Lightning strikes last Thursday near the John Hart hydroelectric facility caused an unplanned river flow reduction in the Campbell River. As a result, some fish were killed while others were displaced but returned to the river alive. Spokesperson Stephen Watson said BC Hydro immediately responded to recover river flows and by going out to key areas of the river to determine potential fish habitat impacts. “Government fish agencies were notified within 10-15 minutes after the event began,” Watson said in a report released to the media. “The City of Campbell River was also notified as their domestic water supply is pulled off the three penstocks; there were no water withdrawal implications from this event for the city.” A lightning strike is one of the worst case scenarios for BC Hydro to deal with given the existing configuration of the 68-year-old John Hart facilities. Watson said that such close vicinity electrical static causes protection control measures to initiate and can lead to multiple intake gate closures

City council endorsed the creation of a community garden in Campbellton April 20. T he C ampb el lton Neighbourhood Association (CNA) is proposing to establish the garden in Campbellton Park, located on the south side of 15th Avenue between Redwood Street and Petersen Road. The group plans on installing a minimum of 18 raised garden beds on the open, west side of the park, away from the playground and swing set, with at least two picnic tables and a garden

shed at the entrance to the garden. The garden would be behind a gate with a coded entry system, similar to the one in place at the Laughing Willow Community Garden in Willow Point. Ross Sharp with the Campbellton Neighbourhood Association told council Monday night that the neighbourhood is on board with the garden. “We did canvas the entire neighbourhood and thus far we’ve received mostly positive support,” Sharp said. “Most just didn’t want to lose the playground equipment and swing set which we agreed with.”

The only change to the playground could be if the garden is popular enough that the Neighbourhood Association goes ahead with a second phase of garden beds, according to Kirsten Baird, the city’s development officer. “ This phas e may include relocating the swing set from its current location to the east of the playground equipment,” she said. “Any cost for moving that swing set if this did proceed, would be borne by the CNA. Up to an additional 15 raised beds would be added, bringing the total number of beds to 33.” Garden plots are

In this case, intake gates that pass water from the John Hart reservoir down two of the three penstocks closed, prohibiting water flow to the generating station. “ This resulted in four of the six turbines and generators going off-line,” Watson said. “About 95 per cent of the downstream Campbell River flow comes out of the generating station. “At about 4:30 p.m., from the storm activity, water flows downstream of the generating station went from about 96 cubic metres per second (m3/s) to about 32 m3/s. The Campbell River riverbed is fully covered with water at a flow rate of 80 m3/s.” The two operating turbines were increased to full capacity in about 10 minutes to provide a river flow of about 46 m3/s. At the same time, a decision was made to re-open the penstock intake gates and re-start the turbines versus going to the spillway gates and spilling water down Elk Falls Canyon. Between about 5:40 and 5:45 p.m., two of the four off-line turbines and generators were returned to service and the total river flow increased to about 69 m3/s; 65 m3/s is one of the key fish habitat thresholds within the river. Between about 6:10 p.m. and 6:15 p.m., the final two turbines and generators were back online and the total river flow increased to about 85 m3/s and above the 80 m3/s flow that fully covers the riverbed.

Watson said BC Hydro staff and its on-call biologists were on the river quickly and focused on the susceptible habitat areas of the river. “Some fish mortalities were found and fish were also salvaged from isolated pools and returned to the river alive,” Watson said. “A review of the potential impacts to fish could not be fully completed given the recovery of river flows and the high water conditions. For the fish life cycle, Fisheries and Oceans Canada believe the salmon had moved from the egg to alevin stage, to then become fry, and were out of the gravel. Fisheries and Oceans Canada annually places Chinook incubators within the river, but the fish had been fortunately released into the river prior to this event.” Protecting downstream fish habitat is one of the three project drivers for the John Hart Generating Station Replacement Project. The recovery of downstream river flows will go from about an hour or more to seconds once the project is complete in 2018 – this improvement will create a near seamless continuity of river flows for fish habitat, according to Watson. As part of the project, a water bypass facility is being built within the generating station to quickly divert the water around the turbines if needed and provide the required flows downstream. BC Hydro has an ongoing community commitment to provide public notice of Campbell River flows that go

