City to engage community in homeless project The city wants to hold a community meeting to allay any uneasiness over a proposed Sobering Assessment Centre for the city’s homeless. Elle Brovold, the city’s facilities and supply management property manager, said concerns were raised shortly after it was made public that the city had swapped its property on Dogwood Street next to the fire hall with Discovery Chiropractic’s land at 1180 Fir Street. As part of that agreement, the city is expected to enter into a Licence of Occupation agreement with Campbell River Family Services in order to establish a Sobering Assessment Centre on the Fir Street property. “Following the release of this information, the city was contacted by several businesses located near the proposed site of the Sobering Assessment Centre with concerns regarding the establishment of such a facility,” Brovold wrote in a report to council. “The purpose of the public engagement would be to educate the community on how this type of facility would function and to hear potential concerns/ impacts with respect to the establishment of this facility at 1180 First Street.” Paul Mason, a program co-ordinator with Family Services, told council last June that the Sobering Assessment Centre, which is not the same as a shelter, would serve to assess clients and get them in to an interim bed until they’re fit to go into the Evergreen Shelter, which requires clients to be clean and sober. Mason at that time said the goal would be to have the Sober-

ing Assessment Centre open 24 hours a day, 365 days a year and it would “provide a valuable link between the homeless and community service providers.” Brovold wrote in her report that while the city doesn’t foresee any problems with such a facility, there are conditions the city can impose to make the facility more attractive. “While staff feel that the Sobering Assessment Centre is not likely to attract abnormal users to the area beyond anything that exists currently, there may be some conditions that could be incorporated into the Licence of Occupation agreement that would allow the city additional site control, i.e. requirement for the installation of additional lighting, establish restricted operation hours, etc.,” Brovold wrote. She added that once

the city identifies the concerns associated with the centre, through community engagement, the city may also be able to reduce the neighbourhood impact by incorporating Crime Prevention through Environmental Design elements on the property.

Larry Samson said not everyone is able to use the drop-off centre. “Not everybody has a truck to go up to the end of Willis Road and up to Quinsam Crossing and dump their stuff there,” Samson said. “Not all seniors have the ability to throw it in the back of their car. “These clippings, they end up on our logging roads, they end up in our parks, they end up in dumpsters, so I would like to see this service brought back.” Council was expected to receive Zirnhelt’s report and discuss yard waste expansion options at its Tuesday meeting after the Mirror went to press.

City council is considering expanding the city’s curbside yard waste pick up program to provide year-round service. The city has received $124,000 from MultiMaterial BC (MMBC), which is responsible for the city’s recycling program, and those funds would offset the cost of extending yard waste pick up to up to nine months of the year. Amber Zirnhelt, the city’s manager of long range planning and sustainability, said that having weekly curbside yard waste pick up from April 6 to November 27 in 2015 and 2016 would cost the city $83,421 and providing the service weekly from April 6 to December 31 would cost $120,698.

“ There would be a d e q u at e f u n d i n g available through the MMBC funding to cover the cost of this service expansion in 2015/2016,” Zirnhelt wrote in a report to council. “However, if council elects to offer year round yard waste collection in 2016, additional funding will be required.” To expand the service from January 1 to December 31 for next year would cost $23.29 per household per year. The city currently offers curbside yard waste pick up for two months in the spring (April 6 to May 29) and two months in the fall (October 5 to November 27). Residents can also take their branches and prunings to the Yard Waste Drop-Off Centre

