Farming rules relaxed in plan amendments I

Increased enrolment could be among the benefits from an International Baccalaureate program the Nanaimo school district is seeking to implement. Parents requested the primary years program from the Switzerland-based non-profit educational foundation, which has a goal to create curriculum that engages students aged three to 12 years. A presentation to the education committee earlier this week suggested the program increased student numbers in other B.C. schools, such as West Bay Elementary in West Vancouver. “There’s a component of the parent group who understands the IB program and maybe have seen it in other places and so I think that there has been a group of parents who have been looking to see this program be developed in our school district,” said Robyn Gray, school district assistant superintendent. “We only have a French immersion option and we have a regular public school option and this would just be a third option. I think it increases options for our parent groups,” she said. A steering committee is in the midst of preparing a pre-implementation plan for accreditation, according to Gray. “It requires basically a threeto four-year program to actually develop it to get actually accredited as an IB school,” Gray said. Gabriola farmers can now offer secondary suites and tourist accommodation in the Agricultural Land Reserve. New changes have been made to Gabriola Island’s Official Community Plan to give a boost to local farmers and food production, as well as protect streams and limit car use. The latest amendments are considered to be progressive and the most significant since the vision for Gabriola was first adopted in 1997, according to Courtney Simpson, regional planning manager for Islands Trust’s northern office. The most innovative for Gabriola is allowing secondary suites and tourist accommodations on farm properties, she says. There are more than 5,000 hectares of ALR across Gabriola and the new policy is aimed at helping farmers and providing accommodation on site for seasonal workers and people doing work exchanges. Residents have outlined difficulties to farming in the community, including lack of a labour pool and affordable housing for farm labour, a community profile shows. “Farmers are struggling all over the place ... and certainly on Gabriola and I think that this is a change that respects the scale of development on Gabriola, the scale of farming, the rural character but still provides an economic opportunity for farmers so they can keep farming,” Simpson said. Heather Nicholas, Gabriola Island local trustee, calls the new policy a win-win with agricultural, economic and tourism benefits.

Minor oil spill cleaned up Cleanup efforts slid into place after an oil spill occurred aboard a B.C. Ferries service truck Tuesday. Nanaimo Fire Rescue was called to assist with the cleanup shortly before 9 a.m. after a rectifier unit, which is an electric power converter used to supply current to corrosion control systems in ferry terminal berths, tipped over, spilling its coolant oil. “I estimate about 90 per cent of the 465 litres of oil in the unit spilled,” said Nanaimo Fire Rescue Capt. Mike Rispin, at the scene. B.C. Ferries workers cleaned up the road spill with absorbent materials and a city vacuum truck sucked the majority of the oil spilled from the well of a nearby storm drain. A small amount of oil that leaked through the storm drain system into Newcastle Channel near the foot of Cypress Street was contained and recovered by Nanaimo Port Authority and Western Canada Marine Response Corporation, which were continuing to monitor the site and carry out any further cleanup required Wednesday. GSI earns dam contract

The city is prepared to solesource the contract for Colliery dam remediation. Nanaimo city council voted 7-2 to sole source to GeoStabilization International if it chooses to move ahead with an alternative overtopping option to address potential safety hazards at the dams. Councillors Wendy Pratt and Diane Brennan were opposed to the move, which Brennan said provides absolutely no protection to taxpayers.

Pratt made it clear she’ll vote against anything to do with GSI, frustrated with how communication has gone with a process she no longer wants to be a part of. Coun. Jim Kipp said he’d support the motion with the belief GSI will stay with prices they have quoted and “will only raise them as staff adds work to their plate.” During discussion at an open meeting Monday, city manager Ted Swabey said increasing spillway height will likely be required on top of dam hardening to meet dam safety regulations and the cost will be more expensive than $2 million. A report is expected back on the GSI dam-hardening option and a decision on which remediation route will be taken has to be made on June 1.

