Fundraising gala adds $1 million to Peace Arch Hospital foundation coffers

$20m hospital expansion celebrated Tracy Holmes Staff Reporter

The much-anticipated expansion of Peace Arch Hospital’s emergency department is finally – officially – moving ahead. The $20-million project was celebrated Friday in an announcement at Peace Arch Hospital that also included news of a planned residential-care and hospice facility. “It certainly is a good morning, said Ellen Kennett, a longtime member of the hospital’s auxiliary society. “(It) will benefit so many in the coming years. It was the ladies auxiliary that, in 1947, kick-started the effort that resulted in the hospital being built. Surrey-White Rock MLA Gordon Hogg (whose father, Dr. Al Hogg, was the community’s first doctor) said he was at the auxiliary’s firstever meeting, as an infant, with his mother, Kay. He doesn’t recall the occasion, he told the crowd of dignitaries and guests who turned out for Friday’s announcement – but he grew up well-aware of the facility’s significance. i see page 2

Second councillor secures independent legal counsel, as allegations abound in White Rock

Fathers disputes mayor’s claim of privilege breach Melissa Smalley Staff Reporter

A second White Rock city councillor is disputing a statement made by the mayor last week in regards to allegedly defamatory online comments that led to the censure of Coun. David Chesney. After Mayor Wayne Baldwin told Peace Arch News that information published on Chesney’s website was “a matter of privilege – an allegation Chesney denied – Coun. Helen Fathers said she was “upset by the changing stance of the mayor. Fathers told PAN that Baldwin made no prior mention to council about privileged information being published, which would have led to harsher consequences for Chesney. “If that would have happened, we would have actually been in an in-

camera meeting, which we weren’t, Fathers said Monday. “This council would for sure be following process if Coun. Chesney had released privileged information. There’s a process attached to that. It doesn’t make a lot of sense to me. Baldwin did not return PAN’s

calls by press deadline. Fathers confirmed that – like Chesney – she’s secured legal counsel, following events that unfolded after she was the lone council member to vote against the deputy-mayor rotation list on April 13. “All I can tell you is that circum-

stances arose after the item on the open-council agenda, and it led me to seek legal advice, she said. It was after the April 13 vote that speculation began as to why Chesney was not included on the deputy-mayor rotation. Baldwin later revealed publicly, on April 27,

Maternity criticisms draw fire David Chesney councillor

A White Rock councillor who said in an online interview early last month that tight clothing on pregnant women looks like “sausage casing and that expectant mothers want to delay maternity leave “until their water breaks has apologized following a firestorm of criticism last week. But while the Friday morning post to

David Chesney’s White Rock Sun website was initially to “any women that may have been offended by comments that were taken out of context, it was later revised to address “anyone that may have read the statements I made that were taken out of context to whip up some (attention-grabbing) headlines. i see page 5

that council had voted to censure Chesney, and as a result he had been removed from “external representations, committees and the deputy-mayor rotation until 2016. Last week, Chesney posted a lengthy entry on his website – www.whiterocksun.com – detailing what he described as his version of the events leading up to Baldwin’s censure announcement. Chesney said that shortly after the November election, he met with Baldwin privately, who “urged me to divorce myself from the White Rock Sun. When Chesney refused, he said, the mayor told him to “be careful and that he would be watching me. In the website post, Chesney linked to a Feb. 9 column – with i see page 5

Gala guests peruse silent-auction items at Saturday’s Code Blue for ER gala.

PAH expansions official i from page 1 “The City of White Rock was probably a product of the fact we had a hospital,” Hogg said. The ER expansion, expected to begin in the summer of 2016, is the last of five projects announced in 2007 as the focus of Peace Arch Hospital and Community Health Foundation’s multi-million-dollar Partners in Caring campaign. The other four goals – a new maternity ward, an MRI, completion of the hospital’s fifth and sixth floors and creation of the Horst & Emmy Werner Centre for Active Living – have all been checked off of the “ambitious” to-do list. Plans for a 185-bed residential-care building and 15 independent hospice beds – representing an additional commitment from the foundation of $45 million – were also announced. Firm details, such as exactly where it will be built, are expected in the coming months, however, it is known the facility will be built on foundation-owned land and operated by Fraser Health. The ER funding comprises $15 million raised by the foundation and $5 million from the province through Fraser Health.

The good-news package was delivered just one day before the foundation’s annual Partners in Caring Gala – Code Blue for ER – held Saturday at Centennial Arena. That evening, foundation executive director Stephanie Beck – describing the ER as “the heart of our hospital” – announced that more than half of the $15-million goal has been raised. Gala proceeds added just over $1 million to the tally. Following a touching video of people who have benefited from the ER sharing their stories, campaign cochair Dragana Sanderson announced a gift of $500,000, committed over the next five years by Peninsula philanthropists Werner and Helga Hoing. The news sparked a standing ovation. “We’re truly floored by your kind and philanthropic spirit,” Sanderson told the couple. That news was followed by word of $100,000 donations from board chair Art Reitmayer and his wife, Marjorie; and board member Bob Cooper and his wife, Carolyn. Two anonymous $100,000 donations were also made. The live auction added more than $50,000 to the gala’s fundraising total.

