The B.C. government is a year overdue on its spring 2014 target of unveiling a detailed project scope and business plan to replace the Massey Tunnel with a new bridge. But Transportation Minister Todd Stone insists the government remains on track to begin construction in 2017 on the new span between Delta and Richmond – and associated Highway 99 upgrades – and complete it by 2022. Premier Christy Clark announced the decision to proceed with the project – as a bridge on the existing alignment – in September 2013, after two rounds of public and stakeholder consultation, and said the project scope and business case would be made public the following spring. NDP transportation critic Claire Trevena said the failure to deliver a business plan before detailed design work began shows the province’s attitude continues to be “just do it and see what evolves” without solid evidence of what will be useful or cost-effective. continued on page 2

It goes without saying that Leora Shipley’s heart will race on May 24. She’ll be exhausted, sweaty, wet and dirty, and possibly bruised after a five-kilometre, 12-obstacle adventure race in and around Swangard Stadium in Burnaby.

people who have helped her son over the years. Nathan, 19, has a severe form of cerebral palsy and has very limited us of his arms or legs. “Is this going to move the traffic problem further north?” she asked. “A real business case should address if this is the best way of dealing with that bottleneck.” Project director Geoff Freer said more time was needed to do more traffic and engineering analysis. The project definition report spelling out the proposed scope is expected to be released this fall, he said, followed by more consultation. More work is ongoing but Freer said findings so far confirm the project team’s intent to build a new 10-lane bridge, with one of the extra lanes in each direction dedicated for HOV/transit. Once the project report is tabled along with a cost estimate, decisions must be made about how to finance the project, whether as is widely assumed it will be tolled, and whether or not it will be a private-public partnership. About $53 million is budgeted over the next two years on project planning.
Soft soil a concern Soft soil in the river delta is a concern for engineers, so geotechnical drilling has been a major focus of the recent work. Freer said drill holes on each side of the river had to go down through 315 metres of river silt – more than 1,000 feet – to reach glacial gravel, but added that doesn’t necessarily mean much higher costs or that pilings will have to be driven down that far. He expects the Massey project cost will be “in the same ballpark” as the $3.3-billion Port Mann/Highway 1 project, but for a span with long graded approaches, much like the Alex Fraser Bridge.

Trevena said the potential effect of tolling the Highway 99 crossing must also be weighed. “How are you going to make sure you don’t see the same problems we saw at the Port Mann?” she asked, referring to lower-than-expected toll revenue as some drivers choose free crossings. Freer acknowledged tolls can reduce a bridge’s use but predicts it won’t be a factor at the Massey crossing. “Regardless of whether you toll it or not because there’s so much congestion it probably wouldn’t change the scope in any way shape or form.” He also said updated traffic estimates confirm that 60 per cent of the traffic through the tunnel is between Surrey, Delta and Richmond and not Vancouver. Many of the trips ending in Richmond may be going to Vancouver via the Canada Line, he added. Other data also shows port trucks make up only about two per cent of tunnel traffic, he said. If a new Massey Bridge is tolled, it’s unclear whether a reformed tolling system might be in place in Metro Vancouver by the time it opens – area mayors want to pursue some form of road pricing. Stone has said he is waiting for the results of the transit tax referendum in Metro Vancouver to see if TransLink is able to swiftly build a new tolled Pattullo Bridge. He has promised a tolling policy review and has indicated reform would be required if both the Pattullo and Massey crossings are tolled.
A bridge too soon? Canadian Taxpayers’ Federation B.C. Director Jordan Bateman said the eventual business plan must be peer-reviewed by other agencies to bolster public confidence. Even then, he suggested, it may be premature for the province to commit to another bridge mega-project and perhaps wiser to wait and see how traffic patterns evolve from the opening of the South Fraser Perimeter Road and from a Pattullo rebuild.