Teen earns flight scholarship

A Nanaimo teenager will be among a select few who will go for a glider pilot’s licence this summer. Victoria Welte, 15, drum major for the 205 Collishaw Royal Canadian Nanaimo Air Cadets, has been awarded a National Air Cadet flying scholarship and will head to CFB Comox in late June for glider training. More than 500 cadets applied for one of 42 spots, according to a news release. Only three scholarships were handed out to female cadets last year, said Welte. She scored the second-highest grade in an exam and underwent an interview with a review board. Only three people from the Nanaimo

and for me, it’s like, ‘OK, I’ve got it, now I have to work on my next goal,’ which is passing,” said Welte. “Just because I got the scholarship doesn’t mean I can take a break. I’m even

working harder now, so I will be able to pass the course.” The Armed Forces are male-dominated, said Welte, and her aim is to blaze a trail for other women. “Sometimes it’s a little tough being a female in that world, but I like the extra challenge. Some males might say, ‘Oh, she’s a female, so she might not be good at it,’ but I’d like to break that stereotypical thing and prove that, yes, females can do this. “It’s cool because for Canada and flying in general, there’s only something like seven per cent of all pilots in Canada that are female, so it’s really cool that I’m going to be a part of that,” Welte said. “It is a long process yet to be determined because at this point we are just going to be looking at a feasibility kind of process and a consultation process next year,” said Gray. While it was proposed Randerson Ridge Elementary would offer the program, a recent motion to re-examine the district’s 10-year facilities plan could alter that. “If it’s not Randerson Ridge maybe there’s another one where enrolment is maybe a little bit lower and maybe we can use that as a way to enhance or increase the enrolment in those schools,” said spokesman Dale Burgos. Teachers would need foundation certification and the program, from inception to the third year, is estimated to cost $375,000. The school district would pay to develop the program curriculum. Aspengrove School, an independent institution in Lantzville, has benefited from offering International Baccalaureate programming, said Elisabeth Reay, admissions director. “From an admissions perspective, it’s really drawn a lot of people to the Nanaimo community ... because [the program] is so widely known around the world,” said Reay. “Nanaimo tends to be a place where many people are moving from other parts of the world now and they identify with the IB program.”

The Regional District of Nanaimo was in the black for 2014, according to an audit findings report from an independent auditor. Accounting firm MNP LLP Nanaimo audited regional district financial statements, ending Dec. 31. Cory Vanderhorst, MNP chartered accountant, told directors at its committee of the whole meeting Tuesday night that the district had more than $154.6 million in total financial assets and more than $124 million in total financial liabilities, for net financial assets of more than $30.5 million.

“Following down the statement, you see the tangible capital assets, so the physical assets of the district – that’s infrastructure, water, sewer, physical assets, buildings, vehicles, things like that – [is] $176.5 million and that is a depreciated value, so the original cost, when it was purchased, and the depreciation charge over time to estimate the usage of those assets,” Vanderhorst said to the board. He said total revenue for the regional district amounted to more than $73.7 million, short of the $78.5 million-plus that was projected, while total expenses were more than $66.9 million for 2014, which exceeded the projected $62.8 million. The surplus for the year was about $6.7 million. “The budget numbers [the board] set are done with

Inbrief Lowe’s picks Nanaimo city scene

Lowe’s Canada has chosen Nanaimo among the 13 leases of former Target locations the company is taking over across Canada. The corporation announced the proposed lease acquisitions Monday and said it will also purchase Target’s Milton, Ont., distribution centre. The total cost of the deal, which came as part of a real estate auction, is $151 million, according to a media release. Nanaimo lost an estimated 130 retail sector jobs when Target announced it was closing its Canadian stores, including its Nanaimo North Town Centre location.

