Learning Garden opening a team effort CRAIG LINDSAY
Grand Forks Gazette
The Learning Garden project at the Grand Forks Rec Centre was officially kicked off on Friday as around 50 people showed up for a ceremony and work party. Starting off the event was a drumming song and blessing from the Boundary Community Metis Association. Emceeing the grand opening was one of the project leaders, Graham Watt, who introduced the learning garden main design team. Watt also introduced representatives of all the partners in the project, which included Mayor Frank Konrad of the City of Grand Forks, Area C/Christina Lake director and RDKB board chair Grace McGregor; and Area D/ Rural Grand Forks director Roly Russell. “We hear every day about the challenges in the world,” said Watt in his introduction. “We hear about the oil spill in Burrard Inlet; we hear about the loss of biodiversity; we hear about poverty and the challenges of water pollution…one of those things that give me hope is that there are solutions to be had. There are solutions that involve getting your hands dirty, working small and slow at the local level, digging in and working with growing things that help each other out and the earth.” Watt said the area outside the aquatic centre will be transformed over the next three years into a flourishing space of trees, shrubs, vines, mushrooms, ground cover, bulbs and more. “Every one of those plants will have an integrated purpose in helping form a garden landscape that will provide food for many people over many years,” he said. “It’ll provide biodiversity for pollinators like bees and humming birds; and help clean the air, filter noise and protect ground water.” Watt said there would be opportunities for locals to learn about water conservation in the garden. Russell said the project is a great addition to the community. “This is one of the projects I think that is really exciting from a local • See GARDEN page A10

When we accepted their bid they had said as much as 15 months so they’ll be right on target.” Heriot said they don’t have the final cost for the truck yet but he anticipates it will be under $1 million. Heriot said when the truck comes off the assembly line, they will fly down for a detailed inspec-
tion on the engine before receiving the truck. “We’ll go through the whole engine and make sure it was build totally to the spec that was bid on,” he said. “Also, if there are any changes we want to make then we’ll do them there. Kinnie, who arrived recently from the prairie, has purchased the 11acre ranch of E.S. Reynolds about a mile east of the city. 1925 W.T. Valachy has opened a watch and clock repairing store on Second Street, near Bridge Street. 1945 Squadron leader John Gowans was elected an honorary member of the Gyro Club. 1950 The smorgasbord sponsored by the PTA proved to be very successful and enjoyable, as did the plays performed by the students. 1955 This week’s announcement to the world of the successful testing of the Salk anti-polio vaccine brings hope of the end of the crippling disease. The last one was held in 1898. In fact, the courthouse has had to have a bit of work done to accommodate the jurors, as the upstairs washroom has had to be sealed off from the general public; as well, the witness box has been moved across the courtroom so that it faces the jury. The Crown and the defense went through a potential list of about 75 jurors for the manslaughter trial of John Paul Scott, a man from the Christian Valley area who is charged in connection with the death last year of his commonlaw wife, Sharon Anne Thomas. After the jury was selected, it was brought in Monday afternoon to start hearing testimony. 2005 Bright sunshine made for a perfect day at the grand opening of the Grand Forks Skate Park Saturday. Hundreds of spectators and participants came out for the festivities as professional skateboards put on a show. 2010 This week’s meeting of the Regional District of Kootenay Boundary Advisory Planning Commission, which was supposed to deal with the controversial issue of rezoning for a toxic waste disposal facility, turned out to be anticlimactic–Aquilini Renewable Energy announced it is withdrawing its bid to build a disposal facility at Christina Lake.

I was born in 2010 in Maple Ridge, B.C. My owners waited two years for me to arrive. I’m a non-hearing dog...sometimes an advantage but other times not so much like when I was minding my own business and a bear charged me!! Luckily others were watching out for me and scared it away! Being a retriever I of course love the water, especially at our place at Jewel Lake, and when I’m tired I lounge about on the deck and watch the boaters and wildlife go by! Life is a piece of cake with my wonderful owners, they love me so much! Sponsored by

