The superintendent for School District 20 is praising the actions of staff and students at J.L. Crowe Secondary School following an incident on Friday that resulted in a facility lockdown. Calls to the police about loud bangs near Fourth Avenue in East Trail prompted emergency response action in two schools Friday afternoon. Just before 1 p.m. a 911 dispatcher contacted the high school to initiate lockdown protocol as well as St. Michael's Elementary School. “The school handled the situation wonderfully as it was a more complicated situation that occurred over the lunch break,” Greg Luterbach, SD20 superintendent, told the Trail Times Monday. “Staff and students responded appropriately and we appreciate the local RCMP and how seriously and quickly they responded.” Minutes after the 911 operator contacted the school, officers arrived on the scene while the school was in lockdown, explained Principal David DeRosa in an email. “We practiced our lockdown procedure and students and staff reacted in a very timely fashion,” he said. Based on the RCMP's immediate investigation, police confirmed the noise was made by a firework, and had determined there was no rifle, said DeRosa. “I updated staff and students with the information that we had,” he continued. “And that the RCMP had determined that our safety and the school was secure.” He acknowledged to staff and students that a lockdown and related circumstances can be traumatic, and if anyone was feeling anxiety or wished to debrief with a counsellor or call home, they were encouraged to do so. “Once students returned to classes, I thanked staff and students for their patience and cooperation,” DeRosa added. Emergency response plans, including fire drills, are practised multiple times during the course of a year in all School District 20 (SD20) schools. Cpl. Darryl Orr from the Trail RCMP detachment explained that officers immediately went into action when the call came in. “We had two or three calls with one reporting fireworks and a couple of others saying there were loud bangs,” he said. It was a successful and safe Silver City Days in Trail this year, with crowds gathering on the food mall for mini donuts, strolling the midway trying to win a stuffed animal at the skee-ball game, taking in the sounds of Canadian blues music and much more. The RCMP also had an easy weekend with no major service calls, and officers credit the steady sunshine and the warm temperatures for the incident-free festival. “It must have been the nice weather keeping everyone happy,” said Corporal Darryl Orr from the Trail detachment, saying that other years have kept officer busier. “There were a couple of liquor tickets handed out and stuff like that, but nothing huge. Usually you come in Monday morning after Silver City Days, or even Sunday morning, and you have a bunch of people in the drunk tank, and this year, there was nobody. “We also just looked at some of the stuff that happened over the weekend, we really didn't have any major incidents this year.” Trail's spring festival ran smoothly from the beginning on Wednesday afternoon with the midway and See BIG, Page 3

Police determine students set off fireworks FROM PAGE 1 “We don’t go into it thinking it’s one or the other. We pretty much have to assume the worst until we rule that out.” Seven RCMP members and the police service dog, which happened to be in Trail at the time, were on the scene within minutes to contain the area and close off the road to the high school and hospital. Within a half hour, officers determined conclusively that the noises were related to fireworks set off by three youths. “We wanted to make sure that was the case with both schools in lockdown procedures until such time we determined there wasn’t a fire arm,” Orr added. He said police receive many possible gun shot calls that mostly turn out to be fireworks. “Everybody sees and hears thing differently,” said Orr. “And we don’t assume. With this call, of course we’re happy it turned out to be nothing and everything went well.” According to Orr, the students who set the fireworks off were identified and warned about their actions by officers, but any further discipline would be what the school deems appropriate. By the time the lockdown ended at 1:30 p.m., Orr said an unexpected aspect to the call soon became apparent – heavy traffic congestion. “We had to stop traffic going up to that road during containment of the area,” he said, referring to Hospital Bench, the only access road to the high school and regional hospital. “Nobody realizes how many people are going up there during the day. It’s amazing the number of vehicles and people heading up and leaving at any given time of the day.”
Big crowd for annual parade

On Friday evening, after filling their tummies with grilled cheese sandwiches, tacos, ice cream and more from the food vendors, blues-rock fans took their seats at nearly-full Charles Bailey Theatre to listen to Canadian musician Colin James. The Silver City Days parade set off the next morning right on schedule, with nearly an hour of floats winding through the streets of downtown. Families and spectators joined in the fun, lining the sidewalks and intersections with lawn chairs. To close out the day crowds gathered along the shores of the Columbia River and all along the Victoria Street Bridge on Saturday night to watch an impressive fireworks display, shooting off from the Gyro Park boat launch. On Sunday morning, the annual Fun Run brought out around 300 runners for a five or ten kilometre run, leading up to the Family Day Festival in the Park, signalling the official end of Silver City Days.

