Victorians, get out your wallets. Property taxes will increase by 2.2 per cent this year – the lowest increase in years. “We wanted to keep taxes as low as possible, because I think the sentiment around the [council] table was if we’re trying to make Victoria affordable for everyone, that needs to include and be focused on our small business community and also seniors,” said Victoria Mayor Lisa Helps. Last year’s tax increase was 2.3 per cent for businesses and 2.75 per cent for residential. Before that, the increase was 3.25 per cent. “My commitment when I ran was to keep property taxes in line with inflation. But that can’t be done in one year,” said Helps. “We need to build the tax base.” Coun. Geoff Young, the only councillor to oppose the 2.2 per cent tax increase, felt the lower increase was not low enough. “I believe that this would have been a good year to come in with a tax rate that was significantly below what inflation is expected to be, rather than still be above it,” he said. “I wasn’t going to suggest that we go to zero [per cent], but I certainly felt that this was a year where we could have gone below two per cent.” Helps said she aims to increase taxes by less and less over council’s four-year term. Navy ship will be named after Victoria hero Kevin Laird Victoria News
A Victoria resident’s heroic efforts during the Second World War will be honoured with a new Royal Canadian Navy ship that will be named after her. Margaret Brooke learned of the honour when Defence Minister Jason Kenney had a telephone conversation with her on April 10, which was also her 100th birthday. The following day Commodore Bob Auchterlonie, commander Canadian Fleet Pacific, made a personal visit. Brooke, a Royal Canadian Navy Nursing Sister, was decorated for gallantry during the Second World War. The actions followed the torpedo and subsequent sinking of the Newfoundland Ferry SS Caribou on Oct. 13, 1942. Her Majesty’s Canadian Ship Margaret Brooke will be built this fall, part of a fleet of six Arctic and Offshore Patrol Ships named after naval heroes. The navy will employ the ships to conduct sovereignty and surveillance operations in Canadian waters on all three coasts, including the Arctic. “I was and remain very proud of my years serving in the Royal Canadian Navy and thank all who were involved in making my 100th birthday an even more memorable occasion,” Brooke said in a written statement. klaird@blackpress.ca

The first time you meet Bob Grainger it can be intimidating. The retired Black Press newspaper executive is an imposing presence. But ask anyone who has worked with Grainger and they’ll say you couldn’t meet a nicer guy. “He definitely has a game face that is rough and tough, but he cares more about people and newspapers than anyone,” says longtime friend and co-worker Mark Warner, who has known Grainger for 22 years. To Grainger, it’s always been about the people and “doing a good job.” So, it shouldn’t be surprising that Grainger will be honoured with the prestigious Eric Dunning Award for Dedication and Service to the Community Newspaper Industry, when the B.C. and Yukon Community Newspaper Association meets for its annual convention at the end of April. “I’m very surprised about the award,” says Grainger, 71, a Saanich resident. From hardware salesman to being the right-hand man of Black Press founder David Black – Grainger’s 33 years in the newspaper business has been colourful. It began in 1976 when Black was the owner and publisher of the Williams Lake Tribune and was in need of a sales manager for his growing newspaper. Black wanted someone who was aggressive and wellrespected in the business community. It took a little convincing, but before long Grainger joined up with Black and a unique partnership was

