SmartCentres ‘remains committed’ to city By Neil Corbett ncorbett@mapleridgenews.com

Pitt Meadows council has put the SmartCentres development on the backburner. Council voted to indefinitely defer rezoning for the proposed commercial district near the corner of Lougheed Highway and Harris Road, with no timetable to bring the issue back to the table. Couns. David Murray, Janis Elkerton, Mike Stark and Bruce Bell voted for the indefinite deferral, despite the position taken by Mayor John Becker and Couns. Tracy Miyashita and Bill Dingwall that some timeline, even months away, was appropriate. After the vote, Miyashita and Dingwall wanted it recorded that they opposed the deferral motion. New positions for homeless task force City to hire four outreach workers By Phil M elnyc h u k pmelnychuk@mapleridgenews.com

The federal funding gap that cost Maple Ridge its street outreach workers late last year is being filled by the city for at least six months. Council approved hiring four street outreach workers for six months, at a cost of $160,000, on Tuesday.

The Alouette Home Start Society, which used to hire two outreach workers, lost most of its funding Dec. 31, after the federal government changed to the Housing First model, which puts money into providing homes for street people, rather than emergency services. As a result, Alouette pared its outreach services from two fulltime positions to a half-time job, and closed the emergency bed part of its Iron Horse Youth Safe House on Jan. 31. While the Home Start society

now has provincial funding for one worker to help youth, women, people leaving institutions and aboriginals, executive-director Stephanie Ediger said the loss of the general outreach workers, who connect with anyone on the street, “has resulted in a lot of needs that need to be addressed, that we need additional resources.” The number of homeless people hasn’t increased, but they are now more visible, she added. “The numbers of visible homeless have increased because

there’s no place to go.” Ediger doesn’t know if Alouette will be hiring the workers using the city’s funds. “I have no information on that, at this point. We haven’t been in the discussions.” In addition to approving money for outreach workers, council approved another recommendation from the Mayor’s Homelessness Solutions Task Force, to pay $75,000 for a consultant to recommend how to improve delivery of social services in Maple Ridge. School board cuts busing in budget Victoria is ‘starving public education’ By Neil Corbett ncorbett@mapleridgenews.com

The Maple Ridge-Pitt Meadows school board passed a budget that will eliminate regular school bus service, to save $650,000, on Wednesday night. Some 370 parents whose children ride the bus will have to make other arrangements – and some have told the board their family will have to move – by September 2016. Bus service for students with special needs will continue. The majority of students effected attend Garibaldi secondary (202), Whonnock elementary (70) or Webster’s Corners elementary (54). “We recognize this will be a hardship for the families,” said board Chair Mike Murray, who hosted a meeting with parents about the transportation cuts last week. The board will also save $150,000 per year by ending all leases for smart phones and tablets, which are used in the Reading Fluency Project and Inquiry Project, by having students bring their own device to school in 2015-2016. “That is a cost we’re passing on to families,” Murray acknowledged. The board had to address a shortfall of $1.68 million in its operating budget of $130 million. It has also been told by the Education Ministry to find administrative savings of $720,000. It balanced the budget with line-by-line trimming, small increases in class sizes, and by using $790,000 from reserves. Murray noted the cuts come after slashing $8 million and 70 positions in the past two budgets. Every trustee made it clear they were not

The board prepared material showing how much its per pupil funding has dropped since 2002-2003, when the current funding model was first introduced. At that time, the board received $6,014 per student. There were 1,543 students with unique needs who represented an additional cost to the district, effectively reducing the per student funding by $515. The remaining funding was calculated at $5,499 per student. For 2015-2016, the province gives $8,518 per student, but has not covered costs for rising salaries, benefits, inflation, labour settlements, declining enrolment, or the shortfall

created by there now being 2,208 students with unique needs. The board maintains that its per pupil funding has dropped from $5,499 to $5,205 per student over the past 13 years, even though the overall amount coming from government has risen by $2,504 per student. “Hence, the difficult decisions the board has had to make over the last few years,” said secretary treasurer Flavia Coughlan. She noted the board has been able to protect choice programs in the district and has maintained support for students with special needs and “core services.”