Heritage Days belong to all

Hopefully this Victoria Day long weekend will be just the same, only better. There will be something new in Nanaimo on Saturday and Sunday (May 16-17) as Heritage Days replace Empire Days. Various members of the community had asked for the name change, and it was overdue in a modern, multicultural city. Finally this year there was the political will to force the change, then the corporate support to follow through. Just like years past, there will be a street festival and fireworks downtown on Saturday and a parade on Sunday – what’s different is the theme of the event, and that’s one of the most interesting aspects of what’s to come this weekend. Regardless of whether we liked the idea of celebrating British rule and the connotations of the Empire, we enjoyed having a Queen Victoria look-alike daintily waving at us as she paraded downtown in a vintage English automobile. The heritage theme, on the other hand, is open to interpretation. It’s more inclusive, which is a positive, but then again it is somewhat undefined and directionless – are we really going to celebrate our heritage, or are we just going to party because it’s the long weekend? We hope the whole community will support Heritage Days. It’s important that the inaugural event draws participation and creates enthusiasm and momentum, not only for tourism and business downtown, but also for community spirit. We hope that those who liked Empire Days just fine the way they were will give Heritage Days a chance and see that they’re not quite the same, and maybe that’s OK. This weekend is a chance to get together and have a party and fireworks and a parade, but it’s more than that, too. This first, undefined Heritage Days is our chance to start defining what this event is, and what it will be in the years to come. And we all get a say, because these days belong to all of us now. Re: Two councillors resign from Lantzville district, April 30. Why do taxpayers have to foot the bill for byelections created by quitters? Whether it’s Jim Prentice in Alberta, or Lantzville councillors, or finding a safe seat for Christy Clark, taxpayers should not have to pay for the ensuing byelections. All nomination papers for public office in Canada should contain a clause that, if elected, the nominee agrees to serve till the next election – unless prevented from doing so by death or serious illness. If that elected official quits, for any other reason, they would be responsible for the cost of the byelection. This would not be unique since many other employment contracts contain penalty clauses for quitting early. And if such a clause weeds out those who quit when they don’t get their way, or when they get bored, or when they get a better offer – that would seem like a bonus, not a liability.

Re: Solar power not a bright idea, Letters, May 5. Climate change is an issue, and we need to be concerned about changing weather patterns and effects, and overuse, waste and pollution of water, particularly by industries such as mining and liquefied natural gas fracking. With California running out of water, protecting useful farmland that would be flooded by the proposed Site C dam, would benefit British Columbians, who need to grow their

own food with clean water. As for the Ontario Liberal gaffe, the government did not consult the people where they were going to place an energy plant, and had to change location at great expense, to placate residents. Hydro costs there can also be attributed to installation of the smart meter grid. Bottom line, though, is it rational to pollute and destroy our environment, instead of increase our use of renewable energy?

Fundraiser helps local symphony

An upcoming dinner and art show is hoping to hit all the right notes in an effort to raise money the local symphony. On May 21, Simon Holt will host Rickwood’s Dinner and Art for a Cause, a fundraising event for the Vancouver Island Symphony’s summer concert, Symphony by the Sea. Artist and event organizer Derek Rickwood, who has hosted similar fundraisers in the past, says he just wants to unite the community through art, food and music. “I want to bring people together using art and dinner as the means,” Rickwood said. The fundraiser will include a meal and an art auction featuring pieces by artists such as Rob Elphinstone, Gerda Hofman, John Hofman, Tracy Kobus, Grant Leier, and Rickwood himself. There will also be live music performed by Narissa Young, Calvin Dyck and Andrea Smith. “I thought the best way for me to involve my art was to do a dinner like this and give people a reason to go out to dinner,” Rickwood said. Rickwood’s Dinner and Art for a Cause takes place on May 21 at 6 p.m. at Simon Holt, 6582 Applecross Rd. Tickets are $42 and include a threecourse dinner. Vintage shoes, hats and dresses will dominate one downtown museum later this week. Beginning on Friday (May 15), the Nanaimo Museum will unveil its newest exhibit called Rationing to Ravishing: Women’s Fashions of

the 1940s and 1950s. The exhibit, which runs until mid August, highlights female fashion trends during the mid-20th century. Museum interpretation curator Aimee Greenaway said visitors will be able to see how fashion styles changed from

simplistic during the Second World War to more sophisticated following the war. “It is interesting because it shows how fashions reflect culture, economy and what is going on in the world,” Greenaway said. The exhibit, which was developed by the Museum of Vancouver and curated by

The first-ever Heritage Days celebrations will kick off this weekend and the Nanaimo Art Gallery will be part of the festivities. On Saturday (May 16) the Nanaimo Art Gallery will be holding a special Art Lab called Heritage Day. The Art Lab will be led by Celestine Aleck, a Snuneymuxw artist and cultural support worker. Aleck will be sharing stories of the Snuneymuxw and leading a series of drawing workshops, where pastels among other mediums will be used. Yvonne Vander Kooi, Nanaimo Art Gallery art education coordinator, said it is important to remember and share the history of all cultures.