Colin James gets ‘Up and Close and Personal’ with Trail crowd By Liz Bevan Times Staff
Canadian rhythm and blues artist Colin James, brought his impressive guitar skills to Trail Friday night, inviting fans for an intimate tour of his original songs and some well-played cover tunes. It was close to a packed house at the Charles Bailey Theatre on James' most recent stop for his Up Close and Personal tour. The Canadian guitarist was accompanied by Chris Caddell on stage, a Toronto-based musician. The scene was set with only a side table, a floor lamp, two chairs and a seemingly endless supply of guitars. Caddell opened the show with a small selection of original songs, before James came out to join him from stage right. After telling fans how beautiful the Trail area is, all the way to the Waneta Dam, James got right into the music, starting off the set with a cover of Bill Withers’ “Heartbreak Road,” honouring the 70s R&B singer’s recent induction into the Rock and Roll Hall of Fame. After a strong start, the two guitarists spent the next two hours playing a combination of the songs James’ is known for, getting huge audience applause for “Five Long Years,” and “Why’d You Lie,” some bluesy tunes from newer albums and a collection of cover songs. The Regina-born artist paid homage to other artists playing Van Morrison’s “Into The Mystic,” for part of the encore, and Bob Dylan’s “Watching the River Flow,” substituting references to the Columbia River. James also told a story about passing up the opportunity to record songs by writer Jerry Lynn Williams, only to see guitar great, Eric Clapton, release a collection of Williams’ originals, a few years later. Some songs had concert-goers unable to stay in their seats as James switched back and forth between playing lead guitar and rocking out on the harmonica. A recent Red Mountain hotel design has city council agreeing to take a closer look at the city’s building guidelines. At Monday night’s meeting council decided to approve the building permit for a new hotel going up at the local ski hill. Several amendments had been made over the past months at the request of previous council and while some are not satisfied entirely, they believe the hotel will be a nice addition to the resort. “We have design guidelines we really hope people will follow,” said Mayor Kathy Moore, “We’re trying to keep form and character to these commercial buildings.” “The design for this building didn’t really meet those guidelines, so the last council said, ‘wait a second, you can do a little better than this, so go back and change some things.’ There wasn’t any-

munity and kind of buy into the vision that we have for the community to do so?” “At the same time,” Moore said, “we don’t want to be some cookie cutter, everyone looks like an alpine chalet. That’s not what we’re trying to do.” The Mayor mentioned that there’s an interesting balance between those things and she thinks what needs to happen is for council to take a closer look at their own guidelines and ask themselves if they in fact, believe in them. “If we don’t, how do we change them and if we do, how do we make sure people who come in actually buy into them?,” she asked. “It needs to start earlier, not when the design is done. We don’t want to be hard on developers but on the same token we don’t want to sell out what we consider to be a suitable aesthetic for Rossland.”

Kaj Rejmon Bisgaard It is with great sadness that we announce the passing of our father Kaj Rejmon Bisgaard on May 4th following a stroke. Kaj was born in Odder Denmark to Rasmus & Nielsine on Feb. 10, 1932. Following his formal education he took a carpentry apprenticeship with Jorgen Knudsen. In June of 1952 our dad immigrated to Canada. After travelling across Canada to Vancouver then through the Okanagan picking fruit for some cash he ended up in the Trail area boarding with the Klit family, a Danish family he came to know. The following year on May 17 he married Ellen Margrethe Mikkelsen once she arrived from Denmark. After boarding another few weeks in a room next to the Klit’s they rented a small house in Waneta behind the drive-in until they were able to build their first home on Waneta Road. In 1954 a son, Allan, was born, then in 1960 a daughter, Alice, followed by another son, Stanley in 1962. Over 1962-63 Dad built a second home on half of the property they purchased for their first home. Then in Dec. of 1967 Kaj purchased an acreage past Fruitvale that had stolen his heart the year before. In the fall of 1968 he moved the family to the new place after building a house for the previous owners as part of the purchase agreement. So began the adventure of owning a large property suitable for many endeavors. Kaj worked in the construction industry for many years with various people and for a number of years formed a partnership with Jorgen Jorgensen, a dear friend who had also immigrated to Canada. They called their company J K Construction. Not long after moving to the acreage, Kaj left the partnership and worked either on his own or for other people including Karl Monk of Fruitvale. Much of his time was devoted to working on the acreage in various ways including a thorough renovation to the home: haying, selling firewood, snow plowing and growing potatoes to name a few. He also acquired an adjoining piece of property in 1971 and built a 4-plex as well as three houses for rental income. Over the years much of the property has been sold including the rental property, but he always found things to do whether for income or as a hobby: riding his electric powered bikes picking up cans, building saw horses or ladders and building pelton wheels to power a table saw which he used to make wedges that he sold and delivered to Maglios for over 15 years. He was still doing this up until his passing. Kaj is predeceased by his beloved wife Ellen of nearly 57 years in 2010, a granddaughter, Belinda Hawkins in 2014, a brother Frederick Howard formerly of Trail in 2009 as well as his other siblings who lived in Denmark. He is survived by his son Allan of Torrington, AB, daughter-in-law Vicki of Trail, granddaughter Jessica (Darcy) of Edmonton, AB, great-granddaughter Taylor, grandson Josh of Fruitvale, daughter Alice (Jay) Hawkins of Fruitvale, grandson Kris Hawkins (Jenn) of Fruitvale, great granddaughter Jordyn, grandsons Eric & Daniel Hawkins of Fruitvale and son Stanley of Fruitvale. A celebration of Kaj’s life will be held Thursday, May 14th with a graveside service at the Fruitvale Cemetery at 11:00 am followed by a luncheon at Fruitvale Christian Fellowship. Pastor Bryan Henry will officiate with Jordan Wren of Alternatives Funeral and Cremation Services™ entrusted with arrangements. The family also invites you to a Memorial Barbeque in honour of Kaj and Ellen Bisgaard at the acreage, 3059 Hwy 3B, commencing at 4:00 pm the same day. Emma was followed by Olivia, Sophia, Isabella and Ava. Noah was followed
by Liam, Mason, Jacob and William. Emma’s popularity soared in 2002, the same year that Rachel, a character on the popular TV show “Friends,” named her baby Emma. Also boosting the name, actress Emma Watson played Hermione Granger in the popular Harry Potter movies. Chelsea Clinton, the daughter of Bill and Hillary Rodham Clinton, also named her daughter Charlotte. “Charlotte’s definitely going to hit the top three in the next three years,” said Jennifer Moss, founder and CEO of Babynames.com. The Social Security Administration’s website provides lists of the top 1,000 baby names for each year, dating to 1880. The top baby names that year were John and Mary. John is now No. 26 and Mary has fallen to No. 120. Officials hope that people visiting the website to research baby names will also learn about Social Security programs. This year, the agency is promoting a new blog called “Social Security Matters.” Pop culture has long influenced baby names. And so has religion. Though today, the most popular names aren’t nearly as popular as the ones from 50 years ago. Last year, 19,144 newborns were named Noah, and 20,799 babies were named Emma. In 1964, more than 82,000 babies were named Michael, the top name for boys that