Ridge council turns down bypass development Proposal included residential, commercial By Phil M elnyc h u k pmelnychuk@mapleridgenews.com

Maple Ridge council has said no to plans by Qualico Developments to build 285 detached homes, townhouses and row homes, plus a grocery store at the eastern entrance to downtown. Instead, it wants to hold out for a better use of the 45 acres of Ministry of Transportation and Infrastructure lands that straddle Lougheed Highway, just west of Kanaka Way. “They’re not offering something

to the community that’s going to use those lands in a way we really need,” Maple Ridge Mayor Nicole Read said Wednesday. “We want to see better. We need living wage jobs in this community. So we’re hesitant to give up property to residential that may actually serve a different purpose down the road.” That’s not a blanket no to any kind of development for the property that could serve as the eastern gateway to central Maple Ridge. Council just wants to see a better use of the land, other than for more residential, plus a small grocery store or medical offices, the latter of which already exists

nearby, said Read. She said the commercial component of the proposal that was discussed at Tuesday’s council meeting, “is not big and its not significant,” and it’s not what the public is seeking in the downtown. Read isn’t sure if the company will come back to council with a new offer. An April 20 staff report also says that the 38,750-sq. feet proposed for shopping, including a grocery store similar in size to Cooper’s Foods on 240th Street, would threaten the economic viability of the town centre. The commercial portion proposed for Lougheed Hwy. “could

be a threat to the growth, momentum and well-being of the town centre area,” according to the report. “Success of the commercial centre on the subject site could be at the expense of town centre sustainability.” The property, is listed in the Commercial and Industrial Strategy as a possible site for a business park, has been considered for a post-secondary institute that Maple Ridge is trying to attract. According to staff, Qualico Developments’s consultant said it would be too expensive to regrade the sloped and ravined land to make it suitable for com-

mercial or industrial uses. G.P. Rollo and Associates, another consultant often used by the city, supports that conclusion. The land is not considered “feasible as business park lands,” staff say. “However, other employmentgenerating uses that have not been assessed may be appropriate for this site.” Instead, staff have offered other options for developing the site involving a smaller portion of commercial. “Council wants to see a more rigorous exploration of what commercial and industrial [use] is possible on that land,” Read said.

t was created just a few years ago on an empty corner lot in order to provide a place for a short rest and relaxation in the downtown. As Jennie Raymond, who gave the land to the city, intended, the park was to be a place for some good memories, “a bit of nostalgia and maybe a laugh and a smile.” But Cindy Caverly, whose condo looks out on to Raymond Park, on 119th Avenue and 221st Street, says the corner has other purposes. The low bushes, sheltered from above by a big cedar, provide a secluded, dry place, enticing for people without homes or those doing drugs. “We’re seeing everything looking out there, people having sex, people shooting crack, people peeing,” Caverly said. Just a couple of weeks ago, she saw a body on the pathway and called police. After several minutes of CPR by police, paramedics showed up. Caverly said people from her condo complex try to get to the park daily to keep it neat. “All the little seniors push their little walkers there.” But they can’t stop in the park

Neighbours try to keep Raymond Park clean. and sit on the bench because there’s “some freaky crack head” shooting up, Caverly said. “It’s sad.” She said the deterioration has happened in the past two years. “I know Jenny would be heartbroken if she was alive to see this.” Calls are made, cleanups are done, including removal of mattresses and clothing, only to have more junk show up the next day. Seniors have been yelled at by drunks, while kids have been told not to make their forts nearby because of the temporary campsites. “So we have a park and no one

feels safe to use it,” Caverly said. She’s called Ridge Meadows RCMP about a dozen times in the past few years, adding she’ll keep complaining about the park. Geoff Mallory, manager of parks and open spaces, said the city will trim back the bushes to improve visibility. It’s also working with the tenants of the cityowned rental home to the north so that adjacent bushes can be trimmed. He’s only received one complaint about the park. Staff make weekly stops at the park to do clean up and remove litter. The lawn is also cut every two weeks.

‘Date needed’ Connector from front

SmartCentres land development manager David Major would not comment outside city hall. On Monday, he had sent the mayor and council a letter reiterating that the company is prepared to build a road – a section of the North Lougheed Connector from Harris Road to Golden Ears Way in order to “help kickstart development of the North Lougheed lands.” The company wants to develop 43 acres for shopping and another 19 for a business/light industrial park. Major and other company representatives were in attendance at council, but were not called upon by councillors to answer questions. On Wednesday, SmartCentres vice-president of corporate affairs, Sandra Kaiser, indicated the company is not deterred. “While we would naturally prefer the planning process to progress more quickly, we understand that major infrastructure decisions take time and we remain committed to being part of the Pitt Meadows community,” she said in an email. Elkerton said it is concerning that the company has not acquired all of the land it needs to build the road, and that two lanes is

inadequate. “I’m quite firm in this, that I’m not supporting this application,” she said. Other councillors made reference to work going on behind the scenes that could affect the proposal. Bell referred to “other wheels that are moving.” Becker said “we all know what we’re up to,” and suggested it be deferred by a month. Miyashita wanted to make the development a priority, and said council needed a “fulsome” discussion. “It feels like we are dragging this out.” Dingwall wanted to defer the matter until June. “The optics are not great for an indefinite deferral,” he said, adding that even if council put it off until September, it should set a date. Murray said the city will get better opportunities by not rushing into the process. “’Rush’ is not an adjective we would apply to this particular issue,” Becker responded, and said the issue needs a date. Becker would not clarify whether there is another issue that could impact the North Lougheed development. Council will be holding a Transportation town hall event with the public in June, and Becker said council may be able to announce “something of substance,” at that time.

