New Westminster police might want to be prepared to handle a few extra noise complaints on May 9. That’s when the New West Pride Society is hoping to turn the Royal City into Party Town. Party for Pride is a fundraiser for New Westminster’s Pride Festival. But it’s not just one big blowout, it’s a whole bunch of individual parties of all descriptions being organized across the city.

Jeremy Perry, the society’s president, said the unique formula for the fundraiser will allow all kinds of people from all walks to get involved. “Anything they can imagine, just do it,” said Perry. A birthday party could be turned into a fundraiser, or a potluck or lavish formal dinner party. Already the society has heard from organizers planning parties for Pier Park, and a multi-unit apartment

party in Brow of the Hill. “Our community is creative,” said Perry. The hosts of each party set their own fundraising goal, charging guests a donation for whatever they think will be the best fit. And is legal. Later that evening all guests from every registered party will be able to converge at Status Nightclub on Church Street for dessert, prizes and a free dance after-party party. The money raised will help the

society expand its annual festival, which has grown from a small celebration in Tipperary Park to a day-long street party on Columbia Street. “This kind of support allows us to really dream and explore what is possible for the festival,” said Perry. Potential hosts, or people just interested in participating in Party for Pride, can sign up online at the society’s website, www. newwestpride.ca, by April 25.

New West is an island of affordability in Metro Vancouver’s hyper-heated housing market. But that will change by 2030 said a new report released by Vancity Credit Union. The report, Downsizing the Canadian Dream: Homeownership Realities for Millennials and Beyond, said owning the average property in Metro Vancouver requires more than 48 per cent of a household’s monthly income, 16 per cent more than the 32 per cent debt load recommended by the Canada Mortgage and Housing Corporation. That’s almost 76 per cent more than the portion of income required 15 years ago. If that trend continues, said the report, the average home price of $2.1 million will consume more than 100 per cent of household incomes in Metro Vancouver in another 15 years. Celebration of past fuels hope for future Massey Theatre to hold homecoming performance to honour its 65th anniversary Mario Bartel

It may be the longest curtain call in the history of theatre. Five years ago Massey Theatre was scheduled to close, to be demolished to allow construction of a new high school. Today, the high school still isn’t built. But the theatre is thriving, said its executive director Jessica Schneider. And she’s using the occasion of Massey’s 65th anniversary to remind everyone of its role in the arts community and reinforce its importance to New Westminster. The theatre’s resilient spirit was apparent right from its earliest days. The Royal Winnipeg Ballet was booked as the first professional performance in the expansive community auditorium. But the Massey’s stage didn’t yet have curtains. So a group of volunteers from the theatre hustled down to Seattle where they were able to acquire a full set of curtains from a defunct strip club. Brisé meets bump and grind. That’s just one of the stories Schneider has already collected in her year-long quest to assemble memories, photos and artifacts about the Massey’s history, performances and people that will be compiled in a donation to the New Westminster archive. Aspiring filmmakers are being challenged to submit short documentaries about the theatre in the Take 65

competition. A Facebook page has been started where locals can share their memories of the Massey when they were kids participating in productions or even just attending shows. And the theatre is reaching out to seniors to gather their stories and artifacts. “It’s exciting, now it’s starting to bubble,” said Schneider. “You can’t know where any of the stories are going to lead.” On June 14 a gala homecoming performance will celebrate some of the greatest moments on the Massey’s stage. And on Oct. 4 the anniversary party

will culminate with Great Pairings, a collaboration of senior and emerging performers. Schneider said given the Massey’s tentative tenure, being able to plan for its 65th anniversary was an unexpected surprise. It was also an opportunity. “It’s forced us to reevaluate our values, what we represent, what we bring to the community,” said Schneider. “It’s given us a chance to create deeper relationships with arts organizations.” Schneider concedes the Massey has always been a bit of an underdog. away from the traditional theatre row in downtown Vancouver. It’s overshadowed by larger, more ornate venues like the Orpheum, the Queen Elizabeth and The Centre. But that’s also the Massey’s strength, said Schneider. The theatre is a small enough operation to still be accessible and affordable to the half dozen or so local groups that use it regularly. And it’s the only suburban facility with fully-equipped workshops for set construction and storage that is large enough for about 40 key clients. For big productions the theatre offers an opportunity to reach audiences that can’t always travel into Vancouver. For smaller shows, the Massey’s 1,260 seats and large stage represent ambitious possibilities. “It’s a pleasant but neutral framework that can transform,” said Schneider. “You can create whatever your imagination desires, and that’s really rare.” A recently-forged partnership with the Anvil Centre will give the Massey opportunities to reach new audiences, new residents moving to New West, said Schneider. The Anvil’s 364-seat theatre is perfect for smaller, more eclectic fare. “You don’t have to draw 800 people,” said Schneider. “It’s niche events that stimulate everybody about the arts.” And that will ensure the Massey Theatre survives, even if the building itself has to make way for a new high school, said Schneider. “We have a future, and that’s new for us,” she said.

