Residents present petition to council regarding stopping yard waste pick up your pocket. However, a citizen in the gallery said money wasn’t the issue. “This is not just about taxes, it’s about regression. The town is going backwards. Jaycox said council was advised by an environmentalist to not pick up grass clippings, but encourage mulching. However, those in the gallery did not appear to accept this explanation as a valid reason to discontinue the service. “Council’s new organic waste management policy requires residents to have a vehicle, an operator’s license and a certain amount of physical strength which many seniors no longer have, Coers said in her submission. Council has stated previously that residents who have health, mobility or disability challenges can phone the town to register to have their yard waste picked up. However, at least one resident in the gallery did not like this idea. “Don’t you know anything about senior citizens?
BY TREENA MIELKE
Rimbey residents, up in arms about the elimination of the residential yard compost pickup program, have presented a petition to council asking that the program be re-instated. At its Monday meeting, council accepted the petition, signed by 570 town residents. Along with the petition, several concerns regarding the program were read by Shirley Pobuda on behalf of Helen Coers, who was unable to attend the meeting. “At a time when municipalities all across the country are trying to educate people, and improve facilities and services relating to the care of the environment, the Town of Rimbey seems to be going in the opposite direction by selling off our equipment and ending a service in waste management that has been a part of Rimbey town life for almost 20 years. What is/are the reasons for this? Coers asked in her written submission. However, public works director Rick Schmidt said the truck used to pick up waste has not been sold, but is not in use because it is in a state of disrepair. “Yes, we were picking it up, said Deputy Mayor Paul Payson, who chaired the meeting, “but in my opinion this is a dramatic improvement. We are making changes but we are not by any means done, he added. “It’s not a cut and dried issue and it’s going to change more. Coun. Mathew Jaycox said council agreed to cut the program to keep the mill rate down. “The money has to come from somewhere, he said. “This will keep money in
he questioned council, angrily. “They don’t want to be a burden. Another resident in the gallery suggested the town should find out who owned trucks in Rimbey. “Fifty per cent don’t have trucks, so how are they supposed to carry it (waste and clippings) down there? The new plan adversely affects all families, not just senior citizens, Coers submission stated. “Many residents are working during the week, some far from Rimbey, and Saturdays are often filled with family and other responsibilities. How well does the new plan for organic waste disposal serve families, keeping in mind that many families have only one parent? Coers said the management of organic waste may well result in untidy yards with fallen branches, bags of grass clippings, odors from rotting organic material, flies, rodents and scavenging birds, plus unsightly areas as residents find creative ways to get rid of their debris.

Her submission also stated the change had occurred without warning, consultation or discussion.
“Why the lack of transparency at the time the decision was made? After the meeting, Mayor
Rick Pankiw said the petition will be dealt with, though no decisions have been made at this time.

The huge canvas of outdoors, which was, not so long ago, all white and dreary, is slowly being replaced by the delightful, delicate colours of spring. It’s awesome. Tender shoots of grass, interrupted only by splashes of purple, yellow and crimson decorate this wonderful canvas of outdoors that stretches as far as the eye can see. And, as a quirky, but totally cool finishing touch, the artist’s brush has somehow managed to take some of the unmatchable blue out