Be prepared Indian Ocean earthquake/tsunami – 2004. Pakistan earthquake – 2005. Haiti earthquake – 2010. Japan earthquake/tsunami – 2011. In the past 10 years, the world has seen numerous major seismic events strike populated areas, causing hundreds of thousands of deaths, millions of injuries, and billions of dollars in damage. Last weekend, yet another such catastrophe occurred, as a devastating earthquake hit Nepal, claiming thousands of lives. How fitting that Emergency Preparedness Week begins Sunday across this country. Yet, despite the stark, chilling reminders of the unfathomable power of nature, and how it can literally tear normal life asunder, most people will give the issue here hardly more than fleeting thought. After all, the disasters listed above all occurred a long way from here – the ‘safe, secure’ West Coast. Or at least, that’s the common misconception. We live on the edge of a major fault line in the Earth’s crust. Scientists are confident it is only a matter of time before building tectonic plate pressure triggers a cataclysmic release. When it does, it will be the rest of the world’s turn to watch as the West Coast experiences its own natural disaster. Despite the official warnings and very real reminders, how many of us are prepared in any meaningful way to deal with such a crisis? A major earthquake is likely to destroy or damage bridges, roads, sanitation systems, and cut off the supply of electricity, natural gas and water. Emergency responders will be overwhelmed, at least for several days, perhaps longer. Many people will be waiting in vain for help, assuming they can even call for assistance. Do you have a family emergency plan? At least a few days of water stored safely? Canned or dried food? A means to cook it? What about emergency light, shelter, sanitary measures? Or are you with the hundreds of thousands of others who are merely hoping it won’t happen here? – Black Press

Fire alarms and bribed referees I hesitate to critique a letter to the editor that begins, “Mike Shields is right”. But the reason I contribute this column – and host community forums is in hope of fostering a higher level of public discourse. And thus associating Open mic my name with what Mike Shields in the next sentences became a hyper partisan screed cannot go unchallenged. Especially when the claim (a federal NDP government would be by far the most corrupt) misstates the actual point I was making (when the entire system is corrupt, why not take all you can get?). Now I’m not suggesting an inability to comprehend nuance disqualifies readers from a right to express their opinion – but we all know that’s not the issue here. When as a naive 25-year-old, I ran for MP in this, my hometown riding. The most discomforting discovery was the extent people who believed themselves well-meaning were unfathomably close-minded – and consequently eager to deploy ‘the end justifies the means’ behaviour. I was basically an independent with zero chance to win, but performed well enough in all-candidate debates to – humourously, from today’s

Q

uestion of the week:

perspective – be subjected to irrelevant rumours about, and completely contrary to, what I “was really like in high school.” Rather than specifics, I’ll mix metaphors to suggest my generation was raised believing 2 a.m. fire alarms and bribed referees were tactics “evil, godless, commies” might resort to – but not “Team Canada.” On principle then, if one’s candidate evidences relative mediocrity, the solution should be emergency tutorials (see Palin, Sarah) – or even better, a rethinking of future selection processes. Torpedoing every boat flying a different colored flag leaves only dingy’s to catch fish with over the next four years. It’s plain lazy to maintain that every politician is terrible. The local city counsellor I know personally takes a cut in pay to undertake civic responsibilities, whilst our new mayor spent her own funds seeking that often thankless position. But when it comes to party politics, the main criteria seems to be a resume of rabid loyalty to whichever Hogwarts house you were assigned (at least partly by birth). Nonetheless, if our political spectrum were a football field, the ball doesn’t ever move much beyond either 30-yard line. To wit, were even the most hard-core lefties elected, they wouldn’t be able to announce Proposal No. 1 before powersthat-be would start holding the economy hostage. (See former U.S. president Richard Nixon’s order to the CIA to “make Chile’s

Do you support cutting buses to balance the school district budget? Yes: 26% – No: 74%

economy scream” after it elected a popular leftist government in 1970.) Admittedly, there is the political theory ‘if you’re not cheating you’re not trying.’ And American voters are still deriding president Barack Obama as a socialist, despite all-time record high corporate profit levels and stock market indexes, proving at least some of the public prefer sound bites to logic. But hyperbolizing how much more your opponent might steal than what you were caught with is, at best, a recipe for more of the same. Moreover, it’s exactly this process of demonizing the opposition that I presume is the basis on which too many MPs rationalize turning a blind eye to Senate (and other) abuses. I mean, when the road to power is decades of playing the devoted soldier, it’s understandable if getting your due is a more urgent priority than trying to do good. Bear in mind that in saying this, I’m not a member of any party. But I would not only vote for but contribute to any candidate who I believe would speak the truth, especially if their voice shakes doing so. But until you can make such a positive argument, to paraphrase Jon Stewart’s suggestion to U.S. television pundits: “Please stop, you’re hurting Canada”. Mike Shields grew up locally and hosts SFU’s Philosopher’s Café Sessions at the Maple Ridge Act Theater, 7 p.m. on the fourth Thursday of every month.