A change of heart on mailboxes There has been a lot of talk recently about Canada Post’s move to convert all homes to community mailboxes. Two weeks ago, council heard two presentations – one by Gille Chagnon, Canada Post’s manager of municipal engagement, and one by postal workers Monica Judd and Brigid Pomeroy. ºA full house turned out at that meeting to listen in. I will admit, at first my thoughts strayed towards ‘why are people so upset about this, many people in Campbell River are already using community mailboxes.’ I myself used a community mailbox for nearly all of the years I’ve lived in Campbell River. When we moved a year and a half ago to the house we’re in now, it was the first time in nearly 16 years that I got to enjoy home delivery. But before the anti-community mailbox faction comes for my head, I will also admit that as I listened to Judd and Pomeroy’s presentation to council, I quickly realized there’s a lot at stake. Then there’s the city. One councillor I spoke to following that council meeting is concerned about the possibility of having to lay new sidewalks so people can access the mailboxes and about the safety of people having to pull over on a busy street, such as Alder or Dogwood, to collect their mail from the communal box. The city may also feel obligated to put in street lights if some boxes are located in an area that’s particularly dark or unsafe. Canada Post has provided the city with a list of proposed locations and city staff is currently reviewing those sites. Let’s hope they get it right because so far there has been minimal consultation with the public from Canada Post, other than a survey that told us we would be getting community mailboxes whether we like it or not, but what kind would we like? It’s an unfortunate situation and I’m sure the community will adapt, but I truly feel for the hardworking letter carriers that stand to be out of a job and as Judd put it in her presentation to council, were blindsided.

City declines solo bid to host Seniors Games KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

Campbell River won’t host the 55+ BC Games (formally the BC Seniors Games) any time soon as a potential partner has bowed out. The city was invited in February to submit a bid proposal to play host in either 2017, 2018 or 2019. Lynn Wark, the city’s recreation and culture manager, reported back to council at last night’s council meeting that

Campbell River does not have the required facilities to play host on its own and would need a partner. The problem is, the Comox Valley – which Campbell River teamed up with in 2010 to host the seniors’ games – isn’t interested. “Staff contacted the Comox Valley Regional District (CVRD) general manager of community services to discuss the potential for submitting a bid to host the 2017, 2018 or 2019

games,” Wark said in her report to council. “He informed staff that at a meeting last year, made up of recreation practitioners from the CVRD, Campbell River, Courtenay and Cumberland, the consensus was that after hosting the games in 2010, bidding on anything within the next few years would be very challenging.” Wark said that with the Comox Valley already playing host to several upcoming events, it just wasn’t practical.

ation and culture department staff is recommending that we delay applying to host another 55+ Games until a later date.” The Games is a multisport event which has the potential to generate more than $2.1 million in economic spinoff for host communities. The last time Campbell River co-hosted the games, approximately 3,300 athletes – plus coaches and officials – participated in 28 competitive games and sports

including badminton, cycling, darts, bowling, slo-pitch, tennis, disc golf, bocce ball, bridge, pickleball, one-act plays, and track and field. Campbell River hosted 12 events while the Comox Valley hosted the remainder. Communities that are chosen to host the Seniors Games are provided with $85,000 from the B.C. Ministry of Community, Sport and Cultural Development to help with the cost of hosting.

Discovery Chiropractic has officially taken possession of a highprofile piece of land involved in a land swap with the City of Campbell River. The site in question is a gravel parking lot next to the fire hall at 1241 Dogwood Street and which housed the Extreme Weather Shelter over the last two winters. The owners of Discovery Chiropractic, which gave their existing site at 1180 Fir Street to the city, plan to construct a new building approximately 3,600 square feet in size on the Dogwood property. Kathleen Wilker, city planner, said the building is expected to cover 22 per cent of the downtown lot, and the remaining 78 per cent would be filled with 26 parking stalls, garbage and recycling, pedestrian circulation and landscaping. “The proposed site layout makes good use of the property shape, existing site conditions and fits in with the surrounding area,” Wilker wrote in a report to council. “Locating the building in the northwest corner of the site allows for efficient parking layout as well as good vehicle and pedestrian traffic flow through the site. The proposed driveway locations onto both Dogwood and Cypress Street facilitate safe access and egress into and out of the site.” The owners of Discovery Chiropractic made the land exchange deal with the city last summer – a move that was approved by city council at an in-camera meeting on August 12 of last year. Under the agreement, Discovery Chiropractic will also give the city an $86,000 cash payment in addition to its Fir Street property. The owners of Dis-