More than 54,000 babies were named Lisa, the top name for girls that year. “Parents don’t want a top 10 name,” Moss said. “They are looking for more unique names.” Social Security also charts the fastest-rising names each year. Aranza is a popular Mexican singer. Also rising: Montserrat and Monserrat (different spelling), and Maisie. Maisie Williams is an actress on the HBO show, “Game of Thrones.” She apparently carries some weight in the world of baby names. She plays a character called Arya - Arya jumped 62 spots to No. 216 on the list. For boys, the biggest riser was Bode, which jumped 645 spots to No. 783. Also among the top risers were Bodie and Bodhi. Bode Miller is an Olympic skier. Bodhi is a Buddhist term for enlightenment or awakening. Axl jumped 624 spots, to number 850. Hard rock fans may remember Axl Rose, the lead singer of Guns N’ Roses, a very popular band in the ‘80s and ‘90s.
Love burns bright as couple get engaged at apartment block blaze
THE CANADIAN PRESS REGINA - It was a rollercoaster of emotions for Regina’s Brittany Petrisor who celebrated her birthday, got engaged and lost everything in an apartment fire in one day. Petrisor was babysitting her neighbour’s three young girls in her west-side block on Sunday when she was awakened by the sound of a smoke detector. She and her visiting Minnesota boyfriend, Greg Blanks, got everyone out of the six-unit building, then called 911 and watched as
firefighters tackled the blaze. Greg escaped with only the clothes on his back and asked crews if they could retrieve something very special - a diamond engagement ring he planned to surprise Brittany with over dinner. The ring was retrieved but his surprise blown, Greg popped the question on the spot and Brittany quickly said yes. The couple, along with about a dozen other residents, will be receiving help from Regina’s mobile crisis unit.

Okanagan looking to avoid California-type water restrictions By Kathy Michaels Kelowna Capital News
California’s historic four-year drought is offering a bleak picture of what can happen when water supplies are over-taxed and Mother Nature seemingly gives up the ghost. In an area that has at times been compared to the Okanagan for everything from its climate to culture, available water is at an all-time low thanks to years of below average precipitation. Conditions facing Californians read like the lead-up to any apocalyptic tale playing on the silver screen, and it’s caused widespread concern this side of the border as well, explained Anna Warwick Sears. Sears is the execu-
tive director of the Okanagan Basin Water Board, a local government agency focused on collaborative water resource management in the Interior, and as the face of all things H2O she’s often handed community concerns. “Different communities have different problems. The lucky thing for the water board is we don’t have to deal with fracking, we don’t have a big water bottling factory moving in—there are a lot of ways we are protected from things like that just because of our geography and being isolated,” she said. “Our big needs are residential water and agricultural water— those are the biggest sources of demand.
“The absolute cheapest way of increasing the amount of water available is to get people to stop wasting it.” Anna Warwick Sears
The valley has less water available per person than anywhere in Canada but has some of the highest use in the country. And, 24 per cent of all water used in the Okanagan is used on household lawns and gardens with a lot of it wasted. “It’s not a crisis in the Okanagan right now, but what we want to do is make it normal to use water more efficiently and make
water work. “If we do, we will have much less risk of running in to a shortage. “ With that in mind, valley mayors and councillors, the Okanagan Basin Water Board, water utilities and retail partners joined forces this week for an early launch of the Make Water Work conservation campaign. Since it was kicked off in 2011, the Make Water Work campaign has focused on reducing the share of water that ends up on lawns and gardens—estimated to be around 25 per cent. This year, the focus is on educating homeowners about the range of drought tolerant plants available at local greenhouses
and garden centres, brought together as the Make Water Work plant collection. A number of local nurseries from Armstrong to Osoyoos will offer drought resistant plants that thrive in the area, as well as strategies to go a more sustainable shade of green. As Erin Trainer, a city councillor in Summerland pointed out, at the program kick-off Thursday, “brown is the new green.” Cutting back watering schedules and adding drought resistant plants may seem like a small effort, but Warwick Sears said conservation of water is simply the best way to avert a crisis. “The absolute cheapest way of

