Owners of two of the three “sinking homes� on Best Avenue can make plans to move out. The District of Mission and its insurance company have reached a settlement to buy the house at the southwest corner of Cedar Street and Best Avenue and another house two doors down from it. Mission escapee suspected in robberies A convicted killer who escaped from Mission Institution’s minimum security facility more than a month ago is a suspect in numerous robberies in the Surrey and Langley areas. Shawn Merrick, 43, is wanted for two counts of robbery stemming from two incidents on April 17 in Surrey. According to Surrey RCMP, a man attempted to rob a bank in the 15900 block of Fraser Highway around 1 p.m. About a half hour later, police responded to another robbery report in the 15100 block of 101

The decision to make a major change to how Fraser River Heritage Park is managed was a united decision by council, despite social media speculation to the contrary. Council announced last month it would allow the park maintenance agreement with the Mission Heritage Association to end, in favour of creating a larger parks governance plan that would encompass every park in the district. Consultations on how that governance plan will be implemented will begin soon, according to Mayor Randy Hawes. Online and social media critics of the move have speculated that because the vote took place in-camera (closed to the public) some councillors were likely against the idea. This week, The Record polled each member of council individually and six out of seven confirmed they voted in favour, and fully support the move to end the MHA’s contract and create a broader form of park governance. Coun. Jim Hinds was the only member who would not say how he voted – because it was in an in-camera meeting – but did say he supports the direction the district is going. Coun. Mailbox consultation questioned Council letter asks Canada Post to cease further action Kevin Mills MISSION RECORD
Canada Post continues to get negative feedback from the District of Mission over its plan to eliminate home delivery in favour of community mailboxes. Two weeks after meeting with Canada Post Corporation (CPC) officials, council has decided to send a letter to the federal government to express its “disappointment” with the manner Canada Post has enacted the proposed change. Coun. Danny Plecas said the CPC officials had “difficulty responding” to the many questions asked of them by council and the public. He said there was a clear indication that the corporation “fully intends to go ahead with the community mailbox service, and there wasn’t much doubt in my mind that they have no real intention to have any further consultation with the community.” Plecas said he realizes that the change is going to happen,
but felt council should at least express that they are not satisfied with the process of consultation. “I don’t really expect that in the long run we are going to win out, but at least we can delay the process until such time that they come to their senses and understand the community should be heard first,” said Plecas. The letter asks Canada Post to cease any further action until it engages in meaningful discussions with the district and residents, ensures the safety of the mail in the proposed community mailboxes, acknowledges cost implications for installing the new mailboxes, compensates the district for any costs and ensures home delivery continues for residents with disabilities. Coun. Jenny Stevens, who has lost her vision, said it was important to ensure home delivery for people with disabilities. When she asked CPC about it, she was told that elderly or disabled citizens could have a neighbour or relative collect
their mail. She said she didn’t want another person collecting her mail. “That’s my right to maintain my privacy, just like everybody else,” she said. Coun. Jim Hinds said the CPC representatives didn’t answer questions. “I don’t think they intend to tell anybody anything. They are just going to implement it and too bad for you.” The change in delivery is part of the corporation’s five-point plan to reduce operating costs by more than $700 million a year. About 7,700 homes in Mission already receive mail from a community mailbox (CMB), and the change will affect 6,100 addresses. When the conversion in completed later this year, close to 99 per cent of residents will be served by CMBs. According to CPC officials, consultations are still underway. A toll free number, 1-844-454-3009, has also been set up to address concerns residents may have.