Because after that show, there is another show, then another! And suddenly the night, with all its sweet promise of wonderful things to do and accomplish, is toast! The truth is I have a love/hate relationship with Netflix. I love that there are no commercials. I hate that there are no commercials. I love that the shows go on and on and I don’t have to wait until next week to watch the next one. I hate that the shows go on and on and I don’t have to wait until next week to watch the next one.
My husband and I watched Downton Abby until the series ended. I remember when my girlfriends were talking about it like it was the best thing since sliced bread and I felt a little superior, because, I knew I would never allow myself to become addicted like they were. I was wrong. Dead wrong. Before long, I was gossiping about the people in the show with my husband like they were real, live people, for crying out loud. About that time, I decided I was pathetic and this behavior needed to
stop. Of course, the season had ended, so it was timely. But, then we started watching Mr. Selfridge. And now, this season is about to end, and, already, I feel horrible, almost like I’m a Flames fan and the fire from my beloved team has been extinguished. I grew to love Mr. Selfridge and his poor, dear wife, whom I understand is to meet her demise, probably even by tonight. Ahhh! I need to move on. But, I can’t. I just can’t. At least not until the season ends!
What is the real problem behind the Baltimore riots?
Jonah Kondro
Production:
of the sky and drop it into the peaceful waters of a serene and tranquil lake. When one gazes at the picture, it seems as if the waves on the lake quiver only ever so slightly, as if the breath of spring is blowing the whole painting dry. It truly is perfection, living right outside my living room window. So why do I turn the television on and blot it all out. Netflix, that’s why. I am a loser and I am addicted to Netflix. Oh, I have that little voice in my head that criticizes, shouts and mentally slaps me around, but for some reason I’m quite good at tuning it out and Netflix in. “Do something,” the voice demands.” Play the piano. Go for a walk. Mow the lawn. Weed the flower garden. Phone a friend. Read a book.” The problem is I can’t. At least I can’t until I watch the next show. Unfortunately, however, the next show is not enough. It’s never enough.
I have this image etched into my psyche of what the representation of anarchy is. The archetypal shadow has the extremities and outline of a person. Its face is covered with a folded black bandana. Its stance is wide and an arm that is cocked behind, like the hammer of
a gun, holds a flaming Molotov cocktail. To be a child, oh, to be a child that has watched a bottle filled with combustibles soar through the air like a hell bent phoenix; to be a child that has watched the mayhem in engulf Maryland’s largest city; to be a child that has witnessed the smoke cascade from the flaming streets of Baltimore; to be a child terrified of the menacing eyes of the nihilists that formed the mobs; to be a child and to not understand… Dormant psychological antipathy was awoken and rioting broke loose in “Charm City”. The madness included arson, looting, violence, and utter chaos ensued. Having traffic lights temporary
inoperative in a little old Central Alberta community is a blessing compared to enduring humanity depreciate into anarchy. Regardless of the seed that caused all the destruction in Baltimore, it seems to me that people aren’t okay with others or themselves. I can’t claim to know who all the individuals were that formed the mobs and commitment the acts of crime during the city’s state of emergency, but I can suggest that claiming be upset, over an unfortunate death, to justify the acts of violence in Baltimore is just thin reasoning covering an individual’s real problems — collective anger is not the answer. Setting fires, mass theft, mischief, and mayhem are
some intense emotional cries. It could very well be that Freddy Gray’s death was the primary fuel for the acts of destitution, or deeper issues within the social structure, like employment, education, family, and selfesteem problems could have stoked the fire. While finishing high school in Grande Prairie, I came home after work obviously upset and worked up. Dad inquired about my state and I responded with, “my car is running like crap”. I then told Dad about how my car was burning too much gas, accelerating poorly, and started steering funny. Dad was clever and carefully navigated the conversation to the root of my real problem that week (to this day I don’t remember
what that problem was). The next day my mood had recovered and my car ran fine mysteriously. Projection or the transference of internal problems can lead to devastating scenarios. It is tricky to self-diagnose these circumstances, but failing to deal with problems correctly can lead to both metaphorical and very real fires. It will be a while before the malevolent state of emergency that consumed Baltimore gets consolidated and fully understood. We all breath the same air, drink the same water, and stand upon the same Earth — we are all in this together regardless of income, age, education, employment, material possessions, status, faith, or ethnicity.

Municipal mill rate in Rimbey goes up by two per cent BY TREENA MIELKE
Depending on the assessed value of their home, taxpayers in Rimbey could see about a hundred-dollar increase on the municipal portion of their tax bill this year. The increase equates to a home in Rimbey which is assessed at around $205,000, said acting CAO Lori Hillis, who noted the municipal mill rate has increased by two per cent this year. Commercial taxes have also gone up two per cent. Mayor Rick Pankiw is pleased with the minimal increase. “We tried to listen to the taxpayers and make it as light as possible. The town is in good shape, barring any unforeseen disaster. As with all municipalities we are waiting for the NDP’s budget to determine what may happen (regarding municipal funding).” Rimbey’s $6 million budget shows projected operating expenses of $5.8 million with
$172,000 slated for reserves and $1.5 million to go towards capital expenditures. Capital expenditures include $30,000 worth of upgrades to the RCMP station, two stand-by generators valued at $85,000 each for the community centre and Well 13, a new water well for $60,000 and main reservoir and pumphouse upgrades for $75,000. Pankiw said the town has adopted a five-year plan to transfer unrestricted reserves into restricted reserves for areas such as public works and recreation. The school requisition to the town this year was $872.672, a slight increase from last year’s bill of $826,913. Rimoka’s bill also showed a minimal increase from $32,502 to $33,115. Assessments in the town of Rimbey went up by about 1.5 per cent. Tax bills will go out today (Tues., May 19). Payments are due July 31 and a 12 per cent penalty will be charged for unpaid taxes.