A convicted Surrey murderer who escaped a minimum security prison is accused of trying to rob two banks in Surrey last month. Shawn Merrick, 43, went missing from a Mission prison on March 31. He is now a suspect in a pair of bank robberies April 17. A Canada-wide arrest warrant has been issued and the Canadian Bankers’ Association has offered a $10,000 reward for information leading to Merrick’s arrest and conviction. Merrick was serving time for the second-degree murder of Shelley Lynn DeVoe in the fall of 2006. The body of DeVoe, a 44-year-old Whalley mother of two, was found on Burke Mountain in Coquitlam that year. Merrick also had more than 50 prior convictions for robbing more than a dozen banks between 2006 and 2007. The latest incidents in which Shawn Merrick Merrick’s a suspect involved an unsuccessful bank robbery in the 15900 block of Fraser Highway and a second bank robbery a half hour later in the 15100 block of 101 Avenue. He’s also a suspect in multiple recent robberies in the Langley area. Police say Merrick is considered dangerous and poses a serious threat to public safety. They warn not to approach him and call 911 if you see him. Merrick is 5’8” tall , 140 pounds, with brown hair and blue eyes. He has a tattoo of a skull on the left side of his chest and a dragon on his right upper arm. He also has a burn scar on his right forearm. A local SFU Surrey student is breathing a sigh of relief after finding out his family members in Nepal are all safe following the devastating earthquake in that country on April 25. Anish Pokhrel, a masters student in SFU’s Mechatronics engineering program, was at home at his apartment in New Westminster that day when around midnight his cellphone began to light up with numerous email messages and texts from friends and colleagues. He immediately turned on the news and watched in horror as images of devastation in Nepal, the city of Kathmandu and surrounding areas were flashing across the screen. A 7.8-magnitude earthquake had struck, toppling landmarks, reducing villages to rubble, and triggering mudslides and avalanches.
(The death toll as of Wednesday had reached 7,500). “I got really scared and I immediately tried to contact my family in Kathmandu, but all lines of communication were down. I couldn’t reach anyone for two or three hours,” said Pokhrel. Eventually he was able to make contact with his uncle, who confirmed the devastation and gave him graphic details of some of the suffering. The Easter Seals camp did away with that – they let him be himself. Thirty-three-acre Camp Squamish, located at the foot of Mount Garibaldi and the mouth of the Squamish River, provides five six-day sessions each summer for hundreds of kids with various physical and mental disabilities.
Up until 2012, admission was free – with funds raised by Easter Seals and its parent charity, the BC Lions Society for Children with Disabilities. In 2013, the admission cost for each child was raised to $100, and in 2014, $500. The costs were meant to offset fundraising difficulties and the actual operational cost

