JPC lays out next steps for arena project
The North Cariboo Joint Planning Committee unanimously agreed to move forward to the next phase of the North Cariboo Arena Replacement Project based on a revised design developed by CEI Architecture. The decision was made at the April Joint Planning Committee meeting after a revised plan and project costing were presented to the Committee by CEI Architecture and project management firm MKT Development Group. The revised design has resulted in a reduction of $3.5 million in estimated project costs compared to the quantity survey estimate provided by a cost consultant in February. The estimated project cost is now $18.75 million, which includes a building construction cost of $13.7 million plus site development and design costs. “CEI and MKT met our challenge to achieve all of the original program objectives, keep the building on the preferred site and substantially reduce the project’s estimated cost,” North Cariboo Joint Committee Co-Chair and Quesnel Mayor Bob Simpson said. The $3.5 million in project savings were achieved by removing the connecting link between Arena Two and the new arena, leaving the existing ice plant in its current location, and reducing the overall size of the building. Removing the physical connection between the two arenas will allow traffic to enter the new parking lot from the north off Barlow Avenue which will result in significant savings as it is no longer necessary to upgrade parking and
laneway access from the south behind Arena Two. “The new design has resulted in a reduction of approximately 4,000 square feet from the building, but the original program requirements are still there,” North Cariboo Joint Committee Co-Chair and Cariboo Regional District Vice Chair Ted Armstrong said. “It has a regulation sized ice surface, two multipurpose rooms, five full sized dressing rooms, three additional flex and referee dressing rooms, and a concourse that can be used as a walking track.” The revised design will provide seating for 1,300 people with a spectator capacity, including standing room, of 1,483. It is anticipated that the construction document phase will be completed by the end of the summer which will allow the project to be tendered in the fall and construction to start in the spring of 2016. “Our priority is to continue to find cost savings during the next phase of the project,” Armstrong said. “We remain committed to making sure this project meets the needs of stakeholders and the community-at-large at a cost that is as close as it can be to the original estimate.” To enable completion of the detailed project designs and prepare for construction in 2016, an increase in the North Cariboo Recreation and Parks 2015 budget was approved by the Cariboo Regional District Board at its March 27 meetings. The 2015 budget will result in an increase in the subregional recreation residential taxation rate of approximately

The Joint Planning Committee also received a report regarding the status of the fundraising initiative at the meeting. Total confirmed fundraising to date, consisting of both cash donations and pledges, is just over $1.2 million. “Now that we have clarity regarding the project scope and we’re moving forward based on the new design, it’s time to reactivate our fundraising efforts,” Simpson said. The Joint Planning Committee passed a resolution at their April 14 meeting to use up to $18,000 previously committed to restart the fundraising effort. The Quesnel and Community Economic Development Corporation (QCEDC) will continue to oversee the fundraising effort activities under the direction of the interim QCEDC Board. Revised arena drawings can be viewed online at cariboord. ca or quesnel.ca . The North Cariboo Joint Planning Committee unanimously endorsed a resolution to proceed with the Arena Replacement Project on the site as proposed during the public consultation process, prior to the referendum in June 2014. The site which is located on the parking lot of the former Cariboo Regional District Library is adjacent to the existing Twin Arenas. The resolutions will now be sent to the Cariboo Regional District Board of Directors for final endorsement.

Trustees are interested in hearing the Community’s views on the key areas that the School District should focus its resources, as it prepares the 2015/2016 Preliminary Budget which is estimated to be a shortfall in funding of $915,650. The District is projecting enrolment decline of 130 school-aged students, 51 adult learners and 13 fee paying international students. Enrolment decline and increasing cost pressures make the financial decisions very challenging for the Board of Education. tudents and staff of the UNBC Social Work program recently celebrated their profession with an oncampus lunch. The Bachelor of Social Work (BSW) program is designed to prepare students for beginning level, generalist social work practice with individuals, families, groups and communities. Currently students can complete their bachelor’s program entirely at the Quesnel campus and if they chose, complete their masters of social work through distance education with attendance in-person at the Prince George campus for at least two, possibly more, courses. Heather Peters is an associate professor with
UNBC School of Social work in Quesnel since 2001. She completed her BSW in 1993 then went on to run the youth centre in Williams Lake. “I’ve always worked with youth and children,” she said. She finished her MSW in 1999 and her PhD in 2012. Her transition from in the field to in the classroom was something she pondered for a long time. “I like the idea of having influence on the next generation of social workers,” Peters said. “I want them to think outside the box and look at ways of doing things differently.” Her area of expertise begins with teaching students structural social work – looking at the client in a wholistic way
and in the context of society. She also sees social policy as an important element to the students’ learning. “To change for the better how social work is practice and applied,” she added. “Understanding the circumstance of the client and appreciating the societal structures that impact those clients is critical as well.” Kerry Thaler is a third year BSW student and Susan Peck has just completed her BSW, however she also sits on the provincial board of B.C. Association of Social Workers. As an adoptive mother, Peck has lots of ministry experience, but her decision to become a social worker came after a long and thoughtful process. “I recognize the inequalities in the world and wanted to do my part

to address them,” she said. Once in the UNBC bachelor of social work program, Peck was most surprised to learn the role of government in the field, both in terms of policies and ideology. “I understand that aspect of government much better now.” Thaler said, “as social advocates we see B.C. as needing a lot of work to decrease the inequality between the haves and the have nots.” “We are seeing the shift from a welfare state to corporate thinking and as social workers we work for a better balance,” Thaler went on to say. Again Thaler was surprised to learn a small percentage of government and society make decisions for the majority, often without the necessary understanding of that majority.

