Democracy gets a boost: public input greenlit Daniel Palmer News staff

A long-awaited overhaul to allow public input at Saanich council meetings should be a reality by April 20. A bylaw passed unanimously Monday will allow residents five minutes to speak on agenda items, as well as at monthly open forum sessions, where anyone can speak for up to three minutes on nearly any topic. “There are a few things people can’t speak on, like if something is before the courts or has gone to public hearing,” said Coun. Colin Plant, who spearheaded the changes with a report in January. “If they want to come and talk to us about unicorns for three minutes, they’ll get those three minutes. I hope no one does that, but this is more of a gesture that shows we’re open to feedback.” The changes will also allow up to two delegations, or scheduled presentations to council. Delegations are a key public input component of all local governments across the Capital Region with the exception of Oak Bay. Plant said he doesn’t anticipate “line-ups out the door” during open forum sessions, but said council plans to revisit the bylaw in six months to a year to address any unanticipated issues. Council also plans to deal with most of its private business before council meetings begin, which will allow the public an opportunity to speak with councillors and the mayor immediately following meetings. Mayor Richard Atwell said he ran on a campaign to create a more open government, and he’s pleased to see the measures were unanimously supported. “It’s great to have this occur so early in this new term, we can now hear from the greatest number of residents about issues that matter to them,” Atwell said. editor@saanichnews.com

Someone had removed a exterior window screen and had attempted to force open a partially open window, Eassie said. An aftermarket lock on the window prevented it from being opened to the point where entry could have been gained. Thefts from unlocked vehicles continue to occur as well, Eassie said. “Although the numbers of thefts are relatively low, in the majority of cases, the vehicles have been left unlocked. It is possible that by simply locking the vehicle that some of these thefts would have been prevented”. Saanich Police remind residents to watch for suspicious activity in their neighbourhoods, and to report the activity to police as soon as possible.

Saanich Police are once again reminding Saanich residents to ensure their residences and vehicles are secured at all times. Overall numbers for property crimes don’t appear to be increasing, but there have been several break-and-enter incidents over the past two weeks, said Sgt. Steve Eassie. On March 14, someone entered a home in the 900block of Mcbriar Ave., likely around 2 a.m. while the residents were home. Thankfully, no property seemed to be missing, Eassie said. On March 20, an attempted break-and-enter took place in the 1800-block of Townley St., also in the early morning hours.

A game of former Olympic glory will bring about 160 of the best players to Pearkes Arena this weekend for the Spring Sectional bridge tournament. The annual spring and fall sectional tournaments are the biggest in the Greater Victoria bridge calendar, trumped only by the semi-annual regional tournament coming up in April at Pearkes, the region’s home to major bridge tournaments. The Capital Region boasts some of Canada’s top bridge players, including national champions. There are no prizes to the winner of the Spring Sectional – participants are just there for the love of the game, said tournament lead Ele Gibson, a board member with Unit 431 (Victoria and the Gulf Islands) of the American Contract Bridge League. “We just play for the glory, the competition and for a good game of bridge,” she said. “You do your best and have fun like any sporting event.” About 20 per cent of this weekend’s competitors come in from out of town, mostly up-island, and provide a significant economic impact to Saanich. “We eat out all weekend,” Gibson said. Contract bridge has found a niche with the over-45 population, but it’s no longer the weekend

A one per cent fuel rebate announced by BC Ferries will ease new fare increases that take effect April 1. On major routes between Metro Vancouver and Vancouver Island, it means the approved 3.9 per cent fare increases will mean a 2.9 per cent net increase. For a driver and vehicle travelling on the major routes, it means the current fare of $69.50 – which was to rise to $75.30 – will instead cost $71.50 to travel between Tsawwassen and Swartz Bay terminals. Walk-on passengers will pay $16.70, up from $16.25 now. BC Ferries president Mike Corrigan said the fuel hedges they have

in place should ensure the rebate remains in place at least through the summer months and possibly into next year. He said the fare increases are directly linked to increased operating costs and capital replacements, while any fuel surcharges or rebates flow from fuel deferral accounts. A previous 3.4 per cent fuel surcharge was eliminated in midDecember as fuel prices fell. Fuel surcharges and rebates don’t apply on northern routes, where fares rise an average of two per cent. The B.C. Ferries Commissioner this month indicated fare increases will be capped at a maximum of 1.9 per cent in subsequent years, from 2016 to 2020. editor@saanichnews.com

