On Easter Monday Mike Hoyer is leading a free guided walk along New Westminster’s waterfront all the way to Venice. No, participants won’t be trudging 8,637 kilometres over mountains and across oceans to the romantic Italian port city that’s more in the Adriatic Sea than alongside it. Hoyer’s two-hour stroll ends at
the faux Venice at the west end of Westminster Quay. While the glimpses of wildlife, movement of machines and passing of industry along the Fraser River intrigues visitors to the waterfront, it’s the canals and lagoons that weave around and amidst a cluster of condos and townhomes that enchants them, said Hoyer, a longtime volunteer at the Fraser River Discovery Centre. than decorative tubs of water and fountains. They’re an eco-system unto themselves, said Hoyer. They’re also a bit of an engineering marvel, said Virginia Cohen, who manages the lagoon system for the six stratas that own it. The entire system is selfcontained, said Cohen. From there the water is pumped back up to the top to start its journey anew. “It’s totally gravity-fed,” said Cohen. “It’s basically a natural body of water.” The water is actually collected rainwater that flows from the condo rooftops into the lagoons through gutters. Replacing the Pattullo Bridge is an urgent TransLink priority because the 77-year-old span could be knocked out at any time by an earthquake, river erosion or a ship collision. Pulling it offline before a new bridge opens – eight years away at the earliest – would trigger traffic chaos in the region and force toll-averse drivers to go even further out of their way if they won’t pay to cross the river. The $980-million replacement of the Pattullo with a new four-lane toll bridge, expandable to six lanes, is by far the biggest road-related project in the mayors’ plan. But No forces say it shouldn’t be on the ballot at all – that it’s merely bait to lure drivers to vote Yes in the referendum for an otherwise transitheavy plan. So will a new Patttullo come even if voters defeat the proposed 0.5 per cent sales tax increase to fund transportation upgrades? Other observers also say that’s likely. “The Pattullo Bridge probably would go ahead anyway,” said Robin Lindsey, a transportation and logistics professor at UBC’s Sauder School of Business. “The LRT plan in Surrey is less likely, but still far from a dead prospect.” Tolls alone would cover most of the long-term financing cost of the new bridge. But an expected shortfall in toll revenue in the early years means there’s a funding gap to be plugged – $90 million over the first 10 years or $130 million over 15 years – that the mayors say would be covered through the sales tax hike. It’s unclear where that will be found if there’s a No vote. “I’m not saying it won’t be replaced,” Port Coquitlam Mayor Greg Moore said. “But I’m not sure where you get that $90 million of new revenue from because the provincial government’s been very clear that any new revenue has to go through a referendum. “Does the province or the federal government come up with that extra subsidy? Potentially. But there is no local money to do it.” The province has pledged to cost-share a third of the Pattullo construction and rapid transit projects under the plan. The mayors assume that money isn’t certain even under a Yes vote but that it will pay the bridge off faster if it does arrive. New Westminster resident Chloé Ellis will be the Conservative candidate for the new riding of New Westminster-Burnaby in the next federal election. Ellis, 25, was born in Vancouver, raised in Port Coquitlam and has lived for the past five years in New Westminster where she owns a home. She is employed as manager of Volume Studio Ltd., a hair salon and art gallery in Vancouver, and ELLIS has previously worked as a supervisor at a Starbucks in Burnaby, according to her website biography. After earning a diploma in business management and a bachelor’s degree in marketing management, both at Langara College, she graduated with a master’s in business administration from the University of Northern B.C. In a press release from her campaign, Ellis is described as a “business development manager” in Vancouver. “She actively supports the promotion and development of small businesses and works hard to ensure their success,” it said, noting she “proudly supports the New Westminster Hyack Association and actively served on the Burnaby – New Westminster EDA (electoral district association) as the financial agent.” New Westminster-Burnaby is a new riding which will include all of New Westminster plus the Edmonds and Cariboo Hill areas of Burnaby. So far, Ellis’ main competition will be incumbent Peter Julian, currently the New Democrat MP for Burnaby-New Westminster, who will be seeking his fourth term after first being elected in 2004. For the Liberals, no candidate has been chosen yet although William Laycraft, a 26-year-old computer systems project manager, is seeking the nomination. The Green Party has also yet to select a candidate. The election is scheduled to be held on Oct. 19.