Statistics compare first three months of 2015 to same period last year

Surrey’s violent-crime rate up 40 per cent Kevin Diakiw Black Press

Violent crime in Surrey soared by 40 per cent in the first quarter of this year, according to statistics released by the Surrey RCMP. Police quarterly statistics released last week compare the first three months of this year to the same period in 2014. Police note the figures come from one quarter and can easily represent an anomaly because of a few criminals being released from jail. The year-end figures from last year showed a seven-per-cent increase in violent crime from 2013. However, the figures from this quarter paint a different picture, albeit over a shorter time. The total number of violent crimes in Sur-

rey from Jan. 1 to March 31 reached 1,732 incidents – up from 1,233 from this time last year. Some of those violent crimes came by way of a number of reports of shots fired in March. In addition, many of those files came from street-level crimes, such as assault (up 29 per cent), abduction/kidnapping (up 175 per cent) and robbery (up 14 per cent). Some of those abductions occurred as domestic calls, where a mother or father took off with a child. Others are disputes between drug dealers and their buyers. Sex assault also climbed from 39 to 57 over the same periods, an increase of 46 per cent. It’s important to note that sex assault often becomes classified as a different crime or is

dropped altogether, so last year’s adjusted figures aren’t always a fair comparison to this year’s numbers. Surrey RCMP Sgt. Dale Carr said that a few criminals can skew the statistics, particularly the quarterly figures. “Sometimes, a high number of violent crimes can be committed by a small number of individuals,” said Surrey RCMP Sgt. Dale Carr. “They can cause us a lot of grief until they are captured and put where they belong.” Other crimes that also climbed over last year were arson (up 146 per cent), prostitution (up 45 per cent), causing a disturbance (up 51 per cent) and breach or bail violation (up 31 per cent). The good news is that property crimes are

down by five per cent. The biggest drop was in business breakand-enters, which plummeted to 321 from last year’s 436 – a drop of 115, or 26 per cent. Residential break-and-enters remained exactly the same at 532. Overall, crime climbed by seven per cent in the first three months when compared to the same period last year. It’s the first time in a while that Newton has shown better trends than many other areas of the city. Violent crime in Newton was up by 36 per cent, the second-lowest climb in the Surrey RCMP’s five districts. The only area with a lower increase was Cloverdale-Port Kells, which saw a bump up in violent crime of 28 per cent.

More than a dozen rare trees from bonsai master Tak Yamaura’s private collection have been stolen in a series of recent break-ins.

Prized bonsai trees stolen from South Surrey nursery

Returning thieves take life’s work Tracy Holmes Staff Reporter

The theft of “irreplaceable” bonsai trees has left a South Surrey master of the art and his family heartbroken. Tak Yamaura’s private collection – grown and nurtured over the past 45 years – has been decimated in recent weeks, by thieves who have returned time and again to the 16164 24 Ave. nursery, most recently on Sunday morning. Yamaura was asleep in his home on the 10-acre property when he was woken around 4 a.m. by the sound of something amiss. Looking out, he counted at least four dark figures in hoodies on the Japan Garden Art Bonsai property. “They were a couple feet away from where he was sleeping,” said Natalie Skye, Yamaura’s daughter. “He heard them, he called 911.” When Yamaura stepped outside, the thieves took off in a pickup truck loaded with his rare plants. “It’s his lifetime’s work,” Skye told Peace Arch News Monday. “It’s heartbreaking to see this happen to him.” According to Skye, the break-in was among six that have occurred at the nursery in the

Surrey RCMP’s Robbery Unit released details Friday of the assault and robbery of a senior at a South Surrey ATM in March. And while tips have been received in the days since the appeal, they continue to ask for the public’s help identifying a man sought in connection with the attack. According to police, it occurred around 4:30 p.m. March 22, in the lobby of a financial institution in the 3000-block of 152 Street. The victim, a 65-year-old South Surrey woman, had just finished using the ATM when she was struck in the chest multiple times – suffering minor injuries – and robbed of her cash. Police said information was not released at the time, as the incident did not raise concern for public safety – it is believed to have been a crime of opportunity. The suspect is described as a slim, five-foot-eight black male, with short, curly black hair. He was wearing a black hoodie, grey sweat pants and black runners. Police have released a photo of a man captured on video-surveillance footage, in the hopes someone will be able to identify him. Cpl. Scotty Schumann said Monday that investigators have received “a couple leads” since Friday, including from fellow officers. Anyone with information is asked to call 604-599-0502. – Tracy Holmes

Meyer won’t comment on censure i from page 1 the alleged defamatory comments removed – written by Don Pitcairn, about rail safety along the waterfront. Though Chesney does not name the councillor who was the target of the offending comments, the column is critical of Coun. Grant Meyer’s appointment as the chair of the city’s rail safety task force. According to Chesney, he brought the article to the attention of the mayor and councillor in question and the following week was told he would be censured; when he agreed to remove the offending reference and apologize, Baldwin said the “whole mess would disappear.” Chesney said Baldwin later told him the councillor felt his apology was insincere, and the agree-

