Several residents in the area around the Miller Springs water bottling plant in the Sidley Mountain area are calling for a study of the aquifer before expansion of the plant is allowed to proceed by the Agricultural Land Commission (ALC). They say the study is needed to guarantee residents and all people downstream will not be placed in danger of losing agricultural capability due to shortage of water. “Our concern is simple,” said area resident Don Halverson. “Can the aquifer sustain the increase in water extraction?” Halverson also noted contradictions in documents filed by Miller Springs. Currently the operation is allowed to remove 6,250 litres per day. They have applied to the ALC for an increase to 50,000 L/d; and yet another number (300,000 L/d) was given to the Town of Osoyoos. As well as aquifer levels, there is concern about the impact of the increased extraction on Nine Mile Creek and a nearby nature conservancy that Halverson says serves as an ecological benchmark. It contains old growth larch, some as much as 600 years old, as well as the Williamson sapsucker and other species at risk of extinction. In addition to the study, residents say they would like a monitoring well south of the plant and a flow meter on the plant. In January, Miller Springs sought support from the Town of Osoyoos stating that the lack of three-phase power is having a detrimental effect on the economic development. The company wants three-phase power so they can install machinery to blow the plastic bottles on site. According to answers filed by Miller Springs to questions from the Town of Osoyoos, the plant now employs eight people, but that could go to 27 when the 10-year expansion is complete. Not all neighbouring landowners are opposed to the expansion. The bottling plant is currently shut down from November to March each year but the plans call for pumping two 10hour shifts four days per week for 50 weeks per year. “Although this appears to be a large quantity you must bear in mind that the centre pivots in our area draw approxi• See AQUIFER STUDY page A12

Time to step up Are you looking for a way to give back to your community—a way to help and protect others in time of emergency? Why not consider joining either, or both, of two local groups that need new members at the moment? Boundary Citizens on Patrol (COP) provides extra eyes for the local RCMP constables. COP in the Boundary began in 1991 when a group formed in Greenwood. The group meets on the second Wednesday of each month. The group conducts speed watch, range patrol and vehicle patrols through the communities of the West Boundary, making sure businesses are locked and secure. More members are always welcome. If you want information about joining, contact Midway RCMP at 250-443-1470. Members must undergo a (free) criminal records check. West Boundary Road Rescue (WBRR) is another group that is always looking for new members. When you are involved in an accident on the highway, it is a blessing to know that trained and equipped emergency responders are on their way to help. It could be ambulance or police—or, if someone were pinned in a vehicle, it would be the road rescue crew. WBRR is based in Midway and serves a huge geographical area: from Eholt on the east, to Bridesville on the west and as far north as Carmi. WBRR holds regular training sessions every two weeks. The service is funded through taxes levied on property owners in Area E, Midway and Greenwood. For more information about WBRR contact Larry Bowen at 250-528-0349.

Editor, The Times: Ninety-four-year-old Christina Haines has a new lease on the rest of her life! She is comfortable at home with family now. Hey Baby Boomers! Is this us? Read on ... What do you see, nurse? When an old lady died in the geriatric ward in a small hospital in Dundee, Scotland it was thought that she had left nothing of any value. When the nurses went through her meagre possessions they found this poem. Its quality and content so impressed the staff that it was copied and distributed throughout the hospital.... now the world has access to these words. What do you see, nurses? What are you thinking when you’re looking at me? A crabby old women, not very wise. Uncertain of habit, with faraway eyes. Who dribbles her food and makes no reply. When you say in a loud voice, “I do wish you’d try?” Who seems not to notice the things that you do. And forever is losing a stocking or shoe. Who, resisting or not, lets you do as you will with bathing or feeding, the long day to fill. Is that what you’re thinking? Is that what you see? WHAT’S NEW FOR 2014 TAX RETURNS? Wondering what has changed for your 2014 tax returns? There have been many changes – the following is a short synopsis of some of those changes: 1. FAMILY TAX CUT: a federal non-refundable tax credit up to $2,000 a. Spouse or common-law partner eligible to claim b. Both taxpayers must file a return for the year the credit is claimed c. Can’t be claimed if already claiming the split-pension income election d. Does not affect the GST/HST tax credit or the CCTB e. Tax credit is based “as if” up to $50,000 of taxable income is transferred from higher taxable income spouse to lower taxable income spouse 2. EMERGENCY SERVICES VOLUNTEERS a. If eligible for the $1,000 exemption and either the volunteer firefighters’ amount or the search and rescue volunteers’ amount – taxpayer must choose which to claim – you can’t claim both b. T4 slip shows only the taxable part of the payment – the exempt part will now show as Box 87 on the T4 slip c. If claiming the $1,000 exemption only report the amount in Box 14 d. If the government, municipality or public authority employed you (other than as a volunteer) for the same or similar duties, or if you choose to claim the VFA or SRVA the full payment is taxable (must add amounts shown in Box 14 and Box 87 together and report the combined amount at line 101)
3. LIFETIME CAPITAL GAINS EXEMPTION a. Dispositions of QSBCS or qualified farming or fishing property made after 2013 eligible for $800,000 lifetime capital gains exemption limit 4. CHILDREN’S FITNESS AMOUNT a. Maximum amount of eligible fees increased to $1,000 per child b. Program must be ongoing (last at least 8 consecutive weeks or in the case of children’s camps – 5 consecutive days) c. Program must be supervised and suitable for children d. Must require significant physical activity which contributes to cardiorespiratory endurance plus one or more of the following: i. Muscular strength ii. Muscular endurance iii. Flexibility and/or iv. Balance e. Qualifying activities can be found at the Public Health Agency for Canada’s Physical Activity Guide for Children & Youth 5. SEARCH AND RESCUE VOLUNTEERS’ AMOUNT a. You can claim $3,000 non-refundable tax credit for the volunteer firefighters’ amount or the search and rescue volunteers’ amount—but not both—conditions are: i. You were a volunteer firefighter or a search and rescue volunteer during the year AND ii. You completed at least 200 hours of eligible
volunteer firefighting or eligible search and rescue services in the year Once again, a lot has changed regarding what you can report on the 2014 tax return. Contact your professional tax accountant for further information to ensure that you are eligible to include the above credits in your tax return.