covery Chiropractic took possession of the Dogwood Street property on April 1 and are eager to build a new, bigger and better building. “The rationale for the proposed development includes Discover y Chiropractic’s need for a larger, more modern facility to grow our business, and be better able to serve Campbell River and area,” wrote the owners Dr. Richard Cronk, Dr. Joshua West, and Dr. Sandra Jensen in a letter to the city. “Currently the proposed lot, which is located on a busy street, is used as a dirt parking lot and a location for a temporary homeless shelter. A new, modern, aesthetically pleasing building, with a balance of parking and landscaping would greatly enhance the downtown core.” The building is proposed to follow a contemporary west coast theme design with shed roofs, large fir posts and

beams, and contrasting warm colour combinations, with colour changes on the trims and details. “By including and incorporating these elements into the design, they create an attractive building with eyecatching focal points, visual rhythm and flow,” Wilker wrote. “The front face of the building presents a welcoming, inviting feel leading you around the side to the main entrance.” City staff were recommending council approve a major development permit for Discovery Chiropractic – to facilitate construction – at council’s Tuesday meeting which took place after the Mirror went to press. Wilker said the proposed development concept meets the design guidelines of the city’s Official Community Plan while fulfilling the necessary requirements to run and operate a chiropractic clinic.

Campbell River Singers are ‘In the Swing’ this spring The Campbell River Singers will share the stylings of artists ranging from Mozart to Elvis when they present their annual spring concert, In the Swing, Sunday, April 26 at St. Peter’s Anglican Church. Conductor John Montgomery and Assistant Conductor Shelley Roberts have chosen a wide variety of musical selections to appeal to many tastes and moods, and several special guests will spice the afternoon. “In the Swing” is taken from the Megamix Medley of the same name. This selection will take you back to the fifties

and sixties with “(American) Bandstand Boogie”, Elvis’ “Jailhouse Rock”, “At the Hop”, and “It Don’t mean a Thing (If it Ain’t Got That Swing)”. You’ll want to ‘put another nickel in the nickelodeon’ for “Music! Music! Music!”, and hum along to selections from Gershwin, and Rodgers & Hammerstein. A variety of folk songs from Canada, U.S., Australia and Ireland, as well as rousing spirituals, will raise your spirit and set your toes to tapping. Local musicians Jack Clark on percussion, and Dan Montgomery on Bass, will accompany

Antics Dinner Theatre is celebrating its 14th year of entertaining local audiences. Young and her troupe will be provide a hilarious glimpse of what happens when you fail to double check a church bulletin. This concert will be dedicated to the memory of Walter Niederberger, a long time member of the bass section. It begins at 2 p.m. at St. Peter’s, on the corner of Dogwood and Pinecrest. Calver documentary to be screened on Quadra Fresh off its debut screening in Campbell River, a documentary on the life and work of Quadra Island artist Richard Calver is coming to his home community Wednesday, April 22, at Quadra Library. Richard Calver: A Life in Print, was cre-

ated by Ken Blackburn of the Campbell River Art Council and Marjorie Greaves of Shaw TV. The 40-minute film gives viewers a glimpse into Calver’s creative process and inspiration. The film premiered with a screening in February at Campbell River Art Gallery.

Calver was born in England in 1946 and moved to Canada at age 19, settling on Quadra Island. The turning point in his artistic life came in his 30s when he met renowned artist Sybil Andrews in Campbell River. Andrews is famous

worldwide for her linocuts – a printmaking technique in which a sheet of linoleum is used for the relief surface. Inspired and encouraged by Andrews, Calver soon became more serious about his art and purchased his own linocut tools.