Recycling bins at fire hall need to be moved Removal of recycling bins Dale Heriot, fire chief/manager of emergency services for By Craig Lindsay Grand Forks, appeared at the April 7 Committee of the Whole meeting to ask council to approve changes to the parking lot entrance and approve the removal/relocation of the recycling bins to provide adequate volunteer firefighter parking. Heriot said the change to the rear parking lot entrance with the removal/relocation of the bins would provide easier entry into the fire station with the new ladder truck as well as maintain suitable parking. Although the fire truck, which is expected in May, could be backed off of Second Street, the onerous task would increase the possibility of damage, said Heriot. The cost of the adjustments to the parking lot will be absorbed in the public works operating budget. Council will discuss and vote on the matter at the April 20 regular council meeting. Talking about healthy communities Kerri Wall, community health facilitator for Interior Health (IH) for the East Kootenay and Kootenay Boundary, gave a presentation to council about the Healthy Communities Initiative. On Feb. 24, 2014, Grand Forks City Council of the day passed resolution to partner with IH to promote health and wellness in the community. Wall reminded the new council of this resolution and about the possibilities for continued healthy communities work in Grand Forks. Fire truck a boon Grand Forks Fire/Rescue’s new fire truck is only a couple of months away from completion. The truck will help the fire department with both fire fighting and rescue missions. Some residents are questioning the cost and whether Grand Forks needs a 30 meter (100 foot) ladder truck when our tallest building is three stories high. Some of us see a million dollar price tag and think, “Wow. That’s a lot of money!” and, while, yes it is but you’ve got to consider that it is money while spent. First off, fire trucks tend to last for 30 years or more. Second off, as they say, can you really put a price tag on safety? As fire chief Dale Heriot says, the ladder will allow the fire department to access burning houses and build- A LITTLE ings from farther away. Want a house? Maybe a cat? of people something to talk about other than the weather. News spread pretty fast. Nothing unusual about news spreading fast when you live in the middle of Midway though—go six blocks in any direction and you are on the outskirts of the village. But having word spread quickly was no problem as far as I could see. After all, I wanted people to know it was on the market. Just a few short days after the post had gone into the front lawn I was happily surprised to get an honest to gosh real offer on the place. I felt like the king of the world; an illusion that was helped along because I found out I had subjects now. Seems that the offer was “subject to” certain things. Basically, we were talking but I hadn’t actually sold it yet. The offer came on so fast
that a lot of people were still into using the sign itself as the conversation starter with me. So they got to see me slap on a big grin and tell them I’d sold it. Only it wasn’t sold—the deal fell through. So if you have always wanted to live in downtown Midway and are looking for an affordable place and you have been kicking yourself because you heard the place sold, well I am writing to tell you that it is still here for you. And as a bonus the place come with cats! No wait—scratch that! I just get one rumour quashed and then I flap my gums and get another one going! No, the cats won’t be sold with the house. However I can provide at least a half dozen honey-do lists that I’ve stumbled across while sorting stuff out and packing things up. It gives a
whole new meaning to the term starter home: instructions included. I am looking for help from friends who like cats, though. I need to find someone willing to provide a foster home for one or more of my four indoor cats for a month or so. I am heading to Oregon without a place lined up there to stay yet and I’ll need a few weeks to get organized. I am, of course, willing to pay expenses. The cats are all in good health, spayed and vaccinated. Three are older and one is only a few years old. Please get in touch at reporter@boundarycreektimes.com if you think you might be able to help for a month, possibly two. So the latest two bits of gossip are now confirmed as fact— my house is still for sale and I am looking for people with room enough in their hearts to look after my cats.

