Waneta Mall stores unaffected from national restructuring
COOKIE CREATIONS
Trail Bootlegger and Ricki’s to remain open Ricki's and Bootlegger employees and shoppers will be happy to know the Waneta Mall locations will be staying open as the parent company closes stores and cuts staff across the country. Comark Inc., the Ontariobased company that runs Ricki's, Bootlegger and Cleo, announced last Thursday it had obtained a court order for creditor protection and would be closing stores and cutting jobs. Nick Anstett, spokesperson for Comark, says the two Waneta Mall women's clothing retailers and the 11 employees who work at the stores, will keep their jobs and doors open during the restructuring process. “It doesn't look like the Bootlegger (in Trail) is going to be affected, and it doesn't look like Ricki's is either,” he said, adding that there are stores closing, just not in the Silver City. “Some under-performing stores are being closed down. I think there are about 56 (of the country's 300 stores) closing in total, across all three brand banners and across the country, but none in Trail.” Comark CEO Gerry Bachynski
says the few store closures and reconstruction of the Comark brand will result in a company that can weather an economic storm. “Together, we are firmly committed to emerging from creditor protection financially stronger, more competitive and well-positioned for the future,” he said in a press release. While many other Canadian retailers are closing up shop for good, Anstett says this isn't the same situation. “At the time we made the announcement (about restructuring) the message was that the vast majority of stores are going to remain open for business,” he said. “The idea is to do a bit of restructuring to get the financial house in order. “Unlike Future Shop, Mexx or Target, who are just completely closing everything down, we don't have the same idea. “Hopefully, we will emerge from this as a much stronger and competitive company.” According to Statistics Canada, retail spending in Canada has been on a steady decline since December, and along with the introduction of foreign competitors like Forever 21 and H&M, has resulted in a desperate situation for domestic clothing sellers.
BY TIMES STAFF A student at Glenmerry Elementary School thought to have meningitis has tested negative. The potential case of the bacterial infection was announced to be the second case in the school in the last few months, but Interior Health (IH) has confirmed that recent tests done on the student have come back clear. “I have just learned that the recent suspect meningitis case was not meningitis but rather a bacterial disease that had symptoms
similar to meningitis,” said Karl Hardt, communications officer with IH. “IH can confirm that there are no public health implications and no increased risk for other students and staff or the community.” A couple of weeks ago, it was still thought to be meningitis, but a different form than a student previously diagnosed in January. In the first case, a student was diagnosed with bacterial meningitis, and was healthy and back at school before the second potential case came to light.

Christina Lake
Annable fire
Woman dies after tree strikes car By Craig Lindsay Grand Forks Gazette
A young female from Christina Lake was killed instantly when a tree fell on her car while she was driving on Highway 3 just south of the East Lake Drive turn-off. Ken Gresley-Jones, fire chief with the Christina Lake Fire Rescue, said they were called to the scene at 2 p.m. on Thursday. “There was a car that was up against the rocks with one occupant trapped inside,” he said. “Initially it was witnessed that it appeared that a tree had fallen down from up above and it landed directly on the driver’s side of the car and it caused the car to hit the rocks. The driver was killed instantly.” Deceased is Amanda Louise Koppin, aged 33, of Christina Lake. Ms. Koppin was the driver and sole occupant of an SUV that was travelling westbound on Highway 3 at Christina Lake. Barb McLintock of the BC Coroners Service, which is investigating the death along with West Kootenay Traffic Services, said the vehicle was struck on the roof by a large, dead tree which had tumbled end-over-end about 28 metres down from a cliff above the highway. Ms. Koppin was deceased at the scene. Gresley-Jones said that traffic on Highway 3 was blocked for several hours while the police and the coroner conducted their investigation. “The fire department’s role was pretty much we arrived and there wasn’t much we could do,” he said. “We made the vehicle safe. Later when the police and coroner were finished at the scene the vehicle was towed to our fire hall where Christina Lake fire fighters used the Jaws of Life to remove the body.” The coroners service and the West Kootenay Traffic Services are still investigating. No logging or tree-clearing operations were taking place in the area from which the tree fell.

Castlegar applies for grant in support of asset planning By Chris Stedile Castlegar News
The City of Castlegar is looking to create a comprehensive plan for all their infrastructure. In total, the plan will cost $20,000. This is why the city is applying for a $10,000 grant from the Union of BC Municipalities. The remaining funds will be fronted by the city. “We’re looking to catalogue all city assets both underground and above ground,” said Chris Barlow transportation and civic works director. “The city has been looking at all the assets individually and making sure we understand what we have and when it’s due for replacement.”
This comes in the wake of Rossland’s latest complications regarding improper management of capital assets and spending. Barlow said the asset plan will combine all areas of the city. “We’ll make sure everyone is on board with all the city’s assets and what needs to be done to maintain them.” This program will set the city up for success for years down the road. “It’s a living breathing document. As your assets age and change and new ones come online while others fall off, the program itself is always continually updating,” he continued,” this plan will address how we continuously update.”

Regional Hospital (KBRH). As part of the Ministry of Health's (MOH) Carbon Neutral Capital Program, the hospital received a $500,000 influx to replace its existing absorption chiller with a high efficiency electric chiller. The Refrigeration Energy Conservation project relates to the replacement of an old chiller that required steam production in order to cool the hospital in the warmer months, explained Karl Hardt, Interior Health's (IH) communication officer. “Basically, the old system required us to expend energy generating steam in order to cool the facility.” The project is well underway, with the new system expected to be operating in time for summer weather. The total budget is just over $650,000 with additional funding from the West Kootenay Boundary Regional Hospital District (RHD) and the health authority. In a related project, another $427,300 is being invested to connect the new chiller with two other chiller systems already in place, creating a single system that will operate far more efficiently. “In shoulder seasons, when it’s less hot, we will be able to cool KBRH using one chiller instead of running all three as we have had to do the in past,” said Hardt, mentioning that IH is funding 60 per cent of the project and the RHD, 40 per cent.
“Combined, these projects will reduce electrical and gas consumption at KBRH, as well as those related costs, and reduce the carbon footprint for the site,” Hardt added. The ministry's program provides capital funding for health authorities to undertake capital projects that reduce energy costs, demonstrate clean technology, lowers emissions and achieve other energy improvement or benefits such as air quality improvements. “The B.C. government has a policy related to green buildings,” explained Laura Heinze, from MOH's media relations. In 2007, the government committed that all new provincially-owned facilities must be built to Leadership in Energy and Environmental Design (LEED) standards, which is a rating system recognized as the internationally accepted benchmark for the design, construction and operation of high performance green buildings. “Regarding upgrades to various building systems,” said Heinze. “Health authorities consider energy and environmental performance as part of their planning.” The Carbon Neutral Capital program was established in 2012, and to date, 23 projects have been approved that will save on energy costs and reduce greenhouse gas emissions.