Minimum wage battle rages Labour leaders in British Columbia looking for a big jump in the province’s minimum wage were disappointed with the modest .20 cents an hour hike. At the same time, those who actually make the minimum collectively shrugged at the raise, which amounts to about $30 per month more for full-time workers, less taxes and other deductions. The B.C. Federation of Labour wanted to see the rate pushed up to $15 an hour, a more liveable wage for full-timers trying to make ends meet. Owners of small and medium-sized businesses whose input the province used to determine the hike claimed boosting the rate from $10.25 an hour to $15 would kill many of their operations. Maybe so, but the whole discussion prompted a number of questions. Should someone who is just starting out in their working life and happy to have money in their pocket make the same as someone trying to pay rent or raise a family? Business owners talk about paying what “the market will bear.” In other words, that means paying as much as the place down the street in the same industry. That cold economic approach often leads to operators of traditionally low-wage businesses paying as little as possible while maintaining the ability to attract staff. That may sound like putting profits ahead of people, but the majority of entrepreneurs and small business owners aren’t making cash over fist. Those who do pay $15/hr or better often do so because of ethics, not profit margins. Those businesses should be applauded and recognized, perhaps even through a provincial or federal tax subsidy of some kind. Drunk driving needs new solution The possibility of alcohol in the fatal Saanich crash on Saturday, in addition to the two incidents of drunk driving occurring on the weekend in Victoria, draw attention to the ongoing problem of alcoholrelated motor vehicle accidents. I am pleased to see Victoria making an attempt to toughen drunk driving penalties. Legislation that focuses on repeat offenders being admitted into remedial programs and the requirement of blowing into a breathalyzer to start a vehicle seems appropriate and necessary. However, the B.C. Justice Minister is concerned that the new legislation will be challenged as unconstitutional. I believe it is an important step in ensuring public safety. Other than an increase in fine amount, and the inconvenience of a three-day vehicle impoundment becoming week-long, there isn’t much preventing an individual from driving under the influence for a second time. Although the lack of fatalities in two of the previously mentioned alcohol-related crashes is a sigh of relief, they still demonstrate the

persistence of this issue, and the need for alterations to be made to the current legislation. While B.C. imposes immediate roadside prohibition at .05 BAC or higher, the Criminal Code defines drunk driving as a BAC of .08 and above. Lowering the legally accepted BAC could prevent the roads from individuals who drive in the .05 to .10 range because of the belief that they are under .08 or that they won’t be caught. There would also be more room to criminally charge repeat offenders who often drive dangerously under the influence, yet are just shy of the 80% mg mark. The presence of alcohol, although in decline, is still responsible for approximately 900 (40% of all)

motor vehicle deaths in Canada annually. Approximately 38% of all injured drivers were found to have been drinking, with 425 (75%) possessing a BAC over 80% mg, according to the Traffic Injury Research Foundation). Unlike weather conditions and motor vehicle failure, driving under the influence is highly preventable. Both federal and provincial governments should put effort into ensuring safety on the roads by limiting the allowable BAC, harshening the fines and sentences, and implementing the remedial program and ignition interlock system legislation for repeat offenders. Saanich Environmental Awards recognize people and organizations that make a positive contribution to the natural environment in Saanich. The awards are not limited to Saanich residents, but the effect of the nominee’s work must be in the municipality. If the nominee is employed in an environmental field, the nomination should indicate how their work exceeds their job requirements. Last year’s individual winner was Bruce Hardy, a regular volunteer with Saanich’s Pulling Together parks program. Honourable mention in 2014 was Judith Sales, the community association contact for the Tree Partnership Program in Gordon Head. Royals launch playoff run The Victoria Royals head into the Western Hockey league’s playoffs tonight with the first game of an opening round best-of-seven series against the Prince George Cougars. The Royals’ ended their regular season with a 39-29-4 record, second-best in the team’s nine-year franchise (Victoria Royals/Chilliwack Bruins) history. Only the 2013/14 season was better with 48 games won. The team finished regular season play last weekend with a twogame win/loss split with the Everett Silvertips. Coach Dave Lowry hopes his players remember how they played in that final regular season win. “We have to bring that emotion from Saturday to the playoffs”. He says his team is in great shape for the series. “Our energy levels are good and we just need some minor tweaking,” he says. The Cougars will be a strong opponent, he added. “They’ve been playing with a playoff mindset and feel good about their game right now.”

