FLAVIO NIENOW In 2014, Eagle Spirit Energy Holdings Ltd. announced it was proceeding with an alternative to the Enbridge Northern Gateway pipeline. The multi-billion dollar project aims to link the Alberta oil sands to the West Coast of B.C. While Enbridge’s pipeline project faced strong opposition throughout the province, several First Nations have already expressed support to Eagle Spirit Energy Holding’s oil pipeline project. The Burns Lake Band is among the First Nations that signed a declaration of support to Eagle Spirit’s project in Calgary on Feb. 11, 2015. So what are the main differences between Eagle Spirit’s pipeline project and Enbridge’s? Eagle Spirit’s pipeline project would carry light crude oil that has already been refined in Alberta, and would ship out of Grassy Point, B.C. Enbridge’s pipeline project would carry bitumen and would ship out of Kitimat, B.C. Burns Lake Band chief Dan George said he considers bitumen to be much more dangerous than light crude oil in the event of a spill. “Bitumen is too hard on our fisheries because it sticks to the bottom [of the ocean],” he said. “This could ruin all of our salmon habitat.” ...see EAGLE SPIRIT ▼ P3

Contractors are undertaking independent remediation of the site and has an operating water treatment system under permit from the ministry (MOE Permit 15077). They are completing the remediation of this site under the independent remediation provisions of the legislation. Current efforts are focussed on addressing the areas of the site with the greatest levels of contamination, as such lower levels of contamination may still be present at the site after this phase of FLAVIO NIENOW PHOTO remediation. RCMP identifies priorities for Burns Lake and area

As the Burns Lake detachment of the RCMP prepares to identify priorities for the 2015-2016 annual performance plan, corporal Terry Gillespie asked the Burns Lake council for their input. During a regular council meeting, Gillespie asked council if there were any projects or enforcement that they would like to see in the community, or anything that they were concerned about. One of the concerns raised by council was about automobiles that are broken into in the middle of the night in Burns Lake, especially when vehicles are left unlocked. Gillespie said the RCMP can definitely do some
education and enforcement on this issue. Another concern raised by council was about people who speed on dirt bikes in Burns Lake, increasing the risk of accidents. Gillespie said the RCMP could plan "enforcement nights" and do some education in schools to tackle that problem. Council also pointed out how fast people drive on Centre Street, specifically from Home Hardware to Fifth Avenue. "People drive way too fast in both directions," said coun. Susan Schienbein. "It's scary." Another topic of discussion was vandalism. Councillor John Illes said business owners should be educated on ways to prevent vandalism. Gillespie agreed by saying that vandalism is very difficult to solve afterwards, so the best way to deal with it is to prevent it from happening. Gillespie was asked if the RCMP tends to monitor activities at the Evereshen Nature Trail (the gully). ...see RCMP

Burns Lake Band are in initial talks with Eagle Spirit’s pipeline. Eagle Spirit’s pipeline is a First Nations-led and owned project and has been offering First Nations a large equity stake and a chance to oversee the entire project. EAGLE SPIRIT from t P1 Chief George said than when light crude oil spills in the ocean, the oil will float, facilitating its clean up. Chief George also said he had concerns about Enbridge’s pipeline transporting oil by rail, which he says could be dangerous. But the main reason behind the support of Eagle Spirit’s pipeline is the fact that this is a First Nations-led and owned project. Eagle Spirit has been offering First Nations a large equity stake and a chance to oversee the entire project. “With Eagle Spirit we’re involved from the very start, before the project even goes to the environmental assessment office,” said chief George. However, not all First Nations are on board with Eagle Spirit’s project. Coastal First Nations say there is unanimous opposition among First Nations communities on the B.C. coast. “There isn’t a single First Nation on the coast of B.C. that supports oil exports,” said Art Sterritt, Executive Director of the
Coastal First Nations. “Eagle Spirit is bringing forward the same interior First Nations that supported the Enbridge pipeline, and glossing over the fact that opposition among First Nations who oppose heavy oil pipelines is stronger than ever.” Chief George said he was unaware of any opposition to Eagle Spirit’s pipeline, “I see Art Sterrit grasping at straws making false statements about what he thinks, he doesn’t have a clue.” Negotiations with Eagle Spirit are still the early stages. Chief George says there are still no defined timelines for the project and that the Burns Lake Band is not legally bound to the project. George went on to say, “We can step away anytime we want. We are just in initial talks and a lot of the logistics still need to be worked out.” When ask who would be responsible for refining the oil? George comment, “I know some of the reports said the refinery will be on the coast, that’s rediculous because that would be the same proposal as Enbridge. The initial thought is to refine the oil before crossing B.C.”

