SPCA presents options to regional board
SILVER CITY SHINE
Current Trail facility slated to close by June 2016 BY SHERI REGNIER Times Staff
The SPCA is committed to serving the region once the Trail shelter closes, but how and what services it will deliver remains up in the air. The BC SPCA sent notice in late March to Grace McGregor, board chair for the Regional District of Kootenay Boundary (RDKB), confirming the Trail branch will be closed by the end of June 2016. Conditions in the 33-year old facility were deemed detrimental to the health and “They are welfare of staff, volabsolutely unteers and animals. The matter was committed to up for discussion retaining a during the April presence in the 30 board meeting in Grand Forks, Kootenays, no when Craig Daniell, question BCSPCA chief about that.” executive officer, presented service MAYOR MIKE MARTIN options and clarified the organization was flexible in seeking a partnership with the regional district. “The presentation further enhanced our understanding of the SPCA's plans,” Trail Mayor Mike Martin told the Trail Times on Friday. “They are absolutely committed to retaining a presence in the Kootenays, no question about that. Regardless of what decision is made by the regional district to participate in some way – they will have a presence.” While no resolutions were made during the meeting, the RDKB board agreed to form a subcommittee to review options that include a new full service facility with kenneling for animal control, and an adoption and education centre with limited veterinary services and no kenneling. “Their (original) letter was quite positional so one of the things that really encouraged us following the presentation is that they are open to some other options that would be amenable to the regional district,” Martin added. “While working with the SPCA to meet their needs and our needs in the financial constraints that we believe exist.” See BCSPCA, Page 3

Pacific Coastal grounds Trail-Kelowna service BY LIZ BEVAN Times Staff
After four months of taking to the Kootenay skies, Pacific Coastal's flights from Trail to Kelowna have been suspended. The last flight to the Okanagan-area city will leave the Trail Regional Airport on May 15. Vice President of Commercial Services for the
airline, Spencer Smith, says the suspension in service is because the flights were nowhere near as full as they needed to be to sustain the frequent flights as planned. “At the end of the day, we were flying around with less than 20 per cent load factor,” he said. “It varies, but at the end of this past month, we were operating at less than 20 per cent and only generating
half of the revenue that we needed to justify keeping the plane in the air.” The flight schedule wasn't intended to be temporary when it started at the beginning of the New Year, and Smith says the airline expects lower numbers at the outset of a new service, but hopes to eventually see them take off. However, ridership just went south from there.

“We've done this in other markets and we don't expect it to be successful right off the top,” he said after the suspension announcement. “It needs some time, but we certainly expect within that startup phase, we would see some gradual growth and we weren't. In fact, we were seeing some fairly significant decline.” See AIRLINE, Page 3

Registration for Storm the Stairs now open Event will kick off United Way’s campaign By Sheri Regnier Times Staff

Craig Daniell, the BCSPCA chief executive officer, addressed the Regional District of Kootenay Boundary board of directors last week to review options for the Kootenay branch once the current Trail facility closes next year.
BC SPCA looking for an answer in the next two months FROM PAGE 1 The BC SPCA proposed a venture between the organization, which now has some provincial funding, and RDKB to construct a $1.6 million facility on an acreage previously purchased on Old Waneta Road. The option was presented in 2014, when the Trail shelter, located on regional land next to the Columbia Pollution Centre, was deemed a priority because it didn’t meet standards of care for animal shelters. The matter came to light once again because the regional district was given a tight guideline, May 31, to make a decision to contribute $550,000 toward the capital project. Notably, since the board meet-
ing, the SPCA has delayed the deadline by one month, and maintains full replacement is the preferred option. “We extended the time frame because we want to be as flexible as possible,” explained Lorie Chortyk, BC SPCA’s general manager of community relations. “But it can’t go longer than a month if we are going to have construction for a new facility. We’d have to begin the planning no later than a month from now.” The province recently announced $5 million in capital funding to support the BC SPCA’s eight-year facilities development plan, which earmarked funds for Trail. “This is really an opportunity that may not come again, where
we have provincial funding,” explained Chortyk. “We really do want to have the best service possible for the community so that’s why we approached the regional district,” she said. “These are the community’s animals, and these are issues the community and local governments have to deal with, with or without the SPCA,” she noted, referring to the hundreds of animals the shelter takes in on an annual basis. “So we really believe that by being there we can be a real support to the community in helping deal with stray dogs, vicious dogs, abandoned dogs and all the cruelty investigations that we do. We want to be working in partnership to provide the absolute best level of service.”
Waning interest in the United Way's annual campaign kickoff meant fewer donor dollars raised for the Greater Trail community in 2014. With a goal to invigorate the cause and up charitable donations, this year the Trail and district organization is stepping into new territory with a race through the streets and staircases on the west side of town. “People lose interest when you do the same thing year after year,” said Executive Director Naomi McKimmie, referring to the United Way Day's six-year Gyro Park event. “We want to engage not only the people that were coming to United Way Day in the Park but also the ones who weren't, which is the age 20 to 35 demographic,” she added. “As well as the individuals who like to go out hiking and walking and spend time outdoors on the weekend.” Storm the Stairs is set for Sept. 12 from 8 a.m. until 3 p.m. in the Piazza Colombo. Registration is now open for the fundraising challenge, which is to climb 1501 stairs and walk, run or gasp your way through four kilometres in West Trail before heading back down to Rossland Ave. Anyone 18 years and up can join, though youth from 14 to 17 years may participate if accompanied by a legal parent or guardian. “It's open to anybody in the community within six hours who wants to come and participate in a showcase
of our stairs and our community,” said McKimmie. “It supports healthy living and being outdoors so the event hits all the marks. We believe it will not only be good for us and the member agencies we support through donor dollars, but it's good for the community.” The run is an individual challenge with no first, second or third place ribbons, but there will be awards for the top three fundraisers. “We thought of using the stairs because if the weather is a little inclimate, they are covered so avid walkers and runners are still likely to participate,” explained McKimmie. “And it's a way for us to get the younger demographic engaged.” While race participants are stepping up, a block party will be warming up the Rossland Ave locale starting with live music at 11 a.m. Two food vendors will be on site adding to the United Way's $5 barbeque lunch, and children's activities will run throughout the day. “This is something we'll be able to build on the next few years,” said McKimmie. “And hopefully it will increase not only the Trail and District United Way but increase the community profile in the province, southern Alberta and even the states.” To register visit traildistrictunitedway.com and click on the Storm the Stairs link. From that point, users will be directed to the fundraising site, yodel.org. and the event register link. Fee to enter Storm the Stairs is $50.
Airline not ruling out possible seasonal flight schedule FROM PAGE 1 The flight schedule didn’t pan out for a number of reasons, says Smith, including, but not limited to, the weather this past winter. “We figured it would be a predominantly winter-time market, which is why we started it in January,” he said. “We thought starting in the winter gave us the best opportunity to get people that are less inclined to go on the roads. It was the mildest winter ever, so that worked against us. Maybe in a different winter it
would have worked better.” With fledgling passenger numbers, Smith, along with Trail Mayor Mike Martin and many other community members, sat down to have a brainstorming session just a few weeks after the launch of the flight service, trying to come up with ideas to save the new flight schedule. “We did put in every effort and worked with (Pacific Coastal) as part of creating public awareness as well as trying to get the necessary business buy in,” said