to the editor
Show support for meters
Editor, The Gazette: Karin Bagn’s letter to the editor, in the Arpil 1 issue of the Gazette, fails as an April Fool’s prank largely due to the seriousness of the subject matter. It is time this community unequivocally repudiates the tyranny of the dwindling minority and declares itself wholly behind the water metering initiative. Instead of writing a note of support to “safe affordable water”—whatever or whomever that is—who use all manner of bunkum and fear-mongering to thwart the initiative and achieve their, as yet, undeclared end game, I urge citizens to send a few words of support to city at info@grandforks.ca to show our administration that we, the 90 per cent of us already metered or lined up for the service, really care about individual water management. We already have “safe affordable water” and are appreciative of it. The fact that every citizen in this city uses some 730 litres of water every day year round is a blot against any notions we may harbour of responsible environmental stewardship. Metering is an effort to assist us all to do a better job before rationing becomes the next option. Readers who haven’t experienced rationing are in for an ugly surprise. Those among your readers who believe that loss of 90 per cent of our glaciers by 2100 is nothing to concern themselves about are wrong; those who believe that snow pack
levels on the coast, at only some 13-15 per cent of the norm, doesn’t affect them, are also wrong; those who are unaware that B.C. has a new Water Sustainability Act should become better informed because a water scarcity crisis is in their futures; and those who don’t believe the Kettle River is in dire shape are also wrong. How much science do they need? Without the WSA, population growth, climate change, resource “development” and continued waste and pollution of water supplies will render our part of the world a radically depleted place. Just hope the WSA has teeth and robust enforcement legislation. As to the case of our CAO and the carping about his remunerations, consider this: I think it likely that someone whispered to this mayor and council that a breach of contract was in the offing and that two things must happen to avoid it: 1) that council pass a resolution to bring the metering programme to completion, and, 2) that they get hold of someone competent enough to avoid the lawsuit. I believe that is why Doug Allin is back in his chair and I regard his settlement a far better deal than getting dinged with a multi-million dollar lawsuit. Finally, without malice, as the mayor is still offside with 90 per cent of the population, he cannot reasonably be expected to represent the community at the UBCM annual meetings and should be kept home. Dave Milton, Grand Forks
Editor, The Gazette: At the opening ceremony of the Learning Garden, Spencer Tracy of Selkirk College remarked to the gathered audience that he and his young family had moved here about six months ago and today, participating in this inclusive community project, he is affirmed that moving here was a great decision. It was a remarkable event that brought the full range of our community together around the values of cooperation, collaboration, optimism, agriculture and sustainability. To launch the event, our local Boundary Metis Community Association offered a profoundly appropriate blessing ceremony with drumming and singing. The seniors mixed with excited children and parents, sharing their depth of agricultural knowledge while engaging in the popular “lasagna gardening” demonstration. The city works crew was enthusiastic and responsive to providing any help they could contribute—asking if they could volunteer their skills and personal time to the Learning Garden project, on a weekend, to give back in a mean-
ingful way to the community that employs them. Our dedicated community volunteers arrived: videographer Les Johnson, photographer Peter Kalasz, Lorraine Dick, Wayne Hind, John Nagel ...and our ubiquitous sound engineer Zak Eburne Stoodley: first to arrive at events to set up and the last to leave, often unnoticed due to his skill and commitment. Unfortunately for Zak, our attention is usually attracted to mistakes. Thanks go out to our local businesses that so graciously donate to this project: Jerseyland for their organic manure, Gaia Green for their organic fertilizer, Kettle Valley Waste for mulch deliveries in their roll-off bins and the amazing talent volunteered for this event by our local musicians, Nathan Vogel, Jamphian and Crow’s Nest. To Mayor Konrad, city councilors, city staff, CAO Doug Allin, Area C Director Grace McGregor, Area D Director Roly Russell and our many wonderful sponsor representatives who all took time from their busy lives to attend and to personally support the launch of this exciting project—THANK YOU! It’s time to deal with elder abuse Elder abuse is an issue that gets little or no mention in most communities until a serious incident is reported and that is a rare occurrence because it generally happens behind closed doors, in a variety of settings, and takes many forms. It is difficult to know that abuse is occurring unless the victims are courageous enough to report it. Most are unaware that they can do so and in most cases they suffer in silence likely Rousing out of fear of retaliation. While it is not covered under the the Rabble Criminal Code of Canada, abuse of any ROY RONAGHAN kind is nevertheless a criminal act. Elders are classified as older adults, but there is no special age classification. In Native cultures, an elder is a man or woman who is older than the others in the family and community, and who is widely recognized and highly respected for their wisdom and spiritual leadership. They have a significant role in community life. Abuse takes many forms from physical to psychological. A list prepared by the Canadian Centre for Elder Law, a division of the British Columbia Law Institute provides 13 examples: over-medication, withholding medication, invading privacy, unlawful confinement, neglecting a person’s basic needs, causing social isolation, preventing an older adult from practicing a faith, fraudulently gaining access to a person’s money, misusing funds, physical assault, non-consensual sexual contact, threats of harm and harassment. According to the Canadian Centre for Elder Law in A Practical Guide to Elder Abuse and Neglect Law in Canada, abuse can be broadly categorized as physical, financial, psychological, sexual and neglect. The guide states that physical abuse is abuse “causing pain, injury or harm to health.”Financial abuse is the “illegal use of funds or assets, such as theft or fraud.”Psychological abuse is the “infliction of mental anguish or suffering.” Sexual abuse is “non-consensual sexual activity or harassing sexual comments.” Neglect is “refusal or failure to provide services or necessary care.” Abuse can occur almost anywhere in the community, in homes, hospitals, at an office, in a care facility, or even on the street. The issue for elders is that it can go unnoticed because it is difficult to identify. There are some obvious signs and symptoms to indicate that an elder is being victimized. They may have physical injuries that are unexplained or show signs of poor hygiene and poor nutrition. There may be a sudden drop in their cash flow or financial holdings that are extraordinary. They may not be using medications as they are intended and they may show signs of withdrawal. In many cases, the perpetrator of the abuse may be a person who has had a long relationship with the victim. Family members, friends, spouses, volunteer caregivers, legal guardians and care facility staff may be involved. There is presently no specific crime of “elder abuse” but those who engage in it can be charged under the Criminal Code if they are found guilty of physical assault, sexual assault, uttering threats, unlawful confinement, failing to provide the necessities of life, theft and fraud. An organization known as CARP, a Canadian, non-partisan, non-profit organization, committed to advocating for social change would like elder abuse to be recognized as a crime. The organization would like to see changes in the Criminal Code making it mandatory to report elder abuse in a manner similar to cases of child or spousal abuse and increase the penalties for causing abuse. CARP is also an advocate for a new criminal office of Elder Abuse Victims as well as support services and elder shelters. Regardless of their backgrounds, ages, religious orientation, race and culture, the elders in our community have a right to live safely and securely in the community and the community-at-large has a responsibility to ensure that they do. Anyone who suspects that abuse may be occurring has a responsibility to report it.