New legal centre for parents Music festival not returning in child protection system Penticton
THE CANADIAN PRESS VANCOUVER - The B.C. government is hoping to reduce the number of child-protection cases going to court by opening a new legal centre for parents. The Parents Legal Centre is a pilot project that will be located in the Vancouver law courts and will be staffed by a lawyer, an intake worker and an advocate. Parents or guardians involved with the Ministry of Children and Family Development or an aboriginal agency will be able to access information, advice, referrals and some legal representation at the centre. The Legal Services Society will operate the $300,000 centre, as one of several pilot projects funded by the Ministry of Justice’s previously announced injection of $6 million over three years.
Attorney General Suzanne Anton said Friday the government hopes early intervention will resolve disputes in childprotection cases before they make it to court. “We want to see the court become a valued last resort. That’s our vision for justice transformation in British Columbia, and it’s what we’re delivering,” she said at a news conference. Kasari Govender of West Coast LEAF said the new centre is a positive step, but it’s only a “drop in the bucket” compared to what’s needed to fix the critical legal aid shortage in B.C. “This is one tiny element of a much larger crisis in the justice system, particularly in family law,” she said. “The cuts to legal aid since 2002, which have
absolutely gutted legal services, have had a detrimental impact on women’s lives.” She said the province needs to increase funding and widen the scope of legal aid coverage for families to include divorce and child custody, even when there is no violence in a relationship. A 2014 report by Lawyers’ Rights Watch Canada said B.C. has the third-lowest per capita legal-aid spending in Canada and fails to meet international human rights obligations. The report said the Liberal government slashed support for legal aid in 2002 shortly after it took office and funding remains at last-century levels despite inflation and population growth. The pilot project will continue until March 31, 2017.
Municipality’s software violates employees’ privacy rights: B.C. commissioner
THE CANADIAN PRESS VICTORIA - British Columbia’s privacy commissioner says a Vancouver Island municipality violated privacy rights by secretly installing computer spyware the mayor alleged was used to bug his computer. Elizabeth Denham said Saanich failed to tell employees and elected officials about the amount of personal information it was collecting. “One of the most disappointing findings in my investigation of the District of Saanich’s use of employee monitoring software is the near complete lack of awareness and understanding of the privacy provisions of B.C.’s Freedom of Information and Protection of Privacy Act,” Denham said in a report released Monday. She said public agencies, including municipal governments, have been subject to comprehensive privacy laws for more than 20 years.
Call for nominations for the
However, Saanich installed monitoring software, enabling automated screen shots, keystroke logging and other monitoring tools “without considering how these actions would measure up to their privacy obligations under the law.” Denham said her investigation revealed that Saanich decided to focus efforts on information technology security last year due to perceptions that newly elected Mayor Richard Atwell was experienced in IT and would be able to criticize weaknesses. She launched an investigation after Atwell alleged his city hall computer was bugged and that police pulled him over four times on groundless suspicions of drunk driving. Denham said Saanich should destroy all data connected to the use of a spyware program called Spector 360, which Atwell said was installed on his computer without his knowledge. She recommended the municipality disable key features of the monitoring system and appoint a privacy officer.
THE CANADIAN PRESS PENTICTON - The troubled Boonstock Music and Arts Festival will not be returning to Penticton in 2015. Boonstock Productions Inc. made the announcement on social media, but organizers haven’t said whether it will be moved elsewhere. The four-day festival was held on the Penticton Indian Reserve last year and featured the performances by American rapper Macklemore and musician and DJ Ryan Lewis. The festival was held in Gibbons, Alta., for nine years before it was banned and moved to Penticton, where it faced a string of hardships including the death of a 23-year-old attendee. Boonstock president and founder Colin Kobza, who was unsuccessful in finding a financial partner for the operation over the winter, could not be reached for comment. Penticton Indian Band Chief Jonathan Kruger says he has mixed feelings on the event, which he says brought more people to the reserve than he has ever seen. “There were problems and regrettably the bad part was a young lady lost her life,” he says.

voting begins all over again. “The work is just starting now,” Fletcher continued. “We get to vote for the next 48 hours. I am just freaking out right now. “This is our chance to bring the Benn boys back home. I know it’s not a given but it just makes perfect sense.” He’s referring to former Peninsula hockey products Jamie and Jordie Benn, who now play for the Dallas Stars. People gathered at the rink Saturday night to watch Dallas play Vancouver — and await the Hockeyville announcement — and Benn scored the opening goal of the game. “It’s just amazing.” Voting started right after the announcement as Panorama from the west and Chatham Memorial Arena in Chatham, Ontario from the east. The top vote-getter will be announced next Saturday night — and they will win the NHL preseason game. Fletcher said the campaign brought together people from the hockey community — and plenty of other people unrelated to the
hockey world. “I am so proud right now of our community,” he said. Wayne Ruffle, chair of the Peninsula Recreation Commission, said the win was unbelievable. “Everybody did so much work to make this happen. I felt that we were going to win.” Ruffle said if people keep voting over the next two days, Panorama will win the NHL game. Voting for Hockeyville — at khv2015.ca — ends Monday night, March 30, and supporters are hoping people vote as often as they can. “The community ... it was an Island effort,” Ruffle added. “That’s what we gotta do for the next level, to get that hockey game.” Fletcher said he realistically didn’t think the rink would make it this far. In fact, he said things were really quiet before Saturday night. He said, however, the win shows people got behind the effort and volunteers with local hockey organizations, Panorama Rec. and more showing their support.

