Elsie Dean’s many years of community activism have earned her the nod as this year’s winner of the Kushiro Cup for Burnaby’s outstanding citizen of the year. But the seeds of that work were sown while growing up on a farm in northern Saskatchewan during the Great Depression. “The whole community was upset, suffering, young people were not able to get jobs and of course they

talked a lot … You can’t miss it as a child, the importance of what was happening and the difficulty in trying to survive,” recalled Dean, 91, of those years living near Rabbit Lake. The North Burnaby resident credits her mother with instilling in her a fighting instinct. “My mother was a big influence because she didn’t accept that we needed to be so poor and that we couldn’t get jobs, she didn’t accept that,” she recalled. “She fought for relief and when the bank came and took the farm machinery back she would make

an awful fuss,” Dean added with a laugh. The Prairies at that time “was so horrible economically, for young people there wasn’t much there.” So at age 18, Dean moved to North Vancouver where her first job was as a shipper for lumber at a sawmill. She went to university and became a teacher, teaching in public schools in Trail and Richmond before retiring in 1989. Along the way, she moved to Burnaby in 1972 and even served on Burnaby school board in the late 1970s. And she began her many

years working in the peace, social justice, women’s and environmental movements. While the Second World War was “necessary” to fight Hitler and the Nazis, Dean said after the war she began campaigning and educating people about peace and the necessity of it. “Being an environmentalist sort of came naturally because when you grow up close to the land and you see what it can do for you, you kind of extrapolate from that you have to look after it.” Please see CUP WINNER, A3

Nearly five years after a deadly crash that killed a Burnaby teen, the young man who was behind the wheel has been sentenced to 22 months in jail. In December Christopher Walter Baires, 23, pleaded guilty to dangerous driving causing death and two counts of dangerous driving causing bodily harm in connection with the crash in Belcarra on Sept. 2, 2010. That evening Baires was driving home with 16-year-old Melissa Tomac and two other friends. He lost control of his Honda Accord and smashed into a tree. Tomac later died in hospital while the two other passengers were seriously injured. At B.C. Supreme Court in New Westminster on Tuesday, Crown and defence lawyers made a joint sentencing submission for the nearly two-year term, followed by two years of probation, community service, a ban on consuming alcohol and a threeyear driving ban. Charges involving impaired driving were previously dropped.

Dean said she’s amazed that more people don’t share her concerns about the environment. “The arctic ice is melting, the mountains are getting low on snow and yet people are just blasé and going about their business. Seniors, helping connect them to resources. “Many seniors were in dire straits, they didn’t have enough money to live on.” Many simply didn’t know about the services available to help them, she said. Dean has three daughters, two sons, six grandchildren and two

great-grandchildren. She’s grateful for having lived through what she considers the best period to be Canadian. Outside of her povertystricken youth, “from the end of the Second World War until about 1980 we didn’t worry too much about finding work. I went

to university, I never paid any money for tuition. If you worked hard and kept your marks up the government paid for it … so many social services then that people were reasonably well cared for. “All of that’s disappeared and we’re doing the opposite. We’re

putting people into debt and pulling back on all of the services. I feel fortunate for having lived through that period.” In a city staff report on her award, Dean is cited as a “truly committed citizen of Burnaby and a inspiring model for younger generations to follow.” Nonetheless, Dean was surprised by the honour. “I don’t think of myself as someone who wins awards because I haven’t done anything outstanding or newsworthy, let’s put it,” she said, describing her activism as “simple dayto-day work.” As she sees it, “You don’t just live in a box, you live in a community and you live in the world. You should be involved in it.”

Mayors deliver blunt message to NEB Stop. Until we can trust you, we don’t want you to do anything more about Kinder Morgan’s pipeline proposal. That’s the simple but blunt message from regional mayors to the National Energy Board. Mayors of Burnaby, New Westminster, Vancouver, North Vancouver, Squamish and Bowen Island want the federal government to put the Kinder Morgan pipeline proposal on hold until the NEB “addresses the significant deficiencies in its public hearing and review process.” “This flawed hearing process disallows review of aspects of the proposal that could cause the

most significant damage,” says Burnaby mayor Derek Corrigan in a press release about their ‘nonconfidence’ vote in the current NEB process. “It is critical for this project—and for all projects that can harm communities and the environment—that we have federal review processes that are rigorous and transparent.” New Westminster mayor Jonathan Coté says, “While the federal government’s desire to expedite energy exports is clear, the serious potential impacts of these large-scale projects, both locally and globally, makes a rigorous and transparent review process essential.