Happy birthday “ woman to an Amazing

post office
Editor, The Gazette: I would like to respond to the letter, “Canada Post needs to be sustainable” by Doug Jones. In his letter, Mr. Jones addresses the decline of letter mail at length and the need for Canada Post to meet the changing needs of its customers. It’s interesting that Mr. Jones only writes about drops in letter mail volume yet sidesteps any mention of actual post office increases such as the dramatic rise of parcels the corporation now handles. Another glaring omission from his letter is any mention of the near-record $198-million net profit Canada Post made in 2014. With such profitability, why are further cuts needed? Instead of sending people a block away to a private interest simply looking to increase foot traffic, why not expand services within our actual post office, hire back the deleted positions and allow us to provide better service, better paying jobs, and better options for our community that this slow erosion of the current service can’t possibly bring? The Ministry of Forests, Lands and Natural Resource Operations is conducting an ecosystem restoration burn near Johnstone Creek until April 30 weather conditions permitting. This controlled burn will cover 25 hectares and smoke may be visible from Rock Creek and surrounding areas. Smoke may be present for several days, as fires within the burn control lines are extinguished. Fire is a natural, normal process in many ecosystems. It can be beneficial and necessary to maintain a healthy forest and a diversity of plant and animal life.Through evolution and exposure to wildfires, many plants and animals have adapted to fire and actually depend on it to reproduce. Historically, grasslands and an open forest canopy have been maintained in the Boundary Region through frequent, low-intensity ground fires. In the absence of naturally occurring fires in recent decades, the planned site of the Johnstone Creek ecosystem restoration fire has become overgrown. This prescribed fire, combined with logging, thinning and brush-clearing projects, will help the area return to its natural state. The goal of this project is to reduce ecosystem degradation by reintroducing fire to the landscape, which will enhance winter habitat for a variety of ungulates, improve overall biodiversity, create a more open forest habitat and increase the availability of food sources such as shrubs and grasses. This project will help maintain or improve habitat quality for native species at risk, with a particular focus on a bird known as the Williamson’s sapsucker. The overall reduction in the amount of combustible material (fuel load) will also improve the area’s fire resiliency and decrease the risk of catastrophic wildfires. Prescribed burning used as ecosystem management tool • Fire is a normal, natural process in many of British Columbia’s ecosystems. Many species of plants, birds, insects and other animals depend on fire for its regenerative properties. • Fire helps control insects and the spread of disease in forests. It also contributes to forest regeneration, as younger trees replace older trees. Having trees of various ages in a forest helps create biodiversity. • Prescribed burning is one of the tools used by resource management professionals to achieve land management objectives. For example, fire can be used to enhance habitat and improve forage for elk, deer, bighorn sheep and moose.

Asset management key for municipality CRAIG LINDSAY
Grand Forks Gazette
The City of Grand Forks held an open house on April 8 at gallery 2 to talk about asset management. Speaking at the event were Christine Benty, former mayor of Golden; Doug Allin, CAO of Grand Forks; and Scott Shepherd of Urban Systems. The speakers talked about the importance of asset management and what it means to Grand Forks. About 40 people were in attendance. Shepherd was the first speaker and gave an overall overview of asset management and what it means. He said the Federation of Canadian Municipalities (FCM) definition of asset management is “the process of bringing together the skills and activities of people with information about the community’s physical infrastructure assets and financial resources to ensure long-term sustainable service delivery.” Benty, who was a council-
lor in Golden for six years and mayor for six as well, said that Grand Forks is ahead of the curve in terms of asset management. “Our purpose for practicing asset management (in Golden) was how do we have the conversation, how do we balance the cost to provide, maintain and review infrastructure and,
if necessary, eliminate community owned capital assets,” said Benty to the crowd in attendance. “Essentially, the question is: what do you want and what are you willing to pay for it?” Allin spoke about Grand Forks’ asset management framework and what is involved in the process.

SD51 consults with public Boundary Creek Times Reporter
School District 51 (Boundary) held two public consultation meetings last week. There was one in the West Boundary on Wednesday, April 8 at BCSS and another in Grand Forks for the East Boundary parents and communities the following night. On hand at the BCSS meeting were trustees Cathy Riddle, Cindy Strukoff and Rose Zitko along with Superintendent Kevin Argue, Director of Learning Doug Lacey, Brian Foy, principal of the four West Boundary elementary schools, and teacher Jennifer MacDonald. The three-hour meeting featured a Powerpoint on planning, finance and educational directions. Argue began with an overview of planning as it is currently done in the district and the resulting documents such as school growth plans and district achievement contracts. The current District Achievement Contract has four goals: to embed the inquiry process into teaching and learning throughout SD 51; to improve student achievement in reading; to increase access and use of technology to deepen learning and authentically communicate their knowledge; and to improve the positive, social emotional connectedness of our students with their school experience through school initiatives supported by the Health Promoting Schools coordinator. The room was dividing into two discussion groups and Argue asked them to consider the question: How are our goals changing our outcomes for students? Secretary-treasurer Jeanette Hanlon then gave a report on the budget now being prepared for the 2015-2016 year. She noted that since the 2001-2002 school year enrolment in the district has fallen 39 per cent. From 2,030 in 2001; there are now 1,247 full-time equivalent (FTE) students in the district. The declining enrolment trend is expected to continue too. There are 1,423 students (by headcount) in the system in September, 2010. Last September there are 1,270. That is expected to fall to 1,117 in September, 2019. “Enrolment determines revenue,” said Hanlon. She added that Kindergarten enrolment is a huge number each year. Using birth records and
StrongStart numbers the administration makes educated estimates of what those numbers will be each year. But even educated guesses can be off. This year they had anticipated 68 or 70 students starting Kindergarten across the district; they have 60. Hanlon gave an overview of how the district is funded. Funding protection guarantees 98.5 per cent of previous years’ funding to protect against huge fluctuations in student numbers. Estimated total expenses for the 2015-2016 school year are $16,016,274. Revenue is anticipated to be $15,448,622. This leaves a shortfall of $567,652 that will have to be covered by the $1,200,408 surplus on hand from prior years; leaving, on June 30, 2016, an estimated surplus for future years of $632,756. Seventy-six per cent of expenditures go to instruction, 15 per cent to operations and maintenance, five per cent to district administration and four per cent to transportation. The board is challenged in this upcoming budget by a ministry edict that they find $91,880 in administrative savings in the coming year. The question Hanlon put to the parents and community was: How can our financial decisions best meet student learning needs? Learning directions was covered by Lacey, and his question for the evening was: How do we support our teaching staff, parents and local community to take the necessary steps towards meeting the changing needs of our learners? “We have an education system that has been defined around knowledge gatherers, teachers were sort of the fonts of knowledge giving it to the students,” he said. “Students were regurgitating back the knowledge and if they could do that really well trough test writing, essays, etc. they were going to be the powerful you that are going to graduate from school. “Many of the businesses and even universities were saying: ‘You know what? These kids aren’t the one who are succeeding out there and those aren’t the skills that we need’,” said Lacey. Lacey said schools are now changing the focus of their students from being learners of information to doers. “While still recognizing the importance of the fundamentals of reading, writing and arithmetic, things are moving to problem solving, hands on personalized learning with an increased emphasis on competencies.”
Snow basin low after mild winter CRAIG LINDSAY

