A second senior manager has resigned from the District of Lantzville. Lantzville’s director of finance Jedha Holmes handed in her resignation last Monday after more than six years with the district. She is the second senior manager to quit in less than a month, following chief administrative officer Twyla Graff. The decision also comes at a time when councillors are hiring consultants to help establish a code of conduct and investigate a memo writ-

ten by five senior managers about concerns of decorum and tone at council meetings. Holmes is set to leave May 15, and while no councillors could tell the News Bulletin why she quit, they shared their reactions and opinions on the resignation and next steps. Coun. Graham Savage said when two senior management positions resign out of a team of five, “it’s got to be seen as pretty serious,” and added that the district has to get into the mode of hiring. Coun. Rod Negrave called the resignation unfortunate but not unexpected with the staff memo laying things out

very well. He hopes there won’t be any more resignations and said there needs to be a better way for council to relate to senior staff. “We have policies in place now and standards of conduct. If people choose not to follow them and there’s no way to enforce them, it’s difficult to see how doing anything else is going to help until people make that fundamental decision to change. “Maybe a facilitator will help,” said Negrave, about council’s recent decision to hire consultants. “We have to give it a good try at this point.” See ‘TURNOVER’ /4

Hilton hotel developers no longer need to lease Nanaimo green space. Insight Holdings Ltd. has tweaked its plans for the use of Georgia Park in its waterfront hotel project and no longer requires a 60-year lease with the city. Last year, the company was looking to take up 28 per cent of Georgia Park for a loading dock, restaurant patio and grand staircase. The changes then were valued at $1.5 million and would have added to $1.2 million in improvements already promised for other areas of waterfront parkland. As part of the agreement, the amenities would have remained open to the public and the city was prepared to make the developers responsible for maintenance and rent. Now an alternative is being proposed after ‘considerable opposition’ to the leasing of parkland, a city report shows. The pitch is to see politicians withdraw approval-in-principle for a lease agreement and expand a statutory right of way to cover improvements instead. The move would see the same amount of money invested into park amenities like a staircase and public plaza, but it would be part of a public thoroughfare through the

hotel from Front Street and would remain city property. A loading dock and restaurant patio is no longer slated for Georgia Park and developers would be responsible for maintaining any improvements it creates. The lack of a lease also means there won’t be a referendum. The pitch went to council for debate Monday night. According to Dale Lindsay, the city’s director of community development, under the proposal developers won’t end up with exclusive rights to use the park for non-park uses but will benefit from certainty. “They’ve revised their project and they know they can do it on their property now,” he said. “The applicants were hearing some of the concerns in the community that were being raised about the concept of leasing park space for uses that were ancillary to the hotel and as a result they took a step back and revised their project to eliminate the need for those lease areas.” The multimillion-dollar Hilton hotel is planned to rise 35 storeys from the Nanaimo waterfront, with 303 rooms, a health club and bar/café, two restaurants and eight retail units. A city report says it’s anticipated a development permit will come from the hotel in the coming months and a building permit will be submitted by this fall. Construction is scheduled to start in early 2016. Insight Holdings said the company did not have a comment at this time. news@nanaimobulletin.com

Man missing from Nanaimo Police in Nanaimo hope the public can help locate George Bohati, who has not been seen since late Thursday after visiting family on Northfield Road. Family and police are concerned for Bohati’s well-being and want to locate him as soon as possible. Bohati is Caucasian, 57, about 5-foot-7 and weighs 180 pounds. he has brown eyes and long dark hair with a significant bald spot on his head, has blue musical notes tattooed along his right inner forearm and walks with two canes due to a spinal disability. POlICE SEEk male suspect for stealing money from 7-eleven.

