Walmart to expand
Expanding grocery selection, eliminating tire and lube service BY LIZ BEVAN Times Staff
By the end of the year, Trail will have another full-service grocery store in town. The Silver City's Walmart location is currently slated for expansion, turning it into a Walmart Supercentre, creating a one-stop shop for customers. “In Trail right now, there is a combination of dry food (in the grocery section) and some freezer and refrigerated sections,” said Alex Roberton, director of corporate affairs with Walmart Canada. “The existing offerings will grow and be expanded, offering more dry foods, more frozen and more refrigerated, and we will be adding fruits and vegetables, meat and fish. You

can do your full grocery shopping there. “Also, we will be closing the tire and lube service at (the Trail location).” There is no exact date set or specific details about the renovations released, but Roberton says the project will be completed in the very near future. “I don't have any details on what is going to happen to the store from a construction standpoint, but I can tell you that it will be done this year,” he said. “There are no other specific changes (to the garden centre or automotive centre) planned right now. “It is one of 29 Supercentre projects that we have planned to have completed by the end of the fiscal year, which is Jan. 30, 2016.” Last year, Walmart Canada turned 35 locations into Supercentres with full grocery stock.

Fundraisers planned to help popular summer camp Royal Theatre hosting event Wednesday night BY SHERI REGNIER Times Staff
Camp Koolaree has weathered some mighty West Kootenay storms over 83 years. The summer camp for Greater Trail children faced financial hardship in 2013 and was in danger of having to shut down. After surrounding communities and long time donors pitched in, enough money was raised to pay off a $25,000 debt and keep the site operational for another season. The rustic camp, which is owned by the United Church of Canada and run as a registered charity, was just getting on its legs last summer when it was hit with more bad news. “There is no power at Camp Koolaree,” explained registrar Julianna Marko, of the site which is located on the west arm of Kootenay Lake and only accessible by boat. “We were surprised with a fire and gas inspection, and no longer allowed to operate our propane
stoves, ovens or refrigerators without installing a commercial range hood. Which needs electricity and re-doing all the venting.” She said the inspection came at the beginning of June, two weeks before the camp had its first rental scheduled. “Not having enough money or resources to solve our kitchen problem we moved our stoves and cooked mostly on barbeques and fires throughout the summer,” Marko added. While the teen co-ed camp embraced the experience by incorporating simple meals into a “Survivor” theme, the Camp Koolaree Society (non-profit) was brainstorming how to come up with funds to upgrade the facility. “We have large financial goals this year to make our camp fully functional and allow us to upgrade things around the camp,” said Marko. “One of our big goals is to bring electricity to the cookhouse.” With bookings, registrations and volunteer applications coming in earlier than usual, the board is See CAMP, Page 1

Finances allow the hiring of five staff, a groundskeeper and assistant, one lifeguard and two cooks – volunteers are responsible for everything else. “All of the operation management, fundraising, planning etc. is done by volunteers,” she explained. “And these volunteers easily burn out. The other problem is that most of the board members have other jobs and facilities, and can’t keep up with the amount of work that needs to be done.” She said the society is trying to shift from a working board to a policy board. “This would mean hiring a consultant to do business planning and marketing and hopefully from there, a full time manager.” To achieve an operational re-vamp, donations and camper registrations need to

And these can come from anywhere in the world, not just the U.S.. If you have somehow escaped receiving any of these sources of income, you still may have to file if you are married to an American citizen who received income identified above.
It’s about this point in the conversation that the question becomes, “Is there any way to be excused from filing in the U.S.?” Yes there is and it is based on threshold annual incomes determined by marital status and age. They range from $3,950 to $21,500. In other words, given your life situation, if you don’t exceed the applicable income threshold, you don’t have to file a U.S. return. For those who have income and that income exceeds the threshold, the good news is you won’t be double taxed. The tax treaty between the U.S. and Canada gives credit for taxes paid in Canada so in the end, no taxes may actually be payable in the U.S.. However, just because you don’t have taxes due in the U.S., doesn’t mean you

You still have to file in the U.S. to claim your income and to prove that as much tax has been paid in Canada as would have been paid in the U.S., a troublesome thought when it comes to inheritance and some types of capital gains like your principal residence – but these are topics for another day. Finally, to be helpful to American citizens living abroad, the filing deadline of the U.S. tax return is extended from the normal April 15 date to June 15. Local climate action plans given grants on Earth Day By Sheri Regnier Times Staff
Recycling programs, green spaces, sustainability planning and parklands are local initiatives that brought over $200,000 of provincial funds into the region last week under the Climate Action Revenue Incentive Program (CARIP). The conditional grants, announced on Earth Day (April 22), require local governments to report annual progress in projects that set the stage for reduced greenhouse gas emissions (GHG). The funding targets communities that have signed a Climate Action Charter and publicly report their ongoing development toward meeting climate action goals. Installing motion sensors, automatic lighting and recycling programs in all municipal buildings had the City of Trail receiving about $31,000 from the program. Other 2014 actions included a thermal
energy audit of the Trail Memorial Centre, growing vegetables with the incrEDIBLE trail, an anti-idling policy and the use of recycled asphalt. The grant doesn't cover actual costs related to the city’s climate action goals but it does ensure Trail remains focused and understands the associated implications of its operations by reviewing outputs each year as compared to the 2020 target. “The city initially became involved as part of securing the annual grant funding and to ensure that necessary direction was being taken to become compliant with the goals being established by the province,” said David Perehudoff, Trail's chief adminstrative officer (CAO). “While the city will never be carbon neutral based on its operations we will continue to work to reduce our greenhouse gas emissions in the spirt of the charter and what it is attempting to achieve.”