Body of woman found behind Chances Casino on Monday The body of a woman in her 40s was discovered Monday morning in the alley behind Chances Casino, but foul play has been ruled out in the death, RCMP and BC Coroners Service officials said. RCMP were called to the casino sometime before 9:30 a.m. to find the woman deceased. Their investigation determined the death was not sus-

picious in nature, and the case was remanded to the Coroners Service. Thanks Mike and others but you shouldn’t have to do this every time Once again, the community has pulled together to remove a boat from local waters. The link between the effort to remove the M.V. Pursupa from the Campbell River estuary and the extraction of a boat from the mouth of Simms Creek four years ago is Mike Gage who organized both recoveries. Gage’s dedication to local fishery causes should be greatly appreciated by the community because, frankly, no other official body takes responsibility for these incidents. If a vessel comes to rest, shall we say, in local waters and poses no direct environmental threat (leaking fuel or the like) then there is no agency charged with removing the unsightly debris. Every time a carcass, be it a sea mammal or a boat, washes up on shore, people call for someone to take action on it. Luckily, in Campbell River, we have people who care about our marine environment and take it upon themselves to do the clean up. Agreement has measurable impact Nearly two decades ago, B.C.’s Ministry of Education realized there had to be a better way to address the education of its aboriginal students. Having put the failed experiment of the Indian Residential School system into the dustbin of history — though it continues to cast a long and dark shadow — the ministry had yet to see necessary gains in exam scores, advancement, retention and graduation rates for First Nations students. In what has turned out to be a wise decision, and perhaps the only viable one, the ministry chose not to dictate yet another policy from on high, but rather brought in First Nations leaders to consult with local school districts and educators. The result of these consultations was the creation of the Enhanced Aboriginal Education Agreement. The first of these agreements was signed by participants and approved by the ministry in 1999, and the Campbell River School District was in the front of the line.

The EA plays an important enough role in Campbell River’s education system that its goals are built into the school district’s 2014-18 strategic plan. But it is a living document and very much a work in progress, with all parties acknowledging work must continue to position First Nations students to not only learn and graduate, but to do so with what Longridge terms “purpose and options” for employment and leadership roles in their community. “Over the years it’s certainly improved, but we won’t be satisfied until those outcomes are the same as every child in the district,” he said. “We’re not sitting on our laurels here; we want to be the best in the province and do the best we can for all the children in our district.” It is a noble goal, and one worth celebrating. That celebration resumes, in full regalia, beginning at 10:30 a.m. today.

Mirror editor awarded Silver Quill

Campbell River Mirror Editor Alistair Taylor received a Silver Quill Award from the Canadian Community Newspapers Association on the weekend. Taylor was presented the award in recognition of “25 years of distinguished service to the newspaper industry.” Taylor has actually worked in the industry for 29 years, 26 of them as editor of the Mirror. He started his career with a short stint at the Delta Optimist before moving to the Yukon News in Whitehorse where he worked for two-and-ahalf years before taking up the editor’s position at the Mirror in 1989. He’s seen a lot of changes in the industry and at the Mirror over the years but attributes his long tenure in the job to his love for the community as a place to start and raise a family as well as the greatest co-workers, working environ-

Campbell River Tourism Promotion Society is pleased to introduce Campbell River’s newest webcam. The webcam overlooks the south end of the Discovery Passage and features spectacular views of the coastal mountains and Campbell River’s world famous fishing grounds. The webcam will pan through 20 programmable views including two Campbell River landmarks, the Cape Mudge lighthouse and Mittlenatch Island. The views also include wildlife, marine traffic including cruise ships and beautiful sun rises over Quadra Island and the coastal mountains. For several years now, Campbell River Tourism has been watching

the interest level in webcams rise. In 2014, campbellrivertourism.com saw an increase of 138 per cent over the previous year for Campbell River webcam searches. The webcam page is the second most bookmarked page on the website and Social Media shares are up 600 per cent over 2013. As a result, the Board of Directors decided to install a state-of-the-art, pan/tilt/zoom network webcam enclosed in a heated dome built for the marine climate. “Our visitors and our local residents have been looking for Campbell River webcams so we searched for the right camera and location and feel that we have it here,” says Chris

Steffens, the president of Campbell River Tourism. “The one camera shows views of the whole south end of the Discovery Passage. Whether you are sitting in another time zone planning a vacation here or you are a local looking for the current fishing conditions, this webcam will show you what you need.” Campbell River Tourism Promotional Society is a volunteer organization and is solely funded by memberships. Campbell River building earns top commercial building award Two new Campbell River buildings won awards at the Commercial Building Awards last week while one earned a runner-up recognition. The Broadstreet Properties and Seymour Pacific Developments building was awarded the top honour at the eighth Annual Vancouver Island Real Estate Board Commercial Building Awards Thursday, April 23 at the Coast Bastion Hotel. Broadstreet and Seymour Pacific earned the Judges’ Choice honour for Best Overall Entry as well as the Excellence Award in the Office category of the gala. Berwick by the Sea won an excellence award for a multi-family building while Oak Manor, the new apartment complex off 2nd Avenue was given a merit award (runner-up) for multi-family. There were a total of 34 entries from the Cowichan Valley to Campbell River represented at the gala. A team of independent judges assessed each of the projects in 11 categories that were completed between Jan. 1 and Dec. 31, 2014. Re/MAX Commercial was the Platinum Sponsor for the event, with Colliers International and Coastal Community Credit Union in as Gold Sponsors. Category sponsors included the Business Development Bank of Canada, Canadian Western Bank, DTZ Barnicke, RBC Royal Bank, MNP LLP, and the Nanaimo Economic Development Corporation, Invest Comox Valley and the Vancouver Island Construction Association (VICA). Business Examiner Vancouver Island coordinated the event.

