Walk downtown and there’s evidence of the problem of homelessness from street to street. And it’s not just the people who’ve fallen on hard times, but the empty stores and lack of development in the area. In October of 2014, would-be mayor Nicole Read sent a letter to the Salvation Army’s director Darrell Pilgrim, outlining her vision to solve the homeless issue and addiction-based crime in a 48-month span. In the letter, Read said, based on the information on the latest homeless count, the city has a manageable number that can be housed. She tells Pilgrim the Caring Place’s “no questions asked” policy to accepting clients allows other communities to off-load their problems onto Maple Ridge. “We need to put neighbouring cities on notice that we no longer intend to accept intentional or unintentional off-loading,” she wrote to Pilgrim. Read states that while she believes everyone deserves compassion, dignity and respect, the community has “fallen into a pattern of prioritizing those in need in a way that overshadows some very legitimate concerns of Port Haney residents.” Now Read’s task force is trying to get to the heart of the answers. he Katzie First Nation is willing to physically block a new quarry operation on Sheridan Hill, Chief Susan Miller told a rally in Pitt Meadows on Wednesday night. “We’re preparing our signs, and we’re preparing our drums, and
if it means we have to stand on Sheridan Hill, then that’s what we’re going to do,” said Miller. “We’re prepared to be very public, and very much protest.” Pitt Meadows residents and Katzie First Nation held a rally on Wednesday night at the Pitt Meadows Recreation Centre to oppose the proposed quarry on the south side of Sheridan Hill. The Meadows Quarry application would haul 240,000 tonnes of rock from the site each year for five years, reducing the elevation
are organizing opposition. Tables were set up near the front door of the meeting, and residents were given samples of letters to be sent to Bennett and other government officials. A letter writing campaign is part of the strategy. “Email is better than nothing, a letter is better than email,” said Becker. esse Taylor looks like any other kid in the crowd at Amsterdam Greenhouse’s Nature Day, except he’s got an owl perched on a thick leather glove. And if you look closely you can see a hearing aid in his ear. It’s not your grandfather’s flesh-coloured hearing aid, but a black one with a couple of bright stripes across it, like a teen’s shoes. It’s not trying to hide. People who suffer vision or hearing loss can fall into isolation and depression. So, as they highlight the many resources available for people with these disabilities, the Lions Club wants to shine a light on a young man who has gone completely the opposite way. Taylor is a 14-year-old from Samuel Robertson Technical Secondary who gets involved, despite his hearing loss. Jesse, who is not completely deaf, received his hearing aids on his fourth birthday – at about the same time as his grandfather was getting them. His mother Michelle was worried, but said it has not been an issue. “Nothing has ever stopped him.” Through technology, she has been able to hear the way her son does, and was surprised. “He needs to work really hard to hear what’s going on,” she said. The availability of those kinds of technology is what the Lions hope to share through their Saturday event. Jesse plays both electric and acoustic guitar – his
father Marty is a sound engineer, so they’re a musical family. And last year he earned a scuba diving certificate, although his mom is worried about his eardrums in a high-pressure underwater environment. “He can’t afford to lose any more hearing,” she said. But this is a kid who keeps turtles and gecko lizards at
home, and who has volunteered for four years with Raptors Ridge Birds of Prey. He loves nature, and the marine environment was like a carnival. “For him to be able to explore the world was big,” said Michelle. His ear specialist sided with Jesse, deciding the risk in scuba diving was not too great.
Jesse and Michelle got their scuba tickets together, and last year they went diving in Hawaii. “Watching him see his first shark swim by ... it was, ‘This is why we’re here.’” Jesse is also a martial artist, on the verge of getting his black belt in Taekwondo. And after putting in his time mucking out cages and feeding birds, he is now able

Bob D’Eith believes the federal NDP will have a shot at wresting the Pitt Meadows-Maple Ridge riding away from the Conservatives in the fall general election. D’Eith, an entertainment lawyer who is also the executive director of Music B.C., announced this week that he will seek the nomination for the NDP candidacy. MP Randy Kamp, who has held the riding for the Conservatives since 2004, is stepping down. The loss of the incumbent, combined with the Conservative track record here, should leave them vul-
nerable, said D’Eith. “I don’t think the Conservatives have done anything to win over this riding,” he said. The NDP will chose its candidate this spring, and so far, just he and environmentalist Jack Emberly have announced their candidacy. D’Eith also ran for the NDP nomination for the provincial riding of Maple RidgeMission in the last provincial election. He got involved so he could have more say in funding for arts and culture. “I was always advocating, but I thought ‘Maybe the only way to change things is to change the government,’” he said. Once D’Eith got involved politically, he found more financial
shortfalls hitting the middle class, or those who can least afford to do without. Now, he believes the economic model in Canada has to move away from one that caters to corporations at the expense of the middle D’Eith class. There is no “trickle down.” “If you put money in at the top, it stays there,” he said. “But government will still make decisions based on large corporate interests, instead of us.” The NDP is hammering the Conservatives for giving $2 billion per year in tax relief to the wealthiest 15 per cent of the population, while “Canada’s middle class is being squeezed
out of a slumping economy.” D’Eith has lived in Maple Ridge for 12 years with his wife Kim and their five children. He has been a volunteer board member with the Maple RidgePitt Meadows Arts Council, and a minor hockey coach. Kamp has held the riding since 2004, but isn’t seek re-election. In the 2011 election, Kamp took 28,803 ballots versus NDP Craig Speirs’ 18,835. The Liberals earned only 2,739 votes. The present Pitt Meadows-Maple Ridge-Mission riding will be replaced by the new Pitt MeadowsMaple Ridge riding.