Councillor questions ‘conspiracy’ i from page 1 The comments he was referring to were made about 10 minutes into an April 6 segment on The Goddard Report, after interviewer Jim Goddard brought up how vicious online comments can be. Goddard made specific reference to social-media posts and hate mail that has been directed towards a Global TV weather forecaster for appearing on television pregnant. Chesney, however, said he believes some pregnant women do wear ill-fitting clothing. “It looks like sausage casing, their belly button is pushing through the material and I kind of look at that and I go, I get it, you’re pregnant, all right,” Chesney said. In addition to questioning “how they can yank on those Lululemon sweat pants and body dance skins and go out in public at eight months pregnant,” Chesney opined on maternity leave. “You get one year maternity leave, so women want to come to work until their water breaks so they can have one year off from the time the baby is born. They are not taking a month off ahead of time. They are coming to work. They are barely able to walk. They can’t sit down. They are not comfortable.” Following a link to the interview posted to online media site Reddit Thursday morning – by a user with the account name “chesneyThrowaway” – critical responses began to light up Twitter, Facebook and Vancouver-area media websites. Chesney apologized again Saturday at the start of his Community Conversation meeting, held at the White Rock Library. “My comments were intended to compare the dramatic clothingstyle changes for men and women over the past decades, specifically maternity wear,” Chesney read from a prepared statement. “My remarks

were insensitive and for that I am truly sorry. In no way, shape or form did I intend to marginalize or insult pregnant women and those that love them.” In his statement at www.whiterocksun.com posted Friday, he questions the timing of interest in his comments, noting that up until Thursday, he’d had no feedback on that aspect of the interview. “This story started 3 months ago. The interview… was recorded nearly a month ago. It appeared on the main page of The White Rock Sun a month ago for an entire week and nothing was said by way of the telephone, Internet or personally to either myself or Jim Goddard. Now all of a sudden it is the ‘top of the pops?’” he writes. Chesney notes the interest followed a meeting a week earlier that he had with Mayor Wayne Baldwin. Chesney writes that Baldwin “said something to the effect that I may regret or I will be sorry or something to that effect about my remarks (from) as he termed ‘your talk with your buddy’.” Chesney writes that he assumed the mayor’s comment was referencing his criticisms to Goddard of fellow council members. He notes his city-supplied “bat

phone” started ringing “off the hook” Thursday afternoon, “and then the light bulb went on.” “Coincidence or conspiracy? We may never know. But then again we just might,” he writes. Baldwin did not return PAN’s calls requesting comment. CBC News reported Thursday that Baldwin called Chesney’s comments “unfortunate.” “He does not speak for White Rock council,” Baldwin told CBC. “And definitely it’s an unfortunate remark that he’s made and it’s disturbing, but it’s nothing we can take responsibility for.” CBC reported that Baldwin noted Chesney made defamatory comments about another councillor and as a result, he was censured and taken off council committees. “There definitely seems to be a pattern, and that’s unfortunate.” The censure, Baldwin announced in council last week, was over comments published on Chesney’s website. The mayor later confirmed to PAN that the comments were written by a third party about a fellow councillor and deemed “most likely” defamatory by the city’s lawyer.

Law an assault on voter privacy

T

he provincial government and the courts are doing their best to keep participation in elections under strict control. The two big political parties, the BC Liberals and NDP, are behind proposed legislation that would give political parties a complete list of everyone who voted in a provincial election. The information would not be made available to independents. This is nothing more than an assault on privacy. In some ways, it is an attempt to use sophisticated technological means to go back to the era when people had to cast their votes in public. Thankfully, Green Party MLA Andrew Weaver (Oak Bay-Gordon Head), independent Vicki Huntington (Delta South) and the privacy commissioner are standing against this. The effort to coerce Elections BC to hand over this private information to political parties must fail. The B.C. Court of Appeal has backed provincial legislation that states groups or individuals must register with Elections BC if they plan to say or distribute anything that might be considered election advertising during an election period. The court’s decision, by a 2-1 margin, goes against the recommendations of the chief electoral officer, who said in both 2010 and 2014 that there was no problem in not registering those who spend a small amount in placing advertising during an election. The federal government does not require registration if individuals or groups spend less than $500. In Alberta, that limit is $1,000. Elections are the one time when citizens have the power to bring politicians to heel. They should be freewheeling affairs – not a stage-managed series of photo-ops. While there is a need for some spending limits, particularly by parties and candidates, it is highly unlikely that spending $1,000 by either an individual or group will sway the outcome of an election in a given riding. Vincent Gogolek, executive director of the B.C. Freedom of Information and Privacy Association, says the court decision is an assault on freedom of expression. His organization launched the court challenge to try to overthrow the requirement to register with Elections BC on constitutional grounds. The maximum penalty for not registering is a $10,000 fine and a year in jail. The law says it applies to “an advertising message that takes a position on an issue with which a registered political party or candidate is associated.” That could be virtually anything and could apply to a hand-written sign in the back of a car. This law is far too restrictive and needs to be repealed.

This bloated perpetual-protest machine drains the public purse in more ways than taxpayers realize. Parents understand the strikes, though. They remember a union that scrapped report cards, disrupted administration and forced schools to shut down at graduation time. The strike then dragged into the fall, as the government held the line on public service spending. And what was the key issue that kept schools closed? It wasn’t special-needs support, where student performance has continued to improve. No, it was the BCTF demanding a raise twice as big as other public sector unions had already accepted. In the end, their paltry strike fund long gone, the union grudgingly accepted the going rate. They figured they had the elected government on the run in court. Wrong again. Next up for the ministry is taking control of professional development. A bill before the legislature will enforce standards, once the NDP is done denouncing it. Singing Solidarity Forever around a campfire and calling it paid professional development (a real example, by the way) will soon go the way of the union-controlled College of Teachers – onto the scrap heap of history. There are BCTF members who understand how ill-served they are by their union. They are looking critically at the performance of their leaders, who are too often distracted by grandiose “social justice” campaigns as far away as the Middle East. Evict criminal element Editor: With media attention currently focused on how Surrey’s streets resemble shooting galleries, it’s easy to forget that our neighbourhoods are also plagued by property crimes. Thanks to overdevelopment, there are now many homes in Surrey with legal or illegal secondary suites, as well as empty houses awaiting redevelopment. Often homeowners fail to vet prospective tenants adequately and thus inadvertently rent to active criminals who victimize our neighbourhoods like a spreading cancer, using their rental suites as a base of operations for burglaries, auto thefts and drug dealing. What should be done? First, the Residential Tenancy Branch must make it easier for landlords to evict potentially dangerous criminals, which can now take up to eight months. Most importantly, Surrey’s crimefighting program, which is already partially financed by secondarysuite fees, should expand to include additional RCMP strike-force units that target prolific criminals living in our midst. Give these miscreants a new home in prison where they belong. Gary Cameron, Surrey