Martin in a city press release about the suspension. “We also worked closely with the regional economic development office, Lower Columbia Initiatives Corporation (LCIC) and the Kelowna International Airport on a multilevel marketing strategy to further enhance awareness and increase passenger numbers both in Trail and in Kelowna.” The marketing plan didn’t pan out, and the future of the Trail to Kelowna route is unknown at the moment. say there may be more flights to come. Smith says Pacific Coastal could be looking into seasonal flight scheduling options. For example, offering the flights to Kelowna in the winter when roads are bad and recreation enthusiasts are packing up their skis. “We certainly leaving it open to the notion, that if we are able to find the right way to make it work, that maybe we can come back and try again possibly in the

fall and see what happens into the winter,” he said. “Hopefully we won’t see a winter that we had this year. (With ski tourism) it just didn’t happen this year.” Those with reservations on flights from Trail to Kelowna leaving after May 15 will be giving a full refund. Future fliers with a complimentary Trail to Kelowna certificate will now be able to apply that certificate to flights to Vancouver. For more information, visit www.pacificcoastal.com.

Billion-dollar LNG deal pitched to B.C. First Nation for project support THE CANADIAN PRESS PRINCE RUPERT, B.C. - A $1.15-billion benefits’ package is being offered to a First Nation on British Columbia’s northwest coast in a bid to win support for a proposed liquefied-natural-gas terminal and pipeline. Details of the offer to the Lax Kw’alaams from the provincial government and project owners, including Malaysia’s Petronas, were published on the band’s website. The deal is not the only one being pursued with aboriginals in advance of regulatory approval. One week ago, Tr a n s C a n a d a (TSX:TRP), the company that plans to build the 950-kilometre pipeline from near Hudson’s Hope in northeastern B.C. to Prince Rupert on the coast, announced a deal with the Kitselas First Nation. “Our government has been very clear that for too long First Nations have been excluded from economic development and that needs to change,” said the Ministry of Aboriginal Relations and Reconciliation in an
email on Friday. An information bulletin published on the Lax Kw’alaams’ website notes the proposal includes $27.8 million for signing and preliminary agreements, construction and startup projects. Annual payments would start at nearly $13 million and end with $50.5 million in year 40, for a total of just over $1 billion, it adds. The band would receive 2,200 hectares of land, worth about $108 million, in the Prince Rupert harbour area, as well as “additional lands of interest.” Targeted funds of nearly $29 million would cover road paving, compensation for fisheries, scholarships and training programs. The deal also promises vacant jobs in the “commercial operations phase” to every Tsimshian person who has completed a training program, meets “ordinary job requirements,” and is “otherwise qualified for the job.” Band leaders are asking members to vote on the projects and the benefits package through a show of
hands during meetings in Lax Kw’alaams, Prince Rupert and Vancouver. “The province is working with more than 40 First Nations to discuss benefits, concerns and the engagement process on proposed naturalgas pipelines and LNG-related infrastructure within their traditional territory,” said the Ministry of Aboriginal Relations and Reconciliation. “Proponents are also engaging with First Nations through similar discussions.” The ministry said it has, to date, concluded talks with 27 First Nations on 54 agreements on nat-
ural gas pipelines, and it expects more, although the details will vary. Pacific NorthWest LNG, a majority of which is owned by Petronas, plans to build an export terminal on Lelu Island, near Prince Rupert. “If the project is constructed, Lelu Island will be effectively off bounds to Lax Kw’alaams’ members as the island will be largely cleared,” states a community backgrounder. Community members won’t be able to harvest traditional plants and medicines, and as many as 431 culturally modified trees could be destroyed, the
document adds. About 120 kilometres of the pipeline would rest on the seabed, which, the document states, could negatively impact fish and their habitat, alter access to traditional fishing grounds and contaminate seafood through dredging. TransCanada said Friday it expects B.C.’s oil and gas commission to decide soon on two pipeline projects the company wants to build. Aboriginal Affairs and Northern Development Canada reports the Lax Kw’alaams have a total population of 3,351 people, of which 817 live on reserve.