Rossland was given the nod with an $11,500 CARIP grant, as the city moves to implement its Communities Adapting to Climate Change Plan through development of a new subdivision and servicing bylaw. THE CANADIAN PRESS VICTORIA - First Nations from Vancouver Island to Haida Gwaii and along coastal B.C. have signed a marine-use partnership with the provincial government that aims to act as a guide for environmental, economic and stewardship issues along more than 100,000 kilometres of coastline. The Marine Planning Partnership involving 18 First Nations has been in the works for more than a decade, but missing from Monday’s celebration was the federal government even though it had taken part in past talks. The federal government has jurisdiction over ocean waters, which makes it the major player in the issues of shipping, including the potential for more oil tankers navigating the coast, and fisheries, which involves the management and protection of stocks. The plan maps out four regional marine areas along the coast, including Haida Gwaii, the North Coast, Central Coast and northern Vancouver Island. It sets out an eco-based management system that aims to ensure steward-

A record number of cruise ships will be coming to Victoria this season and they will be staying longer, says the Greater Victoria Harbour Authority. Two-hundred-and-thirty ships carrying more than 513,000 passengers and crew are expected between April 22 and Nov. 9. That’s up from 2012 (the last record year) when there were 224 port calls, with 504,000 passengers. Sonterra Ross, chief operating officer of the Greater Victoria Harbour Authority, said ships will stay longer in port this year, with the average visit seven hours. The shortest call is five hours, the longest 14. Each Victoria cruise call is worth $500,000 to the region’s economy, Ross said. Over the course of the season it amounts to more than $32 million.

Coastal First Nations spokesman Art Sterritt said the partnership helps governments understand the significance of the marine environment in the lives of First Nations. He said it also signals to the federal government the kind of collaborative agreement that can be reached when people are willing to negotiate. “I’m optimistic the federal government is going to come in,” he said. “It’s incumbent on the federal government to get in on this conversation. They’ll realize collaborating with First Nations is much better than fighting us.” The Canadian Parks and Wilderness Society said the partnership endorses a new wave in ocean management and marine conservation in Canada. “The region needs a plan to ensure that these special places are properly managed and protected for current and future generations,” said Sabine Jessen, CPAWS spokeswoman in a statement.

The results of the referendum are successful with 3,336 votes indicating approval of the bylaw to borrow $2.6 million to purchase the CN rail corridor in the municipality.. “The turnout for the referendum was outstanding and we are very pleased that residents in the community share our vision of the Okanagan rail corridor connecting communities and services of the valley,” said Mayor James Baker. “Designs, public consultation and operating models will be evaluated for developing the corridor, but it may be a year or more before the route is developed and the corridor is open to the public,” said Michael Mercer, director of engineering and environmental services. “We’d remind residents that while the corridor may be acquired as district-owned land it is currently not open for public use.”