This week’s question: Are you prepared in the event of a major earthquake?

THE NEWS/letters Promote business More illegal dumping Editor, The News: We have some concerns regarding replacing our current waste collection with a publicly funded and administrated waste service. We have gone to the trouble of getting price quotes from the private service providers, and found one that was half the price of our previous provider. This savings allowed us to purchase a bear-proof garbage container. If Maple Ridge council implements a waste collection service, we will be paying 50 per cent more than we are now. Are the mayor and council looking at both sides of the whole picture or just charging ahead without considering the full damage they may be causing? Adding more municipal employees to administer the program is not cost effective. They will require pay increases, benefits, and if they are union, they’ll go on strike when they don’t get what they want. Mayor and council will be putting waste collection companies out of business. Some of these people actually live in our community, and not only that, they are paying business licenses to operate here. The recycling end of it employs spe-

cial needs individuals. How do you propose to provide new jobs for all these people after they lose their existing employment, and businesses? A referendum would cost $70,000. And based on the past municipal election, the bulk of this community won’t even come out to vote. And if the TransLink vote is another example, the bulk won’t even return a vote through the mail. The money for a referendum would be better spent on the Caring Place so homeless people have at least a central location to go to as opposed to being chased all over Maple Ridge, and being a visible nuisance particularly on garbage days. Being constructive and proactive in providing what the community doesn’t have as opposed to getting involved in garbage pick-up, which we do have, would be more acceptable. We don’t need bigger government, more city employees, and ultimately higher taxes to cover all of this. What makes you think Maple Ridge needs to be in the garbage business? As mayor and council, their mandate is to promote business, not eliminate it, contributing to unemployment. John and Marie Robson Maple Ridge

Editor, The News: As many of you know the irresponsible dumping of unwanted garbage on urban and rural roadsides and pull-outs is a continual problem. In the past two months at the parking area at 28101 Dewdney Trunk Road, an area accessed by the public for recreation and enjoyment of our great outdoors, has had no less than 10 loads of personal and light construction materials dumped. This site is by no means the only one, but it draws our attention the issue. Occasionally, concerned citizens, such as a group of parents and staff from the environmental school take their own time and do a clean up. Thank you for your efforts. Otherwise, it

THE NEWS/files

Paint containers are among items left behind. is left to adjacent land managers or owners to clean up after these irresponsible parties. The most recent dumps at this location occurred sometime on March 24 and 25. One

of the loads had personal papers and photographs in a plastic container. Most documents are dated 1980, ’90s and some much earlier, and are also from Quebec.

This appears to be estate related, either dumped by a trash hauler or even a family member. Another of the dumps had remnant painting materials, possibly dumped by a renovation contractor. For those of us who put effort and pride in keeping our outdoor free of this trash, consider the frustration when days after effort has been put into cleaning up, it is back to the same old stuff again. This is a much wider issue that affects the community as a whole, and as such deserves leadership and direction from community and provincial bodies. It is shameful those who feel it is their right to dump wherever they feel. Jonathan Smyth Maple Ridge

As we have seen in Nepal, there is a critical period of time after a disaster where first responders are overwhelmed with calls for services. Each of us has to take responsibility for having a plan, having provisions and getting through the first few days after the disaster. The ESS display will help you get information on building your family communication plan, figuring out the best items to have in your home emergency kit, your ‘grab and go’ kit, a discussion

of what you should do during the disaster and what the best sources of information are. They are even holding a draw for a ‘grab and go’ earthquake disaster backpack. But, without a doubt, the highlight of their presentation is the Quake Cottage that will be brought in on Sunday, May 3 and will be located between the barns and the ‘food court’ area of the Outdoor Show. This special trailer allows citizens to step inside and experience a level 7 magnitude earthquake and see the effects on a typical living room. This is the first time the Quake Cottage has journeyed to Canada, so this is a pretty exclusive event. Thanks to the generous support of Fortis BC, the Insurance Bureau of Canada and ShakeOutBC, our community is one of a select few who will have access to this amazing educational aid. We invite you down for this special outside demonstration on Sunday, May 3 from 10:00 am to 4:00 pm. The sponsor organizations will be there with great information on how you can make your home safer in the event of an earthquake. Sunday, May 3 is the launch of Emergency Preparedness Week in BC, so the ESS team will also be at the Haney Farmers Market on Saturday, May 9 to help you make your plan.

