House fire considered suspicious

The Mission RCMP is continuing its investigation into a suspected arson case. On March 25, firefighters were called out to a suspicious residential blaze. At about 8 p.m., a 911 call came in regarding a fire in the 32000 block of 14th Avenue. When crews arrived they discovered the home was fully involved. “There was fire coming out from the front and rear of the building and through the roof,” said fire chief Larry Watkinson. Firefighters managed to contain the blaze quickly and no one was hurt in the incident. The chief said no one was home at the time of the fire. The structure did have extensive damage due to the blaze. More than 30 firefighters and six pieces of apparatus were on scene. “We did find that there had been forcible entry and there was sources of hydrocarbons detected. So the fire was fueled by some kind of hydrocarbon that was left inside the structure,” said Watkinson. “So the fire is suspicious and malicious in nature,” he added. The investigation was turned over to the RCMP but so far no charges have been filed in the incident.

Convicted murderer on the loose The search continues for a convicted murderer who went missing from Mission Institution’s minimum security facility. On March 31, staff members at the institution discovered that Shawn William Merrick was not accounted for. Merrick is 43 years old, measures 173 cm (5’8”) in height and weighs 64 kg (141 pounds). He has a fair complexion, blue eyes and brown hair.

He has a burn scar all over his right forearm and a two inch scar on his neck. He also has a tattoo of skulls on his left upper arm, a heart with the name “Jade” on his right upper back, a dragon on his right upper arm and on the left side of his chest he has a skull. He is currently serving an indeterminate sentence for the second degree murder of Shelley Lynn DeVoe. Her body was found in Coquitlam in 2006.

MERRICK He has also served sentences for robbery, and import/export of a schedule I/II substance.

The Correctional Service of Canada (CSC) immediately contacted the Mission RCMP and a warrant for his arrest has been issued. Mission Mayor Randy Hawes didn’t call Merrick’s disappearance an “escape.” “I call it a walk away,” said Hawes, noting anyone who is in minimum security unit of Mission Institution is nearing the end of their sentence and are usually not a risk to the public. He isn’t concerned about

security at the unit because there is “virtually no security” there. Inmates at the former Ferndale Institution live in houses, not cells, Hawes added. But Merrick will be a topic of discussion when Hawes meets with the warden at Mission Institution this week. “Clearly this is one issue to bring up,” said Hawes. Anyone with information on the whereabouts of Merrick should call police.

AIRLIFTED TO HOSPITAL A Mission man was flown by helicopter to Royal Columbian Hospital after being struck by a motor vehicle on Wednesday afternoon. The accident occurred at approximately 4 p.m. on Hurd Street, close to Lamont Avenue. The 64-year-old victim was riding a bicycle when he was struck by a Nissan Altima driven by a 35-yearold man. The cyclist, who was not wearing a helmet, suffered a head injury and was taken by ambulance to Mission Raceway, where the air ambulance was able to land. The injured man was placed on a stretcher and loaded into the helicopter. There were no updates on his condition or his name at press time. KEVIN MILLS PHOTO

The first of two forums to discuss changes to Mission’s French Immersion (FI) program will take place April 8 at Mission Central elementary (MCE) school. A second meeting has been scheduled for April 29 at Christine Morrison elementary (CME). Both meetings begin at 7 p.m. The first one will be a round-table discussion, said Mission Public Schools board chair Rick McKamey. “The exercise is to get the thoughts of all partner groups, parents, and students on paper.” The information collected will be presented at the follow-up meeting later in the month. FI is currently available at two schools alongside English programming. Earlier this year, school board trustees initiated discussions to move FI into one, single track school to create a more effective and equitable program for all FI students. “We now have two school that are so different,” said McKamey, noting CME is well equipped, compared to MCE, where there are low attendance numbers. There are about 260 FI students at CME and 70 students at MCE. “There’s quite an inequity,” said McKamey,