Walk for Hearts dedicated to Joyce’s memory The Campbell River Branch of the First Open Heart Society invites everyone to attend its annual Walk for Hearts on May 3. The walk is a fun family affair with refreshments provided and prizes for adults and children which are won by draws following the walk. All children receive a prize. The participants either provide a donation or gather pledges from others to raise funds for this event which benefits cardiac patients from the whole North Island and

Campbell River Hospital. Tax receipts are provided. This year’s Walk for Hearts is dedicated in memory of Joyce Campbell, a very talented, resourceful woman who could take on any challenge thrown her way from changing a tire, to laying floors to making beautiful quilts. She and her husband Harold also were staunch supporters of the Walk for Hearts. Campbell passed away in February. A small group of people founded the Camp-

bell River Branch of the First Open Heart Society 30 years ago. The group meets ever y fourth Wednesday of the month at the Community Centre from September through May. The Campbell River Branch of the First Open Heart Society is a Vancouver Island cardiac support group with branches in Victoria, Cowichan Valley, Nanaimo, Port Alberni, Courtenay and Campbell River. Victoria (the head office) owns and operates Heart House which

is a Bed & Breakfast within walking distance of the Royal Jubilee Hospital for the use and comfort of North Island patients and their families. C a mp b e l l R i v e r ’s branch has furnished the “Campbell River Room.” Since 1990 the Campbell River Branch of the First Open Heart Society has donated $288,157.41 for cardiac equipment at Campbell River Hospital which includes funds for nurses’ and technicians’ education in cardiac courses. The group’s primary

function is not to raise money for hospital equipment but to provide support for local heart patients and their families, who are facing or recovering from heart surgery or experiencing any other heart or cardio-vascular related problem or procedure. This may be moral support and/or financial support for people in need to obtain medical treatment in Vancouver or Victoria. Special emphasis is given to families with children facing surgery for heart related prob-

lems at Children’s Hospital in Vancouver. The group is not affiliated in any way with the Heart and Stroke Foundation, rather it is a local support group that hosts one fundraiser per year. The funds raised at the Walk for Hearts stay local and are used for North Island heart patients, cardiac equipment for the Campbell River Hospital, cardiac education for nurses and technicians and occasionally for Heart House which is used by North Island patients and their families.

The group does not receive any government funding or grants and is completely run by volunteers. Registration for Walk for Heart on May 3 is at 1:30 p.m. and the walk begins at 2 p.m. from the Willow Point Hall and goes along the Sea Walk, then returns to the Hall. Anyone interested in joining the Campbell River Branch of the First Open Heart Society can contact Ken at 923-3466 or Ed at 287-3096 with any questions and for information on group meetings.

Lorne Jones had hoped to create a music video to promote his new song, “They’re Tearing Our Honky-tonks Down”. When he got word the historic Quinsam Hotel was going to be closed in late May after more than 97 years in business, he realized the time — and place — was right. “We keep losing all our old places to go and play music at,” Jones told the Quinnie audience as he introduced the song. “They’ve been fading off into the past and we feel kind of sad about it. So we wanted to come tonight and play this for you.” Teaming with Junonominated countr y crooner Jess Lee and an all-star ensemble of B.C. music veterans, Jones took to the Quinnie stage last Thursday night as James Mattila of Cumberland’s Studio Live captured the set on camera. The song, in classic country style, laments the loss of the smokefilled bars and clubs which served as the

training ground for previous generations of musicians. From the SeaGate Hotel in Port Hardy to Vancouver’s Barnett and American Hotel, Jones said, bars the length of the Sunshine Coast have fallen victim to drinking-anddriving laws, indoor smoking bans and a general cultural shift. “Like the lyrics say, when I was young I wanted to go play the bars,” said Jones. “There was a big bar scene when I played in the (19)70s and 80s and early 90s, a large amount of places to play. You need a place like that for guys to start. “Jess and I moved on and became recording artists, but we needed that so we could make a living at it and perfect our craft. And it’s kind of sad that it’s disappeared.” Lee, a three-time Juno nominee and founding member of Midnight Rodeo, says the trend extends well beyond the Sunshine Coast. “It’s all over,” he said. “In Alberta, all over Canada and the States. When Lorne said he wanted to do a video of the song, ‘cause it kind of fits the