Victoria’s Quinn Bachand will get to perform alongside a Canadian music legend when he takes to the stage this weekend in Nanaimo. On Saturday (May 16) Bachand will be performing at the third annual West Coast Django and Jazz event at Malaspina Theatre. The event will also feature performances by National Jazz Award winner Oliver Gannon, Cory Pesaturo and Bachand’s band, Brishen. “I’ve never played with Oliver before ... and he’s just a legend. I am really excited,” Bachand said.“I think it will be lots of fun because we are going to play some swing stuff and some jazzy stuff.” Bachand has been involved in music for years, often playing with his sister Qristina, and has just completed his first year at Berklee College of Music in Boston, which happens to be the school that Gannon graduated from in 1969. The event takes place at Vancouver Island University’s Malaspina Theatre on May 16 at 7 p.m. Tickets are $25 in advance or $30 at the door. Downtown venue turning tropical

Nightclub supports local team

With the recent warm weather in the Harbour City you would be forgiven if you thought it was summer. And with 37 days left until the official start of summer, one Nanaimo nightclub has decided to start the party a little early. On Sunday (May 17) Level Two nightclub will transform itself into a topical paradise when it hosts its latest themed event called Tropical House Party. “During May long weekend, people enjoy going on vacation.

Koncept Nightclub appears to have thrown a touchdown. The downtown nightclub has dedicated June as ‘V.I. Raiders month.’ Throughout the month, the nightclub will be donating one third of its cover to the junior football club. Koncept Nightclub manager Sydney Braid said the club is proud to support the community and local football. “We have astonishingly raised over $8,000 for the Nanaimo Child Development Centre and with their understanding we have began looking for other local organizations to help support, as well,” Braid said. The boxers are primed to start punching, so all that’s needed now is for fight fans to fill Frank Crane Arena. Promoter Terry Strawson of Gloved Up Promotions said he and his business partner Andrew Wilde are anticipating a great night. “I’ve put together some good fights, so we’re just going to go and enjoy ourselves and let the cards lie how they want to lie,” he said. The night’s special attraction is an historic bout featuring Nanaimo’s Gordy Racette. The 63-year-old, who hasn’t fought in 15 years, anticipates becoming only the third pro boxer to fight in five different decades and the first Canadian to accomplish the feat. “He’s been thinking about this for quite some time now and it’s been a thought of his and a dream of his,” Strawson said. Racette (39-6) is matched up against 42-year-old Sandy Pembroke of Kelowna. The main event of the card is a championship bout, as Qualicum Beach’s Aubrey (Bam Bam) Morrow (7-1-1) will face Saskatoon’s Paul Bzdel (5-6-1) for the vacant Canadian Professional Boxing Council Western Canadian middleweight title. The promoter said Morrow is a nice guy outside the ring, but once he steps between the ropes, he has a vicious alter-ego. “If you watch him one time, I believe you become a fan,” Strawson said. “He’s very explosive.” The night’s other title fight pits Langley’s Alisah McPhee against Peggy Maerz of Salmon Arm for the CPBC Western Canadian women’s super flyweight championship. The city’s Pacific North West Junior L a c ro s s e L e a g u e squad lost 11-6 to Saanich on Friday at the Nanaimo Ice Centre, then lost a rematch 15-6 on Sunday down the Malahat. Notice of Septage Disposal Rate Change The Regional District of Nanaimo accepts, treats, and disposes of septage from septic tanks at both French Creek Pollution Control Centre and Greater Nanaimo Pollution Control Centre (via the Chase River Pump Station). The RDN currently recovers the cost of treating septage through a combination of user fees and property tax. The RDN is phasing out the property tax. Until June 30, 2015, the septage disposal fee is $0.18 per gallon. The RDN septage disposal fee will be $0.23 per gallon as of July 1, 2015 to balance the phased out property tax. William (Bill) Katerenchuk 1930 – 2015