In 1978, Grainger became the publisher of the Williams Lake Tribune and by 1980 he was the president of Cariboo Press, making Grainger responsible for the chain of newspapers Black had put together throughout the Interior of B.C. In 2000, Black Press had
expanded greatly taking in most of B.C. and Washington State, not to mention Hawaii, and Grainger took on more responsibilities by becoming president of the Prairie Group as well as Cariboo Press. He was named chief operating officer in 2002 and moved to Victoria from Williams Lake to work alongside Black.
“David trusted me explicitly,” Grainger said. “We were very good friends. We did all the good things together and all the bad things together. I loved his family and they loved me.” Black said Grainger was a quick study and an asset to the company. “I’m not surprised he stayed around for so long. I was always able to give him new challenges, and he got the job done,” Black said. “He was a lot of fun to be around, too.” Grainger always remained committed to his community, and expected the same from his newspaper staff. For him it started with the minor sports his kids were involved with – hockey and football – and soon morphed into other areas such as service clubs, community boards and organizations like the Williams Lake Stampede and Juvenile Diabetes Research Foundation. When he came to Greater Victoria, Grainger became the honourary chairman of JDRF and raised thousands of dollars for the charity. “I want to leave this world with some confidence that I helped change some people lives and I think I did that,” Grainger says. Warner, who nominated Grainger for the award, says his former boss was a mentor to many people and organizations. “Bob is wonderful. Staff and community residents know him as a forthright leader and an honest man with an engaging personality,” Warner says. For Grainger, it was all in a day’s work. Since his retirement, he’s played it low-key. He does a little fishing, hunting, golfing and has had more time to devote to his woodworking hobby. One thing he does miss about working, though, is the people. “I miss people amazingly. It was the best ride. It was the best thing in my life,” he says. klaird@blackpress.ca

City man in suspicious death identified Kevin Laird Victoria News
The victim of a suspicious death in Victoria last week has been identified as 34-year-old Shaun Alexander McGregor of Victoria. The Vancouver Island Integrated Major Crime Unit was called in to investigate after it was determined that the man’s death was suspicious. Officers were called to the 1500-block of Begbie Street at approximately 7:30 p.m. on April 9 where they discovered McGregor’s body. He was pronounced dead on scene. An autopsy is scheduled to determine the cause of death.
Investigators are also seeking the public’s assistance in locating Chelse Burns, a person of interest, who may have information that could further the ongoing investigation. Police asks for anyone with information to call the VicPD non-emergency line at 250-9957654. Anonymous tips can be shared through Crime Stoppers at 1-800-222-8477. Police are also continuing to investigate two other suspicious deaths. On March 5, the body of Scott Owen Smith, 26, was found in the Inner Harbour, and Peter Hunter Thompson was found dead in his Michigan Street apartment on Feb. 18. klaird@blackpress.ca
CRD nets 10 technical submissions Innovative sewage technology requires careful balance: CRD chair The Capital Regional District’s core area wastewater committee needs to tread carefully with new technological information, says CRD chair Nils Jensen. The CRD received 10 submissions to its request for technical information, which staff said contain, “a significant volume of technical information which should prove useful to the Westside and Eastside select committees and the technical support teams working to develop conceptual
options as well as the technical team that will undertake the detailed analysis and costing evaluations.” They were offered up to the core area liquid waste management committee for comment last week. “One of the things P3 Canada has made clear is they will only support proven technology, technology that has been shown to be effective and used elsewhere. They want to take as little risk as possible with their money,”
Jensen said. “Some of these leading-edge innovate technologies are very exciting and very interesting. Some are five and 10 years away from being usable, so there’s a high risk with some of these technologies.” Industry representatives will present their submissions to the CRD’s Request for Technical Information during Innovation Days at Royal Roads University on April 27, 28 and 29. “The job of the committee now is to work our way through this and see what kind of technology is suitable for our particular region,” Jensen said.

Take a walk for the planet and peace. More than three dozen community organizations will join forces April 25 for the annual Earth Walk for Peace and the Planet. The walk begins at 11 a.m. at the B.C. legislature lawn for a participatory parade to Centennial Square to hear speakers and entertainment. Participants are encouraged to dress up parade-style. The parade will weave through downtown to Centennial Square, arriving around noon. This year’s festivities will feature 11-year-old Rupert Yakelashek, champion of the Blue Dot movement for environmental rights, Victoria city councillor Jeremy Loveday, as well as environmentalist Caitlyn Vernon and historian and peace activist Larry Hannant.

