scheduled meetings at which attendance is required, and even the working groups and
action teams are dissolved when their mandate is completed. “When it’s beneficial to your business or organization, you would come out,” said Little. “When a topic is identified and we start a working group, you would only come and give time if it’s self-serving for your organization.” CIC has funded the program in several provinces for years, but it is just now moving into B.C., said Little. Among the themes researched by existing coalitions elsewhere in the country, that might find an application here, are child care, health, religious and ethnospecific supports, social inclusion, housing, needs assessment, education and population attitudes. “If it makes people more welcome in Campbell River,” it’s part of the coalition,” said Little. “It certainly includes immigrants, but it has to be about making all people welcome in Campbell River.”

Strong and free On a map, Syria and Iraq are a long way from Campbell River. To those who have family and friends in the Canadian Armed Forces, the conflict there hits much closer to home. On Tuesday, Prime Minister Stephen Harper rose in the House of Commons asking MPs to support a 12-month renewal of an international fight against ISIL, including air strikes over Syria. Canada, it should be noted, has contributed $700 million in humanitarian aid to the war-torn region. Yes, we are committing to more CF-18 sorties, but we are not stopping the help we are providing to children and other civilians caught in the conflict. “There is no either/or here between military action and humanitarian aid,” said the prime minister. “The situation desperately needs both and Canada has been vigorously providboth. Many live in this region, as evidenced by letters to the editor and other methods of public expression. There is much to criticize about this government. All governments that have been in power for a time make mistakes. There are deeper issues with the Conservatives than simple mistakes — a puzzling and apparent distrust of science/research and the cuts to services protecting our coast, to name just a couple. However, we scratch our heads when we hear the exaggerated wailing about how Canada has lost its place in the world, lost respect, how we used to be a helper and peacekeeper but now we’re not. We continue to provide hundreds of millions, no, billions to humanitarian aid, food and medical supplies and education to children who did not choose to be born in war-torn or drought-afflicted areas. Has our role in the world changed? That was inevitable — the world changed. We can no longer send brave members of our Forces into well-defined conflicts wearing baby blue berets. However, like we have always done, we continue to provide aid, and we also see our responsibility, with the use of our Armed Forces, to stop tyranny in its tracks. Make no mistake, what we fight against right now in Syria and Iraq is tyranny. And those tyrants have specifically mentioned Canada and Canadians as targets. With a continued combination of humanitarian aid and armed support, Canada is doing what it has always done. -Black Press

Making real progress on poverty The B.C. government has made its most significant moves in decades to address the needs of some of the province’s poorest people. The largest financial commitment is for a new program to help single parents escape from the welfare trap. There are 16,000 single parents in B.C. receiving provincial income assistance or disability payments, most of them women. Even if they could find an entry-level job, it wouldn’t pay enough to cover the child care they would need to go to work. Worst of all, the current system requires that if they enrol in training, they lose their income assistance, including dental and extended medical care for themselves and their children. That is the welfare trap, one of the most perverse government policies to have survived into our supposedly enlightened modern era. The new program takes effect in September. It will not only continue income assistance payments when single parents enrol in skills training, it promises to cover their child care

the minimum wage goes up 20 cents an hour in September, from $10.25 to $10.45. This is the beginning of an annual review that will tie the wage to the consumer price index. A paltry sum, to be sure, but anyone who still thinks jacking the minimum wage up to $15 an hour is a magic solution that won’t cost some entry-level jobs is clinging to a socialist dream world. n I have been contacted by several low-income seniors who read my recent column on B.C.’s Seniors’ Advocate. The city will go ahead with rene wing the Downtown Business Improvement Association (BIA) after receiving confirmation that all businesses are on board. Council gave first and second reading to a bylaw re-establishing the Heart of the City BIA at its Monday night meeting. As part of the agreement, downtown businesses included in the association will be charged a local service property tax that will increase in each of the next five years. They will pay $42,586 in 2015, $44,715 in 2016, $46,951 in 2017, $49,299 in 2018 and $51,764 in 2019. The tax is collected by the city from downtown properties that lie within the BIA boundaries. The funds collected through the tax have helped promote the downtown core
through marketing and beautification projects. The Heart of the City BIA is responsible for events like Starlight Shopping, the Big Truck Parade, and the Easter event in Spirit Square. In December, the group requested the city renew its bylaw to continue on with such initiatives. The city complied and served notice in January that it intended to establish another five year term for the BIA unless at least 50 per cent of the affected business owners signed a petition in opposition. The BIA has also provided financial support for Canada Day, River City Arts Fest, the Angel Tree at Christmastime, and the Tuesday lunch entertainment in Spirit Square during the summer.

