Deer Advisory Committee changes C AROLYN GR ANT Bulletin Editor

The City of Kimberley established an Urban Deer Advisory Committee to examine issues related to urban deer within municipal boundaries and recommend ways to improve public safety. During the past several years the committee produced the guiding document, Managing for the Future, which outlines all the steps the city should follow to manage an urban deer population. With that document in place, the Urban Deer Advisory Committee is changing, going down to four members. Those members will include one member and an alternate from City Council; one representative from the Ministry of Forests, Lands and Natural Resource Operations, Fish, Wildlife and Habitat Section; and two city residents. “This is a leaner advisory committee,” said Coun. Darryl Oakley, who has sat on it as Council representative since 2011. “The reason is that Council has agreed to follow the Managing for the Future document. This committee will focus on counts and will recommend population management as needed.” The committee will also assist with management trials such as the upcoming translocation project. “That will require quite a bit of work from the committee if it goes ahead,” Oakley said. Mayor Don McCormick said that with a smaller committee, those who sit on it will be subject matter experts rather than random community members. Current chair Gary Glinz, whose very good work has been acknowledged by Council, will stay on as chair.

Kimberley City Council authorized the signing of the 2015/2016 Operating Agreement for the Kimberley Transit

System this week, but Coun. Kent Goodwin expressed concern about funding levels as the agreement goes forward. In a letter from BC Transit it was pointed out that while there was sufficient funding for base service levels in year one of Kimberley’s three year service hours and budget plan, for years two and three budgets will remain at the same

level. This is a cause for concern, Goodwin said. “The government is freezing transit funds,” he said. “We have enough to cover inflation for the first year but not the next year. I am hearing other communities are getting hit with transit cuts as well.” “We have a vastly under-funded transit serving in

Kimberley,” said Coun. Nigel Kitto. “It’s very disappointing that the province is freezing funding.” Kimberley Transit currently makes trips to Cranbrook, Tuesday to Friday, three trips per day as well as operating an accessible on-request transit service providing door-todoor service for everyone in the community.

The importance Kimberley Shoppers Drug Mart raises of Being Burdon funds for Breast Cancer Foundation UK Rock Icon Lives Up to His Legend

Britain’s venerable blues-rock legend Eric Victor Burdon was born in Newcastle-upon-Tyne in 1941, and was lucky to make it out of the crib; as an important British seaport on the North Sea coast, Newcastle was heavily bombed by the Luftwaffe during World War II, but the embattled citizens of that city endured and triumphed. The tough Northern working-class stoicism of postwar Newcastle provided the ambition and drive that has seen Burdon remain a vital musical force around the world for over five decades. Burdon’s musical career began at the tender age of 16, playing trombone in the Pagan Jazzmen (which, after the addition of keyboardist Alan Price in 1959, swiftly evolved into the Pagans — focusing on electric blues). The UK’s burgeoning blues-revival scene (spearheaded by Cyril Davies and Alexis Koerner) enthralled Burdon, who was quickly respected around the Newcastle scene as a powerful vocalist and an energetic stage performer. He spent the turn of the 1960s as a journeyman singer, briefly sharing bands with other future UK luminaries such as (Rolling Stones drummer) Charlie Watts and (Cream bassist) Jack Bruce before reuniting with Price to form the nucleus of what became one of the most popular UK bands of the 1960s: the Animals. The Animals exploded internationally in 1964 with their searing interpretation of the traditional folk-blues classic “The House of the Rising Sun,” which went to Number One in the UK, the US, Canada, Australia, Sweden, and Finland. It remains the band’s most recognizable song, although the

Animals cannot be casually mistaken as onehit-wonders; as one of the first-wave bands in the so-called “British Invasion” pop phenomenon of the early/mid1960s, the Animals were outranked in transatlantic chart action only by the Big Four (the Beatles, the Rolling Stones, the Who, and the Kinks), and were the first of the new UK stars to emerge elsewhere than Liverpool or London (future Newcastle-based musicians such as Lindisfarne highly credit Burdon & Co. for opening industry doors to Northern bands). The Animals’ hits are many: “We Gotta Get Outta This Place,” “It’s My Life,” “Don’t Let Me Be Misunderstood,” “Monterey,” “Sky Pilot,” “San Franciscan Nights,” and the deeper album cuts are as strong as the familiar tunes. Sadly, internal tensions within the band split the original lineup in 1966; Alan Price went on to a successful solo career, while bassist Chas Chandler made his own name in rock history by discovering and managing the then-unknown Jimi Hendrix. Undaunted, Burdon assembled further crackerjack lineups for the Animals and has

kept the train a-rolling ever since. Note: John Lennon nicknamed Eric Burdon “The Eggman,” which found its way into the Beatles song “I Am the Walrus.” Fact. Burdon’s heartfelt love of black culture and black music found him briefly enjoying a parallel career as lead vocalist for the Californian funk-rock band War, whom he first joined forces with in 1969. Thrilled by the band’s multi-ethnic openness, their adventurous funkblues-soul-reggae fusion, and their lyrical focus on brotherhood and harmony, Burdon lent his bellowing baritone to War’s bestknown single “Spill the Wine.” Burdon’s stint with War was also notable for the last living performance of Jimi Hendrix; the iconic guitar hero sat in with War for almost 35 minutes at a September 1970 concert; Hendrix died the next day. Burdon himself left War after collapsing from a sudden asthma attack mid-tour; War continued enjoying much 1970s success with hits such as “Slipping Into Darkness,” “Low Rider,” “The Cisco Kid,” and “Why Can’t We Be Friends.”