tremor centred in the ocean off Haida Gwaii registered 6.1 on the Richter scale. While too far from land and settlements to cause significant damage, it provided the first live test for the province’s new notification system for earthquake and tsunami zones. “What took as
much as 25 minutes in the past was down to 10 minutes,” said Pat Quealey, assistant deputy minister responsible for Emergency Management B.C. “And that’s significant when you consider that that now allows emergency program coordinators in at-risk communities to be able to initiate action and warn folks of the impending danger.” Quealey, a former Canadian Forces officer responsible for disaster response in B.C., said the Nepal earthquake also demonstrates the need for individual and family preparedness to get through the first three days on their own after a major event. In that crucial period, emergency services struggle with access to affected areas for lifesaving, and evaluation of damage to roads, airports and other infrastructure. To help with earthquake kits and evacuation plans, the latest edition of the province’s Earthquake and Tsunami Smart Manual is available at the Emergency Management B.C. website, www.embc. gov.bc.ca, where people can also register to receive tsunami notifications by email.

Hike taxes on rich, cut taxes, boost child benefits for middle class Trudeau unveils Liberal Party’s economic plan
THE CANADIAN PRESS OTTAWA - Justin Trudeau has unveiled the Liberal alternative to the Harper government’s economic plan: hike taxes for the wealthiest one per cent to pay for more generous child benefits and an across-theboard income tax cut for the middle class. Under the Liberal proposal announced Monday: - The 22-per-cent tax rate for anyone with a taxable annual income between $44,701 and $89,401 would be cut to 20.5 per cent. - A new tax bracket of 33 per cent would be imposed on those with taxable incomes over $200,000 a year. The current top bracket of 29 per cent would continue to apply to those earning between $138,586 and $200,000. A Trudeau government would also scrap Prime Minister Stephen Harper’s newly enriched universal child care benefit and roll together two other existing child benefits into a single, more generous, monthly, tax-free “Canada child benefit.”
“We can do more for the people who need it, by doing less for the people who don’t,” Trudeau said at a campaign-style event at a family restaurant in nearby Aylmer, Que. “ According to the Liberals, all families with kids under 18 and an annual income below $150,000, or 90 per cent of families, would receive more under Trudeau’s plan than they do under Harper’s. Monday’s announcement puts in place a central pillar of the Liberals’ eventual platform for the fall election. And it is a reply to last month’s Conservative pre-election budget, which pivots around twin measures to allow parents with children under 18 to split their income for tax purposes and to expand and enrich the universal child care benefit. “Canada has always done well when most Canadians are doing well - when we have a strong and successful middle class,” Trudeau told the crowd. “The fact is, over the past 10 years, Mr. Harper’s plan has failed. We are not getting the economic growth, and we’re not getting fairness and success for the middle class.” Trudeau has previously promised to scrap the $2 bil-
lion parental income-splitting scheme, which numerous economists and think tanks have said will benefit less than 15 per cent of Canadian families, primarily the wealthiest. He is now promising to do away with the Toryintroduced universal child care benefit as well, contending that it makes no sense to dole out equal benefits to rich and poor families alike. The Conservative government has just boosted that benefit to $160 from $100 a month for each child under the age of six. And it has expanded the program to give families $60 a month for every child between six and 17. Trudeau proposes to roll together and enrich two other existing benefits that are geared to income - the Canada child tax benefit and the national child benefit supplement - into a single, enriched benefit that would give families up to $6,400 annually for every child under six and up to $5,400 for children aged six to 17. The benefit level would be tied to family income and would gradually disappear at higher income levels. The benefit would be
“simple, meaningful, monthly and tax-free. But most of all, it will be fair,” Trudeau said. Trudeau has promised that the eventual Liberal platform will be fully costed and designed within the framework of a balanced federal budget. His proposed changes to tax brackets would be revenue neutral - a tax cut of $3 billion a year for the middle class counterbalanced by an additional $3 billion in taxes on the wealthy, the Liberals said. However, Trudeau’s proposed new child benefit would cost the federal treasury an additional $4 billion a year. That would be paid for, in part, by scrapping the Harper government’s $2-billion parental income-splitting scheme. Trudeau has also promised to reverse the recently announced plan to almost double the amount people can sock away annually in tax-free savings accounts another measure Trudeau maintains will primarily benefit the wealthy. That would give him another $1 billion immediately -and potentially billions more over the longer term to finance his own program.