B.C.’s labour market goes global
Lost dog, broken hearts Five and a half years ago my family and I fell in love with a pair of brother and sister Cockapoo puppies that we excitedly brought home. The kids named them Charlie and Lola, the names the children almost got instead of Sam and Daisy. Last week I lost sight of our beloved pets. I’d been hiking with them in the woods behind Last Mountain Park like I’ve done hundreds of times when the energetic pair heard a bird or something and whipped up the hill. My friend and I whistled and called their names, expecting them to circle back like they typically do, but they kept on racing. We followed the trail up and around, anticipating they’d reappear, but they didn’t. Sticking to the route, we finished the hike and headed the two blocks to my house imagining they must have found their way home as they’ve done in the past. Lola was waiting there, but Charlie was not. “Don’t worry,” Karen said. “He knows his way. Remember that time this happened before and he got himself home?” After letting my kids know that Charlie was missing and to listen for him, I ventured back into the woods with no success. My husband left work early and along with Sam and Daisy, we took turns continuing the search, discovering nothing. I called the SPCA, put ads on local media sites as well as Facebook. Hundreds of kind people shared the post to spread the word and as the hours ticked by we started to panic. We cried ourselves to sleep that rainy night, worried sick over our sweet furry boy. As soon as it was light enough in the morning we took Lola and continued our search, laying out worn pieces of clothing and blankets that carried our scent along with bowls of water in the trails where I lost him. Over the next several days we put up hundreds of flyers and shed countless tears as we searched for Charlie who is tagged, tattooed and neutered. And then a young lady said she saw him four blocks from our house on McIver and McRae Road Wednesday afternoon. She hadn’t realized he was lost so she didn’t try to coax him over. A little boy also said he saw a small white dog that looked like Charlie running down McIver. When I asked him when that was he said “tomorrow.” I think he meant yesterday. We continued to search in the woods and on the streets, as did so many of the incredibly helpful people in our neighbourhood and beyond. But now, a whole week later, we still haven’t a clue as to what happened to our precious pup, and the hollow feeling of distress is all consuming. We did everything that was recommended and more. I even looked into hiring a pet detective with a Bloodhound, but because Charlie didn’t use anything that would specifically have only his scent attached, that option wasn’t available to us. All we can do now is continue to look a few times a day, keep the word out and hope he’s alive, trying to make his way home, or being taken care of by someone who hasn’t reported him yet. Our family has been struggling emotionally, but my extreme feelings of guilt have been overwhelming. Why did I let our dogs off leash? Why didn’t I have a pet tracker devise on them? The answer to the first question is that unless a dog needs to be contained, most people let their pets run gleefully free in the woods while walking behind them. Charlie and Lola were at their happiest doing just that. The answer to the second is that I’d never heard of such a thing until recently. I’ll certainly be ordering a pet tracker devise now. Come home, Charlie. Please come home.

The labour situation in B.C. is showing increased signs of strain, even before a long-promised boom in heavy construction gets set to ramp up this summer. Jobs Minister Shirley Bond announced last week that B.C. is suspending its “provincial nomination” program for 90 days. This program allows the province to recommend people for federal immigration, based on skills in demand in B.C. The B.C. provincial nomination program saw its number of applications triple to 1,200 for the month of December, as the federal government cracked down on the temporary foreign worker program. Thousands of temporary foreign workers who have hit the four-year deadline are being sent home, with many of them turning to the provincial nomination track. Bond has been pleading with Ottawa to raise B.C.’s annual provincial nomination quota from 5,000 to 7,000 or more. The three-month pause is so her ministry can add staff and speed up processing time. Backlogged applicants will still be considered, and exemptions for health care workers and a northeast pilot program are being maintained. Even with the current slump in energy prices and before anticipated pipeline and liquefied natural gas projects start, the labour shortage in the northeast is near crisis. The last time I was in Dawson Creek, radio ads were offering signing bonuses for qualified truck drivers. In Fort St. John, grocery and hardware retailers have come to depend on foreign workers to keep going. While supposedly educated young people work part-time and refuse to leave the comforts of southern city life, this is the reality up north, and it’s only going to get worse. This summer, work is scheduled to start on the Site C dam on the Peace River, the most costly construction project in B.C. history. And a union vs. non-union battle reminiscent of the old Expo 86 labour wars is underway. The B.C. and Yukon Building Trades (BCYT) are demanding a project agreement that requires all workers on Site C to be paid their rates, and are warning of chaos on the huge project if they don’t get their way. BC Hydro CEO Jessica McDonald told me that’s not all they want. They are also seeking quotas for members of their unions on a project that will be a small city of 1,700 people at peak construction. BCYT executive director Tom Sigurdson says that while all sides acknowledge the need for foreign workers for Site C, he wants to control that too, working with their affiliated unions in the United States. There will be non-union construction firms, some of them owned by aboriginal communities in the north. There will be contractors affiliated with the Christian Labour Association of Canada. The BCYT hopes to set wages and conditions for them all, and influence Ottawa’s temporary foreign worker program to boot. McDonald and Premier Christy Clark have politely told them to pound sand. Their formula would add millions in costs to the project, driving up BC Hydro rates even more than they are already rising. BC Hydro has already done dam upgrade projects using a “managed open site” model and it’s not inclined to return to the era of W.A.C. Bennett as Sigurdson demands. Sigurdson makes a valid point that when two concrete masons compare paycheques on the Site C project and one sees he’s making $5 an hour less, he won’t be happy. He will want the higher rate, and the BCYT is taking BC Hydro to court to ensure they can recruit new members on the site. It looks like a hot summer ahead.