The City currently employs 78 full-time, 6 parttime, and 5 seasonal employees. The Administration Department consists of 4 full-time staff: 3 administrative staff and 1 bylaw enforcement officer. There is 1 part-time animal control officer. The Finance Department consists of 12 full-time staff: 2 financial officers, 1 human resources officer, 1 information systems coordinator, 6 finance and support staff, and 2 purchasers. The Fire Department consists of 3 full-time staff: 1 fire chief, 1 assistant fire chief/ prevention officer and 1 assistant chief/training officer. There are currently 27 paid on-call firefighters. There are 3 seasonal employees. The Parks, Recreation, and Facilities Department consists of 17 full-time employees: 1 Manager, 10 caretakers, and 6 pool staff. The RCMP has 2 full-time police services assistants. The Economic Development Department has 1 full-time manager. The Kimberley Community Development Society (KCDS) is not included in the figures above, but consists of 4 full-time staff: 2 at the Conference Centre and 2 bookkeepers. BC RCMP celebrates “Emergency Service Dispatchers and 9-1-1 Awareness Week” April 12 to 18 For the Bulle tin

It may be the most important call you’ll ever make. You’re frantic and call 9-1-1. At the other end of the line, the telecom operator calmly asks for the information needed to understand the scope of the situation and dispatch an officer to the scene. Such was the case on April 30, 2014 at 6:58 am, when six 9-1-1 calls were received from employees at a business in Nanaimo. There were reports of a male inside the building shooting at employees. Two employees were killed and two were wounded. There were four operators on duty at the time. They worked together as team, collecting imperative information and relaying that information to the emergency police dispatcher. The primary dispatcher remained professional and calm during this entire incident, ensuring that clear and relevant information was shared immediately. It is a dispatcher’s number one priority to ensure the safe-

ty of the responding police officers at all times. From the time of the first 9-1-1 call to the time the shooter was in custody, a mere six minutes had elapsed. The first officer responded in just three minutes. “During an emergency, the voice on the other end of the phone can become a lifeline,” says Lois Karr, Director of “E” Division Operational Communications Centre (OCC) Program. “The 9-1-1 call takers and police dispatchers who receive our calls for help are a critical link in our emergency system—connecting us to the police. Which is way BC RCMP is proud to celebrate Emergency Service Dispatchers and 9-1-1 Awareness Week.” OCC call takers and dispatcher thrive on the fast pace, the swift decision making, and the good judgment their profession requires. The telecommunication environment is unique as very few other jobs require such an attention to detail and accuracy performed in real time. However, the stress level for these unsung heroes can be high. They

The Kimberley Elks has been around since 1924 and always was the place where you had family functions and parties. Hundreds of Birthdays, Weddings, Wakes and Reunions have been held in the Harvey Nash Hall and that has not changed since then. During 1950/51 we added the bowling alley and back in those days there was bowling everyday, young and old. Lots of teenagers had the opportunity to make pocket change and get started in the working world by becoming pinsetters, thus working to a schedule and getting paid. We are now offering mixed fun bowling every Tuesday at 7PM - $10 fee + shoes, bring your team of 4 and challenge a team of your friends or co-workers or whoever is here. It’s all in fun. The important role they play in responding to emergencies means that the OCC team rely on one another to manage the stress after a call. “My team members are hilarious,” says Holly Lutz, Telecom Operator Apprentice, North District OCC. “Laughter helps to reduce the stress. In this environment, you really bond with your team. They become family.” Holly is one of the newest members of the OCC team in Prince George. She started her training in January of 2014 and had a number of courses throughout the year and was appointed as a civilian member in July 2014. After working at Operational Communications Centres in BC for 36 years, Sandy Deacon announced her retirement. Sandy was the OCC Computer Aided Dispatch (CAD) System Coordinator at the North District OCC. When asked what her plans were now that she is retiring, Sandy laughs, “I