Beach Poemers open mic returns The second Beach Poemers open mic poetry reading is scheduled for Thursday evening, and the event has been confirmed as a monthly opportunity at FoggDukkers coffee shop on the Island Highway. The reading begins at 6:30 p.m. Thursday and is open to all who would like to share their original

spoken-word pieces or enjoy hearing others read. With light lasting longer and the shop open later in the evening that during the debut reading in February, a poetry appreciation section will follow the reading. This will give participants a chance to read their favourite poems from other poets.

Mobilization is underway, including the assembly of two cranes that have installed large silt curtains within the reservoir to contain the work area and protect water quality. “The cofferdam will begin construction soon and the silt curtains are in place to ensure fish and domestic water supply water quality guidelines,” says BC Hydro spokesperson Stephen Watson. “There will be no change in the reservoir level as a result of the project work.” There are two silt curtains in the reservoir and they are separated by a wooden boardwalk. Chamber Project Supports Employers and New Canadians Chamber Receives IEC-BC Leadership Award Good things sometimes come in threes and when BC Hydro announced its $1.3 billion John Hart Generating Station replacement project, it came at about the same time that Island Health announced not one, but two new hospitals for the north island. With these added to other large construction projects underway in the Campbell River area, it was no surprise that employers were concerned about how to source the necessary skills. With more than $2 billion in construction on the way, the Campbell River & District Chamber of Commerce got creative. They began to assess the skills that would be needed and established a major projects web portal where project owners could list their needs. They found with 360 people to be employed

on the John Hart project alone, they would need to play a role in recruiting skilled workers. “This was a wake-up call for our businesses,” said Chamber CEO Colleen Evans, adding employers realized they didn’t have some of the specific talent skills the projects would require to meet labour needs and they needed to consider new opportunities that included attracting newcomers and skilled immigrants as part of their solution. Through IEC-BC’s Employer Innovations Fund that was funded by the Province of BC, the Chamber created tools to assess employer readiness to recruit immigrants and found many didn’t know where to begin. “We needed to look at how to attract new people and have a welcoming community so they would want to stay,” she said.

With partners that included HR professionals and employers who had successfully recruited immigrants, the Chamber began peer-to-peer mentoring and developed resources and support to build employer capacity to hire new immigrants. As employers gained confidence, they reached out to skilled new Canadians. “It worked. Newcomers are coming to this community,” said Evans. As a pilot partner of IEC-BC’s Connector program, the Chamber is also helping to expand the professional networks of newcomers by connecting local jobready immigrants with local professionals in their occupation and sector. A member of the Vancouver Island Economic Alliance board, Evans has also been spreading the word about the importance of immigrant employment.

The Campbell River Chamber is excited to confirm and announce that the Canada-BC Job Grant (CJG) has been extended. The program has been a great success thanks to the initiative taken by Chambers. Between January and March 2015, we helped employers submit almost 200 applications, totalling close to $1 million in government reimbursements. The CJG is an innovative cost-sharing program that helps employers offset the cost of training for new or current employees by sharing the cost of employee training with BC employers. Employers can receive up to two-thirds of the cost of training for current and future employees, up to a maximum government contribution of $10,000 per year for each employee. For example, if an employer is seeking training valued at $1,500, the grant

Fishing Corner Anglers from Courtenay and Campbell River are enjoying salmon fishing in many areas and early season catches are showing that fish are in abundance, weighing in between 10 and 25 pounds. Brian Cameron has had great fishing and areas to note are Bates Beach, Kitty Coleman and Shelter Point. A number of boats will be taken out of storage and anglers will be soon heading to their favourite fishing areas. Campbell River and if you can fish from shore you can catch trout using worms, powerbait and gulp eggs. On the fly use Pumpkinheads, Wooly Buggers and leech patterns. A winged ant fly can be very effective as it offers a solid profile fished under an overhanging tree or bank. Fished properly the ant offers a good SPLAT on contact with the water. The best ant hatch was in the summer of 2006 when the warm weather months had local lakes covered with these black insects, days after the bite was off trout were full of ants. Fly patterns can be black or red tied with a white wing and size of the hook is around a 12 to 14.