Nordics shine at cross-country Nationals Campbell River, Black Creek, and the Comox Valley were well represented at the recent 2015 cross-country Ski Nationals held in Thunder Bay, Ontario. Eight athletes, all members of the Strathcona Nordics race team, made the trip and enjoyed a week of intense, high-caliber racing against the best skiers from across the country, including several National Team and World Cup racers. Andrea Lee from Black Creek, currently training with Michigan Tech University, had an excellent week. Lee’s top performances include a ninthplace finish in the Open Women’s mass start skate and a sixth place in the Open Women’s team sprint with Avalon Wasteneys of Campbell River, who raced up in the Open Women’s category. Wasteneys also rounded out her week with an excellent performance in the Junior Girl’s classic sprint, placing top 12 in a strong field of Junior girls. On the men’s side, Alec Stapff of Campbell River, currently training with the WinSport Jr cross-country ski team in Canmore, Alberta, skied a strong race to finish in the top 20 in the Junior Men’s classic sprint race. Stapff also teamed with Courtenay’s Tallon Noble in the team sprint, where they had the opportunity to race along side current National Team skiers fresh off the European race circuit. Noble, a very talented up-and-coming racer, had the race of the week in Juvenile Boys mass start skate. After an equipment breakage shortly after the start of the race put him at the back of the field of more than 70 racers, he clawed his way back into contention and finished a very gutsy race in 13th place. Earlier in the week, Noble put in two seventh-place finishes in the Juvenile Boy’s skate and classic distance races. Rounding out the team

Campbell River riders Nathan Davidson, Dillon Harris and Ashton McCay parlayed hometrack riding into weekend points victories as the Vancouver Island Motocross Association season kicked off Sunday with Round 1 racing at Campbell River Motocross Track. Davidson swept the first and second motos to top 12 rivals in the Junior GP class, and went on to add a third-place finish in the Junior MX-2 class. Harris faced a smaller field, but also swept both motos in the Junior MX-1 division to take the trophy. McCay was similarly a double winner in the 7-8-year-old 50cc division for some of the track’s youngest competitors, then stepped up to the 65cc Pee Wee class to place 6th. Following a practice round Saturday in blustery, occasionally rainy conditions, Sunday’s racing was held in mostly sunny, springtime conditions as the sandy track quickly dried to provide faster conditions as the day went on. Round 2 is scheduled for this Sunday in Nanaimo. Racing returns to Campbell River Motocross Track with Round 10 of the spring series, June 27-28. Gymnast earns Team BC nod Quinn Kuschel-Ross of the Campbell River Gymnastics Association qualified for the Western Canadian Gymnastics Championships by winning a pair of gold medals, one silver and one bronze in the recent Abbotsford Invitational competition. Teammate Liam Deagle narrowly missed joining Kuschel-Ross on Team BC for the Western Canadians, to be held in Okotoks, Alberta. They were part of a sizeable contingent of CRGA gymnasts who traveled to Abbotsford and put on a strong showing in the last warmup competition heading into provincials. Riley Michael posted a clean sweep in boys Level 3 (over 13 years) competition, grabbing seven gold medals to earn the all-around title. On April 1st I obtained my new fishing licence from a local Campbell River tackle shop and the employee was more than happy to get me fixed up on line for another year. With the volume of anglers using the system that day, the computers were running a little slow but I did get my licence. I met a number of anglers who were fishing the local waters for winter springs and the reports were varied. Most have been fishing deep, anywhere from 180 to 300 feet of water and lots of blue backs are being caught. Some Halibut have also been caught and Ling cod opens May 1st. To the south of Campbell River at Bates Beach and Kitty Coleman, nice catches of winter springs have been reported. With lots of herring in the area the fishing should continue to be good. With the 5 species of Pacific salmon available in the Campbell River area many anglers from

other countries continue to visit and fish the local rivers for Steelhead. There are a handful of guides that take their clients out each year to the Gold and Salmon Rivers and fishing holes are kept quiet and not publicized to the public. Prior to the long weekend rain in the area had given rivers high water levels and when rain tapered off the locals fished some ideal water. Bruce Giles will fish the Oyster until the end of April for Steelhead. Anna Deschenes from Comox caught her first B.C. trout from shore at Maple Lake using a worm

and bobber casting it out and letting it sit for a while. She caught 2 catchable size trout and was delighted to clean them up and take them home. Maple,Wolf and Spider Lakes are popular lakes to fish for the family and these lakes can see heavy pressure of anglers on the weekend. On Easter Sunday, Echo Lake was busy and the fishing was good for catchable size rainbows.