The EBB was a pioneering hard-rock / heavy-metal unit which fit neatly into the new bluesbased, high-volume, post-psychedelic scene rising with the success of Deep Purple, Vanilla Fudge, Brian Auger’s Oblivion Express, Beck-Bogert-Appice, Free, and the mighty Led Zeppelin. EBB recordings have now become prized collector’s items. And for the past 40 years, Eric Burdon just has not stopped … something very few of his surviving original British Invasion contemporaries can boast. A regular favorite at blues-rock festivals across the world, a sought-after collaborator for young modern artists, and a consummate professional, he continues to write and record new material, he refuses to rest on his laurels, and is more than happy to merely please himself … although millions worldwide also remain more than pleased. It remains an admirable and enjoyable experience to witness a true living legend onstage here in the East Kootenay. It’ll certainly be a show not to miss. Prime Minister Stephen Harper announced a number of measures to assist small and medium-sized enterprises (SMEs) seize opportunities abroad as part of the Government’s projobs and pro-export plan. These measures will help SMEs expand their businesses and create jobs by exploring new export opportunities for their goods and services, including to new and emerging markets. The Prime Minister first announced a new export market development program that would provide direct financial assistance to entrepreneurs seeking to develop new export opportunities and markets, especially in high-growth emerging markets. These initiatives will be particularly helpful in helping SMEs finance activities such as participation in trade fairs and missions, and market research to create new business opportunities. He also announced that the Canadian Trade Commissioner Service (TCS) will receive new staffing and programming resources to further assist Canadians doing business with the world. The TCS has more than 160 trade offices in Canada and around the world to help provide export advice and guidance to entrepreneurs.

Recent announcements build on the Government’s commitment to encourage and support entrepreneurship by connecting them with the tools and resources they need to succeed. Small and medium-sized enterprises represent 99 per cent of all businesses in Canada and account for nearly 90 per cent of jobs in the private sector. Following the conclusion of negotiations of the trade agreement with the European Union and the coming-into-force of the Canada-Korea Free Trade Agreement on January 1st, 2015, Canadian businesses will soon benefit from preferential access to more than half of the entire global marketplace. These measures build on the Government’s Global Markets Action Plan’s goal to nearly double the number of SMEs exporting to emerging markets to 21,000 and our “Go Global” export workshops that provide SMEs the tools and practical information they need to take advantage of international business opportunities to export. The announcements made today were informed by consultations with SMEs and would be implemented on an expedited basis. Quick Facts • One Canadian job in five is directly dependent on exports. • There are more than one million SMEs across Canada, with 41,000 currently exporting. • The Department of Foreign Affairs, Trade and Development’s new export market development program announced today could assist between 500 to 1,000 Canadian exporters per year. • The Government’s expansion of the TCS will include additional funding on an ongoing basis to add new trade commissioners in priority markets, including high-growth emerging markets and new free trade partners such as Korea and the European Union. It would also add new programming resources to expand promotion and outreach efforts. • Since 2006, our Government has concluded trade agreements or concluded negotiations of trade agreements with 38 countries, bringing the total to 43 countries. The advent of killer robots “K

iller Robots” is a dreadful name, don’t you think? It reminds you of the killing machines in the “Terminator” series and the “Battle Droids” of “Star Wars”. “Lethal Autonomous Weapons Systems” is a much classier name , and the acronym is even better: LAWS. So the international conference that opened at the United Nations Geneva office on Monday is about LAWS. Don’t think “drones” here. Drones loiter almost silently, high in the air above your picnic, until the operator back in Las Vegas decides that you are plotting a terrorist attack and orders the drone to kill you and your family. But at least there is an operator, a human being in the decision-making loop. With LAWS, there isn’t. The machine sorts through its algorithms, and decides on its own whether to kill you or not. So you’ll probably be glad to know that there are no operational machines of that sort -- yet. But military researchers in various countries are working hard on them, and they probably will exist in ten or twenty years. Unless we ban them. That’s what the conference in Geneva is about. It’s a meeting of diplomats, arms control experts, and ethics and human rights specialists who, if they agree that this is a real threat, will put it on the agenda of the next November’s annual meeting of the countries that have signed the Convention on Certain Conventional Weapons (CCW). So it’s early days yet, and there’s still a chance to nip this in the bud. That’s an awkward name, but not nearly as clumsy as the full name: the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively

Injurious or to Have Indiscriminate Effects. But it actually has done some good already, and it may do some more. Protocol 1 bans “The use of weapons the primary effect of which is to injure by fragments which are not detectable by X-rays in the human body.” Protocol II requires countries that use land mines to make them deactivate automatically after a certain period. Protocol V, added in 1995, prohibits the use laser weapons. Gwynne of blinding The world would be a worse place if they did not Dyer exist. They do exist, and by and large they are obeyed. But none of these weapons would make a decisive difference in actual battle, whereas they cause or would cause great human misery, so it was easy to ban them. The problem with killer robots is that they could make a decisive difference in battle. They don’t get tired, they don’t get paralysed with fear, and if you lose them, so what? It’s just a machine. There’s no person in there. But that’s precisely the problem: there’s no person in there. Do you trust the machine to make decisions about killing people – who’s a soldier and a legitimate target, who’s an innocent civilian – all by itself? Now, let’s be honest about this. Human soldiers on battlefields don’t always make wise, ethically correct decisions about whom to kill and whom to leave alive either. An example. There’s sniper fire coming from that house over there, and you know that there are civilians trapped in there too. You have to get rid of those snipers or you’ll be stuck here all day. You have two options. You can send a squad of your own soldiers in to clear the house. They’ll kill the snipers, and most of the civilians will be spared. But you may lose one or two of