Nanaimo police are looking for a male suspect after a violent assault during an armed robbery at the Townsite Road 7-Eleven early Friday morning. “The suspect entered the store and immediately ordered the clerk to open the register and then lie on the floor. [He] took an undisclosed amount of cash from the till, as well as some cigarettes. Even though the clerk had complied with the instructions, the suspect viciously struck the clerk

across the head with a metal pipe,” said Nanaimo RCMP in a press release. The suspect fled on foot and RCMP deployed a police dog, but the scent was lost a short distance from the convenience store. The suspect is described as a Caucasian male, standing approximately five-feet-10, with a skinny or medium build. He was wearing black pants, white shoes, a red jacket and carrying a black bag. Care home limits visitation in wake of scabies outbreak A Nanaimo nursing home is closed to new residents and has limited visitors as it grapples with a scabies outbreak. Woodgrove Manor is on Island Health’s active outbreak list, as residents and staff undergo treatment for scabies, a mite that burrows under the skin and causes an itchy rash. The mite isn’t uncommon and spreads by direct contact, but it’s unusual to get a number of people inside a long-term care setting diagnosed at the same time, according to Dr. Paul Hasselback, a medical health officer for Island Health, who says the facility has responded in an appropriate and professional

fashion. The number of residents who have the mite has not been confirmed, although from what Hasselback understands 30 to 40 per cent may have evidence of a rash consistent with scabies. The facility landed on the active outbreak list April 14, and scabies has since been confirmed by a dermatologist and lab test. The facility has been closed to new residents and has informed families about outbreak precautions. It’s also giving treatment to all staff and residents. Once treatment and infection control measures are completed it will be re-opened.

Nanaimo Economic Development Corporation was able to balance its budget despite ending the fiscal year in the red. The corporation, which helps foster the economy in Nanaimo, held its annual general meeting Thursday and according to Mike Bonkowski, with auditors MNP, the corporation finished the year with revenue at approximately $1.67 million and expenses a t a p p ro x i m a t e l y $1.83 million. Having expenses higher than revenue was anticipated by the corporation’s board. The plan was to utilize a $302,858 surplus from previous years, leaving $140,460 in reserve. “About three years ago ... we had a surplus because of the lack of a CEO in place. Instead of doing what some organizations would do, which is try and shovel money off

the back of the truck before year end, the board made, I think, a really wise decision, which is to retain that surplus in reserve,” said Sasha Angus, the corporation’s CEO. “We’ve deployed it slowly over the past couple of years. This year we don’t see a need to dig into it, so we’re running a balanced budget.” Highlights from 2014 include the medicinal marijuana company Tilray setting up shop in Nanaimo, something Angus said was due to a partnership with the City of Nanaimo and others. “Tilray has been a fantastic addition to our local economy, so they’ve got 167 jobs right now, which puts them already in the Top 10 of private sector employers,” said Angus. “With [its] expansion, about $65 million capital investment, [it] will be the No. 1 employer in the region.” As for things he hopes can be accom-

Coun. John Coulson said he has looked at staff turnover in a nine-year period, not including the CAO, and there was a “56-per cent chance” there would be two turnovers this year. Like any organization, people come and go and it’s always unfortunate when they do, he said, adding that he has not been informed of the reasons for Holmes’ departure. Mayor Colin Haime said Holmes was a pleasure to work with and he respects the decision of both Holmes and Graff to move on. Council has already started to talk about replacement of the CAO and could look at hiring an interim financial officer until the new top bureaucrat has a chance to define and designate the director of finance position. Haime added that council is committed to reviewing concerns of management and CUPE staff. Holmes is a three-quarter-time employee, hired in December 2008.

More culture sought at Newcastle

More cultural experiences and a cultural centre are amongst ideas for a business plan being developed for Newcastle Island. The City of Nanaimo, Snuneymuxw First Nation and B.C. Parks signed an agreement in 2013, providing terms of reference. Snuneymuxw hosted an open house Saturday at Maffeo Sutton Park to present the vision thus far and gather input and ideas for the island. One of the proposed sites for the centre was an

area at Maffeo Sutton. “The portion of land at the corner of Comox and Cliff streets is designated First Nations land ... it is zoned for a multiple of uses and that’s one of the opportunity areas that they’re looking at in conjunction with this plan,” said Kirsty MacDonald, City of Nanaimo parks and open space planner. Transportation was also mentioned and some attendees had issues with the $9 fare for the ferry that shuttles to and from Newcastle. Trish Malfair, Newcastle Island coordinator for Snuneymuxw, said it could be something examined. “Like many things, there’s always got to be re-visitation to what an effective actual rate would be,” said Malfair.

