Four rabbits and a poodle were euthanized following an animal seizure by the B.C. SPCA on Friday. Charges of animal cruelty are being recommended after 50 rabbits and a small poodle were found in bad condition on a south Nanaimo property following a tip. The rabbits were being kept in confined quarters with inadequate food and water. The owners told the SPCA the rabbits were being raised for meat and show. “The rabbits were kept in small wire cages that were corroded from urine, so they were rusty,” said Tina Heary, B.C. SPCA senior animal protection officer. “There was an excessive buildup of uncollected manure, so cages were filthy. “Some were without water, without food, there were some with health-related needs, lack of ventilation – there was a myriad of problems.” The dog was in very poor condition and in dire need of veterinary treatment, according to Heary. “The constable had assessed the dog as having severe dental disease – very rotten, broken teeth – and a spinal condition and luxating patellas ... the knees were popping out of the joints,” Heary said. The remaining rabbits are up for adoption, but Heary cautions that those adopting should know what they’re getting into. “Regardless of the species, when you have animals, you have to ensure that you have the time and the resources and the knowledge to properly care for them ... the legal

One-per cent tax hike receives initial council approval BY TAMARA CUNNINGHAM THE NEWS BULLETIN
Residents can expect a one-per cent tax hike after councillors reluctantly took the first steps toward approving a new financial plan. Nanaimo council passed the first three readings of a five-year financial plan and tax rates bylaw on Monday, increasing the bill for a $350,000 home by just over $44. The decision wasn’t without hesitation. At least one city councillor wanted to see lower taxes, while others had concerns about budget cuts. Council axed $744,000 out of the 2015 budget earlier this year to shave 0.8 per cent off the budget, including dollars set aside for five new RCMP members. A new Hammond Bay fire hall has also been delayed until after a core review. Coun. Diane Brennan, who gave “reluctant” and “lukewarm” support to the budget, called measures taken by council extreme and without adequate consideration given to what the decisions mean now and in the future. “We’ve delayed the fire hall one more time. This is the fifth year. We have not added to the RCMP when we know some of the challenges that are faced there. We have reduced staff training at a time when we need our staff to be up to speed on whatever we throw at them and … we are delaying reports,” she said. “Just a number of things that we’ve done that I would call extreme measures and not a kind of measured response to what we’re faced with.” Brennan also said she can’t imagine a core services review will be an easy task, because it will push council into more extreme measures which she finds lamentable. Councillors Jerry Hong and Wendy Pratt also reluctantly approved this year’s budget. Hong wanted a zero-per cent tax hike and no reductions to the RCMP, while Pratt wished the increase remained at 1.8 per cent and felt time spent on finding ways to cut the budget was “misplaced” when council should be focusing on a core review.

Storm Mountain Development Corp. could double back on long-term plans and a memorandum of understanding for the Lantzville Foothills Estates, according to Mark Holland, vice-president of development. Storm Mountain Development showcased plans for the 744-hectare Foothills Estates during an open house and town hall meeting Tuesday. More than 170 people turned out to view plans for the mega housing project, share concerns and provide feedback. For some residents, it was the first time they were able to look at diagrams, maps and information that flesh out the project. Storm Mountain only took over the property last year, announcing it was ready to dust off the plans for the Foothills Estates. It also signed a memorandum of understanding with the former District of Lantzville council. On Tuesday, the company shared that it’s found enough water to support the
first development phase of 112 units and hopes to get started as soon as possible. It will also search for additional water this year, refresh roads for emergency vehicles and set up a community task force to help manage recreational use of the Foothills. According to Holland, although the company hopes to have a new phased development agreement, it won’t affect the first chapter of the development because it’s “essentially already roughed in.” But the company does want to take a look at a new development agreement and memorandum of understanding with the community and that will take time, he said. “If we’re going to change the old plan let’s do this through a proper community planning process with the appropriate studies and let’s come up with a much more updated plan for a new zoning, new [official community plan] amendment ... that meets the community’s needs and the developer’s needs better than the currently proposed MOU would,” he said, adding the document was negotiated in camera without public consultation under a different council. She also said she likes that the homes are more affordable. “By reducing the sizes and bringing in a diversification that means our children have a chance of getting a home there where the other [plan], they didn’t…” Erickson said. “You can’t preserve your community without young people and young people can’t afford $400,000 properties and a million dollar home.” The company aims to submit development and building permit applications next year. Gord Fuller said he thought council did a great job with reductions and had no problem with the budget this year, knowing a core review is coming. The bylaws passed 8-1, with Coun. Bill Bestwick opposed. He was unavailable to speak about his vote before press time Wednesday. This year’s tax hike adds to water, sewer and garbage rates for a total $44.22 increase for a $350,000 home. Final adoption of the budget happens May 4.