National Nunavut grapples with retail alcohol sales, considers loosening rules THE CANADIAN PRESS IQALUIT, Nunavut - Canada’s most restrictive liquor laws may be about to loosen as Nunavut politicians grapple again with the emotional issue of whether to allow the territory’s first retail store for alcohol. “It’s a very sensitive topic and a topic where people have very, very strong beliefs,” said Chris D’Arcy, the territory’s deputy minister of finance. Last week, Iqaluit residents voted strongly in favour of opening a retail store for beer and wine. More than three-quarters of the voters approved the motion in a plebiscite. “It’s 2015,” said Joe Ferjus, 61. “We’re a city now, it’s time to live up to it.” But there remain many who fear greater access to beer and wine would cause further booze-fuelled social problems in a community that already has plenty of them. In a three-hour community meeting held before the plebiscite, D’Arcy said only about three people spoke in favour of opening such a store. Many elders, he said, have bad memories of the community’s last liquor store, closed by government back in the 1970s. “So much hurt, so much pain,” said D’Arcy. Lawyers and police freely acknowledge that booze and drugs are behind most of Nunavut’s high rates of assault, sex crime and domestic violence. Access to liquor is tightly controlled. People can order it shipped to a heavily secured government warehouse in Iqaluit, which takes three or four days and costs about $60 for a case of 24 beer. Or they can apply for a liquor import permit and order it directly. Some communities have committees that regulate who can buy liquor, how much and how often. Some communities, in theory, are dry. But bootleggers are “rampant” in Nunavut, said D’Arcy. “Anbody who wants a 60-ounce of vodka can get it in very short order for $180.” Allowing convenient retail sales might combat that, he said. It might also change drinking habits. “There’s two main foci here,” D’Arcy said. “The first one is to move people from binge drinking 40-per-cent alcohol to 12-per-cent wine. The second one is to cut down on bootlegging.” A final decision on the Iqaluit store will be up to the territorial cabinet. The stakes are high, admits D’Arcy.
Canadian stranded in Nepal says Ottawa not doing enough to bring citizens home THE CANADIAN PRESS Canada is sending more relief supplies to earthquake-stricken Nepal, promising to match donations to a fund specifically set up to help - and defending itself from claims that affected Canadians aren’t getting the assistance they need. The federal government will match dollar-for-dollar - all eligible contributions to the Nepal Earthquake Relief Fund between April 25 and May 25, Foreign Affairs Minister Rob Nicholson announced Monday. Relief supplies from emergency stockpiles in Mississauga, Ont., and Dubai are also being deployed to help meet immediate needs, including blankets, jerry cans, kitchen sets, hygiene kits, and tarps. Nicholson, Defence Minister Jason Kenney and International Development Minister Christian Paradis gathered outside the House of Commons to announce the additional aid efforts. Some $5 million in initial aid has already been committed, and advance elements of Canada’s celebrated Disaster Assistance Response Team are also on their way. Kenney said more than 40 Canadian Armed Forces personnel were aboard a C-17 Globemaster aircraft that’s already been deployed, including
18 DART assessment team members, seven urban search and rescue team members, six medical personnel and one member of the Canadian Red Cross. They were expected to arrive in Nepal by early Wednesday, but that depends on the condition of the airport in the capital city, which suffered some damage in the earthquake, Kenney said. “So whether or not we will be able to land the C-17 at Kathmandu as scheduled remains to be determined.” Saturday’s magnitude-7.8 earthquake, centred outside Kathmandu, was the worst to hit the South Asian nation of 31 million in more than 80 years and has left more than 3,900 people dead. Canadians trying to escape the chaos are having difficulty, however, and at least one complained Monday that Ottawa’s not doing enough to help stranded expats and travellers. Emilie-Anne Leroux said that while other countries have
pulled out all the stops to get their citizens home, she and other Canadians haven’t received so much as a phone call from officials despite having registered as being in Nepal. Leroux, who is in Nepal working for the International Organization for Migration, says that’s left some people feeling neglected and “very panicky.” “I feel like they haven’t reached out any type of support or help,” she said from the UN House in the capital city of Kathmandu, where a handful of Canadians have been staying and helping to co-ordinate aid efforts. “It’s just frustrating - compared to the Australian Embassy, who have booked hotels, picked up people at their apartments, helped them get their (stuff) out and fly them home if they want to, I think the Canadian government is showing a very poor example of how much it cares for its citizens who choose
to work abroad for development.” Nicholson said consular officials are trying to get into the country to help, but they are having difficulty getting in. “We have an honourary consul I know has been working on this consistently since this tragedy has taken place, (and) we’re making every effort to bring in consular officials as well,” Nicholson said. “They have made two attempts to land at the airport in Kathmandu and on both occasions they have been turned away, but we are determined we are going to get them there.” Foreign Affairs said there are 462 Canadians registered as being in Nepal, but cautioned that’s only an estimate because registration is voluntary. Leroux, 28, was trying to get back to Canada to be with her father, who is having heart surgery, when the earthquake hit. The airline could only rebook her on a flight Wednesday and she
can’t afford an earlier, pricier ticket. Kenney said once the C-17 is relieved of its load of supplies, it would remain in the area to ferry Canadians who want to leave Nepal to nearby India. But that wasn’t expected to happen until late Wednesday at the earliest. A spokesman for Foreign Affairs said the government’s Emergency Watch and Response Centre in Ottawa and Canadian offices abroad are working with local authorities and providing consular assistance to Canadian citizens. To date, the department has deployed six additional people to the affected region, although they have been unsuccessful so far in reaching Kathmandu, said Nicholson. “But they are going to get there.” Officials from Canada’s sparsely staffed consular offices in Nepal were also continuing attempts to reach Canadians believed to be in the area, he added.

Coast Guard hysteria sinks lower
T
he Vancouver media’s frantic coverage of the Great Bunker Spill of 2015 has just about run out of fuel. By late last week, the usually serious Globe and Mail was reduced to quizzing a U.S. expert who had at first told the CBC he thought the spill response was pretty good. But then he heard that it might have taken up to 12 hours until the leaking grain ship was completely under control, which would be not so good. This U.S. expert admitted he has not “followed the Vancouver spill very closely,” and was basically speculating. But that’s OK, because the main purpose of this media frenzy is to feed the established narrative that the Harper government is gutting the Coast Guard while trying to ramp up heavy oil shipments to Asia. Yeah, that makes sense. A University of Toronto philosophy prof recently
suggested that Stephen Harper likes war. Maybe he likes oil spills too. A retired captain from the now-closed Kitsilano Coast Guard station became the latest of a series of disgruntled exemployees and union bosses to serve as the media’s go-to critics. He contradicted Coast Guard management at every turn, dismissing them as political appointees with little operational experience. His claims about loss of spill response capability from Kitsilano are questionable at best. There was no talk of spill response when Kitsilano closed two years ago, because it was a search and rescue station. Former B.C. Federation of Labour president Jim Sinclair held almost daily news conferences as it closed. People are going to drown, warned a parade of union spokespeople. It’s been two years, and nobody has.