Trustees have to make more cuts Will try to lobby for more money By Neil Corbett ncorbett@mapleridgenews.com
When the province announced funding for education last week, the projected shortfall in the Maple RidgePitt Meadows School District went from approximately $2.5 million to $1.7 million. But local educators aren’t taking the level of funding as positive. Nor is the rest of B.C. School board trustees across the province are protesting the level of education funding. The B.C. School Trustees Association (BCSTA) estimates at least $32 million in budget cuts must be made simply to cover rising costs, for inflationary expenses such as rising MSP premiums and Hydro rate increases. Local trustee Ken Clarkson is one of
seven members of the provincial board for the BCSTA. Last month the local board sent Education Minister Peter Fassbender what Clarkson called “a pretty pointed letter,� lobbying for more funding, and the opportunity to speak with him about the matter in person. Since then, Clarkson has seen many other boards around the province follow suit, and the tone of frustration is the same. “The boards are up against the wall,� said Clarkson. “I don’t think the government understands the duress we’re under.� The education ministry has ordered $25 million in cuts this year, and $29 million next year, to be made in administrative savings. Clarkson said under the co-governance agreement between the province and school boards, education
ministry staff should have met with the BCSTA board of directors, or at least the president, before ordering the cuts. The premier suggested boards can make savings by sharing administrative operations between districts. “It’s an insult to trustees,� said Clarkson. “She doesn’t understand the effects of cuts on boards.� He noted the Maple Ridge-Pitt Meadows board has cut $8 million and 70 positions in its last two budgets. Locally, unions are saying there is nowhere left to cut in the major employee groups. The board met with its employee groups and the District Parent Advisory Council this week to ask what they can do without. Local CUPE president Leslie Franklin said her union recommended cutting the use of supplies and
technology, as well as any outside contractors. “There’s nowhere else to cut,� she said. “You can’t cut more support staff, and you can’t cut teachers.� She added that the only other staff cuts would have to come from senior administration, to keep the impacts away from the classroom. “I don’t think there’s anywhere else to cut. There have been way too many cuts,� said Maple Ridge Teachers’ Association president George Serra. He said a $1.7 million shortfall, while smaller than expected, is not good. “The cuts that have already been made, with huge ramifications, are not being put back.� “I guess we could teach without lights. We could stop cutting the grass,� he said. He noted that a Van-
couver Island district has achieved savings by lengthening the school day, but going to a four-day school week. “But that’s not good for families,� said Serra. “There would be increased daycare costs.� The board will get solid budget numbers, and recommended cuts from senior team, at its next board meeting on April 8.

Audit needed Creating an overseer to ensure that municipal governments were fiscally prudent in spending taxpayers’ money was not a bad thing, but managing an office so poorly that the auditor itself needs to be audited is. This week the provincial government fired its first-ever Auditor General for Local Government after Basia Ruta’s office filed less than a handful of audits in two years. Reports of poor leadership resulting in low morale and lack of direction led to the Auditor General’s firing with cause. Ruta says she will fight that decision. Premier Christy Clark promised the creation of the auditor’s office during her election campaign to head the B.C. Liberal Party in 2011, saying the office would identify areas of waste and mismanagement, thereby saving taxpayers money. But the situation is increasingly less about saving taxpayers’ dollars and more about saving political face. The NDP suggest rolling the local government office into the provincial Auditor General. But that makes too much sense for a government, especially when the idea is coming from its political opposition. The plan is to find another Auditor General for Local Government and hope that person can sort out the office’s problems. Oversight of any government spending is a positive move, but the province risks duplicating that service, especially in larger urban centres, which has initiated a core-review process. Terms have yet to be defined, but essentially a third party will go through the city’s budget with a fine-tooth comb to look for efficiencies and redundancies. Perhaps once they’re finished, these third-party core review folks might consider applying their skills in a capacity for the provincial government. We hear it’s hiring. – Black Press

