Taking a similar position as Cumberland, Comox council adopted an amended version of the declaration of the right to a healthy environment Wednesday at the committee of the whole meeting. Yakelashek said the end result is to ask the federal government to amend the Canadian Charter of Rights and Freedoms to guarantee the right to live in a healthy environment. Coun. Hugh MacKinnon said the original declaration - which asked the Town of Comox to apply full-cost accounting, the precautionary principal, consider targets and timelines by Dec. 31, 2015, amongst others - might be better for consideration at the Association of Vancouver Island and Coastal Communities convention, (which takes place in Courtenay April 10-12) or at the Union of B.C. Municipalities meeting.

Survey aims to assist at-risk youth in Comox Valley Scott Stanfield Record Staff
The Wachiay Friendship Centre, in conjunction with the John Howard Society of North Island, has developed a survey to assist at-risk youth who are transitioning to adult services. Results will help several community agencies develop programs to help a large population of Valley youth and young adults who are not well supported or connected with the community. The Have Your Say survey is intended to gain insight from those in the 15- to 24-year age bracket as to what they’d like to see in their
community. “There’s a huge gap between youth supports and adult supports, and what’s expected,” said Allison Abraham, FASD (Fetal Alcohol Syndrome Disorder) keyworker at Wachiay. “My position sees a lot of those gaps because it’s developmental age versus chronological age. “Because we are a friendship centre, we are a connect for a lot of aboriginal youth when they come from North Island,” she added. “We are sometimes that first connect for people when they’re not sure where else to go. The whole idea is that continuity, getting them used to being parts of groups, reaching out
to adults to support them at a young age.” The John Howard Society sees similarities in terms of youth in transition. “They have a soft shoulder for a lot of the youth they support,” Abraham said. “There’s a lot on their plate at that young age, and they really do need that guidance still.” She’s hoping to receive more than 300 completed surveys by June, ready for implementation by summer or September. “We’re all doing this off the side of our desk to create a safety net for those in that age bracket,” Abraham said, noting a greater presence of youth at the library and soup
kitchen. “We’re trying to reach as many youth as possible, especially the ones that aren’t connected.” Surveys are available at Wachiay, the Courtenay Library, AIDS Vancouver Island, John Howard Society, Cumberland Community School drop in, the LINC, the Job Shop, Lewis Centre, soup kitchen, Ministry of Children and Family Development, Adult Mental Health, MSDSI (social assistance office), Transition Society and the Salvation Army shelter. City taking next step in Braidwood project Call for design, development and operating proposals The City of Courtenay is inviting non-profit societies to submit proposals for the design, development and operation of an affordable or supportive housing project on a cityowned site at 810 Braidwood Rd. Courtenay CAO David Allen said the housing project has been identified as the top strategic priority for the current council term. “We’ve been looking forward to this day,” said Allen. “Launching the request for proposals is a huge step for this project. It’s important for the city and the entire community. There’s still a long way to go, but we’re very eager to see the submissions.” The city, along with social planning consultant John Jessup, consulted with the Comox Valley Nurses Network, AHERO and BC Housing on the request for proposals. Proposals will be reviewed by a working group including representatives from the City of Courtenay, the BC Non-Profit Housing Associa-
tion and Island Health. Interested societies may wish to partner with other service providers (non-profit organizations or public service agencies) to provide a range of housing solutions and services. The successful applicant will need to design a community and neighbourhood consultation strategy as an essential part of the process. The Province of BC, through BC Housing, has provided a $50,000 Proposal Development Funding loan toward the design and development of the project — $10,000 of which has been put towards social planning consultant fees. The remainder would be available to the successful applicant to support their proposal. The city would provide a rent-free 60-year lease on the property to the successful applicant, and would also consider paying for municipal fees and charges. To assist with making the project financially viable, property tax forgiveness would also be an option for a limited time period. The RFP is posted on the City of Courtenay website at www.courtenay.ca/bids, as well as on BC Bid. Submissions must be received by May 19 at 2 p.m.

