Wake trouble making waves

A
rt Skipsey has owned property out on Sproat Lake for 55 years without a problem until now. “Then we get the wake surfers coming in and they don’t seem to have much concern for anything,” said Skipsey. “They’re up and down all day and even at night.” Last summer, Skipsey said, the wake surfers were out till 11 p.m. many nights. “They even have a light on the back of the boat so they can see the wake following them there.” But it’s not the noise from the boats that bothers Skipsey, whose family owns a property on Faber Road that borders the waterfront of Klee-coot Arm, on the northeast side of Sproat Lake. “The wake is so great that it comes in and goes right over top of our float so any towel or clothes get soaked.” Apart from the inconvenience, it’s also dangerous, he says. “We have a stair coming out of the lake and if that wave hits you there it’ll knock you off. It’s dangerous, it’s a metal set of stairs at an angle.” The Skipsey family has a few floats off the end of their docks that are meant to act as breakwaters for the boats they have tied up at their property. Recently, one the waves created from the wake surfers unmoored one of the breakwaters. “It shouldn’t, it’s secured with good rope,” said

Waves from the wake boats come right up over both the breakwaters and the docks, sweeping anything on their dock into the water as well as damaging the Skipseys’ boats. “The curl on these waves is just horrendous,” said Becky. The wake boats create such a big wave because of the way they’re set in the water—they’re meant to create a wake for the wake surfers to ride on and as that wave spreads outwards, it hits the docks

along the lake shoreline. “It’s an ongoing battle,” Becky said, adding that it’s one that comes down to education.
“It’s educating people to watch where their wake goes.” But it’s not just unsafe for property owners.
When a different family living on Klee-coot Arm wants to swim across the lake, an annual event for them, the wake surfers
make it a dangerous journey. “Every year [this family goes] across the lake and swims back.” The family takes precautions, Art said, but the wake surfers ignore them. “They have boats with them and flags up with balloons on them and everything else and these turkeys are going and dissecting that line back and forth all the time.” It’s dangerous for canoers, kayakers and paddleboarders too, Becky said. The Skipseys keep a boat ready to go in the summer to rescue nonmotorized boaters who fall out of their vessels due to the waves. Art would like to see the Sproat Lake Marine Patrol take a more active approach on the issue. “Boats can be identified and the lake patrol could give out courtesy slips of what’s expected on the lake when they arrive there at the boat ramp.” If the warnings aren’t heeded, Art thinks that getting the police and the coast guard involved is the next logical step, despite what he said is a lack of desire to get involved in the situation from both parties. “Both [organizations] are passing the buck on that but [the wake boats] are breaking the law.” Sproat Lake director Penny Cote said she has heard complaints about the wake surfers. “I am very aware of the wake surfing and the damage that’s created by it.”

The Port Alberni Maritime Heritage Society is hosting the HMCS Yellowknife from May 22-25 at the lighthouse near the Harbour Quay Marina. This Royal Canadian Navy ship will be available for public viewing from 1-5 p.m. on Saturday, May 23 and Sunday, May 24. Sea and Navy League Cadets will have an opportunity to tour the 180 foot long ship. The HMCS Yellowknife is a Kingston Class vessel, commonly referred to as a Maritime Coast Defense Vessel, seven of which are still sailing. The ship is manned by a 35-40 person crew, generally made up of reserve Royal Canadian Navy members. The ship’s visit was initiated by the PAMHS during the summer of 2014. The PAMHS is led by

traction at the provincial level. “We’ve been talking about this road for the better part of 30 years but we think we’re starting to get some traction now,” said Edwards, referring to plans to improve the road out to Bamfield and Anacla. “We’ve spoken at length with the provincial government and we know while there’s an interest— in fact they’ve been very clear that it’s not a matter of if, it’s a matter of when—we