ENGAGED: Have You Voted Yet? Make Your Voice Heard in the Transit Plebiscite In mid-March the ballot packages started arriving in the mailboxes of area residents who are on the voters list. INFORMED: Haney Farmers Market The Tenth Season Opens on Saturday, May 9 Haney Farmers Market has fast become one of the favourite destinations of area ‘foodies’ looking for incredible local produce to add to their dinner plate. Fresh fruit and veggies are just part of the cornucopia available at the market. You can get amazing meats and baked goods, honey, pickles, jams and other foods made with care. Best part is that you get to meet the people that make the food and learn that eating in rhythm with the seasons not only tastes great, but helps to support our local farmers. The Opening Day celebration will feature local dignitaries stopping in for a visit and the legendary carrot cake slice signaling the beginning of the market’s year. A reminder that it’s Mother’s Day weekend, so why don’t you take mom out for a visit to the market and gather everything you need to create a gourmet dinner. Share the love! Haney Farmers Market is looking for people interested in volunteering or busking at the Market. Get in touch with Eileen at 604-467-7433 or email hfminfo@haneyfarmersmarket.org.

City hall Jurie van Aswegen changes the letters on municipal hall Monday morning to reflect Maple Ridge’s status as a city. Maple Ridge officially changed its designation from district to city last year, its 140th anniversary.

Task force getting open gov’t By Phil M elnyc h u k pmelnychuk@mapleridgenews.com

It has asked that Maple Ridge council’s Monday workshop and committee meetings be webcast, so everyone can follow them from home. Next on the to-do list for the mayor’s open government task force was asking staff to make available to the public details about contracts awarded by the City of Maple Ridge. Staff are working on a template to allow projects to be identified by bid number, project title, award date and amount of contract. Once that’s complete, the task force then will turn to the public to get input through the citizens representatives working group. That group is being chaired by former school trustee Katherine Wagner, who administers the Council Watch Facebook group. Thirty-two people applied to join the working group, which had its first meeting last week. A public meeting is expected to follow in order to hear from the public about what type of information from city hall they’d like to access. The working group then will make recommendations to the mayor’s open government task force, which

then could make further suggestions to council.

E-cigs bylaw tweak Maple Ridge is tuning up its new smoking regulation bylaw so there’s no doubt it covers e-cigarettes. It’s doing so by adding an additional definition

to smoking. A staff report says the existing bylaw covers e-cigarettes, but Fraser Health wants more specific definitions to leave no doubt that they are covered. A Maple Ridge bylaws report points out that ecigarettes with nicotine are not allowed to be sold in Canada. However,

non-nicotine e-cigarettes are allowed. The report was heard at council’s committee meeting last week and will go to regular council. Health officials say ecigarettes can undermine efforts to limit tobacco smoking while the longterm health effects of e-cigarettes are unknown.

Townhouse project ‘too dense’ Pitt council criticizes plans By Neil Corbett ncorbett@mapleridgenews.com

Members of Pitt Meadows council want major modifications to a subdivision that will be one of the last big residential developments in the city. The Onni Group is applying to rezone a property at 19451 Sutton Ave. to build a 270unit townhouse project, but it may have to go back to the drawing board. Most city councillors didn’t like plans for the three-storey townhouse complex, which Mayor John Becker called “the last significant piece of residential development property here in Pitt Meadows. Coun. Bruce Bell said the proposed development is too dense. Access limited only to Sutton Ave. is also a problem with the plan. Bell wants the development to be accessible off Airport Way, as well. What’’s more, he said the development would require a pedestrian overpass spanning Airport Way, which will need to be widened to four lanes in the future. The Onni proposal is intended to be a family development, and “safety should be paramount, said Bell. Councillors also spoke about the need for quality. “There isn’t much buildout left, so this project needs to be unique for Pitt Meadows. Coun. Bill Dingwall questioned whether 506 parking spaces for 270 units would be enough, even including 58 for guest parking. The staff report noted that the plan exceeds the minimum parking requirements by 28 spaces. He also criticized the high density. “When I look at the drawings, it looks congested and I know roadways are a bit narrower than normal roadways, which lets them maximize buildout, said Dingwall. Coun. Janis Elkerton said the threestory townhouse units are out of place in the neighbourhood.