Local businesswomen share Top 20 Under 40 honour Ryan Parton Contributor
The Comox Valley was well represented at the third annual Vancouver Island Top 20 Under 40 Business & Community Achievement Awards, with two local businesswomen taking home some new hardware. Kristen Pronick, coowner and president of Axis Heating + Cooling, and Angela Zumbo, Accredited Mortgage Professional and owner of The Mortgage Centre – Your Island Mortgage Team, were recognized at the event, held in Courtenay last month. Chosen from 100 nominees for qualities such as achievement, business judgment, leadership and community involvement, both women were pleasantly surprised to receive the honour. “I was just happy to be in the company of such worthy nominees,” says Pronick. “To actually win was quite a thrill — and a bit nerve-wracking having to make a speech in front of 300 people!” Pronick nonetheless welcomed the opportunity to thank her parents, who started the second-generation business more than 25 years ago, as well as her husband and coowner Mikhail, their clients and their staff. “We have some of the best people in the industry, and I couldn’t do what I do without them,” she admits.

Clark a social media mess
W
ould somebody in the Liberal office please take control of Christy Clark’s Twitter account? Close it. Vet it. Do something with it; just stop her from using it. Our esteemed leader is becoming less esteemed every time she takes to social media. Last week was a particularly bad week for Clark and her use of 21st century media. First she posts a picture to Twitter, letting all her followers know how proud she was to have found a keepsake album from Rolf Harris - the disgraced UK entertainer currently serving a 69-month sentence for indecent assaults on four teenage girls. “Giver her a break,” and “she didn’t know” were some of the (very few) comments coming to her defence. We find it hard to fathom that such a big fan of Rolf Harris would have no idea that he is in jail. And while perhaps she can justify not knowing Rolf Harris’s whereabouts, not knowing the reason for Good Friday is a little more concerning. “Good Friday reminds us that hard work and sacrifice are rewarded. I hope you have a restful and meaningful #Easter long weekend.” Yes folks; Christy Clark mistook Easter for Labour Day. Either that, or she believes that hard work and sacrifice should be rewarded with crucifixion. Politicians give the media plenty of fodder for questioning their common sense during their dayto-day activities. But Christy Clark has taken the challenge to a whole new level. Our premier has a serious case of foot-in-mouth disease. Remember when the favourite retort of those caught in an embarrassing situation was to claim they were misquoted? Recording devices (and journalists smart enough not to erase them) put an end to that. Nowadays, the popular argument among those unwise enough to engage in social media before letting their brains process their work is that their Twitter accounts were hacked. There will be non-union construction firms, some of them owned by aboriginal communities in the north. There will be contractors affiliated with the Christian Labour Association of Canada. The BCYT hopes to set wages and conditions for them all, and influence Ottawa’s temporary foreign worker program to boot. McDonald and Premier Christy Clark have politely told them to pound sand. Their formula would add millions in costs to the project, driving up BC Hydro rates even more than they are already rising. BC Hydro has already done dam upgrade projects using a “managed open site” model and it’s not inclined to return to the era of W.A.C. Bennett as Sigurdson demands. Sigurdson makes a valid point that when two concrete masons compare paycheques on the Site C project and one sees he’s making $5 an hour less, he won’t be happy. He will want the higher rate, and the BCYT is taking BC Hydro to court to ensure they can recruit new members on the site. It looks like a hot summer ahead. ND spokesman takes issue with Fletcher column Dear editor, Re: Recent treaty trouble has deep roots (Fletcher column, April 2). No one would disagree that the B.C. treaty process hasn’t been as successful as hoped. Indeed, there are also many First Nations who think it is the wrong process of reconciliation altogether. However, that doesn’t excuse Premier Christy Clark’s recent decision to blindside B.C.’s treaty partners by refusing to appoint George Abbott as head of the B.C. Treaty Commission. Although it might be comforting to think that Premier Clark’s
reckless behaviour was done in consultation with the federal government, there is simply no evidence to suggest that. Not only did Jerry Lampert, the federal government’s appointee to the treaty commission, say Ottawa was as surprised as the other parties to the process, but on March 26, NDP Leader John Horgan stood in the legislature and asked Premier Clark three times whether she had discussed her plans with the federal government, and she did not contradict the words of Mr. Lampert. If the B.C. Liberal government has a grand plan for reinventing the treaty process, they aren’t
sharing it with any of their constitutional partners. B.C.’s approach to reconciliation needs to be re-energized so that First Nations, resource workers and those seeking to bring new investment to B.C. can have certainty. This means not only fixing the treaty process, but doing more work to find a way forward with First Nations who have chosen a different path. That means working together, not going it alone.