New West city hall to extend hours of operation First it was Sunday shopping. Then banks opened on Saturdays. And now New Westminster is expanding its hours of operation. Beginning Monday services like reception, finance, planning, business licensing, plumbing and building permit counters will be

open from 8 a.m. to 8 p.m. From Tuesday to Fridays the opening hours will be from 8 a.m. to 5 p.m. The extended hours are a pilot project that will run until the end of the year when they’ll be evaluated and adjusted

accordingly. “We recognize that many residents and businesses may find it challenging to conduct their city hall business during the current 8:30 a.m. to 4:30 p.m. hours of operation,” said New Westminster mayor Jonathan

The new two-way crossing of the Brunette River to Coquitlam opened on Monday. But with signage and lane markings not yet in place, it’s only savvy or lucky motorists who are using it. The bridge is actually two temporary bridges placed beside each other as a replacement for the old single-lane Bailey Bridge that was closed last year after structural faults were discovered during a routine inspection.

Bailey bridge finally open The long-awaited bridges spanning the Brunette River between Coquitlam and New Westminster are finally open. The City of New Westminster website said work has been completed on Braid Street and the two new bridges connecting Braid Street with United Boulevard are now open to all traffic.

This concludes a lengthy process after the original onelane bridge was found to be needing extensive repairs and the cities of New Westminster and Coquitlam were in disagreement about the bridge’s replacement. An arbitrator eventually ruled in Coquitlam’s favor that a single-lane span was inadequate

for the amount of vehicle traffic in the area. New Westminster had long maintained that a larger bridge would bring more cars to the foot of Braid Street, an area that is already heavily congested with motorists. The bridges were to open this past fall, however, issues with construction delayed opening.

Compare prices For those who drink responsibly, the opening up of B.C.’s liquor policies can only be a good thing. From Sunday openings at B.C. government liquor stores to the convenience of B.C. wine availability at grocery stores, buying booze will become more convenient. But make no mistake, competitive pricing will also be necessary in this new environment. The government has already promised to level the playing field with wholesale pricing so private liquor stores will no longer be at a disadvantage. It will be up to consumers to determine where they get the most bang for their buck and for the first little while, it’s going to take some comparison shopping. Many fear this switch to a new wholesale pricing system will hike prices of more expensive hooch. Others worry that if the government eliminates tax-in display prices, as it has promised to do to save costs, consumers will end up paying more if the shelf price isn’t lowered to accommodate the change. Meanwhile, private liquor stores, which already have tax-in pricing, aren’t likely to change their system in line with the government liquor stores and so it will be up to consumers to see where they get the most value. Typically, private stores charge a bit more for booze, because they’ve been paying more to obtain it, but consumers will want to see if private retailers are passing any savings on to customers. The province undoubtedly doesn’t want to lose its competitive advantage because booze revenue provides as much as $4.3 billion to government coffers, according to the BC Government Employees Union. The goal should be responsible alcohol consumption, convenience and competitive pricing to benefit the consumer as well as a revenue stream that keeps both government and private liquor stores strong. – Tri-City News

Making real progress on poverty VICTORIA – The B.C. government has made its most significant moves in decades to address the needs of some of the province’s poorest people. The largest financial commitment is for a new program to help single parents escape from the welfare trap. There are 16,000 single parents in B.C. receiving provincial income assistance or disability payments, most of them women. Even if they could find an entry-level job, it wouldn’t pay enough to cover the child care they would need to go to work. Worst of all, the current system requires that if they enrol in training, they lose their income assistance, including dental and extended medical care for themselves and their children. That is the welfare trap, one of the most perverse government policies to have survived into our supposedly enlightened modern era. The new program takes effect in September. It will not only continue income assistance payments when single parents