“The fact that it fits in with our medium density neighbourhood plans doesn’t mean that it fits well with our community, she said. Coun. David Murray also criticized the plan, saying it “might have been pushing too many houses in one area. He suggested there should be 20 to 30 senior assisted living housing units in the development.

“Land is so scarce and valuable in our area, we really want to do things right, said Murray. “I would like to think that we can do better, but on the other hand, it’s private money, said Becker. “I’m reluctant to hold the developer ransom because of the philosophical goals of council. Staff recommended that council give the application first and

second readings and schedule a public hearing, but councillors deferred that. Because the last public information meeting about the project was in October 2013, council will ask the developer to hold another one, and for staff to bring council a follow-up report. “This project needs a lot of work and a lot more thought, said Bell.

Stolen goods found in Bby Ridge Meadows RCMP recovered items stolen in recent break-ins after the regional auto crime team arrested the driver of a stolen 2015 BMW X3 on April 23. “This arrest has a definite Maple Ridge flavour. Located in the car was property stolen from our jurisdiction, said Ridge Meadows Const. Amanda Harnett. Owners of the missing property will be contacted by police. The RCMP’s auto crime team said a man snuck

into a home in Coquitlam sometime on the night of April 19, stole the keys to the vehicle, opened up the garage door and drove away in the BMW. Police spotted the SUV a few days later in New Westminster, Surrey and Burnaby and tracked it by helicopter. Inmate tracked A Fraser Valley Correctional Centre inmate who was part of a work crew at the Albion fairgrounds chose the wrong van to use as part an escape bid Wednesday. Ridge Meadows RCMP say a business reported a commercial van stolen from the Planet Ice parking lot Wednesday. However, the vehicle had a tracking device inside, allowing the business to keep tabs on the van and tell police where to find it. Ridge Meadows RCMP found the van nearby and arrested a suspect. Michel Dionne, 29, has been charged with escape and being unlawfully at large, theft of a motor vehicle and possession of stolen property. Maple Ridge contracts with the correctional centre using non-violent inmates to do grounds maintenance around the city.

Chemicals dumped Maple Ridge firefighters had some cleaning up to do, but they had plenty of help in dealing with what was suspected to be a bunch of chemicals used to make MDMA, or ecstasy. Firefighters were recently called out to 124th Avenue near 260th Street after about a dozen containers were found on the roadside, near a ditch. The RCMP, the Ministry of Environment and a hazardous materials contractor were involved in the investigation of what’s suspected to be a clandestine lab dump. “Somebody decided to come in under the cover of darkness and empty the back of truck with all their stuff, said assistant chief Michael Van Dop. He estimated about a pickup truck load of chemicals was dumped. The chemicals were hauled away and soil samples were taken to see if environmental cleanup was required. Results of those samples should be back soon. The RCMP’s clandestine lab investigators identified the materials, some of which were identified as precursor materials used to make ecstasy. “I think any time you want to mix chemicals in your basement and make illegal drugs, it’s a dangerous process.

Ridge, as well as the gaps in that service After meetings, discussions and tours of the downtown, the task force finds that people are falling through the cracks. “People who want and need services often experience significant gaps, putting them at risk and compromising recovery,” says a report to council. The loss of outreach workers, people who make face-to-face connections with people on the street and connect them to services, has aggravated the situation. Without them, it’s “unlikely” street people can quickly access detox or housing services, says the report. There are 84 people classed as homeless, with 30 of those having no shelter, according to the 2014 Homeless Count.

P r o c r a s t i n at o r s who haven’t yet filed their tax returns have extra days to do so thanks to an error by the Canada Revenue Agency. The CRA mistakenly issued a statement last Friday listing May 5 as the deadline for 2014 tax returns instead of the correct deadline of April 30. But with too many people presumed to be taking advantage of the extended deadline, the government opted to honour it. “The 2014 tax returns filed by midnight on May 5, 2015, will not incur interest or penalties,” a statement on the CRA website now says. “The CRA sincerely regrets and apologizes for any confusion this may have caused.” The deadline has been extended in unusual circumstances before – last year extra time was granted because of a security breach that prompted Ottawa to temporarily suspend online filing through the CRA website.