City pitches third dam idea A third solution for the Colliery dams has been pitched to B.C.’s comptroller of water rights. Nanaimo city representatives met with comptroller Glen Davidson in a closed meeting yesterday to talk about an alternative remediation option for the dams. City council agreed last week to request a stay against a provincial order for the dams and file an appeal with the Environmental Appeal Board. They also opted to send the Dam Safety Section a beautification and dam-hardening concept by design firm GSI. The work is estimated to cost less than $3 million. Budget discussions will take place in the coming weeks and finalized in early May. The deadline to submit to the province is June 30.

A viable budget is one of the priorities for Nanaimo school district’s new superintendent and CEO John Blain. The district announced last Thursday that Blain, acting and deputy superintendent, has been appointed superintendent and CEO, replacing David Hutchinson, who stepped down in January. “In our district we still have the technical pieces that we need to deal with, which are schools, older schools, the geographical obstacles sometimes for where our students go to school and the age and condition of our facilities,” he said. “In order to have a sustainable budget, we also need to get our facilities issues into something that is reasonable and influences the budget positively and not negatively.” He said the facilities plan has a direct influence on the school district’s budget and until that is addressed, there will be difficulties in balancing the budget. “Whether or not that is redistributing students in a way that is positive both for students and facilities in a budget or whether it is school closures or whether it is looking at new initia-

Until we get that under control, in
my opinion, we’ll continue to have financial and budgetary issues,” said Blain. With the school board expected to vote to re-open the school in Cedar as a high school for 2016, Blain said his focus will be on the next steps, to create the best learning opportunities for students in Cedar. “How does that fit into the entire district with the

ultimate goal of becoming sustainable in our budget and positive facilities for students to learn in?” Blain asked. “We can make those adjustments and changes. Our district doesn’t revolve around one school. It is a combination of schools collaboratively working together with some common goals ... learning and improved learning for students. One of the sub-goals with that is to maintain a sustainable budget,” he said. With a background in education, Blain first came to the district in 1997 and was principal of Dover Bay Secondary School. Previously, he played professional football. He won a Grey Cup and was a CFL all-star as a member of the B.C. Lions. He says former Lions head coaches Don Matthews and Vic Rapp were influences. Rapp was about discipline and structure, while Matthews looked at things creatively and was a problem solver. What they taught was hard work, the ability to critique yourself and the aim of continuous improvement. You can’t dwell on your mistakes, said Blain. “You work for improvement, you hone your skills, you fine tune [them], you use a battery of skills and it’s not just your physical skills, it’s your mental skills and your logic ... your willingness to try and understand different ways of doing things,” he said. reporter@nanaimobulletin.com

City budgeting being put off
City council took a wait-and-see approach to this year’s budget, which means that taxpayers, must wait and see, too. Council passed the first three readings of its five-year financial plan this week and homeowners can expect a one-per cent property tax increase. It’s not as high as the 1.8-per cent hike originally calculated, but it’s not as low as the zero rate change that politicians talked about on the campaign trail last fall. We do think that the last election produced some fresh thinking. New councillors, unencumbered by cynicism and status quo thinking, tried to pursue some of the ideals that they had wanted to bring to the table when elected. Unfortunately, this budget doesn’t include enough of those bright ideas. At the end of January, city staff proposed measures to cut $744,000 from the budget to get the tax increase down to one per cent. More than two and a half months later, that’s precisely the budget that passed three readings. It suggests that not a whole lot was accomplished in the budgeting process between then and now. Councillors had the opportunity to look over the documents line by line, and yet they came up with the same bottom line. This council received a mandate to conduct a core review and that’s what will happen, but in the meantime, that core review has seemed to preclude productive budgeting. It was too easy, these past months, for councillors to put off decision making. A core review has potential to move and shake a municipality from its torpor and if not help cut property taxes, then at least ensure those taxes are put to better use. But it’s not the be-all and end-all, and so it shouldn’t have been the last word in this year’s budget talks. Though the financial plan passed almost unanimously, city councillors aren’t exactly giving it rave reviews. Some feel the cuts went too far, another, not far enough. If none are happy, it’s an indication, at least, that they struck a reasonable balance. Vinyl revival Upcoming show reflects the rising popularity with vinyl records