Hockey playoffs return Playoff hockey is returning to Canada in a big way. After the pain of the previous National Hockey League season when only the Montreal Canadiens made the post-season, the Vancouver Canucks, Calgary Flames, Winnipeg Jets, the Habs and the Ottawa Senators will all bring playoff excitement to the streets of their respective cities. In Winnipeg, where they haven’t seen playoff action since the Jets left town to become the Coyotes, they were already partying in the streets when Calgary defeated the Kings to clinch it for Manitoba hockey fans. Only the Leafs and Oilers failed to make it, after Ottawa came through with a win against Philadelphia to clinch a playoff berth. Unfortunately it may be “next year” for a few more seasons in Toronto and Edmonton. However it’s one thing to be excited about heading into the playoffs and it’s another to even consider the Stanley Cup coming north of the border for the first time since 1993, when the Montreal Canadiens won their 24th Cup. At this juncture it’s anybody’s guess who will win it, although Montreal has to be considered the favourite amongst the True North Strong and Free contingent. We do know that either Calgary or Vancouver will advance to the second round because they play each other. Other than that it’s anybody’s guess and that’s what makes the second season so exciting, it really is a crapshoot and if things fall into place and a team gets on a roll … Go, Canada, go.

Your Letters: Poverty, insurance, politics Living poor – for a cause I’m not looking forward to the end of the month. As part of a global antipoverty fundraiser, I’ve vowed to take part in a program called Live Below the Line. The unfortunate reality is that 1.5 billion people live on $1.75 a day or less. As a plump and well-fed Westerner, I’ve been challenged to do the same and see how it feels. I have to live for five days on less than a cup of coffee a day. Pretty much rice and beans. I’ve done it before, and it’s very hard. No more food or drink for pleasure, for comfort. Eating just to stay alive. Profoundly bland, low in nutrition. No variety. Think how often you enjoy the taste of your food, look forward to your meal. Now imagine an amorphous lump of cooked grains two or three times a day. Nothing green, no meat, no fruit. Day after day. This is the reality for far too many, and it’ll be mine for

Tenant insurance is an absolute must It seems every few weeks lately there is yet another story of a family losing everything in a home fire, and then the revelation that they had no tenant fire insurance. The community responds, a fund is set up, donations are accepted of cash, clothing and household items. This is all fine, but why do people not get their priorities right and have the proper insurance? Various spokespeople from a number of fire departments
have been quoted as saying that this needs to be done, for prices ranging from only $200 to $500 annually. It is difficult to have sympathy for those who lost everything and have no insurance if instead they decided to put this money into lower priorities such as smoking, or booze, or lottery tickets, meals out, cable TV, or a fancy cellphone plan. Tenant insurance needs to be an absolute must for any landlord who rents to someone, and failure by a tenant to provide proof of such insurance should perhaps be grounds for eviction. It’s time to end the grisly trophy hunt David Suzuki
Science Matters Watching grizzly bears catch and eat salmon as they swim upstream to spawn is an unforgettable experience. Many people love to view the wild drama. Some record it with photos or video. But a few want to kill the iconic animals – not to eat, just to put their heads on a wall or coats on a floor. The spring grizzly kill started April 1 and extends for several weeks, followed by a second fall season. By year’s end, several hundred will have died at the hands of humans, close to 90 per
cent shot by trophy hunters – many of them foreign licence-holders, as the B.C. government plans to enact new regulations to allow hunters from outside B.C. to take 40 per cent of grizzlies slated for killing. The government also plans to allow foreign interests and corporations to buy and run guideoutfitting territories previously run only by B.C. residents. Local hunting organizations say the new rules put them at a disadvantage. In the controversy over regulatory changes, we’ve lost touch with the fact that the grizzly trophy hunt is horrific, regardless of whether bears are killed by resident hunters or biggame hunters who pay thousands of dollars for the chance to kill a bear here – often because it’s illegal in their home countries. Because they have low reproduction rates, they’re highly susceptible to population decline. Hunting is one threat we can control. According to polls, almost 90 per cent of B.C. residents oppose hunting grizzlies for trophies. Scientists say it’s unsustainable. The Coastal First Nations coalition has banned grizzly hunting in its territories, but the government doesn’t recognize the ban. The Raincoast Conservation Foundation has bought hunting licences in an attempt to reduce bear kills on the coast. Simply put, most British Columbians are against the grizzly trophy hunt. It’s time for the government to listen to the majority rather than industry donors and ban this barbaric and unsustainable practice.