Do the right thing
It took some time, more than three years in fact, but the District of Mission has done the right thing and settled with two of three homeowners whose houses were sinking into the ground. The homes, located on Cedar Street and Best Avenue, were constructed in the mid-1980s on a site that contained improper fill. Nevertheless, civic officials of the day inspected and passed both sites. That fact alone makes the decision to compensate the two householders a given. Once the inspected and approved sites started to settle, the homes began to fall apart. Mission Mayor Randy Hawes told the media that the district had “a responsibility” and a compensation deal was required. Such clear thinking on an obvious matter is refreshing. The district will have to pay a sizable deductible, however the Municipal Insurance Association will pay the

remainder. The third sinking home – located between the two other houses – is a more complex issue. That home was not inspected by the district. According to Hawes, a private engineering company provided a letter stating the house was built on solid ground. That makes the district’s responsibility questionable, at best. Despite this, council is offering assistance to the third homeowner, trying to help settle that claim as well. Whatever agreement is eventually reached, the district will not walk away empty-handed. Once all three claims are finalized, Mission will own the properties in question. It is likely the homes will be torn down and the property stabilized. Then Mission has a piece of real estate to work with, build on, or perhaps sell. While not the objective, it’s possible that doing the right thing might even, eventually, be profitable.

Time for teachers to question union Tom Fletcher
B.C. Views After the first few glum lines of his speech, it was difficult to tell anything had changed for B.C. Teachers’ Federation president Jim Iker as he took his familiar place before the TV cameras last week. Iker droned on about how B.C. schools are under-funded by hundreds of millions of dollars, echoing demands from the disastrous strike he led the union membership into last year. The B.C. Court of Appeal had just overturned a bizarre trial court decision that tried to give the union everything it wanted: a trip back in time to the NDP wonderland of 2001, a constitutional spanking for the B.C. Liberal government and a $2-million bonus of taxpayers’ money. The BCTF must now pay back that $2 million and scrape up whatever is left of its members’ compulsory dues to plead for an
appeal at the Supreme Court of Canada, continuing the executive’s self-righteous fantasy of controlling education spending in B.C. The appeal court didn’t just overturn the judgment of B.C. Supreme Court Justice Susan Griffin. It shredded her legal reasoning and bluntly corrected her, over and over, on evidence she ignored or misinterpreted. The appeal court confirmed at great length what I said when Griffin’s second decision came down in early 2014 – it was far worse for B.C. schools than when judges decided in 2005 that teachers can bring union propaganda into classrooms. Did the government bargain in bad faith? No. Did they conspire to provoke a strike? No. Did they illegally strip working conditions from the teacher contract? No. Turns out our kids are not just “working conditions” for teachers, and public policy still matters. And it turns out that making special needs assistants dash between classes to deal with two kids here and three over there was a lousy idea. Now there’s even a credit course offered in high school for students with learning difficulties, which probably has some BCTF minion crafting a pile of grievances about segregation.