The cultural experiences were something Malfair would like to see developed. “As a coordinator, I’d like to see, as we’ve been visiting in the plan, a lot more experiential activities for the people. People want to do paddleboarding and all these kinds of things,” said Malfair. “Things that can help people become aware of the First Nation culture.” A timeline has not been set for when the business plan will be released, according to Rhonda Eager of David Nairne and Associates, the consulting firm facilitating the plan. “We are looking at finishing up the draft over the next two or three months. I’m not sure about the publishing date, though,” said Eager.

It’s important that the community knows council takes illegal garbage dumping seriously, says a Nanaimo city councillor leading the charge for policy and education to limit littering. Nanaimo Coun. Diane Brennan won unanimous support from political colleagues last week to get a staff report on enforcement issues tied to illegal dumping, as well as policies and education to help clean up the problem within city limits. Society seeks ideas to help spruce up rural areas

Food festival axed from Earth Day due to early spring

If rural residents have ideas to dress up their communities then the Vancouver Island and Coast Conservation Society wants to hear them. The society is spearheading the Heritage and Beautification Project, an initiative to create enjoyable spaces in neighbourhoods spanning Cedar, Cassidy, South Wellington and Yellowpoint. A series of public meetings will be held this spring to ask residents what areas they want to beautify with planters, artwork and benches and their ideas for future projects and improvements that could mark Canada’s 150th anniversary in 2017. Ideas could include a time capsule to a museum. “Who knows what folks come forward with,” says Laurie Gourlay, president of the Vancouver Island and Coast Conservation Society. “It’s a rural community with a long history and we want to recognize both [heritage and beautification] and provide places that people can enjoy and remember all that’s been given to us,” said Gourlay, who considers it a community initiative. The series kicks off with a public meeting at the Cedar Heritage Centre, 7 p.m. tomorrow (April 22). People are invited to give input on where planters, benches and artwork should be installed and important places they’d like to see remembered and enjoyed. Free, young Garry Oaks will also be available this week. Other meetings on May 27 and June 24 will focus on different topics, including ways to mark Canada’s 150th birthday. Beardos, regardless of whether beards are trimmed or wookie-like, can compete in a facial hair contest organized by a Nanaimo barber this weekend. The 2015 Nanaimo BeardO-Rama is set to take place 8 p.m. Saturday (April 25) at The Oxy Pub, and according to host Dave Lawrence, owner of That 50s Barber Shop, the event is unique to the area. “We looked around to see if there’s a beard contest

in Nanaimo and there isn’t. There isn’t one in Victoria, there isn’t one in Vancouver. The nearest one’s in Portland (Ore.), so we thought it’d be kind of cool, so we put it out on our Facebook page and the response was huge,” said Lawrence. While signups have been brisk, Lawrence could use more contestants and people with beards needn’t be the only ones entering. Along with beards, there are categories for moustachioed men, too. Lawrence said there are many different beard and moustache styles and BeardO-Rama will be adjudicated. There will be people’s choice awards too. “We’ll have three judges who will have rulers, measur-