When vinyl lovers Jack Tieleman and Dave Read decided to organize a record show, they assumed the hardest part would be finding interested sellers. “I thought we would have a hard enough of a time getting vendors,” said Tieleman. Instead of struggling to attract vendors, the exact opposite happened. “The vendors [tables] sold out within a week,” Tieleman
said. “I’ve got a wait list.” On Sunday (April 26) more than a dozen such vendors will gather at Royal Canadian Legion Branch 10 in Harewood for the first annual Nanaimo Record Show. “We have people from Victoria, Ladysmith and Powell River,” Tieleman said. “It is very exciting time and there is such an interest in vinyl records and related stuff.” Among the vendors at the show are Nanaimo’s Fascinating Rhythm, the China Steps Emporium, Lance Rock
Records and the Vinyl Record Guru. There will also be a few vendors from out of town, including Roxy Records of Powell River and Victoria’s Supreme Echo. Event organizers Tieleman and Read have both been involved with vinyl records for years. Read is the owner of the Vinyl Record Guru, a vinyl press company, while Tieleman is the owner of Lance Rock Records and the former owner of Black Ball, a record store that was on Fitzwilliam

Respected poet Culley dies Poet, photographer and longtime Harbour City resident Peter Culley has died at the age of 56. Culley died from a heart attack at his home in South Wellington on April 10. Culley was born in Sudbury, Ont., and moved to Nanaimo in 1972. He is best known for his books, Hammertown, The Age of Briggs & Stratton and To The Dogs. Culley was also well regarded for his photography work, which often featured his beloved dog Shasta. The longtime Nanaimo resident was scheduled to give a reading at the Cascadia Poetry Festival. The festival will hold a tribute to Culley on May 1 at 7:30 p.m. at Vancouver Island University, room 203, building 355. According to Statista, an American statistical website, vinyl sales in the United States rose from roughly one million in 2007 to six million in 2013. “There is demand for records that we have not seen for a long time,” Tieleman said. Tieleman said the last time Nanaimo had a record show was about 20 years ago, when vinyl was almost dead and only three vendors showed up. “Vinyl has survived the purges of the 1990s when the major record labels tried to get rid of them and tried to go to CDs and cassettes.” According to Nielsen, a global information and insight company, more than 400,000 vinyl records were sold in Canada between December 2013 and December 2014. Paul Tuch, director of Canadian operations for Nielsen’s entertainment division, said vinyl record sales for 2015 are on the rise. “In Canada for the 16 weeks of the year, vinyl albums are up 57 per cent over the same period as 2014,” he said. Tuch explained that one of the reasons for the increase of vinyl sales is that more people are looking for better sound quality. “I think that there are people … who like the analog sound more than the digital sound. Especially now that so much music is consumed through MP3 devices or other devices and through

small headphones that aren’t exactly the best quality in the world,” Tuch said. “People who want the best experience feel that they can get it through vinyl.” Tieleman believes another reason for the increase is due to the sense of ownership that comes with vinyl records. “With records, they are a piece of art for one thing,” Tieleman
said. “They need care. No one has ever scratched an MP3.” Tieleman, who has been to plenty of other record shows in recent years, said it is not just older people buying vinyl records, but younger people as well. “There are guys shopping with their dads or gals shopping with their dads and that sort of thing,” Tieleman said. “It is a fun thing to collect. Not only is it a collectable thing but it is practical thing where you can listen to it.” In fact, many modern ar tists, such as Taylor Swift, are releasing albums on vinyl, which according to Tuch is part of the reason for the continuing rise in sales. “The availably of more new releases and more classic releases has defi-
nitely helped the popularity increase,” Tuch said.“There are more new releases that are coming out on vinyl.” Tieleman is already planning the second annual Nanaimo Record Show and said vinyl is beginning to speak to people once again. “When the needle hits the dead wax and then hits the song you have a little bit of a crackle before and it is that anticipation and it obviously speaks to people because we see people buying records all the time,” Tieleman said. Bigger Fiat has style, substance