The River Forecast Centre has released the April snow survey/water supply bulletin and it confirms what we all suspect: the warm, mild winter is leading to a smaller snow basin. Temperatures in the interior of the province have been typically three to five per cent above normal, said the release. In addition, March sea surface temperature anomalies in the Pacific Ocean off the shores of BC have continued to be one to three degrees above normal. NOAA’s National Climate Data Centre is reporting that temperature anomalies off the BC coast have been at record levels through the winter of 2014-15.
The report states that declines in snow basin indices have been observed in almost all basins between the March and April surveys. The average of all provincial snow water equivalent measurements for April 1 is 73 per cent of record. In the Boundary, the snow basin index is 61 per cent of normal. “It is fairly low this year,” said Tobi Gardner, hydrologist for the B.C. River Forecast Centre. “The main reasons for this are the generally warm winter for most of the southern parts of the province. Because of these warmer temperatures often when there are these weather systems that have come through the province they’ve dropped rain rather than snow because it’s been • See BASIN page A28

Financial plan approved by council CRAIG LINDSAY
Grand Forks Gazette
The financial plan for 2015-19 has been approved by Grand Forks city council after a lengthy process. Council adopted the 2015-19 financial plan (bylaw 2008) after giving final reading at the April 7 regular council meeting. The adoption of the financial plan came after three separate public consultations this year. The consultations were held during the committee of the whole meetings on Jan. 26, Feb. 10 and Feb. 23. Staff began with the operating budget and presentations for each department were made to council at the Jan. 26 Committee of the Whole (COTW) meeting. A capital presentation was made to council at the Feb. 10 COTW. On Feb. 23, the operating and capital budgets were combined and summarized. The 2015-19 financial plan was introduced to council at the COTW at the March 9 meeting for further discussion. “At that time, several capital projects were cancelled, deferred or changed from infrastructure replace projects to infrastructure repair projects,” said Roxanne Shepherd, chief financial officer for Grand Forks. “As well, staff committed to further research on playground equipment replacement and report back to council before proceeding.” According to the financial plan, in 2015 total revenues for the city is expected to be $13,712,122. Total operating expenses is $12,146,778. Net revenue is set at $1,565,344. In 2016, the total revenues are expected to be $11,415,599, while the total operating expenses are expected to be $12,363,419. The net revenue is expected to be a loss of $947,820. In 2015, the biggest source of revenue is

government perspective,” he said. “In part because it’s such an explicit collaboration between the city and the regional district (and other partners). Moving forward there is a lot of energy to get this project started. It’s also a pretty exciting project with how it came together. The group behind it is a pretty remarkable example of community cooperation.” After the various speeches, the dignitaries, as well as other local contributors, grabbed shovels and helped spread the first batch of manure to get the garden started.

property taxes at $3,047,841, which is 23.04 per cent of total revenue. Grants and other is expected to be $3,435,951, which is 25.06 per cent of total revenue. The biggest expenses are operations expenses at $4,588,336. The most expensive 2014 carry-forward projects are the fire truck, water meter installation project and west end fire protection – phase 2. The new fire truck cost $1.3 million, of which $399,277 has been paid. The remaining $900,723 is to come out of borrowing. The water meter installation project is also at a cost of $1.3 million, of which $705,822 has been paid. The remaining $594,178 will come out of gas tax general. The west end protection – phase 2 is also $1.3 million, of which $370,718 has been paid. The remaining $929,282 is to come out of grants. Of the 2015 capital requests, the most expensive ones are the wastewater treatment plant UV at $500,000; 5th Street watermain replacement at $460,000; and Silver Kettle sidewalk at $175,500. Fire dept receives vintage hose reel
PUBLIC NOTICE
CRAIG LINDSAY
Grand Forks Gazette
Grand Forks Fire/Rescue has beautifully restored a vintage fire hose reel, which they recently received from Midway resident Paul Lautard. Grand Forks fire chief Dale Heriot said the hose reel was used by one of the Vancouver fire departments in the early 1900s. “It was offered to us by a resident in the Westbridge area and we graciously accepted,” said Heriot. “We brought it back and restored it and now it’s a wonderful looking piece of equipment.” Firebells and Fanfare Dale Heriot, Grand Forks Fire/Rescue fire chief and manager of emerThe hose reel and many other gency services, shows off the newly received fire hose reel, which the vintage firefighting apparatuses department recently acquired as a donation. Craig Lindsay photo will be a part of the upcoming ‘n Shine in conjunction with the Park in the Park Firebells and Fanfare showcase, Car Show. which will be returning this summer. “It’s a really good opportunity to join forces and The showcase, which goes from Aug. 14 to 16, will feature a parade down 68th Street and a Show put on a really, really good show,” said Heriot.
Truck