Premier Christy Clark and Vancouver Mayor Gregor Robertson were quick to summon TV cameras as oil-sheen angst spread through condo towers. They declared the Coast Guard response a failure before they had any real understanding of it. Unifor, the union representing Coast Guard employees, has vowed a full-scale election advertising attack on the Conservatives this year. On federal budget day, Unifor protested the closure of the Ucluelet Coast Guard ship mon-
itoring station. Similar stations in Vancouver and Comox are also closing this year, replaced by a new monitoring system run from Prince Rupert and Victoria. I asked Industry Minister James Moore, the federal minister responsible for B.C., if this is a reduction in service. He said 1970s-era ship tracking equipment is being replaced with a new system that has already been deployed on the East Coast, to improve safety. “These fears were also raised back in the ’60s and ’70s, when lighthouses were de-staffed,” Moore said. “I remember people saying, oh my God, this is going to be the end. And it turned out to be complete nonsense.” Unifor operatives rushed to the media again last week with dire news of a half-hour outage of this new system, portraying this as evidence of a hightech disaster waiting to
happen. (Ships were told to monitor an old-school emergency radio channel for that uneventful half hour.) What the union is really doing is ramping up its election propaganda, and intensifying efforts to protect redundant positions that are being replaced by new technology. There was a similar media campaign last year targeting the consolidation of Veterans’ Affairs into Service Canada offices. There are serious problems with services to veterans, but union featherbedding would not help them. The B.C. government is also introducing digital technology, eliminating hundreds of paper-pushing jobs in the process, with a mostly realistic response from unions. THE CANADIAN PRESS OTTAWA - New documents reveal the Conservative government has booked $13.5 million for an all-out blitz in April and May to advertise its 2015 pre-election budget. The Canada Revenue Agency is spending $6 million on a concentrated TV bulk buy this month that includes pricey NHL playoff spots in what internal government documents describe as a continuation of an existing campaign that’s been running all winter. The tax agency’s $6 million in TV advertising is augmented by a $7.5 million campaign by the Finance department, all designed to promote previously announced and new targeted tax breaks. An internal government description of Finance Canada’s radio ads, obtained by The Canadian Press, says they are to have the same message as the Canada Revenue Agency commercials airing on TV, the Internet and in print. The spring ad blitz comes amid increasingly vocal opposition to the Harper government’s use of taxpayer-funded advertising.
Prime time Letterman salute
THE ASSOCIATED PRESS NEW YORK - David Letterman is getting a prime-time goodbye from the folks at CBS. The network said that comic Ray Romano will host a 90-minute tribute to Letterman’s television career. It will air on Monday, May 4 starting at 9:30 p.m. EDT. Letterman will retire May 20 after 6,028 latenight shows over 33 years on CBS and NBC. CBS said the special will “mine the video vault” of highlights from some of his best interviews and comedy, including his signature Top Ten lists and stupid human and pet tricks.

Millions watch Jenner interview THE ASSOCIATED PRESS NEW YORK - Former Olympian Bruce Jenner reached an audience of just under 17 million people for his declaration in an ABC News interview that he identifies as a woman. The Nielsen company said Saturday 16.9 million viewers watched the interview on ABC’s “20/20” newscast Friday night. The audience was the biggest for a non-sports show on a Friday night since 2003, which would exclude Olympics broadcasts. It was also the biggest audience for ABC’s “20/20” newscast on a Friday night in 15 years.