your own soldiers doing it that way, and these are people you know, for whose lives you are directly responsible. Or you can just call in artillery or an air strike and mash the whole house. If you don’t think that’s a hard choice to make, you don’t know much about human beings. Whereas the killer robot will just go in there and kill the snipers. No hesitation. And if its software is properly designed, it won’t kill the civilians. Killer robots are a very bad idea, but let’s not get romantic about this. Wars involve killing people, and whether you’re doing it with live soldiers or Lethal Autonomous Weapons Systems, it’s never going to be morally tidy. The real worry is how much easier it would be for a technologically advanced country to decide on war if it didn’t have to see lots of its own soldiers get killed. So by all means let’s ban purpose-built killer robots if we can: this is an initiative that deserves our support. But bear in mind that there will almost certainly be autonomous machines eventually, and some of them will certainly be capable of killing. So it is also time to start working on international rules governing their behaviour. Isaac Asomov’s Three Laws of Robotics (written in 1942) would be a good point of departure. One: A robot may not injure a human being or, through inaction, allow a human being to come to harm. Two: A robot must obey the orders given it by human beings, except where such orders would conflict with the First Law. Three: A robot must protect its own existence as long as such protection does not conflict with the First or Second Law. Gwynne Dyer is an independent journalist based in London

It is time for Interior Health and the BC Cancer Agency to take the elevator to the third floor of the the Cranbrook Regional Hospital and walk down the anything but life enhancing hallway to oncology Room 322 where you must pass the two rooms designated for the dying; the palliative Rooms 321and 323. Cancer and all it’s connotations are difficult enough to digest without the added trauma of walking through palliative care’s hallway of pending doom. Nor should those poor folks awaiting the inevitable be subjected to those of us who are unable to fight off infection due to the chemicals coursing through our bodies, virtually holding our breath as we pass them transversing to and from Room 322. All parties feel bad enough already. As compassionate as we want to be, self preservation is a powerful incentive not to be in anything but a rush, barely able to withhold the terror in our eyes as we try to quickly move through this admittedly depressing corridor. Part of the Hippocratic medical oath is “do no harm”. I have very real concerns about how forcing patients with seriously compromised immune systems down a hallway where even the healthy nurses need to wear masks, can remotely meet this ethic. It is a conundrum at best, on one side of this hall the patient is struggling for a cure while across the hall the cure is not to be found, leaving only the care. Surely Interior Health and the BC Cancer Agency can come up with a better alternative to this situation. On the other hand, to simply make a statement and expect solutions to magically appear is a pipe dream none of us can afford. Statistically, 1 in 3 of us will develop some sort of cancer in our lifetime. Perhaps now with the construction of the new ICU unit and the Paediatric wing here in Cranbrook, a less hazardous location for the very busy Oncology unit could be incorporated. I have since learned that there is donated money, restricted to oncology, in the East Kootenay Foundation. Additionally, there are further funds that could be made available from other local philanthropists which would also help assuage this significant concern. Gratefully, I have been made aware of the following plans. The East Kootenay Foundation of Health does have funds designated for oncology. This is outside any major capital campaign that could be staged for the cause. I have been told that the ICU is the priority as the number of patients sent elsewhere for numerous reasons is very high. That being said the present ICU will become an extension of the PAEDS with the proper lock down doors (security) and the ability to treat sick children. Room 318 is presently a PAEDS room but will become part of Oncology once PAEDS is relocated to the second floor. This area will then be the enlarged Oncology with the entrance by the main desk avoiding the walk through the hall of doom. EKFH does want the Oncology area to be addressed as they have repeatedly heard about the hall of doom and consider the comments to be truly justified. Based on this information I trust that a dangerous journey will soon be less so. Thanks to all for their help and concern,

was a real walk down Memory Lane and I thank the Townsman for running it. Although I’d left the area by the time Huston became a star, I remember well the league he played in, the Western International Hockey League, or WIHL as it was commonly known, one of the longest running and most illustrious senior hockey leagues in Canadian history. The WIHL produced three world senior amateur champions, the Kimberley Dynamiters once and the famed Trail Smoke Eaters twice, the only team in Canada to win this distinction and the team of my long, lost youth. Oh, the memories! The league also produced numerous Allan Cup champions, emblematic of Senior Hockey supremacy in Canada and a predecessor to the Stanley Cup. Many talented players like Huston played out their careers in various senior leagues across Canada and never made it to the NHL simply because there were only six teams in the top league and there simply wasn’t room for all the talent. But leagues like the WIHL had many skilled players that would have easily made it to the “bigs” today and provided a highly entertaining brand of live hockey that you have to pay a small fortune to see now. As a three-time MVP in the WIHL, Huston must have been an amazing player and I regret never seeing him flash down the ice. And just how did he earn the sobriquet “Spike?” There must be a story there. Fire Hall/Council