Yard waste pick-up returns The City of Campbell River’s popular curbside yard waste collection program will be offered again this spring for eight weeks, from April 6 through May 29. “Spring is one of the peak seasons for generating yard waste since many people are getting their gardens ready, doing pruning and cleaning up from the winter,” says Amber Zirnhelt, the city’s manager of long range planning and sustainability. Yard waste will be collected once a week on the same day as residential
garbage and recycling. Unlimited amounts of yard waste are accepted as long as the material is placed in a rigid, lidded container no larger than 80L each (maximum weight 20kg/44lbs), clearly marked Yard Waste, or in bags labeled as biodegradable or compostable by the manufacturer. Branches and prunings must be tied in secure bundles measuring maximum 90cm (36”) long and 60cm (24”) wide. Individual branches must not exceed 7.5cm (3”) in diameter.

Prior to the home being demolished, threats were made that the house would be burned down on Halloween night but RCMP warned that would release the asbestos and pose a major health concern to the surrounding neighbourhood. The Cheviot house is
not the only home to be left abandoned and ordered torn down by the city. Last December, the city ordered the demolition of a former motel at 391 Island Highway, below the Eagle’s Nest Lodge Motel. Despite the owner’s efforts to board it up, trespassers habitually got into the vacant building. The city requested the building be torn down after a fire compromised the structural integrity of the building and made it a safety hazard.

Campbell River School District’s B oard of Trustees approved the use of nearly $2.8 million in dedicated funding to complete seismic upgrades on Pinecrest E l e me nt ar y S cho ol beginning later this summer. The funds, earmarked by the Ministry of Education for infrastructure projects, represent money left over from School Districtr 72’s last
seismic upgrade, at École Phoenix Middle School that came in under budget. “The Ministry has approved in principal the remaining funds left over from the Phoenix seismic project to be used on Pinecrest,” said Kevin Patrick, SD72 secretarytreasurer. “I believe some work has been done in the past (at Pinecrest), and these are sections remaining from the work that was done before.” The bulk of the work
at Phoenix was “substantially” completed two months ago, said Jennifer Patrick, SD72 communications director, and fair-weather work to be completed at the school this summer has already been paid for. The ministry allots seismic upgrade funding throughout the province on a risk-based priority system. But Campbell River has managed to leapfrog some higher-risk sites thanks to the work of its District staff, Patrick

FortisBC will cut natural gas rates for customers beginning next month KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
Natural gas users can expect to see more savings on their gas bills as of April. FortisBC will decrease the commodity rate from $3.781 to $2.486 per gigajoule which will mean a reduction of $58 per year for an average residential customer on Vancouver Island using
approximately 45 gigajoules. Fortis says the decrease, which is effective April 1 for all natural gas and propane customers, will result in the cheapest commodity rate in 10 years. “Compared to a year ago, natural gas prices are lower coming out of this past winter due to reduced overall demand
for natural gas to heat homes and generate power,” said Cynthia Des Brisay, Fortis’ vice-president of energy supply and resource development, in a news release. “At the same time, supplies of natural gas have increased, allowing storage levels to return to normal levels. This combination of factors is leading to the lowest
commodity rate our customers have seen in the past decade.” Des Brisay said the drop in oil prices has kept the price of propane stable. “O i l p r i c e h a v e declined as well, driven by increased North American oil supplies and reduced international demand,” she said. “This drop in oil prices

There’s a federal tax provision that seniors should know about because it could mean tax savings. If you are eligible, you can ‘split’ up to 50% of eligible pension income with a spouse or common-law partner for tax purposes in order to create overall tax savings for you and your partner. It’s called pension income splitting and here’s an example of how it works: • A Manitoba couple who are both over age 65 share $15,000 of Canada Pension Plan (CPP) benefits. Each receives the maximum Old Age Security (OAS) benefit and one spouse has an annual registered pension of $50,000. The registered pension recipient allocates $25,000 of their pension income to the other spouse creating a family tax savings through pension income splitting of $2,638. • To be eligible for pension income splitting, the income must qualify for the federal pension income credit. • For those age 65 and
over, income eligible for the Pension Income Tax Credit includes periodic payments from a pension plan (Canadian or foreign), investments held in a Registered Retirement Income Fund (RRIF) or Life Income Fund (LIF) payments, annuity payments under a Registered Retirement Savings Plan (RRSP) or Deferred Profit Sharing Plan (DPSP), and the interest portion of payments under a nonregistered annuity.