Carpool, walk, ride a bike or take public transportation whenever possible. 4. Compost yard trimmings and food waste. 5. Conserve water by taking shorter showers. 6. Conserve energy by turning off lights and electronics when not using them. 7. Buy and use products made from recycled materials. 8. Pick up litter, and put it in its proper place. 9. Support local farm markets with your business. 10. Dispose of hazardous chemicals properly. 11. Say “No” to “Paper or Plastic?” Instead, bring a cloth bag with you to the grocery store. 12. Use natural beauty products, including deodorant, shampoo and cosmetics. 13. Purchase organic fruit and vegetables whenever possible. 14. Save energy by unplugging appliances and cell phone chargers when not in use. 15. Hang your clothes to dry, instead of running the dryer. 16. Improve your gas mileage by checking your tire pressure monthly. 17. When making tea, boil only the water that you’ll use. 18. Use water filters instead of buying water bottles. 19. Don’t trash your batteries. Recycle them at your local recycling station instead.
With one year to go, Thaler is looking at either practicing social work in the mental health field, one of the most marginalized segments of the population. “I’m seeing the difference we can make on the front line and that keeps me positive,” she said. “It’s amazing to see the generosity of people who have nothing. I’m in awe of homeless people who have the strength to get through each day.” Thaler was also surprised by the number of services provided by non-profit organizations in Quesnel – by volunteers and a few paid staff. Both agreed one of the most important roles of social workers is to advocate to maintain the social safety net and strive for a basic standard of living for every Canadian.

One of the jobs I have been tasked with is to chair the Social Sustainability and Community Safety Task Force. The first job of this task force is to recognize the areas of concern that are in our social service community by doing a gap analysis with these partners. The task force will look at resources that are already available and focus on developing strategic uses of these resources. Discussion will revolve around Council needing to understand the real needs within the community, what Councils role can be, and how we move forward with a co-ordinated response to deal with these issues. The next job of this task force will be to have a discussion around community safety. We will bring to the table the objectives and goals that our RCMP have for the next year and will have a frank discussion on how we can move some of these forward as a community. This will include a major discussion of the Safe Streets Act and how we as a community deal with what is seen as an increase in aggressive panhandling. My goal for this task force is to report back to Council with a few, well defined actions and outcomes that we can move forward with. I am also first vice president of the North Central Local Government Association (NCLGA). This May, at our AGM, Quesnel City Council is bringing forward four resolutions that affect not only our community but the entire north and if successful will be acted on and moved forward to be endorsed at the Union of British Columbia Municipalities (UBCM) Convention this fall. May 5, the Everbridge Emergency Notification System will be available to residents throughout the Cariboo Chilcotin. Headed up by the Cariboo Regional District (CRD) and in partnership with the District of 100 Mile House, the City of Quesnel, the District of Wells and the City of Williams Lake, the system will be available to all residents free of charge and will provide mass emergency notifications throughout the region. “This new emergency notification system will provide the affected communities and its residents with the required information immediately in an emergency situation,” CRD Chair Al Richmond said. “Keeping our residents safe and informed during emergency events is a priority and responsibility that we take seriously and we feel this platform will help provide us a better way of serving our communities.” Residents who register for the program will receive notifications about emergency and time-sensitive events happening near their home, work, school, or other locations that they have preselected during the registration process. Power squadron shares water safety tips The Quesnel Power and Sail Squadron, a Chapter of the national Canadian Power and Sail Squadrons organization, is comprised of local boating enthusiasts whose shared mission is to increase awareness and knowledge of safe boating by educating and training members and the general public, by fostering fellowship among members and by establishing partnerships and alliances with organizations and agencies interested in boating. While boating is our passion – summers spent on the water and winters spent planning for next year – local squadron members work consistently to promote all other aspects of water safety as well. Whether this summer will find you enjoying on, in or near-water activities, we hope the information presented in the series of articles appearing in the Observer over the next several weeks will help you plan for and achieve a happy, fun-filled recreational season.
Enjoying water activities safely
I
doubt anyone will put forth much of a challenge to the assertion that winter in the Cariboo this year has been fairly mild, particularly when compared to what residents on our opposite coast have had to endure. Of course, we have a few weeks still ahead before the ice is off the majority of the Central Interior’s lakes, and those warmer, sunny days of Spring and Summer become a reality. Still, it’s not too early to start talking about how to ensure a season of safe water-related recreational activities, and what better way to begin this series than with the Top
10 tips, broadly applicable to all on, in or near-water activities: • Despite what some mixologists may claim, water and booze do not mix. Alcohol inhibits your ability to make critical judgments and it doesn’t warm you up. • Children should always wear a proper floatation device when involved in water “play” (and keep them within arm’s reach, as well). • Use caution when swimming or boating near dams or other water-control structures. Conditions can change from scenic calm to wild waters in a matter of seconds. • Except for the lower elevation and
shallowest bodies of water, our lakes and rivers stay extremely cold even on the hottest days and cold water is deadly. Always wear a flotation device. • When boating, remember that smaller craft are generally less stable and therefore it is important to stay seated. Standing or attempting to move around could cause you to fall overboard or result in a capsize. • When on the water, pay attention to the weather. If waves start to kick-up or other threatening conditions appear, return to shore or find a safe anchorage immediately. • Operate all powered craft responsibly. Use
appropriate speed for conditions and pay particular attention near swimming areas and where divers may be in the water. • Whether heading out for an hour or a full day on the water, ensure your boat has all the required safety gear, and if it’s powered, that you have sufficient fuel. • It is always a good idea to let someone know where you’re going and when you expect to return. Leave information with a responsible person; a friend, relative, marina operator, the local RCMP or nearest Coast Guard. • When out on the water always carry at least a cell phone, although a Marine
Band VHF radio is a much better choice, particularly one with DSC (Digital Selective Calling) and GPS capability. It is with great sadness the family announces the peaceful passing of Peter Couldwell, our beloved husband, father, papa, brother and uncle. Peter was born March 18, 1937 in Prince George, B.C. and came to Quesnel as a baby. Parents Norman and Janet Couldwell adopted Peter, then later siblings Cathie, Rick and Rena. The family made Quesnel their home where Norman worked as a custodian at G.R. Baker Hospital and Janet as a teacher. On September 6, 1958 after a year of courtship, Peter married Elaine Turner and together they raised two children; Barbara and Douglas. Over the years, Peter held various jobs around the Quesnel area, working mainly in the lumber and logging industry while also running a cow/calf operation at Hidden Valley Ranch, on the Blackwater Road. In 1968, Peter and Elaine began a tradition of open house Boxing Day parties that continued until 2013. There are many great memories of these get-togethers with
everyone either playing musical instruments, snowmobiling, tobogganing or simply enjoying dinner and forging friendships with the people who returned year after year. Over the years, Peter served on many clubs and organizations throughout the community and loved to volunteer. This inspired him in 1973 to attend school in Billings, Montana to become an auctioneer. Over the next 40 years, he raised in excess of $2.8 million for local charities as well as serving 21 years as a councillor for the City of Quesnel. Peter was predeceased by his parents Norman and Janet Couldwell and brother Rick. He is survived by his loving wife Elaine, children Barbara (Shelden) Lusk and Douglas (Leanne) Couldwell, his sisters Cathie (Paul) Isaacson and Rena McRae, grandchildren Dayton (Kelly) Lusk, Reagan Lusk, Tessa and Jill Couldwell. A celebration of Peter’s life was held Feb. 21 at the Quesnel Seniors’ Centre. The family would like to
thank the community for its overwhelming support. To our family and many friends, a heartfelt thank you for all of your kind words and thoughtfulness during this difficult time. We would also like to thank the doctors, nurses and staff of G.R. Baker Hospital and Dunrovin Park Lodge for the care and comfort shown to Peter, as well as Clayton’s Funeral Home for all their assistance and compassion. We’d like to leave you with the words Peter closed every auction with… ”We never say good-bye, just so long until next time.” Anyone wishing to make a donation in Peter’s memory may do so to any local charity or organization of your choice.
Antoinette was born in Rotterdam, Netherlands, October 9, 1943. Life started in upheaval as it was the middle of WW II. Antoinette’s father was an artist and her parents divorced shortly after the war. Antoinette’s mother then moved with her and her sister, Jose, to The Hague. Antoinette never liked the strict rules of school, but she was very bright so graduated a year early. After spending a year in Switzerland working as a waitress she met and married. At first the young couple moved to the Ottawa area where Antoinette completed her Bachelor of Science degree in Biology through Carleton University. In 1968 Antoinette and her husband moved to Montreal, where they welcomed into the world their son, Arjen Spruit. While there they adopted a three year old daughter, Melody. From 1974 thru to 1977, she and her family lived in France followed by a 3 year stay in Hawaii. After a divorce in 1980, Antoinette moved back to Canada with her children, settling in Victoria for the next ten years. While in Victoria Antoinette completed her Master of Science degree (1989) and
obtained her Professional Teaching Certificate (1991). After one year in Clearwater, Antoinette settled in Quesnel where she taught at QSS from 1992 until her retirement in January 2009. Antoinette is known for living and thinking ‘outside the box’. Students will remember her hands-on experiments, the salt water sea creature tank, chem camp and the occasional purple boa with a song. Friends enjoyed lavish international dinners, Christmas crafts with homemade soup, and the annual lobster boil. Since retirement, Antoinette pursued her flare for art taking-up painting, sculpting and multi-media work. She loved her times with the ‘Thursday Painters group’. For the month of June, the Artrium will feature a collection of Antoinette’s art work. One of Antoinette’s pieces, “The Corset”, will become part of the permanent collection at the Art Gallery. Lifestyle and diabetes took a toll on Antoinette’s health in the last several years, but she continued to live with the flare for which she was known. In the last year, Antoinette was very thankful for the support given from the staff and
volunteers of “Better at Home”. After some time planning, Antoinette was able to live what turned out to be her final dream, to reunite with her sister after 30 some years, in a trip to Bali. It was there that Antoinette became critically ill and died on February 21, 2015. As per her wishes, Antoinette was cremated with her ashes being spread over the sea. As she wished, a potluck celebration will be held in Antoinette’s front yard on May 23, starting at about 4:00 pm. If you wish to join us, bring a story and an exotic dish. Donations in Antoinette’s memory can be made to the Quesnel and District Teachers Association Bursary Fund.