I attended the April 13, 2015 Council Meeting at City Hall. During the Council’s Report portion of the Agenda, the Cranbrook Arts Council and Fire Hall were brought up — again. Yes, a past council allocated $500,000 to Arts & Culture, not specifically to the Cranbrook & District Arts Council. Over the past six years the City of Cranbrook has already given the Cranbrook Arts Council $104,000! The City has also contributed significant dollars to other arts and cultural needs throughout the community during that same period. So it can’t be said that past and present Councils have not supported arts and culture in Cranbrook! According to an Engineering Report done two years ago, the cost to upgrade the Fire Hall to meet Provincial Codes would be at least $1.2 million of taxpayers’ hard earned dollars. I have always been concerned that whichever group took over the Fire Hall, they must prove they also had the funds to maintain the building and that it wouldn’t default back to the City for expenses. City Council is elected to manage and be fiscally responsible for Cranbrook’s operations through taxpayers’ dollars. Cranbrook’s infrastructure is in dire need of upgrades which must come from those same taxpayers’ dollars. Ask any Councillor and I’m sure they can give you a list of needed City projects. During the last election, Cranbrook citizens made it very clear, by voting in a totally new council, that they wanted a change to a more fiscally responsible leadership at City Hall. Making the decision to remove or replace anything in the budget is always a tough one and this Council has made some very hard decisions on our behalf. I applaud Council for making the hard decisions that a few may not like but I’m standing behind them. They are making

decisions for all of Cranbrook, not just one group. Denise Pallesen Cranbrook

Fire Hall/CDAC

Ms. Dodgson’s comments seem to reflect the views of some in the community regarding the repurposing of the fire hall as an arts centre. Unfortunately, her views are based on misinformation. Perhaps, the following facts will help. Never has the Cranbrook and District Arts Council (CDAC) asked the City to give them the fire hall. We believe it should remain a public building. Never has the CDAC asked the City to give them money for renovations. City Council put $500,000 into their Five Year Plan to bring the building up to code if it was to be repurposed. This sum was not borrowed by the City. It was simply in the Five Year plan so that it could be considered along with the other possible future demands on the City budget. That $500,000 has since been removed, but its removal has not saved one cent because the money was never borrowed. The Arts Council is not a business. It is a not-for profit society dedicated to the advancement of arts and culture. It promotes the arts through the presentation of exhibitions and competitions, runs educational programs such as workshops and demonstrations and distributes funds to other organizations in the area. It is like all the other arts councils in the province operating under the aegis of the British Columbia Arts Council, a branch of the Ministry of Community, Sport and Culture. Check www.bcartscouncil.ca. All arts councils are funded by the province, local governments, and the Gaming Branch. This is as it should be, because no one else can provide such facilities as art galleries, libraries and recreational complexes, none of which make money. Here is breathtaking comparison. The City “gives” the CDAC $20,000 annually to help with operating expenses. The Rec-plex costs roughly four million each year and brings in one million. We bring in other funds to run our gallery and we always balance the books. The City’s grant to us is tiny in comparison with the cost of running Western Financial Place. Ms Dodgson advises us, and I’m paraphrasing, “Hold fund-raisers to renovate the building.” For more than forty years the CDAC has raised thousands of dollars to continue to provide a service to the community. We have worked tirelessly to raise funds from granting organizations for projects in the area. This brings in new money. If the CDAC didn’t receive these funds other communities certainly would. In receiving non taxpayer funds from Columbia Basin Trust, for example, Cranbrook lags far behind all other towns in the valley. We stand ready to bring in more funds to renovate the fire hall at no extra cost to the City. We are capable of raising significant sums. Last year we raised $20,000 for an engineering study and $50,000 for an elevator for the building. These monies are being held in abeyance at this time and we run the risk of having to send them back if we can’t move forward on the project. This would be a shame and a potential embarrassment to both the CDAC and the City. Finally, we are not a group of artists selling our own art work. That would be an artists’ co-op, which is a business. We are a not-forprofit council dedicated to providing support for arts and we are seeking the support of the City in doing that. FALL RIVER, Mass. Former New England Patriots star Aaron Hernandez was found guilty Wednesday of first-degree murder in a deadly late-night shooting, sealing the downfall of an athlete who once had a $40 million contract. Hernandez, 25, pursed his lips after the jury forewoman read the verdict. The first-degree conviction carries a mandatory sentence of life in prison without parole in the slaying of Odin Lloyd, a 27-yearold landscaper and amateur football player who was dating the sister of Hernandez’s fiancee. For reasons never made clear to the jury, Lloyd was shot six times in the middle of the night on June 17, 2013, in a deserted industrial park near Hernandez’s home in North Attleborough. Police immediately

zeroed in on Hernandez because they found in Lloyd’s pocket the key to a car the NFL player had rented. Within hours of Hernandez’s arrest, the Patriots cut the former Pro Bowl athlete, who was considered one of the NFL’s top tight ends. Prosecutors presented a wealth of evidence that Hernandez was with Lloyd at the time he was killed, including security video from Hernandez’s mansion, witness testimony and cellphone records tracked Lloyd’s movements. Hernandez’s lawyer, James Sultan, acknowledged for the first time during closing arguments that Hernandez was there when Lloyd was killed. The attorney pinned the shooting on Hernandez’s friends, Ernest Wallace and Carlos Ortiz, saying his client was a “23-year-old kid” who witnessed a shocking crime and didn’t