The question of whether or not to borrow $6 million to fund the Alberni Valley Regional Airport Runway Expansion will be decided through an alternate approval process instead of by referendum, the Alberni-Clayoquot
Regional District board voted last week. The choice to go to an alternate approval process was based on a recommendation from the Alberni Valley Committee. The ACRD is looking to borrow the money to extend the runway to 5,000 feet. The alternate approval process, part of the Local
Government Act, is meant to gauge the level of dissent with a proposed question without going to a referendum. It’s a less expensive and quicker process, costing $1,800 and taking 1.5 months to conduct compared to a referendum, which a staff report said would take four months and cost $9,000-13,000.
If 10 per cent of electors sign the petition at the ACRD offices saying no to the $6 million borrowing proposal, the ACRD may not proceed to borrow money for the runway extension without a referendum. The money will be borrowed at 3.75 per cent rate over 20 or 30 years.
The vote on whether to go the alternate approval process was 11-2 at the ACRD board table, with Cherry Creek director Lucas Banton and Long Beach director Tony Bennett voting against. “I have real problems with the alternate approval process,” said Bennett.

While the mid-2014 switch to the E-Comm 911 system has benefited many users, it hasn’t benefited individuals with voice over internet protocol (VOIP) phones. “VOIP phones don’t work on the 911 system... they’re offered a limited form of 911 calling and it certainly won’t work during power or internet outages,” said Chris Vrabel, Campbell River Fire Department deputy fire Chief and administrator for the North Island 911 Corporation. “When you dial from a land line, the operators in E-Comm... will have your name, address and telephone number associated with your account and that goes with your call to the appropriate [dispatch] centre,” said Vrabel. “When you dial from a cell phone, your cell phone [number]
and the latitude and longitude of where you’re making the call from or originating cell tower location will be sent along with your call.” When someone in the North Island calls 911, their call is routed to E-Comm in Vancouver, where operators transfer the call to a dispatch centre in the North Island-Courtenay area for police, Victoria for ambulance or Campbell River for fire. “That process takes about 30 seconds for them to do that,” he said, from the time the operators pick up the phone until the call is transferred to the dispatch centres. service,” said Vrabel. “Then the operator looks up a list of where that call should go and they make that transfer. It’s certainly not a quick process, let’s be clear about that.” According to the CRTC, of the 11.3 million residential home phone customers across the country in 2013, nearly half of them had VOIP phones instead of using a
traditional cable company. When VOIP calls are finally transferred to the appropriate dispatch centre, the enhanced location and phone number information is not available. “It’s a voice call only. When we get the call on our screen we’re only getting your voice.” According to Vrabel, while many switch to VOIP phones from
traditional land lines for the cost savings, they need to be aware of the consequences. “The CRTC has mandated that the VOIP phone providers put out a disclaimer with the product that 911 service is limited with their product. Roads leading us in circles Sacrificing farmland for climate change For decades, people living and travelling to Bamfield from Port Alberni have lamented the condition of the gravel road. Past pleas to the provincial government for solutions have been hit with pass-the-buck syndrome. Although grading happens at certain times of the year, it’s not ideal. Now, the Huu-ay-aht First Nation are trying to do something about it, and they are in possibly the best position to do so. Only their solution isn’t quite what others think. The Huu-ay-aht have been in talks with the Ditidaht First Nation and Cowichan Valley Regional District about the possibility of creating a paved ring road through Bamfield, Anacla, Ditidaht and out to Duncan. The Huu-ay-aht see this as a solution to providing an alternate access into the Alberni Valley, while improving safety into and out of their community. It will also connect people in many ways. We see this road picture as three different issues: fix the road to Bamfield; give us a second route connecting Port Alberni to the east side of the Island; and creating a circle route through Bamfield to Cowichan. All three are great ideas. All three have been discussed, one or two more than others. All have merit. However, which one should government focus on first? Because we know that concentrating on all three as a package deal, while making sense, won’t happen as far as government funding goes— because it makes sense. — Alberni Valley News