Parents have generally accepted the new reality, said Stephen Miller, president and CEO of the BC Lions Society for Children with Disabilities and BC Easter Seals, during an interview last year. Miller said that unlike other camps for children with specific diseases such as cancer or diabetes, the nature of the Easter Seals camps – for kids with a variety of disabilities – means that volunteers cannot be used, and the camps provide ratios of just one, two or three campers for each properly trained and paid staff member, to ensure proper safety and support. About 900 kids go each summer to Camp Squamish and the other two Easter Seals camps, Camp Shawnigan on Vancouver Island and Camp Winfield in the Okanagan Valley. Parents got into the action with the Woman2Warrior obstacle race starting in 2013. This will be Leora’s third such test of strength, endurance and agility, so she knows what to expect – including the sideline support from her husband Peter and Nathan’s younger brother, Jason, 9. In her first year, Leora ran alone among the crowd. She had a team of three in 2014 and this year she will be joined by her sister-in-law and three co-workers. Leora has raised $3,400 for the BC Easter Seals Camps since 2013. Her team, despite their training, can predict how they’ll feel by the end of the race. Appropriately, they’re called Scrambled Legs. Although much of Nepal is heavily damaged, fortunately Pokhrel’s parents’ home was still standing. “Everyone was living outside for a few days, but I was so relieved they were all okay,” he said. “My parents’ home looks fine from the outside, but they are still afraid (of aftershocks). They are back in the home but only on the first floor so if they have to leave in a hurry, they can get out.” The plan is to have the home structurally inspected, but that could take time. Pokhrel’s sister and brother-in-law were also lucky; the apartment they were living in sustained numerous cracks but is still standing. They have since moved into another house close by. Pokhrel has been helping raise funds for earthquake relief through his school and the Nepalese community, along with attending candlelight vigils held in both Vancouver and Surrey last week. Donations and help spreading the word are really what the people need right now, he said. Surrey physician Dr. Pargat Singh Bhurji is on his way to Nepal to help care for the injured in the region. Bhurji, a local pediatrician and neonatologist, is heading to the city of Pokhara, 200 kilometres from Kathmandu, near the epicentre of the quake. He’s a veteran of Dr. Pargat Singh numerous other natural Bhurji disaster relief missions, including Haiti in 2010 and the tsunami in Sri Lanka in 2005. “My main focus will be on premature babies, intensive care needs, newborn needs and children’s health – basically specialized medical care,” he said. “With the monsoon season coming, a lot of pregnant women need help and the suffering will take its toll.” Bhurji will be working with AMDA (Asian Medical Doctor Association) and Rose Charities to provide volunteer doctors and nurses to assist in the area. He plans on volunteering for three weeks and then his colleague Dr. Collin Young will take his place. The nurses will come for a longer time. Bhurji’s main goal will be to deal with pediatric infection, dehydration, asthma and newborn care, and the fact he speaks Hindi, which is close to the Nepalese language, should make for easier communication. “This is what my passion is, to help, to serve basically,” he said. Coal a sunset industry The coal port proposed for Fraser Surrey Docks is changing shape. The company that operates the docks is now proposing that coal be loaded directly onto ships, rather than being transported by barge to Texada Island, and then loaded onto ships. Fraser Surrey Docks has amended its proposal for a coal export terminal, and public input on the change is being welcomed until May 19. CEO Jeff Scott says the change is partially due to lower coal prices. The extra handling that would be required to ship coal by barge and then unload it a second time made the existing proposal uneconomical. He says the cost of the project will be more than the $15 million initially forecast. The proposal calls for one trainload of coal to come north to the docks daily, from coal fields in Wyoming and Montana, via the Burlington Northern Santa Fe Railway. The coal would be loaded directly onto ships that would take it to Asian markets, likely in China, where the coal would be burned in thermal energy plants to create electricity. Scott said there is no plan to store the coal at the docks, so presumably it will remain stored in rail cars until a ship is at the dock and ready for loading. The proposal calls for 80 ships annually to move to and from the port to handle the coal. Had the
original loading plan gone ahead, there would have been 640 barge-loads of coal going down the river each year. That was one of the major concerns of opponents. They feared coal dust. There are many homes near the waterfront, particularly in New Westminster, and opposition to the coal project was significant. There are also a number of homes in Surrey and Delta close to the docks. The other major concern is the broader one of climate change. Coal is one of the greatest contributors to carbon emissions, given that it is virtually 100 per cent carbon. Concerns about carbon emissions and effects of the emissions on the atmosphere have been widespread and the subject of a global effort to reduce emissions. The coal proposal flies in the face of that. Coal companies in the United States have been seeking additional markets as the number of U.S. coal-fired power plants is decreasing. There have been a number of proposals to ship coal from various ports along the U.S. west coast, and all have met a great deal of resistance. Some thermal coal is already being shipped from Westshore Terminals in Delta, but it has finite space for coal storage. Thus Fraser Surrey Docks has been
tapped. The docks are not fully utilized and would welcome the additional business. While about 45 jobs would be created by handling coal, it seems this is a sunset business. At least partially due to the emissions concerns, China is set to start using a great deal more natural gas to fire its electricity plants. Some will come from Russia and some may come from B.C. and west coast states with LNG plants. If coal prices stay low, it may not even make financial sense to ship coal to China, which produces a great deal of coal already. It is also possible that China may discover more natural gas itself. New drilling techniques have led to an abundance of natural gas and nowhere near enough markets for it all. That’s why the B.C. government is investing so much of its time into trying to attract large companies to build LNG plants here. There are a number of court cases surrounding the Fraser Surrey Docks coal proposal. Their outcomes will delay any final decision. Nonetheless, it seems there are many more likely users of the docks’ services that could add business in a long-term sustainable manner.