Real concerns on our coast Editor: Re: Coast Guard hysteria sinks lower, April 28 BC Views column. I believe I may be the “retired captain from the now-closed Kitsilano Coast Guard station” referred to by columnist Tom Fletcher. I am a disgruntled Canadian citizen and voter, not a disgruntled retiree of the Coast Guard. I was good at my job and loved my career. I retired after 32 years of service to an organization that employs so many talented and hardworking people, all dedicated to lifesaving, marine safety and, yes, environmental response. I didn’t even think of getting involved until such time that the exaggerations and fabrications began pouring from the Coast Guard’s commissioners and deputy commissioners’ mouths, all for the purpose of saving the prime minister’s reputation for just one of his many ill-thought-out cuts. The Coast Guard Station Kitsilano was primarily a rescue-boat station, but “Kits Base” was also one of the best-equipped and trained lifeboat stations in Canada. That’s a fact, not some jaded opinion from a disgruntled ex-employee. We fought fires, responded to numerous oil spills yearly, rescued and assisted hundreds of mariners and boaters annually, trained many “basic oil-pollution responders” annually – until that program was shut down also. The staff at the station also

monitored and helped to maintain navigational aids in the busy harbour. I was a coxswain at Kitsilano Base, a trained pollution-response technician and a licensed hovercraft pilot. Because of retirement I can now speak freely, unlike the Coast Guard personnel who are still employed and unable to comment due to fear of repercussions from management. How do you explain closing one of the busiest Coast Guard stations in the country to save $700,000 a year? When will Canadians wake up? Capt. Tony Toxopeus, Surrey

Lessons not learned Editor: Re: Surrey nixes courses for graduated adults, April 29. Just as the mayor of Surrey and the premier of the province are trying to figure out what to do about the gang war now being waged in Newton comes news that, effective May 1, Surrey will no longer make high school graduation

available to adult immigrants if they have completed a high school education in their country of origin. In effect, the Surrey School Board and the Clark government have just shut the door to educational opportunity for more than a thousand young people here in Surrey and thousands in the rest of the province. Just what is the point of denying immigrants a chance to learn English and become fully integrated members of our society? For sure this is no way to solve social problems. Bill Piket, White Rock

Criticism over meteorologist Kristi Gordon’s maternity wear prompted White Rock Coun. David Chesney to comment.

Weighing in on maternity matters Editor: Re: Maternity-wear criticisms bite Chesney, www.peacearchnews.com May 1. I have lived in this beautiful little city for almost 28 years. I am sickened by what I see by one of the officials who runs our city. It is clear by the public backlash today, contrary to what Coun. David Chesney said about pregnant woman, people do not mind seeing ‘that’. I recognize Chesney’s apology, however it would have meant more if it had come prior to being publicly called out for his actions. I also am concerned to his public representation of his partnership. While reading his online newspaper he only refers to his partner as his “Caribbean queen.” I have taught my daughters they are women first and foremost. In our household we do not see race. I find the term extremely derogatory. In my opinion, with his comments about pregnancy, and the mayor and council’s decision to censure him (Chesney censured over ‘defamation’, April 29; Councillor defamed, mayor says, May 1), I wonder if he is indeed in the correct position to be running our city? We are not privy as to why he was censured. Being on city council is an honour and comes with many responsibilities, one of which is thinking of your community first. Your entire community. Perhaps Chesney should put his constituency before his newspaper and his personal views. Saving the trees and promising to stop highrises is one thing. His online newspaper, public meetings and less-than-wise interviews, in my opinion, might be difficult for Chesney to manage and are less than the best for White Rock’s image. I feel Chesney should step down and let someone who isn’t an embarrassment work cohesively with the mayor and other councillors. Eve Henry, White Rock Q I watched with dismay a feeding frenzy of epic proportion. Coun. David Chesney, in my opinion, certainly opened mouth and inserted the proverbial ‘foot’. However the story behind the story is the fact that Couns. Lynne Sinclair and Grant Meyer spent considerable combined lynching effort to tweet and retweet as much negativity as they could find over the course of 24 hours to the tune of 53 items. R. Lawrence, White Rock