Tom Fletcher enrol in skills training, it promises to cover their child care and transportation costs for an approved training program of up to one year. Medical and child care costs will then be covered for up to a year after training, to allow a transition to employment. Approved training means training for jobs that are identified as in demand, requiring high school and occupationspecific training that can be completed in a year or less. They include retail sales, general office work and assistance jobs in health services. Another overdue policy change is to double the allowable earnings for all income assistance recipients from $200 to $400 a month. This gives people a chance to improve their

circumstances by taking whatever part-time or casual work they can manage, without having that little income cut from their already meagre welfare cheques. And then there was the recent decision to end the claw-back of parental child support payments from income assistance payments. The province has for many years run a costly child maintenance enforcement program to track down (mostly) deadbeat dads and force them to pay at least a token amount to support their children. Now when they pay child support to a single parent on income assistance, they will at least have the satisfaction of knowing the children actually receive the extra benefit. These harsh, historic policies were built around a philosophy that welfare is a temporary last resort, to be withdrawn as soon as some other source of income is identified. That is a valid if unfashionable position to take on behalf of working taxpayers who pay for all this, but it only makes sense if the income assistance

recipient has a realistic option. For those who are already in the entry-level job market, the minimum wage goes up 20 cents an hour in September, from $10.25 to $10.45. This is the beginning of an annual review that will tie the wage to the consumer price index. A paltry sum, to be sure, but anyone who still thinks jacking the minimum wage up to $15 an hour is a magic solution that won’t cost some entry-level jobs is clinging to a socialist dream world. • I have been contacted by several low-income seniors who read my recent column on B.C.’s Seniors’ Advocate. They were asking where to find out if they are eligible for support programs such as the SAFER rent subsidy, assistance for Medical Services Plan premiums, property tax deferment and grants to help with home modifications for disabilities. Trust before higher taxes Gavin Palmer’s letter to the editor (NewsLeader March 20) succinctly sums up the apprehension of the average taxpayer to get behind the Yes side in the transportation plebiscite. Most notably, trust and accountability are at the heart of this debate. There are many examples of this, including: • It is generally felt TransLink is a nonelected, dysfunctional entity that wastes our tax money and so far, nothing is being done to halt that waste; if anything, the reverse is true. • Taxpayers will likely be expected to pay for an oversight committee to ensure our elected provincial government doesn’t try to siphon these additional funds into other areas. This clearly demonstrates a complete lack of trust in our provincial leaders but, weirdly, they think this makes us feel better. • We have a problem with our overcrowded transit system and no one saw this coming? Maybe the powers that be should have travelled on the transit cattle

trucks more often — even just once. Where have they spent the tax dollars they now need because that money didn’t go toward our overburdened transit system or improving our health care system, nor to our broken education system? I do know that $600 million recently went to build a new roof and completely refurbish BC Place Stadium. • We are told there is no plan B and if we vote No, our transit system will grind to a halt. Great planning, guys. • In a separate rollout, $3 billion of B.C. taxpayer money is earmarked to fund a new bridge to replace the Massey Tunnel to relieve road congestion we are told is the reason. There have been news articles indicating the federal government wants to bring deep-hulled ships up the Fraser River to increase Canada’s trade with Asia, so the tunnel has to go in order to make that happen. If that is the case, why does our federal government not build this bridge, which

Vancouver regional district planners that the current 2.5 million people in the region as of 2015 will reach 3.53 million in 2045. Demographer Andrew Ramlo at Urban Futures says his firm has its own population estimates and projects the extra million residents will arrive a few years sooner – in 2041, after 26 years, instead of 30. The provincial government’s BC Stats office has a slightly lower estimate of nearly 3.41 million by 2041, compared to Urban Futures’ 3.48 million that year. Ramlo says his firm assumes net migration of nearly 30,000 people into the region each year. That’s slightly above the pace of around 25,000 in the past year or two but below recent peak years of 45,000 – essentially on the average pace the

region has already been experiencing. But Ramlo argues the estimated increase of one million does not tell the entire story because the Metro-only numbers ignore population growth in the Fraser Valley, which also increases traffic congestion and transit demand in Metro. “We know we’ve got a good number of people living in the Valley who are working in Metro or living in Metro and working in the Valley,” Ramlo said. Add Fraser Valley population growth in, he says, and the gain for all of the Lower Mainland by 2041 is 1.22 million and the one-million increase is reached in 2036. “Whether it’s a million people in 2036, 2041 or 2045, we still have to plan for them and it’s the planning we can do in the short

and medium term that will put us in good stead to deal with those changes.” Where do all the new people come from? International immigration is by far the largest source, adding 40,000-plus net new residents most years, while there’s typically a net outflow of several thousand from Metro to other regions of B.C., a few thousand arrive in Metro from other provinces and smaller gains come from the “natural growth” of births exceeding deaths. Some referendum commenters suggest the region should stop accepting more people. But freedom of movement is a fundamental right in Canada, Ramlo notes, and immigration policy is set by Ottawa. “We’ve got really zero control over that because immigration levels are set at the federal level.” Please see metro cities, A17

“The cost of housing in the vast majority of communities is pushing residents to their financial limit,” said the report. While Metro Vancouver has long been an expensive place to live because more people desire to live here, that demand hasn’t been matched by higher wages to attract and retain higher-quality employees, said the report. “High prices themselves are not the focal point of the affordability problem,” said the report. “It is the vast disparity between income and cost of ownership.” According to the report, the affordability of detached homes in New Westminster sits right on the CMHC’s recommended 32 per cent debt load. Burnaby sits at 46 per cent and Langley City is the lowest at 23 per cent.