ICTORIA – It was 2008 when word first surfaced that B.C. farmland was being bought up to grow trees as a European carbon offset. Reckitt Benckiser Inc., a British-based global manufacturer of household products such as Lysol spray and Calgon laundry soap, bought 1,500 hectares east of Vanderhoof and planted aspen. For comparison, that’s about the size of downtown Vancouver from 16th and Oak to Stanley Park. Since tree growing is permitted in the Agricultural Land Reserve, a use intended for fruit, ornamental or nursery trees, no permission was needed. And to meet the carbon offset rules of the UN’s International Panel on Climate Change, a 100year restrictive covenant against harvesting trees
was issued by B.C.’s land titles office. Goodbye farmland. After that deal, the B.C. government changed legislation in 2011 to require permission from the Agricultural Land Commission to make these covenants valid. Agriculture Minister Norm Letnick says he is waiting for that process to be tested. It likely will be soon. Reckitt has bought another 7,000 hectares of cleared farmland from Prince George down through the Cariboo to Quesnel. NDP agriculture critic Lana Popham has been tracking these acquisitions, and she says there are more deals in the works. Last fall, the Bulkley Nechako Regional District wrote to Victoria Wood, Reckitt Benckiser’s “global head of sustainability,” telling her that “the planting of trees on centrally located and
productive agricultural lands is not appropriate” and would weaken local farm economies. Wood responded that the RB Trees project targets only “marginally productive” land such as pasture, abandoned farms or those that have been up for sale for long periods. Former Cariboo North MLA Bob Simpson raised the issue in the legislature in 2008, noting that Crown land near Vanderhoof had been sold for farming, bought by a numbered company and then “flipped” for around $1 million to RB Trees. Now mayor of Quesnel, Simpson takes issue with the company’s claims with his usual shyness. “It’s bull----,” he told me. “This isn’t marginal land.” He said it includes prime alfalfa fields and historical ranch and forage crop lands. In one case, neighbours found out about the new use when

they saw a helicopter spraying herbicide to prepare the area for tree seedlings. In the Cariboo as in other rural B.C. areas, aging farmers want to retire and young people keen to work seven days a week are in short supply. So naturally there is pressure to sell. Perhaps Letnick is right, and the ALC will stop productive farmland from being turned back into forest. While we’re waiting for that, here are a couple of other questions. What happens when these forests burn? The first big forest fire of 2015 grew out of control near Prince George last week. And since aspen doesn’t last 100 years, what is its real carbon offset value? How’s that European carbon trading market doing? It’s a mess, with the cost of emitting a tonne of carbon dioxide fallen far below what’s needed to be effective, and Interpol investigating various schemes to game the system.

With great interest I have followed Rainbow Gardens’ wishes to expand, to fulfill a need for taking care of our elderly. Their wish to acquire parkland has met with protest. While this option is not deemed viable, we all need to look at a much bigger picture. As a community, it is becoming more and more inherent upon us to provide for those that have come before us. Parents/ grandparents that built this community. Those that have paid the taxes and provided the wealth that so may of us have enjoyed. There are options for us out there to provide a future for them. What we need now is a consolidated effort on the part of local and provincial governments to secure a game plan for the development of an all-encompassing facility that will help alleviate our current crisis. It may be a number of years (hopefully less), but that facility needs to be built. Our job at the moment is to secure
at the cheapest possible cost the land on which it can and will be built. I’m talking about the Island Health (VIHA)owned property between Eighth and Ninth avenues on Morton Street. This strategic, central, valuable land needs to be secured as the future home to the above-mentioned facility. It is the absolute best location available in our city. Any other use of this elderlyfriendly property would be a travesty. I implore our council, regional district and health services to petition to have this property set aside for our elders.