Parents understand the strikes, though. They remember a union that scrapped report cards, disrupted administration and forced schools to shut down at graduation time. The strike then dragged into the fall, as the government held the line on public service spending. And what was the key issue that kept schools closed? It wasn’t special needs
support, where student performance has continued to improve. No, it was the BCTF demanding a raise twice as big as other public sector unions had already accepted. In the end, their paltry strike fund long gone, the union grudgingly accepted the going rate. They figured they had the elected government on the run in court. Wrong again. Next up for the ministry is taking control of professional development. A bill before the legislature will enforce standards, once the NDP is done denouncing it. Singing Solidarity Forever around a campfire and calling it paid professional development (a real example, by the way) will soon go the way of the union-controlled College of Teachers – onto the scrap heap of history. There are BCTF members who understand how ill-served they are by their union. They are looking critically at the performance of their leaders, who are too often distracted by grandiose “social justice” campaigns as far away as the Middle East. What did we do wrong? As a volunteer of the Board of the Mission Heritage Association, I have a question: What is the purpose of Mission council in “firing us” before even talking to us? Their decision was taken in the first month after being elected. We received a letter from the mayor in December 2014 telling us that council had decided to do changes in the administration of Heritage Park. No consultation, no questions asked. In the meantime though, with some stipulations, we remain in charge till the end of 2015. What did we do wrong? What will be the new way of administrating the Heritage Park? City council seems to have some ideas but none
were shared with us. This firing is a unilateral decision taken from above and it goes against some 35 years of improvements in the park. We requested a meeting with council early in January. We received our answer four months later: a second letter telling us that some other kind of administration would be in charge of the park. In other words, we were fired. It is not that the Mission Heritage Association took decisions without presenting its proposal to the council of Mission. On the contrary, everything was duly presented and approved in council. As for the results, just about everyone admits to the fact that the park is the jewel of Mission.
Again, what purpose does it serve to antagonize a group of volunteers that have at heart the welfare of our park? If city council found a better way of administering the park, it could have communicated with us before firing us. I feel that we, the board, are treated like criminals and because of that status, should have no say whatsoever in the future of the park. In the meantime, I believe that we are still ready, willing and longing to be consulted by the city council of Mission. After all, we have some experience (35 years) and we do care for the park. The kindness of strangers On Sunday afternoon our two granddaughters were up the hiking trails at Heritage Park when Em had an accidental fall and hurt her ankle. When others around them recognized they were having difficulty coming back down to the main trail, the kindness of strangers kicked in to help them out. Someone also lent a cell phone so the girls could call us. When we arrived on the trail, they were waiting with a mom and daughter. Hawes didn’t disclose either figure, but confirmed the homes will be owned by the district when the deals close. “I’ve been at their houses on a number of occasions,” said Hawes. “The homes are not salvageable. They’re breaking apart, the foundations are breaking apart – they’re, well, sinking.” According to the mayor, the centre house is in the worst condition and the two homes on either side are sinking towards the middle one. “We recognized with
the two houses, we had a responsibility. “ Hawes explained that the two houses were built on improperly placed fill which was full of organic matter, but the district inspected and passed both. “When you have a responsibility, I believe, and this council believes, we need to live up to it … This wasn’t their (the homeowners’) fault.” The middle house, owned by Scott Geisser and Emalee Bridger, was inspected by an engineering company, not the district. “They had an engineering company sign a letter saying (their house) was built on solid ground,” said Hawes, who added the district is still trying to assist Geisser and Bridger. “We’re working with them through our
insurance company and their engineers.” Hawes believes information provided by engineers should be reliable and “that’s why engineers have insurance.” Geisser and Bridger would only say they are planning to meet with Hawes soon. Hawes said he and the rest of council began working with the homeowners as soon as they were sworn into office. “The insurance company was very supportive once we started having discussions.” Hawes said the houses will be demolished when the district takes ownership, and council will determine what to do with the land when all three properties are in the district’s possession.

District Appoints new Chief Administrative Officer The District of Mission is pleased to announce the appointment of Ron Poole to the position of Chief Administrative Officer (CAO). Mr. Poole currently serves as CAO with the District of Kitimat, and brings a wealth of senior leadership experience in local government to the position.

THE VIRTUES OF MOTHERHOOD
We can learn much from our mothers besides such wise advice as to eat a good breakfast and to wash our hands often. While it is true that mothers usually know a lot of good practical stuff, infinitely more important than their practical wisdom is their solicitous care and unconditional love. Across most of the animal kingdom, and almost universally among mammals, we see in motherhood an instinctual care and protection of their young. For example, think of the mother bear and the warning to never come between a bear and her cubs. Good mothers will defend their young against almost any threat, often at great risk to themselves, and usually attend to their children’s care and feeding before they attend to their own. Good mothers too, love their youngsters even when they have gone astray; this unconditional maternal love is perhaps the clearest reflection of God’s unconditional love. In the same way that a good mother will tell a child that is being punished that this doesn’t mean they are loved any less, so too does God chastise His children, telling us that God is love and everything He does is a manifestation of that love, including His punishment. This Mother’s Day, we should reflect on how our mother’s love mirrors God’s love for us, even in those times when she is correcting us.

District receives $53,455 in climate funding “Climate action needs to be proactive, not reactive, which is why the Climate Action Revenue Incentive Program is so crucial,” said Abbotsford-Mission MLA Simon Gibson.
The provincial government is providing $53,455 to the District of Mission in recognition of its commitment to support healthier, more sustainable communities.