Thousands of kids stay home to protest new sex-ed curriculum THE CANADIAN PRESS TORONTO - A parent-led campaign to keep children home from class in protest of Ontario’s new sexualeducation curriculum gained early traction on Monday as the province’s largest school board reported tens of thousands of absences. Ryan Bird, a spokesman with the Toronto District School Board, said 34,762 elementary school students were absent on the first day of the campaign, which was largely organized through Facebook. That’s more than double the 14,191 absences recorded last Monday.
At least one of the city’s elementary schools had an absentee rate of more than 90 per cent, Bird said. Thorncliffe Park Public School was reporting that 1,220 of its 1,350 students were not in class, he said, adding that about 100 parents had turned up to stage a protest outside the building. Thorncliffe Park, which serves students from Grades 1 to 5 in midtown Toronto, is widely recognized as having a large Muslim population. Many of the objections to the updated curriculum have been mounted on religious

grounds. Opponents have argued that the new program, which will teach students about concepts including gender identity, sexual orientation and masturbation, does not align with their values and is not appropriate for school-age children. Sihu Yahaira, who has withdrawn her three children from school for the week, said gender issues are particularly at odds
with her Christian faith. “God created only two genders, and they want to teach that there’s more than two genders. That’s wrong,” Yahaira said at a protest outside the provincial legislature. “For us, it’s against our beliefs.” John Cassels, whose children attend elementary school in Georgina, Ont., feared the new curriculum will have a destructive
influence on future generations. “It will promote early sexualization of children. It will promote attitudes and behaviours that we find unacceptable,” Cassels said. Curriculum supporters, however, contend the updated guidelines have brought Ontario in line with the rest of the provinces in Canada as well as several jurisdictions in the U.S.

Time for teachers to question union
A
fter the first few glum lines of his speech, it was difficult to tell anything had changed for B.C. Teachers’ Federation president Jim Iker as he took his familiar place before the TV cameras last week. Iker droned on about how B.C. schools are under-funded by hundreds of millions of dollars, echoing demands from the disastrous strike he led the union membership into last year. The B.C. Court of Appeal had just overturned a bizarre trial court decision that tried to give the union everything it wanted: a trip back in time to the NDP wonderland of 2001, a constitutional spanking for the B.C. Liberal government and a $2 million bonus of taxpayers’ money. The BCTF must now pay back that $2 million and scrape up whatever is left of its members’ com-
pulsory dues to plead for an appeal at the Supreme Court of Canada, continuing the executive’s selfrighteous fantasy of controlling education spending in B.C. The appeal court didn’t just overturn the judgment of B.C. Supreme Court Justice Susan Griffin. It shredded her legal reasoning and bluntly corrected her, over and over, on evidence she ignored or misinterpreted. The appeal court confirmed at great length what I said when Griffin’s second decision came down in early 2014: it was far worse for B.C. schools than when judges decided in 2005 that teachers can bring union propaganda into classrooms. Did the government bargain in bad faith? No. Did they conspire to provoke a strike? No. Did they illegally strip working conditions from the teacher contract? No. Turns out our kids are not

just “working conditions” for teachers, and public policy still matters. And it turns out that making special needs assistants dash between classes to deal with two kids here and three over there was a lousy idea. Now there’s even a credit course offered in high school for students with learning difficulties, which probably has some BCTF minion crafting a pile of grievances about segregation. In the negotiated settlement reached last
fall, teachers shared $105 million to make thousands of baseless grievances go away, after the union filed one for student numbers in every class in the province. This bloated perpetual protest machine drains the public purse in more ways than taxpayers realize. Parents understand the strikes, though. They remember a union that scrapped report cards, disrupted administration and forced schools to shut down at graduation time. The strike then dragged into the fall, as the government held the line on public service spending. And what was the key issue that kept schools closed? It wasn’t special needs support, where student performance has continued to improve. No, it was the BCTF demanding a raise twice as big as other public sector unions had already accepted. In the end, their paltry strike fund long gone,
the union grudgingly accepted the going rate. They figured they had the elected government on the run in court. Wrong again. Next up for the ministry is taking control of professional development. A bill before the legislature will enforce standards, once the NDP is done denouncing it. Singing “Solidarity Forever” around a campfire and calling it paid professional development (a real example, by the way) will soon go the way of the union-controlled College of Teachers – onto the scrap heap of history. There are BCTF members who understand how ill-served they are by their union. They are looking critically at the performance of their leaders, who are too often distracted by grandiose “social justice” campaigns as far away as the Middle East. Tom Fletcher is legislature reporter and columnist for Black Press.

