The mayor expressed great relief, the lead negotiator said they are very excited, the Okanagan Indian Band offered no comment and one of the noside representatives said the sun still rose on Sunday, the day after almost 50 per cent of Lake Country eligible voters turned out to vote and passed the CN Rail corridor referendum by a 3 to 1 margin. The highest voter turnout for any election or referendum in Lake Country history saw 3,336 residents vote yes and 1,117 vote no, meaning Lake Country can go ahead and borrow $2.6 million giving the CN Rail corridor acquisition team the final part of the $22 million it needs to purchase the corridor from CN. “I’m really relieved that people recognize that this really is an investment for the future and that we can still do what we have to in terms of running the municipality,” said Lake Country Mayor James Baker. “This is an investment that we really did want to have Lake Country to have some control over what happens there.” The deal with CN Rail is expected to close on June 1, although a BC Supreme Court hearing with the Okanagan Indian Band looking for an injunction to stop the sale is still expected to be heard before the deal can close, according to Doug Gilchrist, the head of the inter-jurisdictional team. “All the funding is now secured for the corridor acquisition and we will be proceeding forward with our agreement with CN with the goal of the June 1 close,” said Gilchrist. “We will continue to work with the property owners that have concerns and with First Nations.” When it comes to the property owners most closely involved in the process mov-

We are not doing anything other than making the acquisition.”
Voters turn out in droves If Lake County was worried about its voter turnout after last November’s general election, the district can rest assured that there are plenty of tuned-in residents following the CN corridor referendum. A record-breaking 4,453 Lake Country residents voted in the referendum, 47.9 per cent of the eligible voters; much higher than the 24 per cent that voted in the November elections. It was also only the second time the district took advance

School board mandated to cut the budget in items outside classrooms

It appears dipping into parents pocket-books will make up the largest share of a $1.3 million shortfall in the amount of money the provincial government is providing for education in the Central Okanagan. The Central Okanagan School Board’s finance and legal commit-
tee has made 14 recommendations on how to balance its budget for the coming school year, including a $400,000 savings to charge parents who bus their kids to school. The school board was mandated to make the cuts by the province as part of a $29 million reduction across B.C. and school boards were tasked with finding the

dents in the classroom. Among the recommendations that will be presented to the entire school board next Wednesday at its regular meeting is the transportation charge, which will increase to $200 per student per year. Finance committee chair Lee Mossman said there was much debate on the different cuts but in the end, the savings
had to be found and it was unfortunate parents will have to pay more. “Unfortunately some of those costs are going to be passed on to families when it comes to transportation,” said Mossman. “I’m glad we were able to maintain a high quality of services without having to greatly impact the quality of education. But I’m disappointed. If there
was any way we could have done this without impacting parents we would have. But we were put in this position and we had to find a way.” Mossman said any parents who have a hardship and can’t pay the transportation fee will be dealt with on a case by case by basis and need to contact the school board office. The other single lar-
gest cut comes in the district’s operating budget by $275,000 while more money will come into the district with an increase in international students as well as an expansion of the district Worksafe BC shared service. The entire school board will hear the recommendations at its April 29 meeting before voting on them.

Three Lake Country adult figure skaters brought home seven medlas from the Canadian National Adult Figure Skating Championships in Calgary earlier this month. Under the coaching direction and skills of Laureen Daniel from the Winfield Skating Club, the three entered seven events including dance, interpretive and freeskate competitions and either won or placed in every event. Karen Blyth-Smith, Donna Bergvinson and Wendy Ord have been training and perfecting their programs working towards their goal of competing nationally. On the ice most early mornings the women balance family, careers and sport. “Free skate is the toughest,” Ord explained. “The rules require certain elements in your program, including jumps, spins and spirals…I have a lot of bruises” she laughed. While Karen and Donna have come back to skating after having families, Ord only began skating in her late forties and credits her teammates and mostly their

With three little ones at home, Blyth-Smith returned to the ice to pursue her dream of competing on a National level. She’s an accomplished skater and although she hadn’t skated in years, her credentials require she now compete at the “gold” and “masters” levels. And she would be skating against much younger competitors. Full time teacher and mother, she’s not short on inspiration and
set the bar high last year when she won two golds and a silver at the Nationals in Regina last year. “Getting in shape was tough but injury management was also a challenge.” she admitted and then added with a smile, “and I’m not a morning person…but I love skating, it’s demanding, rewarding and fun.” Bergvinson, who also hails from the Mt. Boucherie Club would, according to her husband, “live on the ice if she could”. Indeed, when they recently traveled overseas they lugged her skates aIl over China