brought up to Grand Forks from the manufacturer, Rosenbauer, in the Sioux Falls, South Dakota. “At that time when it’s brought up here, they will provide three days of training on the aerial device and engine to our crew,” said Heriot. Heriot said the crew is really looking forward to getting the truck for a couple of major reasons. “As far as the firefighting side, it’s not the fact that we have any buildings that are 30 metres tall—it’s the reach,” he said. “The footprint of buildings—Silver Kettle is a good example, the footprint of that building is pretty big — we need the reach. You can’t put a fire truck right next to a burning building, not unless you want to lose the fire truck. For us it’s the reach.” Heriot said the other key component is the addition of a bucket, or platform basket, at the top of the ladder for aiding in rescues. “Especially for all these facilities that have seniors and other people with mobility issues,
it allows us the ability to go up and get them, put them in the basket and bring them down because we can’t be asking them to climb down a ladder.” Heriot said having firefighters in the basket is also much safer while fighting a fire or performing a rescue than having them stand on top of a ladder, as is the case with the current ladder truck. “We’re going to have the ability with this truck to fight industrial fires,” he said. “We’ll be able to get over top of the fires and be able to drill right down into the fire and stopping these fires, hopefully, much quicker.” Heriot added that having the basket and long reach will allow the fire department to perform embankment rescues much easier and safer. The old (current) ladder truck will be sold off with money going back into the city’s equipment replacement fund. The city has allocated $1.3 million for the new fire truck of which $399,277 has already been paid. The remaining $900,723 will come out of borrowing.

New guidelines for service dogs
KELOWNA
’ n i h c a e B t s Be Deals!!! Sale Starts Friday April 10th
SUBMITTED to the Grand Forks Gazette
Strengthened public safety, high training standards and improved access to public places, such as transit vehicles and restaurants, are key goals of B.C.’s newly introduced Guide Dog and Service Dog Act. Guide and service dogs provide integral support for people with disabilities, such as helping individuals with visual impairment maneuver through city streets and providing assistance with things such as severe hearing loss, epilepsy or diabetes. If passed, the act will lay the foundation for a number of changes proposed to take effect this fall. It will ensure that individuals accompanied by a certified guide or service dog are guaranteed the same rights and privileges as anyone else. Also, dogs or puppies-in-training, when accompanied by a certified trainer, will be allowed to go into any public place where a fully certified dog can go, giving them a chance to get used to being in new and diverse environments before being fully responsible for their handler’s safety. The Guide Dog and Service Dog Act would also establish high and consistent training standards. All guide and service dogs currently certified will continue to qualify as long as they continue working as a guide or service dog; however, once the new regulations come into effect, guide and service dogs will be required to be trained by a facility accredited by Assistance Dogs International (ADI) or the International Guide Dog Federation (IGDF).

Our Changing AGM: We’re getting down to business.
Over the past several years, the number of people attending the Grand Forks Credit Union AGM has fallen considerably to approximately 150 people. That represents about 2% of our membership. And over time, this meeting has turned out to be a pricey affair, with the cost of a guest speaker, gifts for attendees and cash door prizes. The purpose of the AGM is for the Board of Directors to report out to our membership, share financial and operational results and have a venue for our members to ask us questions on our financial performance and our focus to serve them. We’ll also have our Credit Union auditors there. So this year, we are hosting a true AGM – focusing on Grand Forks Credit Union business. Important business. No guest speaker, no prizes. It just makes sense from a responsible business perspective. We hope to see you at the AGM this year. We welcome the opportunity to share our financial results with you and gain your valued feedback.

Rivers’ Edge heading to Chicago
Hello, theatre lovers of Grand Forks, you are in for a treat next week when the production of Chicago takes place. It is on April 16, 17 and 18 at 7p.m. and on April 19 LIZ MARTIN at 2 p.m. All performances are held at the Grand Forks Secondary School auditorium. Prices are $12 for students and seniors and $15 adults and can be found at gallery 2, Thistle Pot, and at the door. This lively production is put on by Rivers’ Edge Theatre Company and from what I saw, it will be a very interesting event. The costumes are very good indeed, done by Natalie from Hedz Up Hair Salon. I saw some very good dancing also and singing to accompany it. Great talent indeed. Once again Deborah Ann Baker is in charge of the production and her son Aaron is doing the choreography. Some of the rough language has been taken out as this is a softer version of Chicago than the movie was. It has been tailored to suit the Grand Forks audience! A small band accompanies this show and according to music director Lorraine Barg, it is very difficult music—many sharps and flats—but from what I heard, it was great. There is a flute, guitar and drums to aid Lorraine in her endeavour. There are many talented people in this show, too many to mention here. Please pick a date and come on out and see it for yourself.