The madness must be halted T
he further desecration of Sheridan Hill to allow development of a new rock quarry is absolute madness resulting from the ever present competition for growth between Metro Vancouver cities and municipalities. The existing quarry Sidewinder Sandy Macdougall on Sheridan Hill has produced huge quantities of rock, gravel and other construction aggregates as a needed component of relatively unfettered local residential, industrial and commercial development for more than 50 years, but that operation is in its sunset phase. There is nothing unusual about the extraction of rocks and gravel from various sites along many Lower Mainland rivers. There are vast deposits of quarry materials produced by the last Ice Age lying adjacent to almost any of our rivers and many of them have been mined to the point of exhaustion. The gravel mining and rock quarrying industry has benefited greatly from the proximity of these operations to adjacent or nearby emerging urban communities, but there has been a downside in terms of regional livability, environmental and esthetic degradation. This is one of the most troubling results

from poorly planned urban development. The scarred hills and ridges are about all that is left following the closure of rock quarries or other gravel mining operations and are usually developed as residential subdivisions or industrial parks. This has happened over and over in Maple Ridge, sometimes to the good, but more often than not has resulted in just more urban sprawl. It’s going to be interesting to observe how Pitt Meadows city council and the various provincial ministries and regional authorities involved react to the Sheridan Hill application. As part of Metro Vancouver, the Metro board will have a voice in the decision, along with the Katzie First Nation, which regards some of this area as their spiritual home. The emergence of the upscale residential development on the southern and eastern portions of Sheridan Hill is in total conflict with the proposed quarry operation, but that doesn’t necessarily mean the provincial or regional authorities will do anything to prevent this further industrial intrusion into the semi-rural paradise of Pitt Polder. Considering the larger picture of overall livability in the Metro Vancouver region, the rapid pace of poorly planned growth lies at the root of the almost desperate need for construction aggregates for roads, concrete and other necessities of urban sprawl. Over the past several decades, the member cities and municipalities of Metro

Vancouver have generally proven their inability to do anything meaningful about urban sprawl because they all seem to be in a mindless competition with each other to become the fastest growing and have the largest population. That, in turn, has led to massive, almost insoluble infrastructure problems, such as the current chaos facing TransLink. While many of us complain bitterly about paying more taxes and other transit levies than any of the larger cities in Metro Vancouver, we have only our own local city councils to blame for the growing congestion and not regulating urban sprawl in a more sane and manageable way. And so the combined failure of local city councils, regional and other authorities gives rise to proposals such as the Sheridan Hill quarry application. With better planned growth, there would be no need for further development of the aggregate industry in Metro Vancouver. Sooner or later, we should quit viewing urban growth as the only possible definition of prosperity and stability. Somewhere we must draw a line in the sand that we will not cross for the sake of further development. There must be some space between the river and the mountains that is left alone. Grow ops use a lot of water, but there’s a limited source in Whonnock. It isn’t on city water. Water comes from wells drilled into an aquifer. Health Canada, the ALR and the last pro-development council (convenient zoning amendment) didn’t consider that, or issues of security, salmon in York Creek, noise and light pollution. he shelves of the Friends in Need Food Bank stand in sharp contrast to what they looked like only two months ago. Brimming with donations after the Christmas season, the bare shelves and mountains of empty boxes are what stands out most as spring rolls around. As the food bank’s supply rapidly dwindles, it is about to get a boost thanks to the Loblaw Spring Food Drive. “Many people make an effort to give food bank donations during the holiday season, but hunger is a persistent, year-round problem,” said Katharine Schmidt, executive director, Food Banks Canada. In Maple Ridge and Pitt Meadows, the timing couldn’t be better, said Mary Robson, executive director at Friends in Need. “This program is huge for us,” said Robson. “We support more than 700 households every month and we’re seeing our numbers grow.” The Loblaw Spring Food Drive is asking Canadians to donate items until April 9 at grocery stores in Maple Ridge and Pitt Meadows to help some of the 1,500 people who rely on the Friends in Need Food Bank every month, 33 per cent of whom are children. People can also donate cash, which in turn helps the food bank purchase it’s most sought after items, said Robson. Some of the mostneeded items include kids snacks and granola bars, juice boxes and