Those findings: • There’s a gap in services, such as accessing detoxification, drug and addiction treatment and housing. The task force will try to Read identify where those gaps are when the various agencies involved have a workshop. • The federal government’s shift to its Housing First programs caused a shortage of outreach workers to help street people get connected to services. • As the city removes derelict old shacks, street people have fewer places to take shelter, increasing visibility. The situation has resulted in the recommendation to hire three street outreach workers which has now increased to four. • Hiring a consultant to identify social services that exist in Maple

Another $65,000 will pay for a staff position to coordinate five teams that have been formed by the homelessness task force, while $25,000 will go to improving security. The money comes from the city’s protective services reserve account. Mayor Nicole Read said the announcements are just part of what the task force has done since being formed in January. “This is a fraction of what the task force is comprised of. It’s a very big task force.” Soon, the task force will unveil its overall plan to deal with homelessness. While the Alouette Home Start Society has been the agency that previously hired the outreach workers, Ediger doesn’t know if the society will be involved in hiring the four outreach workers. She said she’s contacted the task force, but hasn’t

heard back. The society has a good collaborative relationship with the city. “But we’re hoping they will call us. Our experience and our track record and everything, with that we may be able to contribute productively to the discussion.” An action plan is soon to be announced to show how the task force will achieve its goals of increasing access to treatment for drug addicts, more help for the mentally ill and improving community safety. Five teams, focused on: street action; prevention and education; shelter; enforcement; and community standards. They will advise the task force. A staff report says the discovery phase of the task force is now done and there are now preliminary findings. “We have put a lot of time into really looking at what’s going on in the community,” said Read.

34% transit ballots are in Vancouver and Surrey tops in those screened By Jef f Nage l Black Press

Elections B.C. has now received more than 537,000 ballots in the Metro Vancouver transit tax plebiscite, or about 34 per cent of the 1.56 million registered voters. Of the ballots received, about 455,000 or 29.2 per cent have gone through Elections B.C.’s initial screening process to verify the ballot appears valid. The largest numbers of screened ballots continue to come from Vancouver and Surrey, which together account for more than 208,000, followed by more than 41,000 from Burnaby and more than 32,000 from Richmond. Variations in the return rate among different municipalities are now evening out. The highest rates of ballots returned and screened are now Belcarra (38.1 per cent), Delta (33.7 per cent) and North Vancouver City (33.1 per cent). Maple Ridge is at 32.6 per cent, while Pitt Meadows is at 31.1 per cent. The lowest rates are in Langley City (21.2 per cent), UBC and electoral area A (23.5 per cent) and West Vancouver (23.7 per cent). The deadline for ballots to be received is 8 p.m. May 29, but ballots mailed in late May might not arrive in time and would have to be dropped off at an Elections B.C. plebiscite office. Anyone who hasn’t received a ballot, or lost or misplaced theirs, have until midnight May 15 to ask Elections BC for one by calling 1-800661-8683 or see more info at elections.bc.ca/ plebiscite. No TransLink Tax spokesman Jordan Bateman said No campaigners will be ramping up social media and person-to-person efforts to reach the two-thirds of voters whose ballots have not yet arrived. See story online for interactive charts with details by municipality.

Getting ready for big spring move By Kevin Gillies

S

pring is the season to move. So whether it’s to downsize, upsize or change places, you’re planning on a big move into a new home. You’ve started the planning process, strategized on movers and now it’s time to get ready for the big move. • It’s time to seize the opportunity to purge: This is a great time to organize your belongings and to throw out, sell, or donate items you no longer use. If you’ve got the time, plan and hold a yard sale. You can even invite neighbours to take part. You can donate gently older, less-worn clothing, books and other items to charity, put furniture up for sale on Internet sites like Craigslist, recycle old magazines and catalogues and shred old documents. • Prepare for packing: If more than one person is packing, stay organized by establishing a workable system. You can have blank inventory sheets prepared so specific people can tackle different areas or rooms. Prepare for each packer a kit that includes a pen, black marker, packing materials (like newspaper, bubble wrap, bubble plastic, or popcorn), a packing tape dispenser and boxes. You might also consider using older linens to wrap breakables. • Prearrange packing materials: Moving can generate a lot of waste such as cardboard, bubble wrap and newspaper. For items you’ll be storing even after you’ve moved into your new home, consider using reusable plastic bins. They can be labeled to go directly into closets until you’re ready to deal with the contents.

Contributed

You may need some cardboard boxes to help with packing.

They store in an organized fashion and protect your items. These bins can purchase at large retail stores like Home Depot, Wal-Mart, Superstore and elsewhere. You may need some cardboard boxes to help with packing. So a few weeks before you start packing, grab a few extra boxes each time you visit the grocery store, the liquor store or pharmacy. Smaller boxes are easier to carry when facing stairs and

narrow pathways. Try to avoid packing things in garbage bags as friends, family or movers could accidentally throw them out on moving day. • Take inventory: This is very important if you’re hiring a moving company. Having a record of your household items is useful if something goes missing. A spreadsheet, with the contents of each box, is a great way to keep track of the stuff you’re moving.