This latest cut in natural gas costs comes on the heels of a 25 per cent reduction to Fortis rates to be phased in over three years. The first portion, a seven per cent cut, was introduced in January across Vancouver Island. Those rate cuts were announced after the BC Utilities Commission approved an application by FortisBC to amalgamate its three utilities and equalize the price for natural gas across B.C. The commission had originally denied Fortis’

The award-winning Newfoundland folk trio The Once will bring their east coast harmonies and instrumentation cross-country for a performance Saturday at Quadra Island’s Heriot Bay Inn. The Once has collected a trio of Canadian Folk Music Awards, been named Newfoundland &
Labrador Art Council’s Artist of the Year and earned a Juno nomination for best Roots/ Traditional album. The trio (Geraldine Hollett, Andrew Dale and Phil Churchill) draw upon a range of influences and perform a mix of original and traditional material, using guitars, mandolins, banjos and even a
bouzouki to build a rich musical tapestry. “Just as the sea refuses no river, the Once turns back no listeners. For the past nine years, Jo-Anne Preston has been the guiding force and dedicated director of Island Voices Chamber Choir. Now, Island Voices will honour her work by providing a bursary to a local singer. Preston’s contribution to the musical life of Campbell River goes back decades. In her first years in town she taught high school music and served as the conductor of Campbell River Singers from 1979 to 1984, when she passed the baton to her good friend, Frances Keen. When, in 1997, Keen founded the Island Voices Chamber Choir with singers from Denman, Quadra and the big Island in between, Preston was an eager founding member of the soprano section. During Keen’s strug-

gle with cancer, Preston increasingly shared the conducting duties and with Keen’s passing in 2006, Preston stepped forward to lead the choir. Under her guidance, Island Voices has recorded a CD of Christmas choral music, competed at the Choral Kathaumixw in Powell River and entertained audiences up and down the island.

favourites. Helena Jung will play the Preludes from the Bach Suites for solo cello. Helena will also join vocalists Oliver Clarke, Danielle Shepherd and Michael Tran, with Maureen Bedford accompanying on the organ.

he Clothesline Project’s message is clear: every woman living in Campbell River has the right to live without violence. Prevention of Violence Against Women Week, April 12-18, is a time for the people of Campbell River to step forward and change social attitudes, beliefs and behaviors that allow violence to continue. Transition Society, Community Based Victim Services, Stopping the Violence Outreach Program along with the Campbell River Women’s Centre will be hosting the Clothesline Project at Spirit Square on Tuesday, April 14 from 10 a.m. - 3 p.m. They invite everyone to come on down to view this powerful display. Join them for refreshments and food, decorate your own T-shirt to
hang on the clothesline and other crafts as well. Andreas Eggenberger will also be performing live music between 12-1 p.m. The Clothesline Project is a display of T-shirts that have been personally done by people affected by abuse. Moms mentoring Moms program is looking for participants
The Campbell River and North Island Transition Society (CRNITS) is pleased be able to begin training again for the Mom’s Mentoring Mom’s Program in Campbell River. If you are a mom and have three hours a week you can devote to another mom who would like a mentor, this may be a program for you. The training for this program is planned for one night a week for five weeks. Mentors are screened and trained prior to being matched with a mom. The mentors are community volunteers and are trained and supervised by the volunteer coordinator. They must commit to being available for at least three hours a week to support and empower a mom who may not otherwise be able to access some of the services in our community. It is between the mentor and her mentee what they decide to do together. If you are a mom who has been impacted by addiction in your life and would like to be able to get out and enjoy the company of another mom and do some fun things with or without your children, then this may be a program for you too. You will meet with the Volunteer coordinator one on one and talk about what it is you need and how we can support you. CRNITS will take your application and once the training is completed they will match you with a mom who they feel has something in common with you. The two of you will decide how to spend the three hours a week taking into consideration your interests and needs. Donation hits right note The Campbell River Arts Council gave a big thanks to the Bank of Montreal for a $1,500 grant in support of the council’s Music Therapy Program. This program is part of the overall Arts Council’s Art in Health Initiative. Local musician Jim Chisholm provides the service for a number of
area senior homes as well as the local hospital. Ken Blackburn, the Arts Council’s Executive Director says, “Music Therapy is an emerging profession within the health care of patients, notably amongst seniors. The ability of music to bring people together, to make them feel included within a group, to allow
space for participation and ‘to just have fun’, contributes to the physical, emotional and social wellbeing of seniors. We are honoured to join with the Bank of Montreal in making this Program available to our local seniors.” The grant is partially funded through the Bank of Montreal Vol-

