Tom Moffat honoured with B.C. Achievement award

Coralee Oakes, Minister of Community, Sport and Cultural Development and MLA for Cariboo North, offered her congratulations to Quesnel resident Tommy Moffat on being named one of the recipients of this year’s B.C. Community Achievement Awards. The awards are given out by the British Columbia Achievement Foundation, an independent foundation established and endowed by the Province of B.C. to celebrate excellence in the arts, humanities, enterprise and community service. “The community achievement award honours individuals for their remarkable record of making significant contributions to enhancing the quality of life of residents throughout the province, Oakes said. “I am pleased to congratulate Tommy Moffat as a recipient of this year’s awards and thank him for the positive impact he’s had on so many lives in our community

The Quesnel and District Museum and Archives, the Royal Canadian Legion Branch #94, and the Quesnel Rod and Gun Club are just a few of the organizations that Moffat has been involved with over the years. In 2014, Moffat was chosen

as one of two Canadians by the Government of the Netherlands to attend a ceremony commemorating Operation Market Garden, an Allied Forces military operation that took place in the Netherlands in 1944. This honour showcased the hard work and sacrifice that Allied soldiers made during the Second World War. Moffat is one of the 34 recipients of the 2015 BC Community Achievement Awards. All the winners will be recognized by the Lieutenant Governor in a formal presentation ceremony at Government House in Victoria on April 24. Each recipient will receive a certificate and a medallion designed by B.C. artist Robert Davidson. The BC Community Achievement Awards, launched in 2003, were the first initiative of the foundation. 2015 has been a year of transition in our community and the recent announcement from Northern Health regarding the physician shortage in Quesnel is something I have been dedicating time and energy towards. Since I became aware of the departure of seven doctors from our community (four expected to leave in 2015, three in March 2016) I have been talking with the health practitioners of our community to better understand why doctors are leaving and what we can do to retain and attract new doctors. On April 1 health care stakeholders came together to discuss options for attraction and I am pleased with the ideas and options that we discussed during the meeting. We plan to continue to work collaboratively between our office, Northern Health, City of Quesnel, Cariboo Regional District and the many health care service providers in our community to bring doctors to Quesnel. This partnership and attraction method has been successful in other communities and we are working on creative options to further showcase Quesnel as the best community to operate a general practice. Over the coming months Northern Health, in partnership with our community, will be working to recruit nine physicians to Quesnel (seven expected departures, plus two additional vacancies that have already occurred). Northern Health attends career fairs and conferences that physicians and surgeons attend, advertise and reach out to people that previously showed interest in practicing in Northern BC. $500,000 is spent annually by Northern Health to recruit and assist practices with recruiting, physicians to communities and practices in the North. I encourage you to continue to write letters and emails to me about your concerns on this issue. I have information sheets at my constituency office at 644A Front Street if you’d like to stop by to voice your concern and to pick up information. Our community has been successful in attracting doctors to our beautiful city in the past and I know that with us working together we will be successful again. I wish to also extend my thanks to our doctors and health practitioners for the work they are doing in our community and thank those who have contacted me personally to discuss their ideas and concerns about the future of health care in Quesnel.

Ottawa seeks new aboriginal claims system TOM FLETCHER Black Press

Canada’s aboriginal land claims resolution system has turned into an employment program for some of those involved, with “a conspicuous lack of urgency in negotiations” and little common ground after 10 or more years at most treaty tables. That’s one conclusion from federal advisor Doug Eyford, who spent six months consulting on the state of treaty-making across Canada since aboriginal title was protected in Canada’s Charter of Rights and Freedoms. The report focuses heavily on B.C., which has 54 active treaty tables and only four agreements in the 22 years of the federally-financed B.C. Treaty Commission. Parts of Quebec, Labrador, Ontario, the north and most of B.C. never completed early treaties that extinguished aboriginal title and made way for settlement and development in the rest of Canada. “At the current pace, treaty-making may continue for the rest of this century,” Eyford wrote. Eyford presented his report last week to Bernard Valcourt,