Those fishing the Upper Campbell during the long weekend battled wind and rain and also a little snow had fallen above 3000 feet. We will need some warmer weather before the bug hatch comes out in the high elevation lakes. On the fly, hook size from a number 8 to 12 and black body seems to work. I changed my fly size to a 6 hook and changed black to a pheasant grey and it worked for me. I managed to catch some nice trout and had a carry over fish from last year at Echo.

No service was her wish, instead, please remember Joan enjoying her favorite pastimes; a game of Bingo with friends, or a good old fashioned puzzle, and as spring arrives, the joy of puttering in her garden and making pies and perogies for friends and neighbors. She loved to laugh and had a gift of befriending everyone she met. Truly a lovely woman. She believed we shall all meet again and that kindness truly did matter. So raise a glass with dinner tonight and remember our Joan, for we we were blessed in knowing her and Joan for benefitted from having her in our lives. A great big thanks to the staff at Yucalta Lodge. She never felt alone there and you made her final days comfortable. We appreciate all of you.

Bing passed away after a brief battle with leukemia, surrounded by family. He was predeceased by parents Gordon and Isobel, sisters Lorraine and Donna and brother Gordon. Remembering him with love are his wife Dolly, daughters Cheryl (Brad), Diana (Derrick), sons Darrell and David (Laurie); grandchildren Bree Ann, Marlene, Christopher, Matthew, Connor and Gordon and great-granddaughter Myra. Also remembering with love, his sister Betty (Wayne) and brother Gary. Bing was born in Vancouver but spent most of his life in Campbell River working in the logging industry. He enjoyed camping, fishing and hunting with family and friends. A special thank you to Gary, David and Laurie, home care nurses and to all the angels who work in the 3rd floor north in our C.R. hospital‌you have all made a difficult time much easier. August 10, 1933-March 31, 2015 It is with deepest sorrow that we announce the death of Wendel Dale LeNaour, born May 20, 1951 in Trail, BC and passed away on March 25, 2015.

Wendel will be sadly missed by his mother, Wilma LeNaour, brothers, Lorne LeNaour, Lance LeNaour (Sharon) and sisters Cindy Clarke (Wayne Chaplin) and his twin sister Wanda Johnson (Ken), his son Lucien LeNaour, several nieces and nephews, and many friends. Wendel was predeceased by his father Lucien Joseph LeNaour and a brother, Brian LeNaour at a tender age of 9 months, as well as a brother-in-law Charles Clarke.

Wendel came to Campbell River at the age of 6 when the family was relocated for his fathers work. Wendel attended school at Campbellton Elementary, but a couple of years of high school and he soon realized that school was not his forte. At the age of 15 he managed to convince Mom and Dad that it would be in everyone’s interest (teachers, Mom and Dad, and himself) that school was not the answer and that he needed a job.

For those who love, time is not.... Missing you today and always.

In the mid-sixties, jobs in the forest industry were plentiful, and it wasn’t long before Wendel had a job as a chokerman and eventually became a faller. Wendel loved being a faller and excelled in the industy, working all over the coast and mainland. Wendel took on a few RWKHU MREV LURQZRUNHU FRPPHUFLDO Ă€VKHUPDQ DQG work on tug boats, but always said nothing compared to “falling a tree.â€? His interest as a child was sports. He played baseball on a local team and as an adult, that excelled into being a huge fan of all sports. Wendel was an avid reader, which probably was the result of his vocal ability; he was always telling stories and some were even true! Wendel’s huge sense of humour and his enormous heart full of compassion will live on in our memories, as his legacy. Wendel is gone from us, his family and everyone else whom he crossed paths with during his colourful life, so we welcome all, to a Celebration of Life which will be held at the Eagles Hall on April 9, 2015 from 11:00am to 3:00pm.