Maddie Baia “I take school more seriously,” 2015 grad Maddie Baia told career counsellor Pam Storie when she asked how she’d matured since coming to BCSS in Grade 8. But one suspects there was an element of modesty in her response when you consider she has been on the Principal’s Honour Roll (straight As) throughout her time at the school. Maddie has plans for her life. In the short-term she will work this summer— perhaps at the Greenwood pool, or she might take advantage of the wildland fire training she picked up in the fire suppression course. She’s applied to attend UBC Okanagan in the fall to work towards a Bachelors of Nursing. Long-term she’d like to

Michael Beech
BCSS Class of 2015 graduate Michael Beech was the first student to go through the exit interview process this spring. For good reason too, he finished high school one semester early and was keen to get into the job market before the rush later in the spring when college and secondary schools release their students for summer. He was heading to Kelowna in early March with a well-written resume that highlighted his abilities. His short-term goals are to get to Kelowna and to find a job. “It could be

She gave back to her school too as a member of BCSS Spirit Club and student council throughout the last five years. Her favourite thing about BCSS was the sports, “being with all my friends, with my team.” She has excelled in soccer, volleyball and basketball at the school and is a member of the Rock Creek Ladies Fastball team. Being a doctor has been her dream since Grade 8. Her resume today lists numerous certificates and employment at the Kettle River Museum, Midway Public Library and the Greenwood pool. Given another decade or so and this confident, mature young woman will have added positions in the health care field to the list as well. exit interview. When asked about hobbies, Michael said he enjoys creating things; but lately looking for a job has become a hobby. Storie wished him well and offered the suggestion that he continue his studies through a night school course even while building his college grubstake. Michael is a well-spoken young man who says his social confidence is something he picked up while at BCSS. When asked how he’d matured while at BCSS, he said, “It pays out in the end if you pay attention to people other than yourself. It is better to be involved with the community and give back.”

WBCF votes not to approve request from Area E director Vicki Gee to be included as a shareholder Midway council met for the first regular meeting of April on Tuesday, MIDWAY April 7, moved from Monday night because of the Easter weekend. Community forest turns down Area E At a meeting March 18, shareholders of the West Boundary Community Forest (WBCF) voted to not approve a request from Area E director Vicki Gee that Area E be included as a shareholder in the West Boundary Community Forest. The letter turning her down listed several considerations the shareholders had weighed in their decision, including the opinion of the WBCF board of directors, which they had solicited. Gee wrote back questioning some of the reasons given for the refusal. She said she had consulted with the CAO of the RDKB about her request and feels that some of the discussion points raised by the shareholders “do not reflect the capacity for regional districts to be involved in various enterprises and in community forests in particular.” “There is no guarantee that the RDKB board would support inclusion of Area E as shareholder. I am disappointed though that there was no opportunity to explore possible conditions of inclusion,” Gee wrote. Council voted not to change their position from that agreed to at the April 18 meeting. How big a welcome are we talking? A draft agreement between the village and the school district that would see a welcome circle constructed by David Seven Deers in the Entwined Trees Park has been sent back to staff with instructions the dimensions of the site be included in the agreement. Renovation project at arena concession Councillor Gary Schierbeck asked council to consider moving ahead now with renovations to the arena concession that were discussed last year. The proposal is to move the east wall of the concession three feet out into the lobby. This would allow a private entrance to the kitchen. Administrator Penny Feist seemed taken by surprise by the request, saying that while the project had been discussed it hadn’t been voted on, nor had it been the subject of budget planning. She asked if it could be put it off for another year. “Right now we are trying to get something going on the community hall which is likely to
chew up any money we have,” said