Pend d’Oreille cleanup not over On April 11 and 12, a group of friends and I held an Early Earth Day event in the Pend d’Oreille after noticing just how much trash was in the brush. It was a lot of work, for a great cause. Our group consisting of a total of 26 people, managed to pull out an enormous amount of trash. Ranging from truck parts, oil quarts, household junk, and of course bottles and cans. Volunteers did an amazing job of covering popular campsites and roads. Although we heard of a raging storm hitting the Montrose/ Fruitvale area, Mother Nature was grateful and the volunteers felt not one drop of rain throughout both Saturday & Sunday I would like to extend a huge thank you to Aklands for supplying bags, gloves,
totes & other items to make this event possible and to the RDKB for waving dumping fees for the cause. We would also like to recognize a lone soldier who came out early Saturday morning in a forest green Subaru type vehicle. This individual came prepared to work and pulled far more than his share. Your help was greatly noticed and appreciated. At the end of it all, we came to realize just how many people utilize the Pend d’Oreille however only 26 people were in attendance over the weekend. Seeing the dent this small number has made in the years of accumulated trash I have decided to continue to slowly pick away at the remainder throughout the week and weekend. I have decided to
leave the bag/glove stations posted in the hopes that passersby may wish to lend a hand while they are out enjoying our paradise. Bag locations as follows: Buckley Cattleguard, Shotgun (lookout point) and the Salmo River bridge. All bags and metal junk can be dropped at the Shotgun (lookout) point for proper disposal and bag count. Thanks again to all the volunteers who made this possible and who have been an inspiration to others. I feel we have all gone home with a sense of pride and accomplishment this weekend. Soccer fields need better maintenance
It is with great astonishment that I received an e-mail this week that the City of Trail is requesting that two new teams entered in our local adult recreation league provide the city with a list of non-resident players. This is so that these players can pay extra fees for use of Trail facilities. Have the ruling elite of the ‘Home of Champions’ not learned a thing over the past decade? They have killed the swim club and the skating club with this two-tier fee system and now they want to do it to adult soccer. It is bad enough that years of begging for some or even any maintenance to the local soccer pitches be done that we have to go through this. The soccer fields in Trail are an embarrassment and now due to the lack of maintenance over the years Haley Park has had to be totally redone leaving us with only Sunningdale and the cow pasture called Tadanac. We started the local youth league this past Monday and after removing a wheelbarrow full of debris we had a
game on an uneven field with spotty grass, areas of dirt and holes. This is just unacceptable and even unsafe. Sunningdale at least is level but then the city has been ‘forced’ to put in a fence by one inconsiderate homeowner. The park has been there for 60 some years, there has never been an injury or near miss due to soccer balls going off of the field in the 40 years I have been playing or reffing there but one homeowner complains and the city jumps! If only when we requested maintenance on the fields or even just cutting the grass and the city would respond it would be possible to avoid the complete redo’s like Haley got in the past fall. And while we are on the subject of the Sunningdale fence it is clear from the article the city appears to not have a clue that the balls go off the field and into homeowners yards and down the roads in Tadanac as well. If this is such a pressing “safety issue” where is the plan for a fence at least behind the
North end goal? And if safety is THE issue then why is a pile of debris 75 feet long and a couple of feet high left along the road at the North end of the field for over a week? It is really obvious that the city plays favorites here, the Smokies are subsidized and no one from the senior ball league pays extra fees while the ball fields (especially Butler) are manicured to perfection while last year Haley didn’t have its grass cut in six weeks out of a 10-week youth season. The dandelions where 10 inches high! The commercial hockey league also got waived from the two-tier fee nonsense. The city is about to embark on $30 million in ‘fluff’ expenditures. Maybe there should be some reconsideration on council that if you can’t fix the roads, old bridges, existing stairs and walkways(or even clean them regularily) and keep the playing fields maintained you shouldn’t be spending money you don’t have. Survey of people in Arctic countries suggests concern about potential conflict THE CANADIAN PRESS IQALUIT, Nunavut - A survey of people in countries surrounding the Arctic circle suggests that security fears in the region are growing. In five of the eight countries that form the Arctic Council, including Canada, about a third of respondents said they felt the chance of an armed conflict in the region has increased. In the remaining three countries, including Russia, a majority of respondents said the threat had increased.
Russia has been blamed for increasing tension in the Arctic Council through its actions in Ukraine as well as by holding massive northern military exercises. A sizable number of respondents from all countries said Russia should be excluded from the council. The survey of 10,000 people by Canada’s Munk-Gordon Arctic Security Program comes as Canada is to hand off leadership of the Arctic Council this weekend to the U.S.

Jack Cyril LaRocque (aka “Jackie “ to sister Doreen) Born June 27, 1930 Saskatoon SK, died April 20, 2015, Trail BC Papa spent a happy childhood on the prairies, exploring with his collie dog Pat, and younger sister Doreen. His parents Clara (Hemmerling) and John (Jack )LaRocque moved the family from Cavel, to Landis, Bents, and Arlee, SK. following Grandpa’s employment as a grain buyer, before moving to Trail, BC when Jack was a teen. At age 17, Jack met his future wife, Stella Brown. Mom often told us how this confident, dapper prairie boy, wearing a white scarf caught her attention. Jack and Stella were married July 21,1952. They lived in Trail, moving to Nelson Ave. in Fruitvale, then to their home beside Beaver Creek in Blue Bird Corner in 1959. This provided ample room for their growing family. Dad lovingly developed this property, with a bountiful garden, variety of fruiting and ornamental trees, expansive lawn with pathways carved through the bush. Dad met the challenges presented by flooding, excessive ground water, deer, beavers, and stately poplars. The family enjoyed roasting hot dogs over a fire, tubing, fishing and swimming in the creek, gathering with friends and family in the shade of the maple tree. Winter brought the task of shoveling our long driveway, followed by, tobogganing, skiing, and snowshoeing. When the upkeep of their well loved property became too much, our parents relocated to Trail a few years ago. Papa dearly missed the privacy and freedom of their former home. Dad ’s interests were varied; he loved being outdoors, hiking, skiing, swimming, snorkeling. He was involved in the development of the Beaver Valley ski hill, the family spent their days on the T-bar or warming up in the lodge. Dad excelled at woodworking, crafting wooden skis, shelves , fine carvings and wooden vessels. Dad was a director of the Credit Union, member of Knights of Columbus, Beaver Valley Historical Society, committee organizing Fruitvale’s 50yr celebration, and school reunions. He obtained a Ham Radio Voice license, and enjoyed weekends spent contesting, Dad was a lifelong Scouter, beginning in 1941, as a Lone Scout, completed Gillwell training, and served as Assistant District commissioner . the Medal of Merit from the National Commissioner in 1998 and received his 45 yr service pin in 2000. Camp Tweedsmuir, just down the road, was our second home. Papa loved family gatherings with guitar sing-alongs, annual summer Holidays at Radium, or Kelowna with his sister’s family. Jack and Stella were recognized as Beaver Valley Citizens of the year in 2003. Photography was one of Dad’s passions, both professionally and personally,. He was hired by Cominco following graduation, starting in the smelter, prior to becoming their official photographer for the remainder of his career until his retirement in 1985. Dad’s experiences while working for Cominco gave him great pride and satisfaction. He regaled us with tales of hanging from helicopters, an arctic excursion, photographing royalty, traveling to the Ozarks, retirements, and new mine operations. Jack enjoyed meeting people and the challenge of documenting and showcasing each site on underground assignments. Jack was predeceased by his parents, numerous aunts, uncles, and cousins. He is survived by his wife, Stella C LaRocque (nee Brown), children Jack (Elaine), Anne (Wally) Saigeon, Teresa LaRocque-Walker, Judy (Jim) Urquhart, Rod (Janet), Gene. Grandchildren; Emelia, Caroline, Kate, Aaron, Pat, Rob, Zachary, Rory, Breanna,Tristan, Luke, Daniel, Dave, Heather, Stephanie, 19 great-grandchildren, sister Doreen (Bill) DiPasquale, their children Bill, Carol, Dennis, Lisa, aunt Gladys, nieces, nephews and cousins. An interment service was held April 23rd at the Rossland Cemetery. A Celebration of Jack’s life will be held in July, date TBA. In lieu of flowers, you are welcome to make a contribution to Scouts Canada or the Kootenay Boundary Hospital Foundation. The family appreciate the supportive care Papa received from Dr. E. Dalla Lana, staff at the Beaver Valley Clinic, Home Care nursing and KBRH. Our thanks to friends and family for their kind words and support during this difficult time. Papa, you remain in our hearts forever, your legacy is treasured by each of us.