A committee whose focus is to help Rimbey grow and flourish economically wants some answers from local businesses and council is helping them achieve their goal. The Rimbey Business Sector Sustainability Advisory Committee is reaching out to the businesses through a questionnaire in the Rimbey Review, which will be paid for through the town. At its Monday meeting council approved a request by Bob Stevenson, chairman of the committee to approve the questions and to run the survey in the Review for two weeks. The directive of the survey is to obtain feedback regarding how the Town of Rimbey can aid in attraction and retention of businesses to the community resulting in sustainable economic development. The survey includes a question regarding what form of marketing (website, email, social media, print, tradeshows and industry shows) local businesses use for promotional purposes. Businesses are also asked how the town could promote the business community, if they would participate with time and resources in a community marketing collaboration and what events they would like the town to develop. Stevenson said he also plans to talk to service clubs and other organizations about the survey. “It’s very important to get a response,” he said. “We don’t want to tell the businesses. It’s their opportunity to tell us.” Results will be tabulated and evaluated by the committee.

Correction: An article on Page 5 of the May 12 edition of the Rimbey Review with the headline Reaction to NDP rule has incorrectly quoted Mayor Rick Pankiw. The article states Pankiw said “it will take six years (for the premier) to figure out the cabinet, especially the finance minister. Pankiw’s statement should have said “it will take six months (for the premier) to figure out the cabinet. The Review apologizes for this error.

LETTER
Rules cause some concerns Dear Editor, My name is Jaime Johnson and I am from Alder Flats. We came for the show and sale last weekend weekend. I want to say that I love the new arena, however I was very disappointed in the rules that the AG society had for this show and sale. These are some of rules that were explained to us. We are not able to utilize the entire arena 2. The horse people don't want straw in the arena. They told us that things were ready to go, however there was no running water. We were not allowed to park at the facility, so my child has to haul hay and water from the old facilities. There were no washrooms, portapotties were brought in. There was no kitchen for the concession We had our animals three to a pen in the old facilities, but because we were not able to utilize the whole arena our animals were squeezed together with four animals in the same size pens. There was no air exchange, so all the dust was lingering in the arena and we were not allowed to wet it down. We also had to bring in generators to run blowers and other things. These are just a few things that are not acceptable. Our kids put a huge amount of time and energy into these animals and deserve to use this facility to its fullest. AG means agriculture, not horses only. Jaime Johnson

Alberta Fish and Wildlife allows the baiting of black bears and wolves for sport hunting in much of the West Country. This practice is regulated and bait locations must to be posted with warning signs. Of course, anyone encountering these signs should leave the area immediately. My concern relates to the now common hobby of wolf snaring by Alberta trappers. Readers may not be aware that the West Country is divided up into dozens of registered trap lines, with trappers allowed
to bait wolves so they can be snared. The foothill areas from west of Calgary north to Grande Cache is especially popular for wolf snaring because the Alberta Wild Sheep Foundation and local trapper associations provide a wolf bounty of about $300 per head. Wolf bait sites usually consist of a pile of road-killed ungulates or other carcasses, around which up to 100 snares are set. One of the problems with this practice is that trappers can put their carcass dumps wherever they please

and are not required to post any warning signs. Naturally, these locations are strong bear attractants at this time of year. Anyone out enjoying the country could easily and unknowingly stumble onto one of these bait sites with tragic consequences. I am afraid that it’s just a matter of time before someone is needlessly maimed or killed. If you are out enjoying the backcountry this spring, be extra cautious. Watch for raven and magpie activity or the odor of rotting meat. These are signs that could indicate a wolf bait station and that bears will likely to be in the area. Be especially careful if you have a dog along, as it may warn you of a bait or a bear, but unfortunately, a bear might chase the dog back to you. The dog could also get caught in a snare, which was not picked up. Pay attention and be safe. Dwight Rodtka Rocky Mountain House