Concerned citizens discussed country's future; politicians stay away Dear editor, I am a retired police officer and can hardly be described as a placard-toting radical. The thought of “civil disobedience”, in my opinion is still breaking the law. That said, I attended a forum at the Florence Filberg Centre on Thursday evening, March 26 where a discussion pertaining to trade agreements and treaties was presented by Alice de Wolff, the local chairperson for the Council of Canadians, Brenda Sayers of the Hupacasath First Nations and finally Ellen Gould of the Centre of Policy Alternatives. At the end of the presentations, I was left with a profound sense that our sovereignty as a nation is at risk and that the effec-
tiveness of our high courts to intervene in disputes between corporations, governments (at all levels) and nations could very well be superseded by tribunals. These are not agreements where “I buy your corn and you buy my wheat” but rather these agreements enshrine investor rights and corporations as if they were persons. The proposed agreements involving European nations on one hand and Pacific Rim nations on the other will affect our way of life and our children’s ability to earn a living in the future and yet our federal government moves ahead on these treaties in secrecy with only minimal information being released prior to ratification.

To the naysayers, Ms. De Wolff, Ms. Sayers and Ms. Gould point to the province of Newfoundland where taxpayers were forced to pay AbitibiBowater $130 million in such a dispute over water and timber rights. For those involved in the softwood forestry industry, how has NAFTA worked for you? I say again that these treaties will
potentially affect our municipal governments’ and provincial governments' ability to enter into contracts and also unions and local businesses may well find themselves competing against foreign corporations for jobs here at home. So I am left with the question: why were there no MP, MLA, city council members or rural directors, unions
or businesses in attendance at this most important information meeting? Where are your voices in all of this? Once our federal government ratifies these agreements, it will be too late as Ms. Sayers has witnessed. Perhaps it is time to pick up a placard! Warren McDonald Comox Valley

Dear editor, On my first trip to the landfill on Bevan Road last December, I was surprised by the amount of litter between Cumberland and the entrance so I decided to collect it. It took a few hours a day for about two weeks and in total, there were about 15 bags, and lots of recycling including cardboard, Styrofoam, and metal. I was disappointed to learn I would have to pay the tipping fee to get rid of it at the landfill. It turned out that

Special to The Record
The Evergreen Club commemorates the 100th birthday of the City of Courtenay with a play written and directed by their very own Betty Annand. Betty has written comedy plays for the Evergreen Club’s drama group for more than 20 years. She is also the author of Voices from Courtenay Past, a book of memories collected from 94 pioneer families along with 400 old photographs (some of the wonderful stories in her book encouraged her to write this play). The play is produced by Phil Parmley, who also oversaw the set design along with his wife Val. The two-act play is centered on the Piercy farm, which was located at the present site of Vanier School and the Comox Valley Exhibition grounds. The house was situated where the curling rink now stands. The door of the Piercy’s
large and stately home was always open to friends and strangers. Travellers always stopped at Sam and Belle Piercy’s to rest their horses and enjoy a meal or two. The farm was a social centre of the community. One well-known pioneer Betty has captured in her play is Jessie McQuillan, whose father, Reginald Carwithen, was one of the first three settlers in the Valley. Other names include Margaret Urquhart, Barbara Dingwall, Rosebud Anderton, Belle Piercy and her two daughters, Maida and Maggie, Joseph McPhee the founder of Courtenay and the city’s first mayor, Dan Kilpatrick, as well as young Malcolm Morrison. The remaining characters in the play are a colourful assortment all created from the author’s imagination and any resemblance between them and real pioneers is purely coincidental! The play has a cast of 14 with ages ranging from eight to 94 and comprises mainly Evergreen Drama Club members.