Wolf cull ends for this year with 84 killed TOM FLETCHER Black Press The B.C. government has killed 11 wolves in the South Selkirk Mountains and another 73 in the South Peace region in the first year of a fiveyear plan to protect dwindling caribou herds. The South Selkirk program left seven to 10 wolves alive because they were not targeting caribou, and their movements continue to be tracked. That mountain caribou herd is down to 14, compared to 18 last year and 46 in 2009. The South Peace herds have also seen significant losses from wolves, with 37 per cent of adult mortalities confirmed as
wolf kills. Four herds in the region, the Quintette, Moberly, Scott and KennedySiding, were targeted in the wolf removal program. The 700-member Graham herd, the largest in the South Peace, is being left without protection as a control group. The program to shoot wolves from the air was a last resort after targeted hunting and trapping of wolves proved inadequate, sometimes splitting up wolf packs and increasing predation of caribou. The South Selkirk herd has been subject to intensive protection efforts on both sides of the CanadaU.S. border. In 2007 the province banned logging and road-
building in its 2.2 million-hectare B.C. range and restricted off-road recreatioin to reduce human disturbance. In the Peace region, restrictions were approved in 2012 to protect 498,000 hectares of high elevation winter range. The modern program began in 2003, after decades of managed hunting and other wolf control measures. For the first part of the 20th century, B.C. offered a bounty on wolves that ended in 1955. Beginning in 1950, baits laced with poison were used in bait stations and later dropped onto frozen lakes and rivers, which killed other species as well as wolves.