fruit cups, canned fruit and vegetables, canned tomatoes, Boost and Ensure for seniors, canned meat and fish, and any meal in a tin, such as chili, ravioli, stews or baked beans. Robson said hampers range in size from helping single people to families with as many as nine to feed. She said the cost of filling those hampers would be between $20,000 and $30,000. The Friends in Need Food Bank is also encouraging the public to use the #Donate2Items hashtag and include a photo on Twitter to get the word out about the 841,191 Canadians who turn to food banks every month, said Schmidt. Many Canadian food banks see their donation levels drop as spring rolls around, but the monthly demand for their food remains high throughout the year, she said. To help feed those in need this spring, customers are being asked to make a donation to
their local food bank at Real Canadian Superstore, located at 201 − 19800 Lougheed Hwy. in Pitt Meadows and Extra Foods, located at 22427 Dewdney Trunk Rd. in Maple Ridge. If every British Columbian donated two items at their local store today, it would meet the traditional demand on food banks until July, said Schmidt. “During the spring many families continue to grapple with food insecurity at a time when the volume of donations trend towards an annual low,” said Schmidt. “Hunger is a year-round issue so we want to encourage everyone to stop by their local Loblaws or Real Canadian Superstore today to make a contribution.” Spring Food Drive donation bins are located in store and cash donations are also accepted at checkout. Ferries fuel rebate Black Press
A one per cent fuel rebate announced by B.C. Ferries will ease new fare increases that take effect April 1. On major routes between Metro Vancouver and Vancouver Island, it means the approved 3.9 per cent fare increases will mean a 2.9 per cent net increase. For a driver and vehicle travelling on the major routes, it means the current fare of $69.50 – which was to rise to $72.30 – will instead cost $71.50. Walk-on passengers will pay $16.70, up from $16.25 now. BC Ferries president Mike Corrigan said the fuel hedges they have in place should ensure the rebate remains in place at least through the summer months and possibly into next year. He said the fare increases are directly linked to increased operating costs and capital replacements, while any fuel surcharges or rebates flow from fuel deferral accounts. A previous 3.4 per cent fuel surcharge was eliminated in mid-December as fuel prices fell. Fuel surcharges and rebates don’t apply on northern routes, where fares rise an average of two per cent. The B.C. Ferries Commissioner this month indicated fare increases will be capped at a maximum of 1.9 per cent in subsequent years, from 2016 to 2020.
Rebate for electric vehicles The B.C. government has revived its emission-free vehicle subsidy program, offering up to $5,000 to buyers of battery-powered and plug-in hybrid cars. Energy Minister Bill Bennett announced the program at the Vancouver Convention Centre as it set up for the annual auto show this week. B.C. will spend $10.6 million, most of it for vehicle purchase rebates and the rest to finance new car charging stations. The program takes effect April 1 and is funded to continue until March 2018. Those scrapping a 2000-or-older vehicle can receive an additional $3,250 toward a new battery electric or eligible plug-in hybrid under the BC Scrap-It program. Even with the rebate, an electric car is more expensive to buy than a comparable gasoline-powered vehicle, but the fuel savings average about $1,600 a year compared to gasoline. B.C.’s last electric vehicle rebate program ran from 2011 to 2014, subsidizing the purchase of 950 electric vehicles and more than 1,000 charging stations. The program also includes rebates of up to $6,000 for hydrogen fuel cell vehicles, which are still not sold in B.C.

providers about a half dozen times. He said the Salvation Army now has a street cleaning team of volunteers that heads out on Wednesday afternoons. He understands that the issue of homelessness dominates people’s perceptions of what the Caring Place is to the community, but really it’s a small portion of the overall work of the Salvation Army. The majority of the of the work it does is about people in poverty, said Pilgrim. “We have a lot of people in our community in poverty, who are working poor, seniors, and that is by far the mass majority of the work we do here. Most of the people we see here are not homeless, they are not on the streets. They are just trying to get by in life.” The RCMP is also part of the newly formed homelessness task force. Police have to deal with the delicate balance of providing safety to the community while respecting the rights of all citizens, said Ridge
He also supports the idea of more affordable housing and better mental health services for those living on the streets. “More affordable housing and funding for mental health services,” said Pilgrim, “that is essential help people get off the streets. But in the meantime, for the people who are living on the streets, who are living rough, they need a place to be, and where that is, I don’t have the answer. But they need a place to be. They have to go somewhere. They are from this community, they’ve been here before the Caring Place was built. We’ve had people living on the streets for 10, 15, 20 years and they need somewhere to go.” He said off the 500plus people the Caring Place helps each month, surveys indicated 94 per cent are from Maple Ridge and Pitt Meadows. He said since the November election, Caring Place staff have met with city officials and service
Meadows RCMP Insp. Dan Splinter. He said one of their constant challenges is finding the “sweet spot” in delivering services that people need and expect. However, cost is an issue. “We are guided by a wide range of legislation that comes to us federally, provincially, and from the city — all of which we rely on to act within,” said Splinter. “It’s not against the law to be homeless or to hang around on the street. We have all heard various slogans that we identify with, such as ‘the homeless need health care and housing — not handcuffs.’” Splinter said that while many homeless have addiction issues, which are expensive to deal with, the perception that all homeless people are criminals is not accurate. Stringing of the transmission line (conductors) along the new transmission towers for the Interior to Lower Mainland Transmission Project has begun. Helicopters are required for this work. The contractor has obtained the necessary permits and permissions and is in compliance with Transport Canada requirements. Conductor ends will need to be joined with the use of an implosive connector that is a metallic sleeve with a small charge in it for each conductor. Using safe and controlled methods, the sleeves are detonated which compresses (welds) the conductor ends together. This split-second process will create several flashes with smoke and very loud bangs. Traffic control measures will be in place as needed. Work hours will conform to municipal bylaws. He said staff from the Ministry of Mines will also be at a Pitt Meadows council meeting on April 7 to discuss the proposed quarry. So far, he said, the city has received nothing in writing to indicate that a public consultation will happen, said Becker. Moreover, when Lafarge applied to extend its quarry operations on the north face of Sheridan Hill, the public consultation was not considered for long. Within 12 hours of that consultation, the go-ahead was granted, he said. Becker warned that once a quarry has begun, the operation can be extended.
“Think of this application as the camel’s nose,” he said. “It would be Sheridan Hole, not Sheridan Hill.” Miller noted that when the original Lafarge quarry on the north face of Sheridan Hill began operation, the native land claims process had not begun. “We had nothing to say back then – we had no rights,” said Miller. But she said the Katzie are the original people in the territory, dating back 7,300 years. The band is in negotiations with the B.C. Treaty Commission, nearing an agreement. “We have never ceded our territory to anyone,” she said, but added that “we want to be good
neighbours.” She called the quarry “the decimation of our genesis story.” “Sheridan Hill is where the Katzie as a people began,” she said. “We hunt there, we camp there, we have sacred ceremony there.” Darcey Heath, a spokesperson for the residents and a neighbour of the quarry, noted that on Wednesday there was an enormous blast from the Lafarge quarry that everyone in the neighbourhood was talking about. “I felt it in my whole body, and I’m not even that close,” she said. The blast underlined for residents why Sheridan Hill is not an appropriate site for a new quarry.

