Fire suspect faces nine charges from incidents BY CHRIS BUSH & KARL YU THE NEWS BULLETIN
Police in Nanaimo have a man in custody who is suspected of setting several fires and threatening people with a knife Thursday morning. Nanaimo Fire Rescue responded to the first of a series of small fires set in some construction debris on the 600 block of Nicol Street shortly before 7 a.m. “A passerby had already put that out with an extinguisher by the time crews got there,” said Capt. Ennis Mond, Nanaimo Fire Rescue fire prevention officer. But in the immediate area firefighters also discovered debris in a shopping cart had been set alight in an empty lot and pine shrubbery was
burned on city property near the Nicol and Robins streets intersection and near the Days Inn about a block away. Two other fires, one also near the Days Inn, reported shortly after 8 a.m., and a fire under the porch of a house at the corner of Finlayson Street and Victoria Road at about 9:30 a.m. were also investigated to determine if they were maliciously set or if they were intended as fires for warmth set by homeless people. Three of the seven fires were set underneath the same dwelling in the 700 block of Nicol Street, but were extinguished by firefighters before significant damage was caused. Firefighters were wrapping up after the Finlayson fire when the same suspect ran into a commercial building
at 55 Victoria Rd. and threatened employees with a knife, but apparently was not targeting anyone or any business, according to a Nanaimo RCMP press release. Police already near the scene rushed into the building, but the suspect fled and ran down Victoria Road toward downtown. He was arrested shortly after 10 a.m. in Port Place Shopping Centre. Martin Arthur Taylor, 54, has been charged with three counts of arson damaging property, three counts of uttering threats to cause death or bodily harm, one count of possessing a weapon for dangerous purpose and two counts of mischief $5,000 or under. Taylor appeared in court Friday. editor@nanaimobulletin.com
After just 14 months of operations, Seattle-based Kenmore Air is suspending regular scheduled flight service to Nanaimo Airport. Craig O’Neill, Kenmore Air director of flight operations, said the service will cease on May 4, ending the company’s first attempt at land-based aircraft service to Vancouver Island. “We have reached the decision, with a lot of reluctance, to discontinue the service,” O’Neill said. “We’ve tried it for over a year and just have not seen growth to any kind of passenger count that we would need to consider it economically viable for us to keep going.” The company started operations from Nanaimo Airport on March 3, 2014, with two flights a day, seven days a week, to Boeing Field in Seattle, with nine-passenger aircraft, but was never able to generate enough business to maintain that schedule and cut back to two flights Monday and Friday with one flight on Wednesday. Attempts to find a sustainable schedule never produced the needed passenger numbers to keep the service aloft. O’Neill cited the difference
between Canadian and U.S. currency values as a final blow to the service, but also mentioned it never drew the numbers of leisure travellers hoped for. “We do feel the people who went on it found it worthwhile and really enjoyed it, but they were mainly business travellers,” O’Neill said. Kenmore Air will continue to offer charter flights from Nanaimo Airport and its seasonal floatplane service from Nanaimo Harbour, which runs from May until September. O’Neill said Nanaimo Airport has been a good business partner. “They have been fantastic partners and really turned over every stone with us to try and make it work. We’re very sorry it didn’t pan out.” Mike Hooper, Nanaimo Airport president and CEO, said the loss of Kenmore’s regular flights is not all bad news. “We’re going to continue to work with Kenmore on their charter services,” Hooper said. He added that Kenmore’s seaplane flights to Seattle will enhance air carrier service in the region along with additional Air Canada flights to Vancouver and Calgary starting May 1. “In terms of air transportation in the area, there’s going to be a considerable increase in options people can catch, whether it’s into the States with Kenmore because they’re going to add flights, or if it’s into Vancouver or Alberta. It’s all increasing,” Hooper said. photos@nanaimobulletin.com