But that won’t last. “Most concerning is the reality that even the currently affordable communities of Maple Ridge, New Westminster, Pitt Meadows and Port Coquitlam will become unaffordable to the average household within 15 years,” said the report. By then owning a detached home in New West will eat 40 per cent of the average household’s income. That means more people will be forced to live in condos, concluded the report. In New West, condo ownership will only require 26 per cent of gross household income. “Condominiums will become a more common and desirable way to achieve the dream of property ownership,” said the report. To avoid turning Metro

Vancouver into an exclusive enclave for the rich, the report recommends high-density development clustered in town centres that are tied to mass transit service and civic infrastructure like schools and community centres. It also recommends the provincial government require municipalities implement affordable housing plans and permanently zone land for affordable housing units. The federal government could also help out by using tax credits to encourage the development of affordable housing and banks could help out by making loans for down payments easier to access for families looking to enter the condo market. If those things don’t happen, warns the report, single detached homes will become “a scarce luxury.”

Ferries fuel rebate eases hikes A one per cent fuel rebate announced by BC Ferries will ease new fare increases that take effect April 1. On major routes between Metro Vancouver and Vancouver Island, it means the approved 3.9 per cent fare increases will mean a 2.9 per cent net increase. For a driver and vehicle travelling on the major

routes, it means the current fare of $69.50 – which was to rise to $75.30 – will instead cost $71.50. Walk-on passengers will pay $16.70, up from $16.25 now. BC Ferries president Mike Corrigan said the fuel hedges they have in place should ensure the rebate remains in place at least through the summer months and possibly into next year.

Sportwagon scores a hole-in-one AUSTIN, Tex. – The latest seventh generation Volkswagen Golf has been a huge hit, winning the World Car of the Year award, along with the North American Car of the Year and several other titles. The effort and billions of dollars, VW invested in its small car platform, called MQB, is at the core of this success. This lighter, yet stronger platform is so flexible the Volkswagen Group has plans to use it for dozens of vehicles throughout the many brands it builds. The benefit to the consumer is a vehicle that is lighter, can use a smaller, more efficient engine and, with huge economies of scale, VW can lower the price. The Golf hatchback along with the sportier GTI is available in the market now and very soon the Sportwagon (station wagon), built on the same successful platform, will arrive. Looks One could be forgiven for not noticing the major changes in this 2015 model but that is the way VW likes to do things-- keep the exterior looking familiar, yet radically update the things that are less obvious. The one thing that should get any buyer’s attention is the new starting price of $22,495, which is roughly

The Sportwagon is sold as the base Trendline, the middle $24,695 Comfortline and the $30,495 Highline, with a $1,400 premium for an automatic transmission and $2,300 more for a TDI diesel engine. Inside This Sportwagon is a true sport utility vehicle. It has the lower, sportier stance of a car coupled

with a huge cargo area that would put most small crossovers to shame. The front seats are heated and the rear seats split and fold. The remainder of the cabin is the same as the regular Golf family, with front and rear passenger dimensions the same except for rear passenger headroom, which makes way for the beautiful panoramic sunroof. The dash has high quality switches and dials and even the base model is fitted with a 14.7cm (5.8-inch) radio screen that doubles as a backup camera. This screen size is a bit on the small side but VW will increase the size slightly when the 2016 model arrives this fall. Drive What can’t be seen but is instantly obvious when driving is the new 170hp 1.8L turbocharged base engine, that is so much more advanced and responsive, compared to the old, less efficient 5-cylinder in the previous model. This engine has superb mid-range torque and it runs on less expensive regular fuel. It’s efficient too, using 9.5L/100km in the city and 6.6L on the highway. The optional diesel, with 150hp, but more importantly, 236 lb.-ft. of torque is only marginally more efficient,

rated at 7.7L city and 5.4L on the highway. Considering this engine is $2,300 more expensive, the new turbo gasoline engine will certainly be a sensible choice for drivers that don’t pile on the kms.