Dycar Pharmaceuticals, the company that is planning to open a commercial medical marijuana facility in Cranbrook, will be answering question and giving an update on its progress on May 25. Dycar will give an update on where they are with the Health Canada application process and how the plans are coming along for the Cranbrook facility. On Thursday, Carmen Wannop, Dycar Phamaceuticals vice-president of sales and marketing, spoke to the Daily Townsman about the progress and some of the things that they are preparing for with the venture into this city. Wannop said things are progressing smoothly with the application. “We haven’t had any major hiccups yet,” she said. There are a total of seven steps in the application process from the time

Dycar is on stage three. “Actually it’s moving a little faster than we expected, based on what other applicants have said, we are pretty impressed that we are already in stage three,” Wannop noted. She said that speed could account from their application being especially thorough when it was sent in to Health Canada. “I know some people sent in an application that was 30 pages — ours was thousands and thousands of pages,” she said. “The more thorough your application is, the less hassle you’re going to have.” Carmen and her husband Dylen have been designated growers for over 10 years. The old law was the Marihuana Medical Access Regulations (MMAR) and she agrees with the move to the new regulations. Carmen was personally involved in
the stakeholders meeting with Health Canada in Vancouver back in September, 2011. “So we knew they were changing the law — which they needed to — because there were too many people breaking the law under the old way,” she said. Wannop expects to answer questions on the procedure with Health Canada and how far along they are, as well as the jobs that they will be offering once the facility opens. “As we stated, in the first year of operations there will be 200 full-time positions. Now because of the way we operate we can hire people with disabilities or people with children at home who only want to work part-time,” she said. “It may take me three part-time people to fill one full-time position. There could be more than 200 people employed with us — it’s just that we have 200 full-time positions available.”

simply been to turn off the tap when he’s brushing his teeth. The district he presides over, however, is going to have to do that and more, and earlier this year than normal. Findlater, who chairs the water board, said that the district’s snowpack is sitting at 48 per cent of normal this year, and that set off alarm bells with his council. The district immediately launched stage 1 water restrictions and is expecting to move to stage two fairly quickly. It’s also looking at plans to expand its reservoir capacity, so shortages aren’t a problem in the future. “We are already in a dry area and this year we are facing challenges with low snowpacks, so this brings this whole issue forward,” he said. “It’s manageable for the next year at least, but if we have another winter that’s lower than average, then this puts pressure on the water storage. We’re not California and we don’t want to be.”

Reinforcements en route to help contain wildfire THE CANADIAN PRESS PRINCE GEORGE, B.C. - Help is on the way for firefighters trying to contain a forest fire in northern British Columbia, where dozens of people have been forced out of their homes. More than 125 firefighting staff, four helicopters and eight pieces of heavy equipment have been called in to battle the blaze as of Monday. Jill Kelsh of the B.C. government’s wildfire
management branch said the fire is expected to remain active for at least the next couple of days. The fire was spotted on Saturday around Norman Lake and has since expanded to more than 25 square kilometres, about 60 kilometres southwest of Prince George. “We do expect it to continue to grow just because of the hot weather and dry conditions,” Kelsh said. About 100 wildfire
management staff, including firefighters and pilots, were en route Monday afternoon to lend a hand with the smoky blaze. The threat to nearby homes meant 80 people left the area over the weekend, mostly from a number of permanent and seasonal homes on Little Bobtail Lake, Naltesby Lake and Norman Lake. Some residents in the surrounding are have been put on alert
to leave if the situation worsens. The blaze is believed to be caused by humans, said Kelsh.
“When there’s not lightning it has to be human,” she said, adding an investigation is being conducted.

Is the Orange Tsunami headed west?

lbertans have always laughed about their long-standing reputation as a reckless, immature society. The classic bumper sticker, now available as a T-shirt or coffee cup in several variations, states: “Please God, give us one more oil boom, we promise not to p--- it away this time.” Now they’ve thrown out the government that finally tried to stop blowing money like a roughneck fresh out of the bush. Jim Prentice had the gall to propose raising income taxes for high wage earners, doing away with former Alberta treasurer Stockwell Day’s signature flat tax. In response, voters have abruptly replaced the 44-year Progressive Conservative dynasty with an upstart NDP that wants to tax the rich and corporations even more. Facing an oil slump, layoffs and a huge structural deficit in Alberta’s lavish
public service, NDP premier-elect Rachel Notley is committed to a 50-percent increase in the minimum wage and another “review” of resource royalties. One headline in a national paper summed it up: “Go home, Alberta. You’re drunk.” In the sober days after the election, a few truths emerge. Alberta hasn’t been a fiscally conservative, small-government place for a long time. Among other things, it has ratcheted up teacher and nurse wages across the country. Alberta is broke, again, and even the NDP is afraid to resort to a sales tax. The minimum wage hike is a pet policy of Canada’s labour federations, which somehow remain convinced that poverty can be eliminated by state order. On the positive side, Notley has promised to end corporate and union donations to political