Other buildings that pay rent to the Village of Burns Lake include the Interpretive Centre, $500 a month; the Heritage Centre, $600 a month; the Burns Lake Library, $500 a month; and Reload Cafe, $600 a month.

Good news about Brucejack mine Editor: I was pleased to read about the new Brucejack gold mine that’s been approved in the northwest of B.C. and I have to give credit to the B.C. Government for doing so. It is important that we send a strong message to the world that B.C. is still open to approving mines and that exploration dollars invested in B.C. will not be wasted. This relatively small mine will create 500 construction jobs and 300 permanent jobs alone over 16 years! That’s huge! It should also be noted that this mine has aboriginal support. Editor: Re: Treaty trouble has deep roots (B.C. Views, March 31). No one would disagree that the B.C. treaty process hasn’t been as successful as hoped. Indeed, there are also many First Nations who think it is the wrong process of reconciliation altogether. However, that doesn’t excuse Premier Christy Clark’s recent decision to blindside B.C.’s treaty partners by refusing to appoint George Abbott as head of the B.C. Treaty Commission. Although it might be comforting to think that Premier Clark’s reckless behaviour was done in consultation with the federal government, there is simply no evidence to suggest that. Not only did Jerry Lampert, the federal government’s appointee to the treaty commission, say Ottawa was as surprised as the other parties to the process, but on March 26, NDP Leader John Horgan stood in the legislature and asked Premier Clark three times whether she had discussed her plans with the federal government, and she did not contradict the words of Mr. Lampert. If the B.C. Liberal government has a grand plan for reinventing the treaty process, they aren’t sharing it with any of their constitutional partners. B.C.’s approach to reconciliation needs to be re-energized so that First Nations, resource workers and those seeking to bring new investment to B.C. can have certainty. This means not only fixing the treaty process, but doing more work to find a way forward with First Nations who have chosen a different path. That means working together, not going it alone. Jim Iker worried about shared services arrangements on districts B.C. to regulate teacher professional development Tom Fletcher The B.C. government is giving itself new authority to regulate ongoing teacher training, possibly requiring completion of new programs for teachers to maintain certification. Education Minister Peter Fassbender said there are currently no detailed requirements for certified teachers to stay current with new education techniques. Those requirements are to be worked out with the B.C. Teachers' Federation, which was notified only hours before changes to the School Act were introduced in the legislature Thursday. "There is no legislated requirement for professional development, nor is there a definition of what the route to that might be and what some of those tools are," Fassbender told reporters Thursday. "That is why it is important that we work with the teaching profession to define that moving forward, and that's what this bill allows us to do." There is no change to the five professional development days per school year that are currently part of the BCTF contract, or any requirement in the legislation that new training be delivered during those days. Candice Little, Coordinator of Lakes District Family Enhancement Society. "We would not be able to function without it." Little said that although she is grateful for the funding, she knows that the money is not enough to support the food bank for the entire year. "This grant gives us a relief for the first part of the year, but if this grant was all we had, we would not be able to make it through the year," she said. The food bank spends an average of $6000 to $7000 every two weeks purchasing perishable items such as vegetables, fruits, bread and eggs. From April 2013 to March 2014, the Lakes District Food Bank