In its current form, the B.C. Treaty Commission would need a century to settle all the aboriginal land claims that are before it, Premier Christy Clark said Wednesday. Taking questions for the first time about the sudden cancellation of former cabinet minister George Abbott’s appointment to lead the commission, Clark said she doesn’t know yet if the organization will continue. She emphasized that having only 50 out of 200 B.C. First Nations involved, and painful-
ly slow progress with those, is not enough. “There have been some results, but four treaties in 22 years for $600 million is not enough result,” Clark said. “We have to be able to move faster, and we have to find a way to include more First Nations in the process.” Word of Abbott’s rejection came out late last week, with surprise and disappointment from outgoing chief commissioner Sophie Pierre and commissioners representing the other two parties it represents, the federal government and B.C.’s First Nations Summit.
NDP leader John Horgan said the B.C. government’s sudden decision to leave a key position vacant is a violation of trust with aboriginal communities and Ottawa, which provides the cash for treaty settlements. B.C. provides Pierre Crown land once claimed territories are defined. “I don’t disagree with those who suggest the treaty process can be revitalized,” Horgan said. “You don’t do it by blowing it up without talking to your partners.” Pierre and others have expressed their own frustrations
with the slow pace of progress, particularly from Ottawa. Treaty deals involving a share of salmon runs were put on hold for years while the federal government held an inquiry into the state of Fraser River sockeye runs. Pierre has also called for forgiveness of the debt piled up by First Nations as negotiations drag on. Money to continue talks is borrowed against future cash settlements for resources extracted from aboriginal territories, leaving the parties with little left to invest in communities.

share what they don’t need but also hold yard sales, plant swaps and block parties, whatever works for them.” Rowley said people should remember to keep items that aren’t giveaways, like bikes, toys, and tools well away from the curb to avoid misunderstandings. Anything that isn’t taken by treasure hunters must be removed from the curb by Sunday at 7 p.m. Rowley said items left at the curb are subject to enforcement as per municipal bylaws. Last fall, Hammond resident and Earth Day Freecycle organizer Tanis Green shared Thunder Bay’s official municipal treasure days on the Hammond Neighbours Facebook group. Hammond residents joined in immediately. In February, 87 members of the group participated in a poll to decide on dates and shape the event. “It’s a truly community effort,” said Rowley. Rowley also reached out to the several new neighbourhood Facebook groups in hopes that they will join in. He said Hammond Treasure Days may become Maple Ridge Treasure Days. Rowley added that those unable to join this weekend’s activities can take advantage of a second giveaway weekend being planned for May 9 and 10.