ing the length of them and we’re going to come up with the definitive definitions of what those categories are and the judge will be basing it all on that,” said Lawrence. Many businesses have donated prizes for the event, including Lawrence, who will be offering free beard trims for a year and gift certificates. “Beards are very popular. The beard contest in Portland is huge, it’s known worldwide, so if this is one more event that will put Nanaimo on the map, that’s great,” said Lawrence. A popular food festival has been chopped from this year’s Earth Week celebrations. The Nanaimo Area and Land Trust has cancelled the sixth annual Wild Foods Festival, which would have seen chefs serve up tastes of wild food fare on Sunday (April 26). Since its start six years ago, festival organizers have seen crowds grow from 500 to close to 1,300 in 2014. Chefs and vendors offered people the chance to learn about wild food foraging and sample gourmet cooking. But this year the event has seen fewer chefs take part and wild food will be limited with an early spring set to ripen ingredients before the weekend, prompting its cancellation, according to NALT. It plans to bring the festival back next year, possibly on a new date. “We’re very regretful,” said Gail Adrienne, executive director of NALT. “The big thing was shortness of chefs and we know because more and more people come every year we need those sample foods.” Although the Wild Foods Festival is cancelled, NALT and the City of Nanaimo will offer other ways to mark Earth Week from April 20-26. Nancy Turner, an internationally renowned ethno-botanist will do a presentation today (April 21) at the Bowen Park activity centre based on her book Earth’s Blanket: Traditional Teachings for Sustainable Living. The event begins at 7p.m. and admission is by donation. On Sunday, there will be a workshop on local food sustainability and security at Bowen Park from noon to 3:30 p.m. The discussion is on ways to support local food production and supply and next steps for a local food security plan. A wild foods lunch prepared by Nanaimo Foodshare will be included in the event, which costs $8 for those who register before Thursday (April 23). Let’s resolve to save Earth

Many of us make new year’s resolutions every Jan. 1 and by now, most of them are broken and forgotten. So why not start anew, this week, with Earth Day resolutions? This Wednesday (April 22) is Earth Day, and as there aren’t really any mainstream traditions that comprise the celebrations, we are free to decide how to mark the occasion. We might get a few million years on this planet, if we’re careful, and each of us gets to live here for 81.25 of those years. It does seem a daunting task some days, the sort of days when we make messes like this month’s English Bay oil spill, have to scrub ducks with dish soap and recognize that there was a failing somewhere along the way. Are future generations going to see the Strait of Georgia the way we imagine it to be, pristine, wild, beautiful? Or will it be another polluted waterway, like too many around the world, that have become outfalls of human waste and selfishness, where we wouldn’t dream of even dipping our toes. Every day we do see instances of people doing their part to make their environment a better place. For instance, Ontario and Quebec are announcing a new carbon-credit partnership. Carbon credits aren’t a perfect solution, but they have merit, and maybe we can think along those lines as individuals. If we’re not going to stop making single-occupancy commutes in our SUVs, then maybe we can earn a credit some other way, by cleaning a stream or planting a tree or improving our recycling efforts. It is our choice to save the world or not, but there is some responsibility, we think, to leave it in good enough condition so that future generations will have that choice, too. Some will never again come this close to winning a championship. But all of them, in some way, will have a chance to put their hearts on the line in some aspect of life, and they might get hurt, or they might get everything they ever wanted. I think they will play with heart again, whatever the game, and I think they will try again. Because never trying, well, that would be a crying shame.

Re-opening school only benefits Cedar To the Editor,

Re: Trustees recommend re-opening Cedar as secondary school, April 14. The school board is sending the district right back into an inefficient, very expensive, deficit-causing model that will only hurt district-wide education. In a very short period of time, it has reversed the decision to consolidate elementary schools in Cedar; stopped all work on the conversion of the new Cedar elementary school; and decided to bus their children out of catchment, even though no other stu-

dent in the district gets this service. No mention of enrichment programs that have also been put on a backburner and will likely never see the light of day again. No mention of the horrid conditions of the Hammond Bay gym that was slated to be rebuilt. No mention of the entire surplus garnered over the past few years, through property sales that would have contributed to the creation of a brand-new secondary school. Yes, they are doing what they said they would do.

But these things only benefit their own small, sparsley populated community.

The people of Cedar came out in droves, and voted for a special-interest platform of trustees, who now have the majority vote on the board. Next time, people, get out and vote so that everyone is represented fairly, and the rest of the community doesn’t have to pay the price for a decision that benefits only a small minority of the population.