Rod Link The president of the College of New Caledonia is convinced bringing video-conferencing to its Burns Lake campus means students will continue to be able to take the courses they need. “The instructor will be a live feed into the classroom and will be just like having an instructor there. Students will be able to participate face to face with the instructor,” said Henry Reiser last week in response to a series of questions about budget cuts coming to the college's operations. And he has hopes the college can start a shuttle bus to bring students to the Burns Lake campus from outlying areas. “What I have heard is that many kids have to hitchhike to school so we are considering a shuttle and
possible partnership with First Nations to help underwrite expense,” said Reiser, cautioning that the plan is in its very preliminary stages. Reiser was in Burns Lake last week to answer questions about cuts to counselling services and to face-to-face instruction. Faced with a budget deficit of as much as $2.8 million, the college board meets April 24 to craft a spending document for its new budget year. Reiser was also questioned about the possible end to family programs at the Burns Lake campus, regarded by college employees and residents as one of its more successful operations. He said that the programs are subsidized and that while the college may receive revenue from them, they are not part of the college's core business. “There are other agencies in Burns Lake better suited [to providing them],” said Reiser in listing the Elizabeth Fry Society and the Northern Health Authority. “If we are not successful in transitioning them to other agencies we will re-look at them at that time,” he said. The prospect of layoffs and cuts at the college's Burns Lake campus has drawn protests and appearances at public meetings. Burns Lake mayor Luke Strimbold, one of several local residents who traveled to speak to college board members in Prince George, warned that the college is breaking a trust with the community. “I see that trust quickly diminishing because decisions are not being made close to home and a new education philosophy is being implemented without the community's input,” he said. The College of New Caledonia is not the only post-secondary institution in the north affected by budget problems. Northwest Community College is also contemplating cuts to its university credit programs in response to low enrolments. The College of New Caledonia's move to video conference instruction is being aided by $150,000 from pipeline builder TransCanada, part of a $250,000 grant announced last month. Henry Reiser answered two other questions while meeting in Burn Lake: Can you make comment on how much in dollar figures the government is helping CNC out with their deficit? “Advanced Education approved an operating deficit for CNC of up to $2M for the 2014/15 year (this ended March 31, 2015). Our board is expected to pass a balanced budget for the 2015/16 fiscal year, and the College is expected to operate within that budget.” You mentioned the CNC has the lowest tuition fee in the province but that is it going up - can you just give me a basic overall on what it was and what it will be? “In 2014/15 a 45 hour standard lecture course was $251.55; as of August 1, 2015 it will be 256.58, an increase of just over $5.”

The Coroner's inquest into the fatal explosion at Lakeland Mills will re-commence at the Prince George courthouse on May 11. The inquest was adjourned on March 25 to allow counsel to review newly- uncovered documents relating to the 2012 explosion, in particular, an investigation undertaken by the forensic engineering firm CASE Forensics at the request of lawyers for the mill's owners. When the inquest resumes, the lead investigator for CASE Forensics is expected to take the witness stand to testify regarding the investigation undertaken by his corporation. Other witnesses remaining to be called include several senior personnel from WorkSafeBC. The inquest into the deaths of Allan Little and Glenn Roche had been sitting for 18 days and had heard from 47 witnesses when inquest counsel John M. Orr, QC, told the proceeding he had no choice but to ask for the adjournment to ensure that the newly-disclosed material could be properly canvassed. Last week the United Steelworkers (USW) withdrew from the coroner’s inquest into the explosion at Lakeland Mills in Prince George. United Steelworkers district three director Stephen Hunt said the union has lost confidence that the inquest will answer the many outstanding questions that remain. Proceedings into an explosion at the Babine Forest Products mill in Burns Lake will get underway on July 13, 2015.