an agreement under negotiation between the U.S and Europe. The Ifo Institute in Germany estimates that such an agreement would boost the U.S. economy by 13.4 per cent. However, by diverting U.S. trade to Europe, it would reduce Canada’s output by 9.5 per cent. Other researchers find these numbers to be high, but their results point in the same direction. The final threat to the international trade component of our economy is our need for infrastructure. Compared to many countries in the world, Canada’s transportation and logistical infrastructure looks pretty good, but it is not perfect. One reason why Alberta sells 90 per cent of its exports to the U.S. is the lack of infrastructure, namely pipelines, to get the oil to tidewater and access to other markets. Other components for transporting and handling exports could also be improved now and will definitely need future upgrading. Improving Canada’s Trade Infrastructure, a study by the Canada West Foundation, shows that the quality of Canada’s overall infrastructure in 2014 ranked 19th in the world, below the United States. Right now, the governments of both British Columbia and Canada are enjoying fiscal surpluses. Investing these funds in infrastructure that will help our trade grow and prosper will benefit us all over the long run. It might even help the rest of Canada catch up to beautiful British Columbia. Golden years not so golden for some THE CANADIAN PRESS OTTAWA - Seniors and those approaching retirement are making up a growing proportion of those filing for insolvency in Ontario and have bigger debts compared to younger people, a report said Monday. And while credit card debt makes up the largest portion for them, payday loans are a growing concern for seniors, said Doug Hoyes, co-founder of bankruptcy trustee firm Hoyes, Michalos & Associates Inc. which did the report. “It is a treadmill that you can never get off of,” Hoyes said of the short-term loans that often carry high
interest rates. According to a review of 6,000 insolvency filings handled by the firm in 2013 and 2014, the share of debtors aged 50 and over increased to 30 per cent compared with 27 per cent in the previous two-year period. Hoyes said the number of people filing for insolvency has been trending down in recent years, but use of payday and fast cash style loans is on the rise. The percentage of debtors with at least one payday loan increased to 18 per cent compared with 12 per cent two years ago, while the average total
payday loan debt for those with them rose 12 per cent to $2,749. Seniors were less likely to use payday loans at just nine per cent of those over 60 filing for insolvency with one, but those that did owed $3,693 on average. Hoyes said some of the growth in seniors filing for insolvency is due to more people reaching retirement as baby boomers get older. And while for some that has meant selling their home for a big profit and a comfortable retirement, for others, medical bills, job loss or divorce have crippled them financially, he said.
“Unfortunately if you go into retirement with debt, you’ve got a huge problem because now your income has gone down and you can’t service it,” he said. The report found seniors and preretirement debtors have accumulated the highest unsecured debt load among all age groups. On average, debtors 50 and older filing for insolvency had $68,677 in unsecured debt, while those over 60 had total unsecured debt of $69,031. That compared with an overall average of $56,545 in unsecured debt for those filing for insolvency.

Joan Irene Kragh
June 11, 1949-April 26, 2015 With great sadness we have to announce Joan Irene Kragh has passed away after a long, hard fight with cancer. All she wanted was to stay with her grandchildren to see them grow up, be married and someday have children of their own. Well, this was not meant to be as the pancreatic cancer took her home. She is the strongest lady I have ever met. Now at least pain free and with our loved ones and with her beloved horse “Toots”. I am very sure they are riding free on the other side. Enjoy your new journey mom ride free with no more pain. There will be no service by Mom’s request. Interment will be in Fort McLeod, Alberta as she wanted to be with her hero, her dad. Thank you Mom for this gift of reconnection over the last 18 months. It was truly the best gift you could have ever given us. Love you forever. As an expression of sympathy, donations in Joan’s name may be made to the Salvation Army at 2030 2nd Ave, Trail BC, V1R 1N3. You are invited to leave a personal message of condolence at the family’s online register at www.myalternatives.ca
Tribute to past: New royal is Charlotte Elizabeth Diana, Princess of Cambridge THE ASSOCIATED PRESS LONDON - It’s a name that immediately evokes royal history: Princess Charlotte Elizabeth Diana. Prince William and his wife Kate, the Duchess of Cambridge, on Monday announced the name they picked for the newborn princess, a choice seen as a tribute to both Prince William’s parents and grandmother, the Queen, as well as a link to Kate’s family. The princess, the second child of William and Kate, will be known as Her Royal Highness Princess Charlotte of Cambridge, royal officials said. The birth of Princess Charlotte marks a new

chapter for William and Kate, widely seen as the monarchy’s most modern, popular couple, but the names they picked are firmly rooted in royal tradition. Charlotte, the feminine form of Charles, appears to be a nod to the newborn’s grandfather, Prince Charles. The baby’s middle names honour the Queen, the infant’s 89-year-old greatgrandmother, and Diana, the late Princess of Wales, William’s mother and the baby’s grandmother. Charlotte also features in Kate’s family, as the middle name of her sister, Pippa Middleton. The newborn prin-

cess is fourth in line to the throne after Charles, William and her older brother, 21-month-old Prince George. William and Kate introduced the baby princess to the world Saturday evening, just 12 hours after Kate checked into St. Mary’s Hospital in London to give birth. The baby weighed in at 8 pounds, 3 ounces. Her new name was warmly welcomed Monday by royal fans. Some were particularly pleased about the tribute to Diana, still remembered fondly by many. Diana, who died in 1997 at age 36, gave birth to William and Harry at the same
London hospital where Charlotte was born. “I so much wanted the name Diana to be in there somewhere,” said Munever Halil, 52. “I wanted it to be Elizabeth Diana, so I think it’s lovely.” Charles Spencer, Diana’s brother, also approved of the choice. “Perfect names. My 2-year-old Charlotte Diana will be thrilled at cousinly name-sharing,” he tweeted. Earlier Monday, Westminster Abbey’s bells pealed and gun salutes were fired across London in honour of the newborn princess. In a display of traditional pageantry, dozens of deafening vol-