As I was writing this column, the vote on Bill C-51 (Anti-Terrorism Act, 2015) was yet to occur, but it is expected that the bill will pass. From its introduction in January until now, there have been protests across Canada against this legislation. Canadians from different regions and backgrounds have voiced their concerns. Amongst its numerous criticisms, the issue of oversight has been quite prominent in the debate. Yet, there has not been enough constructive conversation or dialogue on this matter. In fact, the time allowed for debate does not match the magnitude of the changes being proposed. Terror threats and dangers to national security must be addressed. However, this does not mean that
governments should overhaul and redefine the basic rights and freedoms that Canadians enjoy. Thousands of Canadians from coast to coast, individuals who have previously served as Supreme Court justices and prime ministers, experts in the legal field, and university professors have all expressed opposition to the legislation. Some amendments were made to the Bill, but in my opinion, they do not fully address the myriad concerns. As professors and researchers have also emphasized, the legislation might not even properly achieve its intended purpose. In fact, they state in an open letter that “Bill C-51 could actually be counter-productive in that it could easily get in the way of effective policing, intelligence-gathering
and prosecutorial activity.” Dr. Lorne Sossin, a professor and Dean at Osgoode Hall Law School, emphasizes the importance and need for oversight. Law professors Kent Roach and Craig Forcese raise the issue about problems in the legislation related to civil liberties, freedom of expression, air travel and the transfer of information. It is easy and convenient for the government to simply re-write our laws, considering its legislative majority. However, it must consider the significance of the changes. Bill C-51 does not address the many concerns that have been brought to light since it was first introduced.

Re: The Leader’s question of the week. What would have the most impact on crime in Surrey? The question is too narrow. Yes, more police officers would help. Tougher, faster, justice system? How’s that working for us so far? Too many inmates in jails across the country have mental health issues. Is jail the place to be? More prevention programs for youth would certainly help, but so would decent housing, a living wage and more importantly, competent governance. Governments long ago forgot that they own nothing. It
all belongs to taxpayers. They forgot their fiduciary duty to consumers/taxpayers/citizens is to get the best value for our dollars. Hundreds of millions of tax dollars are wasted each year by all levels of government while badly needed infrastructure, social services, health care and education continue to be starved of funds. We don’t pay politicians to promote themselves, we pay them to create and sustain services that benefit society as a whole. We don’t pay them to pat themselves on the back through advertising touting what they have done for us they wouldn’t have to if they actually did their jobs. ▼ GYPSY MOTHS WON’T BE THE ONLY CASUALTIES I am pretty horrified by the latest widespread spraying of Foray 48B for the control of gypsy moths. Foray 48B is an extremely effective at killing caterpillars. All caterpillars. Caterpillars are the larval stage of moths and butterflies. More than 4,500 hectares of land was sprayed to kill caterpillars. So if you are in the spray zone of Surrey and Delta and you see a moth or butterfly, enjoy it. You will likely not get to see the offspring. Butterfly garden? Not in Surrey. Foray 48B remains effective for around one week after application. Surrey will get three applications. All butterfly and moth eggs that hatch and feed in the spray zone within the effective period will die. Butterfly colonies are very poor at multiplying. Continued spraying of Foray 48B will have a severe effect on butterfly populations and a disastrous effect on endangered species. Moth and butterfly caterpillars are also a huge part of the diet of birds, especially our native species of birds. I do know there are other methods for control that are better able to target the gypsy moth specifically. These methods take time, teaching and the involvement of the community. It was cheaper to spray. I’m not so sure it was smarter.