National Quebec NDP MPs face questions about Province approves motion alleged partisan use of riding offices
asking Harper to hand over long-gun registry data
THE CANADIAN PRESS QUEBEC - The Quebec national assembly has unanimously approved a motion calling on Prime Minister Stephen Harper to reverse his decision to destroy the long-gun registry data. The motion passed by a 106-0 vote and also urges Harper to transfer the data to Quebec, which is setting up its own registry. Earlier in today’s question period, interim Parti Quebecois leader Stephane Bedard urged Premier Philippe Couillard to personally call Harper and said the registry was partially paid with Quebecers’ taxes. Couillard’s response was he would not try to do like the opposition and turn every subject into a federal-provincial crisis. Last Friday, Quebec announced it would proceed with its own gun registry after a 5-4 Supreme Court ruling paved the way for Ottawa to destroy data coveted by the province.

Investigators sifting through plane wreckage
THE CANADIAN PRESS HALIFAX Investigators from the Transportation Safety Board spent Monday sifting through the debris of a plane crash in Halifax and documenting the site where the Air Canada flight touched down short of a runway before skidding to a stop, sending 25 people on board to hospital. But the safety agency has also used the accident to reinforce its calls for changes at Canadian airports to make approaches and landings safer. “This kind of approach and landing accident is very much something that we pay very close attention to,” said Mike Cunningham, the agency’s regional manager of air investigations. The board is in the early stages of its investigation into the crash of AC624 and it is highlighting the fact that approachand-landing accidents have been on its watch list of issues that pose the greatest risk to the country’s transportation system. On Monday, investigators documented the site of Sunday’s crash, identifying the components of the wreckage from where it touched down about 335 metres short of the runway to where it stopped skidding. Cunningham said they have also had preliminary discus-
sions with the flight crew and started interviewing passengers. The flight data recorder and cockpit voice recorder have been sent to the board’s engineering branch in Ottawa and will undergo a preliminary analysis, he added. Officials with the plane’s French manufacturer, Airbus, were scheduled to arrive Monday to help with the investigation and removal of the plane. Cunningham said when the plane touched down short of the runway it hit an antenna array, where
the A320 Airbus lost its landing gear, and then slid another 335 metres down the runway on its belly before coming to a stop. The 133 passengers and five crew members all survived the crash, but 25 people were taken to hospital, where most were treated and released. In a statement released Monday evening, the safety board said the plane became airborne again after it first touched down, leaving an extensive debris field between the antenna and the start of the runway.
ACUPUNCTURE An effective treatment for seasonal allergies, insomnia, menopause and pain
THE CANADIAN PRESS OTTAWA - A third front has opened up in the war between the NDP and rival parties over the allegedly improper use of parliamentary resources - this time involving questions about partisan activity in taxpayerfunded constituency offices. Dozens of New Democrat MPs have been using their constituency offices as staging grounds for door-to-door canvassing blitzes, dubbed “days of action.” New Democrats say they’re simply doing what MPs are supposed to do: talking to constituents about the issues of the day. But Conservatives and Liberals suspect the blitzes are really about promoting NDP incumbents and identifying supportive voters in advance of this fall’s federal election. Consequently, they believe New Democrats may be violating parliamentary rules which forbid any partisan activities in MPs’ riding offices, including “activities related to a member’s re-election.” NDP MPs already stand accused of misusing parliamentary resources to pay for mass partisan mailings and staff in satellite party offices, for which the board of internal economy has ordered them to reimburse almost $4 million. New Democrats maintain they’re the victims of a partisan gang-up by Conservative
and Liberal members of the secretive board, which polices House of Commons spending. The NDP is challenging the board’s rulings in court. Nevertheless, they may yet have to defend their use of constituency offices. Conservative MP Randy Hoback said the board “definitely” needs to look at the matter, which he sees as another example of the NDP “flouting the rules.” “It still comes down to the basic rule: you can’t use taxpayers dollars for partisan activities.” Arguably, any time MPs meet with constituents, they are promoting - directly or indirectly - their re-election hopes and their parties. But Hoback said care must be taken to avoid any sign of partisanship in riding offices, where constituents of all party stripes are supposed to feel welcome. A partisan aura does seem to surround the NDP’s days of action. In a video pitch late last year, NDP national campaign director Anne McGrath explained how the days of action were integral to the party’s goal of building “the largest field organization program in NDP history” in order to win the coming election. “It is built on the foundation of talking to voters, neighbour to neighbour on the doorstep,” she says, boasting about results so far and adding that

more days of action “are now scheduled to keep building our ground campaign.” A sample questionnaire used during day of action canvasses, provided by the NDP, asks constituents if their MP is on the right or wrong track and which party best represents their interests in Parliament. In notices for day of action events in their ridings last October, 27 NDP MPs gave their constituency office addresses as the gathering point. Another 27 did likewise for a day of action in February. A notice for a “community canvass” earlier this month with Toronto MP Peggy Nash similarly lists her constituency office as the starting location. Tweeted photos show Nash posing inside and outside her office with supporters holding campaign signs emblazoned with her name. Nash makes no apologies for the numerous door-todoor blitzes she’s organized to talk to her constituents about pressing issues, from child care to climate change. “I’m really proud of the kind of work that we’ve done reaching out to our constituents,” she said. “I usually say, ”Is there anything that’s top of mind for you and here’s some of the things that I’ve been working on.’ ... To me, that’s the job of the MP (to be) connecting with your constituents.“