Winding down an exceptionally sinuous road near Malibu in Southern California, I can’t help but think to myself, “Wow, Fiat was pretty brazen in putting their new, small crossover on such technical roads.” Switchback after switchback, the turns just keep coming at me. The road was narrow; barely accommodating another motorist, who decided to ascend such a route, so you need to be at the top of your game. So does the vehicle. But as I weave the all-new 500X through these bends and twists that move faster than a slithering snake ready to pounce on its prey, I also think this vehicle is doing really well. Steering is weighted to give the driver good feedback. There’s also a sport mode that can be accessed through the dynamic selector system (depending on the trim opted for), to give you a little more oomph in those kinds of conditions.
For situations where you want more traction, there’s a traction plus mode, too. Talking of trim selection, there are five to choose from. Then you can choose between two engines. The first is a 1.4-litre, turbocharged, MultiAir that has 160 horsepower and 184 lb-ft of torque. The optional of the two engines is the 2.4L, Tigershark (love that name) MultiAir with 180 horsepower and 175 lb-ft of torque. The six-speed manual transmission only comes with the 1.4L engine and the front-wheel drive configuration. Meaning, if you opt for the bigger 2.4L, then you’re going to get a nine-speed automatic. However, you can get the 2.4L engine either with front or all-wheel drive. Another set of choices for you. Fun fact, it’s the first Fiat to be designed globally and the first Fiat to have all-wheel drive. Here are even more numbers for you: there are eight wheel choices, 12 exterior hues, and five interior colours. I had the opportunity to try both engines in the 500X. The 2.4L definitely feels better suited to the size of the vehicle.

Fiat comes super-sized in the 500X. The X accommodates up to five passengers and offers 524L of cargo room behind the second row seats. Legroom in the back is decent, especially for its small crossover designation. The 1.4L with the manual isn’t bad, but you can feel the engine working overtime to get up steeper inclines. Though I still love it because it’s a manual! The drawback, some might encounter, with the ninespeed auto is that there are many gears it has to choose from, so it likes to shift. To placate that characteristic, simply put it in Sport mode. BEEF To the people who let their dogs foul it up. BOUQUET To the Nanaimo Yacht Club for the awesome Easter egg hunt on Newcastle Island. Kids had a blast and hope it will happen again next year. BEEF To the parents of the girl who let her keep the spirit-wear hoodie she ‘found.’ My daughter’s friends watched her take it. It has my daughter’s name on the arm. BOUQUET To emergency and hospital staff for your exemplary care of our father. Your team’s care, courtesy, compassion and thoughtfulness with competence, all imbued with humanity and humility, made Dad’s last days as pleasant as possible. BEEF To the two drivers behind me while I waited for a green light coming off Extension Road onto the highway. You split up and passed on either side of me while the light was red. You don’t make my car payments or buy my gas so don’t tell me how to drive. BOUQUET To Nanaimo North Town Centre for providing the space to produce and display the 2015 Festival of Banners. Nowhere else can we see all the creations in full colour in one large space.
BEEF To traffic control at the corner of Townsite and Terminal Avenue. Cars are in the turn lanes on Townsite in both directions and cars are in the other lane. No traffic is coming on Terminal, yet the light still takes forever to change. BOUQUET To the Caledonia Life Labs gal who made getting tests with a complicated test kit no problem. She found a solution immediately and did so with a nice smile. BEEF To the prime minister for suggesting Canadians should arm themselves for protection at a time when his government is setting an example of international warmongering. This government is setting society backward when we can and should be moving toward peace. BOUQUET To Pier 97 from the Dads In Charge of Kicks Sunday morning breakfast club. We appreciate your kindness dealing with all the kids and the fathers, too. BEEF To the person who runs the mobile home park. Tenants’ private life is not your business. You need to learn how to keep your nose out of other people’s lives. BOUQUET to the very kind lady in the drivethru at Dairy Queen in February. You paid $15.75 for my box of buster bars. That was a huge purchase and your kindness still has me smiling. I loved your gesture so much that I now randomly do it as well.