With a federal election set for this fall, Valcourt said the months to come will require more discussions with provinces and First Nations on Eyford’s recommendations for a “new direction” in settling historic disputes. The report’s release comes a week after the B.C. government cancelled the appointment of former cabinet minister George Abbott to head the B.C. Treaty Commission. Premier Christy Clark said there isn’t enough to show for

more than $600 million, most of it debt accumulated by B.C. First Nations. Clark questioned whether the B.C. Treaty Commission should continue, since more B.C. First Nations remain outside the talks than inside. Scott Fraser, aboriginal relations critic for the B.C. NDP, accused Clark of acting unilaterally to disrupt the existing system. The First Nations

Summit, which represents B.C.’s participating aboriginal communities, issued a statement saying despite the “confusion” over Abbott’s appointment, the B.C. Treaty Commission “remains active and will continue into the future.” Chief Maureen Chapman, B.C. spokesperson for the national Assembly

of First Nations, said Eyford’s recommendations point to a new federal system, not tinkering with the status quo. “After numerous court victories by our peoples and the failure of the current treaty-making process in B.C. to deliver significant results, Canada must move away from a policy of First Nations making claims to the Crown by fulling

Apparently the Chinese curse “may you live in interesting times” isn’t Chinese in origin. The only Chinese proverb that comes close is one along the lines of “it’s better to live as a dog in an era of peace than a man in times of war.” The point being: interesting or turbulent times aren’t a whole lot of fun to live through – although they make for great stories if you survive them! That Quesnel is going through interesting times is an understatement. Last week I attended a School District 28 planning session that may possibly result in school closures, a Northern Health Authority led workshop to plan for the loss of more doctors from our community, and a College of New Caledonia (CNC) public session about proposed changes to that institution that I believe will ultimately negatively impact our community. As I pointed out in my last column, these issues are not unique to Quesnel. But, that’s small comfort when we have to live with the direct impacts on our community. In my experience, you can deal with the curse of interesting times in one of two ways: by simply hoping for the best (and hoping “others” will find solutions), or by embracing the challenges and proactively and creatively managing through them. Your Council is choosing the latter. Council will be working collaboratively with SD 28 as they plan through their transition; we changed our own strategic planning session scheduled for last week so we could attend the School District’s planning session. We’re committed to working with the School Board to make their transition as successful as the Provincial Government’s underfunding of School Districts will allow. It’s also Council’s desire to be an active participant in the retention and recruitment of doctors. Council knows the City must play a proactive role in order to improve Quesnel’s attractiveness in a very competitive environment. Stay tuned for specific information on how we will be addressing this critical issue. Unfortunately, the changes to CNC were made without community consultation and it’s going to take some hard work to ensure that the potential negative impacts resulting from the change to the management structure of the Quesnel campus are not realized. I’ll be working with the Mayors in other impacted communities to lobby for more consultation and to protect our regional campuses. uesnel’s Relay for Life, slated this year for May 30 in LeBourdais Park, could do with a few more teams to round out the registrations. With 12 teams already committed to the event, coordinators Ray Kinloch and Pam Mooreside encourage anyone thinking about forming a team to get at it. So far, the Quesnel Relay for Life, over the past 13 years, has raised $1.6 million and the benefits of the Canadian Cancer Society are definitely felt in our community. Quesnel services include wigs, prosthetics, information on all types of cancer and support for caregivers and cancer patients. Applications for financial assistance are also available at the Canadian Cancer Society office 679 Highway 97 South in the Fireside Heating building with the

entrance around the back. The public can also phone the office at 778-4663332. Office hours are 11 a.m. – 1 p.m. Monday to Friday. The Canadian Cancer Society also operates Kordyban Lodge in Prince George for cancer patients and their caregivers to stay during treatments at the PG Regional Hospital. “Since opening, 108 Quesnel residents have stayed at Kordyban Lodge,” Kinloch said. Signing up for Relay for Life is simple, either pick up a registration package at the Quesnel office or go online. Cancer survivors, who are also an integral part of Relay for Life, can sign up for free online for Relay and the survivors lap and tea. The theme this year is All the Colours of Cancer (there’s a colour designation for every type of cancer, eg. pink for breast cancer, orange for leukaemia or kelly green for kidney cancer) and Mooreside expects this

year’s event to be very colourful. This year, Quesnel Relay for Life is offering incentive prizes for team signups with a minimum of 10 people on the team, before May 15. The grand Travel Prize is for everyone who raises $450 or more, they get an entry into the draw for a Trip for Two to Vancouver with Central Mountain Air and one night’s accommodation at the Sutton Place Hotel. Second prize is a barbecue from Willis Harper and 10 steaks for a backyard party. Eligibility for this prize is open to teams of 10 or more and each participant’s name is entered into the draw. On Relay day, there will be continuous onstage entertainment, three large tents including a survivor tent, a kids tent and of course the very popular Family Fun team’s challenge to other teams to participate in wacky laps throughout the day.