Treaty trouble has deep roots
hy did the B.C. government suddenly slam the door on their old friend George Abbott, after spending months recruiting him to head up the B.C. Treaty Commission? The instant media narrative, embraced by a shocked Abbott and then by NDP leader John Horgan, was that this was payback for grievances nursed by Premier Christy Clark from the 2011 B.C. Liberal leadership contest. Done on a whim, Horgan said after a week grilling Clark and Aboriginal Relations Minister John Rustad. Clark is suddenly a sore winner, lashing out, wrecking two decades of careful and costly treatymaking. Like many instant media narratives, this one makes no sense and is almost certainly wrong. If Clark was resentful about the roasting she received from leadership
rivals Abbott and Kevin Falcon, she had an odd way of showing it. She appointed Falcon as finance minister to drive a stake into the harmonized sales tax, and Abbott as education minister to fashion a pre-election truce with the ever-hostile teachers’ union. Both completed their unlikely tasks and retired as heroes of the party in 2013. Outgoing chief treaty commissioner Sophie Pierre was as dismayed as anyone at the news of Abbott’s demise. While the two were in transition meetings, Pierre learned that she was not being replaced, leaving the federal-provincial-First Nations Summit partnership of 22 years in a shambles. Clark went further when questioned by reporters about the sudden reversal. The future of aboriginal relations in B.C. may or may not include the B.C. Treaty Commission.

FLETCHER B.C. Views
“There have been some results, but four treaties in 22 years for $600 million is not enough result,” Clark said. “We have to be able to move faster, and we have to find a way to include more First Nations in the process.” That $600 million is mostly loans, from the federal government to First Nations to finance treaty talks. Of every $100 spent trying to honour the century-old duty to sign treaties across B.C., $80 is a loan from Ottawa, $12 is a grant from Ottawa and
$8 is a grant from B.C. The plan was for First Nations to repay their loans out of cash settlements made to them for 100-odd years of uncompensated resource extraction, which is now accepted as being contrary to British and Canadian law. It was the blunt-spoken Pierre who first acknowledged this hasn’t worked. Some of the 50 First Nations stuck at the treaty table have borrowed too much to go on, she said last year, calling for an “exit strategy” that forgives debt. The probability of the B.C. government making this decision without talking to the federal paymaster is exactly zero. I’m told the province’s clumsy timing had something to do with Ottawa’s late demands. I asked Clark if her plan to settle land claims faster was anything like the 2009 attempt by Gordon
Campbell’s deputy minister Jessica McDonald to negotiate a province-wide deal declaring aboriginal title. Clark sidestepped the question, saying only that the 150 B.C. First Nations not at the treaty table need a say and a solution too. (McDonald now faces a similar legal gridlock as the Clark-appointed CEO of BC Hydro, trying to build the Site C dam.) Pierre, a veteran administrator from the Ktunaxa Tribal Council in the Kootenays, made a prophetic statement when her term as chief commissioner was extended three years ago. She said if Ottawa isn’t prepared to give federal negotiators a realistic mandate on compensation and sharing of salmon rights, they should “shut ’er down.” Her advice may have been heard after all. ‘Coach’ sequel coming THE ASSOCIATED PRESS LOS ANGELES - Craig T. Nelson is getting back in the coaching game for NBC. The network said that it has ordered 13 episodes of a sequel to the 1989-97 ABC sitcom “Coach” that starred Nelson as Hayden Fox, head coach of a college football team. In the new series, nearly 20 years have passed and Fox has retired from coaching, NBC said Thursday. That’s until he’s called in to serve as assistant coach to his grown son, the new head coach at an Ivy League school in Pennsylvania.

An editorial from the Hamilton Spectator It’s unfortunate that often even good things come at a painful price. The CRTC’s decision to allow cable TV and satellite subscribers to buy a basic $25 per month package with pick-and-pay options is an example. It’s a sound decision with popular support because it will allow consumers much more
choice around what they pay for. It should also reduce the cost of cable, but that remains to be seen. By 2016, you will have the option of paying that monthly fee which will get you local channels and some mandated add-ons. You will pay for everything else you want beyond that. Considering that most cable packages currently run at least $40, there should be some financial saving assuming
you don’t pig out on channels. But regardless, you have more choice and the option to avoid the bundles so many of us don’t like. The down side? Likely some smaller, niche channels will close without the financial support that comes with bundling. That means job losses and fewer options, but it’s an unavoidable side effect of more consumer freedom.

utes of this flow; the daily world consumption would take 92 minutes; the global annual consumption would take 23 days. This begins to explain why the world’s tankers and pipelines are so busy transporting oil, and why the drilling, fracking and pumping have become a frenetic human activity that, however ambitiously heroic, has a limited future. Indeed, the sheer magnitude of the oilto-energy enterprise is overcast by a suicidal shadow. Earth’s strata cannot continue to supply such vast amounts of oil; Earth’s biosphere cannot continue to absorb the burning of such vast amounts of oil. The Hell’s Gate analogy is particularly appropriate considering that about 85 per cent of a 138.8kg barrel of oil is carbon, so for each barrel burned to produce energy, about .472 tonnes of CO2 is added to the atmosphere. Oil, from an environmental perspective, has never been cheap. Beyond the devastating consequences of spills from drill sites, pipelines and tankers, all oil consumption is inherently destructive. Its carbon emissions are virtually uncontrollable. It’s a crude fuel with a disturbing past and a dark future. It is better used in more benign and manageable products as miscellaneous plastics and synthetics. And because of oil’s unstable value as a commodity – recently demonstrated by OPEC – it’s an unreliable resource upon which to base an economy. It almost invariably produces bad governments, fragile prosperity, unequal wealth, dysfunctional conditions and impaired societies. The river of oil presently brought to the surface by herculean human effort is poisoning almost everything it contacts. It is a kind of Hell’s Gate, an entry through which the worst of the underworld gushes upward to pollute and poison. Ray Grigg is the author of seven internationally published books on Oriental philosophy, specifically Zen and Taoism.