It is with sadness that we mark the passing of Wilbur Trippel at Kootenay Boundary Regional Hospital April 22, 2015. He was born on the family farm near Laird, Sask. March 27, 1926.
of Genelle, passed away at Kootenay Boundary Regional Hospital on April 23, 2015 with her family by her side. Marlene was born on June 6, 1932 in Rossland, BC. Marlene was happiest spending time with her family. She curled for years in Rossland and Castlegar and volunteered at the Castlegar rink. She enjoyed spending her summers at Christina Lake with a glass of wine in hand. Marlene is predeceased by her parents Ernest and Mabel Walker and her six siblings. She is survived by her loving husband of 64 years Dennis, her children: Peter (Carol), Randy (Deb) and Jeanette (Don) McLachlan, as well as 9 grandchildren,18 great-grandchildren with another on the way and 2 great-great grandchildren. He left Sask. as a young man to join his siblings in Trail. He got a job at Cominco in the Warfield ammonia plant where he was always eager to learn. He married Hermina (Minka) Dec. 18, 1948 and they moved to Montrose where they built a house and raised their 2 children, Gerald and Laura. Wilbur was always proud of his garden and fruit trees. He was well known for his expertise at tree grafting. There are many fruit trees in the area that bear varied fruits due to his experiments. In his younger years, he loved hiking and camping and he always had a love of music. He played various instruments and loved to sing and was always willing to share his music with others – at church, care homes and family gatherings. He served his community as a Cub Scout leader and as a council man and even served as acting Mayor in Montrose when the need arose. Wilbur was predeceased by all 9 of his siblings and by his wife and son. He is survived by his daughter Laura Volk of Cranbrook, a granddaughter Melanie Mercier (Chad) and great-grandson Ryan of Elkford and grandson Gerald Volk. He will also be missed by many nieces and nephews and his devoted neighbours Michael and Ruth Whitehead, Colleen Fairburn, and Maureen Blundell, and of course, his furry companion Mitsy. There will be a Celebration of Life Service at the Trail Alliance Church, 3365 Laburnum Drive, Trail on Friday, May 1, 2015 at 10:00am with interment to follow at Mountain View Cemetery. Felix Kutzner 1934~2015 Felix passed away peacefully on Thursday, April 23, 2015 at Columbia View Lodge at the age of 81. Lovingly remembered by wife, Hilde; Children, Anita (Joseph) Killough, Laurie (Mark) Lohse, Angela Visona, Helen (John) Gagliano, and Ed (Joyce) Kutzner, 13 grandchildren, and 10 greatgrandchildren. Survived by brother, Ed (Isabelle) Kutzner; sisters, Nina Mathies and Anne Torkel. Felix is predeceased by two infant brothers, Gerhardt and John Kutzner; brother, Walter Kutzner; grandson, Daniel Killough, and parents William and Lubow Kutzner. Felix was born in 1934, and emigrated from Germany to Canada in 1955. While on the ship Neptunia, he met his future wife Hilde who he married in 1959 while residing in Lethbridge, Alberta. They moved to the West Kootenay in 1961 where they raised their family and resided until Felix’s death in 2015. Felix was a master at his trades and worked for Fame Construction, then the school district #11 as a Journeyman Carpenter until his retirement in 1997. He had a great love for his Lord Jesus Christ, his family, church family and friends. He loved gardening, music, fishing and using his carpentry skills to help others in need. A Celebration of his Life will be held on Saturday, May 2, 2015 at 1:00 pm at New Life Church, 602 7th Street, Castlegar. 250-365-5212. Hockey awards named after Trail man BY TIMES STAFF BC Hockey announced last week that the Minor Hockey Week Awards will be renamed the Fred Heslop Minor Hockey Awards in honour of long time member and past president, Fred Heslop, a Trail native who passed away in 2013. Heslop’s involvement with BC Hockey spanned two decades, serving the membership on the Executive Committee from 1992-2006. He served many different roles including Officer at Large, Vice President, President and was chair of numerous commitFRED HESLOP tees. In 2007, BC Hockey bestowed him the highest honour when he was awarded the Diamond Stick Award. The dedicated father of two spent many years coaching minor hockey in Trail. He led the Trail Juveniles to a provincial title in 1968 and co-coached the Trail Midgets to a provincial silver medal. As his two sons, Mark and Darren, began their respective hockey careers, Heslop returned to coach at the house-league level and referee minor hockey games for many years until Tom McLean convinced Heslop to join the provincial organization in 1992. The awards will be presented in conjunction with National Volunteer Week beginning in April 2016. Award criteria will focus on outstanding volunteerism and will recognize compassionate minor hockey volunteers. In total, five awards will be presented. Nominations will be accepted during Minor Hockey Week which is traditionally held during the third week of January. The nominations will then be reviewed by a selection committee and winners announced during National Volunteer Week in April. National Volunteer Week pays tribute to the millions of volunteers who share their time and talents with community organizations across the country. The week of celebration is a wonderful way to shine the spotlight on volunteers who share their time to make their community a better place. Vees cruising through Western Canada Cup WESTERN CANADA CUP The BCHL champion Penticton Vees made it a 2-0 start to the 2015 Western Canada Cup (WCC) with a 6-0 trouncing of the host Fort McMurray Oil Barons on Sunday night. Coming off of an 11-3 rout of Spruce Grove the prior afternoon, expectations were high for a Vees squad that did not have to face AJHL Top Goaltender nominee Zach Fortin, who was scratched from the Oil Barons lineup. Goaltender Brett Lewchuk made key saves early, but the Vees broke through less than two minutes in on a turnover behind the Barons net, as Patrick Newell found Tyson Jost for a one-time goal from the top of the crease and a 1-0 Vees lead on the 17 year old’s fourth goal of the tournament. Just over five minutes in, Dante Fabbro converted a 4-on2 odd-man rush for the Vees with a wrist shot from the slot, and only 32 seconds later a onetime slap shot goal by Jost from
a sharp angle made it 3-0 and gave the Vees’ number 71 his tournament-leading fifth goal in just his second WCC game. The Oil Barons were outshot 18-9 in the first period, but narrowed that deficit slightly to 13-8 in the second. The lone goal of the frame came on a long shot by Mitch Newsome from the top of the left-wing faceoff circle that appeared to deflect off of an Oil Baron defender’s stick and wobble past Lewchuk for a 4-0 lead. Later in that frame, Barons forward Adam Durkee received a back-door pass from Luc Lalor, but his shot over a sprawling Hunter Miska was denied when the Vees goalie shot his glove up in the air and barely snagged the puck in what may be the save of the tournament so far. “They came out just as hard as any other team,” Vees forward and former Spokane Chief Connor Chartier told the Penticton Western News. “They put in a good effort. The score wasn’t really where the game
was going. I thought they could have had a couple there, but Miska bailed us out.” In the third, the Vees contained the MOB, outshooting the host squad 15-6 and notching two goals late in the frame off of the stick of Chartier. The first was a power play marker, as Chartier curled his way in front of the Barons’ net from the goal line and tucked a far side shot past Lewchuk to make it 5-0, before completing a masterful tic-tac-toe pass from teammates Steen Cooper and Dakota Conroy with just 90 seconds left in the game for the 6-0 final. The Oil Barons fall to 1-1 but will have Monday off before returning to action Tuesday night against their Alberta Junior Hockey League archrivals, the Spruce Grove Saints, at 7:30 p.m. The Vees will return to action Tuesday afternoon when they take on the Manitoba Junior Hockey League champion Portage Terriers at 2:30 p.m.
BY TIMES STAFF Track and Field athletes will once again descend on Haley Park in Warfield for the 14th annual Royal Canadian Legion Outdoor Track and Field Meet on Saturday. Hosted by the Trail Track and Field Club, last year’s meet attracted an unprecedented 140 athletes from across the Kootenays who competed in over 100 events. Categories from ages nine and up, including Midget, Youth, Junior, Senior, and a Master’s division for over 35ers will hit the starting blocks at 10 a.m. However, Masters will be limited to 100400 metre races and high jump. Athletes will compete in a selection of 14 different track events from the 60-metre sprint and hurdles to the 3,000 metre run, as well as six field events including long jump, high jump, javelin, shot put, discus, and hammer throw. Sanctioned by BC Athletcis, the track meet is a preliminary event, with top junior finishers qualifying for the junior development championship track meet. The Trail, Rossland, and Castlegar Legions make generous contributions to the meet, and volunteers are a vital cog in the Track Meet’s wheel. The Legion Track Meet starts with opening ceremonies at 10 a.m. where the Legion band and its members march out with their colours and flags waving, leading the athletes onto the track. THE ASSOCIATED PRESS NEW YORK - “Furious 7” enjoyed a victory lap over the weekend, becoming only the third film ever to make $1 billion internationally and leading the domestic box office for the fourth straight week. But the movie that’s poised to topple the Universal juggernaut, Marvel’s “The Avengers: Age of Ultron,” revved up overseas with a massive $201.2 million debut. In North American theatres, “Furious 7” had enough left in the tank to top all films with an estimated $18.3 million, according to studio estimates Sunday. While the film has been a huge domestic hit, it’s been even bigger abroad - particularly in China, where it’s set a record with $323 million. “Furious 7,” a film whose fate was once in doubt after the death of star Paul Walker midway through shooting, has now made $1.3 billion globally. Only two other films, both by James Cameron - “Avatar” and “Titanic” - have made more money internationally than “Furious 7.” “Furious 7” has had little competition to challenge it throughout April. This weekend, the only new wide release was the Blake Lively fantasy romance “The Age of Adaline” came in third with $13.4 million. “Paul Blart: Mall Cop 2” took second place with $15.5 million in its second week. But the reign of “Furious 7” is effectively over now that the highly anticipated “Avengers” sequel is on the way. Iit debuted in 44 countries and territories this weekend. That represents about half of its international rollout. Disney said the film is exceeding the pace of 2012’s “The Avengers” by 44 per cent in the places it has opened. Joss Whedon’s first installment made $1.5 billion worldwide, good for third all-time. With two enormous blockbusters covering much of the globe, the summer movie season is ready to officially begin next weekend. In the meantime, a few smaller films carved out more limited releases. Russell Crowe’s directorial debut, “The Water Diviner,” opened in 320 locations with $1.3 million. The critically acclaimed indie science-fiction drama “Ex Machina” earned $5.4 million.