It is with deep sorrow that we announce Bill’s sudden passing. He died in the early hours of May 7 with his wife and soul mate Jackie by his side. He also leaves behind, his brother Johnny, daughter and son in law Ruby & Jim Finkbeiner, grandsons Jamie (Vanessa), Matthew and Paul and great grandson Josh. He is predeceased by his brother George and sisters Jean & Kathy. Bill lived his life to the fullest with joy and determination and met each challenge with courage and certitude that he could make a difference. His glass was always more than half full. Born in Hamlin Alberta, his life choices and career in Construction and Real Estate Development led him to many places and opportunities and his passion for fly fishing and marksmanship helped to balance his love for business with his love for nature. Bill left his mark on the industry he so loved and took great pride in his accomplishments and deeply valued the friends and colleagues he met along the way. He sought to mentor and share his experiences to help others as he had been helped when finding his way. He remained active doing the work he loved and finally called his hobby. His indomitable spirit was determined to hold onto life and love with a full heart and both hands. In lieu of flowers, for those who wish, memorial donations to Ducks Unlimited, one of his passions or the BC Cancer Foundation to whom we are most grateful for the Doctors and technology that cured him of cancer 10 years ago. Bill made his wishes very clear, no funerals or large gatherings. Kindly remember him as he lived. He lives on in the memory of all those who loved and admired him. He is forever loved and missed. HALKETT, Gavin Ernest

August 21, 1916 – April 7, 2015 A vigorous and adventure-filled life came to a close on April 7, 2015, when Gavin Ernest Halkett passed peacefully at Wexford Creek Seniors’ Home in south Nanaimo. Gavin was born on August 21, 1916 in Victoria, attended Oaklands, and grew up to love small boats, building a thirteen-foot sailing dinghy while at Victoria High School. When he was 17, his family moved to Vancouver where he attended Vancouver Technical School to study Industrial Arts, and then entered Normal School. Upon graduation in 1937, he was accepted for a teaching position in Lantzville as principal of a two-room school. After two years, he joined the Navy and was sent to Esquimalt to teach Grade Eight Math to stokers, but soon transferred to Edmonton to enter a course in Diesel Engineering at the University of Alberta. There he met Dorothy Leonore Barber who was working for the Federal Government at U of A. After his studies, he spent three years on the minesweepers ‘Thunder’ and ‘Courtenay’ as an instructor and engineer, serving on both coasts, and in the English Channel. He was on the ‘Thunder’ in the vanguard of the flotilla of boats on D-Day. After one year of a courting -correspondence with ‘Leo,’ his ship returned to Halifax for a refit, and they were married in September 1944. After the war they lived in Edmonton while Gavin finished his BA and B.Ed. (M.Ed. came later, from U. Of Wash. in1970). In 1948, they moved to Nanaimo where he taught school, first at Thomas Hodgson, then at John Shaw, and finally, at John Barsby in 1950. He was principal of three Nanaimo Schools in the 1960s and finished his principalship at Mount Benson, retiring in 1978. During his time as an educator, he saw the need for a large guidance team in the school system, including school psychologists, counsellors, remedial teachers, and specialists in various fields, to meet regularly and consider problem cases. This system is still in use. In 1963, Gavin took part in his African adventure, when he was part of a team that travelled to Liberia, Africa, to teach teachers. His time with the Sea Cadets was one of his happiest, when he taught the rules of the sea to young men who were hoping to join the Navy. Gavin taught night school in the ‘60s, as well as teaching school during the day. He was a member of the Nanaimo Yacht Club for over 50 years, and his love of boating led to his becoming one of the founders of the Nanaimo Power Squadron in 1957, and Commander in 1976-77. One of the advanced courses of the NPS is Celestial Navigation, which Gavin successfully completed in his eighties, the oldest member to do so. He has long been a member of the Nanaimo Historical Society, being President in 1997, and was a charter member of Veterans Against Nuclear Arms (VANA). Gavin and Leo loved travel, sailing in the Aegean Sea, returning to Western Europe via the Orient Express; twice to Russia with VANA after “glasnost�; Australia; Cook Islands; England, and most of North America. We remember Gavin’s sense of humour, his wisdom, his love of life. We’ll miss him. Gavin leaves his wife, Leonore; four children, Carolyn, Philip, John, and Gordon; six grandchildren; two great grandsons; and a number of nieces and nephews. Gavin’s family is deeply grateful for the excellent care Gavin received from Wexford for the two years he was there, and especially for the care received in his last days. In lieu of flowers, donations in Gavin’s name to your preferred charity would be appreciated. JOHN MATTHEWS 1919 - 2015