The Ministry of Energy and Mines will administer and implement the CEV program through partnerships with the New Car Dealers Association of British Columbia, the Fraser Basin Council, and the Canadian Hydrogen and Fuel Cell Association. Personalizing your truck, safely

Purchasing a new or used truck is exciting but personalizing it is even more fun! Believe me when I tell you, buying the truck is the cheap part. I have seen people over the years spend upwards of $25,000 or more on customization. One of the more popular things to do these days is to install a suspension lift along with larger tires and wheels. If you’re going to tackle this yourself, here are a few things you should know. Installation: Many
UP TO manufacturers offer manuals for installing lift kits but some installations are quite intricate, requiring some welding or cutting in order to add some necessary components. In this case, having a mechanic or a few knowledgeable friends around will help make the job go smoothly. Additional Modifications: Upgrading to taller tires also means that a number of components may require part upgrades or some tuning to compensate. For instance, a truck’s engine is tuned at specific gear ratios to propel the

vehicle. When adding taller tires, the gear ratios must be changed accordingly, since the engine has to spin much larger, heavier tires. You will also be required to purchase a speedometer recalibration tool, so you have an accurate reading. Again, consult with more experienced individuals for further insight. Highway Driving: Larger, wider tires can sometimes result in instability on roads or a noisy, uncomfortable ride, particularly at high speeds. Also, more aggressive off road tires tend to wear faster on the highway and traction might not be as great as

Hare-racing event The Vancouver Island Hare Scramble Series kicked off its season last Sunday at the Campbell River Motocross Track with The Katoom. Racers from across the Island competed in the hare scramble which is a combination of off-road racing on the motocross track and on wooded terrain. Rookie Hurricanes show skill at tournament The Campbell River Novice Hurricanes had a great showing at the Richmond Ice Classic Female Hockey Tournament last weekend. The team, comprised of 5-to-9 year-old girls, worked hard in every game against some big city opposition. The Hurricanes were full of excitement Friday
afternoon as this was the first away tournament for many of them. In their opening game, they met the home team, the Richmond Ravens. The game was full of energy and back-and-forth play. Quinn Smits opened the scoring in the first when she deked out a few Richmond players before putting the puck
in the net. However, Richmond came back to tie it and this is how the rest of the game would go. Goaltender McKenna Harris came up with a big stick save in the dying minutes of the game but Richmond got the better of the Campbell River team with a go-ahead goal with only 1:24 remaining on the

Smits again opened the scoring with another end-to-end rush before raising the puck over the goalie’s pads. The Angels soon came back to tie it up. Smits then scored her second with a wrap-around goal after collecting her own rebound. Raeya Mackie made some terrific defensive plays to keep the Hurricanes ahead. Vancouver again tied it up but Akira Isaac soon sprung Whalen on a break-away and she most certainly had the finish and the score was 3-2 after the first frame. Harris made a tremen-
dous glove save that had the crowd talking at the beginning of the second period. Madison “Mad Dog” Batch made several good defensive plays at the blue line and Mackie fed Smits with a pass that would end in another goal and the hat trick. The final score was 5-4 Hurricanes. In Saturday afternoon’s game versus the North Shore Avalanche, Batch came out with some good defensive plays in front of the net before the puck ended up in the North Shore zone and a scramble in front of the net resulted in a game opening goal by Smits. Harris made another fantastic break-away save. Kaylie Riecker hustled for the puck and sent a beautiful pass up
the ice to Smits for a break-away and five-hole goal to make it 2-0 after the first. The Avalanche would get one back early in the second. Mackie, one of the youngest Hurricane members did not show it by putting the puck in the net after a scramble in front and then soon doing the same again after deking out an opposing player. The score was 4-1 after two periods. Olivia Laidlaw, determined to keep the lead, stripped the puck off a couple of Avalanche players and soon after, Speck fed Whalen the puck as she broke free to make the tally 5-1. Harris came up with another big save with 3:15 remaining and 5-1 in favor of the Hurricanes would be the final.

In the Hurricanes’ final game, they faced the Seattle Ice Hawks, who out-sized the Hurricanes by an obvious amount. Seattle scored 30 seconds in and not too long after buried another one. However, speedy Isaac broke away from the pack and scored after an assist from Riecker. Soon after, Pollitt sent Smits on a break-away to tie the game at two. Unfortunately, Seattle answered back. Harris made an incredible pad save near the end of the first and the score was 3-2 Ice Hawks at the buzzer. Seattle kept on firing the puck in the second period and the score was 6-2. However, Smits scored another beauty on a break-away and Whalen banged in a loose puck soon after to close the gap to 6-4. Seattle answered back one more time in the second period to end it at 7-4. Speck and Laidlaw continued to work hard to try and clear the puck out of the Hurricanes’ zone, but Seattle scored a couple more before Smits was able to break-away one last time to make the score 9-5. Seattle would put one more in before the buzzer and the final tally was 10-5. The Hurricanes thank their coaches Dennis Bellevance, Cory Batch and Andrew Riecker; their managers Jami Harris and Heather Shiells and the Midget Hurricanes that helped out throughout the year. The team had a fantastic season and would like to encourage other girls to get involved in the fantastic sport of hockey.