Q Not having listened to the April 6 Goddard Report featuring Coun. David Chesney, I thought I would now listen to what he has to say, and why the comment he made regarding maternity wear was suddenly resurrected. Looks to me as if someone is trying to blacklist him. I voted for Dave and fully support him. I’m outraged that he cannot now fill the role of deputy mayor and serve on committees. He is honest and stands for what he believes. And, yes, I agree fully with criticisms of meteorologist Kristi Gordon’s attire on Global News. What she wears when she is off screen is her affair; but while fulfilling her role as weather person on Global, I do not think it is appropriate to wear such tight-fitting clothes, and for that reason I no longer watch Global News. Keep up the good work, Dave. Pauline Chang, White Rock Q I am writing a letter of support for Coun. David Chesney. I feel that he has really been maligned for the fact that he stated his opinion about maternity attire. Whatever happened to free speech? I very much admire the fact that Dave doesn’t hide behind so-called “political correctness” but has the guts to say what he thinks. I also feel it is totally unacceptable for Chesney to be denied the opportunity to take his turn as deputy mayor. With all of these in-camera meetings, and the extremely heavy-handed approach that the current mayor takes, I seriously wonder whether I am living in a democracy. Oh, and by the way, I too feel Kristi Gordon’s attire is completely unsuitable for her TV appearances. She is obviously very proud to be pregnant, but do we really all need to see every square millimetre of her ‘bump’? Valerie Drever, White Rock Q Regarding Coun. David Chesney’s comments, the expectant women who dress as described should be pitied, truly. It is good to be happy if you are expecting a baby but dressing in this manner seems to be for attention. This can be negative as well as positive. To all such ‘moms’, you are putting yourself on display, which is demeaning to you and your little one. Be happy but show some class and above all, don’t complain about comments if you don’t. I wish you all short labour and healthy babies. Freda Betker, Burnaby

Offender released Sheila Reynolds Black Press

A Surrey man who sexually assaulted his son’s friend for several years has been granted statutory release from prison after serving two-thirds of his fouryear jail sentence. The man, a father of three who can only be identified as R.R.B., was initially charged in 2011 with nine sex-related offences involving three alleged victims. While he originally pleaded not guilty, in 2012, he pleaded guilty to one count of sexually assaulting a child. Other charges were stayed. The sex offender has been identified many times in past media coverage, but an Appeal Court judge took the unusual step in May 2014 of placing a ban on publishing his name. It is standard to place a ban on information that could identify a victim, but the judge said because the victim in this case is a friend of the offender’s son, it was best not to use anyone’s full name. While R.R.B.’s full sentence expires in August 2016, statutory release is automatically granted to most offenders after they’ve served two-thirds of their sentence. During the man’s trial, the court heard he began molesting the male victim when the child was in elementary school. It was January 2011, when the boy was 14, that his mom discovered sexually explicit text-message exchanges between the teen and R.R.B. The parole board’s release decision this month says R.R.B.’s risk to re-offend is low and that he has completed programs while in prison. His release plan involves a continuation of “risk-relevant” programming and close supervision. He was denied parole in January 2014.

Just over two years later, Glazier, 19, has turned that destructive impulse on its head in ways the perpetrator who defaced Elgin Park Secondary couldn’t have dreamed of. The organization she founded in response to the incident – now dubbed Team Orange – is attracting national and international attention for encouraging positive social interaction among elementary school children long before they can be exposed to the negatives of high school life. And Peninsula readers have an opportunity to recognize and endorse the contributions of the former White Rock Youth Ambassador and B.C. Ambassador hopeful by voting for her on the website of the Canadian Living ‘Me To We’ Awards. Glazier has been nominated in the Social Action category of the awards, recognizing young individuals who have “addressed the root causes of social, environmental, economic or political issues and, in doing so (have) made Canada a better place.” Voting remains open until May 8 (to vote for Glazier, visit https://www.metowe.com/ living-me-to-we/living❝I want them me-to-we-awards/). to see it’s more Winners, who will fun doing the be announced at better things Toronto’s We Day and than it is to do in the October issue the negative of Canadian Living magazine, receive a things.❞ $1,000 donation to the registered Canadian Paige Glazier charity of their choice, plus a commemorative award and coverage in both the magazine and the website. For Glazier, the recognition would be another welcome way to boost visibility for her newly rebranded organization, which promotes three key values among elementary-age children: inclusion, loyalty and respect. “I’m really happy with the new logo,” she said, adding that since last featured in the Peace Arch News she had the opportunity to

While not naturally predisposed to public speaking, she credits her participation in the White Rock and B.C. Ambassador programs for helping develop the presentation skills she needed – and it also helps that, as a young person herself, she has more of a handle on interacting with the children. Glazier noted that Team Orange is not an anti-bullying campaign per se, although – as someone who was bullied for many years at school – she’s grateful for the initiatives that have taken a stand against bullying. “But I wanted to do the step before that,” she said. Glazier’s idea is to model positive behaviour to school-age children so that they grow up with appropriate values rather than having to have bad behaviour corrected later on, she said. “I want them to see it’s more fun doing the better things than it is to do the negative things.” Performing interactive skits with the children is an important part of the

presentations, Glazier said. “Words like inclusion, loyalty and respect are not part of their vocabulary, so we show what exclusion is like in a skit in which one child is not allowed to play a game of soccer because he or she is not good enough at the game. “I ask ‘how many of us have had the same experience at recess’ and all the hands go up, and the teachers’ jaws drop,” she said. “Then I show them that, as a Team Orange member, they can teach the kids who have been excluded the skills they need so they can play.” Glazier noted that – once the idea is presented to them like that – children are swift to volunteer to be the one to teach skills to their classmates. “We show them it’s easy and that it’s fun to be inclusive, and to be loyal and to treat others with respect.” It’s not unusual for Glazier to be mobbed by children following the presentations, she said. “They’re all asking if they can get the Team Orange T-shirts and bracelets and if they can follow me on Facebook and how they can help out,” she said. “We choose a Team Orange ambassador at each school,