A man who deliberately drugged and robbed a Surrey man, before stealing his car, has been sentenced to six years in jail. Brendan Thomas Roshinsky, 27, was sentenced Friday (May 1) in B.C. Supreme Court in New Westminster, having been found guilty in the same court in March of administering a drug to commit an indictable offence, theft over $5,000 and theft of a motor vehicle. After credit for the 27 months he’s already spent in custody, there are three years, nine months remaining of his sentence. Roshinsky, a Vancouver resident, was arrested in 2013 after Surrey RCMP heard from a man who said he was given a drugged drink by a man who Brendan Roshinsky he’d met online. The victim claimed the drink knocked him unconscious and that while he was passed out, the man stole some of his belongings and cash – and then took his car. A toxicology test showed levels of the sedative GHB (often referred to as the “date rape drug”) in the victim’s system. At the time of his arrest, police feared Roshinsky may have victimized others and released his photo publicly. However, B.C. court records do not show any subsequent charges laid against Roshinsky. His sentence also includes a lifetime ban on possessing firearms.

A green cup and saucer donated to a Delta charity within the past week contained a valuable item police would like to return to the owner. The items were delivered to the Delta Hospital Auxiliary Society Thrift shop in Ladner sometime

riedrichshafen, a university city in Southern Germany hosts the annual ‘AERO Friedrichshafen’ a global aviation show, this year held recently in mid-April. As home to the famous Zeppelin dirigible factory established in the late 19th century, the Maybach aviation company, which became an automobile manufacturer after the First World War, and Dornier Flugzeugwerke, a prominent aircraft manufacturer that in the 1980s was parented by Daimler-Benz, Friedrichshafen is the ideal host city for such an exhibition. A star exhibitor this year at AERO is Carplane® GmbH, a company co-funded by the EU and the German State of Niedersachsen engaged in developing a flying car capable of road travel to and from airstrips and flight travel between them. AERO was the first public unveiling of Carplane® as a car. Its maiden flight is “tentatively scheduled for later this year.” Given the history of flying cars, skepticism about this iteration abounds. Almost from the time cars and airplanes were first invented designers and inventors have been trying to fuse them. Indeed, the scourge of the Wright Brothers, Glenn Curtiss patented a flying car in 1917 and displayed a prototype, the Model 11 Autoplane at an exposition in New York that same year. The plane never flew and development ended when America entered the First World War. Inventor Rene Tampier built the Roadable, a car-plane of sorts, for the 1921 Paris Air

Today, no commercially produced vehicle bridges “the gap between car and plane travel.” Carplane’s stated goal is to start closing this ‘gap’ by settling “on a design which performs well in both air and road modes” and meets all certification requirements for cars and for airplanes in the Very Light Aircraft (VLA) category (max. 750kgs/1,653lbs.)…[thereby giving] Carplane®’s customers the benefit of its safety having been [government] tested.” The Carplane design at this stage of development can be likened to an upturned catamaran accommodating two people, each in their own hull. Between the hulls is space for storing and protecting the wings along the length of the vehicle thereby providing the longest possible, unsegmented wing length within the confines of a normal car. A patented mechanism deploys the wings in a smoothly integrated process that wholly converts the car to an airplane. Animations of this process are on the Carplane® website.