"Born in the early decades of the 20th century, they grew up in the shadow of the Great War, suffered through the Depression and then found themselves fighting for freedom during the Second World War, before helping to create the modern world that we take for granted‌as well as paying tribute to them, we acknowledge the debt we owe them." - Joe Clay, The Times Born in London in 1919, passed away May 4, 2015, John joined the merchant navy at the age of fifteen, served during the war on the notorious Murmansk Run, attained his Master Mariner's ticket in the late 1940s, and joined Trinity House as a Sea Pilot in 1950. In later years he acted as a mediator and support for pilots who had had accidents or incidents whilst working on ships. In 1966, John began construction of his Eventide 26 sailboat. It would be a longlasting project—as John once quipped: "It took me 12 years to build the boat —6 years actually building it and 6 years looking for items I had mislaid!" On completion in 1978 he named her SuJi, a melding of the names of his two daughters. 106775 John is survived by his loving wife Liz (Roberts), his daughters Sue (Gerard) and Jill (Joe), stepchildren Wendy, Pam (Ken) and Fred (Patti), grandchildren Matthew, Gemma, Elizabeth and Anna, and stepgrandchildren Jake, Luke and Sydney. Mom loved her golf and was a long time and honorary member of Nanaimo Golf Club, but her biggest joy was her family, especially her grandchildren. She will be missed by all. Turner sets pace for ALS walk Nanaimo resident Bill Turner is setting the pace for this year’s Mid-Island Walk for ALS. Turner, who was diagnosed with ALS last year, has taken on the job of coordinating the threekilometre charity fundraiser, set to run June 7. The walk is one of the longest-standing fundraisers for the ALS Society of B.C. and all about building awareness of the fatal neuromuscular disease that affects approximately 400 people across the province. All of the proceeds raised will go toward research and patient services, according to Turner. He was diagnosed last year with ALS, a disease his mother and aunt also had. He doesn’t like having it, but he isn’t prepared to quit. That’s a lesson learned from Serge Vaillancourt, a Nanaimo man who shared his journey with ALS through the News Bulletin in 2014. Turner came across an article a couple weeks after his own diagnosis and got in touch with Vaillancourt. He also took part in a beer and burger fundraiser for the Walk for ALS and decided he’d get involved the following year. “I learned from Serge that you don’t quit. You keep on going. He was a wonderful man and I was very sad when he passed away,” Turner said. “Serge’s desire to help and improve the ALS situation for anybody as well as the organ transplant is something that I look up to and I’m going to try to carry on from his example.” He’s also looking to give back to the ALS society and the G.F. Strong Rehabilitation Centre. The aim is to see $40,000 raised in this year’s walk. “It’s not a sad day. It’s a day to laugh and enjoy each other’s company and life in itself,” Turner said. Registration starts 11 a.m. June 7 at Parksville city hall.

Purchasing a new or used truck is exciting but personalizing it is even more fun! Believe me when I tell you, buying the truck is the cheap part. I have seen people over the years spend upwards of $25,000 or more on customization. One of the more popular things to do these days is to install a suspension lift along with larger tires and wheels. If you’re going to tackle this yourself, here are a few things you should know.

Modifications Upgrading to taller tires also means that a number of components may require part upgrades or some tuning to compensate. For instance, a truck’s engine is tuned at specific gear ratios to propel the vehicle. When adding taller tires, the gear ratios must be changed accordingly, since the engine has to spin much larger, heavier tires. You will also be required to purchase a speedometer recalibration tool, so you have an accurate reading. Again, consult with more experienced individuals for further insight.