“The process must include the timely disclosure of all necessary information in an easily understandable format and provide all stakeholders with an opportunity for a full cross-examination of project proponents.” The mayors’ declaration says the NEB process “does not constitute a ‘public hearing’ and is completely inadequate to assess the health and safety risks of a proposed pipeline through major metropolitan areas, and the potential risks of shipping bitumen oil to Burnaby and through Burrard Inlet, the Salish Sea, and along the coastline.

“We have serious concerns that the current NEB panel is neither independent from the oil industry proponents nor ready or able to assess the ‘public interest’ of British Columbians. “It is no longer a credible process from either a scientific evidentiary basis, nor from a public policy and public interest perspective.” The mayors are also calling on the provincial government to “re-assert its role in environmental assessment, and to establish a public process with proper public hearings to assess this very substantial private proposal.”

Just a couple of weeks after seeing his electronic petition proposal approved in Parliament, Burnaby-Douglas MP Kennedy Stewart was presenting a petition the oldfashioned way, on paper. On Wednesday, the New Democrat presented about 3,000 signatures calling on the federal government to oppose Kinder Morgan’s proposed expansion of its Trans Mountain pipeline. The expansion proposal would almost triple capacity of the pipeline between Edmonton and Burnaby to allow for increased exports of oil sands crude oil to export markets. “The signatories note this export-only, crude oil pipeline brings massive environmental and economic risks–but no real benefits for local residents,” Stewart said in the House of Commons. “This is, without a doubt, the number one issue facing our community.... I urge the government to take this petition seriously.” Stewart’s staff are still going through the signatures but he estimated half are from Burnaby residents and half are from the rest of B.C. Bring back HST tax credit: Board of Trade Two years after B.C. residents voted for the return of the provincial sales tax system, Burnaby businesses are lobbying for the return of a tax credit they received under the now-abandoned harmonized sales tax. Businesses in B.C. used to be able to claim a credit for the taxes paid on equipment and software investments under the HST, but the switch back to the PST eliminated those credits, says the Burnaby Board of Trade. This effectively amounts to a seven per cent tax increase on key investments. A new refundable tax credit for new equipment, machinery and software in particular, could help invigorate business investment in the province and help boost the competitiveness of our local firms, the BBOT says. The BBOT suggests that increased tax paid by businesses due to the re-implementation of the PST, the one per cent

Mail plans please Door-to-door mail service is about to go the way of the dodo bird, and along with it a sense of safety and security. Canada Post has said it can’t afford to deliver door-to-door anymore and needs to come up with an alternative model for snail mail. The problem is, no one has a lot of confidence in the new system. Sure, it was only a matter of time before the Crown corporation made this move because it currently has a two-tier system, with some single-family homes getting door-to-door service while people in newer neighbourhoods or apartments and condos already have to pick up their mail at a central location. Unfortunately, despite efforts to strengthen the newer mailboxes, mail is still being stolen and recent headlines bear this out. In February, there were reports of mail theft from both old and new community mail boxes. Then in March, police busted a Langley home and found 15,000 pieces of stolen mail as well as another 9,000 pieces in a storage locker. Also last month, in Port Coquitlam, Mounties found 721 pieces of stolen mail as well as equipment for creating identity cards and credit cards and guns. These issues only confirm what many suspect: No matter how strongly-built the new community mail boxes are, they will continue to be a target in what has become a lucrative and increasingly sophisticated identity theft industry. Canada Post has promised to consult widely before it fully rolls out community mail boxes and it’s not yet known when door-todoor delivery is supposed to end here. The changeover is a five-year process and we can expect to hear as early as this December when it will be our turn. We don’t want to wait for the inevitable to happen. Canada Post must tell Canadians what it plans to do to ensure mail service is protected. – TriCity News