leys were fired from Hyde Park and the Tower of London to mark the occasion. The royal couple had kept the world guessing about the baby’s name until after both sets of grandparents got a chance to visit Kensington Palace on Sunday to meet their granddaughter. Bookmakers had taken huge amounts of bets on the name and Charlotte had been a front-runner alongside Alice and Victoria. “Charlotte was the hot tip over the weekend,” Ladbrokes spokeswoman Jessica Bridge said. “We may have lost a fortune, but we’re paying out with a smile and wish the duke and duchess all the best.” Another bookmaker, William Hill, said they were relieved because their top bet had been Alice. Spokesman Rupert Adams said 5,096 bettors correctly guessed the name and his firm would pay out just over 100,000 pounds ($151,100) in the name market. The new princess will be formally christened in the coming weeks, potentially in the same chapel at St. James’s Palace, like her brother.

Trail signs elite goalie BY TIMES STAFF When it comes to big-game goaltenders, the Trail Smoke Eaters landed a whale last week. The Smoke Eaters announced the signing of Bailey Macburnie, a 19-year-old, six-foot-two, 180 pound goaltender from Salisbury School in Salisbury, Connecticut. “I’m honoured to be part of such an amazing organization,” said Bailey. “I plan on getting the Trail Smoke Eaters back to the playoffs.” The Smokies last made the playoffs in 2011 and will benefit from the addition of the highlytouted netminder. Last season with Salisbury, Macburnie had a 21-3-1 record with a 1.61 goals against average, a .933 save percentage and four shut outs. He led the Crimson Knights to the Elite 8 championship title in March, the pinnacle of New England Prep School hockey, as well as the Flood Marr Tournament title where he won the MVP and Tournament Team Award. “We are fortunate to acquire a goalie of Bailey’s stature,” said Smoke Eaters head coach and GM Nick Deschenes. “He has proven his ability to guide his teams to very successful records. A player of his ability and character are not always available, and for our organization, he definitely brings us closer to our goal of making the playoffs.” The Beverly, Massachusetts native was also selected as the Best Goalie in the West CT. Prep schools.

Rockets oust Winterhawks
THE CANADIAN PRESS PORTLAND, Ore. - The Kelowna Rockets have advanced to the Western Hockey League championship after defeating the Portland Winterhawks 8-4 on Sunday in Game 6 of their Western Conference final. Kelowna will face the the Eastern Conference champion Brandon Wheat Kings, who qualified for the chance to play for the Ed Chynoweth Cup by eliminating the Calgary Hitmen on Friday in five games. Madison Bowey and Dillon Dube each had a pair of goals for the Rockets, who used a five-goal third period to blow the game open. Tyson Baillie scored once and set up two more for Kelowna while Chance Braid, Justin Kirkland and Cole Linaker rounded out the offence. Chase De Leo struck twice and tacked on an assist for the Winterhawks, who also got goals from Adam Henry and Layne Viveiros. Jackson Whistle started in net for Kelowna but was yanked after allowing three goals on eight shots in 13:30 of action. Michael Herringer stopped 30-of-31 shots in relief to earn the victory. Portland’s Adin Hill turned away 33-of-39 shots in defeat.

Miska backs Vees to WCC title BY TIMES STAFF The Penticton Vees are on their way to the RBC Cup after winning the Western Canada Cup (WC) title with a 4-3 overtime final victory over the Portage Terriers on Saturday night. Penticton becomes the second BCHL team to win the title, joining the Surrey Eagles who won it in 2013, its inaugural year. “Our goal at the beginning of the year was always to win a National Championship and obviously we’ve done a lot of great things getting through our league, and now not getting through the backdoor is exciting, but we have one more task at hand, and we’re going in with the full intention of winning it (the RBC Cup),” Vees coach Fred Harbinson told a WCC reporter after the game. Connor Chartier scored the cup-winning overtime goal just under three minutes into the overtime period. Dakota Conroy’s acuteangle shot squeezed through Laforest’s arm and lay naked in front of the goal line until Connor Chartier chipped in the loose puck to send the Vees flying off their bench to celebrate their first-ever Western Canada Cup. On a similar play earlier in the match, a quick whistle denied the Vees a sure goal, but this time it counted. “Dakota Conroy shot the puck, and I was going to stop and turn around, but I saw the puck and banged it home,” said Chartier. The former Spokane Chief forward was second in team scoring at the tournament with five goals and two assists, and seminal in the final two Vees’ victories including a twopoint effort in the 3-1 semifinal win over Saskatchewan’s Melfort Mustangs. “I think it’s all confidence, I had an alright season, but coming into the playoffs I thought I could step my game up and I think I have,” added Chartier. Just over seven minutes into the game, Penticton opened the scoring when a Jack Ramsey shot from the