know what to do. Wallace and Ortiz stand trial later. Prosecutors suggested Lloyd may have been killed because he knew too much about Hernandez’s alleged involvement in a deadly 2012 drive-by shooting in Boston. They were not allowed to tell the jury that because the judge said it was speculation. As a result, they never offered a motive beyond saying Hernandez appeared angry with Lloyd at a nightclub two nights before the killing. Hernandez faces further legal trouble: He is awaiting trial on murder charges in the drive-by shooting. He is accused of gunning down two men over a spilled drink at a nightclub. In the Lloyd killing, the defence argued that investigators fixated on Hernandez because of his celebrity and conducted a shoddy investi-

gation in their zeal to confirm their suspicions. Prosecutors said Hernandez organized the killing, summoned his two friends to help carry it out, and drove Lloyd and the others to the secluded spot in the industrial park. During closing arguments, prosecutors also accused Hernandez of pulling the trigger, though under the law it was not necessary to prove who fired the shots to convict him. Security video from Hernandez’s home showed him holding what appeared to be a gun less than 10 minutes after Lloyd was killed. The surveillance system also captured Hernandez, Wallace and Ortiz relaxing at his home hours after Lloyd was shot, hanging out in the basement “man cave,” lounging by the pool and cuddling Hernandez’s baby daughter.

FREE TRANSIT ACCESS APPLICATIONS AVAILABLE FOR LOW INCOME RESIDENTS The initiative will run as an additional benefit to the current Leisure Access program first approved by Council in February 2010, which enabled low income residents the opportunity to access public swims at the aquatic centre at a 75% reduced rate to help build a healthier more active community. Those interested in the program can apply through one of the five partner agencies who are responsible for adjudicating the applications: the Salvation Army, Community Connections Society, Interior Health Mental Health Programs, Ministry of Children and Family Development and the Ministry of Social Development and Social Innovation. Approved candidates will receive the benefits for one year and then would be required to reapply. Individuals, who are already qualified, do not have to re-apply until their current eligibility term expires. Coach Michel Therrien said Pacioretty will sit out the opening game of their first round NHL playoff series against the Ottawa Senators on Wednesday night at the Bell Centre. He said it is possible Pacioretty, who has an upper body injury, will be return for Game 2 on Friday. Pacioretty, who had 37 goals and 67 points this season, stayed on the ice after an optional skate for some extra work along with the other players not likely to play, including defencemen Mike Weaver and Sergei Gonchar and centre Manny Malhotra. SAO PAULO - Brazilian soccer teams are on alert because of a dengue fever outbreak that has already affected some of the country’s top clubs. Three players were diagnosed with the mosquito-borne disease this week, including Corinthians striker Paolo Guerrero. Players have been forced to use insect repellent during practice sessions and clubs have asked health officials to check their training centres for mosquito breeding sites. In addition to Guerrero, Palmeiras reserve goalkeeper Aranha and young Santos striker Leo Cittadini also have been diagnosed with the disease and won’t be able to help their

teams in the final stages of the Sao Paulo state championship this month. “We have to find a way to stay away from this little mosquito,” Palmeiras midfielder Arouca said. Guerrero, Corinthians’ top striker, will also miss his team’s last two games in the group stage of the Copa Libertadores, Latin America’s top club tournament. The Peruvian has been hospitalized since Saturday and there is no word on when he will be released. The players affected will need about two weeks to fully recover from the disease, which causes extreme joint pain and headaches. There is no cure, but is rarely fatal. Cases of dengue fever have increased significantly across Brazil

this year, with most of them reported in Sao Paulo state. Brazil’s health ministry said there have been more than 460,000 cases of the disease in the country in 2015, which accounts for almost 5,000 cases a day. More than 130 people have died so far this year, the ministry said. Corinthians midfielder Renato Augusto said some players have been practicing with pants and long sleeves to try to avoid the mosquitoes. “We are afraid, of course,” he said. “It turns out it’s not only the defenders we have to worry about these days.” Another Corinthians player, defender Rodrigo Sam, was hospitalized for two weeks after getting the disease earlier this year.

Health officials inspected Corinthians’ training centre this week and said there were no signs of breeding sites for mosquitoes carrying dengue. The popular Brazilian club said the players were likely infected while away from the team’s premises. Still, doctor Ivan Grava said players would continue to use insect repellent and, when possible, the team would not practice during times mosquitoes were more likely to appear. Another top Brazilian club affected by dengue fever this year was Sao Paulo. One of the team’s doctors had the disease, and players recently expressed their concern about having to play a match in a city where the disease had spread quickly.