Coast Guard hysteria sinks lower The Vancouver media’s frantic coverage of the Great Bunker Spill of 2015 has just about run out of fuel. By late last week, the usually serious Globe and Mail was reduced to quizzing a U.S. expert who had at first told the CBC he thought the spill response was pretty good. But then he heard that it might have taken up to 12 hours until the leaking grain ship was completely under control, which would be not so good. This U.S. expert admitted he has not “followed the Vancouver spill very closely,” and was basically speculating. But that’s OK, because the main purpose of this media frenzy is to feed the established narrative that the Harper government is gutting the Coast Guard while trying to ramp up heavy oil shipments to Asia. Yeah, that makes sense. A University of Toronto philosophy prof recently suggested that

A retired captain from the now-closed Kitsilano Coast Guard station became the latest of a series of disgruntled ex-employees and union bosses to serve as the media’s go-to critics. He contradicted Coast Guard management at every turn, dismissing them as political appointees with little operational experience. His claims about loss of spill response capability from Kitsilano are questionable at best. There was no talk of spill
response when Kitsilano closed two years ago, because it was a search and rescue station. Former B.C. Federation of Labour president Jim Sinclair held almost daily news conferences as it closed. People are going to drown, warned a parade of union spokespeople. It’s been two years, and nobody has. Premier Christy Clark and Vancouver Mayor Gregor Robertson were quick to summon TV cameras as oil-sheen angst spread through condo towers. They declared the Coast Guard response a failure before they had any real understanding of it. Unifor, the union representing Coast Guard employees, has vowed a full-scale election advertising attack on the Conservatives this year. On federal budget day, Unifor protested the closure of the Ucluelet Coast Guard ship monitoring station. Similar stations in Vancouver
and Comox are also closing this year, replaced by a new monitoring system run from Prince Rupert and Victoria. I asked Industry Minister James Moore, the federal minister responsible for B.C., if this is a reduction in service. He said 1970s-era ship tracking equipment is being replaced with a new system that has already been deployed on the East Coast, to improve safety. “These fears were also raised back in the ’60s and ’70s, when lighthouses were de-staffed,” Moore said. “I remember people saying, oh my God, this is going to be the end. And it turned out to be complete nonsense.” Unifor operatives rushed to the media again last week with dire news of a half-hour outage of this new system, portraying this as evidence of a high-tech disaster waiting to happen. (Ships were told to monitor an old-school emer-
gency radio channel for that uneventful half hour.) What the union is really doing is ramping up its election propaganda, and intensifying efforts to protect redundant positions that are being replaced by new technology. There was a similar media campaign last year targeting the consolidation of Veterans’ Affairs into Service Canada offices. There are serious problems with services to veterans, but union featherbedding would not help them. The B.C. government is also introducing digital technology, eliminating hundreds of paper-pushing jobs in the process, with a mostly realistic response from unions. Get your feet in shape for wearing less supportive summer-time shoes
S
pring has come to the Okanagan and toes everywhere are happy to be free again. Being released from our bulky Sorels, skiing and snowshoeing boots, most of us have donned the light runners, flats and flip-flops. Over the winter, our feet become accustomed to the rigid, supportive boots we wear for tackling icy and snowy terrain. As the snow melts moff away, you may find yourself running or walking more frequently in a less supportive shoe. Some feet may respond negatively to the lack of support found in most summer shoes. If we transition too quickly in flimsy shoes there is the potential of developing an injury known as plantar fasciitis. This condition can cause pain in the arch, heel or ball of the foot due to inflammation in the plantar fascia from overuse or over stretching. The plantar fascia is connective tissue that covers the arch of your foot and connects your