They help regulate prey such as deer and elk, maintain forest health by dispersing seeds and aerating soil as they dig for food, and fertilize coastal forests by dragging salmon carcasses into the woods. Thompson, a municipal councillor in Central Saanich, is working with CRFAIR to help spread the word and encourage people to come out to the expo. “That’s really what it’s about, is working together and bringing together industry, producers and consumers,” he says. “It’s creating consumer awareness. I think that as always, consumers are the key. Consumers need to make choices in terms of buying local food.” “And it’s not just about buying direct from the farm. It’s also the folks that are using local products to make interesting, value-added foods.” The expo will also give industry members the chance to meet, pairing restaurants with local farms and markets with food producers. Workshops through the afternoon will cover popular topics such as backyard chickens, edible landscaping, backyard bees and food photography, as well as how the soil can shape wine flavours and even information on micro loans and community lending for small food businesses. The main stage has some fantastic demonstrations throughout the afternoon, including how to spice up local produce with ethnic flavours with Chef Heidi Fink, a sausage making workshop with Chef Cory Pelan from The Whole Beast, a canning at home demo with Bernardin Home Canning, and Maki rolling, making sushi with local, sustainable fish with Chef Andrew Shepard from the Vancouver Island Sea Salt Company. In honour of its 75th anniversary, the Naden Band created two commemorative CDs this year. The first, Snapshots of Excellence, features all of the band’s small ensembles, including jazz ensembles, woodwind and saxophone quintets and more. “Everything except our symphonic concert band is on there,” said Karen Shields, spokesper-
son and flautist for the band. The second CD, Portraits of Excellence, is a historical CD of the band’s music from the last 75 years. “It’s a historic compilation of the band,” said Shields. “You can hear the difference of the band from back in day from 75 years ago. It’s an interesting perspective.” The CDs will not be for sale, but they will be available as prizes at upcoming Naden Band concerts. The 75th anniversary is a sign

Surrey resident Linda Webster is now the proud owner of a Nissan LEAF, as the winner of our Plug-In to Win contest. “I’m so excited because I’ve taken an interest in electric cars for some time but never dreamed I would own one,” said Linda, as she clutched the keys outside of Jonker Nissan, in Langley. “I’m going to really enjoy seeing how much I can get out of each charge… I’ll let you know!” With a range of in excess of 120 kilometres on a full charge, Linda figures she will be able to visit friends and family in Vancouver. British Columbia’s SCRAP-IT Program kindly supplied us with the eco-friendly sedan for the contest, which attracted a record-breaking 34,558 entries, the biggest Black Press contest ever. The five-seater car was displayed at the SCRAP-IT booth at the recent Vancouver International Auto Show, where it attracted thousands of admiring looks. SCRAP-IT announced its new S C RAP-IT incentive program in Driveway just before the show. It’s offering a $3,000 rebate for electric car purchasers if they scrap a year 2000 or older vehicle. This is in addition to the newly announced provincial government program. SCRAP-IT Program CEO Dennis Rogoza revealed: “Vehicles model 2000 or older emit up to 60 times more emissions than later models and electric vehicles have even much lower emissions.” Qualifying electric vehicles are listed on the SCRAP-IT.ca website.

And I can’t forget to mention just how great it is to work with the Uconnect infotainment system. Entering in a destination into the navigation is probably the most intuitive and user-friendly in the industry. The 8.4-inch screen is large and therefore doesn’t require me to take my eyes off the road for longer than necessary. Music through the speakers – via

Young goalkeeper eyes national team Andrea Peacock Victoria News
The joy of playing and the drive to keep improving is what has kept a young Victoria woman passionate about playing soccer for most of her life. Emily Moore, 16, started playing soccer when she was five years old and has not stopped since. “My dream is to play on the national team,” she said. “But there’s a dream before that, and it’s to play in university.” Moore, a Grade 11 student at Esquimalt High School, also attends the Canadian Sports School at the Pacific Institute for Sport Excellence, where she does physical training and also attends sport performance seminars. Moore, a goalkeeper, plays for the Vic-
toria Highlanders, in the Metro Women’s League. She described playing on this team as one of her biggest accomplishments. “It’s nice to play on the top team,” she said. Dave Dew, head coach of the Highlanders, has been coaching Moore for just over a year. “She’s very good with all the other players. She’s got a real positive attitude that’s infectious amongst everybody,” he said. Part of working toward joining Canada’s national soccer team includes earning a scholarship at a top school in either the U.S. or eastern Canada, said Moore. Recently, Western Washington University invited her down to play with the

In 2012, she received the Keeper of the Year award while playing for Victoria’s Gorge FC team. “She’s got a real confident personality,” said Dew. “She’s one of the top candidates in high school goalkeepers.”