Lauer, DeGeneres help spice up Daytime Emmys; Betty White gets lifetime award
THE ASSOCIATED PRESS LOS ANGELES - Matt Lauer and Ellen DeGeneres helped the Daytime Emmys make a gender-bending return to television with a comedy bit involving pasties and black stockings - and not worn by DeGeneres. “General Hospital” and “The Young and the Restless” were the top winners Sunday with three trophies each, while the latter shared the best drama series award with “Days of Our Lives.” The ceremony opened with a pretaped segment in which Lauer and DeGeneres agreed to end their faux feud. The punchline: DeGeneres had sneakily edited the tape to put Lauer’s head atop a man’s chiseled body clad only in tasseled pasties, briefs and lace-topped stockings. It was reminiscent of a previous DeGeneres prank on her talk show in which she doctored a Lauer “Fifty Shades of Grey” cast interview to show him in a similar outfit, whip and all. The “Today” host, or his shimmying facsimile, agreed to donate a thousand dollars to an unspecified charity each time he was thanked by winners during the ceremony. “CBS Sunday Morning” host Charles Osgood, whose show was honoured as best morning program, offered a heartfelt shoutout to Lauer. “Thank you for doing what you did because, God knows, I don’t want to do that,” said the 82-year-old Osgood. The ceremony took a dignified turn when Betty White was honoured with a lifetime achievement award. “Hello, beautiful,” she said to her trophy. “When I started in 1949 I had no idea that I’d still be around at this point, for one thing, or that I’d still be privileged enough to still be in this business. And it is such a privilege.” Among the winners Sunday were “Jeopardy!,” best game show; Steve Harvey, host of an informative talk show; “The Ellen DeGeneres Show,” entertainment talk show; “Entertainment Tonight,” entertainment news program; Hunter King, younger actress in a drama series, “The Young and the Restless”; and Kelly Ripa and Michael Strahan, entertainment talk show hosts, for “Live! with Kelly and Michael.”