parties, as has already been done federally. B.C. should be next, but the gravy train of business donations is too tempting for our nominally Liberal government. Here at the B.C. legislature, an NDP staffer passed out cans of Orange Crush to celebrate. NDP leader John Horgan pronounced himself “ecstatic,” and hastened to assure reporters that Notley is “as competent as she sounds.” Notley now has to sort through a caucus that includes typical NDP
place-holders, college students and union staff running in faint-hope constituencies. Soon after the result, the party pulled down its website platform and candidate biographies, as Notley began phoning energy companies to reassure them Alberta will be “A-OK” on her watch. Horgan likes to describe the “capital flight” from new NDP governments as if it’s just a show put on by big business. Plummeting stock prices and relocation of corporate offices are all staged, according to the party line, nothing to do with actual investment conditions created by NDP policies. This fiction is all Horgan dares to say publicly, because it’s what his party base devoutly believes. Besides, they’re only branch offices of multinational oil companies like Shell, Horgan said. He used his favourite Tommy Douglas quote,
about the bad news of a big oil company leaving. “The good news is, the oil is staying here.” B.C.’s natural gas might be staying here too. Horgan insists he supports a natural gas export industry, but his party seems more concerned with an ascending Green Party, and an urban base that believes you can run a resource economy on windmills and solar panels. Notley supports twinning the TransMountain pipeline, while Horgan continues to insist he has no opinion on the project Adrian Dix so memorably opposed. The Alberta NDP has a steep learning curve ahead. The B.C. NDP has a couple of years to see if the appearance of a likeminded Alberta government is a boost for them, or a cautionary tale for voters. Jimmy Kimmel won’t air new episode opposite David Letterman’s final show
THE ASSOCIATED PRESS LOS ANGELES - Jimmy Kimmel is choosing not to air a new episode of his talk show opposite David Letterman’s final “Late Show” installment. Kimmel told the New York Times on Thursday that his May 20 episode will be a repeat out of respect for Letterman. Kimmel’s spokeswoman confirmed the report. Other editions of ABC’s “Jimmy Kimmel Live” that week will be new. “I have too much respect for Dave to do anything that would distract viewers from watching his final show,” said Kimmel in an email to the Times. “Plus, I’ll probably be crying all day, which makes it hard to work.” Jimmy Fallon and Conan O’Brien aren’t following suit. NBC’s “The Tonight Show” and TBS’ “Conan” are planning original installments for May 20, according to show representatives. Comedy Central’s “The Daily Show with Jon Stewart” and “The Nightly Show with Larry Wilmore” will be in repeats that week. Letterman has hosted “Late Show” for 33 years. Last year during Jay Leno’s final “Tonight Show,” rivals Letterman, Kimmel and O’Brien each aired new episodes. In their opening monologues that night, Letterman and O’Brien mentioned Leno’s last hurrah, while Kimmel tweeted about it.

Crave, Shomi on Apple TV THE CANADIAN PRESS TORONTO - Apple TV users now have direct access to CraveTV and Shomi. Bell Media announced last week that an app for CraveTV, its on-demand subscription streaming service, was the latest to join the suite of programs available on Apple’s popular set-top box. Later in the day, Shomi - the streaming service launched by Rogers and Shaw - also confirmed it just had an app added to Apple TV. CraveTV and Shomi compete with Netflix, which launched in Canada in September 2010.

As an opposition MP in 1994, he urged the Speaker of the House of Commons to rule out of order an omnibus budget bill introduced by Jean Chretien’s Liberal government. “I would argue that the subject matter of the bill is so diverse that a single vote on the content would put members in conflict with their own principles,” Harper said. “We can agree with some of the measures but oppose others. How do we express our views and the views of our constituents when the matters are so diverse?” The Liberal omnibus bill Harper objected to was 20 pages in length. Since becoming prime minister himself in 2006, his government has routinely introduced massive omnibus budget bills, regularly ranging from 300 to almost 900 pages. THE VERDICT There is no truth to the Conservative assertion that the NDP and Liberals would scrap pension income splitting should they form government. Both parties have explicitly said they would keep the measure. The assertion that both opposition parties voted against pension income splitting is specious, given that the measure was part of an omnibus bill that included a host of other measures, some of which were hugely controversial at the time. For these reasons, the claim that opposition parties would do away with pension income splitting is “full of baloney.” METHODOLOGY The Baloney Meter is a project of The Canadian Press that examines the level of accuracy in statements made by politicians. Each claim is researched and assigned a rating based on the following scale: No baloney - the statement is completely accurate A little baloney - the statement is mostly accurate but more information is required Some baloney - the statement is partly accurate but important details are missing A lot of baloney - the statement is mostly inaccurate but contains elements of truth Full of baloney - the statement is completely inaccurate