Trustees approve re-opening Cedar
I
high School set to open doors for 2016-17 year. By Karl yu The News BulleTiN
The Nanaimo district school board has given the green light for the re-opening of Cedar secondary school in time for the 2016 school year. The school was closed in 2014 and slated to be converted to an elementary school as part of the 10-year facilities for learning plan. Trustees Jamie Brennan, Bill Robinson and Tania Brzovic were the dissenting votes. A motion instructing staff
to review and provide framework for a revised facilities plan by June 30 was proposed by trustee Jeff Solomon and also approved. Brzovic said she wanted to support the motion, but concerns with the “2016 piece” and establishing a Grade 8-12 configuration made it impossible for her to support it. She said the board was doing things backwards. “If it were more broadly open, if you wanted to get the building ready, so it could be open in 2016 and then we did work of [Solomon’s motion] then we could have a more wholesome conversation of what the facilities plan would then look like. I can’t vote on one piece to change the facili-
ties plan without seeing the whole picture,” said Brzovic. Stephanie Higginson, board vice-chairwoman, said the grade makeup wasn’t set in stone. “The grade configuration that you mentioned, I view that as a guideline for the staff to investigate ... We don’t know what the best configuration is so we’re leaving it wide open for them to come and tell us what the best configuration is within these parameters,” said Higginson. A business committee recommendation to provide busing for Cinnabar and Cedararea students to Ladysmith Secondary School for 2015-16 was also approved.

Councillors call revamped hotel proposal ‘win-win’ By Tamara Cunningham The News BulleTiN
An alternative deal that will see Hilton hotel developers invest $1.5 million into changes at Georgia Park is a win-win, Nanaimo city councillors say. Council gave the go-ahead at an open meeting last week for an expanded statutory right-of-way agreement for the developers of the Hilton hotel. It also scrapped approvalin-principle for a park lease developers no longer need. Insight Holdings Ltd., which is looking to create a multimillion-dollar skyscraper hotel, proposed leasing 28 per cent
of Georgia Park last year for a loading dock, restaurant patio and staircase. It’s since tweaked plans after “considerable opposition” to the leasing of the parkland. Now the city and developers will work on an agreement that will include park improvements as part of a public thoroughfare through the hotel to the waterfront promenade. Insight Holdings will invest the same $1.5 million into amenities as it would have under a lease and will be responsible for maintenance, but improvements will belong to the city. Additions will also take up 10 per cent less park than an earlier proposal.
“This is really good news,” said Coun. Ian Thorpe. “It works that the city maintains control of the park, we get improvements made to the park, we get maintained access to the waterfront for our citizens. It seems like a win-win for me.” He isn’t the only politician who likes the change. Coun. Wendy Pratt also called it a win-win and said she’s pleased developers heard the concerns of the community and hopes the hotel goes ahead. “I think it’ll be a huge improvement to our waterfront,” she said.

Burn survivors no longer have to travel to the Lower Mainland to share experiences with other survivors. The B.C. Professional Fire Fighters’ Burn Fund has expanded its adult burn survivors support program to the Island. “We are now reaching out to burn survivors who have not had access to a program of this nature, which is both empowering as well as supporting,” said Anne Coombs, director of The Future is Mine program. The program provides those support contacts through social events, activities and meetings specifically for adult burn survivors who often suffer from post traumatic stress disorder and must heal at their own pace. Inbrief Third dam option debated city scene
Golf club locks out employees The Nanaimo Golf Club has locked out 24 food and beverage employees after being served a strike notice last week. Club management locked out its chef, as well as bartenders, cooks, servers, dishwashers and janitors Friday afternoon in response to a strike notice served by Unite Here Local 40. The clubhouse and bar remain open but food services are limited. Ash Chadha, general manager of the golf club, said the strike notice allowed employees to walk off the job at any given time, which would cause significant disruption to member services and events. He added the club wants to get back to the bargaining table and has proposed mediation. Union negotiator Shelly Ervin, however, says she has not heard from the club to resume bargaining. She also said that while the union would agree to mediation, the club needs to take concessions off the table, such as pay reduction to entry-level employees.