Country music event rocks hall BY TREENA MIELKE
The Hoadley Hall was the place to be last Saturday as the walls fairly rocked with the great sounds of country music. The Alberta’s Men and Women of Country Music event was a great success and coordinator Shirley Hartman was pleased with the show and with the response from the audience. “This year’s show was very good, the entertainment was just great and the crowd was great. Overall, it was an excellent day,” she said. Sydney Mae from Cochrane received the Rising Star Award. This young lady who has proved to be a power-
house in Alberta’s music industry and is the youngest performer to play on the main stage of the Big Valley Jamboree truly is a rising star. Chatting back stage before her performance, Mae said she was thrilled to receive the award. “I just love singing,” she said with a sweet smile. “I do it all the time.” Mae has recently returned from Nashville and was pleased to entertain on stage at the country music event. “I’m so excited,” she said. Another young musician, 14-year-old Brianna Lizotte received a standing ovation with her fiddle playing.
Cowboy poet Doris Daley proved to be another great hit. “She has a great stage presence,” said Hartman. “She is such a lady and very natural.” The Gordie West Band who sing, play and spin delightful tales to a captive audience was another crowd favorite. The lineup this year, as in the past, provided superb entertainment and country music fans were not disappointed. “Every artist is special, each in their own way,” she said.

The couple, who owned Last West Tile, located 22 kilometers west of Rimbey is moving to Loon Lake, Saskatchewan. After living in the Rimbey area for several years, it is difficult to leave, but they are looking forward to retirement. “The fishing is good,” said Hans Lenherr. The couple, whose tile service was known all over Alberta, wants to thank their customers for their loyal patronage over the years. Hans and Veronica Lenherr came to the Rimbey area shortly after emigrating from Switzerland. They have three children and five grandchildren.

RIMBEY REVIEW 11
Tuesday, May 19, 2015
Reader voices concerns about traffic tickets being issued in town LETTER Dear Editor, Sgt. Kyle Koller, I read your introductory article in the Review on May 5 and I have some concerns. I have been a resident of Rimbey for over 20 years. I also served on council for nine years and understand about the issues of traffic law enforcement as well as bylaw enforcement. I took exception to your comment that “The average, when people think we are not in town is 80K” is an outrageous exaggeration. Who are these people? The vast majority of law abiding Rimbey residents observe our 50K speed limit and other than an occasional reminder (warning) the majority are cautious courteous drivers. In my 20 plus years driving in Rimbey I was pulled over twice and given warnings by our resident RCMP. Constables Bill, Cliff and even Staff Sgt. Ken who viewed their jobs while living in our community as one of to serve and protect. I asked another high profile citizen who has lived here over 20 years and he had a similar experience, no tickets but three warnings. Unlike you, being a non-resident, the RCMP felt they were part of the Rimbey community and performed their jobs admirably without writing a batch of tickets. Their income wasn’t predicated on their ticket writing. I was present in a Rimbey business recently when you walked in and waved a book of tickets at the mayor and said “Look what I made for the town!” How does that jive with your comments about quotas and or grey area infractions? I can guarantee you this one thing, in the nine years I was on council we evaluated the need and/or
responsibility of council to hire a part time bylaw enforcement officer, but because of cost, decided against it. People need to understand that 40 per cent of the value of the tickets that you write and/or that RCMP writes in our jurisdiction comes to the town as revenue. We pay for our RCMP by way of our federal and provincial taxes. Your services need to be paid for by way of town taxes, augmented by fine revenue. I also took exception to your comment “that visitors to this community are enticed to spend more time here.” I talked with a regular visitor and Rimbey supporter, a 70 plus year old female farm resident from out west who is more than a little upset at you hiding in the bushes at the west end of town at the top of the hill right after the area where the speed zone changed and gave her what amounted to her third ticket in 50 years of driving. Sure happy you protected us from her speed demon driving and welcomed her to our community. People of Rimbey need to understand that it is administration’s responsibility to administer this program. Mayor and council approved it, they can also disapprove it and terminate it at any time if they so choose. I would encourage Rimbey taxpayers to speak to the part time, highly paid, possibly in part from fine revenue, non-resident town administrator Donna Tona and let her know your thoughts about her administration of this program. You can also speak to mayor or council. Being as how this program is sponsored between the Town of Rimbey, summer villages and other BEST AT THE LAKE

jurisdictions, you may want to speak to your local administrators as well, if you