Marion passed away peacefully Sunday, April 19, 2015 at Nanaimo Regional General Hospital at 86 years of age. Born September 26, 1928 in Palo Alto, California, she resided for many years in Campbell River and Nanaimo. She is survived by seven daughters, Christine, Patty, Joan, Jane, Cathy, Susan, and Mary Anne; four sons, Gerald, Richard, Michael, and Timothy; as well as many grandchildren and great grandchildren. A celebration of Berniceâ&#x20AC;&#x2122;s life will be held on Sunday, April 26 between 1:00 and 4:00pm at the family home on Eberts Street in Nanaimo. Peffers, Sandra Nanette July 7, 1930 - April 16, 2015 With deepest sadness we announce the passing of our dear wife, mother, grandmother and great grandmother , Sandra Nanette Peffers on Apr. 16th 2015 at the age of 84 in Nanaimo B.C. Sandra was born July 7th, 1930 to Nicolas and Nancy Brodyk, the family moved to Nanaimo when Sandra was 12 years old and this is where they made their home. In 1953 she married David Dunn Peffers and together they raised their 3 daughters. Sandra was predeceased by her parents, her 3 sisters Lena, Mary and Ann and her brother Steve. Sandra is survived by her loving husband of 61 years, David, her daughters Karen and Jeff Ranger, Michele Munroe (Greg Paterson), Cindy Peffers (Kent Lornson), her 3 grandchildren Jeffrey Ranger (Krista), Scott Ranger (Jillian) and Amanda Munroe (Scott Lissa) and her pride and joy 4 great grandchildren Haley and Madison Ranger,and McKenzie and Sutton Ranger and many nieces and nephews. Sandraâ&#x20AC;&#x2122;s life was her family and we will miss her so very much. Love You, Mom. BISHOP - Elwood â&#x20AC;&#x153;Woodyâ&#x20AC;? Dad passed away peacefully April 12, 2015 at Dwelling Place, in his 90th year. He was born August 26, 1924 to George and Margaret Bishop in Victoria B.C. He is predeceased by his parents, brother Anthony, and grandson Brian Bishop. He is survived by his wife of 70 years, Mary â&#x20AC;&#x153;Marieâ&#x20AC;? Bishop. He also leaves behind his three sons, Steve (Sandra), Larry (Gwen) and Alan (Sharon). Dad had 7 grandchildren and 9 great grandchildren. Dad served in WW11 as an Aero Mechanic station in Canada. He was a proud member of Branch #10 Legion Nanaimo. He loved music and for years was the base drummer for the Nanaimo Scottish Pipe Band. Dad spent his working life as a travelling salesman covering Nanaimo and the North Island for over 30 years. He was a proud member of the Associated Canadian Travellers (ACT) and had many enduring friendships during these years. In retirement, Dad loved the water and he and Mom spent many happy years on their boat â&#x20AC;&#x153;Sophieâ&#x20AC;? exploring the east coast of Vancouver Island. Dad was actively involved with the Nanaimo Yacht Club and Nanaimo Power Squadron, where he was a proctor for many years. Dad also enjoyed salmon fishing with the Whitecaps Fishing Club from their float cabin in Barkley Sound. The family would like to give a heartfelt thanks to the staff at Dwelling Place for their compassion in dealing with Dadâ&#x20AC;&#x2122;s last days and the ongoing care of Mom. We are also grateful for Dr. Janse van Rensburg kind attention. No service by request. A private family gathering will be held at a later date. Flowers are gratefully declined. The senior B Nanaimo Timbermen are ready for the start of lacrosse season. So ready, in fact, that they think they can turn it into an advantage. The T-men traditionally pile up wins early in West Coast Senior Lacrosse Association play. Their fast starts have become so reliable that general manager Shawn Swanson purposely pushed for lots of games for his team right away, including three in four nights to begin the 2015 season. “With us having strong starts, I was willing to do that at the start,” the GM said. “You don’t have as many injuries and stuff like that, so I figure we’ll have full, good rosters for all those games.” The team tends to return core guys at all positions, which means it’s never really rebuilding compared to other teams around the league. Jon Diplock, team captain, said with the talent on the squad, guys only know how to play at a high level. “It’s just the expectations that we’ve held on each other and ourselves…” he said. “We’re all capable. We all know how to play lacrosse, so it’s just a matter of coming out here and doing our job, and we expect that from the start.” The senior B Timbermen have shown signs that they’re going to be a committed group in 2015. It’s a tough place to play and the Pioneers are a longtime rival, but the T-men intend to go and take two points, Swanson said. Mike Maughan, coach of the senior B squad, said it will just be a matter of being prepared mentally and physically. “We’re looking forward to going over there and getting the year off on a good note and let them know we’ll be a strong team,” he said. “And hopefully they’re not