A short musical presentation follows the play, featuring some fiddle tunes of the period with local musicians Glen Hubert (fiddle), Bob Casavant (rhythm guitar), Art McMartin (bass guitar), and Harold Mosdell (piano). Local soprano Jacqueline Lambeth and Walter Jordan combine with the cast to sing some popular songs of the era. The cast also features three local children who make their stage debut: Eric and Loralie Bell, and eight-year-old Emma Casavant, who promise to delight the audience with their singing and acting. Prior to each performance there will be a presentation of old photos of Courtenay and area, prepared by Ken MacLeod, on a large screen to the piano-playing of Donna Bews of the Evergreen Club Choristers. Members of the audience are invited to dress up in costumes of the period. The play will take place in the upstairs Conference Hall of the Florence Filberg Centre. There will be two performances, a matinee at 2 p.m., Wednesday, April 22 (doors open at 1:30 p.m.) and an evening performance 7 p.m., Thursday, April 23 (doors open at 6:30 p.m). Refreshments will be served during each intermission and door prizes will be drawn at both shows. Tickets are $10 and are available from the Florence Filberg Centre, 411 Anderton Ave. Courtenay and (if available) at the door. FMI call Courtenay Recreation’s Filberg office at 250-3381000. A portion of the proceeds from the show will help support two worthy charities – Dusk to Dawn, which assists in finding housing for homeless people, and the Medical Van, which provides medical help to the needy, including residents of Maple Pool. Cumberland hosting Island Cup races Gunter nominated
for a pair of awards
Cross-country on April 12, then downhill on April 19 Some of Vancouver Island’s best mountain bikers will be making their way to the Comox Valley this month as Cumberland hosts two Island Cup races that also promise to attract a strong contingent of local riders. Elite cross-country riders, as well as amateurs, kids and weekend warriors will test their mettle on Sunday, April 12 at the Cumberland XC, hosted by the United Riders of Cumberland (UROC). The third race of the Island Cup XC series and Cumberland’s first race of the season, the Cumberland XC will feature a great new course for racers, as well as a fun supervised group ride for children. The Cumberland XC is open to riders of all ages and abilities and starts at noon on April 12, with check-in by 10 a.m. at Cumberland Village Park. A week later, on April 19, downhillers will get the chance to showcase their skills at the Dodge City DH, the only downhill race on the Island this year. Like the XC event, the Dodge City DH is hosted by UROC and is open to riders of all ages and abilities, although full-face helmets are mandatory for all racers. This year’s race features an updated course and a single crown fork category. The race starts at 1 p.m. on April 19, with shuttles and sign-in beginning at 9 a.m. at Cumberland’s Chinese Heritage Park. Participants of both events will be treated to a well-deserved free barbecue, and all riders will have a chance to win several sponsor-donated prizes. Registration is $30 for the XC race and $50 for the DH. Riders under 12 can participate in either event for free. Riders must pre-register online for these events The mountain bike race season in Cumberland gets underway with the Cumberland XC on April 12 followed by the Dodge at unitedridersofcumberland.com – United Riders of Cumberland City Downhill on April 19. Brad Gunter has been nominated for a Thompson Rivers University WolfPack Division of Athletics and Recreation 2014-15 major award. Gunter, a G.P. Vanier grad who just completed his fourth season with the men’s volleyball team, is nominated in the TRU Sports Task Force Athletes of the Year category. The award is based on outstanding performance on the field or court. In addition, the Newcomer of the Year, Community Award and Directors Award BRAD GUNTER were announced at the awards