Keeping You Fit heel bone to the bones of your toes. This painful condition can be caused by standing, walking or running for long periods of time; walking or running on unstable surfaces like sand; or rapidly changing the amount of standing, walking or running involved in your day to day routine. If you have plantar fasciitis you may experience pain on the first steps out of bed in the morning, or after sitting or driving for prolonged periods as the plantar fascia and muscles of your foot have become tight while immobilized, and respond with pain when being stressed upon
those first steps. Some people may be at higher risk of developing this condition based on the shape of their foot. People with very low arches and people with high arches who over-pronate, or lose the arch in their foot when they walk or run, may be at a greater risk. However, there is no evidence proving that if you have this type of foot you are guaranteed to develop plantar fasciitis. In fact, there has been recent debate on whether or not it is better to wear supportive footwear to help maintain our arch shape, or wear minimalist shoes with very little support so that our muscles are required to function properly to support our arches. We do know, however, that most of us will change our footwear from sturdy winter shoes to summer flip-flops, and most of us will increase the amount of time we spend walking or running in the summer compared to the winter. In order to mini-
mize the effects of this transition there are a few things you can do. While the weather is still warming up, you can start a training regime to stretch and strengthen the muscles of your calves and feet. Recent research by Jung DY et el. 2011 and Mulligan EP, Cook PG 2013 shows that exercises for the bottom of the foot lead to an increase in strength in the muscles that support your arch and less navicular drop, a measurement of pronation. Here’s one simple exercise you can start with is: Stand with your feet shoulder width apart, keeping your toes and heels on the ground. Imagine a pin is coming up from the ground and poking your foot in the centre of the arch. Try to contract the muscles of your foot so this pin does not poke you. Now with the muscles of your arch contracted, balance on one leg while trying to maintain the position of your arch. Challenge yourself by throwing or
kicking a ball while in this position or lifting up onto your toes. After exercises, and a few other times during the day, remember to stretch the calves and bottom of your feet, to ensure they do not become too tight with the new amount of activity. When you are ready to tackle your spring and summer activities, make sure to do it gradually. If you are a runner, don’t start running the distance you were running before the snow covered the trails. Take a few weeks to slowly increase your distance each day. If your goal is to wear a less supportive shoe, like a barefoot sports shoe or flipflop, the same rule applies. Wear this shoe for short periods of time each day, then switch to a more supportive shoe for the rest of your activity. Slowly increase the amount of time you spend in these shoes, so your feet have time to adapt to the change. If you want happy feet this summer, slowly in-

I had lost a job that I thought God had been preparing me for; I didn’t know where I should be going next. “Write out a prayer,” Don told me. “Write it out very carefully, so that it says exactly what you want. Put it up somewhere you can see it as you work. Then pray it every day.” So I did. I laboured for days, getting the wording exactly right. I explained to God my hopes, my fears, my struggles. I pinned the prayer up on my bulletin board, and I prayed it every morning and every evening. But an answer didn’t come. After about a month, I revised a few words in the prayer, so that I could seek more precisely the guidance I wanted. I typed it out again. I pinned the new version up on top of the old one. The guidance still didn’t come. After about six months, and several more revisions, I got fed up with Don’s process, and pulled the little stack of sheets off the bulletin
board. Out of curiosity I compared the latest version with the first version. And I realized I had received the answers I was looking for. Because the changes in the text— tiny changes, cumulative changes—had all moved in the same direction. That’s why it’s important to keep the original around, so that you can see where you’re moving.
The Bible was hand-copied by thousands of people, over the 15 centuries before printing. Each one probably made changes. Perhaps as marginal notes. Perhaps substituting a simpler word for a difficult word. Perhaps by mistake. And then other people copied those changes, and added their own. That’s why bib-
lical scholars keep trying to get back as close as possible to the original manuscripts. Not because the original is necessarily better. Just because a writer lived 2,000 years ago doesn’t make that person smarter or wiser. But it helps us see the direction that chan-

Development in Lake Country is something that has been happening over the past number of years and as the community continues to grow, more change is coming. And for Lake Country artists Marlene G. McPherson, those changes motivated her to capture the essence and beauty of the area, specifically the scenery on Spion Kop Mountain McPherson’s new art exhibition Changing Lands, is now on display at the Lake Country Art Gallery. Changing Lands is a collection of acrylic paintings featuring Lake Country’s Spion Kop Mountain recording the natural beauty
and vulnerability of the grasslands, before they disappear to development, while also addressing the everyday changes happening in the lands around us. McPherson began painting Spion Kop Mountain in the year 2000, before realizing the major changes it would see; for example the 1,000-plus residential development underway and the new highway now complete. She focused on the foothills with its natural grasslands and many wild flowers recording the essence of the land. Once she realized how quickly the mountain was going to be changed forever she sped up her efforts and changed her
painting style to include more broken colour, as if to describe the scene as fleeting. All the artworks are painted in a new style McPherson created especially for the series applying acrylic paint loosely with a palette knife. McPherson is known regionally for her 20 plus years of private art instruction to local budding artists of all ages. She teaches through her Winfield studio M.G.M. Easy food for hungry bears in spring is the garbage we leave lying around KEVIN PARNELL Conservation officer Terry Myroniuk has dealt with many problem bears over his nearly 20-years as a conservation officer and in some pretty strange places as well. There was the time, while working in the Vancouver area, he had to fire off a dart to tranquilize a bear at the Metrotown Mall in Burnaby or the time there was a bear to deal with at the PNE in the heart of Vancouver. Now working in the Central Okanagan, Myroniuk says those cases are good examples of how far a bear will go into an urban setting, especially if it has become habituated to finding and eating garbage, left unattended by the public. “Where we do deal with human-bear conflicts or bears that are ha-