If the ability of the weirs to manage the lagoons’ water flow is overwhelmed by a rainstorm, Cohen can turn a valve that releases water into the city’s storm sewer system. No water from the lagoons ever enters the Fraser River directly, said Cohen. And there’s no chance the water will ever flood into the ground floor condos or the adjoining underground parkades. The lagoons are also home to ducks, bullfrogs, turtles and 125 koi. The fish, that can get as old as 100 years, swim there year round, even if the water freezes. Once the water temperature dips below 11C, the koi no longer need to feed and they basically go dormant, expending as little energy as possible, said Cohen. When the

A study by the Canadian Federation of Independent Business that was released on Monday indicated that public sector wages are 10 to 15 per cent higher than comparable jobs in the private sector. “In the private sector, (compensation is) market tested,” CFIB vice-president Ted Mallett said. “If wages go up too much, businesses struggle, they end up closing doors or cutting back. If wages are too low, then the business doesn’t attract the right kind of labour and it suffers as well.” In 2010, private sector wages were still suffering from the 2008 economic downturn, which dealt a severe blow to many businesses. Wage increases were non-existent for most employees in 2009 and 2010. Meanwhile, wage increases for government employees continued ticking along. While there has been a slight reduction in annual increases from the four per cent range to around two per cent, most public sector employees are likely making about 15 per cent more than they were in 2008. In years past, public sector wages were often at or even slightly below comparable private sector wages. There was a reason for this — there was more job security in the public sector; there were generous benefits; and there was (and is) a fully-indexed pension plan, which long-term employees could often start collecting from as early as 55. However, in the past 20 years or so the wages paid to public sector employees have ballooned. This has happened as job security in the private sector has been substantially reduced. Taxes have not been reduced. In fact, they continue to go up — at all levels of government. While the federal government did lower the GST, there has been no comparable move by provincial or local governments. Salaries paid to public sector workers need a closer look. – Langley Times

Treaty trouble has deep roots VICTORIA – Why did the B.C. government suddenly slam the door on their old friend George Abbott, after spending months recruiting him to head up the B.C. Treaty Commission? The instant media narrative, embraced by a shocked Abbott and then by NDP leader John Horgan, was that this was payback for grievances nursed by Premier Christy Clark from the 2012 B.C. Liberal leadership contest. Done on a whim, Horgan said after a week grilling Clark and Aboriginal Relations Minister John Rustad. Clark is suddenly a sore winner, lashing out, wrecking two decades of careful and costly treaty-making. Like many instant media narratives, this one makes no sense and is almost certainly wrong. If Clark was resentful about the roasting she received from leadership rivals Abbott and Kevin Falcon, she had an odd way of showing it. She appointed Falcon as finance minister to drive a stake into the harmonized sales tax, and Abbott as

While the two were in transition meetings, Pierre learned that she was not being replaced, leaving the federal-provincial-First Nations Summit partnership of 22 years in a shambles. Clark went further when questioned by reporters about the sudden reversal. The future of aboriginal relations in B.C. may or may not include the B.C. Treaty Commission. “There have been some results, but four treaties in 22 years for $600 million is not enough

result,” Clark said. “We have to be able to move faster, and we have to find a way to include more First Nations in the process.” That $600 million is mostly loans, from the federal government to First Nations to finance treaty talks. Of every $100 spent trying to honour the century-old duty to sign treaties across B.C., $80 is a loan from Ottawa, $12 is a grant from Ottawa and $8 is a grant from B.C. The plan was for First Nations to repay their loans out of cash settlements made to them for 100-odd years of uncompensated resource extraction, which is now accepted as being contrary to British and Canadian law. It was the blunt-spoken Pierre who first acknowledged this hasn’t worked. Some of the 50 First Nations stuck at the treaty table have borrowed too much to go on, she said last year, calling for an “exit strategy” that forgives debt. I asked Clark if her plan to settle land claims faster was anything like the 2009 attempt by Gordon Campbell’s deputy minister Jessica McDonald to negotiate a province-wide deal declaring aboriginal title. Clark sidestepped the question, saying only that the 150 B.C. First Nations not at the treaty table need a say and a solution too. (McDonald now faces a similar legal gridlock as the Clarkappointed CEO of BC Hydro, trying to build the Site C dam.) Pierre, a veteran administrator from the Ktunaxa Tribal Council in the Kootenays, made a prophetic statement when her term as chief commissioner was extended three years ago. She said if Ottawa isn’t prepared to give federal negotiators a realistic mandate on compensation and sharing of salmon rights, they should “shut ’er down.” Her advice may have been heard after all.