WatEr comptrollEr says he will consider overtopping option. By Tamara Cunningham THE NEwS BULLETiN
The City of Nanaimo will make the case for changes to a provincial order on the Colliery dams after a meeting with the B.C. comptroller of water rights. Nanaimo council agreed at a special meeting Wednesday to move ahead with a stay and an appeal to the Environmental Appeal Board to allow additional time to investigate a third damhardening remediation option for the dams. The city will also prepare a written proposal for amendments to the province’s order that would include an overtopping solution and 30-day timeline extensions after the comptroller of water rights advised that he’d consider the request. “We are finally starting to take some huge leaps forward,” said Mayor Bill McKay. “If this is an option that people will understand, accept and will allow us to go on with our work to do what we’re required to by dam safety, that’s great. The last thing in
the world you want to do is find yourself going and doing another option, for example the spillway, and having people chaining themselves to trees and bulldozers because they don’t want that to go through.” The province slapped the city with a formal order to remediate the Colliery dams earlier this month, giving it two potential options to address potential safety hazards and timelines to do the work. The city will now pursue amendments to the order at the same time it works on a stay and an appeal. Council was unanimous on its decision to move ahead with the measures, although Coun. Diane Brennan expressed reluctance and pointed out that considerable money will be invested in making the submission to the comptroller. “I have reservations about continuing to spend taxpayers’ money with no guarantees that it will have an effect, but I am willing to have this third option on the table so that we can say that we did in fact explore all of the options,” she said. A staff report detailing the third overtopping option was slated to go to council on Monday. news@nanaimobulletin.com

EvENT SET for anniversary of shooting. By Karl yu The News BulleTiN
The one-year anniversary of the Nanaimo’s Western Forest Products mill shooting is Thursday (April 28) and one victim’s family continues its push to raise awareness about workplace violence. The Red Shirt Foundation, formed by family and friends of Michael Lunn and named after his love of red T-shirts, is holding a fundraising walk at Swy-alana Lagoon on the anniversary. Marlene Lunn, Michael’s widow, said people can show up any time

between 5:30-8:30 p.m. “Basically what we’d like to see is you wearing a red T-shirt and we’ll be selling them for a donation of $15,” she said. According to Lynn Jacques, chairwoman, the founda-
tion has achieved status as a non-profit organization and is working on charitable status recognition, which she said takes longer, as it is through the federal government. As for the family members, they have
been coming to terms with the loss. “We have our good days and our bad days, we have our showers and tsunamis, but we’re a pretty strong family and [daughter and fellow foundation director] Marcy and I are pretty strong together and we’re moving forward, just doing something positive. It certainly helps us to deal with our grief,” said Marlene. She said the family of Fred McEachern, who also lost his life, will be hosting a golf tournament that day as well. Police seek info on suspected purse snatcher A culprit’s intended victim put up more of a fight than he bargained for during a purse snatching attempt in Harewood Friday. The incident happened near Foster Street and Bruce Avenue at about 4 p.m. when a suspect tried to grab a 20-year-old woman’s
purse. When she put up a fight the suspect pulled down her pants to distract her and get away. The suspect is described as Caucasian, 5-foot-11, 140 pounds, long dirty blond hair in a pony tail. Please call Nanaimo RCMP at 250-754-2345.

Beware budget in election year The federal Conservatives put forth their budget last week, and few politics watchers were surprised by what it contained. Many of the promises and appropriations contained therein were spelled out well before the budget hit the floor of Parliament. While every budget can (and should) be seen as a campaign document – in that being responsible for the public’s financial contributions to our society is a government’s main role – we should be wary of budgets that directly precede elections. While there are things in this budget which will benefit people’s finances, many of the promises are dependent on the Conservatives’ re-election, making the budget more of a campaign platform. An example is the additional money being made available to cities to improve transit infrastructure, beginning in 2017. A lower tax rate on small businesses will drop further by 2019, Finance Minister Joe Oliver said in his speech, assuming his party is re-elected. Similarly, the Conservatives have introduced a 10-year investment incentive to help the manufacturing sector, as long as they are still around to continue the plan. It might have been nice to see some commitment from the federal government in terms of diversifying our energy sector, so we’re not relying so heavily on the price of oil to drive our economy. The federal government’s coffers are so heavily dependent on contributions from the oil and gas sector that dropping oil prices demanded a recalculation of the entire structure of the budget, delaying its release, in fact. Then again, diversifying might not play well with the Conservative base. And that’s what this budget is. It’s the government saying, “If you like these things, make sure you do your part to help us get re-elected.” It’s not a budget, really. It’s more of a campaign speech. That’s astounding, considering mass production and widespread use of synthetic, mostly petroleum-based plastics only began in the 1940s. Barnes and other researchers who compiled research from around the world say more plastic was produced in the first decade of this century than in the entire previous hundred years. Microbeads are among the newer developments in the brief history of our plastic lifestyle. Five Gyres launched a campaign asking companies to remove them from products. So far, L’Oreal, The Body Shop, Colgate-Palmolive, Unilever, Johnson and Johnson and Procter and Gamble have agreed to do so. Several U.S. states and European countries are planning to ban the beads, and Environment Canada is studying the problem. The federal NDP has introduced a motion to ban them here. As consumers, we can avoid products containing microbeads and put pressure on companies and governments to end their use. And, because more than a third of all plastic is disposable packaging, such as bags and bottles, we can and must limit our overall use,
and reuse or recycle any that we do use. Plastic has made life more convenient, but many of us remember a time when we got along fine without it.