Carolyn Rose Price It is with the deepest sorrow that we announce the passing of Carolyn Rose Price, (Nona), taken from us on March 26, 2015 at the age of 80. Carolyn is survived by her children; David, Lori (Mike), Christine (Dan), grandchildren; Tricia (Rick), Jeremy, Sara (Mike), Jason (Karen) and Corey (Samantha), great-grandchildren; Tyler, Dylan, Connor, Sophie, Aeden and Rowyn as well as many extended family and dear friends. She was predeceased by her parents Edward and Florence Ivison, her brother Fred, sister Myra, husband Carl and many others. All together again as a family. Everyone knew Carol loved her family more than life itself. A devoted mother, her family was everything to her. She was the most loving, sweetest, caring and nurturing person. Anyone that knew her loved her to pieces. She used those nurturing ways and opened a bed and breakfast in her family home at Red Mountain (Carolyn’s B&B), now known as Carolyn’s Corner. Her last year, she was the one being cared for by family, friends and her wonderful neighbours. She taught us well. She faced her illness with the same gentle nature, never complaining and more worried how everyone else was doing. She will be dearly missed. Memorial Services will take place on Wednesday, April 1, 2015 at 1:00pm at St. Anthony’s Anglican Church in Trail. Al Grywacheski of Alternatives Funeral and Cremation Services™ is entrusted with arrangements. As an expression of sympathy, donations in Carol’s name may be made to The Canadian Red Cross at 8100 BC-3B, Trail, BC, V1R 4N7 or www.redcross.ca You are invited to leave a personal message of condolence at the family’s online register at www.myalternatives. ca

Celia Kerr
(nee D’Arcangelo)
It is with heavy hearts that we announce the passing of our beloved Aunt Celia on March 23rd, 2015 who had just recently celebrated her 95th birthday. Celia is predeceased by her husband Lorne (1989) and their precious daughter Theresa (1966) who was with them for six years. In addition she was predeceased by her three sisters: Jenny DeVito, Emma Trevisan and Mamie Torresan and four brothers: Carlo, Setty, Fonzie and Ky D’Arcangelo. She is survived by several nieces and nephews who were all very fond of her. Celia attended business college in Trail and went on to work as a secretary at The Company Store prior to the arrival of her daughter. In later years she worked as a receptionist at the Medical Associates Clinic. She had a very caring way with the clients and was well respected by doctors and patients alike. Celia enjoyed golfing, cross country skiing and swimming at Gyro. She loved walking and encountered several of Trail’s citizens during her epic walks. She became the matriarch of her family and supported all family members when needed. She will be sorely missed. A Funeral Mass will be held on Wednesday, April 15th, 2015 at 10:30am from Holy Trinity Catholic Parish in Trail with interment immediately following at Mountainview cemetery. Gwen Ziprick of Alternatives Funeral and Cremation Services has been entrusted with the arrangements. You are invited to leave a personal message of condolence by visiting the family’s online register at www.myalternatives.ca As an expression of sympathy, your donations in care of St. Michael’s Catholic School in Trail for the Theresa Kerr Scholarship Fund would be a wonderful tribute to Celia. The family would like to thank all of the terrific care workers and other professionals for their exceptional work with Celia during her last years. Also a thank you to Dr. Cochran and the staff of Riverside Family Medicine.
Gene Saks
Tony Award-winning director who focused on Neil Simon plays THE ASSOCIATED PRESS NEW YORK - Gene Saks, a prolific actor-director who teamed with playwright and fellow New Yorker Neil Simon on hit Broadway and movie productions of such Simon comedies as “The Odd Couple” and “Brighton Beach Memoirs,” has died. He was 93. Saks, who won three Tony Awards for his direction, died from pneumonia Saturday at his East Hampton home in New York, according to his son Daniel. Saks’ grab bag of hits also included many without Simon. Among them were the musicals “Mame” (1966), starring Angela Lansbury and his then-wife Bea Arthur; “Half A Sixpence,” starring British pop star Tommy Steele (1965), and “I Love My Wife” (1977), as well as such comedies as “Enter Laughing” (1963) and “Same Time, Next Year” (1975). The Simon-Saks collaboration had its beginnings in 1963 when Simon asked Saks - then a Broadway actor - to come to New Hope, Pennsylvania, and critique a tryout of “Barefoot in the Park.” Simon didn’t need much help. The play - under Mike Nichols’ direction - turned out to be one of Broadway’s biggest hits of the 1960s, running for more than 1,500 performances. But three years later, when Simon was preparing the film version of “Barefoot in the Park,” he persuaded producer Hal Wallis to hire Saks as
director of his first movie. The film, which starred Robert Redford and Jane Fonda, was a huge success. Besides the famous trilogy of “Brighton Beach Memoirs,” ”Biloxi Blues“ and ”Broadway Bound,“ their work together on Broadway included ”California Suite,“ ”Lost in Yonkers,“ ”Rumours,“ ”Jake’s Women“ and the female version of ”The Odd Couple.“ Their other films were “The Odd Couple,” - with Jack Lemmon and Walter Matthau - “Last of the Red Hot Lovers,” ”The Prisoner of Second Avenue“ and ”Brighton Beach Memoirs.“ “I don’t believe every director can direct every play,” Simon once mused. “But Gene and I have had such a common point of view that my instincts tell me lately, ‘Go with Gene.”’ Saks explained his affinity for Simon: “Aside from Neil’s wit, his brightness and his ability to characterize, he writes about things I know about and care about. We both came from middle-class, first-generation Jewish families, and our humour springs from the same roots.” In a 1985 interview, Saks had this to say about the twin professions of acting and directing: “For me, I had to overcome shyness to be an actor. But as a director you lose your subjectivity, your self-consciousness. And instead of just your role, it’s the life of the whole play that becomes a reflection of you.”