WILFRED J. O’BRIEN April 2, 1923 - April 1, 2015 Wilf O’Brien passed away just shy of his 92 birthday in Quesnel, BC. He is remembered with love by his wife, children, extended family and friends. Wilf was born to William and Louise O’Brien in Grafton, Ontario on April 2, 1923. He was the fourth of 14 children. When he was a young man, Wilf joined the army with intentions of serving in WWll. After his service, he returned to Ontario. Over the next decade, he worked and traveled across Canada. He eventually left Ontario and settled in Kelowna. In 1972, Wilf’s highway construction work, lead him to Quesnel where he met his wife, Doreen. Many in the Quesnel community knew Wilf as the “Candyman”. He was well known for his pocketful of Werther’s which he shared with local acquaintances as he entertained them with his jokes and stories. Wilf was a generous, community member. In the later part of his retirement years, Wilf annually raised money for the Heart and Stroke Foundation of Canada by canvassing his neighbor’s and family for donations. He was proud to have raised over $20,000 during this time. Wilf will be lovingly remembered by his wife, Doreen, children Colleen (Jerry) Vanderhoeven, William (Sharon) O’Brien, LaVerne (Brigita) O’Brien, Cathy (Rick) Hughes, Karen (Dave) Hay, and step children Doug Lupulack, Bill (Sue) Lupulack, Linda Fuhrer (Gord Wall), Donna (Terry) Holmberg, Judy (Gord) Minion, and Ron (Kelly) Lupulack, and siblings Theresa Fowler, Joe O’Brien, Angela Peters, Margaret Cottons, and Phyllis Combe, as well as his 25 grandchildren, 28 great grandchildren, many nieces and nephews, extended family members, and friends. Wilf was predeceased by his parents, 5 brothers, 3 sisters, and two sons. A celebration of Wilf’s life was held on April 10, 2015 at Clayton Funeral Home, Quesnel, BC with internment at the Quesnel and District Cemetery. Doreen and family thank everyone sincerely for their support, cards, and flowers during their time of sorrow. Your thoughtfulness is appreciated and will always be remembered. Donations in Wilf’s memory may be made to the Heart and Stroke Foundation of Canada.
Our government wants the highways that connect our communities to be as safe as possible. That is why we have been working hard to upgrade important routes for residents, visitors, recreational users and industry to ensure our roads and highways remain safe for all motorists. I’ve had a number of calls into the office regarding line painting and have met with Ministry of Transportation and Infrastructure staff and have been advised that line painting will be happening over the next few weeks, weather permitting. The spring weather certainly came on quickly this year, I remember last year at this time there was still snow in my yard. That quick pace of spring and added water has caused a number of slides around the Cariboo. The most notable slide being the Deep Creek/Narcosli slide, west of Quesnel. The slide is considerable. I realize this is significantly inconvenient for families and businesses to deal with as the detour is long but the safety of everyone is the reason the road remains closed. The barricades have been moved more than once and I implore you to think about safety. Engineers have been on site to review best next steps once the slide stops moving. I have an email and phone list for updates on the slide, if you’d like to join the list please call my office at 250.991.0296. Last week was National Volunteer Week, where ICBC thanked Quesnel Volunteers for their dedication to helping reduce speeding and distracted driving in our community. I would also like to thank all the residents in the Quesnel region, especially for those who have been patient with the construction on our roads and remind those on our roads to watch for motorcyclists and bike riders, to please respect road crews and continuing to obey road signs and traffic laws. Additionally, starting on May 4, Quesnel will be able to convert to new protocols and resource radio channels to improve safety for resource road users. The changes will include new standardized road signs, radio call protocols and a bank of standardized mobile radio channels. This will impact forest service roads and other roads in these areas. Mobile radio users are advised to retain current radio channels and frequencies until they are no longer required. Dispensing marijuana

n interesting e-mail landed in my inbox this morning stating that high-tech marijuana vending machines are coming to Vancouver. Even with a war of words still raging on about the advisability of legalizing marijuana, it would seem in the pharmaceutical industry, especially dispensaries, those arguments are really a moot point. It’s here and endorsed by both the pharmaceutical industry and the scientific industry, according to the press release. With claims of considerable transactional overview and screening out people under the age of 19, they also say they can verify registered users and set maximum daily withdrawals. Apparently there are more than 2,000 of these specialized vending machines in operation in pharmaceutical markets across Western Europe. They claim the transactions are a lot quicker than through a dispensary and it opens the possibility of making the purchase in a more standard retail environment, like a pharmacy. The science community supports this with a report that endocannabinoids (active ingredient in marijuana) are helpful in treating depression resulting from chronic stress. And who isn’t suffering from chronic stress in today’s world? Based on a study with stress-induced rats, endocannabinoids were linked to reduced feelings of anxiety, increase in appetite and a feeling of contentment. If that sounds familiar it’s probably because these euphoric symptoms have always been associated with marijuana. Sometimes it seems the biggest opposition to legalizing marijuana seem to come from those who morally object to its consumption. Maybe its time to address the problems that create an appetite for marijuana instead of criticizing the panacea it presents. – Annie Gallant, Observer
Land sales leave lingering odour The B.C. Liberal government’s sale of Crown properties to help balance its election budget was the dominant story in the legislature last week, as the NDP revealed evidence of a “fire sale” that may have left millions on the table. They started with Burke Mountain, the biggest single deal involving 14 view properties in Coquitlam. The buyer was a prominent developer whose array of companies happened to donate nearly $1 million to the B.C. Liberal Party since 2000. The $85 million price tag was similar to the B.C. Assessment Authority value on these forested properties, but an outside appraisal concluded they could have fetched an additional $43 million if they had spent more time on the hot Lower Mainland real estate market. (This sale made headlines last fall for the province’s $8 million buyout of the local First Nation’s undefined territorial claim, when it was revealed the chief of the tiny Kwikwitlem First Nation pocketed an $800,000 commission.) The government’s defence of the sale went from