piece of policy that comes out of Ottawa, they won’t be writing the Liberal party’s platform,” he said. “We will not end pension income splitting for seniors.” In January, NDP finance critic Nathan Cullen corrected the record after Defence Minister Jason Kenney took to Twitter to assert that “the NDP’s pledge to reverse family tax fairness also means they’ll take income splitting away from pensioners.” “#kenneyjason got it wrong again,” Cullen tweeted. “NDP committed 2 keeping income splitting 4 seniors.” The Prime Minister’s Office did not respond when asked to identify any statements by opposition MPs that would prove the Conservative contention. However, in the House of Commons, Harper and other Tories backed up their assertion by repeatedly pointing out that NDP and Liberal MPs voted against pension income splitting in 2007. That’s true. But it overlooks the fact that pension income splitting was included in a 156-page omnibus budget implementation bill that included dozens of other measures, most controversially a new formula for calculating equalization payments to have-not provinces that outraged Atlantic provinces, especially Newfoundland and Labrador. Liberals and New Democrats voted against the omnibus bill. Harper’s government, a minority at the time, survived the vote on the bill with the support of the separatist Bloc Quebecois. Notwithstanding their opposition to the budget bill, Jack Layton, NDP leader at the time, advised Canadians who wrote to him on the issue that “New Democrats support the government’s proposed change to permit pension splitting.” WHAT THE EXPERTS SAY Parliamentary procedure expert Ned Franks called it “100 per cent baloney” to infer that a vote against an omnibus bill constitutes a vote against every measure in the bill. “In an omnibus bill, you as a member of Parliament vote once, but you’re voting on maybe 50 different pieces of legislation on 50 totally different topics, and you might agree with 10 or 12 of them and strongly disagree with 20 of them and the other ones you

NDP Leader Tom Mulcair and Liberal Leader Justin Trudeau have both vowed to scrap the centrepiece of the Conservatives’ family tax benefit package: allowing couples with young children to split their income for tax purposes. Since the so-called family tax cut was announced last October, Prime Minister Stephen Harper, his ministers and backbench Conservatives have repeatedly asserted that the two opposition parties would also scrap pension income splitting, a measure the Harper government introduced in 2007. How accurate is that assertion? Does opposing parental income splitting automatically mean opposing it for pensioners? Does the fact that opposition parties voted against pension income splitting mean they’d get rid of it? Spoiler Alert: The Canadian Press Baloney Meter is a dispassionate examination of political statements culminating in a ranking of accuracy on a scale of “no baloney” to “full of baloney” (complete methodology below). This one earns a rating of “full of baloney.” The assertion is completely inaccurate. Here’s why. THE FACTS Both opposition parties have explicitly said they would not touch pension income splitting, which allows pensioners to allocate up to half their pension income to their spouses, resulting in significant tax savings. In a speech to seniors last October, Trudeau accused the Conservatives of taking his words out of context when he voiced his opposition to income splitting for couples with young children, which studies have found would benefit just 15 per cent of Canadian households, primarily the wealthiest. “As much as the Conservatives might wish they had the power to control every

PMO thickens fog of secrecy surrounding residency requirement for senators THE CANADIAN PRESS OTTAWA - The shroud of secrecy surrounding the residency requirement for Canadian senators just got a bit thicker. Prime Minister Stephen Harper has refused to answer repeated oral questions about the process he follows to ensure that an individual meets the constitutional residency requirement for appointment to the Senate. So NDP ethics critic Charlie Angus figured his best chance at getting an answer lay in placing a written question on the order paper of the House of Commons - a procedural manoeuvre to which the government is obligated to give a detailed response. No go. Angus’ question elicited this terse reply from Harper’s parliamentary secretary, Paul Calandra: “The government does not comment on matters before the courts.” Calandra was referring to the fraud, bribery and breach of trust trial of Mike Duffy, where the suspended senator’s qualifications to represent Prince Edward Island when he lived primarily in Ottawa is a pivotal issue.
“I was pretty shocked (by Calandra’s response) because normally an order paper question is done without political interference, it’s straight-up answers, the government has to respond,” Angus said in an interview. “They’re actually interfering with the work of Parliament now in order to suppress something that should be a fairly straightforward answer.” The government’s respect for the courts seems to be selective, Angus added, noting that Harper, his ministers and backbenchers have not been reluctant to comment on other matters before the courts, when it’s suited their political interests. For instance, Harper called it “offensive” to cover one’s face while taking the oath of citizenship even as his government launched an appeal of a court ruling allowing a woman to wear a niqab during the citizenship ceremony. Just last week, Conservatives conveyed their disappointment that a judge had rejected the government’s bid to keep convicted terrorist Omar Khadr behind bars. The Constitution requires that a sen-
ator be resident in the province he or she is appointed to represent. In his written question, Angus asked about the procedure followed for each of the 59 Senate appointments made by Harper, not singling out or even mentioning Duffy. He asked if the government verified that each individual met the residency requirement and, if so, to explain precisely how that verification was done. And he asked the government to produce details of each senator’s residency verification. The government’s brushoff follows the Senate’s refusal last week to allow an internal review of senators’ residency to be entered into evidence at Duffy’s trial. The upper house has claimed parliamentary privilege to prevent the report being made public but that has been challenged by Duffy’s lawyer. Other documents filed in court last week suggest that top Conservative senators worked behind the scenes with Harper’s office to kill the internal residency review, prompting senior Senate administrators to threaten legal action if the report was not released.