Smokies showcase future at spring camp BY JIM BAILEY
Times Sports Editor
The Trail Smoke Eaters had a productive weekend, as coaches put over 100 players through their paces at their Spring Camp at the Cominco Arena in an effort to identify future Smoke Eaters. The Spring Camp saw one of the best turnouts in recent history as 108 players attended the three-day camp, with the majority of players between 15 and 18 years old. “It went really well, it was well attended, and I thought everyone competed hard,” said Smoke Eater coach and GM Nick Deschenes. “It was a wide range of ages and for the younger players, for a lot of them, it was their first camp and it was neat to see the progression through camp over the course of four games.” The players were split into six teams with a focus on scrimmaging over three days giving Smokie coaches Nick Deschenes, Barry Zanier, and Craig Clare an opportunity to see players in simulated game situations.
“I’m fortunate, Barry Zanier has been with the team 11 years now and he’s seen a lot of camps and rosters evolve; so to have that wealth of knowledge, and for it to be my second year at this stage in the season, you look at last year, and it’s enjoyable. It’s a different segment to the year, where we’re just trying to find the best players possible.” With a camp in Whistler scheduled for May 29-31, Deschenes hesitated to name standouts at the spring camp, although he was suitably impressed with a number of potential Smokies. “I thought there were a couple defenceman in the group that were pretty strong, and up front as well. Because of our camp in Whistler, it’s like part 1 of the evaluation is completed but we still have part 2. “The way that things transpired this season, we really want to make the right decision and right calls on players and be as open and honest with them and allow them to also make the right deci-
sion in choosing Trail versus another opportunity. ” The camp was supplemented by veteran Smoke Eater players like Kienan Scott, Jeremy Lucchini, Dallas Calvin, Craig Martin, Robbie Johnson and recent acquisition Rhett Willcox. With last year’s starters Jake Lucchini, Martin, Calvin, Ryan Swanson, Harlan Orr, Bryan Basilico, Adam Todd, Bryan Gerstenfeld and Connor Wynne either graduating from Junior or moving on to play NCAA, the Smokies will look to fill those holes left in the line up by the departing players. The camp also included two goalie clinics and an NCAA presentation that informed players on their opportunities and expectations to play at an elite level, while extending their hockey career and receiving an education. The spring segment included players from the Kootenays, Okanagan, Alberta, and the U.S., as well as a few from out east, while Deschenes expects the
Whistler camp to have a large presence from the Lower Mainland and Vancouver Island. The mix made for entertaining hockey on the weekend as the players battled to leave a lasting impression on the Smoke Eater coaches, while playing in front of a good sized contingent of fans, scouts, and coaches in the Cominco stands. “It’s a bit of a balancing act, trying to maintain interest in players, and try to project where they might be, and follow up with coaches,” said Deschenes. “But all-inall I think it was one of the better attended (camps) that Trail’s had, and I thought, for the most part, everyone really showcased themselves well. It was good hockey and we had a couple hundred people in the building so I think people got a good snapshot of some hopefully future Smoke Eaters.” The Smoke Eaters will hold their camp in Whistler May 29-31 before taking to Cominco ice in August for their main camp.
The Beaver Valley Nitehawks shouldn’t feel too bad as the Kimberley Dynamiters, who eliminated the Hawks in five games in the Kootenay Conference final, went on to beat the Kamloops Storm in Game 6 to win the KIJHL championship four games to two on Sunday. The last time the KIJHL championship found a home in Kimberley, there wasn’t a single player on the 2014-15 Kimberley Dynamiters around to see it. After 35 long years, the KIJHL title is returning to the Kimberley Civic Centre as the Dynamiters skated to a 5-1 victory to clinch the championship banner at McArthur Park Arena in Kamloops. “I am absolutely thrilled for this group of guys. They’re a great group on and off the ice,” said Kimberley Dynamiters head coach Jerry Bancks Sunday night. “I’ve known some of these kids since they were in diapers. I know what they’ve put into it and they’ve had ups and downs in their hockey lives. It’s so nice they came together and they’ll have a memory [like this] for the rest of their lives. “We only hope we can carry on from here and create some more memories.” Trevor Van Steinburg scored two goals in Game 6, forward Eric Buckley registered the game-winning tally and goaltender Tyson Brouwer steered away 35 shots to backstop his team. “I’ve never won something this big before,” Van Steinburg said. “It’s a huge, exciting moment. I’m speechless. So happy to be spending it with these boys. “We battle harder than anyone. We had a game plan from the start and we picked up a few guys in the new year. We all bought it. It’s huge.” Winning in Kamloops wasn’t an easy task for the Dynamiters — in fact, Game 6 was the only game in the KIJHL championship in which the visitors came out on top at McArthur Park Arena. After claiming a 2-0 series lead on home ice, the Nitros travelled to Kamloops and dropped Games 3 and 4 at McArthur Park Arena, before sneaking out a 3-2 double-overtime victory in front of 1,358 fans back on home ice in Game 5. With a 3-2 series lead, the Nitros returned to Kamloops intent on taking the KIJHL championship trophy home with them Sunday night. “Their coach made it pretty obvious we can’t win in this building and that’s pretty good fuel for the fire,” Bancks said. “When you have athletes like Jason Richter, Tyler Kinnon and people like that, it’s a mistake to tell somebody they can’t do something. “They were pretty fired up.” Richter was named player of the game as he registered a goal and an assist. “You can’t describe it. It’s a great feeling,” Richter said from the ice at McArthur Park Arena. “We’ve got tons of character. Every guy on this team could probably wear a letter on any other team. . .We just have great character and I think that’s what took us this far.” The focus now shifts to the Cyclone Taylor Cup in Mission on April 3 where the Dynamiters will play for the provincial Jr. B championship.