B.C. Views wobbly to weak. Citizens’ Services Minister Amrik Virk was caught flatfooted and tried to get by on platitudes rather than retreat and find some answers. Premier Christy Clark weighed in, arguing that the budget would have balanced without the property sale, and that some sales closed too late to help the election-year budget. Finance Minister Mike de Jong stressed that all these asset sales were detailed in three successive budgets. They downplayed the notion of land sales being rushed. Then the NDP produced a string of e-mails sent between senior officials responsible for selling two big properties across the street from the legislature. “To be part of the sale and development of over
commercial, retail or office development. De Jong cited another big health property in Vancouver that sold for more than its appraised and assessed value. It’s only the actual market that determines worth, he insisted. But it’s now clear that these and perhaps other sales were done with arbitrary deadlines that had everything to do with the B.C. Liberals’ need to balance the books. When elections are a battle of sound bites, perception matters more than reality. It’s also worth recalling that the budget deficits prior to the 2013 election were largely a result of the B.C. government’s costly undoing of the harmonized sales tax, rather than the harsh forces of international finance. Surplus asset sales have a long tradition in B.C., where the government owns more than 90 per cent of all land. But after this round, full disclosure will be demanded. An opportunity that normally would warrant years of planning and preparation,” wrote one citizens’ services bureaucrat. “Unfortunately we don’t have unlimited time – our goal is to have For Sale signs up by Oct. 31 with sales proceeds in the bank by March 31, 2013.” Then came a disclosure about a property in Surrey that had been bought as a potential hospital site. Once the existing hospital was expanded, that property was declared surplus. Indeed, de Jong featured this property to promote the government’s plan to stimulate local economies with private sector investment on unused land. The Surrey deal closed for $20.5 million on March 21, 2014, just days before the end of the fiscal year. NDP leader John Horgan pointed to an outside appraisal of $23.5 million, and an assessment for tax purposes of $27.2 million. The appraiser also recommended that the “highest and best use” for the Surrey land was to hold it until had been rezoned for

Improving services Editor: Northern Health places a high importance on providing high quality services to residents of northern B.C., and that includes ophthalmology services. Recognizing that there is an aging population, and that the demand for ophthalmology services continues to increase, we’re working on solutions to improve services across the region. There have been a number of recent media reports about ophthalmology services and I’d like to provide further explanation. We currently have ophthalmology services available in Terrace, Fort St. John, and Prince George. Ophthalmologists can diagnose all disorders that affect the eye, including cataracts and refractive errors such as nearsightedness. An ophthalmologist can carry out any medical or surgical treatment as necessary for these conditions. In Northern Health, we do not have any current ophthalmologist vacancies. Further recruitment of ophthalmologists could occur in the future depending on demand and capacity. The number of cataract surgeries in northern B.C. continue to increase year over year. There is always work to be considered in terms of prioritizing operating room time. This includes ensuring the allocations of operating rooms. Extensive work has been completed in Terrace over the past two years to improve operating room procedures. This has resulted in improved access to care for patients such as reduced wait times. In Prince George, there is currently a challenge with the sharing of operating room time with our surgeons. This is a process we’ve been working to resolve for approximately one year, and we’re hopeful we will

come to a conclusion this summer. Northern Health has completed a request for qualifications to increase ophthalmology surgical capacity, and we are in the process of finalizing a contract. It is expected the increased surgical capacity will be in place for the summer of 2015, and will improve access to service for residents of Prince George and the surrounding area. As many Northern Health communities have one specialist position, we routinely plan for holiday or sick leave. Leaves of absence occur occasionally with staff and physicians for a number of reasons, including unexpected circumstances. Currently, the ophthalmologist in Terrace is away on personal leave that is expected to last approximately three months. During the ophthalmologist’s leave of absence, there are locums providing ophthalmology services in Terrace to ensure residents have timely access to care. There may be urgent cases that need to be seen in Prince George, which would include potential travel time for patients. Northern Health Connections bus is available as an affordable transportation option for people with out-oftown health care appointments, if necessary. People have a strong vested interest in their health, and we have an extremely vested interest in providing care in a timely manner. If you feel that your condition has changed dramatically while waiting for a referral or surgery, we encourage you to speak with your health care provider for a reassessment. Local champ Local champ celebrates 40th anniversary of War Amps Child Amputee (CHAMP) Program – Ten-year-old Hannah Trimble, of Quesnel, has just returned from The War Amps 2015 BC Child Amputee (CHAMP) Seminar in Vancouver, which brought together young amputees from across the province. This year marks the 40th anniversary of CHAMP which has provided generations of child amputees, with financial assistance for artificial limbs, regional seminars and peer support. Hannah, born a left arm amputee, attended the three-day seminar with her mother, where they learned about the latest developments in artificial limbs, dealing with teasing and bullying and parenting an amputee child. Chubb Lake, a great summer getaway
Five camps offer something for everyone as well as private rentals Milton Rutherford and Graham McIntosh were fishing on Chubb Lake 49 years ago and both had been praying together with their Pastor Reuben Schmunk for a suitable location to start a bible camp. Both were looking up at the tree-covered slope with a flat area at the top when they turned and looked at each other “wouldn’t this be an ideal location for our camp?” By summer of the next year a huge tent with a sawdust floor was filled with excited children and their counsellors – Chubb Lake Bible Camp has continued till this day. I have been involved at this camp for more than 30 years and have directed a 50+ Camp for the past five years. The wide road slopes down from the gate to the azure blue lake sparkling in the summer sunshine. You may see
a red canoe out in the middle of the lake with a lone person communing with the Lord and His creation. The loons sing their familiar melody while an eagle swoops down to catch a fish. Hope Air offers free flights to families requiring critical health services
Lifeline to citizens in need