Former government staff divide six-figure severance package THE CANADIAN PRESS WINNIPEG - Manitoba Premier Greg Selinger would not answer questions Friday about severance packages given out following the NDP government’s leadership crisis. Selinger took a different door than usual out of the legislature chamber and would not stop to talk about $670,000 that was paid out to seven former staff members.
“These are personnel matters, and as you know, I normally don’t comment on personnel matters in public,” he said as he walked quickly down a hallway to his office. “These (severance packages) were arrived at through proper advice from professional people, and the intention is to make sure that it’s done in such a way that everybody is protected and looked after.” Almost every one of the
premier’s former top advisers left after a caucus revolt last October, including his former chief of staff, caucus director, issues management director, communications director and press secretary. The Opposition Progressive Conservatives said it is unfair for taxpayers to be on the hook for the severance packages. “Why should Manitobans have to pay anything for the NDP family feud? Why
should they have to pay for the dysfunction within the NDP party?” Tory legislature member Kelvin Goertzen asked in question period. The government did not release a breakdown of how much each former staff member received. It had previously revealed details of one of the packages $146,047 for former chief of staff Liam Martin, who had been on the job for about 30 months.

More enforcement needed of ATVs in backcountry: RCMP
THE CANADIAN PRESS ROCKY MOUNTAIN HOUSE, Alta. - A veteran Mountie says more enforcement of off-highway vehicles is needed in Alberta’s backcountry. Cpl. Wayne Howse says police who patrol public lands along the eastern slopes of the Rocky Mountains are dealing with more cases of people driving through stream beds causing environmental damage. Howse says people are carrying loaded weapons on ATVs, some are driving impaired and others leave mounds of garbage in the wilderness. There are also cases of illegal poaching and people randomly shooting firearms. Howse says the RCMP is considering a proposal to form a unit that would focus more on such illegal activity. He says some Mounties are already taking ATV driver training as police brace for the coming season. “I think this is something that is really needed given the amount of damage that is being done in the backcountry,” Howse said Thursday. “We want to protect the environment for others to use.” Howse’s comments follow a ruling by a judge in Rocky Mountain House, who fined two off-highway vehicle drivers $1,500 each for riding in the Clearwater River. The Alberta Wilderness Association applauded the fines.
Changes to gun licensing system set to pass THE CANADIAN PRESS OTTAWA - New Conservative legislation that changes the gun licensing system cleared a House of Commons committee last week and is on track to become law before the summer recess - and a likely fall election. Bill C-42, dubbed the Common Sense Firearms Licensing Act, has drawn sharp criticism even within the sport-shooting community but nonetheless remains grist for Conservative get-out-the-vote efforts, especially in rural Canada. The bill removes some of the paperwork and penalties for gun licensing and transportation, provides a six-month grace period for lapsed licenses, gives cabinet decision-making power over how guns are classified, makes mandatory gun prohibitions for violent offenders and domestic assaults, and makes it compulsory to pass a firearms course in order to be licensed. The mixed bag of new measures has Sheldon Clare of the National Firearms Association concerned that the bill, in his words, in some sense increases gun control. Gun control advocates, meanwhile, argue exactly the opposite, and are especially concerned about relaxed rules governing the transport of firearms and the ability of politicians to override the RCMP on decisions about which weapons should be restricted or prohibited.

Sports Canadiens gain momentum for Game 6
THE CANADIAN PRESS Momentum is in the eye of the beholder. The Montreal Canadiens clawed back from a three games to none deficit against the Tampa Bay Lightning to make it 3-2. Who has the advantage is now a matter of perspective. “If we could’ve started the series saying we’re up 3-2 to play an elimination game here at home, I think no matter who had the momentum going into the game, we would’ve loved that opportunity,” Lightning forward Brendan Morrow said. Likewise, the Canadiens will take the opportunity of playing Game 6 at Amalie Arena on Tuesday, still alive after winning two straight. Coach Michel Therrien is a firm believer that his team is trending the right way after dominating play for the past three games. “We’re reacting with confidence that we’ll be able to accomplish what we’re supposed to do every game,” Therrien said on a conference call Sunday afternoon from Tampa, Fla. “I know our team’s going to be well-prepared, and the
only thing we’re looking for is Game 7 in Montreal.” After missing two chances to eliminate the Habs, the Lightning face a much different challenge in Game 6 at home. A week after looking for a sweep, they’re trying to avoid going back to Bell Centre. Along the way their winning streak against Montreal ended at eight, their lead in the series was cut down to 3-2 and Carey Price found his groove. The Habs’ elite goaltender stopped 46 of 49 shots in elimination Games 4 and 5 for a .938 save percentage after being sub-.900 in his first eight matchups against Tampa Bay. “We’ve had success against Carey Price,” Lightning coach Jon Cooper said. “So he, to us, is not the mental block just because we’ve played them so many times in the last couple years and we look back and his numbers against the Tampa Bay Lightning are very pedestrian compared to the rest of the teams.” Price was very good again at Bell Centre on Saturday night but hasn’t yet stolen a game in this series the