Home prices will increasingly soar beyond what is affordable to most families – not just in Vancouver, but in other Lower Mainland cities. That’s the outlook in a new report from Vancity Savings that projects the average home price in Vancouver will exceed $2.1 million by 2030 and require more than 100 per cent of average household income to pay the mortgage. In 15 years time, Langley will be only community in Metro Vancouver with affordable real estate, according to the report, titled Downsizing the
Canadian Dream: Homeownership Realities for Millennials and Beyond. Besides Langley City, only Maple Ridge, New Westminster, Pitt Meadows and Port Coquitlam can currently be called affordable, the report says, with the mortgage payments for the average home consuming just under 32 per cent of household income – CMHC’s recommended limit. “However, if current trends continue, even this will not last,� the report said. “Unaffordability will steadily radiate outwards.� Burnaby, Richmond and White Rock had house debt service ratios of around 30 per cent in
the early 2000s, it says, but that hit 46 per cent in 2014 and is projected to rise to between 60 and 70 per cent in 2030. Surrey’s ratio is projected to climb from 39 to 48 per cent in 2030 and Langley Township’s would rise from 35 to 43 per cent. By 2030, payments for a typical North Vancouver home will consume 100 per cent of income, compared to 73 per cent now, and the average Vancouver home will hit 108 per cent, up from 76 per cent. “The average household will be resolutely priced out of the urban market,� it says. Factors driving the change are increasing
population growth and the region’s constrained geography, Vancity says. “The resulting scenario will see single detached homes become a scarce luxury,� it says. While detached house affordability climbs out of reach, condos will be increasingly in fashion, but they too are getting more costly. Vancouver condos should rise in price from an average of $407,500 now to $810,500 in 2030, the report says. Condos will be unaffordable in Vancouver by 2018 and in Burnaby by 2023, it projects. “However the good news is that condos in all other communities will
remain largely affordable,� it says, estimating 2030 debt-service ratios for condos at as little as 14 per cent in Surrey and 20 to 30 per cent in Coquitlam, Port Moody, New Westminster and Richmond. The report recommends various steps to increase or protect affordable housing, including the creation of zones permanently dedicated for affordable housing, similar to the Agricultural Land Reserve. Another suggestion is that the province take part of the nearly $1 billion it collects each year from the Property Transfer Tax and dedicate it to affordable housing.

Probe slams ‘second-class’ career school oversight By Jef f Nage l Black Press
Private career training schools need beefed up oversight and enforcement to better protect students, according to the results of an investigation by B.C. Ombudsperson Kim Carter. She’s recommending a student bill of rights and an expanded complaint process after releasing a 180-page report that outlines numerous deficiencies in how private training schools are regulated. “Gaps in the oversight of private career training institutions leave students vulnerable in a number of ways,” she stated in her report. The report said the career students to date have had “second class protection” that should be equivalent to what public post-secondary students get. More than 300 private training institutions sell at least 48,000 students a year on the hope of becoming a pipefitter, com-
mercial diver, hypnotherapist, health care assistant or naturopathic doctor – among numerous other programs that Carter said form a “significant part of our education system.” About a quarter of courses charge more than $11,000. Most students are women, many are low income and about a fifth of students are international. The systemic investigation of the industry came in response to repeated criticism about the quality of career training, misleading advertising and an inadequate complaints process, as well as reports of fly-by-night schools that took students money, then shut down or went bankrupt. Carter’s findings back up many allegations. She said other otherwise valid complaints were dismissed based on strictly imposed time limits. Carter said students can be left in the dark about problems with a school or program and have few options for redress if
they’re affected. The previous industryled oversight body – the Private Career Training Institutions Agency – was eliminated a year ago by the provincial government, which promised a new regulatory model run by the advanced education ministry. The government has introduced legislation and detailed regulations are expected by fall. “It will create higher quality standards for the sector and establish broader enforcement mechanisms to better protect students,” Advanced Education Minister Andrew Wilkinson said in an emailed statement. Carter said in her report the new legislation “unfortunately” appears to address only one of six key recommendations. NDP advanced education critic Kathy Corrigan said while the new legislation provides power to fine, suspend or close schools, it leaves major holes.

Golf wagon scores ace By Zack Spencer Austin, TX – The latest seventh generation Volkswagen Golf has been a huge hit, winning the World Car of the Year award, along with the North American Car of the Year and several other titles. The effort and billions of dollars – VW invested in its small car platform, called MQB – is at the core of this success. This lighter, yet stronger platform is so flexible the Volkswagen Group has plans to use it for dozens of vehicles throughout the many brands it builds. The benefit to the consumer is a vehicle that is lighter, can use a smaller, more efficient engine and, with huge economies of scale, VW can lower the price. The Golf hatchback along with the sportier GTI is available in the market now and very soon the Sportwagon (station wagon), built on the same successful platform, will arrive. Looks: One could be forgiven for not noticing the major changes in this 2015 model, but that is the way
VW likes to do things – keep the exterior looking familiar, yet radically update the things that are less obvious. The one thing that should get any buyer’s attention is the new starting price of $22,495, which is roughly $1,100 less than the last model. In addition, the base model gets standard 15-inch alloy wheels, heated seats, Bluetooth and a backup camera for a total of $2,000 of additional value. The Sportwagon is sold as the base Trendline, the middle $24,695 Comfortline and the $30,495 Highline, with a $1,400 premium for an automatic transmission and $2,300 more for a TDI diesel engine. Inside: This Sportwagon is a true sport utility vehicle. It has the lower, sportier stance of a car coupled with a huge cargo area that would put most small crossovers to shame. The front seats are heated and the rear seats split and fold. The remainder of the cabin is the same as the regular Golf family, with front and rear passenger dimensions the same except for rear
passenger headroom, which makes way for the beautiful panoramic sunroof. The dash has high quality switches and dials and even the base model is fitted with a 14.7cm (5.8-inch) radio screen that doubles as a backup camera. This screen size is a bit on the small side but VW will increase the size slightly when the 2016 model arrives this fall. Drive: What can’t be seen, but is instantly obvious when driving is the new 170hp 1.8L turbocharged base engine, that is so much more advanced and responsive, compared to the old, less efficient five-cylinder in the previous model. This engine has superb mid-range torque and it runs on less expensive regular fuel. It’s efficient too, using 9.5L/100km in the city and 6.6L on the highway. The optional diesel, with 150hp, but more importantly, 236 lb.-ft. of torque is only marginally more efficient, rated at 7.7L city and 5.4L on the highway. Considering this engine is $2,300 more expensive, the new turbo gasoline engine will certainly be a
sensible choice for drivers that don’t pile on the kms. The gasoline engine gets a five-speed manual or a sixspeed automatic; the diesel gets a six-speed manual or the high-tech duel clutch automatic. It’s too bad both engines are not offered with the TDI’s transmissions. The 2017 model will arrive with AWD in the Sportwagon and that technology should spread to the rest of the Golf line. Verdict: Volkswagen held the launch event for this Sportwagon in Texas, hoping for beautiful sunny weather, but we were treated to pouring rain. With the wipers plugging away and the radio on, this latest Golf feels all grown up, almost “Audi light.” The smooth power, along with the good feedback to the driver, plus the well-insulated cabin reminds us why this car has won so many awards. The Sportwagon takes all the goodness of the hatchback and shares it in a slightly longer and more useful package. If you are in the market for a small sport utility, give this truly sporty utility a try.