and they’re all vying to be the one.” Other successes for Team Orange have been landing a two-year contract with Signal Hill in Langley, a charity that encourages young people to “cherish and protect life.” “Their main focus is valuing each and every person,” Glazier said. “I’m very excited – there’s lots to do and lots happening.” And even though her new Team Orange video hasn’t been officially launched, it’s already received more than 35,000 views on YouTube – and Glazier has been flooded with invitations to present the program in locations as far afield as Washington, DC, Arizona, Toronto and Calgary. “It’s great, but I’m still presenting in B.C.,” she laughed. “I’ll have to get to them when I can.” Glazier acknowledges that circumstances chose her for a role she never planned, but it’s one she’s very happy to take forward into adulthood. “I would never have pictured me speaking to so many kids – but I’m happy to be a role model for them. I wouldn’t change my experience for anything, because without it, there wouldn’t be a Team Orange.”

Parents “who are looking for options” for their elementaryschool-aged children are invited to an open house at East Kensington Elementary Thursday. The May 7 event – set for 6-8 p.m. at the 2795 184 St. school – is to include tours, a slide show and more. Teacher Angie Witzel said a similar event last year resulted in about 15 new kindergarten registrations – more than double the five or six that are typically seen. She described East Kensington as a “little country school” that has a strong focus on environmental studies and sustainable agriculture. Local partnerships have been developed with Hazelmere Pumpkin Patch, A Rocha and Semiahmoo Fish & Game Club. With a population of about 55 kindergarten to Grade 1 students, the community is a close one, and teachers “really get to know the kids,” Witzel said. For more information, call 604-541-1257.

Docs walk the talk When Dr. Tahmeena Ali arrived in South Surrey 2½ years ago from Alberta, she was shocked to discover that many of the patients in her waiting room were far older than they looked. The common thread, she found, was – and remains, still – the seniors’ activity levels. Many make walks a part of their daily routine, and anything that gets in the way of that is, in a word, frustrating for them. Ali is among 20 to 30 doctors with the White Rock & South Surrey Division of Family Practice who will be participating in Friday’s Walk With Your Doc event, set for 7:30 a.m. May 8 on White Rock’s waterfront. She described it as “another way to really showcase the health benefits of walking.” “People think that they need to go to the gym or start a running program. The health benefits of simply walking… have been shown to be beneficial in virtually every realm,” Ali said. Ali plans to bring her twin six-year-old daughters and eightyear-old son to walk with her Friday. Friday’s walk is open to all ages, and paces off from Bayview Park. – Tracy Holmes

QUARTERLY REPORT

Dominion Lending Centres Chief Economist Says US Style Housing Crash Unlikely in Canada Responding to recent news reports about the IMF warning of an overheated Canadian housing market, the Chief Economist for Dominion Lending Centres, Sherry Cooper, says the prospect of a soft landing is good news for homeowners, “there is no doubt that letting some steam out of the boiling markets is a good thing because were prices to rise rapidly for too long, a nasty correction would be likely.”

Bank of Canada Remains On Hold With Hopes of Economic Rebound the January MPR); however, the second quarter is expected to see a rebound to 1.8 percent growth, revised up from earlier expectation. The Bank continues to assert that, “Underneath the effects of the oil price shock, the natural sequence of stronger nonenergy exports, increasing investment, and improving labour markets is progressing.” This will be aided by an improvement in the U.S. economy and the easing in financial Dr. Sherry Cooper conditions.

As was widely expected, on Wednesday April 15, 2015 The Bank of Canada announced that it is maintaining its target for the overnight rate at 3/4 per cent. The Bank Rate is correspondingly 1 per cent and the deposit rate is 1/2 per cent. Core inflation, at 2 percent, is a reflection of the dampening effects of a slowing economy offset by the pass through effects of the lower dollar.

The Bank is hopeful that global growth will strengthen in coming months to 3-1/2 percent— Chief Economist for Dominion Lending Centres There remains consistent with their a good deal of forecast in January’s uncertainty in this sequence: Monetary Policy Report (MPR)— While March employment in as a direct result of central bank Canada improved substantially, rate cuts and quantitative easing business investment remains in Europe. Lower commodity disappointing, manufacturing prices will boost growth in some is weak—especially in the auto countries. The Bank also believes sector—and the improvement that strong growth will resume in trade has been less than in the United States after a weak expected. first quarter, which, of course, has yet to be confirmed. Real GDP growth is projected to rebound in the second quarter First quarter growth in Canada and subsequently strengthen to has been revised downward to average about 2 1/2 per cent on 0.0 percent in the April MPR a quarterly basis until the middle (from 1.5 percent growth in

of 2016. The Bank expects real GDP growth of 1.9 per cent in 2015, 2.5 per cent in 2016, and 2.0 per cent in 2017. The Bank also believes the risks to the outlook are balanced, an upgrade since the last policy meeting in March. As a result of this view, they judge that the current degree of monetary stimulus is appropriate and have left rates unchanged. I am cautiously optimistic that the Bank has got it right, but I continue to believe that the risks are on the downside for the economy and inflation. My forecast for Canadian growth this year is 1.5 percent--below the Bank’s 1.9 percent forecast. Much hinges on the U.S. economy. The April MPR revised down its U.S. growth forecast for this year from 3.2 percent to 2.7 percent.