ope Air isn’t an airlines, they don’t maintain routes or aircraft. They are a lifeline for Canadians who are in financial need and must travel far from home to access healthcare regardless of age or illness. In the past 12 months, Hope Air has arranged more than 8,300 flights to healthcare and more than 90,000 since 1986. But relatively few Canadians have ever heard of Hope Air, never mind accessed their vital services. For a small group of Quesnel residents Hope Air has been what they describe as “a Godsend.” Paula Barrett was medevaced to Vancouver in 2011 for a heart attack, but had to raise the money for her return flight to Quesnel. “No one told me about Hope Air,” she said. She was again medevaced to Vancouver in 2014, however this time Paula knew about Hope Air. She was advised of the service by Dr. Katalinic’s receptionist in Quesnel. It was a good thing as within seven days of her arrival at VGH her husband David was medevaced to St. Paul’s Hospital, also with a heart attack. “The two of us were sent home together by Hope Air,” she said with a smile. And that led Paula, in conversation with her neighbours Lynn and Terry Worden, to tell them about Hope Air. “We were talking about surgical options for Terry [he was facing surgery in Vancouver] and our trip home with Hope Air came up in the conversation,” Paula said. Ray Simmonds read about the Wordens experience with Hope Air in an article in the Observer, contacted the non-profit
organization and found he qualified. He was scheduled for a knee replacement at Vancouver’s UBC hospital and his wife needed the same surgery. Together they travelled both ways with Hope Air. “They arranged everything with the flights for both of us,” Simmonds said. “I’ve told lots of people about Hope Air. I figure its a Godsend – we’re being left out living in the north.” He added or families end up with lots of debt from travelling to appointments out of town. However, possibly the most poignant story involves eight-year-old James Roy
who must travel to Vancouver Children’s Hospital for his rare heart condition. In order to diagnose his condition, James and his mother Vicky travelled from their home in Nazko to Quesnel then onto the Northern Health bus to Vancouver. “It was an 18-hour journey with a young child, he was very good but that’s a gruelling trip,” Vicky said. “James’ cardiac specialist said travelling on the bus was unacceptable given James’ condition. She booked the flights for his December 2014 appointment.” Vicky said with James’ heart condition

they are facing many more trips to Vancouver. All four praise the services of Hope Air. Hope Air is the only registered, national charity that provides free flights to people who cannot afford the cost of an airline ticket to get to medical expertise or specialized medical technologies that usually exist only in larger urban centres. In Quesnel, 25 clients used the services of Hope Air for a total of 113 (one-way) flights. As each client requires an average of three or four flights (two visits to Vancouver) at an average cost to Hope Air of $230 a flight, that adds up to $25,990 in 2014. After their wonderful experience with Hope Air, Terry and Lynn Worden have become Hope Air Ambassadors and take every opportunity to spread the word. They are looking to raise money for Hope Air and promote the program. “There’s a few ways, besides direct donations, to help Hope Air continue their much-needed services,” Lynn said. “People can donate their Royal Reward Points on RBC credit cards to Hope Air or help us raise funds through fundrazr.com.” Lynn and Terry have set up this crowd funding opportunity online and are looking to raise $10,000 which will fund as many as 35 flights for people in Quesnel Like James, Ray, Terry and Paula. Quesnel Hope Air ambassadors are also looking to connect with other families in the community who have benefited from Hope Air. It was a fairy tale classic come to life at the Chuck Mobley Theatre as Correlieu secondary school students preformed Rodger and Hammerstein’s musical rendition of Cinderella. Quesnel delegation heads to Shiraoi
This year’s delegation of students and adults are preparing for their trip to our twin city, Shiraoi, Japan, June 28 – July 10. The delegation consists of 12 students and three adult chaperones, as well as four adult delegates from the community. The group will spend three days in Tokyo at the beginning of the trip and the remaining eight days in Shiraoi, where they will each be billeted to a homestay family with a child about the same age. “One of the teachers in our school approached me and asked me if I’d like to go to {Shiraoi}. They handed me the resume and right when I heard I could go, I thought, ‘I’d really like to go to Japan,’” Grade 7 student Branda Eggert said. The students heard about the trip through their schools or through friends connected to the Quesnel Shiraoi Twinning Society and underwent an interview process to be selected. Some students have family members who have also traveled to Shiraoi in the past. “I decided to go because my mom went a few years back and I thought it would be a great opportunity to go and experience another culture and meet new people. She still has two friends that live in Japan,” Grade 8 student Hannah Pomeroy said. “I want to make new friends. I would like to experience their culture and what their routines are and what they do.” Quesnel junior secondary
students Lucas Dunn and Nolan Perison agree they are both interested in experiencing, “the food and the culture.” While Grade 9 QJS student Ezra Nestel says he is also interested in “the food and how different the cities are compared to Canada.” The students have been busy fundraising and meeting each month at Shiraoi House in LeBourdais Park to study Japanese together, as well as prepare a performance for Shiraoi’s City Hall. During their stay in Shiraoi, the students will have a chance to visit schools with their homestay partner. Branda Eggert says she is looking forward to “going to school with the kids and doing the performance in front of town hall.” At their monthly meetings they have been watching slide shows about Shiraoi, to give them a taste of what they will see there. The year 2016 will be the 35th anniversary of the Twinning relationship between Quesnel and Shiraoi. Shiraoi will likely send a delegation to Quesnel in 2016, while the next delegation from Quesnel to Shiraoi will travel in two years, 2017. QYSA annual Gold Pan Tournament a success WHITNEY GRIFFITHS Observer Reporter Quesnel Youth Soccer Association (QYSA) hosted their annual Gold Pan Tournament April 17 – 19. A grand total of 26 teams participated in the tournament, travelling in from areas as far as Fort St. John for the event. The tournament saw six local teams competing over the weekend; U11 girls took third in their division; U12 boys came in fifth; U14 girls brought in fourth place overall having been edged out in the seventh round during a shoot out; U14 boys’ efforts earned them first place in their division; U16 girls took fourth and the U15 boys brought in second. “From my perspective it was great,” U14/15 boys coach, Michael Martins said.