A fabulous Final Four set to tip off
THE ASSOCIATED PRESS If you liked the look of last year’s Final Four, you will love the 2015 edition. One game Kentucky vs. Wisconsin - is not only a matchup of two No. 1 seeds, it’s a replay of last year’s semifinal won by Kentucky, 74-73. Seventh-seeded Michigan State will face Duke, a four-time national champion led by coach Mike Krzyzewski, who is in his 12th Final Four, tying the legendary John Wooden. It is the fifth time at least three No. 1 seeds reached the Final Four. The only top-seed sweep was in 2008. This is the third straight year one conference has had two teams in the Final Four with Wisconsin and Michigan State coming from the Big Ten. The Southeastern Conference did it last year with Kentucky and Florida and the Big East had Louisville and Syracuse in 2013. The end of the tournament will have plenty to watch, from Kentucky’s unbeaten streak to a matchup of some of the game’s top coaches. Here’s a peek at what to look for in
Tuesday, March 31, 2015 Trail Times
Indianapolis: MEETING AGAIN: No team has attracted the attention that Kentucky has. The Wildcats (38-0) are two wins away from becoming the first undefeated national champion since Indiana in 1976. Kentucky survived its toughest test of the tournament in the regional semifinals with a 68-66 victory over Notre Dame that came down to the final possession. “We figured out a way to win it. We’ve had other tests, but we have a will to win,” Wildcats coach John Calipari said. Now they get to face Wisconsin, which like Kentucky, is making its second straight Final Four appearance. Last year’s national semifinal came down to a big jumper by Aaron Harrison with 5.7 seconds left. “That loss left a sour taste in our mouth, so we wanted to get back,” Wisconsin’s Sam Dekker said of the loss to Kentucky. “As a team we set some goals of what we wanted to do, and now we’re two games away from our last goal.” C O A C H I N G ROYALTY: Tying

UCLA’s Wooden puts Krzyzewski one appearance ahead of Dean Smith, who made 11 trips to the Final Four. Coach K is tied with Adolph Rupp for second in titles with four. “I’m in this moment. I’ve been so lucky to be at Duke for 35 years and in the ACC, and the great players we’ve had and my past is not important right now,” Krzyzewski said. “My present is incredibly important and just being with these kids and sharing this moment and this Final Four, I’m so happy. I’m so happy for them and to be with them.” All the coaches except Wisconsin’s Bo Ryan, who made his
Final Four debut last year at age 66, have won a national championship. Michigan State’s Tom Izzo won it all in 2000, while John Calipari took the title with Kentucky in 2012. U N B E AT E N TEAMS: Kentucky is the first undefeated team to reach the Final Four since UNLV in 1991. The Runnin’ Rebels lost in the national semifinals to Duke, which went on to win the first of consecutive championships. Indiana State was the last team to do it before UNLV, in 1979 when the Sycamores, led by Larry Bird, lost in the championship game to Michigan State and Magic Johnson.

Vees defeat Chiefs in OT
By Times Staff Demico Hannoun scored the overtime winner for the Penticton Vees in a 4-3 road triumph Sunday over the Chilliwack Chiefs. Penticton improves to 2-0 in the round-robin semifinals while Chilliwack falls to 0-2 with the two teams playing again tonight in Penticton. On Sunday in Chilliwack, the teams exchanged two goals apiece in the first period starting with Matthew Serratore’s opener followed by the first of two for Chilliwack’s Bennett Morrison. Connor Chartier had the other Vees goal in the first while Jake Hand evened it up heading to the break The Chiefs went up 3-2 on Morrison’s second, which came late in the middle frame on a two-man advantage. The score remained that
way until Hannoun found the equalizer with a power-play tally of his own, to force OT. He would end it 11:29 into overtime, converting a Patrick Newell pass from behind the net. A Penticton win in tonight’’s rematch would ensure them a spot in the BCHL finals. Chilliwack lost its opening game to the Nanaimo Clippers 7-3 on Friday. A Chiefs win tonight in Penticton and a Nanaimo loss on Thursday to the Vees could set up a deciding game between Chilliwack and Nanaimo on Saturday. If the Vees sweep the two teams, the Chiefs will have to beat Nanaimo on Saturday to force the deciding tie-breaker game on Sunday. The top two teams will play in the BCHL final best-of-seven match up starting on Apr. 10.

SUNDAY EVENING
THE ASSOCIATED PRESS LOS ANGELES - Emma Stone is a Kids’ Choice Award winner who largely escaped the show’s trademark green slime. But the same isn’t true for the stars of “Modern Family.” Stone was honoured as favourite movie actress for her role in “The Amazing Spider-Man 2” at Saturday’s ceremony. Stone gamely put her hands in a spray of the show’s trademark slime, but otherwise remained goo-free. When “Modern Family” collected its Nickelodeon trophy for favourite family TV shows, cast members including Jesse Tyler Ferguson and Rico Rodriguez got hit by a slime wave - as Ferguson thanked the show for letting them off the hook.

‘Home’ draws crowds
THE ASSOCIATED PRESS NEW YORK - Business was brisk at the weekend box-office, where the DreamWorks animated alien adventure “Home” beat out the Will FerrellKevin Hart comedy “Get Hard” with a resounding debut of $54 million, according to studio estimates Sunday. While the two films had been expected to vie for the top spot at North American theatres, “Home” came in well above expectations, handing DreamWorks Animation a much-needed hit. Though a distant second, “Get Hard” also opened strongly with an estimated $34.6 million, rewarding the Warner Bros. pairing of two of the most bankable stars in comedy. Last week’s top film, the young-adult sequel “The Divergent Series: Insurgent,” slid to third with $22.1 million. With a $100 million-plus debut expected next weekend for “Furious 7” - a franchise built on street-racing adrenaline and a diverse cast Hollywood scored with two films that sought a variety of audiences. “Get Hard” united the fans of Hart and Ferrell, albeit while finding some criticism for its racial humour. And “Home” is the rare animated film led by an African-American girl protagonist (voiced by Rihanna). She plays a teenage girl left alone after an alien invasion of Earth. Jim Parsons, Jennifer Lopez and Steve Martin round out the cast. Despite the lure of March Madness on TV screens, “Home” (which capitalized on the relative dearth of family-friendly options) and “Get Hard” drove moviegoers to theatres. Overall, the box office was up about 8 per cent from last year, according to box-office data firm Rentrak. “Get Hard” had been dogged by controversy, as some questioned the tastefulness of humour that critics called homophobic and racist. The directorial debut of Etan Cohen, it stars Ferrell as a hedge fund manager sentenced to a maximum security prison for fraud. To prepare for life in prison, he turns to the only black person in his orbit, a family man played by Hart. The wild card of the weekend was “It Follows,” a critically acclaimed indie horror film from Radius, the Weinstein Company label. After the film drew packed theatres in limited release, plans for a subsequent video-on-demand release were postponed and “It Follows” expanded to 1,218 theatres over the weekend. It pulled in $4 million over the weekend.