New art gallery to showcase historical photos of Victoria Art Atelier 546’s first show, premiering tomorrow, will feature Vancouver Island artists
A new art gallery is opening in downtown Victoria this weekend. Art Atelier 546’s opening gala, on April 18, will present the gallery’s first show, Victoria: Past, Present and Future. The show features Victoria seen through the eyes of Vancouver Island photographers. For example, images of the Johnson Street Bridge will be at the

Portraits are of people such as David Suzuki, Eddie Izzard, Lynda Barry and Lena Dunham. “I admire these people because of their tenacity, bravery, creativity, honesty, intelligence and integrity, and because they’re not afraid to just be themselves,” said Parker. It’s exciting enough to be preparing to play in a world-class tournament, but two members of Canada’s international women’s sevens rugby program have been thrilled by the level of support they’ve seen in and around their adoptive hometown. Scrum half Elissa Alarie and centre/wing Paige Farries, who are roommates in Colwood, get stopped regularly by well-wishers when they’re out wearing their national team gear. “Anywhere from Langford, Colwood, View Royal and Victoria, it’s amazing,” Farries says. “If you’re wearing the Rugby Canada emblem, people will stop you and congratulate you for how your team did, or even how the men’s team is doing or the women’s 15s are doing.” As the Canadian squad gets ready to host 11 of the world’s top teams for this weekend’s Canada Womens Sevens event at Langford’s Westhills Stadium, the players can feel the excitement building, both within their ranks and in the community, Alarie says. “We get to train at
great facilities like PISE and at the (Rugby Centre of Excellence in Langford), and so people see us a lot around town,” she says. “They’re often asking, ‘when can we see you play?’ And we’re always saying ‘well, we kind of play internationally, elsewhere.’ Now for the first time it’s nice to actually say we play coming up this weekend, so get your tickets. People are really excited to see us play, finally.” The tournament kicks off tomorrow (April 18) with an 11 a.m. match between France and China. With these fast and furious matches over in 20 minutes, fans won’t have long to wait to see Canada’s first game, a 12:50 p.m. showdown with Russia. Alarie, a native of Trois-Rivières, Que., was among 12 players selected by head coach John Tait to play in the Langford tournament. Farries, who was in the lineup for the recent Hong Kong Sevens tournament – Canada defended its title for a second straight time, won’t be on the pitch this weekend but as she says “There’s always something to look forward to. We have a back-to-back tournament coming up in London and then
in Amsterdam. We’re leaving for it two weeks after Langford, so it’s a really quick turnaround.” On the seemingly rare times when she and Farries are home, they split up the chores, more or less, with both doing some cooking and both currently learning to speak spanish.

Pacific Institute for Sport Excellence has announced that it has received a contribution of $50,000 from Peninsula Co-op towards their $1-million PISE Track Project. Phase I of the track, a multi-purpose track and training zone, adjacent to the building overlooking the field, is currently being utilized by athletes, students and PISE members. A ground breaking for the second phase of the track is planned for this year, pending full funding of the project. The project also includes spectator seating, making the site ideal for hosting sporting and community events. Peninsula Co-op’s donation will benefit another component of the track - an incline training area that links the track to the track and training zone and main PISE facility, and will provide wheelchair accessibility.