Our local press generally keeps an equal playing field for all parties. Perhaps needing a nudge now and again, but that’s about all. The election date has yet to be set, but party leaders have already come calling. Tom Mulcair has been and gone, and last weekend Elizabeth May held two town hall meetings. The word of mouth is that these events were well attended, 150 at Eagles Hall in Ladysmith, and 250 on hand at Oliver Woods Community Centre in Nanaimo, both capacity audiences. But only those who were present learned what Elizabeth May

and our local Green Party candidate, Paul Manly, had to say. To my knowledge, there hasn’t been even a mention in either paper that Elizabeth May was in Nanaimo, let alone an account of what she said. Only consistently getting out more information will help to change voter turnout in Canada. So that’s the nudge. In the interests of democracy, whenever a party holds a town hall meeting here in our Nanaimo-Ladysmith riding, what is said needs to be reported and commented on in our local press. Re: B.C. Ferries needs to correct course, Letters, March 31. I was surprised to read this letter to the editor. The route from the mainland to Gabriola Island was a route chosen initially. But, the local island residents did not want this connection from the south end of Gabriola across the island to a bridge at or near Dodds Narrows connecting across Cedar to the Island Highway.

Now... your favourite newspaper at the click of a mouse.

This route would have done two things: eliminate the Gabriola ferry and save at least 30 minutes needed to travel around to the present Duke Point location. This would have saved a great amount of money, plus provided easier connection for the Islanders. Unfortunately decisions and discussions by objectors created the existing placement.

Production aims to provide positive vibes William Inge’s Bus Stop nominated for multiple Tony Awards in 1956 BY NICHOLAS PESCOD THE NEWS BULLETIN

When a snowstorm forces eight complete strangers to spend the night at a diner, more than just eating occurs. That is the basis of the Nanaimo Theatre Group’s upcoming production of the Bus Stop, a drama with a romantic storyline. Bus Stop director Ron McAfee said there is no shortage of interesting dialogue. “It’s not a play with a lot of action in it,” McAfee said. “It is more about the interaction between the various characters. I guess you would call it a character study.” Bus Stop focuses on Cherie, a young woman who has left her home in hopes of becoming a nightclub singer, and Bo Decker, a young cowboy who dreams of marrying Cherie, despite her apparent lack of interest. McAfee said that as a director the challenge with a production such as the Bus Stop is ensuring that the characters are interesting and that the dialogue keeps people hooked. “The challenges in this are to show all of the differences between the various people and yet show the commonality that draws them all together,” McAfee said. “It is a play that you have

The Family Law Act (FLA) deals with the issue of relocating with your children. Poets set to descend on Nanaimo

Beginning next week. Poets will read and speak. All throughout the Harbour City. As part of a festival inspired by regional identity. When the Cascadia Poetry Festival kicks off in Nanaimo on April 30, hundreds poets from the Pacific Northwest and beyond will be belting out all types of verses and rhymes. “There are a lot of poetry festivals, but there are not a lot of festivals that are really dedicated to a more experimental side of poetry,” said festival organizer and founder, Paul Nelson. In addition to various kinds of poetry readings, the fourday festival will feature plenty of workshops and afterhours events. “In the evening there are headline readings with some of the most brilliant poets in the bio-

region,” Nelson said. Among the poets who will be at the festival include Naomi Beth Wakan, Barry McKinnon, George Stanley, Sharon Thesen, Christine Lowther, Christine Leclerc and Renée Sarojini Saklikar. The Cascadia Poetry Festival, which was created in 2012, has been held twice before in Seattle. This year’s festival marks the first time it has taken place outside of the United States. “We wanted to do it in Canada,” Nelson said. “We just don’t want this to be a U.S. centric thing.” Originally, Nelson considered having this year’s festival in Victoria, but was told Nanaimo would be an excellent choice. “The Victoria people said no they don’t want to take this on, but said the people in Naniamo would,” Nelson said. Nelson, who has

been to Naniamo before, said that Nanaimo has a strong poetry community and is an ideal place to host the festival. “Nanaimo has a lot of amenities and a good sense of community,” he said. Nelson hopes that those who attend the festival return to the Harbour City. “We want people to come back to this part of the world [Nanaimo] because of the festival.”

ill passed away peacefully in Nanaimo after a lengthy struggle with Parkinson’s disease. Predeceased by his first wife Valerie, sister Christina Kelly and brother Tony (Sue). Bill is survived by his loving wife Johanna (Corry), son Wm. He began his career as a chartered accountant before moving into the logging industry where he spent most of his working life. He was an avid outdoorsman and an accomplished marksman, often representing Canada in international competition worldwide. Clippers lose, Vees win championship I