noting there are some classes with a threegrade split at the school with fewer students. School district staff noticed the discrepancy and brought it to the board’s attention, he added. Trustee Jim Taylor, who is the FI representative on the board, noted the two forums are open to everyone, not just those attending the schools they are held at. Taylor said he will work to make sure all voices are heard, but that

trustees must always consider the finances involved. It is more expensive to run the program in two schools, and the district needs to decide the value of keeping it that way, said McKamey. “On the upside of a single track, everything is delivered in French (such as assemblies and school announcements) and children in the program get that much more French and the educational value increases,” offered McK-

amey. “The upside to a dualtrack school is students don’t have a sense of segregation; French and English students are mixing.” “I’m very openminded,” said McKamey, who knows there will be some disappointed with the decision that will eventually be made. A decision is expected to be made by next February and any changes to the FI program will take effect in September 2016.

Property owners in Mission are facing a 1.36 per cent tax increase this year. After reviewing feedback from the public on the budget, district staff proposed an increase of 1.76 per cent, but council reduced that number further by cutting its proposed $504,000 council flexibility fund to $200,000 and eliminating any additional fee for service grants over last year’s level. Coun. Danny Plecas noted the public favoured adding more police officers and improved public safety, but as a result, council committed close to $1 million in spending. “My concern is we also took money slated to pay down debt to pay for some staffing components,”

said Plecas. “I want to be more cautious when we talk about flex money.” Plecas suggested council let the public know what they are spending the flex money on, and any funds left over at the end of the year be put into a reserve account. “I’m looking ahead to next year,” said Plecas. Coun. Jenny Stevens shared her concerns on council spending. She explained the stabilization reserve is low and said council has used the $500,000 in reserves for early debt repayment in 2016. She suggested holding off on hiring a second assistant fire chief, but it was not favoured by other council members. Mayor Randy Hawes supported the reduction of the flex fund,

and Coun. Pam Alexis proposed the removal of additional fee for service requests from three non-profit organizations, which totalled $12,450 or 0.4 per cent of the budget. Non-profits that applied received the same value as last year, any additional requests were denied, said Keri Onken, deputy treasurer. The value of an average Mission home is assessed at $390,500, and a 1.36 per cent increase would add another $24.64 to the property tax. Water and sewer rates are also going up two per cent, which is $16.71 for residents on a flat rate. Tipping fees at the landfill will also increase by two per cent. Council is expected to formally adopt the budget at an April 20 meeting.

‘Tremendous potential’ Silverdale lands could be sold in parcels Carol Aun MISSION RECORD

A move by Genstar and Madison development companies to offer more than 1,100 acres of land in Silverdale for sale last week should not change the development outlook for Mission, according to the Greater Vancouver Home Builders’ Association. GVHBA chief executive officer Bob de Wit said ownership will simply be in different hands. If the properties are sold in parcels, the land may be fragmented, but the result will benefit the consumer, he added. “When you have diversity, it’s good,” explained de Wit, noting different develop-

ers may have different plans on how to move forward. “A mix of density on this site would be great in terms of offering a variety of housing types that would appeal to a larger pool of potential home-buyers,” added Gavin Duffus, communications manager for the Urban Development Institute. De Wit also noted market conditions are strong now and whoever picks up the land will likely build sooner rather than later. Whether an international or domestic company buys the land, they will want a return on investment, said de Wit. The GVHBA has close to 800 members, and about one-quarter of

those companies are developers/builders that could be interested in the Mission lands, said de Wit, adding members are responsible for about 80 per cent of housing starts in the Metro Vancouver area. Genstar was a part of the GVBHA and de Wit hopes a local company will pick up the property because it would have similar business ethics and community values. Duffus added a development opportunity of this size is rare and there would be “tremendous potential” for an interested developer. “A development of this scale would bring much needed supply to the housing market and help address affordability,” said Duffus.