Like it or not, Cedar is part of school district Re: Re-opening school only benefits Cedar, Letters, April 21. I was deeply appalled at what the letter writers had to say. Neither one lives in Cedar so they cannot possibly understand the impact this has had on our community. Yes, we rally, we help our neighbours and fight for what is right. You do not get to take away our school just so town gets a new Nanaimo District Secondary School – that too is a special interest. I fought long and hard back in the ’80s to get Cedar a high school and was so pleased when we got one.
Cedar high school was full at time of closing despite the comment that we are a small, sparsely populated community or the comment that we are a small minority of the population. I am sure were the tables turned you would have no problem with Area A (Cassidy, Cedar, Yellow Point, South Wellington) paying for your new high school in town. We all pay for our whole school district and believe it or not, like it or not, Cedar is a part of School District 68. My deepest congratulations to my community and to the new trustee. Shirley Gueho Cedar
To the Editor,
Re: Re-opening school only benefits Cedar, Letters, April 21. It has been an interesting six months watching the aftermath of the November 2014 elections. I have attended a number of School District 68 meetings, as well as a couple of the Your Voice community round tables. It is astounding to observe the level of acrimony and unproductive behaviour by a number of the former school trustees. It appears their main objective is to publicly insult and ridicule the decisions of the newly elected

school board. The elections brought a phenomenal changeover of trustees in this district, with seven new faces at the table. The voters of #15 Nanaimo and Ladysmith spoke loud and clear in a pursuit for change. I have been wondering if the former trustees might have been more successful if they had put this much energy into guiding our district in a better direction. I would encourage the former trustees to start showing up with fresh strawberries, rather than sour grapes.

I would like to acknowledge the effort of the South End Community Association, Norm Abbey, Tanya and Doug Hiltz for their work in Wisteria Lane. Wisteria Lane was a very stark place in our community. Re: Small business depends on minimum wage, Letters, April 7. Working poor people do not need to buy a new car, though it would be nice; buy a new house, though it would be nice; and go on a vacation, though it would be nice. All they really need right now is a legitimate living wage so they can afford a nice and safe place to live and perhaps some extra cash in their wallets, just like other people. Slavery was abolished by U.S. President Abraham Lincoln, but in this particular Canadian case, it’s freedom from slave wages.

In this ‘no one is held accountable’ era it would be timely to remember that minor offenders
of society’s rules were once expected to carry out tasks to improve the community as part of
their sentence. It is time for judges to reinstate littercleanup orders for minor criminal sentencing. I suspect a high proportion of those subject to the justice system are the ones tossing garbage around our city. It might even
deter them from future littering. Similarly, schools need to reactivate neighbourhood litter cleanups by students who seriously break their rules. Their neighbours deserve a longoverdue break.