Boundary the ‘cradle’ of hockey GERRY FOSTER
For the Grand Forks Gazette
The Gazette is pleased to present a series of articles on Boundary hockey history written by Gerry Foster. “Moreover we ordain that you prohibit under penalty of imprisonment all and sundry from such stone, wood and iron throwing; handball, football, or hockey; coursing and cock-fighting, or other such idle games.” This proclamation issued by Edward the Third of England in 1363 is thought to be the first recorded use of the word hockey. Ice hockey that would electrify Canadians from coast to coast more than any other sport would arrive much later. The Canadian Museum of History states that “the journal of Arctic explorer Sir John Franklin notes that on October 25, 1825, men from his party skated and played hockey on Great Bear Lake.” However, the first recorded hockey game played on an indoor rink between two teams and reported in the press took place on March 3, 1875 at the Victoria Skating Rink in Montréal. The recognized expression from the late 19th century, go west young man, could also apply to hockey. The game was growing in Eastern Canada; soon however, opportunities in Western Canada were enticing the adventurous. The prospects of employment, new starts and a pioneer spirit led many to pack up and leave for what some viewed as a kind of Promised Land. The dawn of the 20th century witnessed the discovery of copper around Grand Forks which resulted in the building of the massive Granby Smelter. It became the largest copper smelter in the British Empire. The term Boundary Country evolved from the designation of the surrounding region as the Boundary Mining District in the late 1800s. The Inception of Hockey in British Columbia Many who came to work and live in the Boundary Country brought hockey skates. Once the ponds, lakes and rivers were frozen over, skating and hockey games would provide a leisure activity for the residents. Hockey awareness can also be traced to early West Kootenay centres. Sandon, now a ghost town, and Nelson have hockey history going back to the early 1900s. The statement is made on the Historic Trail Smoke Eaters website that “the West Kootenay and Bound-

ary areas of B.C. can rightfully be called the cradle of hockey in B.C.” While respecting what was happening in the West Kootenay, in my humble opinion the Boundary region alone deserves the title of the genesis of hockey in this province. In an article posted on the black’N’blueline online blog, Hockey History: Crossing the B.C. Boundary, written by Tyson Michie, he refers to the Boundary Hockey League (BHL) as the first league formed in B.C. This was in 1908 and included the first hockey trophy presented in British Columbia. The Bulletin, a journal of the Japanese Canadian Community makes a similar assertion. The trophy alluded to was the Boundary Hockey Championship Cup. This historic trophy can be seen at the Boundary Museum and Interpretive Centre in Grand Forks. It gave me shivers when I recently visited the museum and viewed with a sense of awe this venerable hockey treasure that is more than a century old. The Boundary League comprised Grand Forks, Phoenix and Greenwood. In 1906 the communities of Grand Forks and Phoenix raced to have the first covered natural ice rink; both towns claimed victory and we’ll leave it at that. Grand Forks won the first league championship in 1908 although some references say it was 1909. I should add that Greenwood completed their covered rink in 1907. This initial hockey league in Canada’s westernmost province would soon expand when Rossland and Nelson joined while Trail followed. In 1911 Phoenix, home to an opera house, twenty hotels and a brewery, prevailed on the ice and realized Boundary hockey supremacy. There is a story that Phoenix then challenged Rossland, the winner having bragging rights as provincial champion. History records “an entire trainload of Phoenix fans, complete with brass band accompanied the team to Rossland.” This collection of hockey players from a community built atop a mountain of copper was on the pinnacle of the hockey world as far as they were concerned. Brimming with confidence they entertained even loftier dreams; they challenged a team from
Ottawa for the Stanley Cup. Yes, that’s right, La Coupe Stanley! They were told that they applied too late. We’re not sure whether the Canadian postal service, called Royal Mail Canada back then, was simply slow or it was a case of the Easterners from the nation’s capital smugly refusing to accept the challenge! In fact, one writer’s candid view was, “the snobby Easterners quickly turned down the challenge presented by a bunch of crass and crusty miners.” The B.C. government got into the spirit of things as the 16th premier, Sir Richard McBride, donated the McBride Cup, emblematic of the Interior championship and some would suggest the entire province. Women’s Hockey Another story informs us that Phoenix was home to the first women’s hockey team, which advertised itself as “the world’s first skirt and leg exhibition.” However, from all accounts Rossland was the hotbed of Women’s hockey in the area and were dominant. Author Wayne Norton writes in his informative book, Women on Ice: The Early Years of Women’s Hockey in Western Canada, “When the women of Grand Forks upset Rossland to win the West Kootenay championship in 1917, they took particular pride in having succeeded where so many teams before them had failed.” The team from the Golden City was “rarely if ever defeated until that game.” On another occasion the Grand Forks Gazette enthusiastically reported, “The Grand Forks Ladies Hockey Team handed the Rossland team their first defeat in several years in a game at the local arena.” And earlier the 1911 Rossland Carnival hockey final between the host squad and the women of Grand Forks was hailed as the women’s championship of the world!