Relay for Life embraces veteran teams such as Family Fun and new teams such as Fun Force. “What kids don’t want to have fun,” said Fun Force team captain and cancer survivor Emily Mooreside. She is sharing her leadership role with first time Relayer nine-year-old Deepak Jassal. Emily reported she also dragged her brother Kyle who in turn twisted the arms of his friends Nolan Perison, Connor Riley and Johnathan VanBetuw along with five other friends. When asked whether cancer had touched their lives Jonathan and Deepak said no but it was a different story for the others. Kyle of course listed his sister, but also both his grandmothers and lots of relatives on his grandfather’s side also battled cancer. Connor had quite a list in his family including his mum, two uncles, two aunts and

a great grandmother. The whole Fun Force gang will be fundraising together in an upcoming bottle drive. Both Jonathan and Nolan admitted they didn’t know a lot about Relay for Life but are becoming very familiar as the big day approaches. “I’d heard about it but didn’t know that much,” Connor said. “I learned about it from my mother,” Jonathan said. Fun Force is convinced their tent will be the hub of Relay for Life and plan to make it a force for fun on the big day. “We’re going to be the

cool place on the track,” Emily said. So whether you’re a team of veterans with experience and wisdom to pass on or a new team with fresh enthusiasm and a new perspective, Ray and Pam encourage you to signup and help raise funds for Canadian Cancer Society. also involved with agriculture in the North Cariboo, namely with FARMED organization, The North Cariboo Agricultural Marketing Association. “My priorities have always been animal welfare, capacity building in agriculture at the local level and in turn supporting FARMED in developing programs for capacity building,” she said. In 2014, Atkinson kicked it up a notch when she was elected BCAC’s representative at the Canadian Federation of Agriculture (CFA) which brought her big picture viewpoint to an entirely different level. CFA is a federal lobby/advisor organization as well but with a much larger scope than BCAC. With 20 board members, several also represented B.C. interests, however Atkinson is the only board member to live in B.C. and the only woman on the board. But she was quite done. From her position as a CFA board member, Atkinson was nominated this year and accepted a seat on the CFA executive. “Being on the executive as a western representative, I’m privy to all board communications and I can help shape policy and direction,” she said. Atkinson said the leap to the CFA wasn’t that huge but her role is a little different.

Annie Gallant photo “As a board member of CFA I represent all of B.C. agriculture,” she said. “One of my biggest challenges is to understand the magnitude of the agricultural capacity and issues in Canada and how it impacts B.C.” She is still getting her feet wet on the national level but she finds the challenge exhilarating. “I want to bring back to B.C. an understanding of International trade and the various other provincial perspectives and innovations. The one-on-one networking is wonderful.” With only four meetings a year, the CFA board relies on conference calls and electronic communi-

Atkinson is relishing the chance to understand the workings of the board and will remain dedicated to this responsibility as long as BCAC supports her. “This board appointment fits my big picture view of agriculture and the economy in Canada,” she added. For some, volunteering flows from a commitment to a cause, a group or a personal conviction, for others volunteering is just part of their makeup. Lynda Atkinson rolls many of these reasons into one solid devotion. Beginning with a passion for saving standardbred horses after their racing career was over, Atkinson is now wellknown in the industry for her rescue efforts with this breed of horse. This led her to join the Horse Council of BC and in 2010 was appointed to the British Columbia Agriculture Council (BCAC), a lobby/advisory group for the provincial government. The BCAC represents 15 different agricultural commodities in the province and the organization’s executive director works closely with the ministry of agriculture to make B.C. the best and most productive in the world. “I guess I’m a big picture person,” she said. In 2012, as the representative of Harness Racing BC, she was elected to the Horse Council BC board, a body dedicated to overseeing the standardbred racing sector in British Columbia, is co-manager of Fraser Downs and works with Greener Pastures to find homes for these fine horses after their racing career finishes, However, Atkinson didn’t limit herself to horse issues, she was