Cheering for the home team

Never underestimate the importance of sports to a community. Having an active population, with the facilities needed to support those activities, is a vital component to the overall health and quality of life in any municipality. Take the District of Mission for example. Sports has been in the headlines many times this past few weeks. From the planned creation of a much needed artificial turf field and skateboard park, to the newly formed sports council, the signing of a local football star (see page 11) and the Outlaws hockey squad’s impressive playoff run, sports has taken centre stage. Whether it be recreational or competitive, participant or spectator, sports has a way of bonding a community together. Take the Mission 2014 BC Winter Games. The event was a huge success that brought out the best of this com-

munity. The public, whether through volunteering or just acting as spectators, rallied around the games in a show of support. Now we have the chance to do that again, be it on a smaller scale. The four best junior B hockey teams in B.C. are in Mission this weekend for the Cyclone Taylor Cup provincial championships. The Mission Outlaws are the host squad and play every evening, starting tonight, for the next three days. Hockey fans from North Vancouver, Kimberley and Campbell River are coming to the community to cheer on their squads. It’s our job to show that same support for the Outlaws. Events like this don’t come often and Missionites should fill the arena to the rafters and show their pride. So let’s root for the home team, cheer on the players and support our community.

Treaty trouble has deep roots Tom Fletcher

W

hy did the B.C. government suddenly slam the door on their old friend George Abbott, after spending months recruiting him to head up the B.C. Treaty Commission? The instant media narrative, embraced by a shocked Abbott and then by NDP leader John Horgan, was that this was payback for grievances nursed by Premier Christy Clark from the 2011 B.C. Liberal leadership contest. Done on a whim, Horgan said after a week grilling Clark and Aboriginal Relations Minister John Rustad. Clark is suddenly a sore winner, lashing out, wrecking two decades of careful and costly treaty-making. Like many instant media narratives, this one makes no sense and is almost certainly wrong. If Clark was resentful about the roasting she received from leadership rivals Abbott and Kevin Falcon, she had an odd way of showing it.

She appointed Falcon as finance minister to drive a stake into the harmonized sales tax, and Abbott as education minister to fashion a pre-election truce with the ever-hostile teachers’ union. Both completed their unlikely tasks and retired as heroes of the party in 2013. Outgoing chief treaty commissioner Sophie Pierre was as dismayed as anyone at the news of Abbott’s demise. While the two were in transition meetings, Pierre learned that she was not being replaced, leaving the federal-provincial-First Nations Summit partnership of 22 years in a shambles. Clark went further when questioned by reporters about the sudden reversal. The future of aboriginal relations in B.C. may or may not include the B.C. Treaty Commission. “There have been some results, but four treaties in 22 years for $600 million is not enough result,” Clark said. “We have to be able to move faster, and we have to find a way to include more First Nations in the process.” That $600 million is mostly loans, from the federal government to First Nations to finance treaty talks. Of every $100 spent trying to honour the century-old duty to sign treaties across B.C., $80 is a loan from Ottawa, $12 is a

grant from Ottawa and $8 is a grant from B.C. The plan was for First Nations to repay their loans out of cash settlements made

There have been some results, but four treaties in 22 years for $600 million is not enough result. to them for 100-odd years of uncompensated resource extraction, which is now accepted as being contrary to British and Canadian law. It was the blunt-spoken Pierre who first acknowledged this hasn’t worked. Some of the 50 First Nations stuck at the treaty table have borrowed too much to go on, she said last year, calling for an “exit strategy” that forgives debt. The probability of the B.C. government

making this decision without talking to the federal paymaster is exactly zero. I’m told the province’s clumsy timing had something to do with Ottawa’s late demands. I asked Clark if her plan to settle land claims faster was anything like the 2009 attempt by Gordon Campbell’s deputy minister Jessica McDonald to negotiate a province-wide deal declaring aboriginal title. Clark sidestepped the question, saying only that the 150 B.C. First Nations not at the treaty table need a say and a solution too. (McDonald now faces a similar legal gridlock as the Clark-appointed CEO of BC Hydro, trying to build the Site C dam.) Pierre, a veteran administrator from the Ktunaxa Tribal Council in the Kootenays, made a prophetic statement when her term as chief commissioner was extended three years ago. She said if Ottawa isn’t prepared to give federal negotiators a realistic mandate on compensation and sharing of salmon rights, they should “shut ’er down.” Her advice may have been heard after all. Reader questions need for Silverdale project