In the 2014-2015 annual performance plan, priorities included reducing substance abuse; hitchhiking; reducing theft of motor vehicles; and improving police/community relations. Staff sgt. The measures to reduce substance abuse include prevention and education, enforcement, investigations and intelligence gathering. "Concurrently with those measures, a number of prevention and education initiatives were delivered over the past year such as making presentations to community groups (including schools), having a kiosk at health fairs, supporting the Preventing Alcohol and Risk Related Trauma in Youth program, delivery of the Drug Abuse Resistance Education program, to name a few," said MacDonald. "The input from the community to identify where they feel police should dedicate its focus is critical and is always welcome," he added. Contributed I have been a long time resident of Burns Lake. My name is Steven Cox. I had a good job and a good life with my wife Paula, son Benjamin and daughter Tammy. A little story - June 2010 I left work and went home, like every normal day. When my wife arrived him I let her know I had to go to the hospital in town (Burns Lake). To make it short the doctor there (Dr. Graetz) looked at me and the next thing I was sent out on a medical jet to Vancouver. I received cutting edge new stents in my heart. I lived, how about the eh? Here it goes - shortly after going back to work I was feeling pretty good. I got up one morning and in a matter of minutes I went blind. They told me my blood pressure was so strong that it stretched the arteries behind my eyes. Unfortunately they will never go back to be normal. Oh well, it happens. Since this affliction I have had to learn to walk without falling down and learn not to walk into walls and doors. Me and my Paula got invited to a place called Lake Joe. It is a camp for blind children in Ontario, Canada eh? I got to meet some beautiful people, people just like me. I learned a lot. How to walk again, they taught me how to cook so I can survive and things like how to go up and down stairs. The most scary thing they taught me was how to cross a four land street (try that with your eyes closed). Unfortunately the program got cut due to government cutbacks - what a loss. Well so much of that. The gift of sight began for me when my Paula was watching TV. A little girl had got the gift of sight, it was a miracle. My wife started looking into this for me. She had contacted a company called eSight, based out of Ottawa (ha ha a Canadian company). They talked and emailed back and forth. Months later they were having a seminar in Vancouver so we got invited to come and see what they could do for me. I was very sketchy all the way there. It was my time for checking out what it was. Let me tell you the first minute I put the eSight glasses on my face and adjusted them for me I broke down and started to cry because it was the first time after three and a half years that I got to see my wife's face and lots of other things that every day people take for granted. So we debated this for a couple of weeks. Mar. 11, 1934 - Mar. 18, 2015 Jake was born at Hague, Sask. on the family farm. He was the fourth youngest of a large family. In 1953 Jake helped to move some of the family to Grassy Plains area. As soon as he earned enough money he bought a one way train ticket to Saskatoon but shortly realized he liked central BC, returning as soon as possible. On June 2, 1956 he married Ruth Foote and they resided at Fraser Lake. Jake liked the logging industry and enjoyed operating machinery - cats, graders, loaders, logging trucks and did some power saw work. Briefly he worked on the railway and Endako Mines but logging was his interest and he operated a loader at the Knewstubb load-out for his last 13 years of work. In 1998 Jake became very ill and never returned to work. In 2009 Jake became a resident at the extended care home “the Pines� which became his home for five and a half years with the staff becoming his second family. Jake was predeceased by son Shane, his parents, sisters and brothers. He is survived by wife Ruth, daughter Juanita (Ernest), son Kevin (Kathy) Schmidt, five grandsons, one granddaughter, three great grandchildren, sisters Margaret, Agatha (Jake). Thank you to the people of Fraser Lake and area for your support and words of comfort. Special thank you to Rick, Tom, Peter, Steve (Kevin) for playing their tribute to Jake The Working Man. All of the caregivers and staff of the Pines, doctors and nurses of Burns Lake.

Paula Horning, age 61, of Topley, B.C., passed away March 30, 2015 with her husband and family by her side. Paula was born on November 27, 1953 in Prince George, B.C. She lived with her husband in the Topley area since December 1973. Paula’s zest for life was clearly demonstrated by her alter ego, Drizzilla. Her Halloween parties for the children of Topley will be cherished by many for years to come. Paula is survived by her loving husband Raymond and her children Shari, Ira, and Dawnitta and eight grandchildren. She was predeceased by her son Earl. Flowers are gratefully declined. SLS Discharge: 95 m3/s Snow pack: 104% long term average Nechako River at Cheslatta Falls: 38 m3/s Skins Lake Spillway discharge was increased to 75m3/s on Monday 30 March 2015, and will be increased to 115m3/s on 2 April 2015. These increases to spillway discharge are required for reservoir safety and to minimize the risk of flooding in the Cheslatta and Nechako rivers. In Nechako reservoir area over the past month snow pack volume compared to long term average (for this time of year) has dropped from 109% to 104% but the inflow forecast increased to 122% of the long term average because of rain events that have increased inflow to the reservoir over the past month. Snow pack volume in the upper Nautley watershed is near historical maximum, it is currently at 160% of long term average. As a result of these conditions in the Nechako and Nautley watersheds flow into the Nechako river will be higher than normal in the spring and summer. There is a risk of some level of flooding, which varies by location. Generally the current risk of flood level flow is less than 20 per cent. The risk of flood can change dramatically as a result of rain events during the spring. More detailed information will be distributed in the near future. Nechako River at Vanderhoof: 49 m3/s