Home ownership dream slips away Is the Canadian dream of home ownership beyond the grasp for the majority of the next generation in the Lower Mainland? According to a study by Vancity Savings, the answer is likely yes, particularly in terms of the Metro region. And the Valley isn’t immune from rocketing real estate prices. The report, which examined housing prices from Langley westward, suggests that city will be the only “affordable” community for real estate in Metro Vancouver. It projects the average home price in Vancouver will exceed $2.1 million by 2030 and require more than 100 per cent of the average household income to pay the mortgage! In 1988, I bought my first house with my partner at the time, for the grand sum of about $65,000. It was an older two-bedroom bungalow in Chilliwack, with a big back yard and a workshop, situated in a quiet, green neighbourhood. The only thing missing was a picket fence. I was 31 years old, had saved a down payment,

Andrew Holota and received some help from my parents. Less than five years later, the place sold for more than twice its purchase price. My next house, in Surrey, was triple the initial value of the first. One more move up the real estate ladder and 15 years later, my wife and I sold our mortgage-free home that had nearly doubled in value again, and moved to Abbotsford. It’s not an uncommon scenario for plenty of people my age, but I fear my daughter and most others in her generation will not be so fortunate. The value of my first home wouldn’t have been too far beyond twice my annual salary at the time. With the addition of a second income, the thenmoderate mortgage was quite comfortable. Yet, as the years rolled by, housing prices steadily outpaced

even double incomes. It took careful budgeting and spending discipline, but it was still doable. The key was getting in at an affordable price and taking advantage of the mounting equity. However, even the most prudent fiscal management seems hopeless when placed in the context of current real estate trends. Never mind the $2 million for a home in Vancouver. That’s simply insane. According to Stats Canada, the median family income in Abbotsford in 2012 was about $66,000. The average detached home in Abbotsford was nearly $450,000 last year. That’s still manageable for a couple with secure, decent-paying jobs, but barely. For a single person, it’s not attainable. And the future doesn’t look good. Vancity recommends a limit of about 30 per cent of household income to service mortgage debt. Burnaby, Richmond and White Rock had house debt service ratios of around 30 per cent in the early 2000s, the Vancity report says, but that hit 46 per cent in 2014 and is projected to

rise to between 60 and 70 per cent in 2030. Surrey’s ratio is projected to climb from 39 to 48 per cent in 2030 and Langley Township’s would rise from 35 to 43 per cent. Here in the Valley, the pressures ease somewhat, but the question, of course, is for how long. Urban growth is inexorably pushing eastward, and so are people from the urban Metro area, seeking “affordable” real estate. This country has also been enjoying rock-bottom mortgage rates for a considerably long time. When those begin to inch up, as one imagines they eventually must, traditional home ownership will become, as Vancity says, “a scarce luxury.” It’s a fundamental change to what my generation and those that preceded it have largely taken for granted – a good job, a family, and a comfortable house which you can truly call your own. Sold on public transit I can get to downtown Vancouver fairly easily from where I live. I hop on a connector bus that stops right across the street from my house. It takes me to Kootenay Loop which is only blocks away, so I usually walk instead. Once there, I can catch the No. 135 Express that takes me to the city centre in about 20 minutes. And I don’t have to be constantly on the alert for the aggressive or distracted driving behaviour of others. I’ve come to enjoy those minutes. I get a good look at the ever-changing, bustling neighbourhoods through which the bus travels. And my fellow passengers are interesting. Such a cultural mix. For the most part, they represent the extreme ends of society’s age spectrum: the young and the elderly. There was a time when I habitually drove my car to go downtown. The trip was maybe five minutes faster than the bus, depending on traffic. But I often used up those extra minutes looking for parking and struggling with the machines. In the end, I don’t think driving myself downtown was saving me time or money. I’m sold on public transportation. Not only because it puts less of a strain on my wallet and sanity but also because it is the socially responsible alternative. The young need to get to school, the elderly need to get out of the house, the low-waged need to get to work, and the planet needs fewer cars on the road. I’m not happy our government sees fit to subsidize the fossil fuel industry to the tune of $20 million per year yet pleads poverty when it comes to paying for upgrades to public transportation. But I’ll vote yes for public transportation today and no to the BC Liberals in 2017. Janet Routledge Burnaby