Dear Annie: I believe my sister’s husband, “Roy,” is having an affair. He and I have been flirting for several years, and we’ve had several occasions where we could have been together, but because of my sister, we never have. My sister’s marriage has been troubled for years. The two of them live together, but in separate rooms. They haven’t been intimate for ages. My sister also has some health issues. Roy has said many times that the two of them should be able to see other people. Castlegar’s new director of corporate services is Tracey Butler, Rossland’s previous deputy chief administrative officer. She began work April 7, replacing the retiring Carolyn Rempel. “I’m really fortunate that I had such a great education by working in Rossland for 20 years and it’s really nice to be able to bring that over here and to help out,” Butler said. She said council has been very helpful and supportive in welcoming her to her new role and she looks forward to many years in Castlegar. Butler said the move isn’t a drastic change but it has it’s differences for sure. “Castlegar is a larger municipality so it’s less hands on in some departments. So much of it is the same but I’m not involved in the finance side of things, as much as I was in Rossland.” Butler has filled in for the last year as acting chief administrator in Rossland while Cecille Arnott was away on medical leave. She was previously the corporate officer. However, Butler’s recent resignation led to criticism of the present mayor by former Rossland councillor and mayoral candidate Jill Spearn, who said the city paid a high price to lose a valuable employee. Spearn said Butler was entitled to work for two more years under her contract, but residents were left to pay out nearly $200,000. “Ms. Butler quit rather than work under the terms of her contract,” Moore said. “That was her prerogative. Technically, the city was not obligated to pay her anything. In honour of her years of dedicated service, council gave her a generous payout.”