BOSTON - The Boston Bruins fired general manager Peter Chiarelli on Wednesday, days after missing the playoffs for the first time in eight years and just four seasons after the franchise won its first Stanley Cup title since 1972. The statement from the team said coach Claude Julien and the rest of his staff “will remain in place at this time.” Chiarelli was hired in 2006, and he assembled the team that beat the Vancouver Canucks for the 2011 NHL championship. The Bruins returned to the Stanley Cup Finals in 2013, and last year they had the best regular-season record in the league. But this year they were eliminated from the playoff race on the final day of the regular season. “His efforts undoubtedly helped the team achieve great success

during his tenure and he helped restore the proud tradition of Boston Bruins hockey,” Bruins President Cam Neely said in a statement. “We ultimately feel that this change is necessary in order to ensure sustainable success for the club both in the short term and the long term.” The Bruins were hampered this season by injuries to defencemen Zdeno Chara and Dougie Hamilton and centre David Krejci. But Chiarelli also made two costly decisions last off-season. After letting Jarome Iginla leave as a free agent, Chiarelli failed to replace his scoring potential, and the Bruins dropped from No. 3 in the NHL in goals scored to No. 23. He also traded defenceman Johnny Boychuk to the New York Islanders just before the season - a salary cap move that left the team short.With one game left in the season, Chiarelli called it “a failure on everybody’s part.”

“But being a failure doesn’t mean there has to be a complete overhaul of everything,” he said. A Harvard grad, Chiarelli was assistant GM in Ottawa when he was hired to take over the Bruins in 2006. Coach Dave Lewis lasted just one season, in which the team missed the playoffs, before Chiarelli hired Julien. In 2011, the Bruins overcame a 3-2 series deficit to beat Vancouver for their sixth Stanley Cup. Two years later, they lost a six-game final to Chicago. At the team’s post-season news conference, Julien said that whether he keeps his job “is not my decision to make.” “I’ve been here for eight years and enjoyed being here,” he said. “And (I’m) certainly looking forward to staying here. But again, having said that, I also understand the nature of this business.”

MEET & GREET Canada was the first country in the world to adopt multiculturalism as part of official policy in 1971. Citizens are encouraged to take pride in their heritage and share with others to foster a sense of belonging. Great examples of multiculturalism in action are Globalfest in Calgary or Fusion Festival in Surrey, however, multiculturalism is not only for the big cities. There is a mosaic of many different cultures right here in the Kootenays. Cranbrook Multi-Cultural Society (CMCS) has set out to promote multicultural awareness and mutual respect through celebrating our diversity in the community. This summer, we will see the second annual Multicultural Festival at Rotary Park on August 22nd, but leading up to the big day there will be other opportunities to explore the different cultures in the community. “In April, we are starting our series of Cultural Meet and Greets in Cranbrook,” explains Coco Seitz, president of the CMCS. The last Friday of every month, a Cultural Meet and Greet will be held at the Connect Cranbrook Building from 7:00 to 9:00 pm. “The aim of this event is twofold,” Seitz continues. “On the one hand, we want this to be an opportunity for people to connect with other local residents of the same heritage background to network and socialize. On the other hand, this event is open to anyone interested in learning about and enjoying other cultures.” CMCS hopes that these Cultural Meet and Greets will not only help immigrants who are new to Cranbrook to settle in, but act as a building block in achieving the society’s mission of building a community that recognizes and appreciates cultural diversity. Historians say the plot to assassinate U.S. President Abraham Lincoln 150 years ago today can tie both its origin and its ending to Canada. They say Lincoln’s killer, John Wilkes Booth, was actively hatching plans to take down the anti-confederate president when he travelled to Montreal six months before the assassi-

nation. Canadian historian John Boyko says Wilkes and a number of sympathizers chose Montreal to discuss their pro-southern sentiments because it was known to be a hotbed of confederate activity. Randy Bachman takes advice from Neil Young before collaborating on ‘Heavy Blues’ NICK PATCH Canadian Press

Even for the established likes of Randy Bachman, some stiffly worded advice from Neil Young can have a galvanizing effect. This particular conversation between the Winnipeg-raised guitar sorcerers took place at a 2014 Musicians Hall of Fame ceremony in Nashville, where Bachman was inducted and Young performed. “Neil said to me: ‘You’ve got the chance of

a lifetime. Don’t do the same old R&B crap and say it’s brand new,”’ recalled Bachman in a telephone interview. “He said, ‘You can just write stuff and put it out, as I do. Every once in a while I shake it up, or I get acoustic, or I record with a rock band, or I do something different.’ And keeping that in mind, I thought, ‘What can I do? I can go back to what I really love.”’ That was the genesis for “Heavy Blues,” a rocking 11-song detour

Dear Annie: I have helped my wife’s daughter and family financially many times over the past 15 years. Eighteen months ago, I loaned them $600, and they promised they would pay me back. (My previous loans were gifts.) The daughter’s husband has a well-paying job, but he is slow to repay this loan. Three months ago, I received a check for $40, along with more empty promises to pay off the rest. I haven’t seen any additional money. It is just another lie. I was warned not to loan them money, but emotions got the better of me. What should I do? How can I ever trust them again? -- Played for a Fool Dear Played: You are being too hard on yourself. You love your wife and care about her child, so you have helped them financially. This is not a bad thing. The problem is that the “kids” are not responsible enough to repay the loan. Talk to them. Say that you are going to set up a payment schedule, and ask how much they can afford to pay every month. No matter how little the amount, agree to it and say you expect to see it on the first of every month until the loan is repaid entirely. If they miss a payment, call and remind them. Be nice about it, but insistent, no matter how much they try to wriggle out of it. You can even set up an automatic payment plan that would take care of it without any reminders at all. The trick is to be firm, but kind. No accusations or guilt. If they repay the entire loan without griping, we’d say you can trust them to do so again. But if they give you a hard time or refuse to cooperate, you’ll have to put your backbone in place and tell them the remaining $560 is a gift, but there will be no more. And mean it.