Judo Club hauls home medals
The Campbell River Judo Club has been busy this month, first at the Richmond oval (March 7 and 8) and then at the West Edmonton Mall (March 13, 14, 15). The Pacific International tournament provided the first haul of medals,. The team of Sensei’s Yule and Petersen started out the harvest with a gold and silver in two kata forms. A first place was achieved by Anthony Henry and a silver medal went to Kelsey Painter. Bronze medals were won by Haley Henry and by Wyatt Huggins.
Junior members were to travel on Saturday morning, to fight on Sunday, with coach Volker Pfeifer. It was with deep sadness that the team did not arrive as Coach Pfeifer passed away unexpectedly early Saturday before the team’s departure. The Campbell River Judo Club greatly misses Sensei Pfeifer. The following weekend, the club travelled to the Edmonton International Tournament. Once again Senseis Yule and Petersen lead off the medal haul by winning a silver in Katameno-kata. U10 and U12
team members Ethan Crowhurst, Abby Sheehan, Marcus Petersen, Lane Huggins, Olivia Sheehan, and Linden Hicks all received gold medals for participation. Jamaliya Wellard and Haley Henry both won their two matches and achieved gold. Jordann Warner was a bronze medal winner. Tommy Pfeifer lost only one of his five matches, but had to settle for a bronze medal. Painter was second in her division. Quinn Golobar was golden in winning all three of his matches. Fishing Corner In the Campbell River area alone there are many trails that lead to fishing spots on the Quinsam River and while the weather is mild, the winter has taken its toll on many trees located along trails that are used by fishermen and hikers. Last Sunday I was headed towards my favourite fishing hole and while walking I heard a crash and down came a tree a few feet away. I had met a few anglers who were fishing for catch and release trout and the wooden bridge that was located a head of me was broken loose from its location. Each year trails can be washed away and the cleanup begins. At times trails can be closed and signs are posted along the way. Water levels are low to normal and with the recent rain are expected to rise a

best Halibut fishing has been north of Campbell River at Sayward and already good fishing is reported from those getting out early. I spoke with Linda Fear and she told me a 45-pound Halibut was taken last week and more fish have been caught. Winter Springs have tapered off a bit but some large fish, a 34 and 37-pound Tyee, have been caught. While many undersized salmon are caught and released most average around 14 pounds. The Vancouver Island Trout Hatchery finished their spring stocking of lakes and a total of 27,317 catchable sized trout were released in early March. The trout range in size from 234 grams to 248 grams and are fun to catch on a fly or light tackle. Water temperature varies from 9 to 11 degrees and I found the best fishing is in early spring, so get out your tackle and head towards Echo, Maple and Spider Lake south of Courtenay where all were stocked

little. Some local anglers are reporting some catches of trout but many will be heading to rivers in the north that include the Salmon and the Eve. Few anglers who fish the Gold River, are wrapping up the season and those heading south, will be fishing the Stamp. There are a number of anglers that drift the rivers in the area and are quite successful as they know the pools that hold fish. Some of the

Fry Lake along with Brewster can be good in late evening and if the fish are surfacing the bite can be on. Lorna Duncan said Mud Lake used to be good for trout. With the right weather ahead expect more anglers out trying for the big one. An 8 pound trout was caught at Buttle Lake and that is a fish that will be on display here at the Fishing Corner in our next issue. Over the winter a number of readers have passed on some fishing tips with which I will share. On the fly, a number 14 Mosquito has always worked well in area lakes and yes even a grasshopper pattern.