Council directed Feist to contact the building inspector and find out what requirements he would have for the project and to report to the next meeting. Comfort letter to be registered on land title Some years ago three things happened in Midway. When the village was originally drawn up, Chamblet was to be the main street, and it was therefore made wider than other streets. But when the provincial bridge building crew came to town they put the bridge across at Florence Street. And finally, sometime in the past the house at 555 – 5th Ave. was constructed with the room on the southeast corner extending about a meter into the road allowance. A 2001 comfort letter from the village for the property states the village has no plans to make use of the full width of street allowance on the Chamblet side of the lot. At the request of the homeowner this letter will be registered with the land titles office. Road rescue and flagging Feist reported with West Boundary Road Rescue’s request for council support in ensuring members are allowed to remain at an accident scene performing flagging duties until highways can get a crew on site seems to be making headway. Hospital reserve fund filling up Rotvold also told council that the West Kootenay Boundary Regional Hospital District had approved their budget for the year and that it includes putting $1.5 million into the reserve fund for future construction. “The impact on the owner of a $100,000 home would be $2 a year,” said Rotvold. She added that the reserve fund has almost reached the $10 million cap that was set for it. “So next year the directors will be discussing an increase to our cap,” she said. She noted that renovations in the Trail hospital alone would be $40 million.

The Miller Springs water bottling facility sits on approximately 1.25 hectares of land. The bottling facility was approved as a non-farm use in 2008. A condition of that approval was that an expansion of buildings or increase in water extraction be submitted for consideration and approval by the ALC. Miller Springs claims confidence there is adequate water based on past history, but some local residents doubt the numbers being put forward—again based on anecdotal evidence from local farmers. Some residents have written letters to the ALC asking for a study of the aquifer before approval for expansion is given. It is undetermined who would pay for such a study. According to Halverson the company has said such a study is not in their business plan. “To me if doesn’t make sense to send millions of litres out of the country,” said Miller Springs neighbour Francis Eikanger. “At the root of our fears is that the aquifer isn’t capable of recharging fast enough.” Halverson is hopeful that people who are concerned after taking a quick overview of the situation will write to the ALC. The issue came up on the floor of Parliament in Victoria on March 26, but the government response was that it is before the ALC and they offered no further comment.

Spring is once again announcing its arrival in our West Kettle area. What better way to celebrate its presence than by taking in a bit of live theatre! The cast and crews of Midway and Beyond Little Theatre have been working extremely hard since early February on its next production and on Thursday, April 23 the curtains will rise on the comedy Nana‘s Naughty Knickers, written by Katherine Di Salvino, Nana is Sylvia Charles, an 83-year-old spark plug of a lady living in the posh Central Park area of Manhattan, New York City. Unknown to even her best friend and granddaughter, she is running an illegal lingerie shop for senior citizens out of her up-scale apartment. She risks being evicted, even tossed in the slammer for having such a business. Not that this fazes Nana in the least. The ensuing complications are hilarious. Both professional and amateur groups all over North America have produced the play countless
times over the last five years. Its theme, of youth never being defined by one‘s age in years, is especially relevant today. We may be growing older but that doesn’t mean we have to surrender. The comedy runs from Thursday, April 23 until Saturday, April 25 with four shows at Midway Community Hall starting at 7 p.m. A Saturday matinee showing is also available starting at 3 p.m. The Friday show includes an optional dinner. This is sponsored by the West Boundary Elementary School PAC who is trying to raise funds for their annual Grade 7 spring trip to Victoria. However, if for some reason you cannot take in their delicious dinner, a small number of tickets reserved for the play alone will be available. The meal on Friday will begin at 6 p.m.; the play at 7 p.m. As an added feature, there will be a cash bar at all showings for those who wish to enjoy a glass of wine or a beer to go along with their evening out on the town. Boundary C 4H members held their annual Speech Night on Thursday, March 19 at the Rock Creek Fairgrounds. All went well and they were done at about 8:15 p.m. There were about a dozen speeches before supper and after the break they finished off, including the seniors’ impromptu speeches. An impromptu speech is when a member is given a topic and has one minute to prepare a one-two minute speech. This is worth 50 per cent of their total score for the evening. This year’s winners for seniors are: 1st place, Marijka van Kuik; 2nd, Megan Ewing; 3rd, Adele Fossen; and 4th, Sarah MacDonald. For juniors the winners are: 1st place, Jade Fossen; 2nd, Hannah Harpur; 3rd, Matthias Bergendahl; and 4th, Olivia Schneider. All will likely
be going to Speak-Offs in April. The nine-year-old members will be doing their speeches at the April 16 club meeting. A big thank you to our junior and senior judges for the evening: Ed and Judy Brouwer, Elizabeth Windmill, Deb Cusson, Nicole Ferrier and Darren Hutchinson. Sewing members met before February’s meeting to sew pajama pants for practice. Also on Saturday, March 21, Horse and Beef members had a beef weigh-in, sorting lesson and judging practice at Fossen’s. Afterward they were all hungry so they had beef on a bun for lunch. Horse members are looking forward to two rides within the next couple of weeks. Lambs are being born right now and sheep members are looking forward to choosing their projects at the end of April. Tickets are now available for the Cattle Baron’s Ball on April 25.