Penticton Vees goaltender, Hunter Miska, suffered one of his six losses this season in this double-overtime match against the Trail Smoke Eaters. The Vees goalie, however, led his team to the Western Canada Cup title Saturday, where he was named the tournament MVP and Top Goalie. right faceoff circle was stopped by Laforest, but Riley Alferd stuffed home the rebound to make it 1-0 Vees. Portage would tie it six minutes later, when Taylor Friesen jammed a loose puck by Vees netminder Hunter Miska. But the Vees came out flying in the middle frame. Dante Fabbro’s point shot beat Laforest through a screen at 5:17, and just over 10 minutes later, Steen Cooper capitalized on a Laforest rebound to put the Vees up 3-1. The Terriers would not go quietly, however, and bit back 25 seconds later, as Tyler Jeanson was able to tap another shot in from close range to pull Portage back within one. The Vees outshot the Terriers 17-13 in the period. The Vees held the lead for over 19 minutes, yet with 57 seconds remaining in regulation, Zack Waldvogel won a battle at the front of the Vees net and knocked another point blank shot in past Miska to tie the game and send the final to overtime. “I thought we stuck with it
here and got the late goal at least to get to overtime,” said Portage coach Blaine Spiller. “As the game got on I thought we started to play our game especially in the third. We had a couple of chances but couldn’t seem to bury them, or Miska made a big save. It was one of those games that was unfortunate the way it shook out in the end, but I’m happy with the way our guys played this week.” The two teams already held berths into the national championship, yet to win it outright and capture another championship was motivation enough for the Vees. “Whatever you go to you always want to be the winner, you want to be number one, and having this win we kind of feel that we’ve earned our way,” said Chartier. “It feels nice to come out as number one going into the RBC.” Miska was brilliant in net for the Vees stopping 34 shots in the winning cause, while Laforest blocked 32. The 19-year old Miska, a University of MinnesotaDuluth commit, was named Top Goaltender and Most
Valuable Player of the tournament, after compiling a 3-1 record and tournament-leading 1.76 goals against average and .937 save percentage. The Minnesota native recorded a 23-save shutout in his second game of the tournament against Fort McMurray, and was named Player of the Game. Vees 17 year old rookie Tyson Jost received Top Scorer with five goals and one assist during round-robin play, and Top Forward in the tournament at the awards night Friday. The Top Defenceman went to Landon Peel of the Portage Terriers who scored a goal and added four assists. Portage beat the Melfort Mustangs 4-2 in an essentially meaningless WCC runner-up game on Sunday afternoon. With Portage as host, Melfort will also advance to the RBC Cup after beating the Fort MacMurray Oil Barons 4-2 on Saturday. The Vees will open the 2015 RBC Cup in Portage, Manitoba this coming Saturday at 3 p.m. against the same Terriers. With files from the WCC.

Mayweather cashes in on richest fight THE ASSOCIATED PRESS LAS VEGAS - The check was for $100 million, a payday so mind boggling that Floyd Mayweather Jr. couldn’t help but show it to a few reporters when the night was done. “No pictures, though,” Mayweather said, sliding the check out of an envelope. “Don’t want any pictures of it.” The check will soon be cashed, adding to the millions Mayweather already has stashed in his bank accounts. It was actually just a down payment for his night’s work, which could total more than $200 million by the time pay-per-view sales are tallied up. The richest fight ever wasn’t the best fight ever, but that wasn’t entirely Mayweather’s fault. He did what he usually does Saturday night against Manny Pacquiao in a win that cemented his legacy as the best of his generation, even if he didn’t win any new fans doing it. Still unbeaten in 48 fights, it will be a tough act to follow if only because of the staggering money it

brought in. Hard to imagine Mayweather fighting for a paltry $30 million or $40 million after a night he made history with the richest single payday any athlete of any sport has made. He says he’ll fight once more in September, then hang up the gloves. Mayweather says it’s time to enjoy the fruits of his labour from a sport that has consumed his life since he was a kid throwing punches in Grand Rapids, Michigan. “I don’t really think I’ll miss the sport,” Mayweather said. “I don’t even watch boxing. At one particular time I loved the sport of boxing. I wanted to go to every fight and wanted to be at every boxing event. But I just lost the love for the sport.” A well-heeled crowd of 16,507 cheered every time Pacquiao threw a punch, but Mayweather dominated late once again to pull out a decision win that seemed closer in the ring than on the scorecards. Pacquiao even thought he won, though punch stats showed Mayweather landing far more punches than the usually frenetic Filipino. Pacquiao would blame a shoulder injury suffered in training last month for not being able to throw more right hands. His handlers would blame Nevada boxing officials for not allowing him a shot to numb the shoulder just before the fight, though the excuse rang hollow. “I cannot use a lot of my right hand but the fight was still good,” Pacquiao said. “What we wanted to do we couldn’t do because of my shoulder. But he’s fast, he’s a good boxer. Give the credit to him. He won tonight.”