Take the sickie’s word for it

O

nce upon a time, with the swagger of one who never had children, I’d poke my head from the germ-free confines of my cubicle and chastise my boss for his seemingly incessant series of maladies. He took umbrage at this and more than once said through painful sounding wheezes and sniffles, “you wait until you have kids.” “Never,” I scoffed. Fast forward a few years and I’ve had to eat my words as I did indeed have my own little germ sponge. The down side is I’m half-dead on a seemingly regular basis. So what to do when the inevitable cold sets in? I once prided myself on being the type of person who never took a sick day, which was largely because I was never sick. Now my streak is over, I’ve found myself caught in the awkward position of wanting to go to work to do my part and, you know, get paid, while not wanting to get more ill and, even worse, infect my co-workers. So I wrongly trudge into my now germy-cubicle, come what may. I know I’m not alone. People go to work, because they too are martyrs or, in many cases, that’s just what’s expected, unless a doctor says otherwise. Taking advantage of this human failure of trust, my doctor charges $15 a pop for sick notes. We now live in a world where employers who presumably trust their employees to do all sorts of thinking and acting on their behalf, don’t trust them to assess their own well being. It’s time to make a shift. I’d like to see all doctors who aren’t trying to make a side income on the misfortune of others shame the sense back into society. If they’re feeling crappy, give the sickies some sleep in time and, in turn, give them their swagger back. – Black Press

B.C.’s labour market goes global T

he labour situation in B.C. is showing increased signs of strain, even before a longpromised boom in heavy construction gets set to ramp up this summer. Jobs Minister Shirley Bond announced last week that B.C. is suspending its “provincial nomination” program for 90 days. This program allows the province to recommend people for federal immigration, based on skills in demand in B.C. The B.C. provincial nomination program saw its number of applications triple to 1,200 for the month of December, as the federal government cracked down on the temporary foreign worker program. Thousands of temporary foreign workers who have hit the four-year deadline are being sent home, with many of them turning to the provincial nomination track. Bond has been pleading with Ottawa to raise B.C.’s annual provincial nomination quota from 5,000 to 7,000 or more. The three-month pause is so her ministry can add staff and speed up processing

Even with the current slump in energy prices and before anticipated pipeline and liquefied natural gas projects start, the labour shortage in the northeast is near crisis. The last time I was in Dawson Creek, radio ads were offering signing bonuses for qualified truck drivers. In Fort St. John, grocery and hardware retailers have come to depend on foreign workers to keep going. While supposedly educated young people work parttime and refuse to leave the comforts of southern city life, this is the reality up north, and it’s only going to get worse.

Labour Association of Canada. The BCYT hopes to set wages and conditions for them all and influence Ottawa’s temporary foreign worker program to boot. McDonald and Premier Christy Clark have politely told them to pound sand. Their formula would add millions in costs to the project, driving up BC Hydro rates even more than they are already rising. BC Hydro has already done dam upgrade projects using a “managed open site” model and it’s not inclined to return to the era of W.A.C. Bennett as Sigurdson demands. Sigurdson makes a valid point that when two concrete masons compare paycheques on the Site C project and one sees he’s making $5 an hour less, he won’t be happy. He will want the higher rate and the BCYT is taking BC Hydro to court to ensure they can recruit new members on the site. It looks like a hot summer ahead. This summer, work is scheduled to start on the Site C dam on the Peace River, the most costly construction project in B.C. history. And a union vs. non-union battle reminiscent of the old Expo 86 labour wars is underway. The B.C. and Yukon Building Trades (BCYT) are demanding a project agreement that requires all workers on Site C to be paid their rates and are warning of chaos on the huge project if they don’t get their way. BC Hydro CEO Jessica McDonald told me that’s not all they want. They are also seeking quotas for members of their unions on a project that will be a small city of 1,700 people at peak construction. BCYT executive director Tom Sigurdson says that while all sides acknowledge the need for foreign workers for Site C, he wants to control that too, working with their affiliated unions in the United States. There will be non-union construction firms, some of them owned by aboriginal communities in the north. There will be contractors affiliated with the Christian