THE HISTORY OF THE CAMPBELL RIVER AREA

here were three main industries that shaped the lives of the people who settled north of the Campbell River in the early years of that community: logging, fishing and farming. The families that settled there may have started working in other industries, but they all ended up clearing large tracts of land to raise cattle, pigs, sheep, and chickens, and to grow wheat, fruit and vegetables. The Vanstones, Perkins, Pooles, Merediths, and Hudsons were all close neighbours who helped each other manage their farms and they even shared their supplies. Everyone helped with haying and when one family went away for a day or two, members of the other families would pitch in to ensure the animals were well looked after. It was a close-knit community. Winter sports such as skiing on Vanstone’s hill, and skating on the flooded frozen north field at Hudson’s farm were recreations that were well loved and are well remembered by area residents who grew up there. Also well remembered were days of freely playing on the beaches and in the river in the summer months before the dam was built. At Christmas time Grandpa Perkins would dress up as Santa Clause and visit all the children of the Vanstone and Perkins clans in their homes. Of course, it helped
that they left out beer and cookies for Santa at every stop! The other major player in the early North Campbell River community was the famous Painter’s Lodge. The sons of the Vanstones and Perkins worked as fishing guides, and the wives and daughters could often be found working at the lLodge or in its kitchen. Pat Hodgkinson (née Perkins) remembers that her mother used to work in the kitchen at Painter’s Lodge. She said that her chores at home often involved cleaning up after her mother in the kitchen, as she was not the tidiest cook. Later, when Pat went to work at Painter’s Lodge, she was assigned the task of cleaning up after her mother in the lodge’s kitchen, a task for which she was already fully trained! The lodge had a small dairy farm and garden operation to keep the kitchen well stocked and also bought milk from
Hudson’s when their supplies ran low. Painter’s Lodge was built on land purchased from Tom Hudson, and the Painter and Hudson families have had a close relationship for decades, playing together as children and sharing Christmases up to the present year. Changes affected all of Campbell River when the John

Hart Dam and later the Elk Falls Mill were constructed and operating, but the changes were felt especially strongly in North Campbell River. New families began moving to the area, roads were paved, and the traffic on the highway steadily increased. As employment in the area shifted to construction and the
mill, the farms were slowly set aside, parcelled off, and residential neighbourhoods grew up in their place. Today only one farm remains in North Campbell River, and remarkably, it is still being farmed by the descendants of Tom and Mavis Hudson. The Museum at Campbell River has been working in partnership with Shaw TV with funding through the New Horizons for Seniors Program from the Government of Canada to produce a documentary recording the memories of long time residents of North Campbell River, to capture the history of the community and some of the changes that took place as Campbell River boomed and developed. Over 200 elementary and middle school students competed in School District 72 Battle of the Books on March 11 at Timberline Secondary. This year’s literacy competition was intense with only one point separating the winners in several categories.
Annual Battle of the Books inspires a love of reading Over 200 elementary and middle school students recently competed in the annual school district Battle of the Books. The district championships were held March 11 at Timberline Secondary School. Battle of the Books began as a creative concept to encourage students to read quality fiction books. While encouraging literacy, this annual competition has also become a proud tradition within the school district. Quadra’s teams of Kira Abram-Veloso, Rowan Gruger-Cowper, and Sofia McPhee won the
Grade 3 category and Elliott Kinsey, Laura Nicoll, and Nick Wunsch won the grade 4 category. École Willow Point’s team of Olivia Fagan, Emma Knight, and Avery Sorensen won the Grade 5 category and The Book Bandits, from École Phoenix Middle School won the grade 6 category (these students cannot be named due to privacy requests). Teams of three students from participating schools read selected novels and compete in question-and-answer competitions to test their knowledge on the material they read.
Being declared Battle of the Books champions is no easy feat with teams having to compete and win their school competition, a zone playoff against neighbouring schools, and then the district competition against the other zone winners. In each competition, teams were asked 30 questions and expected to give an answer in 20 seconds with the use of
answer cards. Guest moderator and former teacher from Cedar Elementary, Tom Kennedy asked the questions in the district competition. The zone and district winners were awarded prizes donated by Coho Books and Strathcona Gardens. School District 72 would like to thank its teacher-librarians for organizing the annual event.

W
hen Tom Simpson called Campbell River aboriginal economic development consultant Tom Sewid, he was simply looking for some help promoting his budding business. What he ended up with was an expanded product line. Simpson is the owner of Cedar Journeys Caskets, which creates a range of burial caskets made from western red cedar. A member of the Snuneymuxw First Nation, one of the many Coast Salish tribes of B.C., Simpson began adorning custom caskets with Coast Salish artwork. Earlier this year, Simpson approached Sewid, a consultant who operates a website devoted to promoting aboriginal tourism and related cultural businesses. As the two discussed ways to promote Cedar Journeys Caskets through an online presence, Sewid volunteered to paint one of the caskets in a tradi-