Concerns aren’t dribble

I think it's rude for our Major Randy Hawes to refer to the repeated concerns of those who were opposed to Silverdale development as “dribble.” People usually dribble when their valid concerns are not being respected. And whatever happened to all our submissions to city council about what Mission means to us? I recall Randy Hawes recommending that these be put aside for the time being. Is this because he realized in reading all of those that he really doesn't represent “the community” of Mission in aiming to stuff in 33,000 more people into this beautiful corner of our province? Do we all want more shopping, greater traffic, and jams over our bridge? I don't. I chose to move here because it is calm and soothes my soul. I can't wait to drive out of Abbotsford or Maple Ridge and enter my town – my sanctuary. If Silverdale must be developed, it can at least be made less condensed and more in keeping with the historic homes and acreages of the area. We can choose to do it this way. This would make Mission one of the most desirable cities in the Fraser Valley: a city in the country – most people's dream, don't you think? Valerie Sprott Mission

have three existing gas stations in the space of one block in Silverdale. Most gas customers come in from Maple Ridge on the weekend to fill up with most local people going into Mission where the gas is one or two pennies a litre less at the big stores. The access to the Lougheed Highway at the proposed station is only about 10 feet east

of the Hayward intersection, making this piece of road even more dangerous for traffic, which hardly ever obeys the lower speed limit posted. There is no city water and sewer west of Nelson Street and a deep well would affect adjoining properties who are already challenged with water supply in the dry periods of the year. Under the previous

council there was a big push to limit carbon emissions and drive thru restaurants with petitions circulated. What has changed now? In regards to having access to fresh vegetables and fruits: two of the stations sell fresh food and coffee. The two local stores we had on Hayward Street and Silverdale Avenue both closed down due to lack

of support by the locals. Silverdale is a rural community with a rich cultural and agricultural history and there are still some farm gate sales and hobby farms. People outside the Silverdale community would not necessarily be aware of this as they are closer to the shops in Mission where they would shop. S. Barker Mission

There are several more worries than water regarding the proposed development in Silverdale. Firstly, why do we have an Official Community Plan (OCP) at great cost to the taxpayer if council insists on changing it for no compelling reasons given by any applicant. Good Friday is the Friday before Easter. It is remembered for the day that Jesus Christ paid the ultimate price and died for the sins of the whole world. On this day, Christians throughout the world reflect upon the great love that our Lord had for all mankind. He gave up His life for our sins, so that we may o b t a i n everlasting life. “For our sake He made Him to be sin who knew no sin, so that in Him we might become the righteousness of God” (2 Cor. 5:21). I sometimes think about the appropriateness of the term “Good Friday” being used to remember a day when Christ suffered, was crucified and died on the cross. However, I realize that Christ’s perfect sacrifice was our Heavenly Father’s will. It was for the good of the world that this ultimate sacrifice was made, and we will rejoice on Easter Sunday when we celebrate our Lord’s resurrection. It is said in the Bible that Jesus tells His followers: “And when I go and prepare a place for you, I will come again and will take you to myself, that where I am you may be also” (John 14:3).