The Vees are victorious. The Penticton Vees are B.C. Hockey League champions after they defeated the Nanaimo Clippers 3-2 in overtime of Game 6 on Friday night at Frank Crane Arena. “You’re so excited for your teammates,” said Patrick Sexton, Vees captain, describing the moment. “You fight for six, seven, eight months with these guys just to be able to accomplish this championship. It’s such a great feeling.” It was another short overtime, as Dakota Conroy scored the championship-winning goal two minutes into OT. He was able to steal a puck that was caught up in an opponent’s skates and had time and space to make a move on the goalie and score the winner. “That’s a feeling you can’t really explain,” he said. “I just tried to get in the corner and get my stuff off and hope that I didn’t get mauled by my teammates there.” The game stayed 0-0 until the last 10 minutes of the third period, when the Vees twice surged ahead and the Clippers twice tied it up. Dante Fabbro and Riley Alferd scored for Penticton, with Spencer Hewson and Brett Roulston replying for Nanaimo. Shots ended up 42-29 in favour of the Vees, with Hunter Miska earning the win and Guillaume Decelles suffering the loss. “ We w e r e d o w n twice, clawed our way back, gave ourselves a chance; I like the spirit and the heart that we played with,” said Mike Vandekamp, Clippers coach. “I couldn’t ask more of our guys when it came to that.” The Vees ended up winning four straight games in the finals after

VIU athletics chooses MVPs from past year Vancouver Island University’s athletics department must have had a tougher time than ever in choosing its annual award winners. The 2014-15 season was filled with championships and noteworthy performances. VIU captured the Pacific Western Athletic Association’s Aggregate Award for the seventh straight year, and VIU Mariners teams made it to seven out of eight Canadian Collegiate Athletic Association championship tournaments. The Athlete of the Year awards this year went to Tylar Turnbull of the women’s volleyball team and Jeff Travis of the men’s soccer team. Turnbull captained her team to a PacWest title, while Travis captained his side to a silver-medal finish at nationals. Winning Freshman Athlete of the Year were soccer players Maddy Dawson and Victor Blasco, and winning the VIU International Education Student-Athlete Award were basketball players Sienna Pollard and Justin King. Volleyball player Megan Groenendijk and basketball grad Harrison Stupich won the Mariner Academic Excellence Award. The golf team was recognized for having the best grades as a whole. The President’s Award went to soccer players Shelby Walker and Keegan Lang, v-ball players Chantal Cummings and Rylan Brouwer, b-ball players Jamie MacFarlane and Bryson Cox, badminton athlete Thomas Spencer and golfer Paige Schappert. The Nanaimo Pirates played as advertised. The Hub City Paving Pirates scored a lot of runs and gave up a lot of runs and ended up with one win and one loss in their home openers Sunday at Serauxmen Stadium. The Abbotsford Cardinals won the early game 7-5 in extra innings, but the Pirates came back to win the rematch 8-6. “It was a good bounce-back game,” said Shane Rogers, Pirates second baseman. The Cards led that second game 5-1, but the Pirates batted around in the bottom of the sixth to take the lead. “We were hitting it well; we were seeing the ball well,” Rogers said.

The VIBI Mariners came up with one win on their road trip to Kamloops this past weekend. Nanaimo’s Vancouver Island Baseball Institute college team won 4-2 against the Okanagan Coyotes, lost 8-7 and 10-5 to the Thompson Rivers University WolfPack, then ended with a 4-0 loss to Okie. Nanaimo Rowing Club athletes were in synch at their first competitions of the spring. Bantam hurlers share no-hitter The Nanaimo Pirates bantam AAA squad is getting ready for its home opener this Saturday (April 25) and pitching should be a team strength. Earlier this month in the season opener at Aldergrove, Josh Laukkanen and Jake Nikirk combined for a no-hitter. Laukkanen threw six innings, giving up just two walks, and Nikirk came in for the save in a 3-0 win. The bantams play White Rock this Saturday at noon and 3 p.m. at Robins Park.