Junior A Timbermen get started The junior A Nanaimo Timbermen will start finding out how their rebuild is working. The city’s B.C. Junior A Lacrosse League club begins its regular season this Sunday (April 26) on the road against the Coquitlam Adanacs. The team has a new coach this year, Kyle Couling, and the core will be a little different after the graduation of some key players. “We are improving every effort, so that’s good,” said Couling. Up front, Brett Hawrys and Dane Sorensen will be back, but both are still away at college. In the meantime, the T-men will look to Alec Molander, Connor Leies and others to be offensive contributors. Tyson Leies, former coach of the junior A T-men, is an assistant this season. “[Our players] are really getting his pickand-roll style,” Couling said. “They’re getting pretty smooth.” Defensively, the T-men will play a pressure game with back-side help. “We’ve got a few big bodies back there that can punish and we definitely want to keep teams to the perimeter, but I think more, we’re going to be looking for turnovers and pressure and transition,” Couling said. New goalie Jarryd Jensen, from Newmarket, Ont., is expected to be “one of the best stoppers in the league,” the coach said. GAME ON … The team’s home opener is May 2 versus the Delta Islanders at 4:30 p.m. at the Nanaimo Ice Centre.

The Nanaimo Pirates will test the depth of their team with a four-game series this weekend. The Hub City Paving Pirates host the Okanagan Athletics in a four-game set Saturday and Sunday (April 25-26) at Serauxmen Stadium. It will be a stiff test for Nanaimo (3-3), as Kelowna (6-2) has gotten off to a strong start and has scored 10 or more runs three times already this season. Masters making a splash Athletes swam a lot of laps to get to the masters championships, and so they should be in fine form for this week’s big meet. The Masters Swim Association of B.C. Provincial Championships, hosted by the Nanaimo Ebbtides, will be held Friday to Sunday (April 24-26) at the Nanaimo Aquatic Centre. “Our organizing committee …has done a great job and the club is very excited about the opportunity to host this big event,” said acting meet manager Nancy Ryan in a press release. White Rapids hop in the pool This coming weekend, another popular Nanaimo sports organization is holding registration for the spring and summer season ahead. The Nanaimo White Rapids Swim Club was formed back in 1966. During the many years since then the club has consistently lived up to its mission statement to foster “social and skill development focusing on each athlete’s personal best, in a safe and fun community-based program.” Most of the club’s swimming happens outdoors, as the club uses the Bowen Park Kin Pool which it operates in a co-management arrangement with the City of Nanaimo. This year’s summer swim season officially begins on May 4 and runs through to mid-August. Along the way there is a full schedule of fun and competitive meets in addition to regular practice times. Annual highlights of the season are the club’s annual Blue and White Meet set for May 23 and the Nanaimo White Rap-

The registration fee structure is $340 for the first swimmer from a family, $300 for a second family member and a $25 discount for each additional sibling. This year, registration can also be done online. The White Rapids also organize public swim times and private rentals of the outdoor pool. As well, sessions of Mini Rapids swim lessons will be offered during July and August. Sets of beginner, junior, intermediate and senior lessons will be available, with registration for those to begin on June 7. The intermediate A Nanaimo Timbermen take their first steps in a new season as they play their home opener this weekend. New coach Pat O’Dwyer told the News Bulletin last month that this year’s roster has a mix of solid returnees and promising newcomers and he expects a strong season. “It’s a very high-level lacrosse, and it’s when those players take the minor step into the senior world,” O’Dwyer said. “I’m really looking forward to coaching this group of kids. It’s exciting.” The team begins the B.C. Intermediate Lacrosse League season against the Burnaby Lakers on Saturday (April 25) at 1:30 p.m. at the Nanaimo Ice Centre.