Anti-violence programs funded Two organizations in Mission received funding from the province’s civil forfeiture program as part of B.C.’s Violence Free BC strategy. Mission RCMP received $28,050 to support the creation of Purple Rain, a pilot project within the RCMP focusing on domestic abuse. Their mandate is to provide oversight of offenders within the community, enhance victim safety and reduce further incidents of domestic violence in partnership with other community organizations. “The target team’s objective will be to reach out to hundreds of victims or potential victims of domestic violence in a meaningful fashion, and connect them with supports and services provided by our community partners,” said Mission RCMP’s domestic violence co-ordinator Const. Christine Day. “We will also be able to establish contact, oversight, and support

for numerous offenders. Hopefully by offering this type of outreach we will be able to connect the people with the appropriate services that will assist them to break free of the cycle of violence.” The Mission Friendship Centre’s Sisters Against Violent Experience program was also given $20,000. The program provides assistance to women who have experienced violence or abuse. “It takes an entire community to take a stand against domestic violence,” said Abbotsford-Mission MLA Simon Gibson, who made the funding announcement Monday. “We need to prevent abuse from happening in the first place and help victims get past destructive relationships.” This year, the B.C. government’s priority focus for civil forfeiture grants is on initiatives that address violence against women, and support the Violence Free BC strategy.

It has been an active year for the Mission Hospice Society. The group held its 30th annual general meeting on Thursday night and outgoing president David Goodier told attendees the “future looks very bright going forward.” Goodier said the society has “good control” over the budget, fundraising events have been successful and the group has expanded its support services and has seen an increase in the number of people attending their programs. “I think the biggest success was the fact that we have settled into the house (the Rock Family Hospice House), we have very good staff who are excellent at doing their jobs and our programs are growing.” As part of the AGM, it was announced that the Rock family is intending to gift the house to the Hospice Society. “They are just working on the details, but that is their intention.

The Mission Hospice Society held its 30th annual general meeting last week. Nothing is said and done yet,” explained Angel Elias, executive director of Mission Hospice. If the gift of the house is completed, it will eliminate the need to pay rent, providing more funds for programs. “It means everything. It means we can hire another program developer, we can offer more programs and services to the community, we can expand our services to the community. It’s endless,” said Elias. Hospice has been using the house, owned by Cliff and Marjorie

Rock, since June of 2013. With 2015 marking 30 years of serving the community, Elias says there are big celebration plans in the works. “We have our annual gala coming up April 25, we have our Ride For Hospice August 16, we have our Hike for Hospice September 20 and we have a couple of other special events that are to be announced.” AGM BUSINESS: According to the treasurer’s report, the Mission Hospice Society is in a strong financial position. Jesse Walker is going to be a Bison. The 18-year-old Mission Secondary football sensation has committed to joining the University of Manitoba football team next season. The star quarterback made his decision official last Thursday. “All through Grade 11, I started getting offers from tons of CIS

(Canadian Interuniversity Sport) schools and then I went to camps during the summer,” said Walker about the decision process. He talked to dozens of schools, both in Canada and the U.S., before making his choice. “I just decided, I’m going to stay here (in Canada), this is my home.” Walker said choosing the Manitoba Bisons was easy.

“It just felt like family. I feel comfortable going there.” While Walker played quarterback for Mission, the plan is for him to take on a receiver role for the Bisons. “I’m 100 per cent ready to go and I’m ready to start working hard.” Walker will also be studying criminology at the university. According to the university’s website, Bisons’

head coach Brian Dobie said Walker “is an impact and dynamic player that will be a game changer.” He also said Walker “has been one of the most highly sought out recruits across the country over the last couple seasons.” Sports has alway come easy for Walker, who didn’t start playing football until five years ago.

His father didn’t want him to play football, because of the contact. Walker already played basketball and track and was moving up in the soccer ranks. But football was the sport he wanted to play. “I remember the first game I stepped on the field in Grade 8. I scored like five touchdowns and ever since then I thought this is my game. This is what I’m going to play.” At the time he played running back, but in Grade 10, the team needed a quarterback so Walker stepped in. They won a championship ring that year. Walker wasn’t a bad thrower, but it was his legs that really set him apart from other players. “My speed is my biggest part of my game, I just run.” Mission Roadrunners football coach Danny Jakobs called Walker the “most athletic athlete” he’s ever coached in his 30 year career. “He can play any position he wants. He’s just dynamic with the ball when he runs with it. Whether that be as a receiver or a running back or a returner.” Kevin Watrin, who also coaches with the Roadrunners, said Walker is a gifted person off the field. “He’s been a real positive leader in the locker room with the players. He motivates other kids to do their best... He’s a great kid to be around.” Walker now has to get ready to head out to Manitoba, although he isn’t sure when that will be. He will either attend spring camp, or leave in August.