The woman was crossing King George Boulevard near 92 Avenue on Nov. 22, 2014 at about 5 p.m. when she was hit. Surrey RCMP says the victim’s life has been forever changed. She has a limited mobility and even five months later, requires medical treatment several times a week. The vehicle that struck her was described as an older-model four-door white or grey sedan that sped from the scene. While investigators have spoken to some witnesses, they are urging others who may have information to contact them. And police remind potential witnesses to remain at the scene of an accident until speaking with an officer. The same goes for drivers. The theft of “irreplaceable” bonsai trees has left a South Surrey master of the art and
his family heartbroken. Tak Yamaura’s private collection – grown and nurtured over the past 45 years – has been decimated in recent weeks, by thieves who have returned time and again to the 16164 24 Ave. nursery, most recently on Sunday morning. Yamaura was asleep in his home on the 10-acre property when
he was woken around 4 a.m. by the sound of something amiss. Looking out, he counted at least four dark figures in hoodies on the Japan Garden Art Bonsai property. “They were a couple feet away from where he was sleeping,” said Natalie Skye, Yamaura’s daughter. “He heard them, he called 911.”

When Yamaura stepped outside, the thieves took off in a pick-up truck loaded with his rare plants. “It’s his lifetime’s work,” Skye said Monday. “It’s heartbreaking to see this happen to him.”

knew exactly which ones were my dad’s private collection.” Yamaura, 71, came to Canada in 1970, two years after receiving his degree in horticulture from the University of Agriculture in Tokyo. He is founder and president of the B.C. Bonsai Society, teaches the art wherever there is interest and leads a local club that meets monthly at Sunnyside Hall in South Surrey’s Bakerview Park. He described himself as a “bonsai-holic.” Yamaura is appealing to whoever is behind the crimes to choose another path towards obtaining bonsai. “I would say, ‘people, if you like bonsai, why don’t you learn instead of stealing? Instead of stealing, join our club. I can help’,” Yamaura said. Yamaura described bonsai as an art, and for those who practise it, it is about more than just the trees. “We have more respect for the nature, we try to create nature,” he said. The creations “never end, never finish,” Yamaura added. “Change all the time, but if you work hard, research more, the trees answer right away.” He does not expect his stolen plants to survive. “If it’s lazy, if it’s not honest, they react,” he said of the trees. “That’s what (the thieves) have to learn. It should be returned. The number of Metro Vancouverites who have voted in the transit tax plebiscite is now pulling ahead of the voter turnout in last November’s municipal elections in most cities. Elections BC has now received more than 600,000 ballots or 38 per cent of the 1.56 million packages it mailed out. More than 550,000 ballots, or 35.3 per cent, have now gone through Elections BC’s initial screening process. The count of screened ballots shows last November’s municipal election turnout has been surpassed in all major cities of the region except Surrey and Port Moody. Most Metro cities recorded turnout in November of 25 to 32 per cent, with Vancouver at 37.6 per cent. Surrey’s rate of ballots returned and screened is just under 30 per cent – the worst in the region – but even that city isn’t far behind its November election turnout rate of 31.5 per cent. Anyone who hasn’t received a ballot, or lost or misplaced theirs, has until midnight May 15 to ask Elections BC for one by calling 1-800661-8683 or see more info at elections.bc.ca/ plebiscite. A 32-year-old man has been sentenced to three years in jail for leading police on a twohour chase that saw the fleeing driver steer a stolen pick-up truck into oncoming traffic on the Fraser Highway. Robert Anthony Pickford was given 36 months on April 28 by a Port Coquitlam provincial court judge. The day before, he pleaded guilty to five criminal counts, including dangerous operation of a motor vehicle, an offence with a potential maximum of five years in jail, as well as flight from police, possession of stolen property and two parole violations. Pickford has been in jail since his arrest on Feb. 18 following a police pursuit of a stolen red Ford F150 pick-up truck through Surrey and Langley that ended on the Golden Ears Bridge. The chase began around 2 p.m. when Ridge Meadows RCMP officers tried to stop the pick-up. Pickford initially pulled over, then drove off, heading for Coquitlam on the Lougheed Highway. He continued through Surrey and Langley, followed by police on the ground