banquet, April 2 at the TRU Campus Activity Centre’s Grand Hall in Kamloops. The list of winners was not available at press time. Meanwhile, Gunter is one of three members of the TRU WolfPack named as finalists for the 2014 Kamloops Sports Council Awards. Gunter and basketball head coach Scott Clark were two of three finalists named by the Sports Council Awards committee. Gunter was the Canada West and CIS Player of the Year, a first team all-star, first team All-Canadian and played for Canada’s Senior Men’s “B” Team in 2014. He was recently named the Sport BC University Athlete of the Year. Clark led the WolfPack men’s basketball team to their first-ever Canada West playoff appearance. The other nominee for the University Athlete/Team/Coach of the year is football player Jacob Bigham who attends University in Idaho. The Canadian Junior Nationals freestyle ski championships opened April 1 at Silver Star Resort in Vernon with three Mount Washington athletes competing in slopestyle. Dillan Glennie finished third in F!6, Sarah Rocque was fourth in F14 and Todd Heard placed 14th in M16.
“It was a fabulous day u n d e r c r a z y weather s k i e s f r o m bright and sun- heard shine [to] high winds and snow,” an event spokesperson said. “The slopestyle comp was very exciting and we got a second chance to see
some crazy action as the U18 and U20 was moved to Thursday in the Rock Star Park. The Mount Washington Freestyle Club athletes had a busy week. Scheduled to compete in big air on April 2 were Heard, Glennie and Rocque. VISAS team shines at Silver Star
Vancouver Island Society for Adaptive Snow Sports racers found snow and posted great results at the Western Canadian Para Alpine Championships, March 19-21 at Silver Star Resort in Vernon. For the VISAS alpine racers and snowboarders, it was their first chance to train and race as a team since early February. Friday was a “Building Our Best” training day, given by a provincial coach from the BC Association for Adaptive Snowsports. In spite of very little training, all team members put in great races in the Slalom and Giant Slalom events on Saturday and
Sunday. Conditions were tough on Saturday because of a wet snow storm moving through, but Sunday brought colder snow and sunshine. The team was able to ski with racers from around the province, renewing old friendships and making new ones. A special congratulations goes to former teammate Melissa Pemble, now racing with the provincial development team, who put in the fastest combined time on the Giant Slalom course. Lillian (Lily) Jullian Williams passed away peacefully in her home on March 28, 2015 surrounded by family and her close friend Mary. Lily was born in Three Hills Alberta on Nov 17. 1929. She married husband Edward (Eddie) Williams of Cumberland in 1948. Lily was a talented artist and fond of bingo, baseball, gardening and spending time with friends and family at the family cabin. She was predeceased by brother John Pavlik and husband Eddie Williams. With deepest sorrow we announce the passing of our beloved Lorena – mother, friend and mentor. Predeceased by first husband Donald Alan Ramsay in 1977 and second husband William Jacob Schmidt in 2015. Left to mourn is a large extended family of children, grandchildren, great-grandchildren, friends and colleagues. Lorena was always quick to turn new friends into members of her family. Born and raised in Esterhazy SK, Lorena moved to Winnipeg MB in 1953 to marry Donald and raise 3 children. After Donald’s death, she and William married and started a new blended family. They moved to Denman Island BC in 1985. In 1986 they moved to Union Bay BC to operate The Highwayman, where Lorena continued to make many more friends and was a big supporter in her community. She will always be truly and deeply missed by all. A celebration of life will be held at the Union Bay Community Club on Sunday, April 12, 2015 at 2:00 pm. A second private memorial will be held in Winnipeg at a later date.