Now known as Wildsafe BC, the program received application from 32 communities around B.C. this year and was able to fund 23 of those. “When a community is funded under our program, we do the hiring and the co-ordinator is our employee,” said Wildsafe BC provincial co-ordinator Frank Ritcey. “They have a
training session about reducing human bear conflict. We teach them the biology of the key conflict species we deal with. We provide a tool kit with brochures and printed materials like door hangers. They go back into the community and get the message out to people about managing the attractants and keeping your garbage in until collection day.” In the Central Okanagan, only Peachland applied to be part of the program this year. turned down and offered a partial program but declined to take part and instead will opt to apply for the full coordinator position again next year. “Unfortunately we aren’t able to fund all of the positions,” said Ritcey. “That’s the reality of life. Q: I have a decent job, and I can't complain about my income. Most people over 40 in my family are in dentures, and my teeth are not holding up. Everyone I talk to says it is going to be too much money. Why do you guys charge so much?
A:
Life involves priorities and compromises. Long after I am gone from this earth people will still complain about the cost of dentistry. These same people spend $10 for a tub of popcorn at the movies (raw cost .20 cents), $3.75 for a 20 oz. pop, $1,460 a year for premium coffee made by a 'barista', and $2.95 for a small bottle of tap water because it comes in a fancy plastic bottle. They pay 15% - 28% annual finance charges on furniture purchased 'on sale' with deferred payments for an entire year – so the furniture may be worthless by the time they begin to make time payments on it. In dentistry, we are living in the Golden Age. We can do things that just 20 years ago were impossible. It is possible to actually recreate bone where it was lost, making teeth replacement a reality. We straighten crooked teeth, even in senior citizens. Pain management has become so sophisticated that patients are surprised the treatment is over and marvel at how their anticipated discomfort didn't materialize. Lab built teeth no longer look like 'chiclets', and today's dentists are better trained and equipped than ever before to restore just about anything going on in your mouth.

What should I focus on when my Realtor and I go out to view homes?
First of all, make sure that you have a notebook or file where you can make notes and information on each home you see. Your Realtor will provide you with a fact sheet containing the property information on each home you visit. When you walk through a home, pay attention to details and make notes on the following; note if there are any stains or bulges on the walls or ceilings and watch for crumbling grout around bathroom tile and tub. Check that doors and windows close smoothly and fit snugly and have no loose caulking and drafts. Be aware of the condition of the floors and feel that they are solid with no excessive squeaks or soft spots. Look in closets, behind closed doors, under area rugs for hidden surprises. Think about where you will be able to store tools, gardening equipment, sports equipment, etc. Look for signs of structural damage like cracks in the foundation or soggy areas. Will your furniture fit and where will you place certain items? Most important, you should make notes for yourself on your overall feeling for the property. These notes, and the property’s fact sheet, will help you narrow down your search and will help you make a great home purchase decision!

My car mechanic has to do the same with me every time my car goes in the shop, and I appreciate his honesty. Only then can I make my best decision!

With camping season around the corner, I’m a little worried about contact lens care out in the woods – any tips?
I know from experience that taking care of your contacts with dirty hands and around a smoky fire takes a little more effort than it would around the house. Be assured though that the effort is definitely worth ensuring that you come home with healthy eyes and your vision intact. If you are concerned about things like swimming in your contacts and general hygiene away from the comforts of home, one of my first recommendations is to consider a small supply of daily disposable contacts for your back-country adventures. These lenses are designed for one day of wear and so don’t need to be left in solutions or potentially unclean contact lens cases overnight. Daily disposables are also the only lens option that are safe for swimming. If this doesn’t appeal to you, then there are also overnight extended wear contacts available that are approved to be slept in for a certain number of days, depending on the specifications of the material. The 2015 Federal Budget was passed last week. What changes will affect my family?
1. Tax-Free Savings Account (TFSA) limit increased from $5,500 to $10,000, effective January 1, 2015. This change will allow families to grow more tax free income for retirement rather than focusing on RRSP contributions that will be taxed when withdrawn. 2. Registered Retirement Income Fund (RRIF) minimum annual payments have been reduced for people age 71 or older. This will allow retirees to draw on their RRIF more slowly in retirement and provide tax deferred growth for longer. 3. Employment Insurance (EI) proposes to increase EI Compassionate Care Benefits from six weeks to six months to better support those who care for parents and elderly relatives, as of January 2016. 4. Home Accessibility Tax Credit proposes to allow seniors and persons with disabilities to claim a new nonrefundable tax credit of 15% on a maximum of $10,000 on eligible renovation or home alteration expenditures for the purpose of increasing their access, mobility, function or safety.