Vital Silva Tavares, 81, of Comox, B.C., passed away peacefully holding the hand of his loving wife Linda Aranas on March 31, 2015, in Nanaimo General Hospital. He was born in Silva Escura (Sever do Vouga), Portugal, on August 10, 1933. He first came to Canada in 1960 where he lived in Montreal and Ontario, working in the mining industry. He finally settled in Comox while he worked for Westmin Myra Falls mining operations and work there until he retired. He loved gardening, raising various animals (rabbits, exotic birds – his doves which he called his kookaroos), raising free range chickens, collecting free range eggs, and of course his beloved dog Amber. Visits at their home always resulted in an offer of a glass of his homemade wine. He enjoyed playing his accordion and guitar and was known for inviting his friends and loved ones to his home for a good meal and merriment. He has been with his second wife Linda Aranas for the last 17 years. He was predeceased by his parents and two siblings. He is survived by his children from his first marriage (1 son, 1 daughter, grandchildren, and great-grandchildren), 3 sisters, 3 brothers, many nieces and nephews, and many great nieces and great nephews, and brothers-in-law and sisters-in-law. The family would like to extend their gratitude to the 911 responders and paramedics who responded right away and assisted Linda Aranas. Also to the doctors and nurses in Comox (St. Joseph’s) and in Nanaimo General Hospital. In lieu of flowers, the family is requesting that donations be made out to The Kidney Foundation of Canada (www.kidney. ca) or The Heart and Stroke Foundation of Canada (www. heartandstroke.com) A closed casket funeral mass will be at Christ the King Parish (1599 Tunner Dr., Courtenay, 250-334-4716), Saturday, April 11, 2015, at 11am – burial at the cemetery to follow after.

With sadness we announce the peaceful passing of our Father, Grandfather, Great-Grandfather and friend Joe Paller. Joe was born in Vancouver, BC and lived in Richmond and Fort Eelson before reĆ&#x;ring in Campbell River in ĎŽĎŹĎŹĎŹ. Joe spent his earlLJ worĹŹing LJears at the PaciÄŽc Deat CompanLJ and then for many years as a Storesman for BC Hydro. Joe loved watching, playing and coaching sports, parĆ&#x;cularly soccer. He managed the Richmond DenÍ›s Soccer Club in the ϭϾϳϏs and throughout his life conĆ&#x;nued to coach his children and grandchildrenÍ›s sports teams. ĹŒer reĆ&#x;rement, Joe travelled edžtensively to sunny locaĆ&#x;ons, especially enjoying Cancun. He was a frequent patron of the Elks Club in Campbell River and loved playing the horses. He was a fan of card games of all kinds and always looked forward to poker matches with family and friends. Dost of all, Joe loved swimming, camping, ÄŽshing and spending Ć&#x;me with all members of his family. He leaves behind his four children, Kim Wheeler (Pete Zaschke), Cindy Hildebrand (Richard), Jody Herbert (Fred), Anthony Paller, many grandchildren and great-grandson Jack. He will be greatly missed by all.

Julia Margaret Wilson 1930 - 2015 It is with heavy hearts that we announce the passing of Julia Wilson. Julia passed away peacefully on February 25th, 2015 comforted by the caring staff at New Horizons. We learned that the night before her passing, she was talking a lot in her sleep and her roommate believed she was talking to Don (her predeceased husband). It was time to leave behind dementia and be free. Julia had some diverse jobs in her lifetime: mother, cashier, meter maid at Nanisivik, Baffin Island, co owner of two convenience stores in Campbell River, to name a few. She took on each new challenge and succeeded. Julia was kind and compassionate, a good friend, devoted wife and a loving, caring mother. She loved her family and all of the pets that came into her life. We miss that twinkle in her eye , sweet smile and gentle spirit. Julia leaves behind her two children, Gary (Therese) and Donna (Gary), grandchildren: Jason (Donna), Travis (Rececca) Stacey (Tristan), and 11 great grandchildren. Bigs hugs to the caring staff at New Horizons for their patience and compassion throughout the time mom was a resident. Julia had a soft spot for animals. For those wishing, donations to the SPCA or to support York, the PADS dog at New Horizons (talk to Georgia or Tony for more info) in Julia’s name would be appreciated.