Cooper, one of North America’s most respected economic experts, points out that existing home sales were down 2 percent year-over-year in January, but were still up moderately outside of Alberta. Later data suggests that in February, sales rose month-over-month as gains in Toronto and Vancouver offset faltering markets in other parts of the country. More recently, Sales of existing homes in Canada rose in March from February, led by gains in the big Toronto and Vancouver markets. Sales were even up in Calgary where sales had slowed in recent months in the wake of the oil price decline. “With home ownership at a record high of 70 percent of households and interest rates at record lows, national sales growth will stabilize at a modest pace,” says Cooper. “However, steady demand from immigrants and non-resident purchasers in Toronto and Vancouver should continue to support housing markets. In addition, Millennials are in their first-time home-buying years. While many might be priced out of the singlefamily home market, many will take the plunge into condos.” On the supply side, housing starts and completions are down and are now trending slightly above household formation rates. Taking replacement demand into consideration, the current pace of overall home construction is at appropriate levels to meet long-run demand. We have also seen evidence of a recent increase in dedicated rental housing construction as institutional investors are providing increased funding in this long-overlooked area of the housing market. Condos have effectively replaced traditional apartment units and are an affordable alternative for those who are priced out of Toronto’s detached housing market. Rental vacancy rates remain at extreme lows in Vancouver and Toronto. Cooper says the bottom line is that there is little evidence of an upcoming U.S.-style housing crash anywhere in Canada, even in the hardest hit energy-centered markets.

Maple Leaf Golf Tour’s Neil Bidewell (third from right) and James Lepp (right) with the top junior boys finishers at last month’s Kikkor Classic, held at Morgan Creek Golf Course.

Amateur tournaments come to South Surrey

Junior golfers tee off While many golfers wait for later in the spring, or even the summer, before hitting the links, that hasn’t been the case for many of the top, young golfers from throughout the province. Various junior circuits have been operating since as far back as late February, and the schedule only heats up from here on out. The Canadian Junior Golf Assocation’s B.C. division has already has a presence in Surrey – in early March, Northview Golf and Country Club held a three-day tournament, and on March 21-22, the junior tour stopped at Morgan Creek Golf Course for another event. The CJGA returns to Surrey in the summer, when South Surrey’s Nico-Wynd Golf Course hosts a tournament July 27. On Sept. 19-20, the CJGA will also host an event at nearby Belmont Golf Course in

Langley. As the golf season heads into the fall, Hazelmere Golf Course will also host one of the CJGA’s final tour events, Oct. 3-4. The Maple Leaf Junior Golf Tour also came to South Surrey recently, when Morgan Creek hosted the Kikkor Classic/U.S. Kids Qualifier tournament in mid-April – an event that featured a pair of holes-in-one. In July, Northview will also host the Odlum Brown Classic/PGA Tour of B.C. Junior Championship, which is set to run July 27-29. Maple Leaf Tour golfers will also compete at Hazelmere later in the summer, at the MJT Ford Series, set for Aug. 31-Sept. 1. Chippping, putting key to lower scores

Improve your short game For most golfers – no matter their skill level or experience – nothing feels better during a round of golf than crushing a perfect shot off the tee. It is, no doubt, a great feeling. But while a great drive may make your personal highlight reel, other aspects of your game – like your ability to hit your short irons, and chip well – are what can really affect your score, for better or worse. Improving your short game can be the quickest way to improving your overall score. And there are plenty of ways to do just that. For starters, you need to select the right club for the shot you intend to make. Picking a lob wedge when you’re still too far from the green is not going to result in a great shot – no matter how perfectly you strike the ball. Before you tee off, be sure to have a good idea of how you hit the ball with each one of your clubs. Take a few trips to the driving range, and practise hitting each and every one of your clubs – while it may be the most fun to use your driver on the entire bucket of balls, it’s important to work on improving your shots with every club, starting with your sand wedge. As a general rule, most golfers

and should make solid contact with it. A solid shot should keep your shot from flailing left or right. After enough practice, you should be able to get a basic feel for the shot – and hopefully consistency on the course will follow. When it comes to your short game, putting is perhaps the most important. A strong, consistent putting game can knock as many as 8-10 strokes off your final score – and leave you a lot less frustrated on the course. And again, practise makes perfect. Find a grip and a putting stroke that is most comfortable for you, and from there, learn to hit your ball with the right touch, depending on the distance. Learning to read the slopes of the greens is also important, and is something that can only be helped by experience and practise. And as an added bonus, the better your putting gets, the less pressure you’ll feel when chipping – you won’t have to worry about knocking it quite as close with your pitching wedge if you know you’ll be able to hit a great putt from a little further out.

Short-game work can go a long way to lowering your score. will find between 10-20 yards difference from one club to the next – though that is simply a rough guideline. Once you have your clubs figured out, the next lesson is a simple one – practise, practise, practise. Perfecting your chip shots can be a tricky endeavour, as you try to get the perfect amount of height under your shots. On a basic chip, your club face should stay square to the ball,

“If we all work together, we can make this new ER a reality. We’re more than half way there. Let’s do this so our dedicated medical staff can continue to care for grateful patients and their families in the best facilities possible.” Dragana Sanderson Campaign Co-Chair

Thank you for declaring a Code Blue for Peace Arch Hospital’s ER! On Saturday, May 2 our community banded together to support the renovation and expansion of Peace Arch Hospital`s ER at the 2015 Partners in Caring Gala, raising a staggering $1 million+ for our wonderful hospital.