BERGEN Henry In loving memory of Henry Bergen who went to be with his Lord and Saviour very peacefully on April 29, 2015 at the Christine Morrison Hospice in Mission. Henry was born on September 11, 1930 in the home of his parents, Gerhardt and Suzanne Bergen in Adelsheim, Ukraine. Predeceased by his parents and three siblings, as well as his loving wife, Tina in 1994 and two sons, Dan (1974) and Garry (2008) and daughter-in-law Joanne (2008). Dad was the second oldest of 6 children. In 1948, he, along with his mom and siblings immigrated to Canada on the Volendam ship and settled in Kelowna. In 1954 he married our mother, Tina and they had three sons and two daughters. Dad was a hard worker and did many different jobs throughout his life - janitorial, lumberjack, cement finisher and framer. He even built the house he was still living in! Dad also enjoyed gardening, playing the organ and especially loved his flowers and the church hymns. He accepted the Lord as his Saviour as a young teen and followed Him all his days. He will be greatly missed by his son Eric (Kathy), and daughters Linda (John) and Laurie, also his grandchildren Shaun (Lindy), Jennifer, Bradley, Richard, Jolie (Jordan), Chantal (Brad), Brenda (Keith), Brad (Stephanie), Kris (Kayla) and Jonathan as well as great grandchildren, Hudson, Curtis, Payton and Carter. Dad is also survived by his brother, Richard from Winnipeg and sister Erna from Langley, as well as many cousins, nieces and nephews. There will be a memorial for Dad on Friday, May 8th at 11:00 am in the Clearbrook MB Church, 2719 Clearbrook Road, Abbotsford.

She loved to travel and spend time with friends and family, and would often comment on how fortunate she was to have a close family and many friends. Lindsey took comfort in knowing that so many caring people would look after her children and family in the future. We are so grateful for the outpouring of love and support during this difficult time. A memorial service will be held at the Cedar Valley Mennonite Church at 1:00 pm, Saturday, May 9, 2015. Roy Kelso, age 85 of Abbotsford, British Columbia passed away on April 29, 2015. He was born, the youngest of nine children, on July 7, 1929 in Douglas, Isle of Man. Roy spent the first 25 years of his life on the island where he attained his journeyman plumber’s certificate and met his future wife, Phyllis Corrin. Roy immigrated to Canada in 1955; Phyllis joined him shortly after and the two were married in November of the same year. Roy and family lived in three provinces and two states before establishing roots in Abbotsford, BC in 1971. In 1994 he retired from the Abbotsford School District where he was remembered for his impact in building a vibrant social culture with support staff. Roy was an active member of the Freemasons and The Order of Eastern Star. He was most at home on the golf course, a past president of Ledgeview Golf and Country Club where he was a member for over four decades. Roy is remembered as a gentle, kind man with an engaging sense of humour, who had a gift for putting people at ease. Roy is survived by his wife, Phyllis and their children: Corinne Stevenson (Harold), Glenn Kelso (Carol) and JoAnne Lardeur (Greg). He is also survived by six grandchildren. The family would like to thank the doctors and nursing staff at the Cancer Clinic at Abbotsford Regional Hospital and the nursing staff and volunteers at Christine Morrison Hospice for their loving care. In lieu of flowers, the family requests that donations be made to the Christine Morrison Hospice or a charity of the donor’s choice. Harry was born on a farm in Abbotsford. He met and married Audrey Evans of the Mt. Lehman area in 1952 and served in the RCN for 25 years as a Chief Petty Officer. In 1973 Harry and Audrey moved back to Abbotsford where he worked at Empress Foods, Brookside Egg Plant, at Sevenoaks Mall as Operations Manager and the Matsqui Institute. Harry retired in 1988 and enjoyed woodwork, gardening, camping, fishing and wintering in Arizona. He is survived by his loving wife Audrey (of almost 63 years); three children June (Bob) Alspaugh, Stu (Sheila) and Wayne (Colleen); 7 grandchildren; 3 great grandchildren; brothers Ted, George and Dick, sisters Jen, Nellie, Leona and Cora and other family members and friends. Harry was predeceased by his parents Angela (Bos) and John; sisters Toots and Martha (Jackie) and eldest brother Peter. There will be no service at the family’s request.