While the group wasn’t able to fund all of the requests it received this year, Ritcey says the only way to properly deal with human-animal conflicts is to have all communities on board. “Our goal is to see every community in the province serviced by Wildsafe BC,” he said. “It’s really important that everyone is on the same page. The bears and the deer, they haven’t figured out where the municipal boundaries are. We will make representations again to the regional districts about getting them to join the program and to the government to in-
crease our funding.” When Bear Aware started in 1999, Ritcey says provincial stats showed close to 1,000 bears a year were being destroyed while a typical year in the recent history shows that number closer to 500 animals being destroyed. “A big part of that is that people are starting to get the message about managing their attractants. By the time we get the whole province on board that number will drop even further,” said Ritcey. ••• In 2009, when the Central Okanagan Regional District introduced its automated garbage pickup program, delivering standard bins to its customers and allowing trucks the ability to pick-up without get-
ting out of their vehicle, there was an option available to the public for a bin that locked. That would allow residents who lived in areas with a higher than normal chance of a bear encounter to lock the bin until it was put out on delivery day, when the lock would be released by the resident, allowing for regular pick-up. Problem was, the public wasn’t interested and the up-take on the lockable bins was close to zero. “Initially when we rolled out the carts there was a lot of interest in containers that locked for residents that had historic bear issues,” said Peter Rotheisler, the manager of environmental services for CORD. “We did some research and made some
options available but no one pursued it and the businesses that offered (the locking mechanism) kind of faded away.” Residents would have had to pay more but locking your garbage or storing it in a separate building that locks is the number one way to avoid bear-human conflicts. In the mid 2000s CORD did have a Bear Aware program but it was eliminated and currently CORD doesn’t have a bear-focussed program other than to send out press releases and deal with issues on case by case issue if there is a complaint. “There hasn’t been a lot of interest at the political level to re-institute the (bear aware) SEE BEARS A12

April 6, 1987 - April 8, 2015 Andrew’s smile and contagious laugh will be forever missed. Survived by sons Ethan and Mali, his parent’s Rolf and Juanita, his siblings Kellie (Roland), Niaomi (Brodie), Anna, Matt, his nephew William and niece Lexie. Andrew had a special place in his heart for his confidant and friend Uncle Kel (Ellen). He will be missed dearly by all of his Swiss and Canadian relatives. Till we meet again. Celebration of Life will be held on May 2 at 2 pm at the WInfield Community Church - 9460 Glenmore Rd, Winfield BC.

BOLTON, HOWARD STANLEY Long-time resident of Lake Country, BC, passed away peacefully on April 26, 2015. Howard was born in Calgary, AB on June 24, 1929. He met Anne Catherine Michel in Vancouver, BC, where he was serving as an RCMP officer. They married on December 10, 1951, and Howard became a member of the Vancouver City Police. After leaving the Vancouver Police force, Howard and Anne farmed in Stoughton, Saskatchewan, before making a permanent move to Winfield, BC. Howard and Anne were active members of the business community in Winfield for many years. They owned and operated Woodsdale General Store and Spartan Dry Cleaners. Howard was a member of the Winfield Lions Club, and was involved in many community improvement projects. He is survived by his son, Jerry, and daughter-in-law Louise; four grandchildren: Jon (Krista), Adam, Stephanie (Nicolas), and Laura; five great-grandchildren; and brother Jim (Anne). A graveside service will take place on Thursday, April 30, 2015 at Lakeview Memorial Gardens at 1:00 pm. Howard’s family wishes to thank the staff of Brandt’s Creek Mews and Dr. Penney for their care and many kindnesses to Howard. The Building Inspector II is responsible for directing compliance with the B.C. Building and Plumbing Codes & District Bylaws, by examining and checking construction and site plans, conducting field inspections, and meeting with members of the public for the purpose of promoting good construction and development in the District of Lake Country.