Assign each box a number and write that number on each box side. You can also write the appropriate room for the box as well. Label all sides of the box where possible so you can easily find what you need in a stack. • Prepare a moving day kit: Keep aside a box or backpack of essentials you’ll need on moving day — cleaning supplies, light bulbs, toilet paper, garbage bags, a change of clothes, your toiletry

bag, etc. This will come in handy on moving day. • Protect your files and valuables: Find a safe place to store your valuables on moving day and insure anything that’s valuable or breakable if you happen to be using a moving company. If you’re moving a computer, do a quick backup of important files just in case something happens to the computer during the move. • Prepare the new home for move in: Ensure you understand how utility bills (gas, water, electricity) will be transferred to your new home and that they are in place when you get there. Arrange to have your phone line, cable and Internet working if necessary. If you are moving into a condo, be sure to check the moving policy before scheduling your moving day. Some condos may not allow move-ins on Sunday or you may need to book a service elevator and a time frame for moving in. • Take care of everyone: If you have a pet that could be traumatized by a move, arrange to have them stay somewhere, or with someone during moving day. You can make nice with your new neighbours by informing them that you’ll be moving in and what kind of moving vehicles you’re using. If you’re moving on a weekday, make sure your truck isn’t blocking anyone’s exit. And whether you’ve hired movers or enlisted friends and family, be sure to have food and drinks readily available for everyone. And don’t forget to get that change of address form from the post office so mail gets forwarded to your new address. Kevin Gillies is a freelance writer for Black Press.

Hunt a fan favourite with Stockton Garet Hunt has jersey retired by ECHL team By Neil Corbett sports@mapleridgenews.com

M

aple Ridge pro hockey tough guy Garet Hunt had his jersey retired as one of the last official acts of the ECHL’s Stockton Thunder. “It ranks right up there as one my highest personal moments in my hockey career,” he said from the offices of the California team, with which he served as team captain, enforcer and assistant coach last season. Fittingly, he also scored in the final game against the Bakersfield Condors – the last goal in Stockton Thunder history. The team will be relocated to Glen Falls, New York next season by its owner, the Calgary Flames, and the American Hockey League affiliate will move in, becoming the Stockton Heat. The 27-year-old Hunt is the face of the franchise, and holds team records for games played (439), points (157) and fights (163). Hunt said Stockton has a blue collar fan base – not unlike his hometown, or the Vancouver Giants fans who watched him play junior, and that’s probably why they appreciate his approach to the game. “My style of play has fit in well. It’s pretty rough here. Rough around the edges.” He’s the face of the franchise and a fan favourite. “It’s not that he’s the best player. It’s that he always gives you everything he has,” said Thunder booster club president Robert Holzer. “He’ll go against players who are six-foot-four or six-footfive, and he’ll show no fear. You appreciate that about him.” The feeling is mutual. Hunt bought a house in Stockton, and

Garet Hunt of Maple Ridge has enjoyed a career as a much-loved pro hockey player in California, and was honoured by the Stockton Thunder as his longtime ECHL team makes way for an American Hockey League franchise next season. plans to stay there. “I’m entrenched in the city.” The 27-year-old played nine games in the AHL in 2010-2011. There is an outside chance that the Stockton Heat would consider a roster spot for a local favourite, known for grit and hard work. “I can bring leadership and do whatever it takes,” he said. “Whether it’s standing up for a teammate or getting the crowd going – I’m obviously willing to do that.” Failing that, there are other ECHL teams on his radar. His brother Trevor, who plays pro hockey in Holland, assures Garet there would be an opportunity for him in the

Dutch league, as well. Long term, Garet sees himself coaching. He enjoyed learning the ropes last year. Just stay in the game, and good things can happen for you, he asserts. “All you’ve got to do is work hard. They used to say I was too small to be a tough guy.” Hunt has one of the toughest jobs in sports – a hockey enforcer – and it has been made tougher by the fact that he gives up about half a foot in height and 30 pounds of weight to many of his opponents. He’s listed at five-foot-eight and 190 pounds, but there’s not an ounce of fear. “It’s just willingness. You’re going to lose fights, no matter what – you can’t start worrying about winning or losing. “Just show up.” Hunt played a season with the Chilliwack Chiefs in the BCHL, then moved up to the Vancouver Giants for four seasons in the WHL, ending in 2007-2008, when he put up 18 points and 239 penalty minutes in 62 games. The next year, he went to the Thunder, and he’s been with the California club since. Some of his most memorable moments have come when his gloves hit the ice, and last season he compiled 269 penalty minutes in 58 games. His highlight tape had more than just fights – Hunt also had 13 goals and 21 points. His parents came from Maple Ridge for the final game, and were on the ice with him for the video tribute and jersey retirement ceremony. For the man of the hour, it brought back all the times his folks took him to a morning practice when it was still dark outside, and cheered him on during games. Hunt was glad they could share in the fan appreciation. “It was a nice way to say thankyou to them.”