The transit plebiscite is an opportunity for us to move forward on several major transit issues affecting New Westminster. Lets think about traffic, bus service, and HandyDart service. If we want relief from the congestion on not only our arterial routes, but our side streets and alleys, we need to have other viable transit options. No one is going to get out of their car to wait for a bus for half an hour. With increased bus service, along with the new Evergreen Line soon to be running, we have an opportunity to take some of the cars off of our roads. The mayors plan would also increase HandyDart service, which has also been cut in the last several years. This would greatly improve the quality of life for many of our mobility challenged seniors; saving them hours of waiting, pass ups, and unneeded stress. TransLink governance is not on the ballot. Combining the deliberate, disciplined positions of yoga with the wild gyrations, shakes and shimmies of Bollywood might seem like a recipe for a herniated disc. At a new fitness studio in Sapperton, that’s just how they move. In fact, Move is the studio’s name. And mission statement.
Jenni Higgins and her partner Aaron Hart started Move, in Sapperton’s new Brewery District development, because, well, they wanted to keep moving. But they didn’t want to be restricted by the regimented discipline of yoga. Higgins, who has 20 years experience as a yoga and dance instructor, said they regard their studio as a blank canvas, open to whatever imaginative ideas
can be contained within its four walls, floor and ceiling. That means a quiet, meditative yoga class could immediately be followed by a hip hop dance workout followed by a stretching regimen using the portable ballet bars. Sometimes, said Higgins, students are so energized they stay for all three.

The Royal Lancers will no longer get a dance with the May Queen suite during New Westminster’s May Day festivities. And that’s not sitting well with some traditionalists. David MacGrotty, the chair of the Royal Lancers, said his group of 16 male community leaders was informed two weeks ago that they’d no longer be able to participate in the quadrille dances with the elementary school girls that comprise the May Queen suite. “The Royal Lancers represent a group of distinguished and dedicated community
volunteers,” said MacGrotty. “Everyone is very proud to participate in the historic dances and to carry these traditions from generation to generation.” But Coun. Chuck Puchmayr said the elimination of the Lancers dance from the annual May Day banquet isn’t so much an attack on tradition as a pragmatic necessity. Puchmayr said council made a decision to exclude the dance from the banquet’s program after it was informed by the school district that it would no longer endorse it as part of its May Day activities.

Leanne Ewen will now lead the organization, taking over from outgoing president Rick Carswell who occupied the position for seven years. Ewen, an instructor at Simon Fraser University, has been on the arts council’s board for two years. She’s also an organizer of New Westminster’s annual LitFest. She’s being joined by five new members, including comedienne Janice Bannister, writer Pamela Findling, actor and writer Trevor Hargreaves, early childhood music educator Stefanie Swinnard and Erin Jeffrey, the special events manager at River Market. “Our focus is on paving the way towards increased vitality and relevance with the municipality in 2015,” said Ewen. “I am thrilled and excited about the passion, experience and skill sets we now have in our organization.” Earlier in March musician Stephen O’Shea became the Arts Council’s new executive director. He took over from Andrée St. Martin, who retired after 28 years.

INGREDIENTS: 1 9” pie crust ¼ cup butter, cubed 1 bunch fresh asparagus, chopped 1 medium onion, chopped 1/2 cup sliced fresh mushrooms 1 cup cooked chicken breast, chopped 3 eggs, lightly beaten 2 cups shredded mozzarella cheese 1/4 cup minced fresh parsley ¼ tsp oregano Salt and pepper DIRECTIONS: 1. In a large skillet, sauté the asparagus, onion and mushrooms in butter. In a large bowl, combine the eggs, cheese, parsley, and oregano. Season the egg mixture with salt and pepper and then stir in the asparagus mixture and cooked chicken breast. Mix together until everything is well combined. 2. Pour the mixture into crust and bake at 375° for 25-30 minutes or until a knife inserted near the center comes out clean.