4-H interclub show and sale held in Agrim Centre successful The Winfield, Rimbey, and Bluffton Clubs held their club and interclub show which culminated in the sale at 7 p.m. the evening of Monday, May 11. Vold Jones and Vold Auction Company conducted the sale with volunteer auctioneer Dean Edge. On the Sunday afternoon of May 10, (Mother’s Day) the clubs had their individual club achievement day in the new Agrim Centre. The conformation judge for the day was Ryan Hurlburt, with Jessica Sperber judging showmanship and grooming for each of the clubs. Former Rimbey club member Cassidy Valstar was announcer for the day. Ring master was former Rimbey member Nicole Waldron. Rimbey Rodeo Queen, Martina Holtkamp presented the ribbons on both Sunday and Monday. Each individual club participated in confirmation and grooming and showmanship classes with their steers, heifers, and cow/calf pairs. Interclub events such as interclub judging of finished steers with Ryan Gilchrist as the judge, pen of three steers and pen of three heifers as well interclub Breeder’s Group was also held on the Sunday. The rest of the interclub portion of the show was held on Monday. Ron Sim from Sylvan Lake was the conformation judge. Chelsea Dykstra, former 4-H member from the Crestomere area, was our showmanship and grooming judge for the Monday morning. Sylvia Von Gunten and Heidi Trenson, former Bluffton Club members, handled the ring master duties with former Bluffton member, Clinton Steeves, announcing the classes and winners. Rose Grutterink and Teri Ormberg helped with the clerking duties for both days. In the morning was the team grooming competition
where 5 teams of 2 junior members and 10 teams of senior members had 15 minutes to prepare a member’s calf for the ring. For the second year a marketing class was held. Six juniors prepared a poster that could have been used for advertising this year’s show and sale. The marketing question for the intermediates was “Why is 4-H important to you” judged by Cec Dykstra. For seniors it was: “How do you feel about the future of agriculture in Alberta” which was judged by Joanne Reaugh. Ten intermediates and nine seniors participated. The rest of the morning was the showmanship and grooming classes for juniors, intermediates and seniors. At the end of the morning show were the five cute “Cleaver Kids” from the Winfield and Bluffton clubs who showed their adorable 2015 baby calves. These are 6-8 year old beginning their 4-H membership by participating at club events to learn the basics of 4-H. In the evening they were presented with hoodies supplied by Genetic Ventures. The carcass group of steers with 15 members participating were judged on April 29 at the Anchor D Ranch and then graded and marked at Family Meats in Ponoka meats which the members viewed on May 6th. Results were announced on the Monday. Cow/calf pairs were first in the ring in the afternoon with all 3 clubs showing together. Heifer classes followed.
The class was determined on the basis of their date of birth. The steers were divided into 6 classes of 10 by weight with the top 2 steers from each class going into the championship class. Market steers weighed from 839 to 1484 pounds. Our show and sale would not be possible without the help of the following MAJOR SPONSORS: Encana, MNP LLP, Conoco Phillips, Keyera Energy, UFA, Rimbey Coop, Anchor D Ranch, Servus Credit Union, and Regent Resources. Thank you to the Rimbey Agricultural Society for donating the use of the building. We would also like Trenson Farms for the straw; Jason Valstar, John Hudson, John Trenson and Norman Waldron for the skid steer; Robin and Loretta Burns for the sign rental; ARM Livestock Products for the panels; Eck Rim Agencies for printing the sale catalogue; Allen B Olson for the use of his sales truck for the clerks; Evelyn Sanderson and Kathy Stout for preparing the programs and helping with weigh in as well as marking judging cards; and Myron and Kathy Beelby and John Trenson for facilitating loading out following the sale. Thank you to the VJV Livestock Company staff for clerking the sale, as well as weighing of the animals prior to the sale. It takes dedication from many people to make this all happen. Before the sale all interclub awards were given out to the club members and the “cleaver kids” showed their calves. A door prize donated by Jones Boys Saddlery and Western Wear was won by Yvonne Vandenhoven