No confidence in war edict To the Editor,
On May 2, against the backdrop of CF-18 fighter jets and a huge Canadian flag, our Prime Minister had these words for Canadian Forces stationed in Kuwait: “You stand on guard between the civilization we enjoy, and the savagery that
seeks to come to our shores”. The PM’s words may have been taken directly from “Idiotic Quotes From A Resident Of The Village Of Crawford, Texas”. Its author, former American president George W. Bush, had no exit plan when he sent his country to war in the Iraq Attack of 2003, based on Saddam Hussein’s non-existent Weapons of Mass Destruction being a world-wide threat to what Dubya liked to call “the civilized world”. Likewise, our PM had no exit strategy when he committed Canada in the War Against ISIS, but his fleeting visit to Iraq and Kuwait was well documented by photographers and videographers. Their work, courtesy of Canadian taxpayers, will doubtlessly be showcased into Conservative Party election campaign advertisements; to be repeated ad nauseam during the next few months. Another revelation on the clandestine cloak-and-dagger trip to the Middle East, came when the Chief Of Defence Staff was asked to comment on Judge Marie
Deschamps’ Military Sexual Misconduct Report. His response was the exact opposite to what he gave only a year ago; as General Tom Lawson is slated to leave his position very soon, maybe we can expect someone with such a trained forked tongue to fit nicely into Ottawa’s political elite. John Horgan says that he is pleased that the NDP won government in Alberta. John now has a couple of problems on his hands because of this NDP win in Alberta. One is that the new NDP premier, Rachel Notley wants the Kinder Morgan pipeline to be built. John Horgan on the other hand does not want this pipeline to be built. A bad report card two years from now, the same year as a B.C. election will have to be absorbed by John Horgan and the B.C. NDP, once again keeping the B.C. NDP in opposition status. damaged.” Cote said that the Sproat Lake Community Association is trying to find a solution to the problem but added that it was a federal, not local government, issue. “It is federal jurisdiction, it’s not provincial, it’s not regional, it’s not local government. We don’t have any jurisdiction.” While wake surfing is regulated under Transport Canada, their Local Authorities Guide does map out options that municipal governments can take when there are issues with the operation of pleasure crafts on the water. According to the guide, Transport Canada “allow[s] any level of government (federal, provincial, municipal and
territorial government authorities) to ask the federal government to restrict the use of all boats, either pleasure craft or commercial vessels on all bodies of water in Canada.” Restriction can range from prohibiting all boats to imposing speed limits or regulating certain types of boats and activities. Art Skipsey feels like it’s a lack of consideration for property owners and other users of Sproat Lake that’s the issue. “I don’t think that it’s right that somebody can come in and take away the pleasure from the other people on the lake. psychology; Racette talks about neurons and dendrites and their role in creating innate qualities through repetition. If he can draw from his experiences in the ring, then it won’t matter as much that he might have lost a step over the years. “When you see somebody standing in front of you and their shoulder twitches or their eyes open up, you know something’s happening, then you have to react. For Gordy Racette, getting back in the boxing ring after 15 years is like something out of The Twilight Zone. There’s an episode of the 1980s TV show, recalled Racette, where a young boy is compelled to read to his great-great-greatgrandfather every night, and as long as the boy never finishes a story, the old man stays alive and awaits the ending. “So this family, through generations, kept reading him stories. He couldn’t die until he got to the end,” said Racette. “And that’s kind of like me. I set goals five, 10 years down the road. It keeps you motivated to keep going.” Nanaimo’s Racette (39-6) is fighting Kelowna’s Sandy Pembroke (3-7) as part of the Rumble at the Rink boxing card this Saturday (May 23) at Frank Crane Arena in Nanaimo. It will be an historic bout – only two other pugilists have fought in five different decades, and no Canadian has performed the feat. “In 2000, when I had my fourth-decade fight, I went, ‘Ha ha, four decades, I wonder if I can make it five?’ So the seed was planted,” Racette said. Once he identifies a goal, he said, he can’t quit, and has to “go for the gusto.” Even if someone tells him he can’t do it. “[They say], ‘You’re too old; you shouldn’t be fighting,’ Why? Well, maybe because they don’t,” Racette said. “I’ve passed all the physical hoops, the mental hoops, I’ve

Art Rave 2015 runs from Saturday, June 20 at 1:00 p.m. to Sun., June 21 at 4:00 p.m. The art for all ages tent will offer everyone the opportunity to paint a festive flag or banner to decorate your home or garden. The carving tent offers displays and demos by several valley carvers. Catch the
action and watch the chips fly with demos by local chain saw carver, Jesse Toso. The art demo tent will be offering drawing and painting demos. The public is encouraged to try their hand. There will be an art market with a selection of local and mid-Island artists and artisans displaying and selling their creations. On Saturday starting at 1 p.m. at Spirit Square there will be a variety of local musicians and spoken word artists. An evening dance concert from 8-11 p.m. will feature Cruise Control and Mystic Groove. The Art of Beer garden will be set up adjacent to Saturday’s music stage area. Melissa Martin is the Arts Administrator for the Community Arts Council.