THE CANADIAN PRESS TORONTO - The big winner through the first round of the Stanley Cup playoffs may be Rogers Media. The Toronto-based company, which paid $5.2 billion for exclusive national rights to all NHL games for 12 years, saw ratings jump 36 per cent over last season’s first round, according to Canadian ratings company Numeris. The games were broadcast on Sportsnet, CBC’s “Hockey Night in Canada” and on Rogers’ digital platform GameCentre Live. Numeris took the survey of viewers across Canada age 2-plus between April 15 and 26 (and so excludes Wednesday’s final game between the Tampa Bay Lightning and the Detroit Red Wings). The ratings were clearly boosted by the number of Canadian teams in the first round. Games featuring those five teams - the Vancouver Canucks, Calgary Flames, Winnipeg Jets, Ottawa Senators and Montreal Canadiens - averaged 2.4 million viewers per game. Last year, only the Canadiens made the playoffs, so the boost in opening-round audience numbers isn’t a big surprise. CBC and TSN broadcast the games in 2014, the last year they owned the rights. This year’s Montreal-Ottawa Round 1 series, aired on CBC with Rogers collecting all the advertising revenue, averaged 3.2 million viewers per game. That’s a 57 per cent boost from the last time these two teams met in the first round in 2013. In the west, the series between Calgary and Vancouver drew an average audience of 2.2 million viewers per game. The series between the Winnipeg Jets and the Anaheim Ducks averaged 1.4 million viewers per game. The news was also good on the digital side. The Montreal-Ottawa series was the most-watched series on GameCentre Live, with the number of video plays ranging from 110,000 to 130,000 over the run of the series. The bad news for Rogers is that three of the five Canadian teams were eliminated during Round 1 and the Jets, Canada’s Cinderella team at the start of the post-season, were swept in four games. Vancouver’s elimination also sees the loss of Canada’s second-biggest market. By Dave Green

‘Avengers: Age of Ultron” nears record for movie debut THE ASSOCIATED PRESS LOS ANGELES - The Avengers are mighty, but not enough to beat themselves. The Marvel and Disney sequel earned a staggering $187.7 million in its debut weekend, making it the second biggest U.S. opening of all time according to Rentrak estimates Sunday. But “Avengers: Age of Ultron” failed to top the all-time record of the first film’s $207.4 million debut in 2012. Although “Ultron” was the only new film in wide release this weekend, it had some significant small screen competition: The Kentucky Derby, the NBA playoffs, and the Floyd Mayweather Jr. and Manny Pacquiao fight. Numbers could shift by the time Monday actuals roll in, but it seems the robust counterprogramming may have blockaded another record for Marvel and Disney. Still, for Disney’s head of distribution Dave Hollis, the weekend was a “spectacular result” for the film, which cost a reported $250 million to produce. Playing on 4,276 screens, the audiences for “Ultron’s” debut were 59 per cent male and 41 per cent under the age of 25. “We’re in rare air here,” said Hollis. “Having the second biggest opening weekend in the history of the movie business is always going to be something you walk away overwhelmingly happy with. The momentum of the brand for Marvel at this point is really something to take a step back and admire.” Marvel and Disney now boast the top three opening weekends of all time with “Avengers” and its sequel taking the top two slots and “Iron Man 3” in third place. Also, while the first film’s $207.4 million haul might just seem like a new benchmark to hit, Dergarabedian was quick to point out that opening above $200 million was “literally like breaking the box office sound barrier.” With $168 million in international sales this weekend, “Avengers: Age of Ultron” has grossed $627 million globally in just 12 days. The film has yet to open in China and Japan. The rest of the top five was populated with holdovers, “The Age of Adaline,” “Furious 7,” “Paul Blart: Mall Cop,” and the animated “Home.”

Dear Annie: I am an 83-year-old widow in good health. My daughter lives about two hours away. She is 50 and well educated and has been in a long-term relationship with an older retired man. She does a lot of care-giving for him and his family members. Three years ago, my daughter lost her job during an economic downturn and has made no attempt to find other employment. I have been giving her money every month and paid for a course in massage therapy, but she has not attempted to find a job in that field. She received insurance money to repair her home when it flooded over the winter, but she hasn’t done the repairs. Instead, she camps out at her boyfriend’s apartment. When I ask, she will come help me with certain things. She is my only child, and there are no other close relatives. I am not wealthy, but am comfortable. My daughter will inherit trust money and my house when I die, and

Ymir
Skate park set to open this summer By Tamara Hynd Nelson Star
Skateboarders in Ymir can look forward to having a new skate park this summer. “Nowadays you pretty much need a skate park as much as you need a ball diamond,” said Hans Cunningham, Area G regional director. He expects the facility to be complete by the end of May or beginning of June. Located almost directly across the street from the Ymir fire hall, the park was shaped last fall and the first row of concrete was poured, but con-
struction was halted with the onset of winter. Measuring about 40 by 60 feet (12 by 18 m), the park is located on the edge of the Great Northern Trail. The Regional District of Central Kootenay board recently authorized signing a licence of occupation with the BC Transportation Financing Authority for a 10-year term. Cunningham said the park is a great addition for a small community, even though it’s a “fraction of the size and scope” of the Nelson skatepark which opened last year.
Cunningham said it will be built on the “economy plan,” for less than $25,000. “We’re very lucky considering it was done with volunteer labour and donations,” he said. Cunningham said some Nelson skate park volunteers live in Ymir so they were able to help with the Ymir design and layout, plus explain the process to the other volunteers. Designed to be a little less challenging than some skate parks, it will still have demanding features, including rails.