Third-year goalie Coleman Vollrath agrees with his coach’s assessment of the Cougars. They’ve been playing desperate hockey to make the playoffs,” he says. As for his own team, “we can’t look too far ahead, we have to focus on this series and we have to match their intensity,” Vollrath says. “Our practices have been intense and personally I’ve been working on tracking the puck,” he says. The Royals have home ice advantage starting with two games (tonight and Saturday) at the SaveOn-Foods Memorial Centre before heading north to Prince George. Travel is a minor factor for the team. The Royals will head out to Prince George Monday morning, even though they don’t play until Wednesday, due to the distance. The reality is “travel is the same for both teams,” Lowry says. “That’s just hockey.” To save time on their return to Victoria, the team will leave immediately after their Thursday night game, travel as far as 100 Mile House, stay overnight and then leave early Friday, which should

The Cougars ended their season with a 31-36-5 record. This is the first time in four years the Cougars have made the playoffs. The two teams have an interesting history with the Cougars being originally from Victoria, before the longtime local franchise was moved in 1994. Last word on the series goes to goaltender Vollrath: “This is an exciting time, these (playoffs) are the times every hockey player lives for.” The puck drops at 7:05 p.m. for tonight’s opening game.

The regular season is just that when hockey heads into the playoffs. The playoffs are often made on breakout performances by athletes. That said, let’s look at how the Victoria Royals and the Prince George Cougars match up from their regular season play. Victoria Royals defenceman Joe Hicketts will finish off a highly satisfying year as he leads his team into the WHL playoffs. Hicketts, who stands in second place for scoring with 64 points, coming from 12 goals and 52 assists, was chosen as the team’s most valuable player as he took home the National Bank Financial MVP Award. The product of Kamloops, BC also earned the Wilson’s Transportation Top Defenceman award and The Keg Fans’ Choice award during the team’s awards ceremony last Sunday. Hicketts also became the first Royal ever to play for Hockey Canada’s National Junior Team, joining Royals’ coach Dave Lowry at the World Junior Championships in Toronto and Montreal for the 2015 championships. Hicketts isn’t Victoria’s only strength, of course. Goalie Coleman Vollrath is riding a hot streak to enter the playoffs. The 20-year-old was recently chosen Vaughn CHL Goaltender of the Week after posting a 3-0-0-0 record that included two shutout wins. Vollrath’s team shutout streak ended at 152 minutes and 10 seconds which was good enough to break Patrick Polivka’s record from last year. It left him just 1 minute and 46 seconds short of the all-time shutout record held by Matt Esposito in the 06-07 season, when the team was still the Chilliwack Bruins. Vollrath isn’t Victoria’s only power in goal. Both Royals goalies made the WHL’s top 20 list. Vollrath sits in the 15th spot while Justin Paulic holds down the 20th slot. Top scorer for the team this year is Austin Carroll. The team veteran potted 38 goals and added 39 assists for a 77

Right behind Carroll and Hicketts on the scoreboard are Tyler Soy with 28 goals and 35 assists and Brandon Magee at 23 and 38. Prince George will be coming in with the hot hands of Chase Witala with 38 goals and 31 assists while his teammate Jansen Harkins, who only scored 20 goals, has more points as he had an amazing 59 assists for the season. Another player to watch is Zach Pochiro, who only played in 41 games this season, but managed to rack up 42 points with 19 goals and 23 assists in that time. The Cougars goaltending doesn’t appear as potent as the Royals with Ty Edmonds sitting at 26th in the rankings.

Golf Sportwagon scores a hole in one

Austin, TX – The latest seventh generation Volkswagen Golf has been a huge hit, winning the World Car of the Year award, along with the North American Car of the Year and several other titles.

One could be forgiven for not noticing the major changes in this 2015 model but that is the way VW likes to do things-- keep the exterior looking familiar, yet radically update the things that are less obvious. The one thing that should get any buyer’s attention is the new starting price of $22,495, which is roughly $1,100 less than the last model. In addition, the base model gets standard 15-inch alloy wheels, heated seats, Bluetooth and a backup camera for a total of $2,000 of additional value. The Sportwagon is sold as the base Trendline, the middle $24,695 Comfortline and the $30,495 Highline, with a $1,400 premium for an automatic transmission and $2,300 more for a TDI diesel engine. Inside This Sportwagon is a true sport utility vehicle. It has the lower, sportier stance of a car coupled with a huge cargo area that would put most small crossovers to shame. The front seats are heated and the rear seats

split and fold. The remainder of the cabin is the same as the regular Golf family, with front and rear passenger dimensions the same except for rear passenger headroom, which makes way for the beautiful panoramic sunroof. The dash has high quality switches and dials and even the base model is fitted with a 14.7cm (5.8-inch) radio screen that doubles as a backup camera. This screen size is a bit on the small side but VW will increase the size slightly when the 2016 model arrives this fall.