Eyewitnesses said they saw the Ford speeding toward oncoming traffic on the wrong side of the road heading west along the Fraser Highway from Aldergrove. At least one civilian vehicle was forced to drive up on a sidewalk to avoid a collision. There were no reports of injuries. The chase ended around 4 p.m. on the Golden Ears Bridge after Ridge Meadows RCMP closed the crossing and police were able to box the pickup in. By then, three of the tires on the truck had been blown out by spike belts deployed by police. The Ford came to a stop facing backwards, surrounded by Emergency Response Team vehicles. An ambulance was called in to take the

driver to hospital. Northbound traffic across the bridge was blocked off for about an hour, causing heavy congestion and substantial delays for commuters. At the time, Pickford was free on bail awaiting trial on 10 charges, most involving theft-related incidents in Port Coquitlam. Pickford pleaded guilty to five of those charges following his arrest on the bridge. Court records show Pickford has several prior convictions for
vehicle theft and dangerous driving, including a 2005 case where he received a two-anda-half year jail sentence for dangerous driving, stealing a vehicle and operating a vehicle “in order to evade a peace officer.” At the time, Provincial Court Judge Shehni Dossa described how Pickford “went through a lot of red lights onto oncoming traffic” during an early morning police pursuit that ended when Pickford hit a light standard. “You are fortunate there was so little traffic on the road and that nobody was hurt,” Dossa told Pickford. “You have a long record for someone so young,” Dossa added. At the time, Pickford was on parole from a 2003 conviction for dangerous driving, possession of a stolen auto and drug possession.

Dominion Lending Centres Chief Economist Says US Style Housing Crash Unlikely in Canada Responding to recent news reports about the IMF warning of an overheated Canadian housing market, the Chief Economist for Dominion Lending Centres, Sherry Cooper, says the prospect of a soft landing is good news for homeowners, “there is no doubt that letting some steam out of the boiling markets is a good thing because were prices to rise rapidly for too long, a nasty correction would be likely.”
Bank of Canada Remains On Hold With Hopes of Economic Rebound As was widely expected, on Wednesday April 15, 2015 The Bank of Canada announced that it is maintaining its target for the overnight rate at 3/4 per cent. The Bank Rate is correspondingly 1 per cent and the deposit rate is 1/2 per cent. Cooper, one of North America’s most respected economic experts, points out that existing home sales were down 2 percent year-over-year in January, but were still up moderately outside of Alberta. Later data suggests that in February, sales rose month-over-month as gains in Toronto and Vancouver offset faltering markets in other parts of the country. More recently, Sales of existing homes in Canada rose in March from February, led by gains in the big Toronto and Vancouver markets. Sales were even up in Calgary where sales had slowed in recent months in the wake of the oil price decline. “With home ownership at a record high of 70 percent of households and interest rates at record lows, national sales growth will stabilize at a modest pace,” says Cooper. “However, steady demand from immigrants and non-resident purchasers in Toronto and Vancouver should continue to support housing markets. In addition, Millennials are in their first-time homebuying years. While many might be priced out of the single-family home market, many will take the plunge into condos.” On the supply side, housing starts and completions are down and are now trending slightly above household formation rates. Taking replacement demand into consideration, the current pace of overall home construction is at appropriate levels to meet long-run demand. We have also seen evidence of a recent increase in dedicated rental housing construction as institutional investors are providing increased funding in this long-overlooked area of the housing market. Condos have effectively replaced traditional apartment units and are an affordable alternative for those who are priced out of Toronto’s detached housing market. Rental vacancy rates remain at extreme lows in Vancouver and Toronto. Cooper says the bottom line is that there is little evidence of an upcoming U.S.-style housing crash anywhere in Canada, even in the hardest hit energycentered markets.