Quebec musician seeks out solitude
I
IAN KELLY visiting Nanaimo on western Canada tour. BY NICHOLAS PESCOD The News BulleTiN
Singer-songwriter Ian Kelly had always wanted to be in a band. “That was the dream,” Kelly said. But that changed once the Quebec native actually joined one. “I started to play in cover bands and I started to write my own material and bands are so complicated,” Kelly said. “People are never available when you want them to be and not dedicated enough or dedicated too much.” Over the last 10 years, the Montrealer has not only been making music as a solo
help
artist, but he has been successful at it. “I am lucky enough that I can make a living at it,” Kelly said. On Thursday (April 30) Kelly will be performing at the Acme Food Co., where he will play tracks from his new record, All These Lines, which was released in 2013. “I am pretty excited because I have never been to Nanaimo,” Kelly said. “I have been to Vancouver Island before and I know it is beautiful out there and so I am looking forward to it.” Kelly released his first album, Insecurity in 2005 and followed that up in 2008 with Speak Your Mind. The album was certified gold in 2008 after selling over 40,000 copies. Following his show in the Harbour City, Kelly will venture across British Columbia, then head to Alberta, Sas-
katchewan and Manitoba. He said that when he created this Western Canadian tour, he did it partly because he wanted to be alone. “I wanted to experience a bit of solituds,” Kelly said. “I’ve been touring this album [All These Lines] for over a year and a half with six people on the road and I thought it would be really neat to spend some time alone.” Kelly, a Felix Award winner, said that All These Lines has an intimate feel to it, but also includes more upbeat songs than his past records. “I really wanted to have some music that I could play in arenas and stadiums,” he said. “There is an epicness and an intimacy.” Kelly performs at the Acme Food Co. at 8:30 p.m. For more information, please visit www.iankellysmusic.com.

Senior B Nanaimo Timbermen player Travis Mickelson gets to a loose ball during Sunday’s game against the Valley Rebels at the Nanaimo Ice Centre. The T-men won 15-4.
LACROSSE TEAM blows out Valley Rebels at home.
It took one game before they got going, but the senior B Nanaimo Timbermen found their game. The West Coast Senior Lacrosse Association team swept the Valley Rebels on Saturday and Sunday at the Nanaimo Ice Centre by scores of 12-4 and 15-4 after dropping the season opener Thursday at Ladner, 5-3. “These games were important, after that first loss for us, to get back
on a winning track and start building,” said Mike Maughan, the team’s coach. Goalie Nick Patterson has been leading the way early this season, allowing five or fewer goals in all three games. “The defence is playing really well,” he said. “They’re letting me see the shots, they’re keeping the shots where I like them from, from the outside, there’s lots of talk out there and they’re playing really tough.” Maughan said his team stuck to its game and didn’t get into bad habits while playing with a lead.

The Nanaimo Pirates outscored their troubles for a big comeback win. The Hub City Paving Pirates split a four-game series against the Okanagan Athletics on Saturday and Sunday at Serauxmen Stadium, losing 2-1 and winning 7-6 on Saturday and losing 8-4 and winning 12-9 on Sunday. In the weekend finale, the A’s led 8-2 through four innings, but the Pirates pounded the baseball around the park the rest of the way. “It played out a little differently than I’d hoped, but we keep coming back,” said Doug Rogers, Pirates manager. “We definitely show some fight in the team. It’s no quit.” He said the team’s offence means that the Pirates always have a chance. “We have really good hitters one through nine, so when it comes down to it, we do have enough guys to pick it up,” said Matt Skingle, Pirates first baseman. Skingle led the offence, going 3-for-4 with two doubles and five RBIs. Shawn Arabsky was 3-for-4 with two RBIs and Zach Diewert had a single, a double and two RBIs. Cole Warken also had two hits. Call-up Jayden Hamm was the winning pitcher, throwing three relief innings and allowing two hits and one run while striking out three. In Sunday’s early game, the Pirates scored three in the seventh inning to force extras. Arabsky and North Rainey had two hits apiece. In the series opener, Skingle hit a home run. Saturday’s win saw Aaron Page earn the ‘W,’ throwing three innings, allowing two hits and no runs while striking out five. Arabsky hit two doubles including the game-winning hit in the ninth inning. GAME ON … The Pirates host the Parksville Royals on Wednesday (April 29) at 6 p.m. at Serauxmen Stadium. sports@nanaimobulletin.com