tional Kwakwaka’wakw orca design. “As one can see, it added a whole different First Nations tribal art dimension to our caskets,” said Simpson. “The different nations or regions of the Island and the coast have their own art forms, ceremonies and practices.” He has also found a willing partner for his venture in Sandy Poelvoorde, owner of
Boyd’s Funeral Services in Campbell River. An independent business, Poelvoorde has his “orca” casket on display in her shop — the only funeral home that currently does so. “Sandy is willing to think outside the box,” Simpson said. “She’s unusual on the Island, because she sells out of her shop without marking my (caskets) up. “She’s willing to
work with my affordability model to make these available to First Nations families on the North Island.” Simpson started on the path to the unique business nearly a decade ago, while making pre-funeral arrangements for his mother. In discussions with a local funeral director, he learned there were no suppliers of cedar caskets, which he wanted as
a way to pay tribute to his mother’s culture and life story. “It’s not strictly traditional; it’s a contemporary version,” said Simpson. “But I wanted to work with red cedar because of its historical importance to the peoples of the coast. There was no part of our lives that was not touched by cedar. We were swaddled in it when we came into this life, and
we went out in it.” A year later, he suffered a stroke and, during the next year of recuperation, recalled that discussion and decided to try filling the need. “I started this as something therapeutic,” said Simpson. “I needed something to do while I was still in recovery, to keep my hands busy and give me focus.” A former logger, Simpson taught himself to create and assemble his own caskets. Initially, the caskets were plain red cedar, but eventually Simpson began incorporating traditional art into the designs, including silkscreened linen panels bearing the First Nations sun or hummingbird designs and handles carved in the shape of canoe paddles. When Simpson began, his caskets were made for friends, family and other Coastal First Nations customers. Now, word has spread up and down the coast, and he is turning out 30-36 caskets each year simply through word of mouth.

The expanded interest in the caskets beyond the Coast Salish nations has led to more collaborative efforts with other artists. To keep up with the increased demand, Simpson took on apprentice Justice Moreno, a Vancouver Island University student of Nuu-ChahNuulth and Coast Salish descent. Sewid, whose ancestry is Kwakiutl on his father’s side and Cree on his mother’s, worked with both of them on the Kwakwaka’wakw casket. “The got me involved doing the native painting and design outlines,” said Sewid. “But there were three different First Nations working on it.” Simpson’s workshop contains both prepainted caskets and unpainted models that can be finished by the artist of the customer’s choosing, with their own family crests or other personal images. Local dive school prepares Haida divers for geoduck prosperity

ix citizens of the Haida Nation are ready to “hit the water running” with a commercial fishery in their traditional territory, after having successfully obtained their Commercial SCUBA Restricted Surface Supply Certifications here in Campbell River. Graduates of DiveSafe International’s commercial diving courses, the six members of the Massett band are already finding employment in Vancouver Island’s burgeoning aquaculture industry. They’re also hopeful that, someday soon, they’ll be able to use their newly learned skills to harvest geoducks from the waters surrounding Haida Gwaii. “The training and certification these students received isn’t just a boon to them professionally,”

asm during the course,” notes Korol. “Not only does the particular dive certification required for geoduck aquaculture require a certain amount of skill, it also takes commitment and diligence, which they all consistently demonstrated.” Korol says his company is pleased to be involved in helping the Massett band further develop its aquaculture opportunities and contribute to its local economy. “It’s exciting for us to be able to play a small part in their new venture,” he says. “It’s also gratifying to know that while they wait for legislation to come through from DFO, these men will be able to take advantage of their new skills and find steady, high-paying employment elsewhere in this