The Boundary Youth Soccer Association (BYSA) kicked off its fifth year on Sunday morning. The sports field at Boundary Central Senior Secondary was divided into 10 soccer pitches of varying sizes so they better matched the length of the legs found on the kids in four age classifications: U13, U11, U9 and U7. Program administrator Jeff Olsen said they had 250 kids in U-7 and up. Not on the field on Saturday were another 50 kids in the Kicks for Kids (K4K) program for ages 2-4. “They do their thing Monday to Friday in Midway, Grand Forks and Christina Lake this year,” Olsen explained. Registration for the season is $120 but if a family has more than one child in the program, the fee is reduced to $108 each. Olsen said the BYSA executive is currently healthy with seven directors. Planning for the 2015 season started back in December. Coaching clinics, refs, sponsors and equipment all had to
be in place. Early registration started in January. “Enrolment is pretty much on par with what we guessed it was going to be,” Olsen said. “So it is steady; over five years we have maintained an interested core group of just around 300 kids. We have kids coming back which shows that we are doing what the kids want us to do.” Teams practice in their home communities during the week and meet on school fields across the Boundary on Sunday mornings from now until the spring season wrap-up tournament on June 27 in Grand Forks. Olsen said they are 90 per cent sure they will run a fall program this year too. They don’t keep scores or standings through the season. At the final tournament of the year there is a scoring format, but it is geared towards keeping everything tight. “The goal is to get kids outside and playing sports—it is not about them winning and losing. Everyone gets equal time regardless of talent.” For more information, check them out online (boundaryyouthsoccer.com) or phone Jeff Olsen at 250-443-5199.

person I was. I still feel very uncomfortable with someone coming up behind me and I’m not sure that will change. But I feel I’ve got my self-confidence back faster since the restorative justice meeting. In a strange way, I admire the courage it took for Craig to meet me. He didn’t have to take part but he did, and I think it made him realise what it feels like to be a victim. “You make an assumption, rightly or wrongly, about what the person who hurt you is like. He wasn’t what I was expecting and I don’t think I was what he was expecting either. He was very well groomed and if you saw him in the street I don’t think you’d think he was the type of person to be involved in drugs. The person I saw in front of me wasn’t necessarily the ogre that I’d made him out to be in my head. “Afterwards, I felt relief. I felt like I could draw a line under my experience—that it was now over and I could move on. I would recommend restorative justice to other victims. For me it definitely worked. I would say to anyone, don’t just dismiss it off-hand, give it serious consideration. I think it goes a long way to putting the incident into perspective and starts to give you closure. You see the person for who they are and it gives you back that control over yourself, over what happens to you. You are free to tell them exactly what you think of them, the ball is in your court. “The offender can apologize and explain but it’s not for them, it’s for you. I feel that restorative justice should be available for everyone. Anything that helps the victim to feel better can only be a good thing, whatever the crime.” Richard Tarnoff is a volunteer with the Boundary Restorative Justice Program. Thanks to Tania for sharing her story.

In mid-January, the committee hosted the first region-wide diabetes conference which allowed diabetes care providers in Kootenay Boundary to strengthen relationships, stimulate new ideas, and increase their understanding of the challenges faced by diabetes patients. A database outlining all of the diabetes services across the region was also launched at the conference. “Care providers who attended the conference intend to use what they learned to improve care for their patients and communities. The database in particular ensures that doctors and patients alike know what services are available in each community,” added Dr. Sam Segal, co-chair of the Regional Diabetes Committee, member of the Shared Care leadership team, and an internal medicine specialist based in Trail. Other examples of collaboration include the development of an online resource for families dealing with child and youth mental health challenges (“KB Searchlight”), the Rapid Access to Consultative Expertise telephone hotline—which gives doctors direct access to specialist advice, and two successful applications to bring nurse practitioners to communities most in need in our region. so warm in the valley at lower elevations.” Gardner said that April 15 or earlier is generally the peak time of snow accumulation. “This year the peak has already passed (before April 1),” he said. “In the Granby River, for example, we’re seeing the waters higher than last year at this time. We see some reasonable peaks but not normally what we typically see in the spring freshet in May.” Gardner said it’s hard to predict what the river levels will be in the summer but he says they do expect to see earlier than normal low-flow conditions in the Boundary. Doug Lundquist, meteorologist for Environment Canada for the Southern Interior, said that the warm winter was due to warm waters in the Pacific Ocean. “It’s been anywhere from one to three degrees warmer than normal,” he said. “Our storms, because they come from the west, have to travel over the warm water; they tend to pick up the characteristics of that water.” Looking ahead to later spring and summer, Lundquist said there is an 80 per cent chance that temperatures will remain above average. “We’re expecting that because the waters will remain warmer than average,” he said. “The sea surface temperature doesn’t change fast—that’s probably the main reason we think the temperature will be above average for the last month of spring and first two months of summer (May, June and July).” Lundquist said that predicting rain is a lot more difficult and a lot less accurate. “When it comes to precipitation there is no reliable forecast beyond a few days,” he admitted. “Temperature wise, we’re very confident it’ll be warmer than average. Precipitation wise we’ll have to wait and see.”