Drive

What can’t be seen but is instantly obvious when driving is the new 170hp 1.8L turbocharged base engine, that is so much more advanced and responsive, compared to the old, less efficient 5-cylinder in the previous model. This engine has superb mid-range torque and it runs on less expensive regular fuel. It’s efficient too, using 9.5L/100km in the city and 6.6L on the highway. The optional diesel, with 150hp, but more importantly, 236 lb.-ft. of torque is only marginally more efficient, rated at 7.7L city and 5.4L on the highway. Considering this engine is $2,300 more expensive, the new turbo gasoline engine will certainly be a sensible choice for drivers that don’t pile on the kms. The gasoline engine gets a 5-speed

manual or a 6-speed automatic; the diesel gets a 6-speed manual or the high-tech duel clutch automatic. It’s too bad both engines are not offered with the TDI’s transmissions. Great news for VW fans, waiting for all wheel drive (AWD), the 2017 model will arrive with AWD in the Sportwagon and that technology should spread to the rest of the Golf line.

All star ending Saturday is likely the last competitive basketball game for Clayton Archibald as the Mount Douglas secondary student will play in the 2015 Vancouver Island Seniors Classic All-Stars basketball game tomorrow. The games are reserved for Grade 12 students only and are a chance to impress collegiate level coaches, such as head coach Scott Cuachon of the Camosun Chargers men’s team. Cuachon who will be coaching the South Island A team, which features Archibald and the Rams’ other selection, Gabe Daubt. “I’m not planning on playing at college so this is probably my last (school) game,” Archibald said. “It was a nice surprise to be asked, I didn’t think I would wear the Rams’ colours again.” Daubt, on the other hand, is wondering how intense the all-star games get as he has hopes of cracking the Chargers for next year. “Daubt has the skills to play (PacWest) college, he’s got the game,” said Rams coach Chris Ball. Tip off is 4:30 p.m. for the boys B game, 6:15 p.m. for the girls game and 8 p.m. for the boys A game. The last time a Mount Doug Ram was named MVP of the boys A game was Frank Markovic in 1993. Bovine trouble on highway causes traffic chaos A pair of escaped steers caused quite a commotion in View Royal and Saanich on Tuesday afternoon and one of them forced police to shut down the Trans Canada Highway for almost an hour. The two black steers managed to escape from a trailer that apparently had problems as it was being towed near the TCH and Helmcken Road. While one of the animals was rounded up and secured fairly quickly, the other wanted no part of getting caught. It led officers from Saanich police and West Shore RCMP, View Royal firefighters and animal control officials on a chase that

ended up with more than a dozen individuals surrounding the errant steer off Portage Road – on the opposite side of the TCH. “That’s definitely a first for me,” said View Royal Fire Chief Paul Hurst, whose crew was called out to help police when it was determined the animals were in their coverage area. “As our guys were coming up Helmcken (Road), the (steers were) in the play yard for Jeneece Place (next to VGH).” After the first steer was lassoed, the second one made its way onto the northbound off ramp to Helmcken and was boxed in by the collection of

responders, Hurst said. Traffic was shut down both ways at one point during the chase. The animal managed to elude capture on the north side of the TCH and made its way across the grassy median to the Portage Inlet side. It was eventually surrounded on a grassy piece of property on Portage Road, roped and led back into the trailer, but not before

HarbourCats to host Blue Jays camp Blue Jays legends Roberto Alomar and Devon White are coming back to Victoria thanks to a partnership beween the Victoria HarbourCats collegiate level baseball team and the Greater Victoria Baseball Association. Retired Toronto Blue Jays outfielder White, second baseman Alomar, and others will be at Royal Athletic Park for the Honda Super Camp, July 12-13. Paddling for the kids Saturday (March 28) is the 34th annual Peninsula Paddle for the Kids. Members of the Victoria Canoe & Kayak Club will paddle for 10 hours from Brentwood Bay, around the peninsula to their club on the Gorge Waterway. The yearly journey is approximately 75 kilometres and is a fundraiser benefiting Easter Seals Camp Shawnigan. The boats depart at 6 a.m. and return to their clubhouse at about 5:30 p.m. Welcome them home at the Victoria Canoe & Kayak Club, 355 Gorge Road West at approx 5:30 p.m. In 2014 the event raised more than $18,000, as the 33-year-total is now at more than $268,000 since its inception.