Dear Annie: My husband and I have been married for three years and lived together for 15 years before that. Sex has always been difficult. Last week, I found him masturbating outside in the backyard. What should I do? Should I consult a doctor? My husband refuses to talk about it at all. -- I Need Help Dear Need: If sex has been an issue for the past 18 years, there is more going on. Your letter doesn’t provide many details. Is he masturbating because you aren’t interested in sex? In that case, please talk to your doctor and see what can be done. Does he prefer self-gratification to being with you? That could indicate that he has an idealized version of the female body due to excessive pornography viewing. Or he could be gay and still in the closet. Or he might have issues being physically close. For this, counseling could be useful, but only if your husband is willing to seek help, and apparently, he is

YourByhoroscope Francis Drake For Wednesday, April 1, 2015 ARIES (March 21 to April 19) Today you might see ways to improve your health. Actually, you might see ways to improve your job as well. Be mindful of how you can make things better for yourself. TAURUS (April 20 to May 20) This is a lovely, playful day. Romance and love affairs will blossom. Sports events will be entertaining. Enjoy playful times with children. Make plans for an enjoyable time with someone. GEMINI (May 21 to June 20) If possible, you would prefer to cocoon at home today. You want to be with family members and in familiar surroundings. Look for ways to improve where you live. CANCER (June 21 to July 22) You’re convincing today! act. You easily will focus on what you want to say, and at the same time be persuasive. LEO (July 23 to Aug. 22) You might see new uses for something you already own. Or you might see new applications for how you want to use your money. You’re very resourceful today. VIRGO (Aug. 23 to Sept. 22) Take a look in the mirror and ask yourself what you could do to improve your appearance. You never get a second chance to make a first impression. LIBRA (Sept. 23 to Oct. 22) Any kind of research will go well today, because you are keen to get to the bottom of things. Not only that, you have energy and endurance. SCORPIO (Oct. 23 to Nov. 21) You might attract someone powerful, especially a female, to you today. This person might or might not help you to tweak your future goals.
SAGITTARIUS (Nov. 22 to Dec. 21) Personal details about your private life are likely to be made a bit public today. Parents and bosses seem to know what’s going on. Do you need to run for cover? CAPRICORN (Dec. 22 to Jan. 19) You’re eager for adventure and a chance to learn something new or experience more of the world. Go someplace you’ve never been

PISCES (Feb. 19 to March 20) Because the Moon today is opposite your sign, you will have to go more than halfway when dealing with others. This simply requires

Caterpillar distributor closing By Chris Stedile Castlegar News
Caterpillar distributor, Finning Canada has made the decision to shut down their Castlegar operations. Nine employees will be losing their jobs; at least until Finning can find a suitable relocation point for the workers.
The closure is explained as a result of an internal review but Finning stated they are still very much committed to serving the Kootenay area into the future. As of now, more specific information could not be obtained, but keep an eye on this story for more developments soon.

Snowmobiler buried in snow, survives avalanche By Alex Cooper
Revelstoke Times Review
A snowmobiler survived an avalanche after being buried in snow for 10 minutes on Boulder Mountain on Friday. According to reports, a man was snowmobiling in the Turbo Hill area when he triggered the avalanche. Joe Lammers, an avalanche forecaster and search & rescue member, posted on Avalanche Canada’s Mountain Information Network that the avalanche was a size 2.5. “According to a witness, the subject triggered the avalanche with his machine and was buried for ten minutes before he was rescued by his partners,” wrote
Lammers. “He regained consciousness and managed to sled down to the parking lot.” The RCMP, Revelstoke Search & Rescue and Emergency Health Services responded to the call. SAR flew to the scene in a helicopter, but the man was able to get back to the parking lot by himself. RCMP Staff-Sgt. Kurt Grabinsky said the man was taken to hospital. Lammers wrote there was widespread avalanche activity in the area. The avalanche danger was rated high in the alpine and considerable at treeline for the area at the time. Avalanche Canada had issued a Special Public Avalanche Warning for the area at the time.

New coal mine proposed in East Kootenay By Sarah Kucharski Fernie Free Press
A new coal-mining project in its preliminary stages has been presented to Elk Valley council. Located midway between the established Elkview and Line Creek Teck mines, the Crown Mountain Coking Coal project will be the first to be established by junior resource company NWP Coal Canada Limited in the Elk Valley. According to NWP Chairman and CEO Art Palm, the open pit mine is expected to produce 1.7 million tonnes of coal per year over a 16-year lifespan. Palm stressed that the project was in its primary stages. “I think it’s important to understand that we’re very early in the phase and we have a lot of work to do still,” said Palm, adding, “We’re in the pre-application portion of the environmental assessment phase.” It is expected that this portion of the assessment will be conducted for at least a year. Palm will present an over-

view of the project to the District of Sparwood’s council this week — having already conducted similar talks with the City of Fernie, District of Elkford and the Crowsnest Pass. “We’re going to talk about the project, the amount of coal that’s there, the quality of the coal, the general location and I’m going to review all the environmental parameters that we have addressed to date,” said Palm ahead of the presentation. “I’ll also show the environmental study area and go over some of the environmental work we’ve done in terms of groundwater, fisheries and wildlife.”
Palm said that though there is still much work to do, ideally construction for the project would move forward in 2016-17, with production hoped for 2017-18. The current capital budget is slated for $336 million, though revisions can be expected following results from the environmental assessment, definitive feasibility studies and other design factors. He noted, “But there’s so much left to do with permitting so it’s really hard to pinpoint a date.” Community input in the form of open houses can be expected to open up during the summertime, according to Palm. “We have a lot of hoops to jump through to prove we can put a mine in the Elk Valley and still meet all the regulations,” said Palm. “We think it’s quite an attractive project for a company of our size and we look forward to moving onward.” NWP also owns four other projects in the Peace River area.