eventually decommissioned with the highest level of care for the environment. Approval of the Brucejack mine is a timely reminder of the importance of mineral exploration to B.C.’s economy. Without exploration there would be no mines, no mining jobs and no mining royalty revenues for the province. Approval of the Brucejack mine underscores that it is not about saying “yes” or “no” to mining and other resource projects. It’s about saying “how”: How we can build and diversify our economy, create good jobs, and care for our environment all at the same time. All of these are important and the Brucejack mine demonstrates that we can have them all and that we can get to “yes” if we start by simply asking “how.” David Field Burnaby

What is B.C.’s grand treaty plan? Re: Treaty trouble has deep roots (B.C. Views, NewsLeader, April 1). No one would disagree the B.C. treaty process hasn’t been as successful as hoped. Indeed, there are also many First Nations who think it is the wrong process of reconciliation altogether. However, that doesn’t excuse Premier Christy Clark’s recent decision to blindside B.C.’s treaty partners by refusing to appoint George Abbott as head of the B.C. Treaty Commission. Although it might be comforting to think that Premier Clark’s reckless behaviour was done in consultation with the federal government, there is simply no evidence to suggest that. Not only did Jerry Lampert, the federal government’s appointee to the treaty commission, say Ottawa was as surprised as the other parties to the process, but on March 26, NDP Leader John Horgan stood in the legislature and asked Premier Clark three times whether she had discussed her plans with the federal government, and she did not contradict the words of Mr. Lampert. If the B.C. Liberal government has a grand plan for reinventing the treaty process, they aren’t sharing it with any of their constitutional partners. B.C.’s approach to reconciliation needs to be re-energized so that First Nations, resource workers and those seeking to bring new investment to B.C. can have certainty. This means not only fixing the treaty process, but doing more work to find a way forward with First Nations who have chosen a different path. That means working together, not going it alone. Natural gas rates going down

What happens after 10 years? Does the tax go down or up? There is no sunset clause so the 0.5 per cent sales tax increase in Metro Vancouver is expected to be permanent, if a majority of the region’s voters approve the proposal. Although the mayors’ plan calls for nearly all improvements to be in place within 10 years (a light rail from Surrey to Langley along Fraser Highway would take 12 years), that doesn’t mean the new transportation investments are paid off at that point. Capital financing of major projects would be spread out over 20 to 30 mooRe years, according to Port Coquitlam Mayor Greg Moore. While much of the Congestion Improvement Tax goes to cover the region’s share of the $7.5 billion in capital spending, Moore also noted some of the tax goes to pay annual operating costs, which don’t ever stop. Existing SkyTrain upgrades make up the biggest increase in operating costs at $53 million a year, followed by $47 million for new B-Line express bus routes, and then increased rush hour bus service, Surrey light rail and the Broadway subway, each of which add around $23 million annually. More passengers carried means more fares generated and that would offset some but not all of the higher costs. Moore said mayors considered an expiry date for the tax but dropped the idea

because their polling found voters would only be confused by a promise of the tax ending two or three decades from now after financing was paid off. There’s no guarantee the tax won’t rise in the future but Moore insisted there’s no need to increase it – he said the $250 million per year it would generate fully funds the region’s share of the plan. No campaign head Jordan Bateman says TransLink or the mayors may push for more improvements 15 years from now by increasing the tax above 0.5 per cent. Yes coalition spokesman Bill Tieleman said no increases could happen without provincial government legislation. “There’s only one body that can raise or lower sales taxes in British Columbia and that is the B.C. provincial government,” Tieleman said. “TransLink can’t do it. The mayors’ council can’t do it. The individual mayors can’t do it.” Future provincial governments could raise or lower the PST province-wide for any number of reasons and presumably without a referendum, so the total 7.5 per cent sales tax in Metro Vancouver after a Yes vote isn’t necessarily static, even if the regional half point is. Tieleman noted the province raised the PST to 7.5 per cent in 2002 before dropping it back down to seven per cent in 2005.