The culinary superstars at Four Seasons Hotel Vancouver prepared the gourmet dinner and the evening wrapped up with live music and dancing courtesy of the HitZone.

Centennial Arena was transformed into an elegant ballroom featuring multiple shades of blue to celebrate the Code Blue for ER theme and close to 400 health care champions - business leaders, health care professionals and philanthropists - attended the fundraiser to share the spirit of giving. Actor and comedian Ellie Harvie served as Master of Ceremonies and Tarril Rosvold of Ritchie Bros. Auctioneers led the animated live auction where more than $50,000 was raised from the dynamic array of auction packages put together for the event. It was also announced that of the $15 million needed for a new emergency department for Peace Arch Hospital, more than $8 million has already been raised by Peace Arch Hospital & Community Health Foundation. With the evening’s proceeds, that total now sits at more than $9 million.

“We live in an exceptional community of philanthropists and health care champions dedicated to the spirit of giving. This has never been more evident than the incredible generosity exhibited last Saturday night in White Rock.” Stephanie Beck Executive Director Peace Arch Hospital & Community Health Foundation

Herbal medicines are powerful

Suffer with skin disease?

Effective and safe treatment with herbal medicine

any of you use herbal medicines for help with M a wide variety of health issues; from digestive support to the alleviation of intensely itchy eczema. This is good, and is the way it should be. Our bodies come from Nature and, as such, depend on Nature for health and nourishment. Unfortunately there are many so-called ‘herbal’ products on the market which, while claiming to be all natural, are of poor quality, contain many unnecessary fillers, the wrong species of plant, and may in fact be contaminated with not-so natural ingredients. These poor manufacturing practices degrade both the effectiveness and safety of herbal medicines, which ultimately means that you do not get better! The World Health Organization (WHO) declares that the adulteration of herbal medicine products is a threat to consumer safety. Research published last year in BMC medicine used DNA barcoding to test 44 different manufactured herbal products readily available in North America, representing 12 companies, to see if the ingredients found inside the herbal product actually matched what was listed on the label. Roughly one third of the products tested contained contaminants, substitutions or fillers not listed on the label, some of which may actually pose serious health risks. This news was not new to me. Before I myself studied Chinese medicine, I used to use an external cream called ‘999’, easily purchased from any China town pharmacy, which was said to be ‘all natural’ and good for itchy skin conditions. It worked great! I then learned that this cream contained a very potent steroid called ‘dexamethasone’, which can cause serious harm if over

used. Because of that experience, I now only prescribe herbal medicine products that I, or someone whom I trust, have personally prepared using high quality ingredients (best if from the actual dried plant itself). I commonly see patients bringing home herbal products from India and China, many of which are most likely contaminated with ingredients not listed on the label. What we think is natural and safe may be far from it. Seek out reliable sources. Herbal medicines are powerful. I have personally seen them transform many people’s lives; turning dry, red and itchy eczema back into smooth healthy skin once again; soothing the chronic diarrhea of an inflammatory bowel disease; and so much more! The effect of any herbal medicine product is, of course, only as good as its quality, so choose your medicines wisely. You deserve the great benefits that herbal medicines can deliver.

Two soccer teams advance to provincials

WELCOME HOME

Coastal clubs win cups A pair of Coastal FC boys teams have a banner to add to their respective collections – not to mention berths in provincial championships this summer. Last weekend, Coastal’s U13 and U18 boys soccer squads won their respective Coastal Cup ‘B’ final contests – the U13s edged the Central City Breakers 4-3, while the U18 squad also defeated their Central City

rivals, 2-1. Both teams advance to provincials in July – the U13s will travel to 100 Mile House, while the U18s will go to Penticton. In the U13 contest, Coastal controlled much of the play early in the game, and though the Breakers made a push to tie the game in the second half, the South Surrey club held on for the win.

For the U18 team, a trip to Phoenix in February – where they finished second in a tournament that featured teams from Arizona, Illinois and Colorado – proved to be what galvanized the team for its Coastal Cup run. Experience also played a role in the team’s successful year – most members of the side have played together since the U6 level. – Nick Greenizan

Two members of the Nicomekl Rowing Club had plenty to celebrate in Washington last month, after gold-medal wins at a Lake Stevens regatta. Helen Healy and Mary Tisdelle – both White Rock residents – won gold in both the masters women’s pairs and quads races at the regatta, which featured rowers from a number of U.S.-based clubs. “They did very well for themselves,” Nicomekl Rowing Club coach Derek Pattison said. age handicap, which alters race times. “The crews with a time handicap were still unable to overcome the margin of victory, so these were particularly good results for (Healy and Tisdelle),” Pattison said.

Headed to camp i from page 33 star while recording 59 tackles and four sacks on an Owls team that won the conference championship. However, in the 2014 season, a knee injury sidelined him for the final seven games of the season. Covington brushed aside expectations of a six-month recovery, proclaiming himself healthy after a three month rehabilitation program. “I’m fully recovered,” Covington said. “I know when I get back to Houston they will be re-evaluating my knee, but I’m ready to get the ball rolling.” The Texans, too, are confident Covington can overcome the injury. “We are very comfortable from a medical perspective with the knee,” Smith said. “Obviously, we’re versed on the procedure that he went through and feel good about where his rehab is. I had an opportunity to go over and work him out, so we felt comfortable with him.” Covington and other rookies will report Friday to Houston for a three-day mini-camp with the Texans.