George Henry 1950-2015 George passed away on February 10, 2015 in his wife's arms of 33 years at home. He is survived by his two sons George W.C. Perrin and Allen R. Perrin, daughter June Coats and grandson Pius M.G.H, sisters Jo-Ann (Karl), Shirley (Woody), brothers Allen (Dianne), David (Dale), brotherin-law Philip Armstrong (Daphnie) as well as many cousins, nieces, and nephews. George, you played so many roles in life that it was sometimes hard to find time for everyone else and for ourselves. Yet somehow you always managed to be there for others; with a warm smile, a kind word or a helping hand- and I always admired you for that. Lewthwaite, Linda Marie August 7, 1967 – March 20, 2015 Linda Marie Lewthwaite passed away peacefully March 20, 2015. Linda struggled for years with the painful and crippling effects of rheumatoid arthritis, yet her will to live, sense of humour and incredible love for life remained undiminished to the end. Linda is predeceased by her parents Marie Klemenz and Frank Lewthwaite. She is survived by her son Levi who was the brightest light and greatest joy of her life. She will be deeply missed by her sisters, brothers, Papa Chuckie, Aunt, Unk, cousins and friends. The family would like to thank all the wonderful staff at Yucalta Lodge who took such great care of Linda. As well she had a great team of doctors and other medical personnel who did all they could to ease the pain and affects of Linda's long term illness. Linda had a unfailing sense of humour which delighted her family and many devoted friends, such as Linda Kerr who spent many hours with Linda and was with her when she took her last breath. Levi and all of Linda's family would like to thank and make special note of Linda's greatest friend and guardian angel Darlene Boyce for the incredible amount of love, devotion and comfort she brought to Linda's life. FAY FRANCIS LOGAN (McNISH) May 2, 1936 – March 17, 2015
With much sadness we announce that Fay passed peacefully after a brief illness. Fay is survived by her loving husband Bob, son Mike (Chris), daughter JoAnn (George), son Brent (Michelle). Also missing Fay are her grandchildren Katherine (Dom) Leong, Bonnie Logan, Julia and Anton Milutinovic and greatgrandson Ethan Leong. Fay is survived by her four siblings: John (Grace – d) McNish, Jean (Al) Parker; Terry (Tony – d) Lewchuk, Ross (Sharon) McNish. Aunts Alice Scott and Pat Crockett mourn the loss of their niece. Fay leaves legions of Crockett family cousins and nieces and nephews throughout BC. She is also survived by her brother-in-law, Vern (Joan) Logan. Born in Comox, BC to Edith and Fred McNish, Fay grew up on Headquarters Road, attended Tsolum School, and then the UBC Faculty of Commerce. After years up north, Fay returned to UBC and earned her teaching certificate. She taught Business Education courses in Victoria and Campbell River at the ‘Old Junior,’ Southgate, Robron, and Carihi schools. Fay lived in Campbell River for over 50 years, and enjoyed many adventures, travels, and family events, including her 50th Wedding Anniversary in October 2014. She cherished all of her family and friends: school chums, ACW, neighbours, bridge partners, fellow volunteers, IOF friends, and Ocean Falls connections. Fay was generous, loving, caring, and devoted. She possessed that marvelous blend of intelligence and wisdom. We miss her positive spirit, her capable ways, her ever-present smile, and her twinkling eyes. Donations gratefully accepted in Fay’s name to the CR Hospice Society or Operation Eyesight. The celebration of Fay’s life will be 1:00 pm on Monday the 30th of March, 2015 at St. Peter’s Anglican Church, Campbell River, BC. Venerable Dr. Blair Haggart officiating. ANDERSON, COLE 1997 - 2015
Cole Robert Anderson, 18 years old, of Campbell River died tragically March 21, 2015 as a result of injuries sustained from a skiing accident at Whistler Blackcomb. He had been free skiing with his teammates and coach after a morning of ski race training at the Dave Murray National Training Center on Whistler Mountain. Cole was born March 13, 1997 in Duncan BC, the son of Terry and Michele (Dickson) Anderson. He attended Timberline Secondary School and was to graduate with his class of 2015. Cole was a member of the Mt Washington Ski Club (MWSC) and an active member of the MWSC Ski Racing Team, BC Alpine, Alpine Canada. He was a registered competitor with the International Ski Federation (FIS) and represented the Mt Washington Ski Club at National and Provincial ski race competitions. Cole was an emerging leader within his ski club and had recently received the clubâ&#x20AC;&#x2122;s most prestigious award, the Ben Bellamy Memorial Most Sportsmanlike Skier Award for his sportsmanship, leadership, and love of skiing. He had obtained his Level I Coach Certification as a member of the Canadian Ski Coach Federation and also held a Level II Baseball Umpires Association Certification. During the ski off-season Cole would play and umpire baseball as a member of the Campbell River Minor Baseball Association; as well as workout, ride bikes, skateboard, and dream of his next days on snow. Cole was a fine kind-hearted young man with a whole world of opportunity yet ahead of him. He was loved and will be greatly missed. Cole is survived by his parents Terry and Michele of Campbell River, and his sister Nicola who is currently studying Health Information Science at the University of Victoria. He also leaves his maternal grandparents Brian and Sheila Dickson, Auntie Tracy and Uncle Rob Lamontagne, and his cousin Hailey Lamontagne all from Campbell River; his paternal grandparents Oke and Alice Anderson of Lake Cowichan as well as aunties and uncles Danny and Jocelyn Anderson of Crofton, Ron and Lora Anderson of Ladysmith, and cousins Marissa, Cody, Meagan, and Lauren. A celebration of Coleâ&#x20AC;&#x2122;s life will be held on Saturday April 18, 2015 at 1PM at the Thunderbird Hall, 1420 Wewaikum Road, Campbell River.