After 20 years of marriage, my husband decided he needed to get away and start a new life with a new wife -- especially since he had already found one. He told me I had been a perfect wife and mother, so he wanted me to have the house, the car and money to live on. After recovering from the shock and getting a good job, life went on for me. After two years, he came knocking on my door with a toilet under his arm, saying he heard I needed a new one. So I let him do the repair job, and he proceeded to tell me about his unhappy married life and that he was getting a divorce. He was a good repairman and an excellent mechanic, so I suggested he come back home to be my live-in handyman. It worked out great for another 20 years, and I saved a lot of money on repairs. Good things always happen if you wait. -- Satisfied

It is with great sadness that we announce the passing of Rick Charles Haley. He peacefully left this world to join his parents Owen and Norma after a very short battle with cancer. Rick is survived by his wife Constance (Conny); brothers Bob (Dorothy), Tom (Sandy); sister Cheryl (Floyd); children Jeff (Kristin), Brad (Toni), Bonnie (Francisco), David (Erin), Wendy (Mike), Mitch (Amanda) and (Tara). Rick will also be missed by his 13 grandchildren and numerous other family members, friends & colleagues. Your grandson may not have the opportunity to share a physical life with you but be assured he will learn all about ‘his Papa’. Your girls love you so much and they too are very much saddened by their loss. As for me.... time and life goes by. God has given me many blessings to ease my pain and help me through the days.... But no one fills the place in my heart that is now and always will be your part of me. We are all comforted by the fact that you are in Heaven surrounded by other loving family and are free of the pain you were dealing with. Your sister, Margy, and brother, Tom, miss you too. We all love you now and forever and we treasure all the precious memories we have of you. New Cruise Ship Innovations: Part II H

Carla Nelson of Maritime Travel writes about the new generation of cruise ships and cruising

olland America Line has not introduced a new ship since 2010. The next Dutch dam’ ship will be the Koningsdam, to be launched in February 2016. It will be the largest for Holland America at 2,650 passengers. I have always found Holland America ships present a feeling of “refined elegance,” with large art collections, fresh flower arrangements, teak decks, a complete one-level Promenade deck for strolling, and lots of classical music — a taste of luxury from days gone by. The Koningsdam will carry on that tradition, “inspired by the architecture of music.” The Music Walk will incorporate 4 venues — Lincoln Center Stage, mainly classical quartets; BB King’s Blues Club; Billboard Onboard, rock and singalong; and the World Stage, a 270 degree LED TV presentation in the showroom. The Atrium will feature a 3-deck high sculpture of a classical quartet — strings, bows, arches — with the view changing depending on your position. The Koningsdam will feature the Magrodome, a 2-level central pool area. Holland America has enhanced their stateroom offerings, with family staterooms that have two bathrooms and will accommodate five passengers; and single staterooms, that are oceanview! This is a big deal because, though they aren’t the first major cruise line to offer single staterooms, they are the first to understand that singles enjoy an oceanview as much as other guests! Updated and enhanced culinary experiences will be available as well. New is “Sel de Mer,” a French seafood brasserie. And enhancing the Culinary Arts Center will be ‘Dinner at the Culinary Arts Center’, where you can experience a ‘farm to table’ multi-course meal and learn something at the same time! I can’t wait to experience Holland

America’s new ship! You have all heard about the popularity of European river cruises, and Viking Cruises leads the way with market share. Now they have entered into ocean cruising, “with a river cruising experience.” The Viking Star will be launched this month, followed by the Sea and Sky in mid-2016. These ships will hold 930 passengers. When bookings opened for the inaugural season of the Star, it took just one day for the entire year to sell out! Why, you may ask? Viking plans to take the river cruise experience to the ocean. As they say, there will be no “nickel and diming,” everything will be includ-

ed — shore excursions, wifi, laundry, 24 hour room service, specialty restaurants, wine, beer, soft drinks, speciality coffees, bottled water. All these items are extra on most ocean liners. Food, culture and customs of the countries visited will be highlighted aboard the cruise, and ingredients from local markets will be used in the kitchen. There will be onboard lectures, classes and performances from local entertainers. All staterooms will have a verandah! There will be more time in port and closer docking to city centers due to the size of the ship and ease of getting on and off. Viking will retain the popular areas from their

river ships, like the Aquavit Terrace — outdoor dining area, and the Main Lounge — meeting area with bar and subtle entertainment, available all the time for passenger enjoyment. But they have added other amenities which the river ships do not have, such as shops, fitness area, spa, theatre, two pools and hot tubs. Taking a page from Holland America’s success, they also have a complete Promenade deck for walking. Another great cruising experience that I am looking forward to!