“I think that goes to show that he’s [Dalton] more focused on himself than his constituents,” Hale said. She wants an MLA who is willing to fight for, and advocate on behalf of constituents. Dalton said the new recall is one of many going on in B.C. There are people who would launch a recall cam-

paign within weeks after an election, he added. “I’m focused on doing my job as an MLA and serving my constituents.” He’s now sitting as an independent while he pursues the Conservative federal nomination. So far, about 45 canvassers are ready to hit the streets this spring to collect the names.

Outlaws eliminated MISSION RECORD

One look at the players faces and you could see how much losing the league championship hurt. The Mission Outlaws junior B hockey squad gathered together on the ice, many on one knee, heads down and a look that said disappointment, devastation and even a little resentment as the North Vancouver Wolf Pack celebrated their championship on the Mission Leisure Centre ice. The Outlaws long playoff run ended, one game to soon, as they lost the Pacific Junior Hockey League title four games to two after a 3-2 loss on Friday night. The squad may be down, but they aren’t out. The Outlaws are the host team for the 2015 Cyclone Taylor Cup – the provincial hockey championship tournament – and will join the league champion North Vancouver Wolf Pack along with Vancouver Island champions the Campbell River Storm and the Kootenay champs the Kimberley Dynamiters, in a four team round-robin event. The Cyclone Taylor Cup runs April 3-6 at the Mission Leisure Centre. Outlaws head coach Brad Veitch said while the squad didn’t win the league, they have shifted their focus to the provincial crown. “We have to get off to a real good start Friday night at home. We have to come out firing,” he said. The squad, which battled through a nasty bout of the flu in the final playoff round, is getting healthy at the right time. Veitch

expects to have 90 to 95 per cent of his squad healthy and ready to go. While every game in the Cyclone Taylor Cup is important, the Outlaws won’t need any motivation on Saturday, when they have a rematch with the Wolf Pack. “It definitely would be some redemption. They did take the championship away from us so if we can take them out in the Cyclone Taylor, that would be fantastic.” However the weekend provincial tournament turns out, Veitch said he can’t be anything but happy with how the season has gone. “This is a massive success for this franchise. We’ve never won a playoff series before. We’ve never finished above .500. This has been the most successful season for this franchise,” he said adding

At home, surrounded by her loving family, Ida left us peacefully. She is predeceased by her husband Walter and her granddaughter Kristy. Ida is survived by her children, Doris, Susan, Richard and Roland, daughter-in-laws Karen and Liz, grandchildren, Alicia, Nicola, Michelle, Laurissa (Ken), Amy (Andrew), Jeremy, Ryan and great grandchildren, Olivia and Madix. She is also survived by her three siblings, Sammy, Hanna, and Hans Blapp and families in Switzerland. Ida Blapp was born in Volken, Switzerland and married Walter Hatt in 1949. The couple spent their honeymoon travelling to their new home in Agassiz, BC. Ida spent the rest of her life living on the farm they had purchased, raising their four children and growing the farm. She enjoyed travelling to Switzerland to visit her friends and family, and to other parts of the world, meeting many new people and making friends everywhere. Many thanks to the wonderful people at Abbotsford Dialysis Clinic, Dr. Rahimi and her many caregivers over the years. A memorial service will be held at the Agassiz United Church on Monday, April 6 at 11:00 am. Donations in her memory may be made to the Agassiz United Church, Canadian Kidney Foundation, the Canadian Diabetic Association or the charity of your choice.