NINNIS, Ronald Michael It is with sadness we announce that Ron passed away on April 18, 2015 from cancer. He was loved by his sisters Valerie, Kerry, and Pat, his former wife Melissa Crenshaw, and his many nieces and nephews, particularly Chris Lakes, Anna Collins, Orah Chaye and Mark Ninnis. Ron was born and raised in West Vancouver, graduated from West Vancouver Secondary, and completed his M.Sc. in Physics and Ph.D. in Physical Oceanography at SFU and UBC respectively. Ron had an interesting and varied career, applying his knowledge of physics, mathematics and optics to the research and development of innovative technologies and products. After retirement he helped many students achieve success through his tutoring work in math and physics. The family wishes to thank Dr. Steve Beerman for his excellent care of Ron over the years, as well as the many friends who offered their support and kindness, especially Steven Hill and Cody Good. A gathering to remember Ron will be held at First Memorial Funeral Services, 1720 Bowen Road, in Nanaimo on Saturday, May 9 at 2 pm. PERSONALS
March 20, 1935 – April 17, 2015 Maria was born in Hrvatska Kostajnica, Croatia on March 20, 1935. She leaves behind her husband of 50 years, Stjepan Vujasic; five daughters, Jadranka Delisimunovic (Aiden Kelly), Katy (Scott) McLean, Josephine Vujasic, Minka Vujasic (Dave Whibley) and Ivka (Robert) Wolanski; honorary son, Lloyd Guenther; grandchildren, Katarina Delisimunovic (Martin Folprecht), Sofija Delisimunovic (Derek Ingram), Chase Higgins, Alicia Higgins and Lily McLean; nieces, Catherine Dumbovic and Angela Dumbovic (Davor Lulic and daughter Ella); and nephew, John Dumbovic (Reina and son Tony). Maria came to Canada in 1966 and dedicated her life to her family and friends. We were so blessed and grateful to have had a mother that showed us unconditional love our entire lives. While her external beauty was undeniable, her heart is where she shined most. She was an angel to all those that were privileged enough to have met her. We now have a guardian angel watching over us as we navigate life without her smile and warm embrace. Even in the later years, she remained true to her loving nature despite her cognitive decline due to Alzheimer’s. She maintained her grace until the very end. Maria died at home, peacefully with her husband and daughters by her side. Our mom lived a full 80 years of life radiating love wherever she went. She loved to read books, and her love of poetry and stories made for creative life lessons learned growing up. Maria leaves a legacy of love for her friends and family to continue on. Choose compassion whenever possible, in our mother’s memory. We love you, mama, now and forever… until we meet again. The family is truly touched by the outpouring of love received both here and from abroad during our time of grief and serves to remind us how lovely a person she was.

Michelle Corfield, spokeswoman for a citizens’ coalition that fought against a proposed 30-year lease of the Nanaimo boat basin marina by a private firm, has been appointed to the Nanaimo Port Authority board by Nanaimo city council.
revenue to the boat basin marina and the rest of the harbour. Revenue losses and repairs for deteriorating wharves lead to a proposal from Pacific Northwest Marine Group in 2013 to lease the marina for 30 years in return for $9 million in marina upgrades. Corfield became spokeswoman for a coalition of concerned citizens, which included commercial fishermen, Protection Island residents, Snuneymuxw First Nation and others, that argued against the
lease, citing fears that under private operation, the marina might restrict access to users in the community. Pacific Northwest Marine Group ultimately dropped the lease proposal. “The city, as a whole, is interested in economic development in a good way, not necessarily at all costs, so how do we create that opportunity that exists for all parties?” Corfield asked. Nanaimo Mayor Bill McKay said he knew of Corfield through the boat basin controversy.
“She’s got a very diverse portfolio,” McKay said. “She’s local ... she’s got links to the fishing industry and she’s really, really smart.” Corfield’s threeyear appointment starts July 1. “It should be an exciting appointment, I’m sure,” Corfield said. “I think the City of Nanaimo deserves a fair representation on the board and I think the interest of the city needs to be put forward and we have to work in collaboration.” photos@nanaimobulletin.com

To help bring solar energy and other renewable sources to Nanaimo, participate in a forum on May 7 at Beban Park to learn from Gabriola Island and other communities to take charge of generating power. Doors open at 6:45 p.m. u Ian Gartshore is the president of Energy Solutions for Vancouver Island.