The fruit tree revolution By Mike Lascelle
W
ould it surprise you to know that fruit tree sales are now exceeding those of ornamental or shade tree species? It seems that when that front yard Japanese Maple or Flowering Cherry finally gives up the ghost, more and more of you want to replace it with something edible. This trend is so prevalent that I had to move my fruit trees into the larger ornamental section at the nursery where I work just to accommodate the sheer volume. In fact, there has never been a better selection of fruiting species and cultivars to accommodate almost any taste, be it sour cherries, persimmons and even almonds. And these fruit trees are not just pipe dreams, there are literally persimmons producing fruit right here in Pitt Meadows. Asian Pears are also grown commercially in Maple Ridge, and if you look hard enough, you will even find a few Sweet Chestnut trees (Castanea) producing edible nuts along 232nd Street. Of course, most of us have limited space and this is where dwarfing rootstocks, espalier forms and genetic dwarfs come in handy. My wife has been growing a columnade apple (Malus ‘Red Sentinel’) for the past six years or so, in large containers. As I look at it out my dining room window, I can report that it is about four feet tall by 18 inches wide and is loaded with flower buds or fruiting spurs. I promised to buy her the sister cultivar, ‘Golden Sentinel’, once we moved into our new townhouse, so I guess I’ll be on the hook for that soon. Actually the demand for genetic dwarfs like ‘Empress’ Peach or the new University of Saskatchewan sour cherries (many of which are quite sweet with a high brix rating) such as ‘Carmine Jewel’, ‘Valentine’, ‘Romeo’, ‘Juliet’, ‘Cupid’ and ‘Crimson Passion’, is rather high, as the latter mature at only 8-10” tall, so they

don’t take up a lot of space. Of course, we shouldn’t overlook the old standard self-fertile cherries such as ‘Lapins’, ‘Compact Stella’ and ‘Sweetheart’, but there are also some superb newer introductions including ‘Glacier’, which produces big juicy reddish-black fruits. We can get around disease problems resulting from our wet coastal weather by choosing resistant varieties, such as the ‘Frost’ Peach, which I have seen grown locally right out in the open with no symptoms of Peach Leaf Curl (that would be your tree, Wolfgang). For apples, you can look to ‘Redfree’,
‘Liberty’ and ‘Jonafree’ if you want to limit your exposure to scab and European canker. Pears were once grown commercially in Whonnock as well as Kanaka Creek park, and it is not too surprising to see an old gnarled tree (they can live up to 100 years) producing just fine in an abandoned field. Thankfully, many of our grocery store favourites such as ‘Bosc’ and ‘Bartlett’ grow quite well here, as there is nothing quite like the taste of a fresh picked pear. Of course I haven’t even begun to list all the potential fruit trees just waiting for you to try – including Quince (Cydonia oblonga), Cornelian Cherry (Cornus mas), Crabapple