“The kids really came together over the course of their games and as you know they (U14 boys) had a good result against a well organized team in the final. The boys won the final game based on good team play, hard work and desire. “The U15 boys did well to qualify to play in the final and finish second. They did get a taste of what it was like to play against some very high caliber players in the final. In the games leading up to the final they managed a winning record against teams of similar caliber from Prince
George and Williams Lake. Overall it was a successful weekend for the U14/15 boys.” It was a weekend of close calls, with a majority of the games being decide by only one goal. Quesnel’s U14 boys scored the winning goal during a shoot out. Going into the shoot out the score was 1-1, with Josh Andres having scored the first and only goal of regular time during this gold medal match. Andres followed this up with the final deciding goal during the shoot out that launched the local U14 boys into the winning slot. QYSA annual Gold Pan Tournament served as an excellent kick-off for the REP soccer season. The Cariboo Youth Soccer League is back in action May 3.

Roping in the win at the QTRC winter finals WHITNEY GRIFFITHS Observer Reporter The Quesnel Team Roping Club (QTRC) held their winter series finals at Alex Fraser Park, Saturday April 4. With 63 teams and only five taking cash prizes, the competition was fierce. Taking home the $60 payoff for rotation one, round one was header Gary Nicholson and heeler Chad Evenson. First place overall went to roping team Bud Lawlor and Steve Lloyd. The duo roped in the win for a payoff of $360.38 with Lawlor as header and Lloyd as heeler. Second place at the QTRC winter series final went to header Evenson and heeler Dustin Shields for a payoff of $283.94. Bringing in a payoff of $218.41 was third place roping team Nicholson and Ty Lytton. Lytton served as the heeler for this roping duo, with Nicholson as the header. The prize went to
heeler Lytton once more, this time roping in fourth place with header Audrey Cooper. Cooper and Lytton took home $152.89

Changing your toothbrush every three months is one of the rules of good oral hygiene. It is also wise to change it after an illness…even the brushes on electric tooth brushes. Viruses and bacteria can live for weeks on our toothbrush and they can enter our bodies through a break in the mucus lining or an ulcer in the mouth. Get rid of any debris left on the brush after use and store it so the air can dry it thoroughly between uses. Research is rampant in trying to find new anti-cancer drugs. They are even looking at an old over-the counter drug, cimetidine, as a possible candidate for cancer treatment. The drug has been around since the early 70s to treat peptic ulcers by decreasing acid production in the stomach. Social media is helping people remember to take their medications. Work is being done on sending people text messages to remind them to take their meds. If they don’t respond to the message, they receive a phone call. This was a research study but can be done within families to help an elderly person using an easy-to-use smart phone. It’s easy to forget to take medications. Now it’s easy to remind. April is Cancer Month in Canada. Each year about 191,000 people are diagnosed with cancer and almost 40% will die from it. It bears remembering that about 70% of the deaths are from preventable factors: smoking, diet, obesity, sedentary lifestyles, alcohol and sun exposure. Be an advocate for your own health. Be an active learner about all health matters including causes of cancer. Put our pharmacists on your healthcare team.

Gunderson, Donald It is with great sadness that the family of Donald (Duffy) Gunderson, announces his peaceful passing on April 8, 2015 at the Dunrovin Park Lodge in Quesnel. A Funeral Service will be held at St Andrews United Church in Williams Lake on April 24, 2015 at 2:00pm with Vic Rhodes officiating. A viewing for Duffy will be held between 12:00-1:00 pm at the church for those wishing to attend. Interment will be held in the Williams Lake City Cemetery. The family wishes to thank the staff of the Donrovin Park Lodge for their care of Duffy while he was there. There will be a reception for family and friends following at the Overlander Banquet Room starting at 4:00pm, everyone is welcome to come and share their stories of Duffy. The beloved son of Patsy Wright and Knute Larsen was killed March 4th. He is survived by his parents and siblings; Andrew McKay, Michael Firingstoney (Larsen), Jacob Larsen and sister Willow Larsen; Aunts, Uncles and cousins. Ronnie was predeceased by his brother Jeremy Firingstoney (Larsen). He was proud of his Native heritage as part of the Nazko Nation, from the Kluskus band. He is survived by siblings Rosie West, Lucy Alexis, Celena Jimmie, Florence Jimmie, Christine Whitford and Elvis Jimmie. And many extended family members. Ronnie was a victim of a homicide in Prince George on Wednesday March 4th at 3pm. Ronnie was a loving, meek and gentle soul, with a quiet dignity and great courage. His family misses him greatly as we try to honour him in how we live our lives. Quote from Ronnie at age 12: no matter what you do you are using up time...so just be happy and know we do have time!

Applications are hereby invited for temporary full-time Summer Reading Club Coordinators in our Williams Lake, Quesnel and 100 Mile House Library Branches. Each location is offering one fourteen week position, commencing late May, 2015 (start date to be confirmed at time of interview). The positions will be responsible for the delivery of the “Summer Reading Club” to the local/area community. Main duties include: t Preparing thematic story units which engage children in reading activities t Leading and supervising children in story theme units, with related games and crafts t Preparing news releases as per established library policy and promoting the Summer Reading Club through local media t Arranging visits to local elementary schools to encourage participation t Organizing/scheduling programme sessions and registration of participants t Providing a final report evaluating the success of the Summer Reading Club and related activities Preferred qualifications include experience in leading and supervising groups of children in a variety of activities, and knowledge of children’s books. Anna (Marie) Mellroy of Quesnel, BC passed away peacefully at a fiesty 79 years young in the Quesnel Hospice House March 30, 2015 after a hard fought battle with cancer. At Marie’s request, there will be a Celebration of Life to be announced this spring. In Lieu of flowers, the family is requesting donations be made to The Canadian Cancer Foundation, Quesnel Hospice House or a charity of their choice. The family would like to extend a special heartfelt thank you to family, friends and all the staff at G.R. Baker Hospital and Quesnel Hospice House that brought great comfort to Marie in her final days.