The federal GST has been cut in steps from seven per cent to five per cent. “Governments can raise and lower their sales taxes as they decide and they’re accountable to voters for those actions,” Tieleman said. Natural gas rates are going down for FortisBC customers in the Lower Mainland. A 34 per cent decrease in the commodity rate to $2.486 per gigajoule effective April 1 means users should pay about $117 per year less on their bills in the Lower Mainland. FortisBC energy supply vice-president Cynthia Des Brisay said a combination of factors have resulted in approval by the B.C. Utilities Commission of the lowest commodity rate charges seen in a decade. “Natural gas prices are lower coming out of this past winter due to reduced overall demand for natural gas to heat homes and generate power,” she said. “At the same time, supplies of natural gas have increased, allowing storage levels to return to normal levels.” Overall, natural gas bills won’t drop as sharply because customers are also charged other fees, including a rate to deliver the gas, that together add up to more than the commodity rate charged for the gas itself. The typical Lower Mainland gas user should see their monthly bill drop from around $81 now to about $71 after the rate change, assuming average consumption of eight gigajoules per month. FortisBC doesn’t charge a markup on the gas itself, but instead profits from the delivery charge.

The Vancouver show was chosen to announce the new Automobile Journalists Association of Canada’s (AJAC) Green Car of the Year Award. This year’s winner is the Kia Soul Electric Vehicle, providing a practical design with full electric capabilities. Also on display was the Toyota Mirai Fuel Cell vehicle, capable of running on hydrogen, with no tailpipe emission, only water vapour. The hottest trend in the market today is the small crossover vehicles that come in many shapes and sizes, and from all over the world. The Fiat 500X is an example of the latest from Europe, allowing a young family practical, thrifty transportation in a stylish Italian design. Built on the same platform as the new Jeep Renegade, the 500X has more panache and curb appeal. The 2015 Vancouver uver International Auto Show marked the 95th year of this annual event and it was the biggest ggest and boldest yet.

Kelowna resident Rick Kelly thinks Tesla has missed the boat with its Model S design, so he’s created his own sporty coupe version of the electric car. Well, actually, the car-loving artist has created a digital version of what he calls a Model S 2+2-coupe concept. Kelly explained: “The only ‘sporty’ electric vehicle on the market right now is the BMW i8 – I’ve seen one here in Kelowna and it is spectacular, albeit out of most people’s price range ($145,000). Tesla has the performance in its electric Model S to be entertaining as a driver’s car. In the early evening of March 24, 2015 beloved Geoffrey Brian Gould died peacefully at home. Geoff fought an ultimately unsuccessful battle against the brain cancer that was diagnosed October 23, 2012. The tremendous support of all who knew him, their letters, emails, phone calls, messages, cards and visits lifted Geoff up and gave him strength. Geoff - unfailingly kind, calm, optimistic, courteous, humorous, polite, positive. Geoff – intelligent, determined, single minded. Geoff - a man with a thirst for knowledge and a prodigious memory. Geoff - an eye for art, design and beauty, a love of cars. Geoff – a man who loved to talk and socialize, a great listener. Geoff had a way of making each person feel special. He loved people. He had many friends, some for over 65 years. He made friends easily and he cherished them for his whole life. During his illness, friends and family were always near. Geoff was an easy man to love. Geoff practiced law in New Westminster for over 40 years. He enjoyed his practice, his clients, immensely. Geoff will be missed by all who loved and admired him including his wife Lola Marie Vermeulen, his mother and step-father, Jean and Richard Anderson, brother Cary Gould (Marla), sister Wendy Gould (John Galbraith), step-daughter Simone Epplette (Jonn), three beloved grandchildren Chelsey, Joel and Hailey, his nieces Andrea Munro (Dave), Breanne and Lauren and his great niece Lindsay, his in-laws, his clients, his associates, his friends.