All-around bronze for Cerrato at Westerns Two members of the Surrey Gymnastic Society performed well at that Western Canadian Gymnastics Championships in Okotoks, Alberta last weekend. Treyson Cerrato, 13, placed third all around in a field of 15 competitors in the Provincial Level 5 category. Cerrato, one
of just two athletes in the group to qualify for five of six event finals, tied for the gold medal on parallel bars, won a silver medal on high bar, and took the bronze on rings. He was also fourth on vault and sixth on floor. Emanuel Gutierrez Sandoval, 11, was sixth overall in Elite 3. The youngest age category in the competition includes physical testing by national team coaches the day before competition, and Gutierrez Sandoval placed seventh. Combined with a fifth-place score in
competition, he was sixth all around. Sandoval earned bronze medals on both parallel bars and high bar and was fourth on floor.

The Sullivan Heights Secondary student had a best throw of 14.51m at the Fraser Valley Invitational High School Meet on April 25, placed first Friday at the Surrey High School Championships May 1 with a toss of 14.89m, then won the Kajacks Throws Meet on Saturday at 14.99m.
Walk-A-Thon for Special Olympics Surrey Special Olympics will celebrate 30 years with a Walk-A-Thon Sunday (May 10) at Bear Creek Park from 9:30 a.m. to 12:30 p.m. The annual event raises money for programs for the 295 athletes participating in 14 programs. In the first game against the Blaze Saturday, the Jays blew a 2-0 lead in the seventh inning, then came from behind in extra innings for the win. After Langley tied the game 2-2, they went ahead 3-2 with an unearned run in the top of the eighth inning. Clint Taylor belted a two-run home run in the bottom of the eighth to pull the Jays even. North Delta got the win in the ninth when Dylan Dahl hit a lead-off single then scored on an error. Blue Jays starting pitcher Daniel Gosselin had a strong outing, throwing six innings and allowing one earned run on six hits while striking out 10 batters and walking just one. Tyler Hoefer earned the win in relief with three strikeouts in as many innings. The only run he allowed was unearned. Mackenzie Marquis and Braeden Miller were the top batters, each with three hits. Taylor had a pair of runs batted in (RBIs). Taylor took to the mound in the second game, and held Langley to four earned runs on six hits and a pair of walks. His teammates gave him plenty of run support, making the most of 10 hits and six walks. Dylan Dahl, Trevor Gentles and Lucas Naidu each had a pair of hits, with Logan Newman collecting three RBIs. North Delta was outhit 10-8 but still got a win Tuesday in South Surrey. Taylor was again a standout, going three-for-four at the plate with a run scored. Noah Or added a single, a double and a run scored. Alex Davis was the winning pitcher, entering the game in the second inning with North Delta trailing 3-1 and leaving with the Jays holding a two-run lead. The Jays are idle until May 17, when they will be hosting the Abbotsford Cardinals for two games at Mackie Park.

A weekend split of a doubleheader Saturday has lifted the Whalley Chiefs into eighth place in the B.C. Premier Baseball League. The Chiefs defeated the Nanaimo Pirates 5-3 at Whalley Stadium, then lost a rematch 3-1. Their won-lost record is now 5-9, allowing Whalley to take hold of the final playoff
position in the 12-team league. The Chiefs called up pitcher Walter Eschner from their junior team, and the 16-yearold allowed eight hits and one earned run over five innings for the win. Eschner also allowed a pair of unearned runs and walked three batters. Evan Peterson was credited with a save, pitching the final two innings and allowing three hits and a walk. Ryan Kaplanis led the Chiefs offense, going three-for-three with a run scored. Lachlan Hunter and Braeden Massignani each had a paid of runs batted in.
The Chiefs managed just one run on five hits in the second game of the day and fell short of the sweep. Matt Legg singled in the fifth inning, then stole second, third and home for the only run by Whalley. Starting pitcher for the Chiefs was Lucas Soper, who surrendered three earned runs on seven hits in six innings pitched. He had four strikeouts and walked four batters. The Chiefs were at home last night (Thursday) for one game against the 3-8 Coquitlam Reds. The two teams will play twice Sunday in Coquitlam.