Surprise guests with homemade crêpes Weekend brunch hosts who want to forgo more familiar fare can spice things up with crêpes, a beloved dish in France that is popular in many other areas of the globe as well. The following recipe for “Asparagus & Ham Crêpes” from Lou Seibert Pappas’ “Crêpes: Sweet & Savory Recipes for the Home Cook” (Chronicle Books) is a versatile dish that can be made into a vegetarian offering by simply omitting the ham. Asparagus & Ham Crêpes Makes 8 crêpes 8
6- or 7-inch garbanzo flour or savory crêpes (see below) 1½ pounds asparagus spears, cut into 1-inch diagonal lengths 1 egg 1 large sweet white or red onion, chopped 3⁄4 cup ricotta cheese or natural cream cheese at room temperature 1⁄2 cup shredded Gruyére or Emmenthal cheese
3 tablespoons grated Parmesan cheese 2 garlic cloves, minced 2 tablespoons minced fresh flat-leaf parsley 2 tsp minced fresh tarragon or dill, or 1⁄2 tsp dried tarragon or dill 2 ounces honey-baked ham or Black Forest ham, julienned
Prepare the crêpes. Preheat the oven to 350 F. Steam the onion and asparagus in a covered container over boiling water until the asparagus is crisp-tender, about 5 to 7 minutes. In a medium bowl, beat the egg and mix in the cheeses, garlic, parsley, tarragon or dill, ham, and steamed vegetables. Spoon 1⁄2 cup of the filling in a ribbon down the center of each crêpe and roll to enclose. Arrange in a greased 9-by-13-inch baking dish. Bake in the oven for 10 to 15 minutes, or until heated through. Serve at once. Savory Crêpes Makes 16 to 18, 6- or 7-inch crêpes 2 large eggs 1 cup milk 1⁄3 cup water 1 cup all-purpose flour, preferably bleached 1⁄4 teaspoon salt 2 tablespoons butter, melted, plus 2 or 3 tablespoons butter for coating the pan In a blender or food processor, blend the eggs, milk, water, flour, salt, and the 2 tablespoons melted butter for 5 seconds, or until smooth. Stir down and repeat if necessary. Or, to mix by hand, sift the flour into a medium bowl and add the salt. Whisk the eggs until blended, mix in the milk and water and whisk this mixture into the flour and salt; stir in the 2 tablespoons melted butter. Cover and refrigerate for at least 1 hour (2 hours is preferable) or up to 24 hours. Gently stir the batter if it has separated. Heat a seasoned 6- or 7-inch nonstick crêpe pan over medium-high heat until hot. Coat the pan lightly with butter, lift the pan from the heat and pour in 2 or 3 tablespoons of batter, tilting and rotating the pan to coat the surface. Cook until almost dry on top and lightly browned on the edges, about 1

minute. Loosen the edges with a metal spatula and flip the crêpe over using your fingers or the spatula, then cook the other side for about 15 seconds, or until lightly browned. Turn the crêpe out onto a clean tea towel to cool. Repeat with the remaining batter, wiping the pan with butter as needed and stacking the crêpes as they are cooked. For serving immediately, cover the crêpes with aluminum foil and keep them warm in a preheated 200 F oven. For serving later, wrap them in plastic wrap in quantities intended for each use and slip them in a self-sealing plastic bag. Refrigerate crêpes for up to 3 days or freeze them for up to 2 months. To make garbanzo flour crêpes, follow the savory crêpe recipe, but replace the 1 cup all-purpose flour with 2⁄3 cup all-purpose flour and 2⁄3 cup garbanzo flour.
Family-friendly meals need not take a lot of time Parents faced with the nightly task of preparing meals for their families often feel as if there’s just not enough time to cook a hearty, homecooked meal the whole family can enjoy. Long hours at the office can make some parents feel like they need to be magicians to serve up a delicious meal in the time between arriving home from work and going to bed. But family-friendly meals can still find their way to your dinner table even if you are pressed for time. The following recipe for “Sliced Steak With Crispy Polenta” from “Weightwatchers: Cook It Fast” (St. Martin’s Press) can be whipped up in roughly 30 minutes, meaning it’s entirely possible for families to sit down to a fresh and delicious meal any night of the week. Sliced Steak With Crispy Polenta Serves 4 1 1-pound lean flank steak, trimmed 1⁄2 teaspoon ancho or regular chili powder 1⁄2 teaspoon salt 1 16-ounce tube fat-free polenta, cut into 12 slices 11⁄2 cups fresh or thawed frozen corn kernels 1 red bell pepper, chopped 1⁄2 red onion, chopped 1 jalapeño pepper, seeded and minced 2 tablespoons chopped fresh cilantro
Sliced Steak With Crispy Polenta
1. Spray ridged grill pan with nonstick spray and set over medium-high heat. Sprinkle steak with chili powder and salt. Place steak in pan and cook until an instant-read thermometer inserted into side of steak registers 145 F for medium, about 5 minutes on each side. Transfer steak to cutting board and let stand 5 minutes. Cut on a diagonal into 16 slices. 2. Meanwhile, spray boiler rack with nonstick spray and preheat boiler. Arrange slices of polenta on rack and broil 5 inches from heat until crispy and heated through, about 2 minutes on each side. 3. Spray medium skillet with nonstick spray and set over medium heat. Add corn, bell pepper, onion, and jalapeño pepper; cook, stirring, until softened, about 5 minutes. Remove skillet from heat and stir in cilantro. 4. Place 3 slices of polenta on each of 4 plates and top each serving with 4 slices of steak. Divide corn mixture evenly among plates. Do it faster: To neatly and quickly remove the kernels from an ear of corn, place a bowl in the sink, stand the corn on end inside the bowl, and cut off the kernels with a knife. Any fly-away kernels will end up in the sink.