Morrow said the onus is on him and his teammates to turn up the heat on Price. “The Canadiens, they’re doing a great job of putting pressure on Bish and making life miserable for him, and we need to do the same for Carey,” Morrow said. “He’s made some big saves. THE ASSOCIATED PRESS NEW YORK - The NFL suspended Super Bowl MVP Tom Brady for the first four games of the season, fined the New England Patriots $1 million and took away two draft picks Monday as punishment for deflating footballs used in the AFC title game. The league also indefinitely suspended the two equipment staffers believed to have carried out the plan, including one who called himself “The Deflator.” A league-authorized investigation by attorney Ted Wells found that Brady “was at least generally aware” of plans by two Patriots employees to prepare the balls to his liking, below the league-mandated minimum of 12.5 pounds per square inch. The Patriots defeated the Indianapolis Colts 45-7 and went on to beat the Seattle Seahawks in the Super Bowl. Brady will miss the season’s showcase kickoff game on Sept. 10 against Pittsburgh, then Week 2 at Buffalo, a home game against Jacksonville and a game at Dallas. He will return the week the Patriots face the Colts in Indianapolis. The Patriots lose next year’s first-round pick and a fourth-round choice in 2017. The fine matches the largest the NFL has handed out, to Ed DeBartolo Jr., then the San Francisco 49ers’ owner, who pleaded guilty to a felony in his role in a Louisiana gambling scandal in 1999. It’s the second time in eight years the Patriots have been punished for violating league rules. In 2007, the team was fined $500,000 and docked a first-round draft pick, and coach Bill Belichick was fined $250,000 for videotaping opposing coaches as a way to decipher their play signals.

THE ASSOCIATED PRESS NEW YORK - Actor Anthony Geary, whose character Luke Spencer’s marriage to Laura in 1981 on “General Hospital” was the biggest moment in daytime television history, is leaving the soap opera after nearly three decades in the role. It was Geary’s decision to leave, and he’ll be written out of the ABC show for an episode that will air later this summer, said Frank Valenti, executive producer, on Friday. “Anthony is our friend and a part of our television family, but, as difficult as this may be, we understand and respect that this is his choice,” Valenti said. More than 30 million people tuned in to watch Luke marry Laura, considered a storybook event despite the creepy backstory of Laura falling in love with her rapist. Actress Genie Francis, who played Laura but hasn’t been on “General Hospital” since 2013, will return this summer to participate in the story of Luke’s exit, ABC said. Geary, 67, began playing Luke in 1978 but left the show in 1984. He returned in 1991 but, tired of the character, played Luke’s lookalike cousin. Audiences didn’t like it, however, so the cousin was killed off and Geary resumed playing Luke in 1993, and has remained with the show since then. Geary told TVInsider.com that he was “weary of the grind and have been for 20 years. “There was a point after my back surgery last year where it became clear to me that my time is not infinite,” he said. “And I really don’t want to die, collapsing in a heap, on the ‘GH’ set one day.” Geary said he wasn’t retiring, however. He spends much of his nonworking time in a second home in Amsterdam, and said he’s looking forward to spending more time there. ABC wasn’t saying Friday how Geary’s unsavoury character will be written out of the show. Geary said he thought suicide was an option but didn’t think the audience or network would stand for it. “If I were in his place, I’d go to Tibet or Nepal on some kind of spiritual journey, even though he’s an atheist,” Geary told TVInsider.com. “He needs to be at peace.”

‘American Idol’ gearing up for final season
THE ASSOCIATED PRESS NEW YORK - Fox is lowering the curtain on “American Idol,” ending a series that dominated television throughout the 2000s and made stars of the likes of Simon Cowell, Kelly Clarkson and Carrie Underwood. The network announced Monday that “American Idol” will go off the air after its 15th season next spring. The cast from the past seasons, with Ryan Seacrest as host and Jennifer Lopez, Keith Urban and Harry Connick Jr. as judges, will return for a season-long celebration of the show’s history. “American Idol” faded over the past few years, eclipsed in the music competition genre it pioneered by “The Voice” on NBC. Personnel changes didn’t help, and neither did tinkering with the format, as the show fell victim to what usually kills off most television series - old age. Still, it was a solid performer for a Fox network that struggles in the ratings. Dana Walden, co-chairman and CEO of the Fox Television Group, described it as a “pretty emotional decision” to end “American Idol.” Fox and the show’s producers were discussing how the series would continue, but ultimately “we all arrived at the conclusion that it was time to bring the show to an end,” said Gary Newman, co-chairman and CEO. “But we wanted to do it in a way that was special and celebratory.” “Idol” was a quick hit, with fans following contestants who sought the prized “yellow ticket” to Hollywood and a chance at stardom. In the early years, “American Idol” also showed many of the cringe-worthy auditions of contestants with no hope of winning, but has generally resisted those recently. Simon Cowell, the Brit with a tart tongue and honest assessments, became a star as judge, along with his fellow originals, Paula Abdul and Randy Jackson. The big-voiced Clarkson became a major pop star after winning “Idol,” and Underwood is a solid performer on the country charts. Personalities like Adam Lambert and Clay Aiken also became household names after competing on “Idol.” Walden said there are no specific plans yet, but that several former contestants and judges have already expressed “a lot of enthusiasm” for coming back and celebrating the show’s legacy in its final year.