The Ridge Meadows Bruins ladies rugby team made the jump to the first division this season, and have yet to win this spring. The women came close, however, and lost by two points to the Brit Lions over the weekend, 28-26. Their record stands at 0-4. Coach Malcolm Knox noted that his team was without some key players, who are dealing with injuries: Stephanie Janum, Ruth Desterke and Kelsey Cowie. But they have added some new
players since Christmas – Condesa Strain and Adrianne Marks both returned after a two-year break, and have been performing “extremely well.� They also had a new player join two weeks ago, Lorrie-Ann McDonald, who scored two of the four tries on Saturday. “She played her first game for us last week, where she also scored. She has three tries in two games,� said Knox. “She has brought a great deal of experience, positivity and energy into the squad. She is a very strong runner that is very hard to stop.� The club has four players on the team who only started playing rugby for the first time in the past few
months. “Our goal is to grow participation in the game without adding players from other clubs,� said Knox. “We would much rather identify raw athletic talent and find new players locally than attract players from other clubs. Rugby is multifaceted and all body shapes, sizes, speed and strength have a position in the game.� Andrea Fouchard continues to dominate scoring, with seven tries in five games. “She is extremely fast and scored from distance, by outpacing her opposite number,� said Knox. Aphra Taylor had an outstanding game, leading by example with some bone-crunching tackles.
Katie Zadorozny, the pack leader and vice-captain, “returned from a rib injury ready with guns blazing, running hard and delivering big tackles.� Dianna Yale spent the whole game giving 100 per cent commitment to contact, and has shown incredible development since trying rugby for the first time in the fall, said the coach. “While we are still perhaps finding our way a little in Division 1, we have been able to score tries in every game. Very shortly, things will click together brilliantly and we will deliver a big winning result,� he added. Their next home game will be April 25 at Thomas Haney secondary. Start time is 11:30 a.m.
The Ridge Meadows Juvenile C team won the PCAHA juvenile C division championship. With under three minutes left in the game, the team was down 5-3, but rallied to come back against North Delta. Players were Connor Brickwood, Braden Scott, Joe Sheridan, Lucas Campbell, Dominic Duclos, Noah Trulsen, Trevor Davies, Mitchell Sviatko, Brett Westhaver, Riley Telford, Kieran Liversidge, Jackson Barrett, Jeremy Walker, Â Zach Wyant, William Moyer, Cody Moffat, Jordan Merke and Parm Hans. The coaches of the team were Tom Blake, Dave Wyant and Dave Liversidge, while the manager is Kim Barrett, and Hockey Canada Safety person was Robert Barrett.

Nine Ridge Meadow Racers competed in the 2015 B.C. short track championships in Vanderhoof on March 7 and 8, and six made it to the podium. In Division 1, Janie Green took gold in her T2T-13 age class, winning every heat and coming first in the 200m and 400m events and third in the 1,500 and 3,000m. Members of the Ridge Meadows Shotokan Karate Club took home numerous medals from the provincial championships, held in Surrey on Saturday. There were 23 competitors from the local club among the 122 from around the province. Gordon Brown took gold in men’s brown belt kata (technique) and kumite (sparring). Amy Shaw won silver in both black belt kumite and kata. Mike Struys won silver in both competitors for men’s green-purple belt.
In the mixed adult white-orange class, Beau Carnie won gold in kata and silver in kumite, and Ryan Stanley took silver and bronze respectively. The team of Shaw, Brown and Matthew Way won silver in team kata. Way also won silver for boys 15-17 black belt kumite. In boys 12-15 green-purple belt kumite, Brody Chamberlain took silver. David Savage won bronze in mixed 7-9 white-orange belt kata. In the mixed age 5-6 white belt class, Alina Bokan won silver for kata, and Jiay Kamazaki and River case won silver and bronze, respectively, for kumite. The students are taught by Sensei Ken Almond.

McAughey, Lendrum Sanders Born August 12, 1920 in Beausejour, Manitoba. Passed away peacefully March 23, 2015
at Ridge Meadows Hospital. Surrounded by family, he passed as he lived, beside his soulmate of 62 years. Although a man of few words, his wisdom, love and incredible capacity for compassion was ever evident. As a member of the 5th Canadian Armoured Division, retired Corporal Lendrum McAughey enlisted in the Canadian Army at the age of 15. He was awarded the Defence Medal, 1939-45 Star, the France and Germany Star, and the Canadian Volunteer Service Medal. Lendrum will be greatly missed by his loving wife Doris, daughters; Lynda (Jim), and Corinne (David), grandchildren; Julie, Gordon, Shannon (Scott), Heather (Matt), and great grandchildren; Claila and Bryce. Len’s family would like to give a special thanks to Dr. Tsui, Dr. Prem-Smith, Judy Binge at Scotiabank, and the wonderful staff at the Valley Fair Mall London Drugs and Save-onFoods, for the wonderful care, support, and over-all treatment they’ve provided over the years. It is with much love and deep reflection we announce the passing of Judy. Her courage to live life on her own terms will be missed by her mother; Dolly, sister; Debbie, brothers; Ray and Ken, sister-in-law; Gayle. Judy’s nieces; Brianna, Karla and Kerri, nephews; James, Ryan, Colin and Blake are blessed having learned from Judy the value of being true to yourself in a world constantly trying to make you something else.