Judson LaDell Brown, 75, was welcomed into heaven on April 26th after a long battle with bone cancer. LaDell was born on January 26, 1940, in Cherokee, OK. He was active in sports during high school, especially track. After high school, he moved to Manhattan, KS, to attend Kansas State University on a track scholarship. He worked for the Athletic Cafeteria washing pots and pans while going to school. He married Judy G. Huffman on 08/09/59 in Anthony, KS. The second year of college, LaDell “focused on his studies” (his family fondly jokes) and worked at Sager Goodyear changing truck tires. After four years of college, LaDell spent the next 15 years managing his own restaurants, bars, and supper clubs. Trudy was born on 04/19/62 followed by Mark on 02/12/66. In 1975, LaDell packed up the family, sold the businesses and all of their possessions, and moved to Rimbey, Alberta, Canada. They lived in an original log cabin with no electricity or running water. The kids attended school in Rimbey and loved it, but we don’t think Judy was very fond of 40 - 60 degrees below zero in the winter. In February 1976, the family moved to Jet, OK, 18 years after LaDell graduated from high school. In March 1978, the Brown family adopted 2-year-old Wade. LaDell enrolled in NWOSU in Alva and completed a Bachelor’s Degree in Education in December 1979. He spent the next semester coaching and teaching in Fort Supply, OK. The next few years his coaching and teaching career took him to Keyes, OK, Texline, TX, and Tyrone, OK. LaDell moved back to Jet, OK, again in the summer of 1985. He spent the next few years working as a finishing carpenter in Enid and Fairview, running a tractor, and was the Secretary/Treasurer for the town of Jet for 3.5 years. LaDell once again “focused on his studies” and obtained a Masters in Counseling in May 1994. The family moved to Grapevine, TX, the fall of 1994 where LaDell taught and coached in the Grapevine/Colleyville school district (high school and middle school) for nine years. He retired from teaching in 2003. LaDell and Judy loved to travel. In 1975 while living in Canada, they took the family to Hawaii for two weeks in December to get out of the cold. In 1999, they went to Europe for their 40th wedding anniversary. They visited Amsterdam, Belgium, France, and Germany. Since retiring, he has been traveling with Judy in the US, Canada, and Mexico and living in their RV. He spent the winters in Yuma, AZ, Cocoa Beach, FL, and the Valley in South TX. The summers were spent back at the same old cabin in Rimbey, Alberta, Canada. When not on the road, they lived in their house in Roanoke, TX. LaDell was preceded in death by a son (Wade Anthony), his parents, and a brother (Dennis). Survivors include his wife of 55 years (Judy), son (Mark), daughter and sonin-law (Kent and Trudy Hoffman), sister (Mary Alice Ringlaben), sister and brother-in-law (Byron and LuAnn Morris), brother and sister-in-law (David and Sue Brown), brother and sister-in-law (William and Lila Brown), and granddaughters (Miranda and Victoria). A Memorial Fund has been established: Fellowship United Methodist Church Judson LaDell Brown Memorial - Youth Ministries 101 Trophy Club Drive Trophy Club, TX 76262

Appreciation shown by community for Bentley Generals BY JUNE NORVILA
A number of people attended a free barbecue hosted by fans, the town, and volunteers held at Bentley’s Blindman Valley Ag Centre on May 9 for the Bentley Generals senior AAA hockey team.
Some of the team’s players and volunteers were able to attend the event but unfortunately many players and management were away or busy with previous commitments. Around 7 p.m. Bentley Mayor Lynda Haarstad-Petten thanked everyone and presented a plaque of appreciation to three key team members – Curtis Austring, Donald Morrison,
and team captain Brett Thurston. “Municipalities pay huge dollars to promote their community. We have you, the Bentley Generals, who have been doing this promotion for us,” Mayor Haarstad-Petten stated. “A simple thank you does not seem adequate.” She went on to say, “On behalf of your community and your fans, I would like to present you with this plague. We hope you will display it in your trophy case at the arena.” Later, Mayor Haarstad-Petten said, “to those people who helped out in any way, whether it was cooking, cleaning, collecting funds, donating funds, etc. – my appreciation cannot be expressed in words. To those who attended the evening – thank you.” Laverne Anderson, a staunch Generals fan who helped organize the event said, “Those (of the team) who came said they really enjoyed and appreciated the evening. Some didn’t want to leave.”