What is B.C.’s grand treaty plan? Editor: Re: Treaty trouble has deep roots (B.C. Views, March 31). No one would disagree that the B.C. treaty process hasn’t been as successful as hoped. Indeed, there are also many First Nations who think it is the wrong process of reconciliation altogether. However, that doesn’t excuse Premier Christy Clark’s recent decision to blindside B.C.’s treaty partners by refusing to appoint George Abbott as head of the B.C. Treaty Commission. Although it might be comforting to think that Premier Clark’s reckless behaviour was done in consultation with the federal government, there is simply no evidence to suggest that. Not only did Jerry Lampert, the federal government’s appointee to the treaty commission, say Ottawa was as surprised as the other parties to the process, but on March 26, NDP Leader John Horgan stood in the legislature and asked Premier Clark three times whether she had discussed her plans with the federal government, and she did not contradict the words of Mr. Lampert. If the B.C. Liberal government has a grand plan for reinventing the treaty process, they aren’t sharing it with any of their constitutional partners. B.C.’s approach to reconciliation needs to be re-energized so First Nations, resource workers and those seeking to bring new investment to B.C. can have certainty. This means not only fixing the treaty process, but doing more work to find a way forward with First Nations who have chosen a different path. That means working together, not going it alone. It was another successful season of hockey, with all the ice soon to be cleared out of the Twin Arenas, our local teams skated for one last hurrah March 27 – 29. For the 32nd annual Goldpanners tournament, 24 teams – 18 mens teams and six womens teams – laced up their skates, preparing to take on the competition, each team eager to claim the victory. Out of the six local teams competing, it was the Quesnel Investors Group who secured one of four winning slots in the mens division. Our local skaters took the win in the C+ mens division. Also bringing in a win in the mens division were the Vanderhoof Screamin’ Beavers, 100 Mile Canadianators and the PG Stars. Winners in the ladies division were the Vanderhoof Vipers. The tournament fundraiser brought in $3,400, going to three benefactors: Quesnel Cancer Society; Quesnel Special Olympics; and the Dunrovin Society in Memory of Brenda Campbell, wife of long time referee Ross Campbell of Quesnel. “We would like to thank the Quesnel Twin Ice Arena crew for limping our old rink along the whole weekend,” Richard Lindstrom tournament director said.

Get in the action with Quesnel Mixed Softball WHITNEY GRIFFITHS Observer Reporter As the warmer weather melts away the snow, Quesnel’s Mixed Softball League is hard at work, getting the fields ready for another action-packed season. It’s a league made for softball fanatics looking to participate in a bit of fun-filled competition with league games and tournaments throughout the spring and summer months. The league allows softball

players as young as 16 with parental consent, but it is primarily an adult league. “We are open to anyone interested in playing,” league president Jason Williams explained. “Or anybody with a team that would like to play.” Teams are comprised of anywhere from 15 to 18 players, with seven men and three women out on the field at any given time. In past years the league has divided their season into two leagues, a spring and

a summer league, but this year brings a change. The previously separated leagues are being combined for one extended season with a one-time fee for the entire year. “We will try and work schedules out so that everyone has an opportunity to play more,” Williams said. Last year the fields saw 13 teams during the spring months and seven teams during the summer. There is the hope to have up to 17 teams out on the

fields this season. Stop by the Legion April 11, 3 p.m. to register for Quesnel’s Mixed Softball League. The season will be in full swing in May, starting with a Icebreaker tournament, May 1 – 3. After the Icebreaker the regular season begins, May 4. Every Monday to Friday there is the chance for some softball action. January 21, 1935~March 19, 2015 It is with great sadness we announce the passing of our Mother, Yvonne Kathleen Merz. Predeceased by her husband, Bud (2012), and her mother, Marie Stone (1985), she is survived by her brother Pat (Sharon); son Robert (Lizette); daughters Christine (Ben) and Carol (Raven); grandchildren Kati and Kevin; and great grandchildren Edan and Naomi. Yvonne was born in Regina, Sask. and spent her childhood in Cranbrook and on the Sunshine Coast of BC before moving to Quesnel where she completed high school in 1953. Yvonne worked at the T.D. Bank after graduation until she married the love of her life, Bud, in 1959. Yvonne was a devoted wife, a caring mother, an able bookkeeper for her husband’s business. She was a very good friend to many as she always appreciated any

opportunity to visit with friends. She loved to read a variety of topics and admired all animals but was especially fond of cats. She enjoyed gardening. In her later years, Yvonne was very active in the community. She attended many community events, running the Tuck Shop at Dunrovin and was also a proud member of The Gold Pan Roses Red Hats. She will be sorely missed and fondly remembered. There will be no service at Yvonne’s request.