CERTIFICATION A lawsuit commenced in British Columbia has been certified as a class action against CANADIAN HEATING PRODUCTS INC., MILES INDUSTRIES LTD., MONESSEN HEARTH CANADA, INC., and MONESSEN HEARTH SYSTEMS COMPANY (doing business as VERMONT CASTINGS GROUP) (the “Settling Defendants�), by the Supreme Court of British Columbia (the “Court�). The region’s Solar Colwood and Solar CRD subsidy iniative has passed but the trend for homeowners to consider installing solar hot water heating systems or solar photovoltaic panels is still growing, says Judith Cullington, former Colwood councillor who was behind the now-defunct Solar Colwood hot water program. One of the preconceptions with solar that potential buyers get hung up on is the so called ‘payback period.’ “It really is an odd thing about renewable energy, that buyers (automatically) question what the payback period will be,” Cullington said. The payback period is the return on investment, how much, and how long. “No one asks what the payback period will be with a new car or a granite counter top, but with solar, everyone wants to know that.” And the reality is it’s quite strong. Cullington has solar photovoltaic at her house and on a sunny day it not only

Surrey resident Linda Webster is now the proud owner of a Nissan LEAF, as the winner of our Plug-In to Win contest. “I’m so excited because I’ve taken an interest in electric cars for some time but never dreamed I would own one,” said Linda, as she clutched the keys outside of Jonker Nissan, in Langley. “I’m going to really enjoy seeing how much I can get out of each charge… I’ll let you know!” With a range of in excess of 120 kilometres on a full charge, Linda figures she will be able to visit friends and family in Vancouver. British Columbia’s SCRAP-IT Program kindly supplied us with the eco-friendly sedan for the contest, which attracted a record-breaking 34,558 entries, the biggest Black Press contest ever. The five-seater car was displayed at the SCRAP-IT booth at the recent Vancouver International Auto Show, where it attracted thousands of admiring looks. SCRAP-IT announced its new S C RAP-IT incentive program in Driveway just before the show. It’s offering a $3,000 rebate for electric car purchasers if they scrap a year 2000 or older vehicle. This is in addition to the newly announced provincial government program. SCRAP-IT Program CEO Dennis Rogoza revealed: “Vehicles model 2000 or older emit up to 60 times more emissions than later models and electric vehicles have even much lower emissions.” Qualifying electric vehicles are listed on the SCRAP-IT.ca website.

Often when driving down a logging road you encounter mud on one side of the road – no big deal you think. You slow down and travel through it, only to find out you are losing traction and the wheel starts to spin. Before you know it, you are stuck. Now it's a big deal. The standard differential, or what is referred to as an open diff, is generally standard on most new trucks. The open diff holds the ring gear and a set of gears called spider gears. These spider gears are responsible for allowing a vehicle to negotiate a turn and allow the outside wheel to travel farther and turn faster than the inside wheel.
torque to the other wheel with traction. Limited Slip differentials limit the loss of torque to a slipping wheel through clutches, gears, and other methods, depending on the unit. But it will not provide 100 percent lock up of the differential in extreme situations such as when a wheel completely loses traction. Limited Slips are recommended for vehicles driven daily and are used in many applications where traction is sometimes needed as in emergency vehicles. They are also ideal for front axles of 4x4 vehicles that are not equipped with front hubs that can be disengaged. A locking differential or "Locker" uses a mechanism that allows left and right wheels to "lock” to each other and turn at the same speed
This type of open design works great for most of the pickup trucks on the road today. However, when a truck with an open differential meets loose gravel, or a wet section of the road, it directs power to the wheel with the least amount of resistance. The result is the wheel on the loose surface spins free, while the other wheel on the better traction surface provides little or no power. Limited Slip differentials are designed to "limit" the tendency of an open diff, and send power to a wheel that lacks traction, by redirecting the power to the other wheel. The Limited Slip differential will send power to both wheels equally when traveling straight, and when one wheel spins due to a lack of traction, the differential will automatically provide
regardless of which axle has traction or how little traction a slipping wheel has. This means tractionpower can be sent to a wheel that may be planted firmly on the ground while the other wheel of the axle is completely off the ground. In this situation, an open differential will spin the free wheel, sending absolutely no torque to the wheel in the ground. A Limited Slip in this situation will send some torque to the wheel on the ground
but possibly not enough to provide any forward momentum. The popularity of E-Lockers has increased dramatically ino the last few years as more people take to off-road driving for fun. The lockers are activated by a switch inside the vehicle and are used on most modern 4x4s.
